A 12-acre plot of land within the Santa Ranch development is being eyed by Hollister School District officials as the site of a new multi-million dollar elementary/middle school. District officials said this week they are in negotiations for the site of a new campus they say will be needed to accommodate Hollister’s population growth. Supt. Lisa Andrew said the 12 acres, surrounded by new Anderson Homes, were set aside by developers for the purpose of building a school. Although the district has not acquired the land, it has already put out bids to select a design-build construction firm. “We’re shooting for August 2020 to open the school,” Andrew noted. “To accomplish that, we would need to break ground this August-September.” The incoming bids range between $48 to $78 million, according to Andrew.

Rather, it is “closely drawn to achieve California’s interest in safeguarding public health and fully informing Californians of the existence of publicly funded medical services.” Arguing on behalf of the pregnancy centers, Howe reported that attorney Michael Farris quickly ran into questions from several of the court’s more liberal justices that boiled down to what Justice Stephen Breyer dubbed “what is sauce for the goose is sauce for the gander”: If a state that opposes abortion can require a doctor who performs abortions to tell a pregnant woman about the possibility of adoption, why can’t a state that supports abortion rights require a doctor to tell a pregnant woman about the availability of free or low-cost abortions? Justice Sonia Sotomayor appeared to agree. If you decide to talk about pregnancy, she asked Farris, why shouldn’t you be required to tell people that you are not a doctor? Farris and Jeffrey Wall, the deputy U.S. solicitor general who argued on behalf of the federal government, tried to distinguish between the two kinds of disclosures, stressing that requirements to inform pregnant women about alternatives to abortion only come into play when medical procedures are being provided, and that the unlicensed clinics are not providing such procedures.

Supreme Court hears appeal of CA statute Pregnancy centers battle to overturn CA law, citing first amendment centers in Santa Clara County, including Life Advocates Inc. The question before the Supreme Court justices on Tuesday was whether a California law’s requirement that these faithbased “crisis pregnancy centers” provide their patients with specific kinds of information – including, for some, the availability of low-cost or free abortions – violates their free-speech rights under the First Amendment. “After roughly an hour of oral argument, the law appeared to be in some jeopardy, not only among the court’s more conservative justices but also perhaps at least with Justice Elena Kagan, one of the more liberal justices,” reported Amy Howe, of SCOTUSBLOG after Tuesday’s hearing in Washington, D.C. The organizations had been unsuccessful at blocking the California law—The California Reproductive Freedom, Accountability, Comprehensive Care, and Transparency Act (FACT)— at the federal district court level, and the state was upheld by a 3-0 vote of the Ninth Circuit Court of Appeals last fall. The federal appeals court at that time

But Sotomayor was skeptical, telling Wall that the clinics sometimes provide ultrasounds and pregnancy tests. “I don’t know how” pregnancy counseling, she continued, “is not part of medical advice in the same way a doctor gives it when he’s considering an abortion procedure. I don’t understand the difference.” Justice Samuel Alito was concerned that the law unfairly singles out antiabortion facilities like crisis pregnancy centers while providing exemptions for other kinds of health-care providers. “If you have a law that’s neutral on its face” but then contains “a lot of crazy exemptions,” he asked, “isn’t it possible to infer intentional discrimination?”

Howe reported that Joshua Klein, the deputy state solicitor general who argued for California, tried to assure Kagan and Alito that the law also applies to a “significant” number of clinics that are not opposed to abortion, but Kagan nonetheless pressed him to explain why and how the state decided to create the exemptions. Justice Neil Gorsuch asked Klein, why can’t the state use other methods to make sure that pregnant women are aware of their options, rather than free-riding “on a limited number of clinics to provide that information”? “If you’re trying to educate a class” of people “about their rights,” Gorsuch stressed, “it’s pretty unusual to force a

private speaker to do that for you under the First Amendment.” Justice Anthony Kennedy also expressed doubts about the law. In one question that may prove to be pivotal in the case, he asked Farris what would happen if an unlicensed clinic wanted to put up a billboard that said only, in large letters, “Choose Life.” Would that message trigger the law’s notice requirement? “By the time the oral argument had ended, California’s law seemed like it could be in real trouble,” said Howe. The justices could ultimately decide to strike down part or all of the California law, while leaving open the possibility that a more generally applicable law might pass constitutional muster. A decision

is expected by the end of June. California Attorney General Xavier Becerra was the named defendant in the lawsuit. “Information is power,” Becerra said in a statement, “and all women should have access to the information they need when making personal health care decisions.” The 2015 California law imposes two different sets of requirements. Nonprofits that are licensed to provide medical services (such as pregnancy tests and ultrasound examinations) must post notices to inform their patients that free or lowcost abortions are available and provide the telephone number of the state agency that can put the patients in touch with providers of those abortions.

San Benito High School senior Aeja Rosette was named a National Merit Scholarship semifinalist this year, according to an announcement from the high school district staff. “I didn’t expect or prepare to be a National Merit Scholar, but paying attention in math classes and doing my work ended up producing something to be proud of,” said Rosette, who views the recognition as a validation of the hard work she has put into her education. In the annual National Merit Scholarship Program, 50,000 academically talented high school students are honored, but only 16,000 of them are named semifinalists based on their performance on the Preliminary SAT/National Merit Scholar Qualifying Test (PSAT/NMSQT). Those semifinalists have an opportunity to advance to the finalist level and compete for National Merit Scholarships. Semifinalists, such as Rosette, are the highest scorers in each state and represent less than 1 percent of each state’s high school seniors. “Aeja has been an outstanding student since the day she stepped onto our campus,” San Benito Principal Adrian Ramirez said. “Being selected as a National Merit semifinalist is a well-deserved validation of her high academic performance and rigorous coursework she has taken throughout her four years with us.”

Rosette’s academic schedule is packed with six Advanced Placement (AP) classes: AP Physics II, AP Calculus BC, AP Environmental Science, AP English Literature, AP Statistics and AP Studio Art as well as an economics class. However, her favorite class this year is art, which she says “provides a nice mental break from all my other AP classes, as I get to chat or listen to music and do art.” Rosette has plans to enter the medical field, either as a pediatrician or working with an organization such as Doctors Without Borders. She expects to attend a four-year college after high school, but she is not sure where as of yet, as most of her decision depends upon the financial aid she receives. Ramirez noted that “anyone who has had the pleasure of having her as their student is not surprised that she was selected” by the National Merit Scholar recognition. Rosette, however, said she was “honestly, pretty surprised. My mom, of course,

cried and was generally very excited and proud” and her sister was, as well. Rosette credits her mom with inspiring her success. “As a single mom, she works really hard to make sure my sister and I have everything we could ever want, and doing well in school is one of the only ways I feel like I can give back to her,” she said. In addition to her academic load, Rosette tutors 12 hours a week through the high school’s Club Ed— an experience she calls fun and rewarding. She also said she enjoys painting panels for the Associated Student Body (ASB), hiking and traveling. As for her advice to other students on how to do well in school, Rosette suggests to “find good friends or acquaintances you can study with.” “I have never really been able to actually study on my own, but before every big test I’m with a couple good friends at Mars Hill or someone’s house explaining and re-explaining problems and concepts with each other,” Rosette said.

he printing press remains the symbol—despite the arrival of online news—of the Fourth Estate, of “Freedom of the Press.” That’s why for centuries one of the first acts of authoritarian rulers was to smash the printing presses of the opposition. In 21st Century democracies, the pressures are more subtle, but with the same potential impact—to silence independent voices: labeling all legitimate, professional media as “fake news,” for example. Now, coming on the heels of the announcement of the Trump administration’s controversial tariffs on imported steel and aluminum, the Department of Commerce this month announced the imposition of a 22 percent “anti-dumping duty” on imported Canadian newsprint, a major source of paper for many community and metro newspapers. The Commerce Department had concluded that Canadian paper manufacturers have been “dumping” newsprint into the U.S. for less than its fair value. The antidumping duties follow duties on newsprint and other uncoated paper products of 4.4 to 9 percent announced in January. Paper producers have already announced significant price increases in an attempt to absorb the duties. Additionally, newsprint manufacturers with low rates are being asked for supply and are raising prices because of higher demand. The California News Publishers Association and other industry groups are asking each member of California's Congressional delegation to oppose Commerce's imposition of the duties. David Chavern, CEO of the Newspaper Marketing Association, predicted dire consequences: “Most newspapers will not be able to absorb these increased costs and will be forced to reduce page counts, reduce days of

distribution, and/or move more information to digital platforms. “Some small-market or rural newspapers, with slim margins, will close.” Ironically, the supposed beneficiary of duties on Canadian newsprint imports— U.S. newsprint mills— will be harmed as tariffs will artificially decrease the demand for their product.”

Our readers, customers and community will pay the price just so one small paper mill can use trade laws to a very temporary advantage. A consequence of the new steel and aluminum tariffs will be increases in manufacturing costs and consumer prices for cars, refrigerators and washing machines. The consequence of the newsprint “duties” (another word for tariff ) could be even more dire for our democracy. South Carolina newspaper publisher Susan Rowell warned, “We are painfully aware that some newspapers will not survive this upheaval. For those who do, it will be at the expense of a diminished news mission. Our readers, customers and community will pay the price, just so one small paper mill in Washington state can use trade laws to a very temporary advantage. Long term, we will all lose.” Although the new duties are in place, the Commerce Department and the U.S. International Trade Commission will be studying their impact this summer on newsprint customers and the newspaper industry. Let’s hope that wiser heads prevail and these new rules are reversed.

One prevailing stereotype of Californians—shared by state residents as well as red-state politicians and the Trump Administration—is that we pay higher taxes than anyone else in the country. A national consumer website, WalletHub, this month has released its 2018 Taxpayer Survey, as well as its yearly Tax Rates by State report. And it shows that when you take into account all kinds of taxes that we pay, Californians pay overall tax rates that are among the lowest in the U.S.—not the highest. The survey features a wide range of facts about people’s opinions on taxes, and the tax rate report compares the cost of the average person’s various obligations in the 50 states and the District of Columbia. The report discovered that states with no income tax aren’t always the cheapest overall, as they tend to have higher sales and property taxes. California ranked 8th lowest among all states for it “Overall Effective State and Local Tax Rate,” according to the survey. Broken down, California had the 11th lowest income tax, and the 17th lowest real estate tax rates. The state ranked less well—around the median—for vehicle property tax, 27th and 30th lowest for sales and excise taxes. The website’s annual taxpayer survey reported that fewer than 4 in 10 people are happy with President Trump’s tax reforms: 69 percent of people think the reforms are better for corporations than consumers, and 67 percent think they benefit the rich more than the middle class. The survey also revealed that: • 90 percent of people think the government currently does not spend their tax dollars wisely • 30 percent of people say making a math mistake is their biggest fear when filling out tax forms • 37 percent of people would move to a different country for a tax-free future • 22 percent would switch political parties.

Since customers don't need to buy anything to use the common area, it's a popular place for students, church groups, Boy Scout and Girl Scout Troops, union members, or those in the community who just need a place to dry out and stay warm. “This is a place where we can serve the community,” Prak said. “You don’t need to buy anything to use the space. It’s a safe space where you can meet with people, hang out, have meetings or just if you need a place to dry out.” At Mars Hill, it's common to say that, “everyone has a Mars Hill story.” Indeed, Prak has one of her own. “I started working here after college," she said. “I met my husband here, and five years later we’re married with two kids. That’s the beauty of a small town. They say this place feels like a family.” Mars Hill, 610 San Benito Street, is open Monday through Friday, 7:30am to 8:30pm, and on Saturday 8:30am to 3pm. Mars Hill is closed on Sunday.

in Christ Church is a little church along Airline Highway that shares the building with Hollister Montessori School. While the baristas are paid a wage, any profits earned are used to pay for supplies and rent, which is roughly $4,500 a month. Anything that is left over goes to the church or is donated to local charities like the Hollister Pregnancy Center. “The church has dwindled a little in the last few years in size, but the people who are still there have their whole hearts in this place,” Prak said. “God gave us this place, and he has entrusted us with a coffee shop, and it’s for his reasons that we keep on going.” Mars Hill tries to be a local as possible. The coffee is from Santa Cruz Roasting Company, and they make their cookies and scones in-house. While the cookies are made in a large batch and frozen at the beginning of the week, Mars Hill baristas start their day by making the biscotti. “We have a super small staff; It’s kind of like a family,” Prak said. “We have eight regular baristas and me, and my mom manages the place. It’s been really fun. Some of

While Measure V, approved by voters in November 2016, will account for $36 million of that building cost, Hollister school leaders are counting on an additional $26 million in matching funds from the state’s Proposition 51, as well as revenues from developer fees to cover the rest. Measure V was outlined “to help fund the construction of a new 900-plus student elementary/middle school to keep class sizes optimal and prevent overcrowding,” according to the school district’s fact sheet. An Independent Citizens Bond Oversight Committee was also included in Measure V’s ballot measure. Statewide voters approved Prop 51, the Kindergarten through Community College Public Education Facilities

Bond Act, in November 2016. The measure provides $9 billion of facility funding to California public schools. The 12-acre property is on Fairview Road at the end of Sunnyslope and will be the ninth elementary school site (12th primary school program) in the district’s cache of schools. Andrew said those existing schools are either at or nearing capacity, “so as a district we are nearing capacity.” The Hollister district currently serves about 5,500 students. “It’s an ugly piece of land, but we’re going to make it pretty,” added HSD Board President Patricia Moore, who credited local residents for making the new school project possible with the passing of Measure V. “The people of Hollister have been very

supportive of schools. They see the value of education.” Along with helping to finance a new school, the Prop 51 funds would also go to improve student nutrition, improve technology for all students, provide access for people with disabilities at all sites, increase school safety and security at all sites and provide energy efficiency at all school sites, according to district staff. Anderson Homes has named the new neighborhood home of the school Cloverfield at Santana Ranch, which “offers sweeping views in every direction extending to Santa Clara Valley.” It is a cluster of three- and four- bedroom homes with prices starting from $545,900, according to Andersonhomes.com.

While Sang Ji and Jung Choi sit in San Benito County Jail awaiting trial on criminal charges that they murdered Yoon Ji in Hollister last year, a civil court judge has ordered the suspects to pay $40 million in damages to the dead woman’s two daughters. Sang Ji and Yoon Ji had been married for about 23 years at the time of Yoon Ji’s death, but the marriage had been on the rocks recently, according to briefs filed by the couple’s daughters in a wrongful death lawsuit in San Benito County Civil. The lawsuit was filed by Serena and Catharina Ji shortly after their mother’s death in December 2017, with their father as well as Jung Choi and Bongkee Choi as defendants. The order is a “default judgment” issued after the defendants blew their deadline to respond to the initial lawsuit. James Hann, attorney for Serena and Catharina Ji, said the law allows defendants in a civil suit 30 days to respond to the initial complaints. Sang Ji and Jung Choi have been in jail since before the Ji sisters filed the lawsuit, and never Sang Ji answered the complaint. Defendant Bongkee Choi has not been served with the lawsuit, according to the court file. Hann declined to comment on the likelihood of the Ji sisters ever recovering the $40 million judgment. “The reality is, no amount of money can make up for losing—literally and figuratively—both parents,” Hann said. He clarified that not only is their mother deceased, but their father could spend the rest of his life in prison if he is convicted of the murder. The sisters were seeking

damages primarily for pain and suffering, loss of society and companionship, emotional distress and loss of consortium, according to their lawsuit. Furthermore, Catharina Ji, 19, relied on her mother for up to $30,000 each year for her college expenses in San Diego. Serena Ji is 23 years old. The lawsuit says both claim their residence in San Benito County. “Now as the plaintiffs enter their young adult lives, they must learn to live without the support of their mother who was plaintiffs’ best friend and confidant,” the lawsuit says. Catharina Ji wrote in a document supporting the lawsuit on file, “My mother was my best friend. We were extremely close, and my relationship with her is one that I will never be able to have with another person.” She and her mother used to talk on the phone every night, and her mother paid for all of her expenses while she has

attended college, the document states. Serena Ji added in a similar declaration, “Everything she did was for us…She worked diligently every single day, neer taking a single day off except for my college graduation. She woke up at 5am to open the laundromat and make breakfast for my dad and wouldn’t get home until almost 11pm to close and clean it at the end of the day.” Yoon Ji and Sang Ji owned Hollister Laundromat together before Yoon Ji’s death. The civil lawsuit judgment will not impact or rely on any resolution or proceedings in the criminal case against Sang Ji, 49, and Jung Choi, 45. Both are charged with murder, which carries a maximum sentence of life in prison if convicted. They remain in jail in lieu of $2 million bail. Their next hearing in the criminal proceedings is scheduled for 1:30pm March 23 at the San Benito County Courthouse, to set a preliminary hearing.

Slade Wilson’s schedule is not for the faint of heart. The San Benito High junior is particularly busy during the spring sports season, as he balances strength-training and conditioning sessions in the morning for football and lacrosse matches and practices in the evening. Wilson’s day begins in zero period with strength-training and conditioning, and lacrosse practice doesn’t start until 6 p.m. because other spring sports teams are using the field before them. By the time Wilson’s day is done, he will have spent 14 hours at school balancing academics and athletics. “Having to maintain grades and putting in the effort in the weight room in the morning and practices at night is pretty stressful on the body, but I feel I’m doing pretty good at making everything work,” Wilson said. The Haybalers entered the week with a 2-1 record, with Wilson and several others—Jason White, Parker Ulrich and Tyler Benedetti, just to name a few— playing a key role in the team’s success. Wilson has had a couple of spectacular matches this season, as the midfielder scored a career-high five goals against

Woodside and the game-winning score in nail-biting fashion against Palma in the Aptos Tournament. The latter match went to the Braveheart method, when each team has just one field player along with a goalie to determine the winner in suddendeath fashion. After a missed shot from the Palma player, Wilson used his superior conditioning to outrun his opponent to the Palma goal. “The other guy was gassed, so I ran down the field, gave a fake and shot it in,” Wilson said. “I was so excited I threw my stick in the air. Wilson came in on the Palma goalie on a breakaway before utilizing a fake and scoring to seal the victory. Wilson’s teammates rushed the field in celebration, a milestone win considering the opponent. “I threw my stick in the air I was so excited,” he said. Balers coach Don Jones said Wilson makes everyone around him better, a testament to Wilson’s passing ability and field awareness. Even though Wilson doesn’t play lacrosse in the offseason—football takes up that time—he feels like he’s much improved from a season ago. “I’ve got more size and strength,” he said. “Things start to slow down more after playing the sport for a couple of years.” One of San Benito’s best results came in a 9-6 loss to Carmel, which is one of the Mission Trail League’s power programs. The Balers entered the fourth quarter tied at 6-6 before Carmel pulled away.

fielding a lacrosse program, looks to take the next step and contend for a league championship. “Last year we got blown out by them, and in the years before we were not good enough to compete with them,” Wilson said. “But this year we gave them a good run for their money. This year our team is looking really good.” Wilson has a goal to be the “most dominant faceoff middie in the league,” while continuing to improve in every aspect of the game. Wilson helps the team with excellent ball-control skills, along with the ability to score. Even though lacrosse

is one of the newest sports at San Benito High, Wilson was familiar with the game because his dad, Steele, played for the Naval Academy. “My dad introduced me to the game, so I was familiar with it by the time I got to high school,” he said. Wilson, who was also the starting quarterback for the football team last fall, said he likes the physical aspect of both sports, even though he has a slightly different mindset and persona when playing

each sport. “In football, I have to be more calm as the quarterback,” he said. “I don’t really talk and have to stay focused. In lacrosse, I can be kind of more loud and cocky. It’s pretty physical, but being a football player, I’m used to it. I like the contact because I think it gives me an advantage when I go against other players.” Wilson feels right at home plahing lacrosse since no less than a half-dozen players from the football team are also playing lacrosse.

competing in the San Benito High pool, she didn’t have the luxury of having her time immediately available to her after she touched the wall. But as Fleming looked over to her coaches and teammates, she knew she had done something significant. “I heard everyone cheering and it registered to me that I got the CCS time I was looking for since last season,” she said. “Once I found out my time, it was better than I even expected. I couldn’t have been happier, because I’ve been working for this for a long time.”

Fleming, a San Benito High junior, had just completed a fine sophomore season in which she excelled on both the basketball court and in the pool. Having swam for most of her life, Fleming knew her athletic potential in the pool was higher than on the court. “It was a long, thoughtful decision,” she said. “I talked to the basketball coach, the swim coach and family and friends. It was a tough decision, but I’m glad I made it. At the end of the last swim season, I thought about what I wanted to accomplish this year (swimming-wise) for a long time.” In the end, Fleming realized if she wanted to reach her swimming goals, she would have to drop one sport (she also plays on the volleyball team in the fall) and spend more time in the

pool throughout the year. That’s exactly what Fleming did, and it’s turned out to be a great decision. Fleming has already hit Central Coast Section Meet qualifying times in the 50-yard freestyle and three relay events: the 200 medley relay, 200 free and 400 free. Fleming will get another crack to lower her times when the Haybalers host Christopher in a Monterey Bay League dual meet on Friday. The highlight of Fleming’s career came in the second league meet of the season against Monterey on March 9, when she nailed a personal-record (PR) in her best event, the 50 free. Fleming’s time of 25.07 seconds bettered her previous mark of 25.59, while also qualifying her for the Central Coast Section Championships. A year ago, Fleming missed out on the CCS qualifying mark by .03 seconds. This time, she wasn’t about to be denied. “I went up on the (starting) blocks and told myself I could do this and I was going to get it,” she said. “As my club coach (Jud Shutts) says, ‘Turnover, turnover, turnover,’ which means rapid arm stroke. That’s what I kept thinking of when I was in the race.” Since Fleming was

Fleming has also been working on lowering her 100 free times, and she has posted times in the low to mid 56-second range. Fleming’s best last year was in the 58-second range, so she’s already made a dramatic improvement in that event. “That’s my next goal— to qualify for CCS in the 100 free,” she said. Fleming and her three relay teammates—sophomores Mary Haggins and Maya Villegas and freshman Jaya Waller—have had a terrific season together, having qualified for CCS in each of the relay events.

“Before the season started, we knew we wanted to make it to CCS in at least one of the events,” Fleming said. “When we qualified for one of the relays in the first meet, we were ecstatic. And when we qualified for the other two relays in the second meet, we were pumped up and screaming our heads off.” The four swimmers are excited because they know the best is yet to come. All four swimmers are dedicated to the sport

and should be even faster by the end of the season. By the start of next season, they could potentially be a top-10 contender in the CCS Finals. Fleming improved in the off-season with San Benito Aquatics. During the summer, Fleming had 5:30 a.m. practices, where she worked on a variety of technical aspects to her form and technique. Fleming said Shutts had her work on the catch, press and push, which meant she would be able to pull more water, get

faster and glide through the water more efficiently. “It helped me with a faster turnover and kick to get stronger,” she said. Fleming plans on hitting the 24-second range in the 50 free, and she feels more confident than ever that the extra work she put in the off-season is helping her now. The reigning MBL champion in the 50 free, Fleming is in the midst of a tremendous swim season—and she’s not done yet.
