In a unanimous 5-0 vote by the Hollister School District Board of Trustees, Navigator Schools got its second charter renewal approved in less than a week as Hollister Prep’s new five-year contract was granted March 27. The San Benito County chapter of the national nonprofit organization Birthday Cakes 4 Free started last spring and group members have been bringing cakes, cupcakes and muffins to low-income seniors and children ever since then. Since the group started in June, its members have delivered about five cakes a month to the Emmaus House, Chamberlain's Children Center and the assisted living facility Whispering Pines Inn. Westrick brings new ideas from FBI FBI ACADEMY 10-WEEK COURSE GAVE POLICE CHIEF INSPIRATION Michael Moore Reporter

While he was in Quanitco, Va. for the prestigious 10week FBI National Academy, Hollister Police Chief David Westrick gained a wealth of knowledge and expertise that he is eager to put to good use at the local department. Westrick graduated from the 271st session of the FBI National Academy on March 16. He returned to Hollister a few days later. Westrick was one of 223 law enforcement officers nationwide who graduated from the recent session. The FBI National Academy is an exclusive program conducted at the FBI Academy that offers 10 weeks of advanced courses in communication, leadership and

fitness training for selected officers who have proven track records as professionals within their agencies, according to a statement from the Hollister Police Department. Included in the class are members of law enforcement agencies from 48 states as well as Washington, D.C., 18 international countries, five military organizations and five federal civilian organizations. Graduates of the FBI National Academy represent the “top 1 percent” of law enforcement leaders worldwide, according to Hollister PD. National Academy students are also able to earn undergraduate and graduate credits from the University of Virginia during the program. During his time in Quanitco, which started in November 2017, Westrick received grades of “A” in all five graduate-level courses he took. Westrick said as he was preparing to leave for the

National Academy late last year, he carefully selected courses that would offer knowledge and skills that he could specifically apply to Hollister. He also took courses that aligned with his passions of community involvement and engagement. “Every course I took had elements to accomplish my goal for enhancing my career and serve the needs of Hollister,” Westrick said. For example, in the course titled “Contemporary Issues in Law Enforcement,” students had “many lessons on public perception, legitimacy and community involvement,” Westrick said. The chief was able to lead a classroom exercise in which he demonstrated an effective “Coffee With A Cop” session with concerned residents. His aim was to demonstrate to his classmates how to use such informal meetings to emphasize transparency, build coalitions and “have focused problem-solving

discussions with the public,” Westrick said. Another useful class was “Cyber Threat Landscape.” His “capstone project” for this course was on Industrial Control Systems, such as public works, data systems, street lights, electrical grids, dams and others that are found in Hollister and communities nationwide. He demonstrated that such systems have vulnerabilities that could be exploited by criminals to wreak havoc on communities. “I have a very thorough understanding of the types of cyber threats out there, and hope to help locate and mitigate those vulnerabilities with the goal of keeping those systems from being penetrated and taken over,” Westrick said. And the physical fitness portion of the National Academy tested Westrick and his classmates, he added. This included the “Yellow Brick Road Endurance Run”—also known as the U.S. Marines 10k Endurance Course— which Westrick completed

No charges are filed in fentanyl death JAIL RELEASES DANIEL RAY CADENA FROM CUSTODY Michael Moore Reporter

Law enforcement authorities have released a Hollister teen who had been accused earlier this year of supplying another young man with a potent opioid that resulted in an overdose death.

San Benito County District Attorney Candice Hooper said the case of Daniel Ray Cadena, 18, was sent back to Hollister Police for “further information.” Cadena has not been charged with a crime in relation to the fatal December 2017 drug overdose. He has been released from the San Benito County Jail, according to jail staff.

Hollister Police reported in a February press release that local officers, as well as agents from the Unified Narcotics Enforcement Team, executed a search warrant at Cadena’s home as a result of the investigation into an overdose death. In December 2017, police and paramedics responded to the fatal overdose of an 18-year-old male, who had ingested

several narcotics and controlled substances just before he died, police said. One of the substances consumed by the victim was a counterfeit pharmaceutical medication that is often used as a recreational drug. The drug unknowingly contained the powerful narcotic fentanyl. Police said their investigation found that the overdose victim had acquired the drugs from Cadena,

and officers executed a search warrant at this home in February. He was arrested on suspicion of involuntary manslaughter and drug charges. However, with the decision by Hooper to ask the arresting agency for more information about the case, Cadena is at this point facing no criminal charges in relation to the death or the victim’s use of drugs.

Fentanyl is a synthetic opioid pain reliever that is up to 100 times more potent than morphine, according to the U.S Department of Health and Human Services website. While fentanyl can be prescribed by a doctor to treat severe pain, most recent cases of fentanyl-related harm or death in the U.S. are linked to illegally made fentanyl.

oranges, dairy products and hay. “California farmers depend on trade for a living, so we are quite concerned about the retaliation resulting from the tariffs announced,” said Sara Neagu-Reed, legislative associate for the California Farm Bureau Federation. “We would prefer to see the executive branch working to open more new markets. We are continuing to remind our trade officials of those goals.” China is now one of the fastest growing wine markets in the world and will soon be second only to the U.S. in value, according to the Wine Institute, which said China’s proposed tariffs on U.S. wine “could have a significant negative impact on the future growth of wine exports to China.” American Farm Bureau Federation President Zippy Duvall said in a statement that if trade continues to deteriorate, “our lives as farmers and ranchers will become more difficult.” “Retaliation in the trade arena makes our

outlook even worse,” he said. California's nut industry—almonds, walnuts and pistachios— sold $1.1 billion in 2016 to China, its third-largest foreign customer, according to the state Department of Food and Agriculture. China also bought more than $220 million in fresh citrus and table grapes from California that year, according to the department's data. The California wine industry, which has made big inroads to the Chinese market, sold about $197 million of its product there last year, according to the Wine Institute, a California advocacy organization. U.S. wine exports to China and Hong Kong (which often re-exports to the mainland) have more than quadrupled in the last decade and rose 10% last year, according to the institute. Each of those California sectors stands to lose momentum in a worldwide competition for a share of the rapidly expanding Chinese consumer market.

How dangerous is Census dispute?

I

n the superheated conflict between President Donald Trump and the nation state of California, no issue is too trivial. Every week, it seems, brings some new point of friction, giving the combatants another opportunity to issue searing denunciations and file new lawsuits. Last week was no exception. The Trumpies announced plans to add a citizenship question to the 2020 census and California immediately sued to block it, claiming that it would discourage immigrants from filling out census forms due to fears about deportation, thus depressing the California count. Were a citizenship question to depress the census count in California and other states with high immigrant populations, it could also depress their clout in Congress. How so? Census numbers are used every 10 years to determine how many congressional seats are assigned to each state. When California’s population was growing strongly, it could count on steady increases in its congressional delegation. But the state’s population growth rate has declined. It received no new seats after the 2010 census and demographers believe that it would either be frozen again at 53 seats after the 2020 census or lose a seat to another, faster-growing state. Low census numbers could also reduce federal aid funds coming to California, because they are often tied to census data.

Those are the potential consequences, and California leaders suggest that it’s another mean-spirited assault on the state, whose voters and politicians have as much disdain for Trump as he obviously has for them.

That’s quite possibly true, even though the administration says the citizenship question is needed to obtain data for enforcing the Voting Rights Act and other matters. However, this wouldn’t be the first time the census asked a citizenship question. It was a common feature of census forms for many years and even after it was dropped from all forms after 1950. , it continued to be asked on so-called “long forms” and is still a feature of the Census Bureau’s American Community Survey that is conducted between the decennial censuses. at home, employment, and education, to help government and communities enforce laws, regulations, and policies against discrimination based on national origin. For example, these data are used to support the enforcement responsibilities under the Voting Rights Act to investigate differences in voter participation rates and to enforce other laws and policies regarding bilingual requirements.” The current political sniping aside, we should know as much as we can about the makeup of the nation’s population, including how many of us are citizens. The proposal is to shift the question now on the American Community Survey to the full census, a question that simply asks about citizenship and doesn’t ask whether one is documented or undocumented. Even so, a study funded by the Obama administration concluded, “The introduction of legal status questions does not appear to have an appreciable ‘chilling effect’ on the subsequent survey participation of unauthorized immigrant respondents.” Moreover, it’s doubtful that the lawsuits filed by California and other blue states, such as New York, will succeed. Federal law gives the Commerce Department the authority to place questions on census forms and until now, no one has ever challenged citizenship questions in past censuses or in the American Community Survey. If Democrats don’t like the question, their remedy is to win the presidency and eliminate it from the 2030 census.

Hollister Prep awarded five-year contract ➝ Hollister Prep, 1

at RO Hardin, a Hollister elementary school located on Line Street in southwest Hollister, since that school’s inception nearly five years ago. Hollister Prep has 420 students for the 2017-18 school year and is currently a kindergartenthrough-sixth grade school, which will grow over the next two years to serve seventh and eighth graders. Also at the March 27 meeting, the school board unanimously approved a 2018-19 facilities use agreement between the district and Navigator Schools. The agreement increased the number of classrooms used by Hollister Prep

from 15 to 17 for next school year. Additionally, the contract gives “exclusive access to three rooms for office and other administrative use, exclusive use of the garage for storage and shared use of a storage container, multi-purpose room, restrooms, library, outside eating area, play fields and parking lot at the RO Harden Elementary Schools ite.” The Hollister district receives a 3 percent administrative oversight fee of Hollister Prep’s projected revenue and additional fees for routine maintenance and child nutrition labor costs, according to the staff report.

West Side plant has room for expansion West Hills, 1 during school months, and enable the high school to use it as a pedestrian-only walkway in the middle of a massive campus renovation project. The goal is to have the new pipeline and new road completed by the end of the summer, before the opening of the new school year in the fall.

Ridenhour said the pipeline also will allow the new West Side plant to begin serving the 1,500 homes in its “home” Sunnyslope Water District to the southeast. “It’s one big system,” said Ridenhour. In a tour of the new plant this week, he pointed to extra space, extra fittings,and room

for additonal pipes and ponds, allowing for expansion in 10 years as the city grows. The city’s integrated water systems uses a combination of local wells, and surface water purchased from the federal/state water system that brings water from the Sierras to San Benito and San Clara counties. The new water plant,

although highly automated, did create three new jobs, Ridenhour said. The new water treatment plan treats abot 4.5 million gallons per day. The Lessalt Treatment plant, a Sunnyslope District facility east of the city, treats about 2.5 million gallons per day. The West Side plant could be

expanded to treat up to 9 million gallons per day. Ridenhour said that water conservation patterns implemented by businesses and homeowners during the 20122015 drought have continued, and water consumption in the region is lower than it was 10 years ago, despite the growth in housing and population.

Gilroy teachers are lowest paid in region MEDIATOR TO BE BROUGHT IN Scott Forstner Reporter

Contract negotiations officially hit an impasse with the Gilroy Teachers Association last week, and Gilroy Unified School District officials immediately went on the offensive, blaming teachers for the stalled talks. A flashing, multi-colored “Negotiations Update” link on the Gilroy Unified School District’s website outlines the district’s position on the situation that has forced Gilroy teachers to work without a contract since the previous three-year pact expired June 30, 2017. “The parties have reached many agreements on language. The parties have not moved, however, from their respective positions on salaries and benefits,” according to a district-generated document titled, “Frequently Asked Questions-Labor Negotiations,” posted to gusd.org. Gilroy Teachers Association president Jonathan Bass said union negotiators have tried to work out a compromise, but said the district is unwilling to budge on its stance of a 2 percent

pay raise and no increase in health benefit contributions. The union is asking for a 6 percent pay raise and for the district to increase its portion for member health care by 5 percent to cover the same increase in premiums. “We withdrew our class size reduction proposal with the understanding that the district could use that money to go towards improving their salary and benefits proposal,” Bass explained. “The district maintained their previous salary proposal of 2 percent and no additional contribution towards benefits.” Gilroy remains one of the lowest paying districts in the county, with a starting salary for a first-year teacher set at $50,743, according to edjoin.org, the education recruiter site used by California school districts. Other nearby local school districts with higher starting salaries, include Morgan Hill Unified School ($54,989), San Jose Unified ($54,958) and East Side High School District ($55,349). At both San Jose Unified and East Side, full-time employees pay no out-of-pocket premiums for health benefits.

Outside of the county, San Benito High School District’s first-year teacher salary is $53,051 with full health benefits, while Hollister School District’s first-year teacher salary is $47,217. A statewide teacher shortage has fostered challenges to districts such as Gilroy, which has had to replace an average of 75 teachers over the last two years and is well on its way to doing so again after 40 teachers already put in resignation notices for the end of the current school year, according to a GUSD staff report. Negotiators from the district and the teachers’ union, which began talks in December 2017, met for a seventh time March 26 and failed to come to an agreement on a new contract. “GTA is seeking a salary/ benefits package that will allow the district to recruit and retain the best teachers for our students,” said Bass, who represents the union that includes teachers and other certificated staff. “When we negotiate, we always have an eye on keeping Gilroy Unified a great place to learn and a great place to work.”

The district, however, claims that the union demands will zap the district’s reserve fund and “would bankrupt the district in the third year,” according to the district report. Compounding matters is that district revenues are expected to decrease by nearly $1.3 million next year because of declining enrollment, according to the same facts sheet. The two negotiation teams did agree March 26 that they are “at impasse” and “not likely to make any additional progress without the assistance of a neutral mediator,” according to the staff report. They have requested assistance from the Public Employees Relations Board. In its online report to the public, district staff shares that teachers’ union members have gotten salary increases every year dating back to 2013-14 when they got a 4.5 percent raise. In subsequent years, teachers earned a 5.5 percent raise in 2014-15; 3 percent in 2015-16; and 2 percent in 2016-17 plus 2.5 percent on benefits. “The district has

In keeping with the national news narrative that high school students can affect huge change, a team of local students took it upon themselves to show that South Valley teens are no different. On Saturday morning at the Gilroy High School Theater, six local students, along with a host of volunteers, organized “Be The Change” a TEDx Youth event which featured nine speakers, including several from area high schools. “It took six months of work, but this was the best team I could have hoped for,” said event Organizer Pranavi Kethanaboyina. “We met a lot of students who wanted to see young people here grow and take the initiative in their own lives.” Organizing the TEDx event was difficult, but so was the application process for the speakers. Organizers, Lucas Bundros, Andrea Levan, Jordan Bedell, Ryan Rivera, Tasia McConkie and Kethanaboyina, chose nine speakers from a field of over 30 applicants. “I saw an ad on Instagram, and I thought, why not apply,” said San Benito High School senior Andres Medina. “I got an email the next day letting me know I earned an interview.” Like the Parkland teens who organized the March For Our Lives movement, the event’s theme “Be The Change” focused on what young people can do to make a significant impact on the world.

Medina has found motivation from the Parkland teens, who have shown that young people can make a huge difference. “I really support them, and it’s motivating and empowering to see people my age do things like this,” Medina said. “We always see adults on the news, but we saw that during the civil rights era that students led some of the biggest change and that’s why I wanted to get involved.” Hayden Jungling, a senior at Christopher High School, found out about the TEDx event on Snapchat. After his application was accepted, he practiced his speech at least twice a day in preparation.

Like Medina, Jungling found some inspiration from the Parkland students, even if his personal opinions on firearms do not align with many of theirs. “I think it’s great that they’re expressing their opinions,” Jungling said. “I don’t always agree

with them about guns, but I’m happy that they can use their freedom of speech to make the world a better place with their viewpoint.” “I think now more than ever is the time for youth to take action and get involved,” Kethanaboyina said about the March For Our Lives movement. “They played a role in inspiring me when we were going through some of the hardest parts of organizing this. It gave me hope and energy to keep going forward. People are

starting to understand that youth, especially in Gilroy, are willing to get involved and make the community an amazing place.” Gilroy Chamber of Commerce President Mark Turner served as the official adult mentor, but that didn't stop him from making his own TED TALK presentation. In "Six Words That Can Change the Direction and Destination in Life," Turner recalled some of the lessons he learned as a young adult which helped him to succeed in life,

including, mowing lawns as a kid, getting fired, and the importance of a good attitude at work. “Mr. Turner was amazing,” Kethanaboyina said. “He was a great mentor when we needed him, but he also knew when to step back and let us be the drivers of the event. He gave us that flexibility.” Christopher High senior Iseph Dela Merced served as the events Master of Ceremony and his combination of humor and cheer served as a natural transition between speakers.

The City Council of the City of Hollister, invites sealed proposals or bids for the Road Rehabilitation Program 2017/2018 CIP C1701. The project involves the furnishing of all labor, materials, incidentals, and equipment necessary for the construction of the Road Rehabilitation Program 2017/2018 CIP C1701 including: pavement fabric, 3/4” AC Leveling Course, 2.5” AC overlay, 6’ wide wedge grind existing pavement, 25’ conform grind, 5’ shoulder backing, 4” mill and fill with AC, remove and replace driveway approach, adjust valve covers, monument casings, traffic loop junction box, and/or cleanout covers, adjust manhole rim to grade, remove and replace traffic loop detectors, striping, pavement markings, pavement hatching, and other related work as described within the contract specifications and drawings. All work is to be done at the places and in the particular locations, of the forms, sizes and dimensions and of the materials and to the lines and as shown and delineated upon the plans and specifications made therefore and approved by the City. The Contractor shall possess a Class A license at the time this contract is awarded. game. Platero seemingly is only going to get better, meaning it wouldn’t be a surprise to see him make an impact at the college level. Although Platero has attracted zero interest from four-year schools—“I haven’t heard from anyone,” he said—the pitcher knows his time will come if he keeps delivering performances like the gem he produced against Oak Ridge. Last season was Platero’s first year on the varsity team, and he adjusted well. “I didn’t get too many innings because we had so many good pitchers, but when I did get to pitch, I got the job done,” he said. “I just want to keep doing my job and try to help the team as much as I can.” Platero credits his parents, Chris and Michelle, for always providing encouragement and support in his pitching endeavors over the years. The Balers entered the week at 12-3 overall and 7-1 in the Monterey Bay League’s Gabilan Division. Platero has been a vital piece to the team’s success, and he’s encouraged by the fact that he keeps on seeing improvement in his game. “It keeps me motivated and wanting to always get better,” he said. “I worked really hard just to make the team last year, and I know I’ll have to continue to work hard to reach my goals.” In the Boras Classic Northern California, several Balers excelled, including Brady Miguel, Marcus Aranda, Jordan Yeager and Mason Marquez, who hit .571 in four games. In his spare time, Ryan Platero likes to ride his dirt bike and go fishing. The latter is done with the rest of his San Benito High teammates on the property of Garret Bourdet’s parents’ property, which features a lake. Although Bourdet and Gio Giannotta usually catch the most fish—“They know all the best spots,” Platero said—Platero catches his fair share of fish. On the mound, Platero has been reeling batters in as well. On March 26, Platero had the most dominant outing of his career, striking out 13 over 6 1/3 innings in a 7-0 win over Oak Ridge in the Boras Classic Northern California in Sacramento. Utilizing a low to mid80s mph fastball and mid-70s curveball, Platero took a nohitter into the seventh inning before getting pulled after throwing 110 pitches. “I would say it was my best showing I’ve had in my varsity career,” the senior right-hander said. “I was just trying to throw first-pitch strikes and hit my spots. My curve was working

pretty good, and I had good command of where I wanted to throw it.” Did he ever. Haybalers coach Billy Aviles said Platero pounds the strike zone, is aggressive and challenges hitters. Platero has a third pitch—a changeup— that he occasionally throws with effectiveness. However, when Platero is on, he doesn’t need a third pitch, as he can mix the fastball and curve with devastating results. Entering the week, the 5-foot11, 150-pound Platero had made two starts and five relief appearances, often in closing situations. Against Oak Ridge, Platero felt great throwing in the bullpen, which is usually a good sign of things to come. “Most of the time when I’m feeling good in the bullpen, it usually carries over to the game,” he said. “Everything was working for me in the bullpen (before the Oak Ridge game), so I kind of knew I was going to do well.” Even though Platero started pitching competitively at age 9, he wasn’t a hyped-up phenom in the making. Rather, Platero has experienced gradual improvement over the years, a testament to his determination and perseverance to continually work hard and believe things would start clicking. For Platero, things started to really click in 2017. Within the last 18 months, Platero has experienced a nice growth spurt—he was 5-6 as a freshman—which has coincided with an uptick in his

“My serve and forehand is still a work in progress,” Garcia said. “My forehand still needs a lot of work, and that is something I plan on working on a lot so I can improve.” Acevedo and Garcia both took up tennis in their freshmen year on a recommendation from a friend. Acevedo credits teammate and fellow junior Daniel Bernal for encouraging him to come out for the team. Through hard work and grit, Acevedo has rose to the No. 1 spot and started making an impact when he won his opening match in the Monterey Bay League tournament last year. Acevedo grew up playing soccer—which he did for five years—before trying out for the football team as a freshman. Neither sport sustained him; however, he’s found his calling with tennis, a

sport that at the highest level requires athletes to be in tremendous physical condition, agile and highly skilled. “I enjoy playing with more advanced people because that is how I will get better,” he said. Acevedo takes an auto shop class at school and has a passion for fixing cars. “I love using my hands and working on cars,” he said. “It makes me happy knowing I can fix things even when there are a lot of car parts that are not good. Just being able to work with stuff and make things right, it’s a nice feeling.” Garcia, who was voted the team captain, is a part of Club Ed, which allows him to tutor students. Garcia said playing tennis has helped him with being more social and outgoing, one of the many benefits sports can provide. Through tennis, Acevedo has developed a steely resolve on the court, always grinding and never wanting to give an inch. “Sometimes I’m playing guys who have more skills, but I just think about getting the ball in more,” he said. “A lot of times, that works.” Garcia also takes care of business in the classroom—last year he had a 4.33 GPA. Tennis always poses a great challenge for Garcia, who said the highlight of his season came in a loss to Oakwood. “Even though I lost, I was hitting the ball so much better,” he said. Acevedo never goes down without a fight, a testament to his drive and willingness to compete.

Adrian Acevedo and Adrian Garcia have come a long way. Even though the two are only in their third year of playing tennis, they’ve ascended to be the Nos. 1 and 2 singles players for the San Benito High boys tennis team. Both players had never picked up a tennis racket until their freshman year, meaning they underwent an accelerated learning curve. “It’s pretty hard playing the top singles spot because it takes a lot of skills to get up there, and you’re also playing against some great players,” said Acevedo, who played No. 2 and 3 singles last season. “It takes a lot of practice, and that’s what I spent my entire summer doing. It takes a lot of time to be good at this sport.” Acevedo entered the week with a 4-5 record, relying on a bulldog mentality and strong forehand to achieve success in matches. Garcia was expected to be the team’s No. 3 singles player this year until the team’s original No. 2 player suffered a season-ending injury. Safe to say, it’s been a tough transition for Garcia, who played No. 1 doubles last season and has kept a positive attitude about having to compete out of position. “Oh my goodness, it’s a whole different world now that I can’t rely on a partner,” Garcia said. “Every missed

shot or everything that goes wrong, it’s on me. Even though it’s been tough, it’s been a rewarding experience.” Haybalers coach Rick Espino said both Acevedo and Garcia’s games are on the rise, and another strong off-season would give them a tremendous boost entering their season season next year. Garcia said the best match he’s played this season came in a loss to Oakwood on March 27. Garcia feels his backhand shot is pretty strong, but he also has an effective serve. He often tries to hit a shot to force his opponent to hit a backhand, or whatever their weaker side is.

oyce Elaine Little, 81, passed away in her Gilroy home on Wednesday, March 28, 2018. Her final days were spent in a lively setting surrounded by family, friends and her favorite foods.

Joyce was born in Chicago on March 6, 1937 to Willis “Bill” Elmer Sellers and Jane Alice Carr. She married Jack Ralph Little on May 18, 1957. Jack and Joyce settled in the Chicagoland area where Joyce was a loving homemaker for their growing family before relocating to Gilroy in 1979. After a few years settling in Gilroy, Joyce became the first woman manager in California at the Elks Lodge where Jack was a member and secretary before his passing in 1995. She enjoyed painting, Christmas festivities, ladies’ night on Wednesdays with Charlie, Beth, Barbara and Pam, and volunteering for the Garlic Festival. Last May, she was thrilled to attend the Ph.D. graduation ceremony in Fayetteville, AR of her granddaughter Megan, whom she raised from childhood. Joyce is survived by sons Jeff, Dan, Greg and Mike, daughter-in-law Courtney, and predeceased by daughter Tracy. She was beloved “Gram” to Megan, Melissa, Amy, Justin, Chelsea, Matthew and Tricia, who will fondly remember her strength, sharp wit, and animated story telling.
