Police arrested a Hollister man after the victim of a theft provided video footage that helped officers identify the suspect, according to authorities. When police caught up to the suspect, he was arrested not only with stolen electronics items, but also with heroin in his possession, police said. The evening of March 30, a Hollister Police officer received a report of a theft from a victim. During the course of his investigation, the officer obtained video footage of the suspect, according to an April 3 press release from Hollister police. An officer identified the suspect as Carlos Sanchez, 35, according to the press release. The officer responded to Sanchez’ home and saw him outside in a nearby vehicle. Sanchez was consuming heroin and wearing the same clothing he was wearing in the video of the theft. Sanchez also had a stolen iPad and two stolen laptop computers,

The San Benito County chapter of the national nonprofit organization Birthday Cakes 4 Free started last spring and group members have been bringing cakes, cupcakes and muffins to low-income seniors and children ever since then. to the jail and added charges of possession of a stolen vehicle and possession of a shortened-barrel shotgun to the list of accusations against Cota. Police arrest juveniles for thefts from cars OFFICERS IDENTIFIED FOUR VICTIMS IN ‘THEFT SPREE’ Staff report
Police arrested three juveniles in Hollister who had been seen trying to break into parked vehicles.
The night of April 5, Hollister Police received a report of three juveniles looking into vehicles in the area of Valley View road and Westward Drive, according to authorities. An officer searched the area and located one of the juveniles. As he was talking to the child, the officer observed two other
juveniles walking away from the area. All three juveniles matched the description provided by a witness, police said. The other two juveniles were soon found hiding in the backyard of a nearby residence, according to police. All three suspects were allegedly in
possession of stolen property, and were arrested. During the investigation, officers located four victims associated to the items stolen in the juveniles’ “theft spree,” police said. The victims’ residences are located on El Toro Drive, Clearview Drive and El Cerro Drive. Officers returned some of
the stolen property to the victims, but were unable to identify all the owners. The remainder of the items were booked into evidence. The juveniles were booked on suspicion of possession of stolen property, petty theft, possession of a controlled substance, possession of unlawful paraphernalia and resisting arrest, according

The regional housing crisis may mean new fees for builder in Santa Clara County. Santa Clara County is considering a special fee applies to all new housing construction to provide funds to subsidize more affordable housing. The net effect would be to add to the already soaring costs of new housing construction in Santa Clara County—more than $30,000 in new fees for a typical home. The county is hosting public meetings to seek community feedback on an Affordable Housing Nexus Fee Study that supports consideration of new affordable housing requirements, in unincorporated Santa Clara County—outside the cities, such as Gilroy and Morgan Hill. The countywide study primarily recommends the adoption of an affordable housing fee applied to new construction on either a per unit or per square foot basis.
If adopted by the Board of Supervisors, the fee would apply to the unincorporated areas of Santa Clara County for residential and non-residential development, including Stanford University. Prior to consideration of this study by the Board of Supervisors, the county is seeking input from all county residents, developers, real estate professionals, and other interested parties. Public meeting were held this week in Palo Alto and San Jose. The public meeting for South County will be on Tuesday, April 17, 6-8pm at the South County Government Center, AEM Resource Room, 80 W. Highland Ave., San Martin, The Affordable Housing Nexus Fee Study by Keyser, Marston and Associates recommended affordable housing fees in the range of $15 - $16 per square foot for all new construction. This could add more than $30,000 to the construction cost of a single 2,000-squarefoot home. If the county moves forward with a new requirement, it is expected that developers would have the choice of including affordable housing in their development or paying an inlieu fee set by the county Board of Supervisors.

California should open records of misconduct
C
alifornia Senate Bill 1421 would bring long-overdue transparency to records relating to police misconduct. The bill would require disclosure of records relating to investigations of serious police misconduct, including officer-involved shootings and instances where officers have lied under oath. Law enforcement officers are alone among public employees in California (at least those who work for agencies subject to the California Public Records Act) in being able to keep secret even confirmed allegations of misconduct. For everyone except police officers, investigations into misconduct must be made public if the charges are “wellfounded,” or if discipline is imposed. California has long been an outlier in the degree to which it allows records created by law enforcement to be kept out of public view. Many if not most states require, for example, the disclosure of police reports; California does not. Of even greater importance to the greater public good, California unlike a majority of states requires secrecy for records about alleged (and even confirmed) police misconduct. So if, for example, a police officer in California shoots and kills someone, records of the internal investigation into that shooting remain confidential—even if the officer is found to have been in the wrong,
and even if the officer is disciplined for that misconduct, including by being fired. Twenty-seven states require such records to be disclosed. Of the 10 largest states, California is only one of four that require secrecy for such records.
California, unlike a majority of states, requires secrecy for records about alleged (and even confirmed) police misconduct. There is no principled reason in law or policy for police officer misconduct files to remain under this shroud of secrecy. Given the extraordinary power and discretion that law enforcement officers have, when they abuse the public trust, the public is entitled to know about and to know the details. SB 1421 would begin to shed some light on records that have been in the dark for far to long, and so First Amendment Coalition strongly supports the legislation.

Although many of the farm fields and orchards that once covered the valley floor are long since gone, agriculture remains an important part of our heritage and future. As in the past, the availability of water to grow crops and raise livestock affects individual farmers and ranchers as well as the economy of the region. Because of this, in Santa Clara County, the Santa Clara Valley Water District continues to offer support to farmers, through the open space credit, which offers a credit on water rates to account for the benefits the larger community receives from that open space. Additionally, the district supports agriculture through its planning efforts performed in partnership with local jurisdictions such as the South County Recycled Water Master Plan. Recently updated, this master plan, completed in partnership with the South County Regional Wastewater Authority (SCRWA) and cooperation with the cities of Gilroy and Morgan Hill, addresses a variety of options for expanding the use of recycled water in South County. Most of the farming in Santa Clara County takes place in the southern portion of the county, where farmers, residents and businesses rely almost entirely on groundwater. The amount of groundwater pumped each year far exceeds what is replenished naturally by rainfall and other sources. So, the water district carefully replenishes the groundwater basin there, to ensure there is enough water. We do this using a mixture of water from local reservoirs and water imported to our county through the Sacramento-San Joaquin River Delta. In addition to refilling the groundwater basin through percolation ponds and creeks, the water district also works to reduce the amount of water that needs to be pumped through water conservation and recycled water programs. For example, every gallon of recycled water used is a gallon of groundwater that doesn’t need to be pumped. To fund and implement the projects in the master plan, the district hopes to continue our partnership with the two cities and SCRWA, with the eventual goal of recycling 100 percent of the wastewater treated in southern Santa Clara County, thereby decreasing local reliance on groundwater and bolstering our water supply. Registration for spring schools golf tournament open
The annual Spring Schools Golf Tournament will be held Friday, April 20, with a 4pm shotgun start at San Juan Oaks Golf Course. The tournament includes nine holes of fun and team golf in a
scramble format, which is perfect for beginners or those who have never played golf. In a scramble format, everyone tees off and then players hit each shot from the best position until the ball is holed. Up to six players are allowed per team, with at least two women required per team in order to compete for the winners’ trophy. Children on the golf
course must be paid players. There will be a beverage cart on the golf course, no-host drinks afterwards in the bar and an optional, $1 closestto-the-pin competition for men and women. The expected opening date for the Alexander Station Apartments, the 262-unit affordable apartment complex on Alexander Street has been delayed again. The Rental staff now hope the apartments will open in late September. Despite the latest delay, rental pplications at Alexander Station are still coming in— anywhere from 100 to 150 new inquiries a day. So far, more than 5,000 potential residents have sent in applications since last summer. “Because of the delay, we’re not sure how many applicants will still be interested,” said rental agent Laura Cortez from the Alexander Station rental office at 555 Mayock Road. “We’re still taking applications, and we’re putting them on a wait list.”
Estimations about when Alexander Station will open have varied. In July, Pacific Companies Chief Portfolio Officer Denise Carter estimated that Pacific West Builders would complete the project in mid-2018. Amanda Sanders, District Manager for US Residential, said in an email in October that the project would open In January. “We were told that there was a shortage of workers,” Cortez said of the delay. Last year’s heavy rains delayed construction for months. Buckling floors necessitated repairs, further complicating an already complicated $95 million project. Despite complaints about the scope and design of the project, Alexander Station is expected to fill a gap in the need for affordable housing in southern Santa Clara County. Rents at Alexander Station will range from $1,076 to $1,300 for a one-bedroom unit and $1,650 to $1,997 for
a four-bedroom unit. According to rentcafe. com, the average rent in Santa Clara County for all rentals is $2,706. While filling an affordable niche, rumors regarding Alexander Station have swirled since Pacific West broke ground on the project. Townwide social media buzz has speculated that residents would be bused in from the Bay Area. Gilroyans raised other concerns over parking, traffic, and a glut of new students into the Gilroy Unified School District. As questions go unresolved, work has progressed, and the exterior of the northern building at the corner of Alexander and East Tenth Streets is completed. In November property management for Alexander Station was transferred from US Residential to Aperto Property Management Inc. Sanders remains property manager for the property.

Uvas Canyon park reopens PARK’S PARKING REGULATIONS REQUIRED ON WEEKENDS, HOLIDAYS Staff report
Uvas Canyon County Park has reopened after heavy rains last winter forced its closure for more than a year, and reservations for parking are now required on weekends and holidays, according to authorities. In February 2017, torrential storms caused so much damage to Croy Road—the rural mountain road that leads into Uvas Canyon—that it was impassable to most vehicles, according to Santa Clara County Parks staff. However, the county roads department has completed the repairs, and Uvas Canyon County Park is now open. To help ease the parking and traffic situation at the park and on Croy Road, the parks department has implemented a weekend and holiday parking reservation system, starting Saturday, April 7. Visitors will now have to book a parking spot in advance for a $6 vehicle entry fee on weekends and holidays.
The new reservation process will be in effect through June, or as long as visitation remains high. Park visitors who wish to park their vehicle in the park parking lot will have two parking time slots to choose from: 70 spaces will be available from 8am to noon; and 55 spaces will be available for a second window from 1pm to 5pm. All parking requests must be completed before 8pm the evening before visiting the park. Fees are non-refundable and non-transferrable. Visitors who have purchased annual passes can call the reservation line and ask for the parking fee to be waived after their pass has been verified. The online parking reservation process will not impact park campers or their vehicles included with their campsite reservation, according to parks staff. To make a reservation, call the reservation line during business hours at (408) 355-2201. The online reservation system is coming soon, and will be found at gooutsideandplay.org. Uvas Canyon County Park is located at 8515 Croy Road, about 13 miles southwest of downtown Morgan Hill.

Gym embodies 3-generation legacy Pound for Pound, 1
afternoon of sparring, Gilroyan Jim Balbas got in a morning workout. After a few minutes on the speed bag, sweat poured from Balbas’ body. “It’s awesome, and if you’re trying to get in shape, coming here is very motivating, and it’s a welcoming atmosphere,” Balbas said. “Where else can a guy come in from the street and have guys like this helping you out?” Ruben Guerrero has another purpose. He wants to continue to build a boxing legacy out of the youth of Gilroy, just like he did with his kids, just like Robert. “We want to get people in shape and give kids someplace to go, instead of doing stuff on the streets that can get them in trouble,” Ruben said. “My goal is to build an Olympic team from
the young kids here in Gilroy, just like my boys. We want to keep that legacy going. One day, we’ll have a gold medalist from Gilroy.” While the Guerrero’s want to train a new generation of champion fighters, they are running a business. Full access memberships at Pound 4 Pound costs $120 a month for 6-month or 12-month contracts, $140 for a one-month membership, or $20 to work out for the day. The California Highway Patrol will recognize two men—one a Morgan Hill resident—for saving the lives of two people involved in a 2017 traffic
accident, according to authorities. An awards ceremony for Jose Perez, of Morgan Hill, will take place on a date to be announced at the Hollister-Gilroy Area CHP office, 740 Renz Lane. Alexander Pittaro, of Sen. Bill Monning’s office, as well as CHP Coastal Division Chief L.D. Maples, Assistant Chief Paul Vincent and Capt. Scott E. Parker
will present Perez with the CHP Commissioner’s Medal of Distinction Award. To be recognized at a separate ceremony is Vidal Flores, who helped Perez remove two occupants from a burning vehicle in the moments after the same accident, which took place in unincorporated Gilroy. About 12pm Jan. 21, 2017, a head-on collision

resulting in a fatality occurred on SR 152 east of San Felipe Road, according to authorities. A 2002 Mercedes and 2005 Ford pickup had collided into each other. A third vehicle, a 2012 Scion sedan, was also involved in the accident. The driver and passenger of the Ford suffered major injuries to their lower extremities as a result of the collision, and were
incapacitated, according to authorities. Perez and Flores were passing by the scene in their respective vehicles moments after the accident, and stopped to help. The two safely removed both occupants from the Ford, police said. Minutes after the Good Samaritans removed the occupants out and away from the vehicle, the passenger
compartment of the Ford became fully engulfed in flames, according to the CHP. “If not for the selfless acts of Jose Perez and Vidal Flores, both the driver and passenger of the Ford pickup would have perished in the flames,” reads a press release from the CHP. Flores will also receive the Medal of Distinction at a separate ceremony, authorities said.

season. Before she took off on her approach, Breger distinctly remembers thinking she had to be aggressive. At the beginning of the season, Breger and her coach talked about switching to a double-arm movement instead of relying on her single arm movement. Breger used the double arm on her PR jump, and hasn’t gone back to the single arm since.
Going double
“On that jump, I thought, ‘Hey, why not try the double arm and see where it would take me,’” she said. “If I get enough power into it and stay consistent, then the double arm definitely works in my favor because it brings more momentum for my jump.” Breger has also been working on some key technical aspects of the long jump. “I’m definitely working on getting good extension at the end, getting off the board and making sure my legs meet up with each other,” she said. “In the past and still this year, my legs are not always where I want them to be, so I can’t get full on extension and the most hang time in the air.” If Breger keeps her form sound, she’ll be hitting more PRs in both events when it counts the most—at the league and CCS championships.
Technical aspects aside, Breger knows it’s equally if not more important to stay focused mentally. “I’ve learned to stay mentally focused and mentally aware, so even if I have an off day it’s not much of an off day as it would’ve been freshman or sophomore year,” she said. “I’ve noticed my marks this year are staying really consistent. When it gets to the big meets like Arcadia, I have to stay in that right mindset, think it will all come together and shake things off if things aren’t going well.” Breger’s brother, Jack, has also been downright spectacular this season. Jack Breger set a school record in the 100-meter dash in the St. Francis Invitational on March 17, taking first in a loaded field in 10.75 seconds. Annie was there to cheer her fraternal twin on and couldn’t have been prouder. “That was an amazing moment and something we’ll never forget,” Annie said. “When the announcer said his name and time, we turned to each other and smiled. I ran up to him and gave him a huge hug, and was so happy for him.” In four years of volleyball and track and field, Annie Breger has been consistent from her freshman year. Always solid, humble and focused,

It’s often said that you can’t be in two places at once. Don’t tell that to Annie Breger. In a dual meet against Salinas on March 22, the San Benito High senior found herself in an adrenaline-pumping situation. As Breger prepared for an attempt in the long jump, she overheard two of her coaches, Ryan Shorey and Wes Finley, shouting that she needed to get over to her spot as the anchor leg of the San Benito girls 4x100-relay team. The two events were going on at virtually the same time, and Breger waited until the very last second to get to her relay spot because she felt something special was going to happen in the long jump. Breger was dead-on in her assessment, as she nailed a huge personal-record (PR) in the event, going 18 feet to shatter her previous best by 1 foot, 1 inch. The only thing was, Breger wouldn’t find out
how far she had gone until after the 4x100 race. “I knew I had to do one more jump because I could feel it,” she said. “When I jumped, I knew it was a good one.” By the time Breger got out of the pits, the 4x100 relay race had already started. Breger sprinted over to her spot where the rest of the anchor legs were, and moments later received the baton and crossed the finish line first to help clinch a victory for the four-member squad that includes Shaelynne Smith, Jenette Cabrera and Clarissa Corona. “I was dead tired, but in the back of my mind I was wondering what my long jump mark was,” she said. “I jogged back to the pit and coach said I got an 18-1. It was pretty awesome. Now that I think about it, I can’t believe it. … The fact that I knew I had to run the 4x100 so close after the long jump got my adrenaline pumping. I don’t get very anxious when I have to jump, but for sprinting events, it gets my blood pumping.” It’s been a strong season for Breger, who also established a PR in her best event, the triple jump, going 37-1 in a dual meet against North Monterey County on March 15. The jump was nearly two years in the making, as Breger’s previous PR came during her sophomore

the long jump and triple jump. Now in the twilight of her high school athletic career, Breger hopes to go longer and farther than she’s ever gone before.

Monteon spent the off-season playing for the Cal Nuggets travel ball program. “It’s a great program,” said. “They definitely push to get the most out of you.” Balers coach Andrew Barragan said Monteon has been impressive for a wide range of reasons, starting with the fact that she’s batting leadoff for the first time in her career. “We’re asking Dom to fill some big shoes in the leadoff role,” Barragan said. “It takes a different mindset to hit at the top of the order, especially since she’s a free swinger. The whole mindset has to change, from working the count more and working her way on base. She’s a team player and has adjusted well.”
New position
Monteon is also at a new position this season, playing third base after manning second base and shortstop in her first two years. “She’s stepped up at third base covering bunts and being that infield leader if you will,” Barragan said. Although Barragan would like to see Monteon draw more walks—she has more strikeouts than base on balls—he chuckled after reviewing Monteon’s stats: .531 average, four home runs, 24 hits and 15 RBIs. In other words, it’s hard for Barragan to nitpick over anything about Monteon’s game, and yet he knows Monteon is a tremendous competitor who will take constructive criticism in order to improve her game.

The San Benito High softball team needed a win in the worst way. Having lost their first five games entering a March 17 contest against Mitty, the team’s confidence was down. However, junior third baseman Dominique Monteon and her teammates broke through in a big way. Monteon, a University of North Carolina commit, led off the game with a home run, pacing San Benito to a 13-5 victory. Monteon doesn’t judge her success so much on her individual stats; rather, she values the team’s numbers in the won-loss column. In other words, Monteon understands it’s up to players like her to carry a team at times and will it to victory. Look for Monteon to do just that going forward this season. After a 0-5 start, the Haybalers have gone 6-3 entering Tuesday’s league game with Watsonville. “I would say the Mitty game was our best just because collectively we did well,” she said. “Starting off the game with a home run really helped us and got our vibe going. Once we realized we could hit that pitcher, we were having fun again and not pressing. Whenever I hit a home run or one of my teammates do, it’s a game-changer. ”
Monteon has hit four home runs this season, one more than in her first two years combined. Chalk up the increased total to a strength-training program she started doing in the off-season and a sharper approach at the plate. “I went to the gym more, and it really helped me build up my strength, agility, conditioning and speed,” she said. “At the plate, I’ve changed my mentality to go after my pitch and not just any strike pitch. The majority of my home runs have been on 3-1 counts and chasing after my pitch. It all depends on what the pitcher’s favorite pitch is. (For example) I’m not going to go after a riseball if she’s a riseball pitcher. If there is a runner on base, I’ll do a little more situational hitting.” Monteon credits No. 9 hitter and fellow junior Alyssa Ito for setting her up at the leadoff spot. Ito has a solid on-base percentage. “Alyssa has been producing for us, allowing me or (No. 2 hitter) Amber (Rodriguez) to have an at-bat with the chance to drive in runs,” Monteon said. “It’s great playing with this team, especially with the seniors. Knowing it’s their last year, you want to play hard for them because you know they’re playing hard for you.” Monteon’s attitude can best be summed up as going past one’s limits. Whenever Monteon feels exhausted or is in a crucial situation, she knows she has to press forward not just for herself, but her

942 HOL - Public Notice Notice of Impending Road Work Affecting Fourth Street between Line & Powell Street City of Hollister Fourth Street Infrastructure Improvement Project We would like to make you aware of an upcoming construction project on Fourth Street. We currently have a project that will begin in mid-April, 2018, to address several infrastructure issues on Fourth St. between Line and College St. We recognize that there will be some inconveniences to residents during construction. However, we will work with the contractor to keep them to a minimum, and would like to take this opportunity to make you aware of the long-term improvements it will bring. • Address flooding. Install a storm drain line and curb inlets to provide sufficient drainage and alleviate flooding along Fourth Street at Mapleton and other areas. • Repair curb & gutter. Replace the curb and gutter at a slope sufficient for drainage, and add curb inlets. In addition, replace all the driveways to meet the new grades and upgrade to city standard. • Grind and overlay the road. • Install a new water line. Replace the current 8” waterline and install a new 12” water line, replace all the service laterals and meter boxes with current standards. • Upgrade the corner ramps, install lighted crosswalks. Lighted crosswalks will be installed at College and Line St. • Edge line striping for the travelled way. This will clarify the drive lane, and better define the parking area. • Install trees and ground cover in the park strip. Plant trees in many of the empty spaces in the park strip. The trees and ground cover are selected to be low maintenance once established. • Replace sidewalk. This project will provide many benefits. However, it may also provide some imposition while under construction. The contractor is required to allow access for residents. However, there will times, during the paving or pouring new concrete, that this will be delayed. We will make our best effort to communicate these times to you.
