The Hollister City Council dealt the San Benito County Chamber of Commerce a financial blow Monday when they unanimously refused to award $78,000 over five years for the Chamber's tourism efforts. The proposed memorandum of understanding would not only have awarded the Chamber of Commerce $78,000 a year, but also 20 percent of the net increase in annual transient occupancy tax revenues that would be generated if Measure B passes in June. The measure would increase the tax, assessed on hotel stays, from 8 to 12 percent. The door is not entirely shut on increasing the Chamber's tourism budget. Vice Mayor Micky Luna said she would like to look into the proposal in greater depth before making a decision. Mayor Ignacio Velazquez and Councilmember Karson Klauer were not as diplomatic in expressing their displeasure.

Hollister paid tribute to fallen servicemen and women May 28

during Memorial Day ceremonies. The event is coordinated annually by the local Veterans of Foreign Wars (VFW) Post 9242. Post commander George Nava said it was a memorable day of ceremonies at both I.O.O.F. and Calvary cemeteries. “We must have had about 150 people attend,” said Nava. “It’s a great privilege to honor our deceased veterans.”

When Lois Bandeira-Locci was campaigning four years ago for the District 7 seat on the Gavilan Joint Community College District board, the driving

As her term nears an end in November, BandeiraLocci has answered many of her own questions as to why the Fairview Corners property remains an open field, and the reasoning behind differing allocations of 2004 bond dollars toward building the campus.

“That’s why I campaigned to get on the board in the first place,” said Bandeira-Locci, who is not seeking re-election. “It’s very important to make clear that no matter what the board could have done or should have done, there has never been approval to build at the Hollister site. … We are still waiting. It’s very frustrating.”

The well-versed trustee, who said she researched 10 years of board minutes to get the bottom of the issue, pointed out that environmental assessments have yet to be finalized since the 80-acre property was purchased in partnership with Morgan Hillbased Dividend Homes for $8 million more than a decade ago. Gavilan was

From Yosemite to the Teutoburg Forest in Germany, and through the world's highways, byways, and dirt roads, Airstream enthusiasts have been there with their silver-bullet looking, aircraft-inspired adventure travel trailers. Just don't call them RVs. “If you told an airstream owner you owned an RV they might smack you in the head,” said San Martin-based South Bay Airstream Adventure owner Ted Davis. As Davis indicated, Airstream owners can be touchy when it comes to their travel trailers. “The durability and reliability of an Airstream is unmatched,” Davis, 55, said. “Since 1931, 70 percent of Airstreams are still on the road. When you look at industries that rely on product turnover, like cars and traditional RVs, they have short lifespans. When you buy an Airstream, it’s a second and third generation investment, and they have the highest resale value in the industry.” Davis is the President and Chief Executive Officer at AANW Holdings LLC in Clackamas, Oregon. Along with his two silent partners, he owns five Airstream dealerships in Seattle, Boise, Portland and San Francisco, along with a custom Airstream shop that builds commercial units and a graphic design company which also produces videos. “We wanted to

address the South San Francisco, San Jose, Morgan Hill and Gilroy market,” Davis said of his facility at 13635 Sycamore Ave. in San Martin. “We realized that our Fairfield store is about one and a half, to twohour drive for a lot of our customers.” Sales of recreational vehicles have surged recently. In 2017, recreational vehicle wholesalers shipped 504,599 vehicles to dealerships, an increase of 17.2 percent from the previous year, according to the Recreation Vehicle Industry Association, who also report that sales have increased every year since 2012. “It was challenging to say the least,” Davis said. “We started looking about a year and a half ago. When this facility became available, we liked the big open space, the outdoors and a great community. The community has embraced it and the lifestyle that Airstream represents.” South Bay Airstream Adventures employs 18 people, and they are hiring technicians and sales staff, or “Adventure Advisors.” When it comes to Airstreams, the terminology is a big thing. “We are not in the RV sales business,” Davis said. “We are in the luxury and adventure travel business. We sell memories, and adventure and the Airstream is a product that can deliver those adventures and memories.” In Gilroy, between 2013 and 2016, automotive sales rose by 27 percent, thanks in large part to the surging recreational vehicle market. Managers of See Grins RV, the area's largest recreational vehicle dealer, said that they sold between 1,500 to 2,000

units in 2016 with gross revenue between $80 million to $100 million. With a healthy economy and the associated increase in dollars to spend on vacations and luxury items, Airstream sales are driven by the product’s enduring appeal and demographics. “What drives our business is baby boomers and emerging millennials,” Davis said. “We see 10,000 baby boomers a day reaching retirement age, and they are the highest net worth generation yet. Most of our customers are first time buyers, and they’re not buying traditional RVs. They are going from zero, to buying an Airstream and I think that’s because of the draw of the brand.” For now, Baby Boomers are the best customers, but millennials, especially those with sufficient income, are emerging as buyers. “They are making up a higher and higher percentage of the market,” Davis said. “As the Boomers age out, the millennials will age into our brand. A 25-yearold probably doesn’t have the income, but by the time they’re 35 to 40, that would be a great time to get into our product and brand.” As Airstream's legacy continues to endure, South Bay Airstream Adventure hope that sales continue to soar, like as Davis claims, an Airstream could. “If you put wings and a motor on an Airstream, it would fly,” Davis said. “The design has stayed relatively unchanged. The production and the technology have improved, but the aluminum silhouette that is well known around the world has remained.”

While most Americans drift further and further from their agricultural past, the business of farming is still booming. But it is changing—and technology is a big part of that. At a May 22 public panel discussion, California Secretary of Food and Agriculture Karen Ross said, “How we manage our land is critical to how we mitigate climate change, and how we can

work the soil to keep it fertile for fruit, vegetables and grapes while keeping up a $2 billion industry.” “We have a severe problem that is not being addressed by policy,” Ross said. “We are trying to catch up on what can be automated, and we need to do that soon.” The shortage of labor has hit farmers hard who depend on hand harvesters, who often pick fragile crops year-round. Automation could serve as a

solution, and it may not be as far away as it may seem. “There has been a tremendous evolution in robotics,” said former state ag secretary A.G. Kawamura. “Automated tractors are just around the corner, and recently I was just at an automated dairy.” Ross and Kawamura were in Morgan Hill as featured speakers at an event hosted by the Silicon Valley Business Journal, “Disruption on the Farm.”

Civil rights icon stumps for Rivas DOLORES HUERTA MAKES CAMPAIGN STOPS FOR RIVAS Michael Moore Editor

Labor rights icon Dolores Huerta, who received the Presidential Medal of Freedom from Barack Obama in 2012, was in South County and San Benito County last week campaigning for her preferred candidate in the 30th District State Assembly race. On Thursday, May 24, Huerta stopped at the Morgan Hill home of Amy McElroy, who is the communications director for Robert Rivas’ campaign for the 30th Assembly seat. After that, Huerta swung through Gilroy for dinner with another supporter. On Friday, Huerta attended a campaign breakfast in Hollister, then continued to Salinas and Watsonville for more campaign stops. At McElroy’s home, Huerta and Rivas stood side by side in the living room, urging the gathered supporters to call or text their friends and family to ask them to vote for the candidate, who has served on the San Benito County Board of Supervisors since 2010. Huerta, who fought alongside Cesar Chavez for labor rights and who co-founded the National Farmworkers Association, said she

is supporting Rivas in the 30th Assembly race for a variety of reasons. Chiefly, she said he has demonstrated “integrity” in his ongoing fight against “Big Oil” and defeat of a push for fracking in San Benito County in 2014. “The main thing I like about him is he has the courage to take on difficult issues, like fracking,” Huerta said. “He’s willing to stand up for the environment. He has integrity. He stands up for working people, who are the majority of people in our communities.” Rivas said of Big Oil, “I’m going to be their worst enemy in Sacramento,” if elected. Rivas faces a crowded field in the June 5 election for the 30th Assembly District seat, which is currently occupied by Anna Caballero. Also vying to replace Caballero June 5 are Gilroy City Councilman Peter Leroe-Munoz; Watsonville City Councilwoman Trina CoffmanGomez; policy manager Bill Lipe; and businessman and rancher Neil G. Kitchens. Early voting is underway for the June 5 election, which also features local races for county sheriff, county supervisors, district attorney, judicial seats and other races. District The 30th stretches from King City to Morgan Hill and includes Watsonville and all of San Benito County. Caballero is running for state senate in the June 5 election.

Rural counties need help

T

here is much to be done to safeguard the rural way of life in California. California needs to identify new ways to address ongoing, unresolved issues faced by disadvantaged communities, and inadequate forestry management/wildfire funding, while also developing and advocating for legislative proposals on a handful of proactive opportunities, including the U.S. Farm Bill, housing, insurance coverage in highrisk wildfire areas, and the continued implementation of an effective cannabis regulatory scheme. Under current definitions, 27 of California’s rural counties are unfairly excluded and disqualified from accessing funding specifically targeted for disadvantaged communities. Rural County Representatives of California has developed alternate Disadvantaged Communities definitions that are more equitable to California’s underserved communities. A new Farm Bill needs to revise the definition of “rural” (the current definitions have the effect of excluding many rural California counties from being eligible for a variety of programs), and a number of aspects in the Rural Development title, which is aimed to promote economic activity in rural areas of the country. The proposed Wildfire Disaster Funding Act (WDFA) seeks to end the practice of “fire borrowing” by treating catastrophic wildfires like other natural disasters. Under the WDFA,

the actual disaster response for catastrophelevel wildfire events would be issued from a different funding source than the U.S. Forest Service. California’s forests and other forests across the western United States are at serious risk of large, high-severity wildfires that threaten lives, communities, water resources, wildlife habitat and recreation. We need a common-sense approach toward reducing the effects and severity of wildfires. With the enactment of the Medical Cannabis Regulation and Safety Act and the Adult Use of Marijuana Act (Proposition 64), there are now a large number of licensed industry actors participating in the regulated commercial cannabis market. In order to participate in this market, cities and counties must sanction each cannabis activity. Many rural counties are sanctioning cannabis activities as well as collecting local taxes that accompany this activity. State licensing agencies need to ensure that county priorities are maintained in the commercial cannabis market, including in rural counties where a great deal of cultivation exists. Rural County Representatives of California, of which San Benito County is a member, is working to create innovative funding mechanisms and programs to assist rural communities with development, operation and maintenance of water, wastewater, storm drain and collection systems. Without safe and reliable drinking and wastewater facilities, these communities struggle to compete with more

populated regions in California, impacting the ability for these rural communities to retain and attract citizens, and stunting economic growth opportunities. In addition, access to affordable and reliable high-speed broadband deployment in rural California is one of the most critical missing infrastructure components, and often precludes unserved and underserved communities from competing in the 21st Century economy. This year will see the final phase of the rollout of the Prevention Organized to Educate Children on Trafficking (PROTECT) program, an educational curriculum designed to reduce the vulnerability of the state’s children to human trafficking. Funded by RCRC and affiliate National Homebuyers Fund, Inc. (NHF), PROTECT uses a three-pronged approach to fight human trafficking by providing educational curriculum modules for school-aged children in grades 5, 7, 9 and 11, and training for educators and professionals. Secondly, more than 1,100 foster youth and former foster youth in 35 counties will receive laptop computers through RCRC and NHF’s partnership with iFoster and their 1 Laptop Program. State policymakers need to understand the unique challenges that face California’s small population counties, and consider these challenges when developing policy and regulations. of this,” Velazquez said. “I don’t understand how we don’t spend a dollar on the motorcycle rally, which would bring in 50,000 tourists, then turn around and award $400,000 for a local group to find more tourists. I think it’s bad financial planning. I think there has been some good that has come of it, but not enough for this.” Klauer focused his attention on the proposed link with the city’s transient occupancy tax, especially ahead of the upcoming vote on

Measure B, which would increase the current transient occupancy tax from 8 percent to 12 percent. “I don’t like how much money we give to the hotels as it is, and we need every dollar we can get for the general fund,” Klauer said. “ The San Benito Chamber of Commerce is in a time of transition. In April, the chamber’s chief executive officer Juli Vieira resigned to take take the lead at the Sausalito Chamber of Commerce. The chamber’s board chair, Pinnacle Consulting

president and former Hollister mayor Victor Gomez said that they hoped to find Vieira’s replacement within 30 days. “There are more than bikers coming to Hollister, we have seen an increase in tourism here, and we know the numbers in the hotels and at Pinnacles,” Gomez said. “Is it all about the money we spend on tourism, no, but it’s a component of it.” Councilmember Jim Gillio recused himself from the discussion because of a potential conflict of interest.

area that stretches from Fairview and parts of southern Hollister down to the district border at Coalinga and back north up through Aromas and San Juan Bautista. “I’m working the best I can to get the word out that there is an opportunity here. There will be no incumbent running in District 7,” said Bandeira-Locci, who urged those residents living within her trustee boundaries to seek office and help make sure the San Benito campus gets done with future bond measure monies. At a May 21 meeting in Gilroy, the board focused in on the potential for a new bond measure to be placed on the Nov. 6 ballot. No action was taken to move forward, but consultants reviewed results from a 2017 survey with those in attendance. That community survey, conducted via phone and email between Aug. 31 and Sept. 14, 2017, was built around the possibility of floating a $248 million bond measure on the Nov. 6,

2018 ballot to fund facility upgrades at the main Gilroy campus and a new satellite campus in San Benito County. Of the 610 likely voters, 65 percent were in favor of the ballot measure and 27 percent were against it. “The overall reaction (by the board) is that the numbers are quite positive,” Bandeira-Locci said. In a unanimous vote May 21, the board then approved funds for a second survey, with those results expected to be brought before the Gavilan board in July. At that time, the board is expected to make a decision on whether to move forward with a Nov. measure. BandeiraLocci said the new survey will zero in on the average cost it will be for property owners and the number of years it will carry. A potential measure would cost local property owners no more than $25 per $100,000 of assessed (not market) value, or about $113 per year for as long as bonds are outstanding, according to Gavilan staff.

“The board has a level of consensus about doing the right thing and making San Benito a priority,” Bandeira-Locci said. “(The board) wants to see a San Benito site and we have the numbers out here. Most students are commuting over there (to the main Gilroy campus).” In San Benito County, there are 1,860 students from Hollister, 94 from San Juan Bautista and nine from Tres Pinos who attend Gavilan, which had 7,221 total enrolled students in Fall 2017. Currently, Gavilan students attend a variety of classes at the Briggs Building in downtown Hollister, which offers limited student services and a variety of courses since 1997. Keith Snow here, I would first like to say I endorse Robert Rivas for State Assembly and Melinda Casillas for Treasure of San Benito County. I have faith in both of them. I am also behind the district 4 candidates. I still have not made a choice for that, they are both great men. I am still waiting to see what they bring to the table. At the end of the day it’s up to the people. For Governor, I think Antonio Villaraigosa is a great candidate. I also am for medical marijuana for the people who are ill and receive this as medicine helping them with chronic illnesses. They just need a well thought strategic plan. That has not happened. It needs to be executed differently, when things go wrong no one is taking accountability. Trust needs to be regained between public officials and the citizens. I hope that this time around the community will choose responsible and accountable persons, who are willing and ready to make the change, put in the work, and fight to the finish line. I know that it takes skill, determination, drive, honesty, strategy, lots of common sense, someone who is a team player willing to work hard together, one person cannot do this alone. It is a team effort to be effective, using everyone’s unique qualities and skills. I plan to run again this year, I have not given up and I am ready to work alongside a strong team. So we can make that change and improvement that the city, county and community desperately needs. The Pipeline Easement is located on a portion of the District’s unimproved open space located adjacent to the San Benito High School, located at 1220 Monterey Street in Hollister, California, 95023. A public hearing will be held during the regular meeting of the Board on Tuesday, June 12, 2018, at 7:00 p.m., or as soon thereafter as practicable, in the San Benito High School District SBHS Davis Library, located at 1220 Monterey Street in Hollister, on the question of the District conveying the Pipeline Easement to Sunnyslope. Copies of the adopted and signed Resolution of Intent to Convey an Easement to Sunnyslope are posted at the following three (3) locations within the District’s boundaries: 1. WHAT IS BEING PROPOSED? The California State Department of Toxic Substances Control (DTSC) invites you to review and comment on the draft Removal Action Workplan (RAW) for the Sunnyside Estates (Site). The 44-acre Site is located at 2780 Southside Road in Hollister, 95023. The draft RAW describes the investigations and proposed cleanup activities for the metals and pesticide contamination at the Site. Environmental investigations beginning at the Site since 2011 have found low concentrations of arsenic, lead, dieldrin, and DDT/DDE/DDD in soil samples on the Site. The Site has been used for agricultural purposes since at least 1939. The property owner is proposing to cleanup the Site prior to developing the site with single-family homes, a park, landscaping, and streets. The proposed cleanup recommends excavation of 500 cubic yards of soil with low concentrations of contaminants and transport off-site to a permitted disposal facility. Another 2,500 cubic yards of contaminated soil will be excavated and placed below the utility zone beneath future paved roads. This would effectively protect human health and the environment.

The San Benito High boys 4x400 relay team went into last Friday’s Central Coast Section Championships with one objective: earn a berth to the CIF State Championships. And that’s exactly what the quartet did, finishing in second place in 3 minutes, 21.78 seconds to earn a state berth for the second straight year. “We ran our fastest time of the season, and it felt good,” said William Castellanos, who along with brothers Adam Mendoza, Robert Mendoza and Ivan Mendoza make up the team. “We did everything we had to do, executed and

ran with a lot of heart.” Robert Mendoza ran the first leg, Castellanos the second, Ivan Mendoza the third and Adam Mendoza the anchor leg. Robert ran a solid opening leg before giving way to Castellanos, who kept eventual winner Serra within striking distance by the time he handed the baton to Ivan, who ran like a bat out of hell from the get-go and even overtook the Serra runner for a brief moment with around 150 meters to go. However, the Serra runner—who had a seven to eight meter lead before Ivan took the baton—was able to retake the lead in the final 100 meters, as he was able to pace himself with the lead. “We really push each other and knew there was a good possibility of us making it to state,” Robert said. “This is a great group. We hang out a lot, know each other well and support each

other. If I mess up a little, they’ll bring me back up.” Individually, Castellanos took seventh in the 200-meter dash in 22.41 seconds, while Robert Mendoza finished seventh in the 400 in 50.78 seconds. San Benito had a strong contingent competing in the CCS Finals, including Ellie Miller, Annie Breger, Peter Reikowski, Jonathan Ramos and Ben Hagan. Ramos had a strong performance, establishing a personalrecord (PR) in the long jump in 21-7 ½ for eighth place. Breger capped an outstanding career at San Benito by finishing sixth in the long jump in 17-8 and seventh in the triple jump in 37-4. Miller went 4-10 in the high jump to finish in 11th place, and Hagan cleared 6-2—a one inch PR—to take fourth place and narrowly miss out on a state berth. “It feels good to get a PR,” Hagan said. “I felt good from

In a game that was every bit as good as advertised, the Gilroy High softball team edged San Benito 4-3 in the Central Coast Section Division I playoff championship Saturday at San Jose’s PAL Stadium. In beating the No. 15 seed Haybalers (17-14), the top-seed Mustangs (19-91) won their first section title since 2013. In a game full of defensive gems, a few costly errors, some timely hitting, and a bit of controversy, the season’s finale

was a nail-biter. In the bottom of the sixth inning, with the score knotted at 3-3, Gilroy freshman designated hitter Kaitlyn Martinez drove in fellow freshman right fielder Lauryn Yslava—who led the inning off with a double—for the game’s decisive run. Mustangs ace Gianna Vanni went the distance for the victory, and in making a nice impression of Angels’ rookie sensation Shohei Ohtani, she also helped to hit her team to victory when she smacked a two-run triple in the bottom of the second

inning. Left fielder Hannah Hoeptner drove in the third run of the inning with a single for a 3-0 Gilroy lead. The Haybalers, who earned a share of the MBL Gabilan title, did all of their offensive damage in the top of the fourth inning. San Benito junior third baseman Dominique Monteon drove a stinger fly ball over the outstretched glove of Mustangs sophomore centerfielder Abby Clark to lead off the inning. Next up, junior catcher Amber Rodriguez sharply lined out to third baseman Vanessa Zozaya, who

dove to second base for the forceout, completing the double play. With two outs and no runners on, Balers senior Madison Greco blistered a triple to right field. Noel Chavarria followed with a run-scoring single, cutting the Balers’ deficit to 3-1. The Balers kept the inning alive after two Gilroy errors, a passed ball and an attempted steal by Sephra Loza scored two more runs, evening the score at 3-3. llen Matfield Alstad died at his home in Hollister on May 27, 2018 at the age of 83. Mr. Alstad had lived in Hollister since 1970, and was a retired educator with the Hollister School District. Mr. Alstad was born on September 22, 1934 in Fergus Falls, Minnesota. He graduated from Moorhead High School in Minnesota, and earned his BA and teaching credential at Fresno State University. He served in the U.S. Air Force from 1956 to 1961, and taught junior high English locally for many years.

He passed away at his home in Gilroy after a lengthy illness. Dear father of Roy Salinas Jr (Judy), Alexander Salinas (Berenice), Yvonne Lopez (Jimmie), and Belinda Jacob (Jerry). Loving Grandfather of Andrew, Azalea, Amanda, Jimmie Jr. Anthony, Michael, Matthew, and Mark. Great Grandfather of Andre and Kiera. He is preceded in death by his loving wife Mary Ellen. Survived by two sisters (Gloria and Virginia).

Mr. Alstad is survived by Donna, his wife of 62 years, his son Mark Alstad (J’Anna), and daughters Susan Cosio (Gib), Laura Innis and Leslie Alstad. He is also survived by his grandchildren Alicia Cosio Shea, Nathan Cosio, Josh Cosio, Grant Innis, Carly Innis, Sara Alstad, J’Lynn Alstad and Jordan Alstad. He was preceded in death by his parents, Walfred and Merle (Garrison) Alstad. A memorial service will be held on Saturday, June 9, 10:30am, at Hollister United Methodist Church. In lieu of flowers, donations may be made to the Hollister United Methodist Church.

t is with great sadness that the family of Harlan “Sonny” Warthen announce his peaceful passing on Sunday, May 13, at the age of 73. Harlan will be forever loved and remembered by his devoted wife of 50 years, Marsha, his son, Shawn (Amy), daughter Michele (Joe) Correa, daughter-in-law Karen Levson Warthen and his three grandsons Nathan Correa, Harlan Warthen and Cameron Correa. Harlan was a successful, hardworking man who selflessly loved his family and friends. He retired in 2000 after a 32-year career as a Regional District Manager with Allstate where he was the only manager to earn the annual Key Manager Award 20 consecutive times. Harlan enjoyed sitting on his back deck enjoying the view and listening to the radio. He also loved a good find and would spend weekends driving through town, visiting garage sales. He could be found most mornings with friends at Starbucks. Harlan loved being a papa and rarely missed his grandsons’ many sporting events. What Harlan did best was deeply care for others and would often pick up the phone or drop by to make sure you were doing ok. He always had a story to share and lesson to teach.
