On-campus building continues at SBHS SCHOOL BOND MEASURES FINANCE MORE UPGRADES Staff report
Robert Eliason
San Benito High School has entered a new phase of summertime construction activity that includes the completion of some facilities projects and the start of others. On June 11, three days after the Class of 2018 commencement ceremony, a number of summer projects got underway, including the new state-of-the-art science and robotics building, the new stadium project, aquatics complex, varsity softball field, ADA compliance changes and a special education classroom conversion on the main campus. The 177,000-squarefoot multi-use field on the southwest side of campus is nearly complete, according to district staff. In addition to providing a safe, playable surface year-round for physical education classes, it will be used by Baler soccer, baseball, softball, field hockey, lacrosse and football teams. The district is following its board-approved facilities master plan for the ongoing renovation of the campus, which has already included the 2016 completion of a new physical education weight room and

Visitors and residents lined the streets of downtown Hollister Saturday, June 16, for the San Benito County Saddle Horse Parade. The event, in its 85th year, kicked off the San Benito County Saddle Horse Show and Rodeo, which will run June 22-24 at Bolado Park and Event Center in Tres Pinos. In addition to class eliminations, cattle sorting and roping, a number of family-friendly events are scheduled during the rodeo weekend, including a Western Art and Tack Show, the Mariachi Alma De Mexico Band, a taco bar, and wine and beer tasting. Hungry ranchers can get their fill at the Cowboy BBQ dinner catered by Mansmith’s. More photos, Page 11. For a complete schedule and more information, visit sanbenitocountyrodeo.com.
County grand jury spots funding problems HOLLISTER CITY PARKS, COUNTY JAIL, JUVENILE HALL ALL NEED MORE MONEY By Barry Holtzclaw Managing Editor
Hollister city parks and the County Jail and Juvenile Hall all suffer from a lack of adequate funding,
a county grand jury has concluded. The San Benito County Civil Grand Jury, after conducting its own investigations, released its 2017-18 report on June 13. “A major problem facing [Hollister] Parks and Recreation Departments is funding,” the grand jury report observed, adding that the agency “must find other potential funding mechanisms
to supplement the 4 percent they receive from the general budget.” The civil grand jury, which comprises 19 local residents selected to meet over 12 months to investigate matters in local government, is completely separate from a criminal grand jury that considers criminal cases. It reports to the county Superior Court annually. Hollister should follow
recommendations for potential funding in its own parks master plan, the jury said, including seeking grants for recreation programs. The report determined that the 17 city parks are well maintained, and well utilized by the public, with adequate equipment, but lack adequate trees and shrubs. The city can do a better job of communicating to the
public about its activities, board meetings and volunteer opportunities, the report said. In addition, the grand jury found that recreation classes should be more inclusive by providing classes to developmentally and/or physically disabled residents. “There seem to be no classes for youth or adults ➝ Grand Jury, 4

Waste fees increase in new contract 10-YEAR PACT ENDORSED BY COUNTY NEEDS CITY APPROVAL Bryce Stoepfel Reporter
The San Benito Board of Supervisors, in a 5-0 vote, approved a 10-year franchise agreement with South Valley Recology worth about $100 million to handle the county's waste. The proposed deal will also need to be approved by the city
councils of Hollister and San Juan Bautista. The new contract would go into effect Nov. 1. Rates for both commercial and residential service will be increased. The increases endorsed June 12 would depend on the size of the waste carts for garbage or organic waste for both residential and commercial customers. Residential rates, billed every other month, will increase on Nov.1 by 15 cents for 20-gallon carts,
$2.55 for 32-gallon carts, $5.67 for 64-gallon carts, and $14.77 for 96-gallon carts for weekly collection of garbage, recyclables, and monthly yard waste and food scraps. For commercial and multifamily units, the rates are calculated by bin and cart size. The proposed 2018/19 increase for 1-1 yard bins would be $49.04, 1-2 yard $61.64, 1-3 yard $90.58, and for 1-4 yard $121.41. For 64-gallon carts, the increase would jump by
$14.38, and the proposed rate for 96-gallon carts is $23.46. Commercial customers are billed monthly. For organics collection for commercial and multifamily units, 1-1 yard bins would cost $90, 1-2 yard bins would cost $142.50, 64-gallon carts $30.60, and 96-gallon carts $46.80. Organics are collected weekly, and commercial customers will be billed monthly. Future price increases will be based on the government’s consumer price index.
Assuming the cities approve the deal, the county will notify property owners of the increase by July 31. Customers who object to the rate increase can file a written protest by an Oct. 9 public hearing. If a majority of property owners register objections, the county cannot allow an increase in rates. South Valley Recology would pay the county a $188,610 franchise fee for every year of the contract. Starting on Nov. 1,
customers will throw food waste into their yard waste bins. The mixed yard and food waste all go to Recology's composting facility, South Valley Organics. In April, the county agreed to enter exclusive negotiations with Recology after reviewing bids from Green Waste Recovery and RJR Resource Recovery. South Valley Recology has handled San Benito County's waste disposal service since 2007. Today, 17 drivers service the area.
SBHS to enact new bell schedule in ’18-19 NEW STUDY HALL PERIOD ALLOWS FOR MORE ACADEMIC SUPPORT Staff report
San Benito High School’s class bell schedule for the upcoming 2018-19 school year has been modified to add a 35-minute homeroom/academic focus period four days per week “to embed a dedicated opportunity for teachers to provide intervention and enrichment for all students,” according to a SBHS District news release. “With a dedicated time to intervene and enrich learning, we now shift our system to where a student cannot opt out of receiving support outside of class,” SBHS Principal Adrian Ramirez said. “We can also guarantee to our community that every student will have an
opportunity, within the bell schedule, to access support in a more equitable system.” The current rotating three-block schedule features three 100- to 105-minute blocks every other day on Mondays, Tuesdays, Wednesdays and Fridays, with a shortened schedule on Thursdays. The new schedule will feature 80- or 90-minute blocks with a 35-minute homeroom period on Mondays and a same-length academic focus period on Tuesday, Wednesday and Friday. The optional Zero Period, currently offered as a 62-minute period from 7:35-8:37am Tuesday through Friday, will move to a daily, 60-minute period running from 7:35-8:35am. The regular school day in August will start at 8:45am—five minutes earlier than this past school year—and the instructional day will still end at 3pm, which is the same as this year. Minimum days will
still take place on Thursday, with school ending at 1:45pm, instead of 1:50pm under the current schedule. “We also know that within our current model.... we rely on offering students opportunities for support before school, at lunch or after school,” Ramirez said. “The issue is that we can state with certainty that a very fractional percentage of our student population actually participates in the additional support provided by teachers outside of classroom time.” To address this, administrators this year have been meeting with and gathering feedback from teachers and other San Benito High School staff members to come up with a schedule that replaces an optional tutorial system that Ramirez said yields “minimal results.” For students who are academically driven, have social capital and don’t have other barriers to learning,
the current system works, Ramirez said. “However, we know that a significant percentage of our student population has to navigate through barriers that prevent or discourage them from taking advantage of these opportunities outside of the bell schedule,” he said. Ramirez said the new academic focus period embedded within the daily schedule will benefit students who are achieving at proficient or advanced levels, as they may also need support. “Having dedicated time to access support in preparing for an upcoming test, a comprehensive writing assignment or a group project would be just as valuable for those students,” Ramirez said. “It would also allow the opportunity for those students to collect work if they are leaving school early for an activity, or come in to make up or catch up on missed work.”

with developmental and/ or physical disabilities,” it said. The grand jury examined four years of parks and recreation records.
County Jail/ Juvenile Hall
The grand jury customarily reviews the County Jail and Juvenile Hall in its annual reports. This year, the grand jury concluded that the staff members were responsive to requests, the buildings were clean and well maintained, and the health care area was in good condition. Both the jail and the separate Juvenile Hall were under capacity when inspected. “Female inmates [at the jail] are only allowed exercise every other day, while males receive it every day in the yard,” the report said. Further, the jail’s new building expansion to be completed in 2019 has no goal to add an exercise yard, the report stated. The jury said the county should consider adding a female-only exercise yard to increase recreation opportunities for female inmates. The report said “there is a staff shortage,” and observed that shifts are often covered by overtime work. The jurors supported requests for hiring more jail deputies. The report also said the “county does not have enough medical staff to cover a full 24-hour day,” nor does it have staff to support mental health needs of inmates. “Programming like counseling, education and rehabilitation needs to be improved,” the jury recommended. Many of the jail’s
appliances in the kitchen do not work. The grand jury recommended, opening the food staging area to a full-functioning kitchen by replacing non-operational appliances, which would allow inmates to further develop skills. As for Juvenile Hall, the report concluded: The carpet needs replacement throughout the facility and there are missing or water damaged ceiling tiles in the recreation area. Internal locks are worn and did not open easily and a basketball hoop was damaged. There were a number of trip hazards, including potholes in the grass from gopher infestation that were so bad that detainees were not allowed to run in the grass. The grand jury recommended that the county board approve requests for funding by the juvenile hall to complete repairs and improvements to the facility.
San Juan Bautistaarea schools
The grand jury also took a look at San Juan Bautista schools, which it generally gave high marks for facilities and fiscal controls. The grand jury reported the following findings: The San Juan School Cafeteria, which provides all meals for San Juan School and Anzar High School, was well organized and extremely clean, with the kitchen area clean and orderly. The San Juan School grounds, maintained by two fulltime custodians and a
district landscaping crew, were extremely well maintained. The San Juan School playground was well maintained with no safety concerns visible. The San Juan School library and bathrooms were well maintained and clean. “The library, which is well organized, emphasizes reading by utilizing competitive learning programs,” the jury reported. “The library has an email system which allows students to communicate via email with students from sister schools in foreign countries.” The jurors found Anzar grounds also were extremely well maintained, and bathrooms and locker rooms clean as well. The grand jury concurred with the district that an additional full-time landscaping employee would be helpful to accommodate weather events such as downed trees. The site inspection overall revealed that both schools are better maintained now than in the past. The foreperson of this year’s grand jury was John Campos, and he noted in an introductory letter that the group struggled initially with the complexity of these investigations. “In the beginning, we were surprised by the enormity of challenges and complexities required to conduct investigations,” he wrote. Government bodies put under the watchdog group’s microscope have 90 days to respond by law after the jury submits its final report, while top administrators have 60 days to respond.

OPINION
Voters still turn away
N
early 29,000 San Benito County adults were registered to vote in the June 5 primary. In neighboring Santa Clara County, the number of registered voters was a record, approaching 850,000. The “turnout”—the percentage of registered voters that actually cast ballots— was considered above average for a “primary in a non-presidential election year.” Regardless of the counties’ size, the turnout was about the same in both: 42 percent. Familiar patterns repeated themselves. More votes were cast for races—such as governor—at the top of the long ballot, than at the end. “Voter fatigue,” they call it. Candidates in uncontested races understandably received fewer votes than those in contested races. The numbers of voters increased slightly for certain hot-button propositions and local measures— and special items such as the recall of a Santa Clara County judge. There are some new trends in California, largely the result of legislative and administrative actions. While some states have been—and still are—working hard to discourage challenges to incumbents by gerrymandering, making it harder to register to vote or even stay registered and making it harder to vote by limiting hours, eliminating polling places and limiting mail ballots, California has steadily moved in opposite directions. The nearly automatic voter registrations tied to car registrations, the aggressive
marketing of mail-in ballots and elimination of postage on mail ballots in many counties, as well as moves in some counties to allow votes at any local polling places have increased the number of registered voters and actual voters across the board.
November winners, even if they get 55 percent of the vote, will win with an actual approval of just one-third of registered voters—signs that our political system is in need of repair and rejuvenation. There are some striking new trends that accelerated in this month’s primary elections: More registered voters, more voters and most votes ever cast before Election Day: both statewide and locally, while 10 percent of voters voted by mail 20 years ago, and 40 percent 10 years ago, nearly 85 percent voted before Election Day this month.

All these efforts to increase participation in democracy’s most fundamental act did little to increase the “turnout’ percentages, or to increase the number of uncontested races at the local level. The “turn away” numbers in the primary still outnumbered the “turn out” numbers. If historical patterns prevail, those percentages will reverse for the general election, with a likely 60 percent turnout for governor. In recent “presidential” years, that increased to 80 percent and higher. Take another look at the numbers, and it gets disheartening—fast. Look at the “halfglass empty,” instead of “half-glass full”: 17,000 citizens of San Benito County and a halfmillion in Santa Clara County turned away from voting, letting others decide who their candidates might be. In San Benito, these turnaways let others actually decide final outcomes in the election of a new sheriff, since incumbent Darren Thompson received 72 percent of the vote. When you consider that November winners, even if they get 55 percent of the vote, will win with an actual approval of just one-third of registered voters, you realize our political system at the most critical local level is in need of repair and rejuvenation. Let’s focus these next four months on some electoral rejuvenation, on the turn-away numbers instead of the turnout. Votes count, especially to the people who count votes.

Relics at old farm include some treasures GILROY AUCTION OFFERS VIEW OF ANOTHER ERA Bryce Stoepfel Reporter
Bryce Stoepfel
If you happen be going through your granddad or grandma's house, garage, attic or barn, it might be wise to think twice before throwing away all that 'junk.' There could be gold in them thar heaps if you know what you're doing. At a farm auction last weekend on Holsclaw Road, Rich Chavarria, owner of Garlic City Auction, and a crowd of antique hunters proved that what's old can still be sold, even if it's a bit rusty. Or, a lot rusty. Chavarria brought an old rusty gas pump back to relevance on Saturday. Far after it fell into disuse and tossed in a shed, presumably never to be thought of again, the pump caught the eye of Robert and Katelyn Campos, who ultimately came out victorious in a bidding war, and paid $525 for the relic. "Why not?" Robert Campos, who works in the automobile industry said when asked why they'd pay $525 for something others would consider junk. Katelyn, who enjoyed the bidding war, was more straightforward with her answer. "It's not my money," she said laughing. Chavarria and Garlic City Auction have combed through the various barns and attics of Gilroy for the past 10 years. Chavarria is a self-taught auctioneer,
and his training started 31 days before his first auction was hosted in a 10,000-square-foot building owned by Gary Walton. Since then, 500 sales later, Chavarria still revels in uncovering pieces of Gilroy's history. Chavarria has broken through what had been a ‘good ole boys’ network of auctioneers, partially with the help of some innovative ideas, and technology. Eschewing other auction styles, where entire parts of an estate would be sold together in one lot, he uses box lots, where customers have an opportunity to scout out what they want, and organize them together in boxes. While the customer may have an inside track, everyone has a chance to bid on box lots. Since Garlic City Action sells items by smaller lots, customers are better able to zero in on things that catch their eye. Sometimes, by fortunate accidents, Chavarria can find some hidden gems just by emptying an old bucket. “I turned over an old coffee can, and I said, ‘wow,’” Chavarria said of the discovery of what he calls, rusty gold, which in this case were several heart-shaped iron sprinkler heads. “Before I knew it, the sprinkler heads were selling for $50 to $60 a piece.” A graduate of Silicon Valley College, Chavarria has leveraged his tech abilities to build websites, and host video auctions to accompany live auctions. His extensive list of email addresses, over 6,000, has

Oldtime auctioneer and cowboy ‘Sleepy’ Avant, who Chavarria says was friends with Hank Williams Sr, Liberace, Sammy Davis Jr., among other luminaries, can pitch and sell with the best. Aside from being an auctioneer, Chavarria is also a historian, but in a

way, he's also a community organizer. He takes pride in keeping Gilroy's history in Gilroy, but also to bring together old friends. “I’m a historian all the time,” Chavarria said. “I don’t want things to leave Gilroy. But it’s also a social event. We have coffee, donuts, and some of the old time farmers who come out to the auctions haven’t seen each other in 30 years. People don’t
want to buy things because they want them, they do it because it’s fun.” The Internet has introduced new layers to auctions. Offsite bidders can pursue notable items and make bids online. The online bids often set the base price that Chavarria can ask for a specific thing. The online auctions, however, can often bring in outsiders to bid on pieces of Gilroy history, such as the
first Post Office bike ever used in Gilroy, which was ultimately bought by a San Jose buyer for over $500. “He said he wanted it so he could take it away from us, but I think he was just joking around with us,” Chavarria said. “It was just some good-natured kidding around.” To check out future auctions, visit garliccityauction.com.

wrestling room and upgraded skylights in Mattson Gym. Those projects were funded by General Fund dollars. “We once again would like to express our gratitude to local voters for their support of bond Measures G and U, which are funding the educational and athletic facility upgrades that are underway throughout campus,” said Supt. Shawn Tennenbaum. “We also appreciate the willingness of local government leaders to partner with the district on projects that will improve student safety and enhance teaching and learning opportunities.” Over the past two years, Measure G, which voters approved in 2014, has funded campus-wide heating and air-conditioning installations in classrooms; new tennis courts and a parking lot; a new Career Technical Education classroom and shop building; special education facility upgrades; and communication, technology and electrical infrastructure upgrades. Measure U, approved by voters in 2016, provided funding for the state-of-the-art Visual and Performing Arts and Academics building. The school and the City of Hollister Recreation Department this year reached an agreement to make the tennis
courts available to the public during evenings and weekends through a reservation system. Additional accessibility upgrades and expansion of special education classrooms will take place this summer, and a recent multi-agency agreement involving the City of Hollister, the County of San Benito and the Sunnyslope County Water District has paved the way for a new bypass road and water pipeline south of campus, traffic calming measures along B, Powell and Monterey streets, and the closure of Nash Road at West and Monterey streets from 7am to 7pm on school days. “We are really excited about the direction of the district academically, and our partnerships with local government entities and support from our families and constituents around the county have made these campus improvements possible,” Tennenbaum said. Measure U and state matching funds will finance the construction of a new science and robotics building that is expected to be completed in 2019, according to staff. It will feature 12 upgraded science classrooms and laboratories and a robotics classroom. The district’s ongoing energy-efficiency measures will continue this summer with the installation of solar panels in

been from the local, tricounty area, defined as San Benito, Monterey and Santa Cruz counties, according to the district. “The support from both the City of Hollister
and San Benito County has led to collaborative and positive partnerships that are supporting our current students and generations more to come,” Tennenbaum
said. “We are extremely grateful for the support from the community and will continue to strive to make San Benito High School the crown jewel of the tri-county area.”
Police arrest reckless, impaired driver LOCAL MAN WAS REPORTED BY NUMEROUS MOTORISTS Staff report
Hollister police arrested a local man who was reported by several residents to be driving dangerously and recklessly through town one evening last week, according to authorities.
At 5:09pm June 13, several concerned residents reported a reckless white Dodge sedan in the area of Union Road at Cienega Road, according to a news release from the Hollister Police Department. The first caller told the 911 dispatcher the vehicle was heading toward Airline Highway, swerving and running red lights. Later, dispatchers heard from more residents who
stated the reckless vehicle was in the area of San Benito High School on Monterey Street. About 5:32pm, Hollister police Sgt. Ray Celano located the vehicle near the intersection of San Benito and Park streets, according to police. Celano attempted to make a traffic stop, but the driver of the white Dodge sedan failed to yield and fled the area. Celano chased the

POTENT SCORER Former San Benito High and Hartnell College standout Chace Miguel will be playing at Cal State East Bay University in Hayward. Miguel’s athleticism, speed, game awareness and instincts propelled her to scholarship offers from Division I and II programs.

stronger in college—but mentally. “My biggest growth was in the mental side of the game,” she said. “I used to be scared to make mistakes. If I missed a shot, my attitude was I’m not going to shoot the ball anymore. But I’ve kind of developed that attitude of it doesn’t matter if I miss.” Miguel was always intense and focused a lot on her perceived failings that it often robbed the joy out of playing. However, a couple of games into her sophomore season, Miguel had an epiphany in the form of her coaches yelling this to her during a game: just have fun. And just like that, Miguel realized she didn’t have to be so hard on herself or take the game so seriously. Rather, Miguel just had to be free and not care so much.
Having fun
“I just needed to have a fun attitude,” she said. “That is when everything started coming together. Coach (Ivan Guerrero) told me, ‘Nobody cares if I miss a shot.’ And my sister (Paige) saw during a game how frustrated I would get and told me it was all mental, that I didn’t have to get upset and needed to mentally recenter myself back in the game.” With a newfound mental approach, Miguel was able to rebound from any perceived negative plays—a missed shot, for example—and visualized moving forward and putting the next shot into the back of the net. “Chace’s attitude was her biggest asset,” Guerrero said. “She was always up to the challenge, and she’s already getting ready for the coming fall. Her versatility as an attacking player is also a

Chace Miguel had done such a great job of convincing herself that she was done with soccer upon graduating from San Benito High in 2015 that even her mom, Gae, thought her daughter would never play again. Apparently, Gae made a bet with a family friend that Chace’s competitive playing days were over. “I was burnt out and didn’t see myself playing anymore,” Chace said. “But even during that time when I took a year off, my sister’s friend said that I didn’t know it, but I would realize in a year or two how much I would miss the game. She was right.” After a year off, Miguel played two years at Hartnell College, producing a spectacular senior season in which she amassed 25 goals and seven assists in leading the Panthers to a berth in the NorCal Playoffs. Miguel, who did well enough to receive interest from Division I programs, ultimately decided to play at Cal State East Bay, a solid Division II program in Hayward. Even then, continuing to play after her first season at Hartnell was far from a foregone conclusion. “Once I decided to play again, I told myself that I would play
just one year, finish my generaleducation requirements and go to a four-year school,” she said. “But I finished one year and realized I had to play one more season or I would regret it. Then I played two years at Hartnell and figured I wouldn’t play anymore after that. Then I started getting looks from four-year schools, and felt like I was hitting my peak this season, so why stop now? I felt like I had improved so much this season, and wanted to see where I could take this.” For Miguel, staying closer to home was an easy choice. So much of Miguel’s happiness in soccer stems from her family being able to watch her games and cheer her on. In fact, Miguel’s parents, Gae and Joey, didn’t miss a single game in Miguel’s two-year career at Hartnell. “My parents even traveled to Ventura one time to watch me play,” Miguel said. “My mom is super excited and loves to watch me play.” Miguel has been putting on one sweet show for her family and friends. Blending a combination of speed, game smarts and athleticism, Miguel developed into a bona-fide goalscoring threat this season after doing something that came unnaturally for her: keep the ball rather than pass it to her teammates. Coaches implored Miguel to be more selfish, knowing a Miguel shot would be the team’s best shot. “I had to step up, stop passing so much and take it on my own,” she said. Miguel’s biggest breakthrough came not just physically—she got

Miguel and Ricky Esqueda—another former San Benito High standout—each received $1,000 as part of the award.
Miguel, who had a 4.0 GPA last semester and a 3.6 cumulative GPA for two years, has coached younger girls and also worked Hartnell College soccer camps. It’s one way Miguel has given back to the game that has given so much to her. Going forward, Miguel doesn’t know which position she’ll play in college. “It’s a little scary, but change isn’t terrible,” she said. For Chace Miguel, change has always led her to further growth.

An excellent horseman, Kevin loved trail riding and being outdoors. Most of all he loved his son, Kody. Despite numerous attempts by family and friends to help him gain sobriety, Kevin died as a result of his alcoholism. In lieu of flowers, the family requests donations for his son Kody, care of Christine, or a donation to the alcohol program of their choice. A memorial service will be held on June 23, 2018 at 11:30am at 875 Fillippelli Dr. Gilroy.
