‘Safe, sane’ fireworks on sale in two cities RESTRICTIONS ARE IN FORCE FOR SAFETY AND FIRE PROTECTION Staff Reports

Bryce Stoepfel

“Safe and sane” fireworks are legal in San Benito County, but only in the cities of San Juan Bautista and Hollister. The Hollister Police Department last year for the first time patrolled Hollister neighborhoods to enforce illegal fireworks rules, issuing a number of citations. They will be out in force again this July 4, said Police Chief David Westrick. “We will have multiple officers out during the evening of Independence Day. We will also again utilize the FOREalert App available in the Apple App Store and Google Playstore,” he said. The FOREalert App will go live around 5pm on July 4. This app is for fireworks reports only and is a free download. For emergencies, call 911. “Safe and sane” fireworks are approved by the state fire marshal and do not leave the ground or explode. All other fireworks are considered dangerous and illegal, officials warned, and use of these is a violation of state law and city codes. Fireworks are to be purchased and used by Hollister and San Juan Bautista residents only, and purchasers may be asked to show proof of residence at the time of purchase. Booths that knowingly sell to persons out of town may have their permit

The dust flew and the crowds cheered at the 85th annual San Benito County Saddle Horse and Rodeo Show at Bolado Park in Tres Pinos June 22-24. Life on the ranch was on display, for both country folks and city slickers, with arts and crafts, food, roping, riding, bull riding and saddle bronc riding. It was more than a show; it was a family reunion of sorts. The western life still rides.

Board OKs $5M to buy land for school TK-8 SCHOOL SITE IS AT CORNER OF SUNNYSLOPE AND FAIRVIEW Scott Forstner Reporter

The Hollister School District’s Board of Trustees unanimously approved a $5 million deal to purchase a 12-acre parcel of

land at Sunnyslope and Fairview roads in the Santana Ranch development. The move is a major step in the district’s desire to build a new school for transitional kindergartners through eighth-graders to meet the needs of a growing population. “Yes, it absolutely was a big step (to acquire the land), because we had to correct some errors in the past,” said district trustee

Robert Bernosky. “There are some people who believe that the developer was supposed to donate that land, but we ended up paying for it.” Board President Patricia Moore made the motion to approve the action and was seconded by Trustee Elsa Rodriguez at a May 31 special meeting. Moore, Rodriguez and fellow trustees Bernosky, Peter Hernandez

and Elizabeth Martinez all supported the land deal between the school district and the Larry W. Anderson and Georgeann M. Anderson Revocable Family Trust, according to the agenda. “I’m extremely excited. We need a new school,” said Hernandez. “It’s a void that was filled. But there’s still a lot of growth in the community, so there’s a lot of catching

up to do. This is one good step.” Prior to acquiring the land, the district had already earmarked $36 million in Measure V funds (approved by voters in November 2016) for construction costs. Hollister school leaders are counting on an additional $26 million in matching funds from the state’s ➝ Land, 15

Police: Surrrender illegal fireworks Safe and Sane, 1 Use good common sense and always read and follow the directions on each firework before using it. Have a responsible adult present whenever fireworks are used. Never point or throw fireworks at anyone. Only use fireworks outdoors away from homes, dry grass, or trees. Never use fireworks in an enclosed area. Light only one item at a time and keep a safe distance. Never experiment with or alter a firework. Never carry fireworks in your pockets.

Put used fireworks in a bucket of water and have a garden hose or fire extinguisher nearby to extinguish flames if necessary. Legal “safe and sane” fireworks are for sale at three locations in Hollister: at the Downtown Business Association booth in the Safeway parking lot, 591 Tres Pinos Rd,10 am-10 pm, and at Phantom Fireworks, 291 McCray St and 1260 San Juan Rd. The sales were to begin Thursday, June 28 and continue through Wednesday, July 4. The City of Hollister will accept illegal fireworks at Fire Station No.

1 (110 Fifth St) Station No. 2 (1000 Union Road) or Station 4 (24 Polk St) San Juan Bautista. If you witness a crime or fire in progress involving illegal fireworks, call your local authorities by dialing 9-1-1. If you have information regarding the whereabouts of an illegal fireworks operation, whether out of the trunk of a car, warehouse, or a garage you may contact the City of Hollister 24-hour, nonemergency telephone number at (831) 636-4100 or from 8am–5pm Monday through Friday at (831) 636-4326.

Hollister Supt. Lisa Andrew resigns BOARD TO HIRE INTERIM, THEN BEGIN SEARCH FOR SCHOOLS’ PERMANENT REPLACEMENT Scott Forstner Reporter

After only two years, Hollister School District will begin another search for its education leader, as Superintendent Lisa Andrew announced last week that she is resigning from her post. Andrew informed board members June 19 and then made her plans public during a June

20 special board meeting, according to district trustee Robert Bernosky. “That’s where I’m sort of disappointed that she stayed just the two years. That’s a very short time for a superintendent,” Bernosky said. “We have some difficult issues that we’re facing, most of all the litigation with the County of San Benito. That’s not an easy undertaking to fully understand.” HSD is currently involved in a lawsuit against the county over the allocation of developer fees and property taxes from the county office to the local school districts. Bernosky said the board

will hire an interim superintendent from a pool of retired superintendents, including some local candidates, until they find a permanent replacement. They will begin interviewing for the interim position June 29, according to Bernosky. The retirees “have the ability to step right in, and that’s what going to happen here,” said Bernosky, who was a member of the bond oversight committee at the time Andrew was hired on in July 2016. A few months later, he won his seat on the HSD board. “We got off to a rocky start. But I think after she began to realize that

my motives were only to improve Hollister School District, we (developed) a very good working relationship,” he added. “That’s why I’m disappointed she’s leaving.” Trustee Peter Hernandez was on the board when Andrew won a majority vote to take on the superintendency. Hernandez said while she had the credentials, he was skeptical how long it would last since she was commuting to Hollister from Campbell. “She was definitely a fresh mindset as far as the superintendency. There were big distinctions between her and the

previous superintendent, which I loved,” Hernandez said. “I know Lisa worked really hard. There’s a lot of good things that came out of her leadership.” However, Hernandez hopes her replacement will either have roots in and/or move into Hollister upon being hired, along with the credentials to be a successful leader, because “the biggest component is being vested in the very community that you’re serving,” he said. “There’s power in that.” Andrew replaced former HSD superintendent Gary McIntire, who retired after nearly six years at the helm. Andrew

worked previously as the regional executive director for Partners in School Innovation, a nonprofit that helps low-performing schools succeed regardless of backgrounds. During nearly 28 years in education, Andrew worked as a teacher, mentor teacher, district coach, assistant principal and principal. She also spent 16 of those years working in administration. Prior to working at a nonprofit, she was the director of the educational services branch of the Santa Clara County Office of Education. Andrew could not be reached for comment.

City restricts dangerous butane sales FUEL IS USED IN DANGEROUS PROCESS TO CREATE CANNABIS CONCENTRATE Staff report

Citing the flammable dangers of using butane to make cannabis concentrate, the City of Hollister on June 18 approved an “urgency ordinance” to control the sale of the fuel.

Butane can be used to extract THC from the cannabis plant, resulting in a potent concentrate often referred to as butane honey oil (BHO), according to a press release from the Hollister Police Department. THC is a psychoactive chemical found in marijuana. This extraction method has become increasingly common throughout California since the legalization of cannabis in the state. Although BHO is

produced legally in regulated commercial settings, people continue to attempt the process in their own residences and vehicles, a press release from Hollister PD explains. The refined butane used in these illegal, homegrown labs is colorless, odorless and heavier than oxygen. This process allows the butane to mix directly into the surrounding environment, where it turns the makeshift lab into a bomb waiting for an ignition source. A spark from

static electricity is enough to ignite the gas; a single 300 ml canister of butane can fill a 1,452-square-foot home with enough gas to explode. Since 2011, in California there have been more than 140 injuries and 41 deaths as a result of BHO lab explosions and fires. This includes an incident in Hollister in May 2017, in which an explosion at an illegal BHO lab resulted in a person being airlifted to a trauma center with burn injuries.

Ace is the place with the helpful hardware folks for 90 years!

Police have discovered two illegal BHO labs in Hollister this year. The ordinance enacted by the City Council June 18 limits but does not prohibit the sale and possession of butane, the police press release says. The ordinance restricts the amount of butane that businesses can sell, requires them to track their butane sales and restricts the amount of butane an individual can possess to 600 ml. The urgency ordinance

OPINION

Even ‘safe/sane’ fireworks need some common sense

D

on’t be misled by so-called “safe and sane” fireworks on this holiday, or any other. These sparklers can still blind and burn skin. They can ignite housefires and wildfires. They can kill or maim pets. The “safe and sane” designation assumes another very important ingredient: common sense. So if your celebrations of our nation’s birthday include sparklers of several types, please: Observe local laws regarding the use of fireworks. Use only fireworks approved by the state fire marshal. Use common sense, and always read and follow the directions on each firework before using it. Have a responsible adult present whenever fireworks are used. Never point or throw fireworks at anyone. Only use fireworks outdoors away from homes, dry grass or trees. Never use fireworks in an enclosed area. Light only one item at a time and keep a safe distance. Never experiment with or alter a firework. Never carry fireworks in your pockets. Put used fireworks in a bucket of water, and have a garden hose or fire extinguisher nearby to extinguish flames if necessary. What is an illegal firework?

IT’S NOT REALLY TNT Even sparklers can be dangerous.

A good rule of thumb, according to fire officials, is if it goes up in the air, darts across the ground or explodes, it’s dangerous and illegal. Some examples include: • Cherry bombs • M-80s and M-100s • Firecrackers • Bottle rockets • Roman candles • Aerial shells and mortars Every year dangerous and illegal items such as cherry bombs, M-80s and firecrackers cause numerous injuries to adults and children. Items such as bottle rockets cause thousands of dollars in property damage each year as well. Parents may be held liable for any damages or injuries caused by their children’s use of illegal fireworks. Possession and/or use of illegal fireworks

is a misdemeanor punishable by a fine of not less than $500 nor more than $1,000 and/ or by imprisonment in the local jail for up to one year. Possession of illegal fireworks that collectively contain in excess of 7,500 grains of powder (approximately 1 pound) is a felony punishable by imprisonment in a state prison or local jail for up to one year and/or a fine not to exceed $5,000. The most important thing parents can do for their children is to set a good example. To be safe, be sane. One more thing: If you drink alcohol, don’t get behind the wheel of a car or truck. Common sense, right? Fireworks and drunk driving will kill and injure thousands across the US in the next week. Do your best to avoid being one of those statistics.

After finishing the 2017 season 0-10, Gavilan football is brand-new. Well, mostly. John Lango, who coached the Rams from 2000 to 2010, is back for a second go-around, but for the coaching veteran, this is a new era for Gavilan football. And there’s no looking back. “We say there’s a reason why the windshield is bigger than the rearview window on a car; you got to look forward,” Lango said. Last season was one to forget at Gavilan. Before the season got off the ground, 17 out-ofstate players were booted from the team because of what Gavilan claimed was improper recruiting and prohibited housing, transportation and food benefits. Head coach Mike Dovenberg stepped down at the end of the year, and save for assistant coach Rowen Tupuivao, the staff is all new. “I got the job on Feb. 13 at 3:30 pm, and five minutes later I was calling coaches and started to get a start on recruiting,” Lango said. “Recruiting is the lifeblood of a team, and you need to recruit every day.” While recruiting is an everyday task, Lango got off to a late start. National Signing Day, the first day players can sign with colleges, was Feb. 8. By the time Lango got started five days later, many players had already committed to other schools. Lango has made transparency a priority for out-of-state players interested in playing for Gavilan. Since the actual recruitment of out-ofstate players is illegal, interested players must reach out to the school first. When out-of-state players inquire about the program, Lango sends them a fact sheet detailing the cost of living in California. “It’s expensive to live in California,” Lango said. “It’s not that we don’t want them, but I put the cost out right away to see if they can afford it.” Because of the late

start, Lango was unable to take advantage of last year’s Gilroy football champs. One player from Gilroy High, linebacker Marco Hernandez, will join Gavilan this year. No players are from Christopher High. “It is what it is,” Lango said. “We don’t have the answer, but we’re working diligently. When these young players decide to go elsewhere, it’s no hard feelings. We’re always here if they need us. They are good players; they just decided to go elsewhere. We don’t ever want to lose local kids. We must do a better job this off-season. We also need to win some games and produce on the field.” On Monday, June 25, Lango was out with his players on the practice field at Gavilan. It was a hot, if not blazing, summer day. As the players lined up on the goal line, Lango led them through a no-pads summer warm up. “Run all the way through!” Lango shouted. “Pick ’em up! Nobody’s walking!” Creating a disciplined team for Lango starts well before player put on pads. Players are never allowed to walk at practice; they must always jog. Shorts and shirts must be school colors. For any player who shows up late, the punishment is running from a blue shed next to the end zone about 100 yards uphill to a pine tree, and back, three times. In between coaching stints at Gavilan, Lango was the defensive-back coach for Foothill College for two years and assistant head coach as well as linebackers, special teams and defensive backs coach for De Anza College. For Lango, losing the job at Gavilan the first time forced him to grow as a coach. “In the end, it was one of the best things to happen to me; it made me a better coach,” he said. Pinning down what the Rams will look like is difficult at the moment. While Lango is determined to run the ball, how his team will effectively do so depends on the players who eventually take the field. “We want to be a physical football team, and I want physical and mentally tough players,” the coach said. “You can

run the ball out of the spread, or we’ll use tight ends if we have them. It will depend on the personnel; we can’t be stupid. You can’t run the option if you don’t have an option quarterback, and you can’t run a zone read offense if you don’t have an athlete.” As of this week, six quarterbacks were vying for the starting job. Quantity doesn’t always equate to quality, however, and there are only a finite number of reps to go around. “I need a leader,” Lango said. “They don’t need to be vocal, but he needs to lead the team. ... We need a guy to run this program; it can't just be the coaches.” Since eligibility in junior college is limited to two years, coaches have a short time to work with their players. Still, legacies can be built. “A year from now they’ll know how to act and know what to do,” Lango said. “When the new kids come in, the older ones will teach them. It goes, and it goes.” Along with sprints and agility drills Monday afternoon, Lango’s players hit the Gavilan weight room. It’s small, about the size of two classrooms put together, with equipment old enough to have seen Gavilan great Jeff Garcia in the early ’90s. But help is on the way. “Our weight room is not great, but we’re putting $45,000 in it by the end of the summer, and that’s a huge plus for us,” Lango said. With social media, recruiting has become an all-day, everyday job. To keep rolling with the times, Lango has asked all of his coaches to create accounts on Facebook, Instagram and Twitter to keep an eye on players. “I always tell them to think before they post,” Lango said. “I shared a tweet from Nebraska coach Scott Frost who said they'd go back 10 years to see what players tweet.” Lango is hoping for positive tweets from his future former players. “It’s about making these young men to be the best versions of themselves they can be,” Lango said. “I want them to come back in 10 years and say this was the best time of their lives.”

Health. Compassion. Innovation

I would like to take this opportunity to sincerely thank everyone at Hazel Hawkins’ ER Department for their kindness and concern for me while I was there having a heart attack on May 19th. From the time I checked in (at 1:55pm) until I left in the Ambulance transferring to Santa Clara Kaiser, every single person I came in contact with was polite, cheerful, caring and kind. We could only remember my main nurse Jeremiah and doctor’s names Doctor Bogey. Unfortunately we could not get the many others that where assisting that day. I believe that their quick actions to address my symptoms helped save my life. After they have completed my cardiac catheterization and stenting at Kaiser, they confirmed a 99% blockage of my LAD artery and I survived a “widow maker heart attack”. I am on the road to recovery now verse my family planning for funeral in no small part thanks to the team at Hazel Hawkins that day. I know that normally businesses get mostly comments on bad service. That is why I wanted to convey my sincere thanks to everyone who was affiliated with my care working in the ER that day. I hope my thanks will be passed along to the crew because we just don’t hear THANK YOU enough.

Council takes AG’s advice, cancels vote DOOR OPENS FOR MULTI-USE DEVELOPMENT IN DOWNTOWN Bryce Stoepfel Reporter

Barry Holtzclaw

California Attorney General Xavier Becerra has spoken, and a ballot initiative that could have blocked development of the 400 Block in Hollister has been officially repealed by a 4-0 vote. Mayor Ignacio Velazquez recused himself from the vote because he owns property next door. There are few parcels of grass in California that have drawn as much scrutiny and public consternation than the block at the corner of San Benito Street and San Juan Road. The site, which has been empty since the Loma Prieta Earthquake destroyed the buildings there in 1989, is now open to development. “It’s been 30 years; it’s time to put shovels in the ground,” Councilmember Ray Friend said. In June 2017 the city council approved a proposed joint development by the Del Curto Brothers Group and the Community Foundation of San Benito County to develop

a mixed-use project that would feature community and commercial space, and potential residential units on the 400 block. Velazquez, who owns The Vault that borders the property on the south, came out as a vocal opponent of the proposal to sell the cityowned property at a price below current appraisals and organized a successful petition drive to force a decision at the ballot box. Following Becerra’s decision in late April, in which he stated that “the city resolution is not subject to referendum,” the council on June 25 enthusiastically voted to repeal the referendum. “For a city of 37,000 people, the referendum would have made 1,600 people make a decision for the rest of us,” Vice Mayor Mickie Luna said. “In addition to that, this would have cost the city $25,000 to $30,000. I hope people look at that and understand.” For resident Marty Richman, the council’s decision was a victory for representative democracy. “We can’t take everything to the ballot, and if we did, nothing would ever get done,” Richman said.

New housing on Fairview spurs plan Land, 1 counting on an additional $26 million in matching funds from the state’s Proposition 51, as well as revenues from developer fees to cover the rest. “Now that we have the land, we will start building the new school, maybe as early as next year,” said Bernosky, who noted the completion of a new school will fulfill the district’s promise to taxpayers to do so with the bond monies. Measure V was outlined “to help fund the construction of a new 900-plus student elementary/middle school to keep class sizes optimal and prevent

overcrowding,” according to the school district’s fact sheet. An Independent Citizens Bond Oversight Committee was also included in Measure V’s ballot measure. “Look at all the new rooftops you see going up around San Benito County. Eventually, that will result in more children for our schools,” Bernosky said. “We are getting close to capacity and we have some rather old schools.” The school is expected to be ready by August 2020. The 12-acre property is on Fairview Road at the end of Sunnyslope and will be the ninth elementary

school site (12th primary school program) in the district’s cache of schools. The Hollister district currently serves about 5,500 students.

Decisions to be made on project at June 26 meeting

The board was scheduled to review several action items at the June 26 meeting regarding the new school site, including a proposed $41.5 million design-build contract with “John F. Otto Inc. dba Otto Construction, Inc.” Additionally, three consent items (considered routine and approved in one single vote by the

934 HOL - FBNS

ORDINANCE NO. 1156 AN URGENCY ORDINANCE OF THE CITY OF HOLLISTER, CALIFORNIA, ADDING SECTION 5.42.300 TO HOLLISTER MUNICIPAL CODE 5.42 MEDICAL CANNABIS FACILITIES REGULATORY PERMIT OF THE HOLLISTER MUNICIPAL CODE RESTRICTING THE RESALE AND POSSESSION OF BUTANE SECTION 1. Chapter 5.42.300 is added to Title 5.42 of the Hollister Municipal Code to read: CHAPTER 5.42.300 BUTANE RESALE REGULATION 5.42.310. Authority, Title and Application. Under the authority granted in Article XI, Section 7 of the California Constitution and Government Code Section 36900 , the City of Hollister by and through its City Council, does enact this chapter of the Hollister Municipal Code. This chapter shall apply to resale and possession of butane within the City of Hollister. 5.42.320. Findings and Purpose. The Hollister City Council finds as follows: A. Butane is used in the making of Butane Hash or “Honey Oil” (BHO) a form of concentrated cannabis (marijuana), the potency of which comes from chemically extracted tetrahydrocannabinol (THC). B. Butane is highly volatile and can easily explode when exposed to an ignition source. The extraction of THC through the use of refined butane causes flammable butane vapors to accumulate low to the ground near ignition sources such as oven and water heater pilot lights, and even electric static discharge from floor-covering friction. A study by the San Diego Hazardous Materials Division found that 99.5 percent of extracted THC butane mixture volatilizes in immediate areas making it highly susceptible to easy ignition. C. Butane has many legitimate uses, but such uses do not typically require the large quantities associated with BHO production. D. Media reports indicate that individuals making BHO have caused numerous explosions and fires throughout California. These incidents have resulted in considerable property damage, personal injury and even death to those participating in the manufacturing process. Additionally, innocent bystanders and public safety personnel, including law enforcement officers and fire fighters, have been placed at risk or incurred injury when responding to calls for service. E. A BHO lab using butane as defined herein presents a serious hazard for first responders as the gas has no odor and can only be detected by a combustible gas instrument. Such conditions present grave risk of loss where devices such as a TASER are capable of igniting the gas resulting in an explosion. F. The resale of refined butane occurs at levels sufficient to aid the manufacture of BHO. Such sales and possession of butane should therefore be regulated to prevent the use of such butane in the manufacture of BHO where such activity presents grave dangers to City of Hollister residents and first responders. G. Butane resale and possession is not currently regulated by state or federal law. 5.42.330. Definitions. For the purpose of this chapter the following definitions apply: A. “Butane” means iso-butane, n-butane, or refined butane of any power that uses the words “refined,” “pure,” “purified,” “premium,” or B. “filtered,” to describe the butane, or which does not contain ethyl mercaptan or similar odorant. C. “Canister” means a single container in which butane is stored or collected or from which butane is dispensed. D. “Customer” means any person who is sold or acquires products from any reseller during a transaction. E. “Day” means calendar day. F. “Package” means butane offered for sale at quantities of two or more. G. “Person” means a corporation, partnership, or association as well as a natural person. H. “Reseller” means any business, company, corporation, person, employee or associate that sells, offers to sell, or distributes products to any customer. It does not include any wholesaler engaged in a wholesale transaction. I. “Sell” means to furnish, give away, exchange, transfer, deliver, surrender, distribute or supply, whether for monetary gain or other consideration. J. “Transaction” means a purchase, sale, trade, loan, pledge, investment, gift, transfer, transmission, delivery, deposit, withdrawal, payment, exchange of currency, extension of credit, purchase or sale of any monetary instrument, or an electronic, magnetic or manual transfer between accounts or any other acquisition or disposition of property by whatever means affected. K. “Wholesaler” means a person whose business is the selling of goods in gross to Resellers for purposes of resale. 5.42.340. Unlawful Sale, Purchase, and Possession of Butane. A. It is unlawful for any reseller or other person to sell, offer to sell, or distribute to a customer any number of butane canisters that exceed a combined total storage quantity of 600 ml of butane during any single transaction. It is unlawful for any customer to purchase or acquire any number of butane canisters that exceed a combined total storage quantity of 600 ml of butane, whether sold individually or by the package during any 30-day period. B. It is unlawful for any person who is not a reseller or wholesaler to have in their possession, custody or control any number of butane canisters that exceed a combined total storage quantity of 600 ml of butane at any one time. The limitation in this subsection shall not apply to the following: 1. Butane canisters possessed by wholesalers or resellers solely for the purposes of resale; or 2. Butane canisters possessed by persons solely for the purposes of furthering their ongoing, lawful, and City-licensed commercial operations which require butane quantities greater than 600 ml; or 3. Butane canisters containing a sulfer-containing odorant, such as ethyl mercaptan. 5.42.350 Tracking of Butane Sales. A. For every sale of butane, every Reseller shall prepare a bill of sale that identifies the date of sale, quantity of butane purchased, and the customer’s identification, including date of birth. No sales shall be made to any person under the age of 18. The customer’s identification as used herein shall mean a person’s first and last name as verified from a valid driver’s license or other official and valid stateissued identification that contains a photograph of the customer and a residential or mailing address. Reseller shall retain a copy of the bill of sale in readable form for a period of two years. B. It shall be unlawful for any reseller to sell butane to any customer without complying with Section 5.42.350 (A) of this code. 5.42.360. Penalties, Strict Liability, and Nuisance. A. Any violation of this chapter is a misdemeanor and subject to a one thousand dollar ($1,000.00) penalty and/or six (6) months in the county jail; provided, however, the City shall have the discretion to reduce the misdemeanor to an infraction. B. A violation of any provision of this chapter constitutes a public nuisance. C. A separate offense shall exist for every single violation of this chapter. D. This chapter is a regulatory provision necessary for the protection of the public health, welfare and safety. In any criminal prosecution for a violation of this chapter, it is not necessary to prove knowledge or criminal intent. E. The criminal prosecution of any violation of this chapter does not preclude the City from further initiation of any other civil or administrative proceeding which may be available as a remedy for such violation in accordance with this code. F. Compliance with this section shall in no way relieve a vendor of the responsibility to comply with any other applicable City, state or federal law. 5.42.370. Cumulative Remedy. This chapter is cumulative to all other remedies and nothing herein is intended to limit the City from pursuing any other remedy available at law or in equity against any person or entity maintaining, committing, or causing a public nuisance or any other violation of this code or state or federal law. 5.42.380. Severability and Validity. The provisions of this chapter are declared to be separate and severable. The invalidity of any clause, phrase, sentence, paragraph, subdivision, section or portion of this chapter, or the invalidity of the application thereof to any person or circumstance shall not affect the validity of the remainder of this chapter, or the validity of its application to other persons or circumstances. SECTION 2. This Ordinance shall become effective immediately upon its adoption and shall remain effective until the effective date of any superseding ordinance. PASSED AND ADOPTED, by the City Council of the City of Hollister at a regular meeting held this 18th day of June, 2018, by the following vote: AYES: Council Members Gillio, Luna, Friend, Klauer, and Mayor Velazquez. NO PAIN, NO GAIN If you’re afraid of the pain, don’t get on. Justin Wilson took a fall during the saddle bronc riding competition Sunday at the San Benito County Saddle Horse and Rodeo Show.

Like NFL players, the careers for bull and bronc riders tend to favor the young. Injuries are common. The rider is pitted against a force of nature with an unpredictable brain, the bull or bucking bronc, and it knows what it wants. It wants the rider off its back, and it’s damn determined to make that happen. Robinson has been riding since he was a little boy, partially motivated by his father and by what he saw on television. For Robinson, 22, bull riding is a weekend sport. Time on the bull isn’t long, but those few seconds are terrifying, and Robinson doesn’t sugarcoat a thing. For bull and bronc riders, the pay is good for a few seconds terror. “It’s actually terrible, it feels horrible,” Robinson said. “It’s pretty scary and not that fun. I just do it because it pays good

As the 85th rip-roaring San Benito Saddle Horse and Rodeo Show at Bolado Park in Tres Pinos closed on Sunday, Hollister natives Cash Robinson, and Will Centoni rode home high on the hog, or horse, after winning money in two of the show’s toughest events, bull riding and saddle bronc riding. Nothing bucks tradition at the San Benito County Saddle Horse and Rodeo Show. The past of the old West lives today through the pageantry, the dust, the snorts and the neighs, the roping, and riding, along with the bumps and bruises. The rodeo is part show, sport, western tradition, and family reunion rolled into one jam-packed weekend in late June. “I’ve been coming to this since I was a kid,” said 25-year director and local veterinarian Charlie Tobias. “This is a tremendous asset to the ranching community. It takes us back the history we grew up with. The unique thing about us is that we have kids here starting out at fouryear-old, and we have people that are 80-years old. It’s maybe two or three generations of families competing against each other.” Except for rough stock events, where out-of-towners can enter, activities at the San Benito County Saddle Horse and Rodeo Show are limited to current or former residents or those who work full time in San Benito County only. “For our rough stock events we just don’t have enough kids growing up on ranches anymore,” Tobias said. “We’ve also added some cash prizes for the rough stock events. But we’ve opened it up a little to continue the legacy. We’re getting a lot of new developments, and we’re kind of becoming a suburb of San Jose, so we want to keep as many people who moved away or can’t afford to stay here, they can come back. It’s like a family reunion.”

Change, like everywhere else in the country, is having an impact on the rodeo. “There used to be many more families and kids working on ranches, and now the ranchers have become much more efficient, so they’re not hiring as many cowboys,” Tobias said. “Overall, our numbers are down.” Settled between browning hills of chaparral and shrubs at Bolado Park, the San Benito County Saddle and Show has seen changes. The organizers have maintained the spirit of the event. Aside from the large screen video board, digital timers and speakers, and music over stadium speakers, the show and rodeo are still between a rider and horse, and cattle. It’s a symbiosis that’s remained constant since the Spanish vaqueros of old. Over the weekend, 406 riders and ropers entered in events ranging from bull riding, saddle bronc riding, roping, single or in a team, cattle sorting, and several others. Kids as young as three-yearsold rode in the mutton-busting event, where The young riders rode atop sheep let loose from a shoot. The sheep, naturally tame as a lamb The fall, at most is roughly a foot into the soft, and thoroughly churned dirt.

IN THE MONEY For Will Centoni a few terrifying seconds on a bucking bronc is worth the money. As he says, if you’re not willing to get hurt, you shouldn’t ride. and it’s a job. I’ve got roughed up a little bit, but I need to take advantage of my youth and do it while I can. I’ll do it for five or six more years; then I got to grow up and do something else.” It’s been a good rodeo month for Centoni. Earlier in the month, Centoni, a junior at Cuesta College in San Luis Obispo, was the men’s all-around champion at the College National Finals Rodeo in Casper Wyoming. Centoni, 21, is relatively new to the sport, having started in his senior year in high school. “I've been on that horse in a stock saddle, so I knew it was pretty strong,” Centoni said. “You need to be aggressive enough not to fall off, but you need to be calm enough to think about what you need to do. A lot of it is muscle memory, but you need to be all there, it's a rough sport.” Save for those few seconds, it's a battle of

will versus the sheer power of a determined bull or bucking horse, and gravity and time usually come out on top in the end. “Right now I'm healthy and young, right now, I feel like I can go on forever,” Centoni said. “You can't worry about injuries. If something is going to happen, it's going to happen. If you're worried about getting hurt, you shouldn't be getting on.” The bull is powerful. When a bull collides head-on with the very sturdy railing that rings the arena, the loud bang reverberates throughout Bolado Park. It’s like a family reunion for cowboys and cowgirls. It’s all smiles, laughs, and plenty of Coors beer. It seems that all cowboys and girls prefer Coors, at least, if the price is right for some. “If it’s free,” Centoni said. As of our deadline, final results were not yet published.
