A measure asking the voters for $248 million worth of bonds to upgrade Gavilan College's main campus, as well as its Coyote Valley and San Benito County satellite sites, will appear on the Nov. 6 ballot. The measure will require 55 percent voter approval to pass. Gavilan Joint College District Board President Jonathan Brusco confirmed a unanimous vote among the five trustees in attendance at the July 10 meeting, with two members absent from the proceedings. “If this were to pass, this would line the college up for the next decade,” said Brusco, who stressed that the potential funds would impact all three Gavilan sites. “When you

Hollister for the Hollister Downtown Association’s (HDA) annual Street Festival and Car Show. The event, in its 32nd year, was the most successful the town has seen yet, said board president Daniel Recht. “We maxed out on cars this time,” said Recht of the 250 cars on display for the show. “We

had to turn people away this year.” The one-day event drew large crowds this year, exceeding last year’s 8,000 attendees. “The event was wellattended,” Recht said. “It was more people than we had last year. They spent more time downtown, that’s definitely a win and certainly what we want.”

In years past the Hollister Fire Department has hosted a chili cook-off, but HDA executive director Jeana Arnold said “there was no chili cook-off due to the fires in California.” Despite the chili changer, the event kept families entertained with live bands, a kids’ area, and a variety of vendors lined up along Fifth Street.

Recht said much of the credit is due to local support and people power. “My hats of to the volunteers who really support the event,” he said. “The community and the volunteers are really what this event is about. Seeing the families and all those kids. Without the community and volunteers, none of this is possible.”

San Benito County voters will be asked to approve an additional 1 percent countywide transportation sales tax on the Nov. 6 ballot, following actions

by the county Board of Supervisors on July 24 and the San Benito County Council of Governments on July 19. The San Benito County Board of Supervisors approved a referendum on a sales tax increase in a unanimous vote. Hollister Mayor Ignacio Velazquez, chair of the Council of Governments, did not attend last week’s

meeting. The other four representatives of local governments on the council endorsed the new tax. Now voters will decide whether to increase the sales tax on all purchases in Hollister from 8.25 to 9.25 percent, from 8 to 9 percent in San Juan Bautista, and purchases in unincorporated areas from 7.25 to 8.25 percent in 2019.

The tax is estimated to produce $16 million annually, according to Mary Gilbert, executive director for the council of governments. The 1 percent sales tax would be in place for 30 years and would help fund the widening of state Highway 25, upgrading of county roads and enhancing bus and paratransit services. f San Benito’s paved roads

Santa Clara Water District

The California Water Commission on Tuesday, July 24 approved $484.55 million to dramatically expand the Pacheco Reservoir in southeast Santa Clara County for drinking water reserves and improved protections for steelhead salmon. The money comed from the state’s Proposition 1 approved by California voters, and represents the full amount sought by the Santa Clara Valley Water District. “We are elated that our proposal to expand Pacheco Reservoir was viewed so favorably by the commission,” said water district board Chair Chair Richard P. Santos. “We are also pleased that the commission has approved our request for early funding of $24.2 million. Given these approvals, we can proceed with the next steps in completing environmental documents and permit applications without delay.” Completion of the new reservoir project is more than a decade away, according to its own timetable. The commission vote will provide half of the estimated $969 million cost of the project, which could be completed in 2029, with construction beginning in 2024 following public hearings on an environmental

impact report and a feasibility study. The proposed state funding would come from Prop. 1, which was approved by nearly three-quarters of San Benito and Santa Clara county voters in 2014. The funding would come from the $2.7 billion Water Storage Investment Program, part of California’s Water Quality, Supply and Infrastructure Improvement Act of 2014, a $7.5 billion bond passed by voters. The Pacheco Reservoir project received the highest ranking among eight projects submitted to the commission for consideration this week. Another $1.12 billion was approved for four other projects. The project would establish a new dam and expanded reservoir on the North Fork of Pacheco Creek that could hold 141,000 acre-feet of water, a substantial increase from the 6,000-acre-foot capacity of the existing reservoir. Constructed in 1939 and used for groundwater recharge, the reservoir is located about 13 miles southwest of San Luis Reservoir, off Highway 152, near Casa de Fruta. The Santa Clara Valley Water District would also have to find the remaining 50 percent of the project cost, from federal sources and from the district’s own resources and ratepayers. “Santa Clara Valley Water District and our project partners, San Benito County Water District and Pacheco Pass Water District, will pursue federal funds,” Santos said in a statement. The remainder would be paid through local

The Gilroy Garlic Festival Association, Inc. would not disclose exact amounts of each sponsorship. The Gilroy Chamber of Commerce runs the three beer tents at the festival, which took in gross sales of more than $1.4 million last year, resulting in $141,798 for the festival. “The beer sales are 100 percent run by the Gilroy Chamber of Commerce, and it’s been that way since day one,” Bowe said. “We take about 10 percent of beer sales.” “Christopher Ranch donates about $200,000, which pays for celebrities and also for general festival costs, said Bowe. “With all of the garlic they donate, it is an incredible relationship that’s been there since year one. With Don Christopher, it has been a mutually beneficial, and having the that relationship with the family and the brand means everything to this event.” Gilroy wineries see an extra tourism benefit from Garlic Festival visitors. There will be 17 area wineries featured at the Gilroy Garlic Festival Wine Pavilion, which is run by the Gilroy Rotary Club. Having notable celebrities is a significant benefit when spreading the word of the Garlic Festival. When Giada De Laurentiis headlined the festival last year,

What started in 1979 as a small community food festival centered on the small, stinky, cousin of the onion has since turned into a worldrecognized, Guinness recordholding, multimillion-dollar destination that helped put little Gilroy on the map. The Garlic Festival is a non-profit, but it's also big business–not just for the festival itself, but the entire South Valley, along with one of Gilroy's most recognizable companies, Christopher Ranch. This weekend’s Garlic Festival, July 27-29, at Christmas Hill Park in Gilroy, has been the biggest weekend in Gilroy nearly every year for the past 40 years. “The economic impact of the festival is significant, not just here, but hotel rooms are packed in Morgan Hill and Hollister as well,” said Executive Director Brian Bowe. “RV campsites are full. Restaurants, gas stations and the outlets see a bump in sales. Beyond that, the Garlic Festival gives us publicity. There are so many destinations that are jealous of us, being a small town that has something like this.” Organizing the festival is a yearlong job. Executive Director Brian Bowe, who is paid $140,630 a year,

along with an assistant executive director and a parttime receptionist, are the only paid staff at Gilroy Garlic Festival Association, Inc. As with the Garlic Festival weekend itself, planning the event depends heavily on volunteers, who staff the board of directors along with various planning committees. With volunteer and paid staff together, the Garlic Festival brought in $3,119,746 in revenue last year, according to its annual 990 report to the Internal Revenue Service. With $2,750,975 in expenses, the festival had $368,771 excess revenue over expenditures in 2017. One of the most enduring hallmarks of the Garlic Festival is volunteerism. More than 4,000 volunteers are expected to donate their time working at the Garlic Festival this year, and aside from community spirit and fun, the festival’s volunteer equity program uses their hours worked to determine how much money is donated to the volunteers’ charity of choice. Last year, volunteers worked to accumulate $271,901 in donations to various local charities. The Garlic Festival has come a long way since its founding in 1979. What started as a small-town weekend festival at Christmas Hill Park has ballooned to a food festival that draws over 100,000 to a city of approximately 55,000 people. The big two revenue generators are ticket sales, $1,089,292, and sales at

the state’s official tourism agency, Visit California, took particular notice. Big stars come with big bills, however, and according to Christopher Ranch Executive Vice President Ken Christopher, De Laurentiis commanded a six-figure fee, more than $100,000. Christopher Ranch writes the checks for the big celebrities, but the Garlic Festival Association takes care of the day-to-day arrangements, including booking rooms at CordeValle Hotel in San Martin.

covered with 4,000 pounds of donated California garlic. “Every bite of garlic at the festival comes from us,” Ken Christopher said. Considering the worldwide reach of the Garlic Festival, Christopher Ranch— and the garlic industry as a whole—have significantly benefited from the increased exposure. Christopher Ranch has been there since the beginning, when Don Christopher was among the founding figures of the festival. The company’s involvement continues today. “We donate from the family and the ranch, and it’s safe to say, it’s more than $200,000, which is no drop in the bucket,” Christopher

said. “It’s the signature event for the city and the company. It is known the world over, and the Garlic Festival has brought a level of exposure that is beyond belief. Back in the ’70s Gilroy was a fraction of what it was now, but since the Garlic Festival started, consumption jumped dramatically.” Gilroy may be the “Garlic Capital of the World,’ but only 300 of Christopher Ranch’s 5,500 acres in California are used for growing the stinking rose. While a fraction of the garlic comes from Gilroy, all 100 million pounds of garlic used by Christopher Ranch comes to their facility on Bloomfield Road.

Congress slights California

W

hen national media or Washington politicians refer to “the farm states,” they rarely mention California, continually ignoring the fact that we are nation’s top “farm state” in nearly every category. The numbers speak for themselves. California’s total agricultural receipts of nearly $47 billion in 2015 were biggest in the nation and $20 billion more than the secondhighest ranked state. California’s cash receipts in 2015 were more than these other 10 states combined. The cash value of California’s farm products is nearly 13 percent of the U.S. total, more than any other state. This is a week that chefs and food writers and culinary social media take notice of Gilroy as the garlic capital of the U.S. Our region and state also produce, to name a few, the country’s biggest lettuce, almond and artichoke crops. California also accounts for more than 7 percent of total U.S. livestock cash receipts, leads the nation in milk production—with dairies from California producing more than 40 billion pounds of milk annually—as well as butter and dry milk and is second in U.S. cheese production. California accounts for more than 60 percent of U.S. vegetable exports, and all California agriculture and livestock exports exceed $14 billion. This also is a week that Senate leaders are expected to name some of their members to a conference committee, hoping to iron out

differences with their House of Representative counterparts on the new Farm Bill. The Farm Bill only comes up for renewal every five years, and is the primary agricultural and food policy tool of the federal government, including commodity programs and subsidies, trade, rural development, farm credit, conservation, agricultural research, and food and nutrition programs. The current law will expire at the end of the federal fiscal year, Sept. 30.

The GOPdominated “farm states” are disproportionately represented in the House conference committee members. It might be logical to assume that because of our huge role as the nation’s leading agricultural state—not to mention our position as the nation’s most populous state—that our influence would be correspondingly huge in the crafting of a new Farm Bill. Sadly, that is not the case. The “farm states” are disproportionately represented in the House conference committee, and likely also will be in the Senate’s conferees. These

farm states are also Republican-dominated, which adds to the anti-California bias. Even within the Democratic Party, seniority, rather than common sense, works against appropriate representation for consumers and farmers in our state. It is expected that the Senate’s 12 members of the conference committee will be named this week. For the House, which only passed its version of the Farm Bill on a 213-211 vote, just four of the 47 conference committee representatives are from California, two from each party. They include GOP Rep. Ed Royce, the Foreign Affairs Committee chair from Los Angeles who is not seeking reelection; GOP Rep. Jeff Denham of Modesto, of the Agriculture Committee; and Democrat Reps. Jim Costa of Fresno and the Agriculture Committee and Maxine Waters of Los Angeles, a member of the Financial Services Committee. Freshman Congressman Jimmy Panetta, a Democrat and member of the Agriculture Committee whose district includes San Benito County and half of Gilroy, is low on the seniority pecking order, and will be watching from the sidelines. The whole bill could stall, because the House version includes new work requirements for food stamp recipients, and the Senate version does not. Meanwhile, California ranches and farms continue their work, feeding most of the nation. It would be nice to get some recognition—and influence—in Washington, beyond cooking shows and supermarket labels.

Tax could add $16 million per year Road Tax, 1 coordinates social service transportation services. Two members representing the City of Hollister, one member representing the City of San Juan Bautista, and two members representing the San Benito County Board of Supervisors comprise the council’s Board of Directors. The council of governments had commissioned a survey by EMC Research to gauge public support for the sales tax and found that a majority of San Benito residents would support it if it meant updating county roads.

The survey also found that with an increased number of commuting residents—especially along the congested twolane Highway 25—traffic and growth were top issues for voters. Hollister resident Warren Buoenbender spoke directly to the council on July 19 and said he feared for his wife’s safety during her daily commute because of the deteriorating condition of Hollister roads. Buoenbender’s major concern is the condition of Highway 25. This concern was echoed by members of the council. Director Jim Gillio, a Hollister city council

member and candidate for the Board of Supervisors, said at the meeting, “[Highway] 25 is something that absolutely needs to get done.” Vice Chair Jaime De La Cruz, a county supervisor, said safety was a driving concern for his vote. He said, “Whenever we hear of a new tragedy, the first thing we think of is our kids.” De La Cruz expressed the urgency to put the measure on the ballot stating, “if it doesn’t happen this election, we’ll be in deep trouble down the road.” He called the road improvements a “dire need.”

Police arrested a man in Hollister during a July 16 traffic stop on suspicion of child endangerment and illegal possession of butane after he showed signs of intoxication, according to authorities. Two juveniles in the vehicle were also detained. About 7pm, Hollister Police Officer Evan Umstead stopped a vehicle for a traffic violation. Upon contacting the driver, Juan Vasquez, 43, Umstead noticed Vasquez showed signs of intoxication, according to a July 18 press release. Hollister Police arrested a local man for failing to register as a sex offender after officers were dispatched to a July 17 disturbance. About 3:46am July 17, a Hollister Police officer responded to a call of a man causing a disturbance and refusing to leave the Quikstop store, 10 San Felipe Road, reads a July 19 press release from Hollister Police Department. The officer arrived and contacted the man, who identified himself as

Anthony Lewis, 48, of Hollister, police said. Lewis was recently a transient in Monterey County before being arrested for a warrant from San Benito County. He was transported to San Benito County Jail and released earlier this month, according to police. Brusco said the timing is right, with the population growth in Santa Clara and San Benito counties nurturing an increase in demand for programs at the community college level, along with the availability of state matching funds for school construction projects.

“The school is really reaching a new stride in the South Valley,” Brusco said. Possible targets for the bond monies, outlined in Gavilan’s master facilities plan, include a new library and technology center and new performing arts theater at the main Gilroy campus; the first phase of construction for the proposed San Benito satellite campus; and expansion of classroom facilities at the Coyote Valley satellite campus. “This is the biggest decision the school has ever made other than to move to the (current) Gavilan site. This is $248 million and this will take us far into the future,” said Trustee Laura Perry, who has been on the Gavilan

board for more than a quarter-century. “We have huge demands on campus now. Technology has run ahead of us. This is huge for our students and our community.” The deadline to submit the bond measure and file all documents with the Santa Clara County Registrar’s Office is Aug. 10. From there, a Political Action Committee, independent from Gavilan, will begin the fundraising and campaigning efforts leading into the Nov. 6 election. This is the second bond measure in the history of Gavilan, according to Perry. The first, Measure E, “did everything we said it was going to do and did it on time and didn’t go over budget,” Perry said.

not take part in the vote to approve the latest bond measure, but said she supports it. “A California community college is an economic gift that sustains over time, stimulating local commerce and reducing the cost of higher education for 2.1 million students statewide,” said BandeiraLocci. She estimated a savings of $100,000 (based on tuition and housing) for a student who begins at

a community college and then transfers to a University of California campus. “Most ardently, I trust voters will not want to punish the (Gavilan) district for past actions, both real and imagined, and rather support the future of our young people and our communities in South San Jose, Morgan Hill, Gilroy, Aromas, San Martin and San Benito County,” Bandeira-Locci concluded.

Two of the four members who sit on the Gavilan Joint Community College District Board of Trustees and whose districts run through San Benito County will not seek re-election in November. Trustees Lois BandeiraLocci, whose Trustee Area 7 covers much of rural San Benito County, and

Kent Child, whose Trustee Area 5 seat covers the city of Hollister, do not plan to run for another term. The Gavilan district covers a 2,700-square-mile area from South San Jose through most of San Benito County. “I will not run in 2018, for I feel I have done what I came to do,” said BandeiraLocci. “ Bandeira-Locci highlighted three key accomplishments during her four years on the board: the move to district voting, the placement of Kathleen Rose as superintendent/president, and the execution of the last phase of Measure E construction.

Child, who was first appointed to his Gavilan seat in 2005 and then won election in 2006, is a former member of the Gavilan College administration and faculty, beginning in 1968. He retired as dean of Liberal Arts and Sciences in 2002 after a long career at Gavilan College. A resident of San Benito County, Child received his bachelor’s and master’s degrees from San Jose State University. “It was exactly 50 years ago that I signed my contract to become an art professor for the college. Fifty years seems like an appropriate span to close out what has been a deeply

Perry, a 1986 Gavilan alumna who has sat on the board since 1992, noted that this will be her last term if she is re-elected. “I have completely and thoroughly dedicated myself to helping Gavilan grow and to meet the needs of our growing community,” Perry said. “Gavilan is really coming into its own. Perry earned a bachelor’s degree from San Jose

State University and law degree from Santa Clara University and runs her own law practice in Morgan Hill, where she’s lived for nearly 40 years. “Everybody on campus has helped to put us in a great financial situation to move forward,” Perry said. Glines, who ran unopposed in 2014, is a longtime South County resident and Gilroy High School class of 1966 alumnus who worked for more than 40 years at local newspapers— including the Morgan Hill Times and Gilroy Dispatch—in various editorial positions.

“The good part is I don’t have to overuse anybody because I have a solid eight (who can potentially start or at least provide relief innings),” he said. “I’m kind of dreading the heat a little bit—we get some here in Hollister, but they’re not used to the Arizona heat.” San Benito opened the Central State Tournament with an 8-5 win over Hanford before following that up with a 8-4 triumph over Delano and a 6-5 victory against Madera, which went through the loser’s bracket to reach Game 1 of the championship round. Since San Benito was the tourney’s lone undefeated team, Madera had to win twice to take the championship. It didn’t happen. San Benito was down 1-0 in the third inning before Perez hit a two-run home run. Madera scored a run in the fifth to make it 2-2, but San Benito scored three runs in the top of the sixth inning to take control. Breen hit a leadoff single, was sacrificed to second base by Esparza and scored on a Soto single. Gonzales’ two-run double made it 5-2. The tough Madera squad responded yet again, scoring twice in the bottom of the sixth to cut its deficit to 5-4. San Benito answered with a five-run uprising in the top of the seventh, highlighted by a Tobias two-run homer. San Benito trailed Hanford 5-0, Delano 4-0 and Madera by four runs before launching huge comebacks to win all three contests. Io drove in the go-ahead run against Hanford and had a crucial run-scoring double against Delano while also earning the win for both games. In the first game against Madera, Breen had

The San Benito Babe Ruth 15-and-under All Star team trailed in all four of its games only to win every one of them in capturing the Central State Tournament with a 10-6 victory over Madera on July 11. San Benito advanced to the Pacific Southwest Regional, where it played its first game on Monday in Arizona. Manager Kevin Hatchett said the players on the team don’t have the full grasp of what they’ve accomplished. “And I hope it stays that way,” Hatchett said. “When they practice, they’re still joking around and having fun.” Translation: the players are loose and playing free, and if things stay that way, Hatchett is cautiously optimistic the squad can be a serious threat to win the Pacific Southwest Regional and advance to the Babe Ruth World Series. San Benito reached the regional after capturing the District 1 and Central Region State Tournaments. The roster includes Thomas Breen, Trevor Cordova, Jared Esparza, Braydon Etheridge, Eduardo Gonzalez, Eli Hatchett, Ryan Io, Tyler Kashiwagi, Andrew Minana, Noah Perez, Anthony Pieracci, Zachary Sims,

Chris Soto, and Andrew Tobias. The assistant coaches are Oscar Esparza and Ross Kashiwagi. “I appreciate everything the parents have done to help out in getting us to Arizona,” Hatchett said. “The backing from the community has been incredible.” Indeed, to help defray the costs of travel, tournament fees and other items, San Benito held two fundraisers: a car wash that netted $2,500 and a Gofundme page that had a donation total of $4,500 through last Wednesday. Eli Hatchett, the manager’s son and a top pitcher/second baseman, also noted members of the team were at a recent Hollister Farmer’s Market requesting donations, and received $800 in four hours. The numbers speak to the generosity of local residents, who have come up huge in supporting the Babe Ruth All Stars in their quest to make it to the World Series. “We’re pretty fired up we won state, and we’re ready to play and see what we can do in Arizona,” Eli Hatchett said. “(Making it to) Surprise (site of the Southwest Regional) was a big goal for us,” Kevin Hatchett said. “Let’s see what we can do from here.” San Benito opened up tournament play with an 8-1 win over Guam Monday, a nice start to the double-elimination tourney. Temperatures in Surprise are expected to be in the 104 to 117 range—no, that’s not a typo— which is always a concern for players who aren’t residents of the area. Fortunately for San Benito, Hatchett said he’s got up to eight quality pitchers he can use—and he expects to utilize all of them.

They never gave up, and that is what baseball is all about.” Said Eli Hatchett: “Thank

goodness we have a bunch of guys who still have that fire to know if we’re down, we know we’re going to come back.” Entering Pacific Southwest Regional play, Perez led the team with a .625 average and .727 on-base percentage. Gonzales was hitting .471 and Io .400. Io also has been dynamite on the mound, totaling 14 innings of shutout ball. Hatchett said the players are jelling well.

al Milton Jones, born in Hollister, California on January 9, 1945, passed away on July 8, 2018 while on a European vacation with his wife Shirley, sons Jason and Eric, daughter-in-law Dena, and five grandchildren-Madison, Jace, Jacqueline, Jared, and Nicholas. During their trip, ten family members gathered close around him as they sat outside an Italian country manor, with sunflowers and rolling hills gracing the landscape, and listened to their adored husband/father/grandfather toast at family dinners to celebrate life well lived and loved ones dearly cherished.

Hal began his career in industrial engineering in Chico, California in 1967, a year after being married to his wife Shirley. The two attended California State University, Chico, together after first meeting in 1955

ario John Ghiorzi passed away July 21, 2018 after a long battle with Alzheimers.

He was born October 4, 1940 to Mary (Arceo) and Mario P. Ghiorzi of San Juan Bautista. He worked for 47 years at Teledyne/Pacific Scientific. He was predeceased by his wife, Geraldine (Enos) and his grandson, Joey in addition of his parents. He is survived by his children: Mary Miguel (Mike), Mario David and Lori Fisher and his grandchildren: Marissa Miguel, Mason Miguel and Cody Fisher. He is also survived by his brother, Jerry; sisters/brothers-in-law and several nieces, nephews and cousins. Visitation will be held at Grunnagle-AmentNelson Funeral Home on Wednesday, August 1, 2018 from 1:00pm to 8:00pm with the recitation of the Rosary at 7:00pm. On Thursday, August 2, 2018, family and friends will meet at Mission San Juan Bautista for a Mass of the Resurrection at 11:00am. Interment will follow at San Juan District Cemetery.

when Shirley’s father purchased a ranch from Hal’s father near the Napa Valley. Hal worked in the material-handling industry in a rewarding career that extended over fifty years, designing layouts and selling food-processing equipment, becoming a mentor to many and a helpmate to all. He generously gave his time and full attention to family, friends, and associates alike, always with a jubilant spirit and a caring touch. He and his wife also lived in Modesto, Ripon where they had five acres of olives, Stockton, and Lodi, finally settling in the foothills above the Shenandoah Valley wine country on twelve acres where they built a timber-frame home. True to the photo of him here, Hal viewed life as one big Discovery Kingdom to explore and enjoy, and that he did. Cancer took him too quickly and aggressively, but his beaming presence is forever felt and appreciated. A family service will be held at Cherokee Memorial Park Cemetery in Lodi, California at a later date. Hal is preceded in death by his parents, Marvin and Betty Jones; his brother Jere Jones; and his sisters, Nancy Davis and Suzi Maddalena. A tree would be nice to plant in Hal’s memory, outdoor lover that he was.
