Council says no vote in Dist. 1 CITY COUNCIL DECIDES TO APPOINT A SUCCESSOR TO RAY FRIEND By Barry Holtzclaw Reporter

Robert Eliason

Would you like to be a City Council member, but avoid the time and expense of an election? The Hollister City Council has rejected an option of scheduling a special council election next spring, and instead is accepting applications for an appointment to the District 1 council seat left vacant by the resignation of Ray Friend. The application deadline is Friday, Sept. 14. The council has tentatively scheduled interviews for prospective council candidates on Oct.1, when it also intends to make the appointment. By law, the city has to make its decision on an appointment before Oct. 7, 60 days after Friend’s resignation became effective. That’s one month before the mayoral position and the three other council member seats are up for grabs. Friend’s resignation came too late for his open seat to be included on the Nov. 6 ballot, according to the city. On Aug. 20, the council voted 3-1, with Mayor Ignacio Velazquez opposed, to appoint Friend’s successor, and not allow District 1 voters to pick his replacement.

The one-day festival included live music, great food, art in the park, classic cars, kids’ activities galore, yard sales everywhere and a serene and unpretentious community vibe.

Virus forces county website to go offline SAN BENITO DATABASES SAFE, BUT ARE SHUT DOWN FOR A WEEK Jaqueline McCool Reporter

Beginning Saturday, Aug. 18, the San Benito County information technology office took county websites offline, following the

detection of a virus in the system. Access to several databases, including elections and the assessor, was not possible for nearly a week. Emergency Services Manager Kevin O’Neill said several parts of the county website were back online as of Aug 27, but the process to get everything up was slow to ensure the virus did not re-enter the system. County emails were

still offline as of Aug. 27, and O’Neill said getting that system working was a top priority. O’Neill said the sites were taken down as a precautionary measure to make sure the virus didn’t spread. He said departments were being prioritized to get back online, but could not say when the process would be completed. O’Neill said the IT

department had been working 12- to 16-hour days to ensure the departments were back online. They are prioritizing the departments and completing the process in phases to ensure the virus won’t come back. “All of the county network is down, and that’s by choice,” O’Neill said. O’Neill said contacting individual department offices by telephone

was the best way for the public to get information. He believed departments would be able to give most information, despite the issues. County administrator Ray Espinosa said in a statement to the Free Lance, “I just want to assure the community that the county is still functioning and work is ➝ San Benito Web, 11

District 2 campaign gets personal fast CHALLENGER RESENDIZ STUNG BY A FORMER MAYOR AND LUNA FAN By Jaqueline McCool Reporter

The Hollister City Council election season may only be a couple weeks old, but in at least one district, the gloves are off and one candidate said he is the victim of some low blows. The District 2 City Council race took an unlikely turn this week when lobbyist and former mayor Victor Gomez shared a nursing disciplinary record about council candidate Rolan Resendiz after Resendiz had criticized incumbent Mickie

Solorio Luna for being too cozy with developers. Resendiz has said he decided to seek his first elected office after Luna and her colleagues voted to remove a referendum on the sale of the 400 block of San Benito Street from the November ballot. Luna had initiated the request after an Attorney General’s opinion that the city’s decision was not subject to referendum. Gomez said he supports Luna, whom he has called an inspiration for his political career. Luna wdistanced herself, saying that Gomez is not an adviser to or member of her re-election campaign committee. Luna is seeking re-election to a second four-year term to the westside district. Resendiz said that

following a Facebook Live post where he criticized Luna, Gomez countered by going public with a report of Resendiz’s 2016 domestic violence arrest that was mentioned in a vocational nursing license investigation. The charge was dismissed. Gomez shared Facebook posts on Aug. 27 that had been posted to a page that eventually took the allegations down. Gomez said he did not recall the name of the Facebook page to which he originally posted the allegations, but said they were removed quickly. Gomez told the Free Lance he did not share the information because of Resendiz’s Facebook Live posting and that he does not follow Resendiz on

Rosendiz accused Luna and Gomez of attacking him personally to further a pro-developer agenda and Luna’s campaign. the site. In an interview, Resendiz said the Gomez post was accurate, and said he had anticipated the arrest would be made public during his campaign. Resendiz confirmed he had been arrested “some time in 2016,” due to a domestic dispute. He said he and his partner were still together and that they had discussed the possibility of the arrest being made public when Resendiz chose to run for the District 2 seat. The charges against Resendiz were dropped following the arrest.

A document given to the Free Lance by Gomez, which appears on the state’s Department of Consumer Affairs website, shows a $100 fine issued by the Board of Vocational Nursing and Psychiatric Technicians against Resendiz for failing to report a mailing address change. The document states that the board had requested information on Resendiz’s 2016 arrest, but the letters were deemed undeliverable. The document said the arrest

happened, “on our about May 19, 2016.” The arrest was made for “inflict[ing] corporal injury on a spouse/cohabitant” and “willful cruelty to a child,” according to the document, which also states the charges were dropped. Resendiz’s is still a registered phlebotomist. Rosendiz accused Luna and Gomez of attacking him personally to further a pro-developer agenda and Luna’s campaign. “I’m obviously an active ➝ District 2, 11

Council could have kept seat open Council, 1 The council could have decided to keep the seat open, and hold a special election for the remainder of Friend’s term, which expires in 2020, but instead chose to fill it by appointment, said City Clerk Christine Black. Black said March 5 was the earliest possible date for a special election to fill the seat. Unless the council changes it mind before Oct. 7, the election for the District 1 seat will be in November 2020. District 1 includes downtown Hollister and the industrial area that extends north to the airport.

Black said that Friend had emailed his notice of resignation on July 11, in which he said that Aug. 7, 2018, would be his last day with the City of Hollister. That email arrived four days before the July 15 deadline to place the seat on the ballot, but the council seat wasn’t officially vacant until Aug.7. Friend said he was told by Black that the first meeting where he could announce his resignation would be Aug.7, because the Hollister City Council was out of session for the month of July. With his seat up for election in 2020, Friend said

a council member would have had to be appointed regardless of when he chose to step down. He compared the situation to appointed council member Jim Gillio. Gillio wrote on his Facebook page about his decision to vote in favor of an appointment for friend, “Tonight the City Coun-

cil voted 3-1 to appoint a replacement for Council member Friend. I voted for this because a special election would cost between 75k-150k and would take place in March according to the City Clerk. The process will be the same process

used to appoint me about 15 months ago.”

Friend said he anticipated stepping down for several months in order to relocate to Washington state to be with family. He originally thought he may downsize to a home in Hollister still within his district, but later decided to move to Washington. Friend said his decision to hold off on the announcement was because he wanted to secure a property in Washington. “There was nothing to do with the dates except I didn’t want to make it official until I actually had a piece of

property I could move to,” said Friend. In a legal ad published in this week’s Free Lance, Black said: “Applications will be accepted from interested candidates residing in the City of Hollister for City Council District 1. The deadline to turn in applications is Friday, Sept. 14, 2018, at 4pm. Applications must include a cover letter and a resume, and may be submitted via email to cityclerk@hollister.ca.gov or in person at the City Clerk’s Office, located at 375 5th St., Hollister, Calf. Interested parties may also contact the City

Clerk, Christine Black, at 831-636-4300, x17 for questions. “Tentatively, interviews will be conducted on Oct. 1, 2018, from 4 to 6pm. The successful candidate will be announced on or after the hour of 6:30pm. on Oct. 1, 2018. Please note that the interview schedule and announcement of the successful candidate are subject to change. “City of Hollister, Christine Black, City Clerk.” The boundaries of District 1 can be found at http://hollister.ca.gov/wpcontent/uploads/2014/12/ Hollister_4districts_ shaded_011012.pdf.

includes a new 4-acre park, new native, drought-resistant trees and landscaping, and trails. The plan also calls for a redesign of Joe’s Lane and Ridgemark Drive up to the clubhouse to improve traffic safety. Improvements to fire safety and the tennis center have already been implemented in partnership with the Ridgemark Tennis Club. Throughout the last two years, the master plan has been fine-tuned to include extensive input from residents and community stakeholders, including the Ridgemark Homes Association, Ridgemark XI association members, the Tennis Club, and the Men’s and Women’s Golf Clubs. The plan has been developed under the guidance of project manager Geary Coats of Coats Consulting in Carmel. Coats, a former Morgan Hill city manager and longtime planner of Pebble Beach resorts has been involved in the planning and development of Ridgemark since its inception. The Wynn team is rounded out by Hollister-based Kelley Engineering and Surveying, Breen Law Firm, Wyatt of Farmhouse Communications and land use and golf consultant Scott Fuller of San Juan Oaks. “To get to this point, we

The Ridgemark Golf Club community and golf course continue to change, and along with a new 20,000-squarefoot commercial development to begin construction this year, up to 190 new homes on 10,000-squarefoot lots may soon be added. Members of the Ridgemark Homes Association will soon be voting to accept or reject a new master plan, based on an approved legal agreement that will map out much of the development's future. “Land use is never easy, and there are a lot of different layers, technicalities and interested parties,” said Kristina Chavez Wyatt, community relations consultant for the owner. “Everyone wants to see investment and improvement to the quality of life in San Benito County, and with Ridgemark, there is potential for a rising tide that will raise all ships.” Much of the redevelopment and reinvestment comes from Ridgemark Golf Club ownership led by John Wynn. A 20,000-squarefoot “Ridgemark Row” commercial area, which will

consist of a mix of tenants likely to include restaurants, small boutique shops, a neighborhood market and deli, along with insurance and real estate offices. Ridgemark has seen many changes since 1972, when what used to be a turkey farm was transformed into an upscale community with a 36-hole, PGAquality golf course. In April 2014 when drought conditions forced the Sunnyslope Water District to drastically cut the water supply to the Ridgemark Golf Course, the layout was cut to 18 holes. The new master plan proposal consists of up to 190 new single-family homes on 10,000-square-foot minimum lots conforming to all homeowner association conditions, codes and restrictions and architectural review. Many of the new houses and lots will be built on the abandoned golf course land and the existing driving range area. Improvements in course flow, playability on holes 7, 8 and 9, along with the relocation and construction of a new driving range, have been designed and incorporated into the new plan. The new master plan will also include improvements to Ridgemark Drive, from Airline Highway up to Donald Drive. The road improvement will be three to four lanes. The plan also

They want to see the high-quality investment that respects their homes and neighborhoods.” Ridgemark Golf Course had been the center of ongoing legal wrangling between JMK Golf LLC, the former owner of Ridgemark Golf Course, and the Ridgemark Homes Association over the conditions of the closed course, the location of the approved commercial area close to residences,

ownership, and maintenance of the roads in the Ridgemark community. The lawsuit was settled after Angels’ Company, LLC, and John Wynn bought the golf course from JMK Golf in February 2015 for $11.5 million. After the sale, the RHA approved a legal settlement agreement by 93 percent vote with Wynn, who also agreed to additional investments including, widening Ridgemark Drive, improving the two guard houses, developing a comprehensive trail system, conducting improvements to the clubhouse and the future addition of a hotel.

Wynn has led investments of nearly $25 million San Benito County over the past four years, including the purchase of 40.5 acres of land just north of the Hollister Airport for the development of an industrial park anchored by a smart glass manufacturing factory. “Mr. Wynn told me that he has developed an affinity for our area and as he gets older, he intends to retire and live in Ridgemark,” Wyatt said. “He has led delegations from the Bay Area, many who are interested in investing in San Benito County.” For details see www. SHAWN TENNENBAUM

High school is on the move

T

he first two days of the 2018-19 school year at San Benito High School were a reminder of the promise and opportunities for students, faculty, staff and the administration. Following a busy summer of construction that has featured continued improvements and upgrades to the campus learning environment, the SBHSD Board of Trustees and I thank parents, neighbors and the community as a whole for their ongoing support and patience as the district works through its multi-year, multi-faceted construction projects—many of which are funded by voter-approved bond measures. The theme of my welcome back presentation to faculty and staff on our first day together after the summer break was “San Benito High School District is On the Move.” We are not just constructing facilities, we are building momentum following the first year of the district’s Strategic Plan, which will provide guidance and focus five years into the future. The Board in June approved the Whole System Collaboration model that defines how the district operates and lays out what’s important to us. We use specific indicators of success to hold our efforts accountable through the leadership, support and guidance of the trustees. The Board’s goals of academic excellence, an inclusive environment for all students, facilities maintenance and construction completion, and continued fiscal solvency, are reflected in everything we do. San Benito High School’s goal to become

a Gold Ribbon School is an ever more realistic target as we can point to 17 career pathways offered through our Career Technical Education department, the burgeoning engineering and robotics programs, the opening of the CTE, Visual and Performing Arts and Academic (VAPAA) buildings, and the 177,000-square-foot physical education multi-use field that will provide students year-round access to healthy activities. The model of student inclusion earned the school a Unified Champion designation from the Special Olympics this past school year and our co-teaching program along with MTSS (multi-tiered systems of support) efforts ensure that every student has the opportunity to receive the support they need on campus. In 2017-18, the school’s average daily attendance was an astounding 97.4 percent, up from an impressive 96.3 percent the year before. With the start of this school year, we are rolling out a new bell schedule, implementing a weekly homeroom period and three other days per week for Academic Focus Time. A spirit of partnership is enhanced through our interactions with the teacher and classified employees’ unions, Gavilan College—which will offer multiple courses on campus this year—as well as our agreements with the City of Hollister, County of San Benito and Sunnyslope County Water District to make the Nash Road crossing safe for students while adding traffic calming measures in the neighborhoods around the school and the bypass road south of campus.

Our state-of-the-art aquatics complex, stadium and softball complex are progressing on schedule, along with an additional 100 parking spaces, restrooms, and much more. In just the past 11 months, the District has saved nearly $100,000 in energy costs through an energy efficiency program that has included the installation of 3,000 LED lights, the addition of building automation systems, new HVAC systems and the nearly-complete solar panel project in the Baler Alley parking lot— which is expected to save the district more than $13 million over the life of the project. Besides new construction, the District’s maintenance and custodial staffs have been working diligently to provide a complete facelift to the 300s classrooms, new paint to buildings around campus, and droughttolerant landscaping that is beautiful in addition to being water-wise. I am proud to report that the district is adding four clean-burning diesel buses to its fleet, along with the first new electric school bus in the county (purchased with grant funding). All of these vehicles have the latest in safety features, including back-up cameras, push bars and seat belts. On behalf of the certificated and classified employees, administrators and board members at San Benito High School District, we wish everyone a wonderful school year. on governing bodies by breaking a district up into different areas where only members of those neighborhoods can vote for candidates that must live in the same area. This would have been SBHS District’s first trustee area election. “The idea of the trustee areas is that it would bring more people out,” Delay said. “But the last (at-large) election there were seven people running, and this election there’s only three. I don’t think it brought the people it anticipated, and I’m not sure if that will change down the road.” The seats held by trustees John Corrigan and Patty Nehme aren’t up for re-election. The San Benito County Board of Education also had two uncontested district races, with incumbent Joan Campbell-Garcia and firsttimer Reb Monaco unopposed in their respective districts. In the Hollister School District’s at-large election for three seats, voters will decide among six candidates.

The objective is to give equal opportunity for minority groups to fill spots on governing bodies.

San Benito High School student Shelby O’Neil was presented the Paul Walker Foundation’s Youth Leadership Award and scholarship Aug. 11 for her ocean advocacy work, including creating a successful campaign called “No Straw November,” which asked people to pledge not to use plastic straws for one month. O’Neil earned national exposure through the Martha Stewart Living magazine and the Leonardo DiCaprio Foundation. She convinced Alaska Airlines to ditch plastic straws and toothpicks on all its flights (a story picked up by Fortune magazine). O’Neil was even flown to the headquarters of Delta Airlines to promote her campaign; spoke at Dreamforce, the annual user conference hosted by Salesforce.com in San Francisco; and won unanimous California Coastal Commission support for “No Straw November.” But she didn’t stop there. “For a Girl Scout Gold Award, I created a nonprofit called ‘Jr. Ocean Guardians,” said O’Neil, whose organization is “teaching younger schoolchildren the importance

Already a three-time victor in elections for the San Benito High School District Board of Trustees dating back more than a decade, 66-yearold Steve Delay was setting up for his first trustee area race for the Nov. 6 election. However, with no challengers in Delay’s Trustee Area 3, the retired educator of 32 years does not have to start campaigning anytime soon. In fact, he, along with fellow incumbent Juan Robledo (Trustee Area 4) and newcomer Miguel Sahagun Jr. (Trustee Area 2), will not appear on the November ballot and instead will be automatically appointed since they have no opposition. Delay has a theory as to why. “In the past, there’s been a lot of controversy about our board, administration

and school overall, which brought in the forefront wanting to run,” Delay explained. “But in the past year and a half with a new administration and changes on the board, we are now operating so efficiently and people are seeing changes for the better.” Namely, test scores are up and school facilities are getting needed upgrades, according to Delay. “People are seeing positive things happening in the district and are not inclined to jump in because we are running like a well-oiled machine,” Delay said. The veteran trustee also believes the shift from at-large to trustee district elections may have impacted the number of names in contention. Many governing bodies for school and city, including the Morgan Hill City Council and board of education, have changed formats when an underrepresented group, backed by the California Voting Rights Act, makes the request. The objective is to give equal opportunity for minority groups to fill spots

Police arrested a Gilroy man who stabbed a juvenile for his cell phone in a Hollister neighborhood, authorities said. About 10pm Aug. 19, Hollister police officers were dispatched to Hazel Hawkins Hospital, where staff reported they were treating a juvenile for a stab wound, according to a press release. District 2, 2 member of the community,” said Gomez, but denied being involved with any one campaign. Gomez’s wife, Anietra Gomez, is running unopposed for city treasurer. Resendiz said he has only criticized Luna on the basis of her time in office and political views, but added that she and Gomez are attacking him personally. Luna said Gomez is not affiliated with her campaign and added, “With my service the last four years, I do not need a campaign advisor.” Gomez previously

served as mayor of Hollister when the position was appointed by fellow council members. Gomez was elected to two four-year terms on the council, in 2008 and 2012, and served as mayor from 2009-2011. Gomez said he does not have any motivation for releasing information on Resendiz’s arrest except, “I’m super concerned with anybody with any kind of domestic arrest or record.” Gomez’s 31-year-old sister Elizabeth was stabbed to death in Hollister in 2007 in what he said was an act of domestic violence. Luna said she knew

Resendiz “from way back when,” but does not currently speak with him. Resendiz “should concentrate really on whatever his campaign is doing,” she added. Gomez is not listed as having endorsed Luna on her campaign site. Luna’s campaign site states, “If you believe in transparency and fiscal accountability in local government, then I ask for your vote. I hope I can count on your support.” Resendiz told the Free Lance that he is hoping to lead an honest and transparent campaign.

Judge throws out some claims in sex lawsuit GILROY POLICE DISPATCHER MAY MODIFY SUIT AGAINST CITY, OFFICERS Michael Moore Reporter

File photo

A federal judge has dismissed more than half of the 15 “causes for action” cited by a former Gilroy public safety dispatch employee in a lawsuit that alleges pervasive sexual misconduct within the city’s police department. Some of Harrell’s allegations against the city and police department by Patricia Harrell, a public safety communicator for the city for 26 years, still stand, including age discrimination, gender discrimination, failure to investigate or take corrective action, retaliation and violation of federal civil rights. None of Harrell’s defendants has made a motion to strike these causes for action, according to the ruling. The lawsuit filed in August 2017 by Harrell accuses the city and her superior officers of unlawfully firing her from her post in 2016 because she refused to engage in an

alleged culture of misconduct. She also accuses her union representatives of failing to adequately represent her after the city fired her. But on Aug. 13, U.S. District Court Judge Lucy Koh of the Northern District of California issued a ruling that dismissed nine of Harrell’s 15 bullet points identifying the specific laws and procedures that she accuses the defendants named in her lawsuit of violating. Koh’s ruling dismissed Harrell’s claims of sexual harassment, failure to take steps to prevent discrimination and harassment, retaliatory termination (previously stricken from the 2017 complaint) negligent supervision, negligence, assault, negligent and intentional infliction of emotional distress, supervisory liability, and negligent and intentional misrepresentation. Koh’s ruling dismisses these allegations as they relate to former Gilroy Police Chief Denise Turner, Officer Royce Heath, Captain Joseph Deras, Captain Kurt Svardal, Dispatcher Steve Ynzunza and Gilroy Human Resources Director and Risk Manager LeeAnn McPhillips—all of

whom are named as defendants in Harrell’s lawsuit. The ruling also dismisses allegations against the American Federation of State, County and Municipal Employees (AFSCME) and AFSCME Business Agent John Tucker. McPhillips said the Aug. 13 ruling is “a favorable decision” for the city and police department. “I think the documents speak for themselves,” McPhillips said, referring to the 30-page

Aug. 13 ruling and the city’s Feb. 27 motion to dismiss the causes for action that accuse specific city employees of wrongdoing. The judge’s ruling notes that for some of the dismissed allegations, Harrell can submit an amended complaint providing more specific details. Harrell’s attorney, Andrea Justo of the San Jose based Costanzo Law Firm, said Harrell “plans to amend her first amended

Focus Fitness Flexibility

complaint (filed December 2017) pursuant to the judge’s order and plans to proceed accordingly with her claims.” That means some of Harrell’s accusations against the officers and union reps could survive if she amends her complaint accordingly. Specifically, Koh dismissed the sexual harassment allegation against Heath, Deras and Ynzunza with “leave to amend.” Plus, the accusation of negligent

supervision against Tucker and AFSCME was dismissed “without prejudice,” meaning Harrell could file it again in the future. Also, the allegation of supervisory liability against Turner, Heath, Deras, Svardal, Ynzunza and McPhillips was dismissed with leave to amend. And the accusation of negligent and intentional misrepresentation against AFSCME and Tucker was dismissed without prejudice.

WHAT A RIDE Dustin Renteria, a San Benito High junior, recently picked up the biggest win of his motocross career in Tennessee. The 16-year-old won the 250C first category of the Rocky Mountain ATV/MC Amateur National Championships. Renteria has been racing since he was 6 years old.

As he rode across the finish line, Dustin Renteria pumped his fists in a moment of euphoria. The San Benito High junior had just won the most prestigious race of his career, in the 250C first category of the Rocky Mountain ATV/MC Amateur National Motocross Championships in Hurricane Mills, Tenn. “I was in disbelief of what I just did,” said Renteria, who won the race on Aug. 4 in Tennessee. “I rode into where all the top 10 riders stop at to see if anyone protests the race, and saw a couple of buddies and my dad there. It was the best feeling in the world right there.” The win meant a lot on a number of fronts. Even though Renteria has literally over 100 first-place trophies to his credit, this was the biggest race of his career—and it came in the midst of his racing comeback. From the end of March 2017 to December 2017, Renteria didn’t compete in a single race due to a variety of factors. It was basically nine months of purgatory for Renteria, who admitted to being “a little depressed” during this period. “It was hard on everything,” he said. “My school grades were

dropping, and mentally it was hard because for my whole life I had been racing on weekends (and that helped me focus on school during the week). Everything had been motocross and in those nine months I had to forget about it.” That’s why the victory meant so much to Renteria, who has been racing competitively since he was 6 years old. “It makes winning so much better knowing how hard it’s been to get there,” he said. “I’ve won a lot of cool races, but this is the biggest race I’ve ever competed in. It was great.” Renteria, who saw a number of his fellow riders get caught up in crashes, rode with precision and controlled aggression, knowing he was in control to win the championship. Sometimes it’s the decision to hold position and not risk a daring pass that results in the victory, and this was the case for Renteria. Before the start of his third moto (stage), Renteria had an 11-point cushion ahead of the second-place rider in the standings. “I had a good cushion, and so many things were going through my mind as I was sitting there for the race to start,” he said. “My heart was racing like crazy.” As the final run started, Renteria knew he only had to keep the second-place rider in his sight. Early in the run, that rider and the one who was in the lead of the particular run crashed. Once that happened, Renteria knew as long as he didn’t crash, the championship was his to lose. “A bunch of kids ended up crashing and falling everywhere, so I backed off a little bit and finished fourth in that moto

WINNER Dustin Renteria has resurrected his racing career after taking most of the 2017 season off. The San

Benito High junior has won over 100 races in 10 years of competition, a testament to his ability and dedication. and got the championship.” Renteria had to go through two qualifiers to earn a spot in the National Motocross Championships. In the first area qualifier, Renteria took the fourth and final berth to the next stage of regional qualifying, where he finished second. To compete at a high level in motocross, Renteria does CrossFit and works out weekly with a personal trainer. Strength-training helps Renteria with overall stamina and grip strength, which are key in a rider’s quest to excel in the sport. “You need really good grip strength to hold onto the bars when things get wild,” he said.

“You need balance and technique, because if you don’t have the right balance and technique, it’ll be hard to hold onto the bike after a while. I’m really happy with my training because it has got me to where I am now.” Renteria’s father, Dusty, plays a vital role as the crew chief/ mechanic and team organizer, responsible for all things related to the motorcycle. “My dad runs pretty much everything,” Dustin said. “He does everything except ride it.” Renteria first rode a bike when he was 3 and started competitive riding at 6. By age 9, Renteria had won dozens of races and displayed the ability

that he might have a future in the sport. In his first-ever race at the Los Banos Fairgrounds, Renteria was in the lead when he pulled off, thinking the race was over. However, it was a two-stage moto format, and upon one of the race directors explaining to Renteria that he still had more laps to go, Renteria got back on track to win the event—at age 6. Ten years later, Renteria’s vision is as clear as ever: he wants to be riding at the pro level one day. “Once I’m done with high school, I can really focus on racing,” he said. “The main thing is to try to get on a team and make it pro and try to win a championship.”

Award with coach Kevin Kramer, AD Ron Hannon and President Kathleen Rose.

emanuel lee Sports Editor

As Haley Leifheit looked out in the crowd and saw her loved ones, she couldn’t help but well up with tears. Leifheit, who was in Morgan Hill on Aug. 14 to accept the Gavilan College Student Athlete of the Year award, reflected on the long journey that got her to this point. “I went up there to give a speech and basically got teary-eyed and choked up,” said Leifheit, a former San Benito High standout. “It was cool to be standing there and looking out at all the people who helped me all the way through my Gavilan College experience.” The award goes to the student-athlete who excelled in academic achievement, leadership, athletic contributions and involvement in the community. Leifheit, who will be transferring to UC Santa Barbara for the 2018 fall semester, certainly graded high in all those areas. In addition to being a beach volleyball and indoor volleyball standout, Leifheit earned a 3.98 GPA last year and has served as an assistant coach on the Rush Volleyball Club. On the beach, Leifheit teamed with Mikeila Banda to form Gavilan’s top pair. The duo advanced to the California Community College NorCal Pairs Championship. Leifheit was equally spectacular indoors playing the right side, helping lead the Rams to back-to-back

Coast Conference championships while posting a team-high 163 kills. The most impressive part? Leifheit did this while playing a new position after playing middle blocker the previous season. “It was a nice change but also a challenging one,” she said. “I liked hitting from the right side and the different pace of the position. The sets are a lot lower when you’re the middle, so you have to be quicker. So the transition was rough at first, but I had some great setters in Christa Arroyo and Greyson Gilroy, who gave me awesome sets and eased my transition.” Leifheit became the fourth women’s indoor volleyball player to win Gavilan’s top studentathlete honor, which started in 2008. Erica Chapa and Emily Burley-Tonascia, a pair of former Balers standout, and Tessa Fischer were the others. Leifheit enjoyed both the indoor and outdoor game equally, as there are unique differences in the sports. Gavilan volleyball coach Kevin Kramer realizes how fortunate he is to have athletes like Leifheit come into the program. “She’s the type of student-athlete you hope comes into the program, and we were lucky enough to have her a couple of years,” Kramer said. “I’m sad that she’s gone, but was super stoked to see it was Haley who won it. She’s so deserving of it from an athletic and academic standpoint. It’s the kids like Haley who have made us so successful over the years, kids

like Erica Chapa, Emily Burley, Tessa Fischer. Kids who are extremely hard working and didn’t need to go to the community college route, but continued to pursued the opportunity to play. The fact that we get these kids to trust in the process and be a part of their journey and help them along is great.” Only Leifheit truly understands how far she’s come. Leifheit suffered a dislocated right knee in her sophomore season at San Benito High, then dislocated the same knee during her junior year. After the second dislocation, Leifheit couldn’t help but think her career might have been over. “The second time it happened, I was just jogging back (to the endline) to serve,” she said. “I knew immediately what happened, and you almost get it in your head that this is it and it’s over.” However, Leifheit’s resiliency proved decisive. After the initial shock of suffering a second dislocation in as many years, Leifheit attacked the rehab process in the same manner in which she played volleyball—all out. “I just knew I had to stick with rehab and get back in gear because I had to play in my senior year,” she said. “There was no way I was not going to play. I wouldn’t let it stop my journey.” Leifheit credited John Ceglia his team at Focus Sports Therapy for getting her back on track. Go to sanbenito.com to view the full version of this story.

Frank was a loving husband of 48 years to Karen and father to Steve and Matt. He was so pleased to be a fatherin-law to Jeanna and a father-in-law to be for Matt’s fiance Renee. He was a doting and proud grandfather to Madelyn, Aidan, and Jack and enjoyed watching his nephews and nieces grow and have beautiful families. Born and raised in Hollister, Frank was the oldest of three and attended Sacred Heart, Hollister High and Gavilan. Frank honed his work ethic at the family grocery store and eventually worked his way through Fresno State University. Frank went to work in the outdoor advertising business and, after working in the San Francisco Bay Area for many years, was hired as president of the San Diego division of Martin Outdoor and the family relocated to Southern California, where he would live for more than 30 years. Frank was a mentor for many within the company and, after retirement, was honored as a “Living Legend” in the industry. Frank was an avid golfer and fisherman and, in retirement, was able to fulfill a lifelong dream he had along with his beloved wife Karen to own a cabin on a lake. They found that spot in Trout Creek, Montana where they loved hosting family and friends at the picturesque location for more than 17 years. They were also lucky enough to travel to locations all over the world. Frank was also an avid sports fan and was able to attend multiple victorious Super Bowls for his 49ers. He was also in attendance for the famous “Catch” in the 1982 NFC championship game and was ecstatic to see the Giants and Golden State Warriors win championships in recent years. Frank was preceded in death by his parents Frank and Teresa (whom he closely watched over until her death at 99 years of age) and brother Tom and sister Patricia (Teah).

Ordinance No. 972 was introduced on August 7, 2018 and was passed and adopted on August 21, 2018 by the following vote: Ayes: Supervisor(s): Botelho, De La Cruz, Medina, Rivas, Muenzer Noes: Supervisor(s): None Absent: Supervisor(s): None Abstaining: Supervisor(s): None A complete, certified copy of Ordinance No, 972, including the Master Fee Schedule, which is attached and incorporated by reference as Exhibit A to Ordinance No. 972 is on file in the Office of the Clerk of the Board of Supervisors, located at 481 Fourth Street, Hollister, California and it shall be available for public inspection and review during normal business hours at that location, together with supporting fee studies. Pursuant to the authority of the July 27, 2004 order of the Board of Supervisors and Government Code section 25124, the County Counsel in consultation with the Clerk of the Board of Supervisors, has concluded that the ordinance is of such length and content that a complete copy of the ordinance would not be practical to publish in the official newspaper. Accordingly, a summary has been prepared as follows: SUMMARY OF ORDINANCE NO. 972: Ordinance No. 972 amends sections of various County ordinances and Board of Supervisors’ resolutions pertaining to fees. Specifically, it amends Title 5, Chapter 5.01 of the San Benito County Code to add Section 5.01.000, adopting the San Benito County Master Fee Schedule. In adopting the Master Fee Schedule, the Board of Supervisors intends to provide one document that lists all fees for services authorized by the Board of Supervisors. The purpose is to facilitate review and update of the Master Fee Schedule at reasonable and timely intervals, to provide for ease of use and access to fees for County services, and to promote a better understanding by the public of all fees charged by the County of San Benito. Such fees shall not exceed the actual cost of providing the service in compliance with Article XIIB, Section 8(c) of the California Constitution.
