There may be some relief this month for both parking and traffic headaches around San Benito High School. The City of Hollister has agreed to create reverseangle parking on both sides of Monterey Street in front of San Benito High School north to B Street, according to the latest San Benito High School District newsletter. The spots will be marked on both sides of Monterey Street and will add spaces, “promote improved driver visibility and easier loading and unloading of vehicles, all while enhancing trafficcalming efforts,” according to district staff. By creating the angled parking, the city is helping to reduce the double parking that occurs on both sides of the street, as well as relieving parking congestion in the surrounding neighborhood. The concept of reverse-angle parking is new to Hollister, but it is not new across the country, as it is a staple in many communities, according to district staff. Any trip to a Hollister City Council meeting would display a usual scene. A typical vote? Three in favor and one against. For almost the entire
last year of his two-year term, Mayor Ignacio Velazquez has voted no on any bill that has to do with growth or development. This, he says, is intentional. In an interview, Velazquez says he can no longer approve residential projects in Hollister, he says the city’s infrastructure cannot support it. Velazquez acknowledges the vote is largely in protest and says, “that’s how
it’s been, three for, one against.” But with an election looming, and three district seats on the line, the mayor—who is facing his own re-election battle— could finally get his majority. Only one incumbent council member, Mayor Pro Tem Mickie Luna, is seeking re-election. Another seat, for District 1, was recently vacated by Ray Friend and will see a replacement
appointed at the Oct. 1 meeting of the City Council. Despite the appointment, if slow-growth candidates win in two of three races in Districts 2, 3 and 4 and if the mayor wins his race, he would no longer be the lone vote against new development. District 2 candidate, Rolan Resendiz had said that the commercial development of the 400 block was a reason he
got involved in local politics. He said that while he could not guarantee he would always vote with the mayor, if he is reelected, he believed that he and Velazquez shared a similar position on growth. “I think that our interests definitely align,” said Resendiz. More than three months after agreeing to negotiate a partnership, Hazel Hawkins Memorial
Hospital and Salinas Valley Memorial Hospital are still talking. A survey conducted by Hazel Hawkins, the Hollister-based healthcare center, reported that 83 percent of San Benito County residents supported the partnership talks. Hazel Hawkins said late last month that it continues to study “how the two healthcare systems could work
together for the benefit of patients.” The hospitals entered into an exclusive negotiating agreement in May 2018. The agreement enables both hospitals to take an in-depth look at how a collaboration of resources might help their respective service areas. As a part of the negotiation process, Salinas Valley has contracted with a consulting group, ECG
Management Consultants, to perform due diligence in exploring the business and patient care model of Hazel Hawkins, the Hollister hospital said in a statement. This due diligence is expected to be completed shortly, with a final report anticipated in late October. The two hospitals will then use the report “to help determine what type of integrated services would be mutually beneficial.”
In the recent poll of San Benito County residents conducted by Hazel Hawkins, 82 percent of residents polled felt that a partnership with a larger health system would help their community. The two healthcare facilities already have a strong collaborative relationship. The Hollister hospital uses Salinas Valley’s materials purchasing
contracts to receive the larger facility’s economies of scale in purchasing supplies and equipment. A fuller collaboration has the potential to add more specialists and streamlined services to San Benito County, according to officials of both hospitals. build a high school on the property. Constantine said he could not vote in favor of the project because he felt the plan still failed to answer the questions that had always existed with the project. He said he was not against a high school being built on the land, but said the rush to bring the project back to the committee would sow more distrust between the city and LAFCO. A 2016-2017 Santa Clara County Civil Grand Jury Report of the committee’s denials of the South County Catholic High School land annexation summarized that distrust saying, “LAFCO staff made erroneous statements about the Catholic Diocese of San Jose (Catholic Diocese) in a report on the high school plan and did not correct the errors after they were pointed out, creating the appearance of bias. On its part, Morgan Hill created the appearance of pro-growth favoritism. The city excluded the Southeast Quadrant from the normal General Plan update process.” The city will use the Southeast Quadrant agricultural mitigation environmental impact report that was used to submit the proposed annexation in 2015.
The Grand Jury Report cited the impact report as a previous reason for denial stating, “It dealt with the 38-acre high school site but not with an adjacent 22-acre area needed to connect the high school to Morgan Hill’s existing [urban service boundary] boundary.” “Without the connection, the high school would be an urban island in the midst of unincorporated land, contrary to LAFCO policy,” the report said. Constantine said he had spoken to committee members who felt nothing had changed with Morgan Hill’s approach to the project. “You keep doing the same thing and expecting a different result,” said Constantine. When asked at the meeting what had changed in the plan since last submitting to the committee, Baty said the city now has more concrete plans for agricultural preservation and was submitting a much smaller project than it had before. Wasserman told the Times in an email, “LAFCO works to protect farmland. If Morgan Hill’s application can permanently preserve agricultural land with onefor-one acre conservation easements, then it could be a win-win for those of us who care deeply about
both farmland preservation as well as education and building more schools.” While Constantine has voted consistently against sending the annexation amendments to the committee, councilmember Larry Carr and Mayor Steve Tate have voted in favor of the annexation. Kim called the high school “a lasting legacy [Mayor Tate] wants to be behind.” Tate is not seeking reelection. Carr’s term will end in 2020. Last year’s Grand Jury report said one of the committee’s reasons for rejecting the annexation had been a recommendation that the diocese could find other pieces of vacant land within city limits and preserve the desired land for open space use. Kim said this wasn’t possible. He said the diocese had explored all viable options. He said building the school within city limits would mean having several “satellite campuses,” something he said threatened student safety. Julie Hutcheson, City Council candidate in District D, spoke against the annexation, on behalf of the Committee of Green Foothills, the Greenbelt Alliance, the Sierra Club, and the Audubon Society. She told the Times she made her comments
because she feels the city needs to work in collaboration with the county and outside organizations to create a better use for the project. Hutcheson believes the project creates sprawl and is detrimental to climate change efforts. “Farmland has the capacity to substantially mitigate for climate change impacts because it can sequester greenhouse gases at a rate substantially higher than urbanized land (estimated at 58 to 77 times more) so it can be a critical tool to help us mitigate for greenhouse gas emissions,” Hutcheson told the Times. Kim countered by saying the school will provide an opportunity to educate students on sustainability. He also cited the one-toone agricultural-land mitigation plan that has been put in place. This means for every one acre of land used, another acre of free space will be preserved. Kim and Baty also said the reduction in the amount of cars on the road because of South County students no longer commuting to Catholic high schools in San Jose would be a positive environmental impact. “We want to respect the environment,” said Kim. “We want to respect Morgan Hill.”

Tone down water-war rhetoric
A
fter more than 1,000 Central Valley residents converged on the north steps of the state Capitol last month to protest planned redirection of water supplies, and more turned out to the next day’s state water board hearing on the topic, reporters and editorial writers fell back on time-worn language to describe the situation. “Stage set for uncivil war over water in California,” the Courthouse News service wrote in its headline, before referring in the story’s first sentence to “California’s ceaseless war to manage shrinking water sources.” The disagreements revolve around how to benefit salmon and other fish in three rivers that feed into the San Joaquin River, and whether the State Water Resources Control Board should follow through on a plan to require much more water to be left in the rivers in the form of “unimpaired flows.” Bellicose language likely detracts from sincere efforts to resolve the situation to the benefit of all parties. Talk of “war” implies that there will ultimately be winners and losers. Good-faith efforts by irrigation districts and other water users aim to avoid that, by addressing core issues affecting fish populations in the San Joaquin and Sacramento river systems without requiring wholesale shifts in water allocations along those systems.
A letter addressed to the state water board by the California Farm Bureau Federation— and signed by more than 50 other agricultural, water and business associations—urged the board to support “voluntary and creative solution-finding.” For example, functional flows— dedicating just the right amount of water at the appropriate time for maximum effect— have shown results in improving fisheries. So have non-flow alternatives, including measures to create additional habitat or address species that prey on protected fish. A quote from the coalition letter bears repeating: “Until every opportunity has been exhausted for creative conservation and collaboration, a difficult and damaging regulatory path which is premised upon uncertain future fisheries successes should be avoided at all costs.” One reason so many people turned out at the rally to express concern about the water board’s approach was their frustration that such good-faith efforts at creative conservation appeared to have been rejected out of hand. Instead, the board seemed bound to follow staff recommendations for an outdated, flows-only approach that has failed repeatedly in the past. In fact, representatives of environmental organizations who spoke at

the water board hearing said the approach is likely to fail this time, saying the board plans to direct too little water to fisheries. The notion that more water equals more fish remains powerful, even in the face of improving science and ample evidence to the contrary. Unfortunately, decades of perceived “water wars” have hardened views on all sides of the issue. The Farm Bureau works to avoid being pulled into the “water wars” discussion. When describing our opposition to the water board proposal, we stress that this is not a fish vs. farms equation. California needs both fish and people to thrive, and that can be done without inflicting the harm to people the board’s plan would demand. We also point out that everyone who uses water in California needs to be efficient— including environmental flows. The water board plan would require a lot of water and, by all accounts, wouldn’t produce many more fish. Instead of trying to win a “water war” that someone else has declared, we need to keep the focus on these genuine, continuing efforts to find solutions that benefit both the environment and the economy. As the new school year gets underway, many migrant families will be able to take advantage of a newly enacted exemption, championed by Democratic Assemblywoman Anna Caballero, whose district includes San Benito County. The new exemption allows migrant farmworkers with children to stay put for the duration of the school year. Up to half of subsidized migrant housing may now be allocated to farmworkers with families. While some advocates applaud the new exemption, others worry the change could exacerbate an existing housing crisis for farmworkers without children. “We should be providing more decent affordable housing for all farmworkers,” said Ilene Jacobs, director of litigation, advocacy and training for California Rural Legal Assistance, a nonprofit that provides legal support to farmworkers and other low-income people in rural communities. “We shouldn’t be pitting one group of farmworkers against another
group of farmworkers and allowing them to win out in eligibility.” Oscar Ramos teaches students of migrant farm workers in his classroom at Sherwood Elementary School in Salinas. He sees students disappear because they must follow the crops with their parents, moving from town to town, making a steady education difficult. One year, a fourthgrade teacher started the year with 28 students and ended with just three. “When the harvest season is over here in the Valley, the Central Coast, a lot of our parents would move to Arizona,” Ramos said. “Everyone, the parents, the children, they would all go. So we would lose a lot of students.” One reason that’s been happening in some California communities: the “50-mile regulation” defining who qualifies to live in one of 24 state-subsidized migrant housing centers. To maintain their housing eligibility, workers have had to move at least 50 miles away for several months out of the year, returning for the next harvest. Some moved across California, or to other states such as Arizona, or even back to Mexico—their children in tow. The regulation originated decades ago, when it impacted mostly single men, but as more families came to use that housing, the rule

The federal Office of Migrant Education works to improve the circumstances of migrant students, but even identifying them can be difficult. Ramos said that as children begin to stay with relatives or live with other farm-working families, new challenges arise. These students no longer qualify as migrants but they may live in cramped quarters. “Housing is one of the
biggest issues we have in our area,” he said. “It’s huge.” He said that teachers often need to make home visits and prideful families are reluctant to let teachers see where they’re living. “They don’t want us to see where they’re living just because they’re sharing an apartment with three other families where one family is renting one room, and there’s an entire other family renting another room,” Ramos said. Jacobs, who’s helped farmworkers with housing for more than 20 years, said she’s seen people

living in their trucks and under trees. Still, for those who rely on the migrant housing centers, moving every year adds another barrier to student success. Four out of five students California classified as “migrant” graduate high school, according to the State Superintendent of Education’s office. But that includes students who were formerly migrants, even though their circumstances have changed. Caballero pushed for the budget trailer bill creating
the exemption because she contends the regulation fueled lower graduation rates for migrant students. She said she discovered the problem in her previous job as the governor’s secretary of business consumer services and housing. “When the bar is so high because you’ve had to move from school to school, it becomes very discouraging,” she said. “It’s my hope that what we’ll see is migrant students doing better in school, and a stability in their educational experience.”

As time is running out in the contract impasse between the Gilroy Unified School District and its teachers, time also may be ticking for fall athletics—and many other extracurricular activities— at Gilroy high schools. “In the event of a work stoppage, and for the safety of our campuses, the district anticipates that all other school activities, including athletics, clubs, tutoring, arts and civic events, will be suspended or canceled,” a Gilroy Unified School District representative said in a video update posted on the district’s website. “I was told that if there was a strike there would be no athletics,” Christopher head football coach Tim Pierleoni said. Pierleoni said he is a representative for the teachers union. Gilroy teachers are holding out hope that
games,” Morgan said. “We don’t want to see that.” Gilroy High School (1-2) and Christopher High School (1-1) are less than one year removed from capturing their respective CIF-CCS championships. While it's still unclear if there will be a strike, or how long it will last, forfeiting of any games would hurt either team's chance of making it to the playoffs. A strike could affect all seven fall sports. In addition to football, that’s cross-country, girls field hockey, girls golf, girls tennis, girls volleyball and water polo. Gilroy’s football opponents include Aptos, Christopher, Edward Alvarez, Palma, Salinas, San Benito and Seaside. Forfeited games go as automatic losses and count as wins for scheduled opponents. Rescheduling games can be difficult, especially for football since the CIF-CCS playoffs begin one week after the regular season ends. “In the event of a work stoppage, the Gilroy Unified School District, in partnership with our two high schools Gilroy High School and Christopher

Gilroy Teachers Association President Jonathan Bass said last month that “whether a strike occurs depends on whether an agreement can be reached prior to or during the factfinding hearing.” If teachers and the school district cannot reach an agreement on a new union contract and all after-school activities, including high school football and other fall sports, are canceled or postponed, it would have a substantial ripple effect across multiple schools and teams in the Santa Clara Valley and Central Coast. California Interscholastic Federation Central Coast Section Commissioner Duane Morgan said this week he had not been aware of the 15-month labor dispute at Gilroy schools. The decision to not play games would not be made by the CCS, but rather by the Gilroy Unified School District. “We would try to get the games scheduled; we would prefer not to forfeit

and that the GUSD pay 5 percent more in health care contributions. The GUSD has offered a 2 percent increase and no increased contribution for healthcare. Gilroy High School Athletic Director Jami Reynolds refused to comment.

ORDINANCE NO. 1170 AN ORDINANCE OF THE CITY OF HOLLISTER LEVYING A SPECIAL TAX FOR THE PROPERTY TAX YEAR 20182019 AND FOLLOWING TAX YEARS SOLELY WITHIN AND RELATING TO THE COMMUNITY FACILITIES DISTRICT NO. 5 FOR POLICE AND FIRE SERVICES IN AND AROUND THE BORELLI DEVELOPMENT PROJECT THE CITY COUNCIL OF THE CITY OF HOLLISTER DOES ORDAIN AS FOLLOWS: 1. On June 18, 2018, the City Council adopted Resolution No. 2018-172 (the “Resolution“), thereby establishing the Community Facilities District No. 5 (the “CFD“).2. In accordance with sections 53328 and 53340 of the California Government Code (the “Code“) and the Rate and Method of Apportionment of Special Tax attached as Exhibit D to the Resolution of Formation (the “RMA“), a special tax is hereby levied on all taxable parcels within the CFD for the 2018-2019 tax year and for all subsequent years in the amount of the maximum authorized tax. This amount may be adjusted annually by resolution of the City Council, subject to the maximum authorized special-tax limit 3. The Manager of the Finance Department or his or her designee (the “Manager“), with the aid of the appropriate officers and agents of the City and without further action by the City Council, is authorized and directed (a) to determine the Special Tax Requirement (as defined in section A of the RMA) each year; (b) to prepare the annual special- tax roll in the amount of the Special Tax Requirement in accordance with the RMA; and (c) to provide to the San Benito County Auditor- Controller all information in proper form, and in proper time, that is necessary and appropriate to effect the correct and timely billing and collection of the special tax on the secured property-tax roll of San Benito County (the “County“). As provided in section 53340 of the Code and in the RMA, the special tax is to be collected in the same manner and at the same time as ad valorem taxes. 4. The appropriate officers and agents of the City are authorized to make adjustments to the special-tax roll before the final posting of the special taxes to the County tax roll each year, as may be necessary to achieve a correct match of the special-tax levy with the assessor’s parcel numbers used by the County in sending out property-tax bills. The County may deduct its reasonable and agreed charges for collecting the special tax from the amounts collected, before remitting the special-tax collections to the City. 5. Any taxpayer may contest the levy of the special tax by filing a written notice of appeal as follows: a. The Manager shall serve as the CFD Administrator for purposes of the RMA. b. A taxpayer may file a notice of appeal with the Manager not more than two years after the end of the tax year for which the taxpayer is contesting the levy, and the taxpayer’s failure to do so within that time constitutes a bar to appeal. The notice of appeal must specify in detail the grounds of the appeal, which are limited to (1) clerical errors in assigning an amount of tax to a parcel and (2) an error in defining the use of a parcel or its classification. No other appeals are allowed c. Not more than 30 days after an appeal is filed, the Manager shall review the appeal, meet with the taxpayer (if necessary), and mail the taxpayer a written decision on the appeal. If the Manager finds that the special tax should be modified, then the Manager shall correct the special-tax levy or grant the taxpayer a credit against the next year’s special-tax levy, as appropriate under the circumstances. The Manager’s failure to timely mail a written decision will constitute a decision denying the appeal d. If the taxpayer disagrees with the Manager’s decision, and if the taxpayer is current on payments of the special tax, then the taxpayer may appeal to the City Council by filing a written notice of appeal with the City Clerk not more than 30 days after the Manager mails the notice of decision, and the taxpayer’s failure to do so constitutes a bar both to further appeal. The notice of appeal must specify in detail the grounds of appeal. The City Council shall, in accordance with chapter 1.24 of the City Code, either hear the appeal itself or refer the appeal to a hearing officer. The hearing on the appeal from the Manager’s decision is to be conducted not more than 30 days after the taxpayer files the appeal with the City Council, and the City Council or the hearing officer, as appropriate, shall mail a written decision to the taxpayer not more than 30 days after the hearing concludes. The decision of the City Council or the hearing officer will be final for all purposes. The failure of the City Council or the hearing officer to hear the appeal or to render a decision within the specified time will constitute a denial of the appeal. 6. The filing of an appeal under section 5 (above) will not relieve the taxpayer of the obligation to pay the special tax when due. 7. If for any reason a court with jurisdiction finds any portion of this ordinance to be invalid or finds the special tax to be inapplicable to any particular parcel, then the balance of this ordinance and the application of the special tax to the remaining parcels will not be affected. 8. In accordance with section 36937 of the California Government Code, after the City Council has passed this ordinance for publication the City Clerk shall have the title of this ordinance, and only the title, published at least once in a newspaper of general circulation that is published in the City and designated by the City Council as the official newspaper of the City, with the publication to occur at least three days before the City Council adopts this ordinance. If there ever was a must-win situation for Hollister High, it was last Friday’s game against Los Gatos High. The Haybalers entered the contest at 0-2, having been outscored 86-20 in the process. The Balers just didn’t get beat against Terra Nova and Wilcox—they got hammered. “It was a must win game for us,” Smith said. “If we go 0-3 into the bye (week), things can
start falling apart really fast. The guys played for each other and we hadn’t quite seen that yet this season. They played for the success of their teammates and not for themselves.” Hollister never trailed in beating Los Gatos for the fourth year in a row, 26-16. Fullback Eric Green had touchdown runs of 21 and 1 yards, Izia Polanco converted field goals of 15 and 30 years, and Juan De Leon had a 11-yard rushing touchdown in the victory. It was a pivotal moment for the Balers, who are on a bye week before a huge Pacific Coast League Gabilan Division opener against a whitehot Aptos team on Sept. 21. All signs point to Slade Wilson making his return under center against Aptos, although coach Bryan Smith said at the
beginning of the week it’s too early to say. Sophomore backup quarterback Michael McShane had a breakout performance against Los Gatos, conducting the offense in such a way that the team’s tempo and cadence was on point. “Michael played extremely well for us,” Smith said. “He got us out of bad plays and into good plays with checks at the line of scrimmage. He made I want to say 90 percent of his throws in terms of his accuracy. Now we didn’t catch every ball, but he did his job to put us in a position to have success. The guys responded and rallied behind him because they saw him taking control of the huddle.” McShane came of age against Los Gatos, and not a moment too
soon. One of the keys was simplifying things offensively and allowing the players to play as fast as possible, Smith said. Balers linebacker Albert Rodriguez was impressed with McShane’s performance. “Michael is a tough guy and can take a hit from anybody,” Rodriguez said. “He took some big hits, but bounced back up before anyone else did. I love him at quarterback.” Smith credited the linemen on both sides of the ball for controlling the line of scrimmage. Aidan Pung, Diego Ramirez and center Blaze McShane—Michael’s cousin—shined as did nose guard Ivan Benitez, defensive tackle Isaac Gonzalez and linebacker/ defensive end Bryan Sanchez. “Blaze McShane had his best
game of the year and Ivan Benitez played much quicker and faster than he ever has,” Smith said. “Isaac Gonzales was stout at the point of attack and Bryan Sanchez—our Baler Backer—played extremely well. Jesus Toscano, Nate Sanchez and Joey Saldana finally came together and played good, tough and physical Haybaler football.” Bryan Sanchez was third on the depth chart at the Baler Backer position; however, injuries to the starter and backup put Sanchez in the limelight, and he didn’t back down. Now in its fourth year as a program, the San Benito High field hockey team hit a milestone Monday when a ribbon cutting ceremony precedes its Pacific Coast League Gabilan Division match against Gilroy. The event celebrates the first official match at its new field hockey facility. Last Saturday, the Haybalers participated in the Leigh Tournament, playing four abbreviated matches. San Benito played tough competition—finishing 0-3-1—and came out of the
tournament feeling good about its chances to contend for a league championship this season. “After this tournament, I feel the girls are ready,” Balers coach Molly Macierz said. “They played smart and played hard until the very end.” Railyn King, Sarah Meza, Mackenzie Honeycutt, Kaitlyn Tedesco and Sam Bloom are the five senior players who were on the school’s first-ever field hockey team in their freshman year. King, a center forward, scores in a variety of ways and is a true game-changer. “Railyn has a lot of speed and gets the ball to our forwards,” Macierz said. King and Bloom are the

“We had a three on one situation and something we practice all week finally paid off,” Justo said. “When the center snapped the ball I went right after him. He tried to hang onto my legs, but I plowed him over. The college game is a lot faster, but I’m getting used to it. It’s a lot more intense. The competition is better. They have more experience, they’re older, and they’re stronger.” Justo, a 19-year-old sophomore, is a big man, and at 6-foot-5 and 330 pounds, he’s more than a run stuffer. Justo loves sacking quarterbacks, frustrating running backs, and he takes joy in stripping offensive linemen of their pride. For an o-lineman, nothing is as humiliating as being put on skates and bull rushed into your quarterback. Justo was relatively late to football. His first year of football was his freshman year at San Benito High. Already a large kid, Justo weighed about 285 pounds at the time, and he made the varsity team his sophomore year.

For most people who wake up feeling like you got hit by a train is a bad thing. Not for Gavilan College defensive tackle Richard Justo. For the San Benito High graduate, the pain is a badge of honor, and it’s proof that he did all he could do to keep hope alive for a Rams team that sits 0-2 after a 44-28 defeat against Redwood College last Saturday. “I still feel it from week one; it’s like getting hit by a train,” said Justo, who was nicknamed The Chief in high school. “Knowing you can’t move means you left it all out on the field.” On Saturday, Justo’s stat line confirmed that he did plenty of work on the field. He had two sacks, three tackles for a loss, one quarterback hurry, and one blocked extra point. “I feel like we could have done more, but we’re trying,” Justo said. “I wouldn’t say I’m happy with my stats; I’m just trying to improve my game. I would hope that other people would be happy with what I did.” Justo leverages size as well as skill to get into the backfield. Along with a straight up bull rush, Justo uses what can be described as a rip-club-spin, where he steps hard into the gap, then sets up the offensive lineman with his arm,
then comes back around to the other side. If it works, quarterbacks get hit, and linemen look scared. “You see the other guy hang his head and walk away,” Justo said. “It makes me feel like I’m in charge. I’m the man. I love getting to the quarterback. They really couldn’t block me. There was lots of holding.” Justo also showed his ability on special teams, when he blocked Redwoods’ extra-point attempt early in the third quarter.
HERE HE COMES Former San Benito High standout Richard Justo is having an impact at Gavilan College. The sophomore defensive tackle is an effective run-stuffer and has also shown the ability to get to the quarterback. “I didn’t know anything about football, they just told me to tackle the guy with the ball,” Justo said. “When I got to the varsity they taught me moves to defeat blockers. I took their advice, and I’m still learning from coaches. It’s been a big improvement.” Now at 330 pounds, Justo is in the gym at 7 a.m. on Mondays, Tuesdays, and Thursdays. Weight training for him goes back to his freshman year at San Benito High, which places particular emphasis on

atrice Page Fancher Welton was the oldest of five children born to Bud and Fern Fancher on May 26, 1947 in San Jose, CA. and she passed away late Tuesday, September 4, 2018, in Gilroy, CA. Page attended Emmet Elementary School and Hollister High School. While in high school, she was a contestant in the California Junior Miss Pageant advancing to the State Level in Garden Grove, CA. Page was a skilled horse women competing many years in the San Benito County Saddle Horse Show and, before leaving to attend college, she competed in the CA Rodeo Queen competition at the Salinas Rodeo in 1965.

Page attended Fresno State University where she graduated with a Bachelor of Science Degree in Agribusiness. After college graduation she stayed in Fresno until moving to Gilroy in the early 1980’s where she became a very successful Realtor. Real Estate became her passion and she felt that ranches and land sales were her expertise after having been raised on a working cattle ranch in Southeastern San Benito County. While working Page won numerous production awards, locally, district-wide, regionally and nationally. Page is survived by her husband, Pete, her two daughters, Hope (Matt) Gawlick and Peri (Kevin) McDonald, and three grandchildren, Megan Gawlick and Ewan and Darby McDonald. She is also survived by her brothers, Mark (Cynthia) Fancher and Patrick (Jacqueline) Fancher and her sister Leslie (Ken) Rodman, along with nieces, nephews, aunts, uncles and many cousins. She was preceded in death by her parents, Bud (1992), and Fern (2013), and her sister Katie (2011). Burial will be private at the Odd Fellows Cemetery in Hollister, CA, with an Open House/ Celebration of Life on Sunday, October 21, 2018 at Posada de San Juan, 310 4th Street, San Juan Bautista from 11:00am to 2:00pm.
