The Hollister Police Department announced it is increasing patrols in efforts to reduce dangerous driving around school zones. The locations will vary around the school sites within the City of Hollister. “The pick-up and dropoff times at schools are a very busy time for parents; sometimes poor driving choices are made that can lead to a serious accident and serious injuries,” the police stated. “Hollister Police Department has identified serious traffic issues related to the dropoff and pick-up of children around the schools.”

Uesugi Farms has harvested its last crops and sold its last pumpkin. The large, well-known, family-owned vegetable producer with operations in California—Santa Clara, Contra Costa, San

Benito and other counties—and Mexico, is selling off all of its equipment and “winding down” its operations. There will be no spring planting of its Napa cabbage, pepper, corn, squash and pumpkin crops. “Due to market conditions and factors outside of its control, Uesugi Farms has made the difficult decision to wind down its operations at the conclusion of the 2018 fall

harvest season,” the family said in a web posting this winter. Pete Aiello of Hollister, general manager of Gilroy-based Uesugi Farms, declined to comment. He has been general manager since 2002. His father, Joe Aiello, of Morgan Hill, bought Uesugi Farms from the original owners in 1979. “Uesugi’s priority is to maximize the value of its assets and implement

plans to work with customers, vendors, lenders, employees and others to obtain the best outcome possible for all its stakeholders,” said the web post. The sales effort began with letters that went out to select creditors, followed by advertisements in trade journals and local newspapers, including this newspaper. The sales flier distributed in the new year read

was headlined, “Farm equipment for sale by bank, 1020 State Highway 25 Gilroy, CA.” The flier included a link to a web listing for millions of dollars in farm equipment for sale, a total of 271 items. The House of Representatives passed a bill, 243-183, to reopen the Department of Agriculture— which runs the Supplemental Nutrition Assistance Program, commonly known as SNAP or

No severe damage came out of last week’s heavy rains that pelted the Santa Clara Valley, but the downpour was a test of whether San Benito County was prepared for all the effects a major storm could bring. Early in the morning of Jan. 16 as rain began to fall, San Benito County Emergency Services Coordinator Kevin O’Neill sent an email warning to residents that flash flooding and other disasters were a possibility, given the predicted rain. O’Neill said the January 2017 storm that caused severe flooding in the area

Now the county has changed its approach in the event that this year’s storms shift into something unexpected. O’Neill’s email alert warned residents living in areas that had flooded in the past. “Residents in the North County areas of Lovers Lane, San Felipe Road, Shore Road and surrounding areas impacted by the 2017 floods should take additional precautions and prepare for potential flooding,” the email said. “If you feel the need to evacuate, do not wait for official notice.” O’Neill told the Free Lance that two automated calls also went out to residents in the high risk areas, warning them that

The San Benito Council of Governments, the joint transportation planning agency, has committed itself to a year of focusing on the transportation needs of residents of the county. With money coming in from the passage of Measure G, the inter-governmental organization will now have funds to complete several improvement projects, according to a press release. The council of governments is made up of government officials throughout the county, working as the regional

transportation agency for Hollister and San Juan Bautista. The council of governments said its 2019 plans are to work with the state and federal governments to ensure maximum investments in the county; coordinate with San Benito County, the City of Hollister and the City of San Juan Bautista; implement the council’s projects outlined in the investment plan; address the needs outlined in the detailed Measure G Investment Plan built with community input; and create a Measure G Citizens Oversight Committee. Navigator Schools, which has campuses in Gilroy and Hollister, was recently granted a third charter petition to open a school in Watsonville by the state Board of Education. Navigator plans to open Watsonville Prep School in

August 2019, according to Navigator staff. The state board’s decision comes almost a year after Navigator was rejected by the Pajaro Valley Unified School District. Along with its petition, Navigator submitted a list of more than 200 meaningfully interested families who signed forms signaling their intent to enroll if the school was authorized. “Navigator determined the community, PVUSD and Navigator could

benefit from a local Navigator campus” in Watsonville, according to Navigator officials. “With several members of the leadership team having strong ties to the Watsonville community, the combination of need and organizational dedication only emphasized the commitment to making a difference in the Watsonville community.” The state Department of Education staff recommended Navigator’s

approval to its board, which voted unanimously Jan. 9. More than 100 Watsonville families, community members and supporters attended the meeting in Sacramento to support Navigator’s petition, according to Navigator staff. Navigator also got support from Gilroy Unified and Hollister school districts, both authorizers of Navigator schools in their respective areas. After listening to 90

minutes of public testimony, including strong words of support from Gilroy Unified, Hollister School and Healdsburg Unified districts, and asking questions of both the Pajaro Valley Unified School District superintendent and Navigator staff, the state board members voted unanimously to approve the charter petition. “From day one, Navigator’s mission has to been to be a positive

influence on public education throughout the state of California, not just on the students who attend Navigator schools,” said Kirsten Carr, Navigator’s director of engagement and partnerships. “We look forward to establishing this same type of strong relationship with our fellow educators in Watsonville.” Navigator has failed in past attempts to open its charter schools in Morgan Hill and Salinas.

San Benito is on a roll

Two crises are ominous signs

G

avin Newsom had scarcely been inaugurated as governor w hen two crises erupted—a strike by teachers in the Los Angeles Unified School District and a declaration by Pacific Gas and Electric Co. that it would file for bankruptcy. United Teachers of Los Angeles is demanding salary increases and smaller class sizes, while PG&E is facing at least $30 billion in claims for wildfire damages, including the virtual destruction of Paradise in Butte County. They are obviously early tests of the new governor’s skills of negotiation and mediation. However, the woes of the nation’s second-largest school district, with more than a half-million students, and the nation’s largest private utility, with 16 million ratepayers, also are symptoms of a larger societal malady. As California evolved into the nation’s most populous state, with 40 million residents, it developed large private and public organizations to provide their services, including the two now in crisis. One could add the nation’s largest public university systems, the University of California and the California State University System, its largest public pension trust fund, the California Public Employees Retirement System and several of the nation’s largest banks. The California-based digital revolution also spawned immense technology corporations such as Facebook and Apple. And, of course, its state government, which disburses upwards of $300 billion a year, is second only to the federal government in size. The state is a laboratory, testing whether bigger service institutions are better institutions. The crises in LA Unified and PG&E imply that they are plagued by a form of arrogance that could be called “too big to fail.” The term arose in the last decade to describe immense banking institutions whose cupidity

sparked the deepest recession since the Great Depression and were rescued by infusions of cash from the federal government. The attitude entices those who run big institutions to make decisions on the implicit assumption that if they backfire, someone will bail them out. It’s very evident in LA Unified, whose unions have consistently demanded and won contracts that the district could not afford, driving it to the brink of insolvency. Its teachers union is now demanding a package that would cost $1 billion more a year even though its superintendent, Austin Beutner, says the district is already on track to spend $24 billion over three years while receiving just $22 billion in revenue. The 2018 wildfire damage claims now facing PG&E follow those of 2017, which the Legislature last year allowed it to cover with bonds that its ratepayers will repay over years, boosting consumer rates that were already among the nation’s highest. It would take a book to catalog the arrogant excesses of California’s other big institutions such as the University of California, CalPERS and state agencies like the Department of Motor Vehicles. And then there are the sins of Silicon Valley that have lately emerged, particularly those of Facebook in mishandling their users’ private information. The syndrome will continue to plague the state unless its leaders stop being enablers, refuse demands for handouts and bailouts and force big institutions to face the consequences of their irresponsible acts. If they are too big to be allowed to fail, it’s time to make them smaller and/or more accountable to customers, ratepayers and taxpayers. That broader issue is also a test for Newsom, who professes a commitment to fundamentally reforming how vital services are provided.

San Benito County is on a roll economically and culturally, making it an ideal place to relocate a business and family. Nothing rings truer these days: an unbeatable combination of great weather, gorgeous mountainous surroundings, a long list of recreational amenities and enticing year-round cultural offerings. In other words, the quality of life is through the roof, which is one reason why the growth in rooftops has been so healthy. San Benito County boasts some of California’s best wineries, high-end schools, a top-of-theline hospital system, endless outdoor options and entertaining events throughout the year. On top of all that, the weather is great. With a fast-growing county population approaching 60,000, up nearly 10 percent from 2010, San Benito County is home to communities like bustling Hollister, the historic mission town of San Juan Bautista, the beautiful countryside in Aromas, the rancher hub of Tres Pinos, the Pinnacles National Park gateway of Paicines and the mercury mining town known as New Idria. San Benito County’s housing industry has exploded in the past few years. Much of that development has occurred within county limits, San Juan Bautista and the City of Hollister, where new homes have been built each year since the postrecession comeback. Two of the fastest-growing sectors overall for the local economy have been construction and automobile sales. That’s good news for local auto retailers like Greenwood Chevrolet and Tiffany Motor Co. Hollister City Manager Bill Avera and other city leaders have been pro-business in general and particularly in their approach to housing and commercial growth. “What we’ve done is we’ve encouraged companies to come if they need our help, whether it be fasttracking or getting through the permit-processing part.” Avera said. An example of such an approach was a city hotelincentive program, which helped spur construction of the Fairfield Inn & Suites near the Highway 25 gateway. Whenever the city can, council members and other officials support such customized programs for business recruitment, Avera said. “Certainly, you can tell our council has been pretty proactive in economic development,” he said. The balance of housing and commercial growth shows the city has been growing in a positive, healthy direction. “A lot of times you’re not going to get the retailers unless you have the people here that are going to shop at those places,” Avera said. There are plenty of excellent options for public education in San Benito County, whether it’s traditional schools, academic-focused public institutions such as the Dual Language Academy and Accelerated Achievement Academy in the Hollister School District, a state-of-the-art San Benito High School campus or the more liberal arts-oriented Anzar High School in San Juan. Krystal Lomanto, San Benito County superintendent of schools, said local educators work tirelessly to make sure students attain a high-quality education and reach whatever goals they desire after high school. “San Benito County is a great place that allows parents to be involved in the educational success of their students,” Lomanto says. “We have caring teachers, committed staff and administrators who care about the academic success of their students.” Classrooms are just the start when it comes to healthy trends. When businesses or families relocate to a county like this one, they’re often putting healthcare access at the top of the priority chain. Fortunately, there are about 100 doctors practicing in San Benito County. The San Benito Health Foundation offers medical, dental and WIC services for low-income residents at the main location or the San Juan Bautista Clinic. Hazel Hawkins Memorial Hospital has four community health clinics, a multispecialty center, an orthopedic specialty center and a primary care center. Hazel Hawkins also offers 24-hour emergency services with an 18-bed Emergency Department and two clinics. The hospital in recent years went through a major publicly supported renovation. “We are fortunate that even though we are a smaller, rural community, we have access to excellent health care in our area,” said Frankie Gallagher, director of marketing for Hazel Hawkins Memorial Hospital. “We have excellent physicians and staff, and the personalized care our patients receive from all of our healthcare providers is a testament to their dedication in serving the community in which they live and work.” San Benito Chamber of Commerce

About 10:43pm Jan. 17, Hollister Police Officer Evan Umstead was on patrol in the area of Rajakovich Drive and Fourth Street, when he attempted to stop a vehicle for a vehicle code violation. The vehicle quickly sped off, according to police. The vehicle eventually stopped at a business on Fourth Street, police said. Two of the vehicle’s four occupants ran out of the car and into the business. More officers arrived to assist,

and Umstead went into the business, where he noticed one of the suspects exiting the women’s bathroom. Umstead was able to detain both suspects, later identified as Jose Concepcion Rodriguez, 28, and Eusebio Rojas, 25, according to police. Both are Hollister residents. While searching the area, officers found a handgun had been discarded into a trash can inside the women’s restroom at the Fourth Street business, police said. The gun was fully loaded. Rodriguez was arrested on suspicion of carrying a loaded firearm in public, carrying

a loaded firearm while being a documented gang member and carrying a loaded weapon that is not registered to him, according to police. Rojas was arrested on suspicion of allowing a loaded firearm in his vehicle and driving on a suspended license, police said. The other two occupants of the vehicle were released at the scene. Police are asking the public for help in the investigation of a Jan. 13 shooting near an elementary school in northwest Hollister. About 10:04pm Jan. 13, Hollister police received a call reporting gunshots fired in the area of 80 Gonzalez Drive, reads a press release from the city’s police department. As officers were responding, dispatch informed them that multiple gunshots had been fired at and around the Gonzalez Drive residence.

Officers arrived and met with a female who was in the area when the shooting occurred, police said. The officers searched the scene and did not find anyone who had been hit by gunfire. During the initial investigation, officers determined that shots had been fired into the residence and into two vehicles parked in front of the home on Gonzalez Drive. Officers recovered additional evidence that a shooting had occurred in the area, but did not specify that evidence. The shooting occurred about three blocks to the west of Calaveras Elementary School. A silver-colored sedan was captured in video

surveillance footage from a nearby address, police said. That image showed the vehicle speeding away from the area. “Investigators are following all leads at this point and are asking for help from the community for tips or information that can lead to the arrest and conviction of those involved in this incident,” reads the press release. Anyone with information regarding this investigation can contact Officer Evan Umstead at the Hollister Police Department at (831) 638-4115. Child Nutrition Programs: Provides $23.184 billion for Child Nutrition Programs, including $30 million for school equipment grants and $28 million for Summer Electronic Benefit Transfer initiatives. Rural Broadband: This bill funds rural broadband loan and grant pilot program at $425 million,which is $175 million below FY 2018 but rejects the President’s proposed elimination of the program. SCHOOL CROSSING Traffic jams at Hollister schools can increase traffic dangers, police say.

Drivers are speeding, making illegal U-turns, failing to yield to oncoming traffic, parking in undesignated and unsafe areas, among other violations, according to police. The police announcement comes two months after the Hollister School

District’s board of education discussed the growing traffic safety concerns with residents alerting them to the problem. The focus of that discussion centered around Gabilan Hills/ Hollister Dual Language Academy, Calaveras/ Accelerated Achievement Academy and R.O. Hardin/Hollister Prep School.

According to the school district report, the schools “do not provide safe routes for pedestrians and adequate on-street parking.” The school resource officers and other HPD officers will be conducting saturation patrols at and around the schools, according to police. The extra patrols will be

partially funded through an existing Office of Traffic Safety grant. A motorcycle officer will also patrol the schools when available as part of a collateral duty. “The Hollister Police Department would like to remind drivers to follow the rules of the road. This is especially important when dropping off

and picking up children at school,” the announcement states. “We understand this can be a frustrating experience, but the safety of the children must remain everyone’s prime concern.” According to HSD staff findings, the traffic congestion worsens at the end of the school day when

parents arrive to pick up their children. Common reasons identified for this are parents arriving 30 to 45 minutes before dismissal; vehicles blocking access to school parking lot and traffic on roadways adjacent to school sites; and parking illegally and violating traffic laws.

To underscore the competitiveness of the Pacific Coast League’s Gabilan Division this season, San Benito High coach Mitch Burley noted two websites predicted the Haybalers would finish fifth in the standings this year. Mind you, there are only six teams in the Gabilan this season. There is no shame if the Balers finished behind defending champion Seaside, North Salinas, Notre Dame-Salinas and Monte Vista Christian—those teams entered the week with a combined record of 49-18. However, San Benito desires something more than a fifth-place finish. “Finishing in the top half of the league is the goal,” Burley said. “Seaside is the returning champion and they’re obviously favored to win, but if we can beat Notre Dame and Monte Vista—those are the games I kind of circled on the calendar—that will separate us from finishing either in the top half of the league or the bottom half.” The Balers opened up league play with a come-from-behind 41-38 win over Notre DameSalinas, impressive considering they were limited to just 13 points at halftime. In a defensive, grind-it-out contest, San Benito finally found its offense in the fourth quarter, scoring more points (15) than in the first two quarters combined.

In a 47-37 win over Gilroy High on Jan. 15, Kaiya Dickens finished with a game-high 21 points, Alyssa Ito did another magnificent job of controlling the tempo and San Benito passed the ball well, especially going inside-out with efficiency. Passing has been the team’s trademark this season, a byproduct of consistently practicing it and playing unselfishly. “We passed the ball well and that is the thing we’ve been working on,” Burley said. “We have seven returning players who play most of the minutes, and that helps with the continuity. They all kind of know what to do because we work on it (press attack stuff ) everyday. Hopefully, it’s working.” San Benito improved to 12-4 overall and 2-0 in league after the Gilroy game, and the terrific start couldn’t have been done without the emergence of Lorin Lopes and Chloe Heen. Neither senior received much playing time last year; however, they have come on strong this season. “If we expected us to be 12-4, the thing we would’ve needed was Lorin Lopes and Chloe Heen stepping up,” Burley said. “They have been the X-factors.” Heen has the ability to connect from 3-point range, and Lopes plays solid within the framework of the team. Dickens has followed up a terrific freshman season with an equally strong sophomore year. Against Gilroy, Dickens was her usual active self, posting up in the lane, moving well off the ball and hitting shots from close range and from the outside. Dickens was prolific, as her 14 points at the half equaled

Early in the second quarter, Dickens utilized her solid footwork and hit a spinning, five foot jumper that involved her using her pivot foot with precision. Dickens was also ferocious on the boards, finishing with eight rebounds, including four offensive. “Kaiya has this natural ability to score, rebound, shoot, and on top of that she’s strong,” Burley said. “Up until last year I think basketball was her fourth activity, behind softball, soccer and having a black belt in karate. She

doesn’t have the experience of someone who grew up playing the game, which makes it amazing to see what she’s been doing.” No one in the league is more valuable to her team than Ito is to the Balers. Ito never came out of the game against Gilroy, a testament to her worth to the team. “I don’t ever take Alyssa out unless she’s hurt or in foul trouble,” Burley said. “If anyone who has ever watched or seen our games when we do take her out, there is a big difference.” Ito provides deft ball

handling, sets the tone and allows the team to get into its sets. She had nine points and five assists against Gilroy, consistently getting to the lane off dribble penetration and creating scoring opportunities for her teammates. Junior forward Jay Trejo has also been a key factor, with her ability to rebound and play tough defense. Sophomore Emma Alfaro has also had a nice season and played well against Gilroy. The Balers beat MVC 48-25 two days after defeating Gilroy.

ane Kathryn Reed-Goularte was born on August 29, 1953 in San Jose, California. After a nearly 5 year battle with cancer, she passed away peacefully in her home surrounded by family and friends on December 25th, 2018.

Jane is survived by her husband of 41 years, Anthony Goularte, her daughter Taylor Morgan, her son in law Kyle Morgan, her granddaughter Elle Morgan and her mother Dorothy Reed. She also leaves behind brothers Mike Reed (Debbie) and William Nolan, sisters Nancy Whalen (Jim) and Kimberly Clayton (Darrell) as well as brother and sisters in law, Renee Goularte (Stephen Rose), Janice Sanders (Mike), and Harry Goularte. She will be greatly missed by her 8 nieces, 9 nephews and many great nieces and nephews, to all of whom she gave a great deal of love and devotion. Jane was born at O’Conner Hospital in San Jose, California on Saturday, August 29, 1953. She attended school first in Santa Clara, California. When the Reed family moved to Morgan Hill in 1962, she continued primary school at Machado School, followed by Burnett Middle School, and finally Live Oak High School. Jane graduated from Live Oak High School in 1971 and married her high school sweetheart Anthony Goularte on July 30, 1977. Jane attended San Jose State University and earned a Bachelor of Arts degree as well as her teaching credential. Jane worked and volunteered in Morgan Hill throughout her life. She spent time volunteering at church with her mother Dorothy teaching Bible Study, as a caregiver in the MOPS nursery, distributing food for the Reach-Out program at St. Catherine’s Church, and at the local Food Drive and Toys For Tots effort every holiday season. She was a Girl Scout leader for her nieces and daughter Taylor, and home schooled Taylor for many years. She supported several other charities and causes locally, nationally, and worldwide. Jane was a loving wife and mother and a devoted servant to all. While at home, she loved to garden and entertain. She and Anthony were endlessly generous in sharing their beautiful home and yard with family and friends. She also loved to travel and see new places with Anthony. Jane had a great love for children and young people. She was a caregiver for many nieces and nephews over the years, always willing to find the time to help out and give love and energy to her family. Each day with Jane was a blessing and she lived a beautiful life with dignity and grace, always walking God’s path.

ohn Trebino, 86, passed away on 1/20/2019. John, a lifelong resident of Hollister, was born to Louis and Josephine Trebino on 12/10/1932. He was married 61 years to Janice, the love of his life. Among his numerous accomplishments was being the captain of Hollister High Haybalers his senior year. John served his country as a paratrooper with the 82nd Airborne from 195355. Our ”Papa” enjoyed his family, playing cards, creating woodworking art, hunting and fishing. He is survived by his wife, two daughters, five grandchildren, and six great granddaughters.
