An anesthesiologist with staff privileges at Hazel Hawkins Memorial Hospital who was arrested in Chico last week on suspicion of sexual assault is free on bail, according to authorities. He retains his hospital privileges, according to Hazel Hawkins. Dr. Annamalai Ashokan was arrested Jan. 30 after a “lengthy investigation” at his Chico office on Jan Court, reads a press release from the Chico Police Department. He was arrested after a female patient told police that the doctor sexually assaulted her during a medical procedure in Chico. Ashokan was released from jail on $25,000 bail shortly after his arrest, and is scheduled for an arraignment hearing in early March, according to Butte County Deputy District Attorney Matt Taylor. Although Ashokan has not yet been charged, Taylor expects the DA’s office will charge him with

When Hollister business owner and winemaker David Adammo found himself debating the fate of his year-old business, Aroma Wine Cellars, he saw only two options. “Either I’d have to

close it down or I’d have to get creative and do something different,” he says. So the Hollister native chose the latter. Not only did Adammo bring live entertainment to the establishment at 650 San Benito St., but he realized he needed a new restaurant. And he needed to erase the Aroma Wine Cellars name from it. “There’s just not enough people involved in wine in our county right now to support it,” Adammo says. He also concluded that the

restaurant’s Italian theme needed to be changed. “The thing that I already know is that we are definitely in a barbecue town, and nobody gets tired of eating barbecue food,” Adammo said in an interview. So he sought assistance from fellow Hollister native Mike Mansmith and his Mansmith’s BBQ. “We’ve joined forces to where this is now officially the first Mansmith’s BBQ restaurant,” Adammo says. Although the wine bar will be cut back, it won’t

be going anywhere. And Adammo also has plans to release a San Benito County wine under the John Blackburn label. Current Aroma Wine Cellars club members will maintain their membership, but will transition to the upcoming Blackburn label. Mansmith says Adammo will take over the business portion, adding that he will be in charge of the food at the newly named establishment. Mansmith’s BBQ will still be available at its usual

Friday take-out location at 2410 Airline Highway and at the Hollister Farmer’s Market. “But this gives people another option to not have to take it to go,” said Mansmith. A grand opening and ribbon-cutting ceremony for Mansmith’s BBQ is planned by the Chamber of Commerce and Hollister Downtown Association on Feb. 28 at 4pm at 650 San Benito St. Free wine tastings and appetizers will be offered to customers following the ceremony.

San Benito County has taken another step in establishing a cannabis industry in unincorporated portions of the county. A Feb. 5 vote by county supervisors established the fees that commercial cannabis producers will pay when trying to open their doors. The fees total $10,650 and are meant to cover the cost to complete each

phase of the application, with four phases in all. Developing the fee schedule had been a drawn-out process, with staff taking direction from the former supervisors on how to proceed. Fees are not meant to contribute revenue to the county, but rather cover costs of whatever service is being provided, like the cost to conduct background checks or zoning verifications. If a business withdraws its application at any time during the process, it

Accused doc retains Hazel Hawkins privileges ➝ Arrested, 1

felony sexual battery prior to his arraignment hearing. The maximum sentence for such a charge is four years in prison. Prosecutors are still gathering information about the case from the police department, Taylor said on Friday, Feb. 8. The press release from Chico police said investigators do not suspect there are other victims “at this point.” Detectives are in contact with investigators from the State of California’s Division of Investigation Health Quality Investigation Unit, which oversees medical licensing investigations. At time of his arrest, Ashokan had office hours in Chico one day a week but was based in Hollister. In Chico, Ashokan maintained a private practice at Skyway Surgery Center. He specializes in pain management at both his Chico and Hollister offices. His Hollister office is listed as Monterey Pain Treatment, located at 581 McCray St.. and he also is listed with the Pacific Pain Treatment Center, 930 Sunnyslope Road, in Hollister. Ashokan is a 1979 graduate of Bangalore University, Bangalore Medical College, according to his profile on the Medical Board of California website. The arrest is not the

doctor’s first brush with authorities. In 2000, he pleaded no contest in San Benito County to misdemeanor sexual exploitation of a patient/client, a violation of the state Business and Professions Code, reads a complaint against him found on the medical board’s website. Subsequently, the medical board took administrative action against Ashokan and accused him of sexual misconduct, gross negligence and dishonest and corrupt acts, the medical board’s 2001 complaint states. These accusations stem from Ashokan initiating a sexual relationship with a female patient in 1999. The patient had told Ashokan that she had been depressed, suffering from chronic pain and under the care of a psychiatrist before Ashokan allegedly initiated intimate physical contact with her. The medical board placed Ashokan on probation for five years as a result of the misconduct, reads the 2001 complaint. The probationary term ended in 2006. Hazel Hawkins spokeswoman Frankie Gallagher said the Hollister hospital “cannot sanction someone based on allegations” that haven’t yet been ruled on by a court of law or the state medical board. “Once there is a

Annamalai Ashokan ruling from the medical board or a judicial ruling, we will act appropriately based on the allegations.” Asked if the hospital was aware of Ashokan’s previous professional discipline, Gallagher said it was. “At that time, we acted appropriately based on the guidelines of the medical board and his

probation,” she said. Ashokan has been a physician affiliated at Hazel Hawkins for about 25 years. His doctor’s license is currently not restricted by the medical board or any other authorities. Gallagher further clarified in a statement that Hazel Hawkins does not directly employ or contract

with Ashokan, and the doctor does not provide anesthesia services to surgical patients at the local hospital. “Dr. Ashokan maintains his own private practice and holds current medical staff privileges at Hazel Hawkins Memorial Hospital to provide pain management services at the hospital to patients from his private practice,” Gallagher said.

Gallagher further emphasized that the recent allegations did not occur at Hazel Hawkins. “Protecting patient safety is the top priority of the hospital board and the medical staff, and all appropriate measures are in place to ensure the safety and well-being of our patients,” Gallagher said in a statement.

As parent Armando Gonzalez listened to the spelling word issued to his 11-year-old daughter Evie at the Feb. 6 championship round of the 2019 San Benito County Office of Education Spelling Bee, he spelled it out in his head. Listening to Evie spell the same word aloud but differently, he thought she had misspelled the word and was going to be eliminated from the elementary school division. “Her second word, I was spelling it in my head with her and I’m like, ‘Oh, she missed it. She’s out,’” said Armando, who was happy to be wrong. “Then, I heard, ‘Ding, ding!’ She was right and I was like, ‘I guess I’m out.’” Evie Gonzalez, a sixthgrader at Hollister Prep School, remained in the competition and outlasted 19 other finalists to be crowned the 2019 county spelling bee champion at Ladd Lane Elementary School. Her winning word was “disassemble.” “Number one, I was excited and I was very happy. I had a lot of fun because it was a good competition,” said Evie, who also won an iPad and $250 in travel expenses to the state-level competition. “When I did the first

one, I was kind of nervous, (but) once I started spelling more words, it was good because I knew what I was doing.” When the elementary field of 20 finalists was whittled down to two, it was Gonzalez up against Spring Grove Elementary School fourth-grader Miranda Navarro. After Navarro misspelled a word, “I just started thinking, ‘This is my chance. I’ve really got to think this one through but not overthink it,’” Evie said. Gonzalez had to not only spell the word Navarro misspelled but also spell a second word correctly to win the championship. “It was really fun and kind of interesting to compete (in a spelling bee) and really test your knowledge,” said Evie, who never ceases to amaze her parents. “I’ve never felt this nervous for her in anything,” Armando added. “We were blown away. She always exceeds our expectations when it comes to academics.” Also exceeding expectations was Miranda Navarro, one of the youngest competitors at the bee who finished in second place to earn the $250 expensespaid trip to the 2019 State Bee preliminary rounds in San Joaquin County. “I felt very proud finishing second. I came in ready to do this. I felt confident. Now I am looking forward to going” to the state bee, Miranda said. “I wanted to compete in it because I wanted to try something new because I’m a good speller.” When the 10-year-old

held at Ladd Lane Elementary School, Rasmeet Brar, a seventh-grader from Accelerated Achievement Academy, won the title, iPad (courtesy of Rotary Club of Hollister) and $250 expenses-paid ticket to the state bee in Marin. He will be joined by runner-up Donnobhain Haertel, an eighth-grader from Spring Grove School. Finishing in third place in the junior high division was Deepinder Mann, a seventh-grader from Rancho San Justo, followed by Stephanie Miramontes, a seventh-grader from Jefferson, who took fourth place. Judges for this year’s bee included Sheriff Darren Thompson, Supervisor Jim Gillio, Supervisor Mark Medina, County

Superintendent Krystal Lomanto and SBCOE Director of Special Education Bill Sachau. The annual bee, which drew about 160 participants (80 each day) for the Jan. 23-24 preliminary rounds, is open to all county students in public or private schools and is broken into two gradelevel divisions. “The words are purely selected at random,” said bee organizer Colleen Myers, the county office’s coordinator of instructional support. For the first time in the bee, Myers implemented a computer program (with help from the Hollister School District IT Department) in the preliminary rounds to allow students

to type in their answers to the 20 spelling words using a Chromebook. They could also opt to write in their answers with a pencil instead. “It was really great. I gave them the option to do either or both,” Myers said. “I would say two-thirds of the kids did it all online. A small portion did both where they wrote and typed them in. An even smaller portion just wrote their answers.” Unlike the prelims, the championship rounds used the traditional format, with students standing at a podium in front of audience members and judges while spelling out the word given to each contestant. Students were allowed to ask questions about their word prior to spelling it.

Farm worker scarcity survey

he state Legislature this session is to consider a proposal to offer two years of community college tuition-free to thousands of Californians who scrape to pay for and complete even a two-year degree program. One big problem: The proposed bill helps people who can already afford college. Legislation introduced in the Assembly in December would tack a second year onto California’s existing College Promise Program. The scholarship covers a year’s worth of fees— usually $46 per credit hour—for first-time, full-time students in community college districts that meet certain requirements, such as participating in the federal student loan program and offering counseling services. The state’s 114 community colleges enrolled more than 2 million students this year. The problem is who isn’t eligible—part-time students, who make up more than two-thirds of the community college population. While research shows students taking 12 units or more per semester are more likely to earn a degree or certificate, many low-income students are simply too busy working to handle a full-time course load, which could account for sagging community college full-time-equivalent enrollments. And with rent, food, bus fare or car costs, and hundreds of dollars out of pocket every semester for textbooks, students typically need those paychecks. “I think a lot of times legislators are disconnected from what students actually endure,” said one student leader. The College Promise expansion also doesn’t address non-tuition costs, which make up the bulk of community college students’ total cost to attend. When those are taken into account, in most regions of the state, low-income students pay a higher net price for community college than they would to attend a California State University campus or University of California campus, according to a recent report from The Institute for College Access and Success. That’s because there’s more grant aid available at the state’s four-year universities, the report says. For community college students, there isn’t nearly enough financial aid to bring their other costs of college in reach. In a recent Hope Center survey of 40,000

California community college students, half reported experiencing food insecurity in the past year; one in five said they’d been homeless. California’s economy will need about a million more college graduates by 2030 than the state is on track to produce, according to the Public Policy Institute of California. Conscious of that projected gap, lawmakers are looking for ways to encourage students to earn degrees quickly. The focus on tuition was on display in Gov. Gavin Newsom’s proposed 2019-2020 budget. Community colleges have spent the past year building food pantries and making it easier for students to spend food stamps on campus, thanks to $10 million in grants from a state fund aimed at fighting college hunger. But that money expires this year, and Newsom didn’t include plans to renew it— though the governor did set aside $40 million to provide a second year tuition-free, along with more support for students with children. Because California already waived community college tuition for low-income students prior to the College Promise program—the income ceiling is about $37,000 for a family of four— it mostly helps students whose families earn too much to qualify for a waiver. Some community colleges have chosen to use their College Promise dollars for non-tuition benefits designed to help the neediest students, rather than slash fees for everyone. Supporters of a universal tuition waiver say its importance is symbolic. It sends high school students a simple message: College is accessible. In a PACE/USC Rossier poll released this month, California voters ranked college affordability as the second-most important education issue for the state, behind gun violence in schools. As California lawmakers debate adding a second free year of tuition, they will also consider whether to overhaul the state’s other financial aid program, the Cal Grant, to cover more of students’ living costs. With a Democratic super-majority in the Legislature, the question is likely not to be whether to continue California’s march toward free college, but how far to go. The California Farm Bureau Federation is conducting an online employee-availability survey in cooperation with the University of California, Davis. The survey’s objective is to collect information about how farmers and ranchers are adapting to the reduced availability of employees. The information will be used for a statistical study, which in turn will be used to inform farmers, leaders and other interested parties about how these issues affect California agriculture. Given the ongoing problems farmers and ranchers report on labor scarcity, we felt it was time to work with a university to conduct a third survey that will be more formal and scientifically driven. The results will present us with another opportunity to show our members of Congress that this issue needs to be addressed sooner rather than later. In mid-January, Sen. Dianne Feinstein and Rep. Zoe Lofgren introduced legislation that would provide “blue-card” immigration status to agricultural employees who have worked at least 100 days in agriculture during the previous two years. Beware COG boondoggle Taxed to smithereens, motorists ought to be told the truth about fraud, waste and abuse at the Council of Governments of San Benito County. Are you interested in seeing the most recent analysis of extremely insolvent transit agencies, how they cover up the true extent of their losses, and how much more they will have to tax motorists to keep their boondoggles running? If you violate our law, you pay the consequences. If COG violates our law, they get a “Get out of jail free” card from the unelected, unaccountable non-transparent directors at COG. You should ask transit agencies: 1. How often do you violate the farebox recovery rate, daily/weekly/monthly/annually? 2. Why don't you use the directors' money to subsidize your boondoggles rather than motorists' money? 3. If you used GAAP accounting, which is required of everyone by federal and state tax regs, how bad would the violating of the farebox recovery rate be? 4. Why can't we have truth in transportation, rather than the baloney we get from your financial reports? 5. How much more transport would we have for how much less if we abolished COG? A contingent of educators from the Moraga School District and UC Davis’ Center For Applied Policy in Education recently visited San Benito High School to observe the coteaching model used in a number of classes, according to SBHS district staff. The visit was a result of a Superintendents’ Collaborative through UC Davis, which is intended to help districts across the state network and learn from each other. The guests observed algebra 1, chemistry, geometry, world studies and English 9 classes during their daylong visit. The itinerary also included time for debrief discussions with teachers after some classes along with a question-and-answer session, co-teaching in-service and a group meeting to discuss what was observed. Moraga Supt. Bruce Burns, Director of Student Services Susan Bishop and principal Joan Danilson were joined by UC Davis representatives Steve Ladd and Tina Murdoch. They visited the San Benito High campus to learn more about effective inclusionary practices. “It was our honor to share the good work being done by our coteaching staff and students,” said San Benito Director of Special Education Paulette Cobb, who helped facilitate the walk-through. “It was an inspirational afternoon as we were able to observe some stellar teaching models. Our teachers exhibited professionalism and expertise, and our students

were remarkable in each class.” Cobb added that the visit included time to “discuss our program dynamics, including development, training and growth over the past four years.” “Our educators displayed excellent pedagogy, and their use of instructional strategies was exemplary as they engaged our students in various content areas,” Superintendent Shawn Tennenbaum said. Tennenbaum explained the collaboration was derived through the Center For Applied Policy in Education program as a means of bringing district leaders together in an effort to support one another in meeting the needs of students across California.

Transitional kindergarten and kindergarten registration opened Feb. 4 for all Hollister School District primary sites, according to a recent announcement from district staff. Parents should register at their neighborhood school. Required items to bring along are birth certificate, immunization record and proof of address. Hollister is granted $259,768 for repairs SAFE ACCESS FOR BICYCLES, MOTORISTS BUS RIDERS Staff Report

The city of Hollister announced a $259,768 grant from Caltrans as a part of Sustainable Communities Strategy transportation planning grant.

In a Feb. 11 announcement, the city said will contract a consultant to complete a street study for Buena Vista Road, Santa Ana Road, Meridian Street and Memorial Drive. Hollister will host a series of community input meetings June 2019. The public comments will be used to set a vision for the roads being studied.

“Completes streets are designed and operated to enable safe access of the transportation network by all users, including pedestrians, bicyclists, motorists and transit riders regardless of age and abilities,” read the press release. “The planning grant will also examine safe movement of freight on Buena Vista Road,

Santa Ana Road and railroad crossings at Meridian and Fourth Streets.” After the plan is completed, it will be used to go forward on a series of infrastructure improvements on the areas

studied—projects like bicycle lanes, pedestrian crossings, Safe Routes to School components, placement of shade trees and safety concerns. The press release urges those interested in

Cannabis entrepreneurs face new city fees ➝ Cannabis, 1

Anthony Botelho, Jim Gillio and Jaime De La Cruz all voted to approve the fee structure. The approval came two months after supervisors had voted to allow cannabis cultivation in unincorporated parts of the county. The December vote allowed six cannabis business permit types: cultivation, manufacturing, testing, distribution, microbusinesses and out-ofcounty retail. Microbusinesses are a combination of cannabis operations that include cultivation, manufacturing, distribution and retail. Out-of-county retail sales would allow cannabis delivery services to deliver retail cannabis to customers in neighboring counties. Hollister, San Juan Bautista and Monterey County allow cannabis cultivation and sale. Hollister City Council may consider amending its cannabis ordinance in the

coming months, but the city still only allows medical sales. Unincorporated San Benito County now allows commercial production, but no sales of any kind at this time. Victor Gomez, cannabis lobbyist and president of Pinnacle Strategies, spoke on behalf of many cannabis businesses at the Feb. 5 meeting and said he and his clients were pleased with the fee structure. Gomez told the Free Lance that the reimbursement policy was reassuring to many prospective business owners. He compared the fee structure to Hollister’s, which does not repay fees if the process isn’t completed. He said Hernandez’s dissenting vote wasn’t a surprise as the new supervisor has been verbal about his feelings against having the industry in Hollister during his campaign. “The counties been very transparent on the fees that they’re proposing,” said Gomez. Ultimately, Hernandez

There’s an old saying that says “Familiarity breeds contempt,” but when it comes to the Gavilan College women’s basketball team, it’s more like familiarity leads to success. Take Rams coach Erik Nelson. Before his successful playing days at Bethany University, he played two years at Gavilan, so he knows the program well. Familiarity stretches even deeper when it comes to his players. Four of them played locally for San Benito High in Hollister before coming up to Gavilan, a massive advantage for the team, he said. Three other players— Makenzie Barnes, Jillian Foster and Julia Rodriguez—prepped at Christopher High. Nelson has made it a point to recruit locally and has a roster that proves it. “We love the players from San Benito because they work super hard and they get after it,” Nelson said after the team’s 65-54 win over De Anza on Jan. 18, which improved Gavilan’s record to 5-10 overall and 2-1 in the Coast Conference South Division. “When you combine having a great attitude and a great work ethic, I think that’s every coach’s dream.” One of those former San

Benito standouts, Jessica Curto, graduated in 2017 and is in her second year in the Rams’ program. Curto is on pace to eclipse the season she had last year and is one of the team’s top contributors. And while she keeps improving, notching another stellar performance against De Anza, Curto isn’t letting success get to her head. She knows the hard work needs to continue, and what each player needs to do to maintain the team’s momentum. “For this season we’re really focusing on this concept of ‘We Over Me,’ and (we) collectively know if it’s not my night it’s gonna be someone else’s night,” Curto said. “So we really work as a team and to play unselfish basketball.” That might come a little easier for a team that knows each other so well. Curto is joined on the team by three other former San Benito teammates, including McKinzie Lothrop, Cecilia Vasquez, and Berenice Martinez Santoyo. Familiar faces and a familiarity of playing styles can make for a far more efficient— and successful—playing machine. Even the newcomers feel that familiarity, instantly feeling part of the team and ready to contribute. “I am originally from the Central Valley,” said freshman guard Mireya Hernandez, “so coming here I didn’t know very many girls. But when I got here they opened their arms up and welcomed me onto the team and to Gilroy.” That welcoming attitude is one of the key tenets instilled in the team by Nelson who says teamwork and camaraderie are absolutely key to Gavilan’s success. His influence from the sideline was on clear display during the De Anza contest. He started

But it didn’t take long for Nelson to lose the jacket and roll up his sleeves, working the sideline like a prowling tiger, shouting, cajoling, teaching, directing—and coaching. His passion was clear, and clearly appreciated by his players. “Nelson is the best, he is very encouraging,” said Curto, who counts Nelson and former WNBA player Danielle Viglione as two major influences in her life. “He doesn’t really raise his voice, but when he does you know something went wrong.

He cares very much about our players and the level he cares about us is something I’ve really never had from a coach.” Despite a rough start to the season, the Rams are looking to bounce back. Nelson has a list of priorities for the team. He said the players’ focus on fullcourt defense, ball-sharing and playing as a team will hopefully propel them to a top-three conference finish. But in many ways, Nelson is already pleased with his team’s performance and what it has accomplished. “More than anything, it’s just trying to empower these girls

and make them the best they can be, both on and off the court,” he said. “And to value them as student-athletes, and not just for what they do on the basketball court but also preparing for any obstacles that they’ll encounter later in life and teach them life through basketball. And hopefully down the line they look back on that.” And look back on each other as teammates and friends because as the coach and players will tell you, the familiarity that starts at Gavilan is vital to the team’s success, and it certainly doesn’t end there.

For the purpose of determining the lowest bid price, the lowest bid shall be the lowest total of the base bid plus those additive or deductive items submitted as alternate bids taken in order from the written list of requested alternate bids provided by the Engineer, if SBHCD chooses to include or exclude such alternate bids. Each bidder must be licensed to do business in the State of California and must maintain a management office within a sixty (60) mile radius of SBHCD.
