The Chinks In The A
s spring 2011 moved inexorably toward summer 2011, the dramatic upheavals adversely affecting oil prices and nuclear power safety seem mercifully to be abating. Nevertheless, the general consensus has been that in the long run neither of these major components could be trusted to provide the ultimate solution to the satisfaction of the world’s ever increasing energy demand. We already have satisfied ourselves in the United States that the deficiencies recently highlighted in both domains demand an immediate major push toward providing alternative domestic energy resources. Most importantly in this regard are wind power and solar power. Because oil pricing and nuclear safety have become so worrisome the natural tendency is to exaggerate the positive aspects of potential energy replacements such as wind power and solar power. This is especially true since these possible substitutes are not fossil burning fuels themselves. As a result, wind power and solar power are hugely attractive propositions for those of their advocates who quite correctly are deeply concerned with the major role of oil in adding to harmful carbon sequestration and “additional global warming�. Although nuclear power is not a fossil fuel burning activity itself, its inherent instability and potential destructiveness are at least as harmful as are massive oil spills and other forms of significant oil pollution. The March 2011 Japanese nuclear disaster is proof positive of this thesis.

Windmill Armor. Commercial interests in the United States has seized upon wind power, solar power and perhaps even natural gas—though it is a fossil fuel burner (now utilizing whenever possible the highly controversial “fracking” techniques) as potentially lucrative alternatives in the attempt to push oil, nuclear power and, no doubt, coal as well into the energy production dog-house and background. Fair enough, but to be helpful and accurate it is necessary that the perceived deficiencies of wind power, solar power and natural gas fracking be entered simultaneously into the equation before huge investments are made in these “magic bullet” technologies that may in the long run harm not assist in the vital quest for energy affordability and efficiency in the United States. In future issues of Open Fences, solar power and natural gas fracking will be discussed. For the present, let us concern ourselves solely with wind turbine power. Although early returns on windmill turbines have been reasonably favorable when utilized away from our enormous east and west coast boundaries, they must prove extremely successful off-shore in order to strike a significant blow against global vwarming both nationally and internationally. Nothing yet has occurred to suggest windmill turbines will lower fossil fuel consumption significantly on a nationwide level in the U.S. in the foreseeable future. Said another way, the problems with windmill turbine cost and
political opposition, especially offshore, still to be solved may be so huge that fossil fuel dependency currently crippling U.S. energy production and demand probably will continue to handcuff our overall economy into the 2012 election cycle and beyond.
To be certain progress has been made. After Cape Wind spent a staggering $2.6 billion dollars to win regulatory approval for off-shore wind turbines in The Cape Cod Nantucket Sound area, the operational details of the project still are not cast in stone.
Sometimes it is startling to investigate how long we as individual citizens have been talking first about wind turbine power alone, and more recently, wind turbine power combined with solar energy power as the sure fire solution to U.S. energy sufficiency problems. The answer is pre 9/11/2001. Yes, that is correct. Bin Laden now is dead and the windmill turbine operational uncertainties still are the major problems needing to be addressed so many years after 9/11.
On May 2, 2011 The Bureau of Ocean Energy Management, Regulation and Enforcement threw a bombshell into the proceedings by announcing that their previous decision to set aside a 2,900 square mile ocean area for commercial wind energy, leasing and wind farm development presumably by Cape Wind would no longer be operative. No alternative plan was announced. However it was clear the final approved area would be significantly smaller than the one everyone assumed would be approved. The financial blow to Cape Wind will be enormous. It is at least conceivable the decade plus long project may never get off the ground after all. The existence of rich scalloping grounds in the area and important spawning areas for flounders were cited as justification for leasing area diminution restrictions “They did not know these fishing facts ten years ago?” screamed outraged Cape Wind supporters and many in the energy cost battered East Coast industrial community. It is hard to argue with their sense of construction and betrayal.
On September 11, 2001, Jim Gordon and his associates at Cape Wind were preparing to fly to Washington, D.C. the next day, September 12th, in an attempt to convince their Massachusetts Senators at the time, Edward Kennedy and John Kerry, to support their attempt to place their windmill turbines in Nantucket Sound off Cape Cod. Such a move if Kennedy and Kerry had supported it—[self serving rhetoric aside, they did not] probably would have assured us that by now most major questions about the credibility of the role of wind turbines especially off-shore would have been answered. These questions have not been put to rest yet and probably will not be settled in the next couple of years at least.

collapse and end in abject failure, probably taking hopes of non-fossil fuel salvation in years to come with them. Even now, before added regulatory restrictions are felt, strong doubts exist that Cape Wind’s sales of electricity to major utilities will be charged at such expensive rates that consumers and businesses up and down the east coast will be slaughtered. Desperately needed, strong economic recovery almost certainly could not take place under such circumstances. The already endangered plight of most residential and commercial ratepayers well could become worse if these new regulations are enforced. So far Cape Wind has only been able to find one single commercial customer for 50% of its projected output (at least before the projected U.S. Bureau of Ocean Energy Management, Regulation and Enforcement recent roadblock), National Grid. Even they are under heavy attack from their London based owners that their internal accounting controls are deeply flawed, raising the question as to whether they possess the assets needed to purchase half the power produced by the heavily tax-payer subsidized Cape Wind as contracted already. Even worse for Cape Wind and energy starved east coast residents and businesses, there may not be any other industrial purchasers on the horizon willing to pay the high costs entailed in agreeing to buy energy from Cape Wind. NStar is the most likely candidate to become the potential savior for Cape Wind. However, they are not certain their customers are willing to absorb the sure-to-come increases in utility bills if they depend heavily on windmill turbine produced technology. Without NStar joining National Grid as purchasers of electricity from Cap Wind, it is entirely possible Cap Wind will be forced to declare bankruptcy. Such an event would be a catastrophe for all proponents of windmill turbine energy production elsewhere.

First of all, such a bankruptcy would scare mightily for many years all other potential Cape Wind projects being planned on either coast. Even inland, the momentum toward added major windmill turbine projects will be severely restricted. Although the Obama Administration members are strong advocates of increased windmill turbine project financing, throughout the nation, their Federal Energy Regulatory Commission has been advocating the socializing and Federalization of the costs involved throughout the country. The method of doing so for the Obama Administration would be to link wind and solar energy projects to the national electricity grid. States without huge energy demands are totally opposed to this proposed new national transmission pricing policy. Runaway energy costs are a distinct possibility if a National Wind and Solar Energy Tax such as this one becomes enacted in a 2012 Obama Administration if it holds power in both Houses of Congress after the next Presidential election. All in all, the potential of windmill tunnel electricity efficiency has progressed to a point where we all should be encouraged and grateful to the support for the Green Revolution that has motivated it on all levels. “People Power�, indeed. However, we are only beginning to understand the range and depths of the costs involved in heavy usage of wind tunnel technology among a number of other energy savings technologies being considered. Hard days will be with us energy wise for some time to come it would appear. Frank J.
