INTRODUCTION TO THE SUBARU 4WD CLUB The Subaru 4WD Club of Victoria Inc. was originally formed over 30 years ago by an enthusiastic group of Subaru owners. Today the club has expanded to include all Subaru 4WD and AWD vehicles, as well as all other makes of AWD, light 4WD and crossover/soft-roader type vehicles. The club aims to participate in exploration of the Australian countryside without damage to the environment, vehicle or individual. Visitors are most welcome to attend the club’s General Meetings and contact committee members regarding participation in club activities. The club relies on membership fees to offset its running costs, including insurance. Membership fees are payable each year, due on 31 May. Fees for the 2013/14 year were agreed at the general meeting in April 2013 and are as follows: ● Interstate: $105 (Seniors card - $100) ● Single: $115 (Seniors card - $105) ● Joint/family: $135 - (Seniors card - $120). Joining Fee $10 ($20 for Joint/Family) (All annual fees include FWDV affiliation and trip insurance: $45) A trip fee of $15 per adult non-member applies (for insurance purposes) Please contact the membership officer for further information regarding membership, including pro-rata and monthly rates.

PRESIDENT’S REPORT Welcome to the May magazine and another president’s report. It seems like no time since I did my last report although it is a full four weeks since Michael was last knocking on my door, figuratively speaking, looking for the last one. He has already been knocking again so I am late, as usual. In my defense I am still working against the clock to be prepared for the Simpson Desert trip and, the more I look, the more I have to do to get ready. Of course, an association board meeting that finished at 12.30am, as well as some unexpected business, has not helped trying to get the brain into club report mode. Still, I have been known to create a report out of nothing in the past, so here goes. Since the last meeting there has not been too much activity from a club perspective, apart from a Simpson planning event, attended by all of the prospective trip attendees. Unfortunately one of these, Matt, is now unable to make the trip due to having just commenced a new job, at ARB. That would have to be a dream job for someone who enjoys four wheel driving so I am sure that there will be plenty of you out there that are very jealous of Matt’s new work gig. Of course it is a great pity that Matt cannot make the trip however I certainly hope that he has another opportunity to cross the desert with the club again in the near future. Speaking of Matt, I understand that he and another club member, or two, went out for a drive a couple of weeks ago which resulting in clutch failure in Matt’s car. What a pity it was not a designated club trip otherwise we could have added insult to injury by fining Matt for his misadventure on the drive. Anyway, I hope that the damage was not too great and that Matt has his car back on the road. At the last committee meeting, the second of two workshops was conducted to review the new constitution that had been compiled by Peter Bellis, with assistance from Jessica Walsh. Thanks go out to both of them for their work on developing this new constitution in line with the new model rules. You will be asked to formally accept this at the June general meeting so please take time to review it when provided with a copy in the coming weeks. As a follow up to the March meeting at Subaru Glen Waverley I dropped in to thank our contact there, Mark Kennedy, for their hospitality. Unfortunately he was not there however I did get to meet their new business development manager, Darin Watson. We had a great chat and it seems that Darin is a member of the BMW motorcycle club, spending his spare time participating in club trips and buying and restoring motorbikes. He is very supportive of the Page: 4
PRESIDENT’S REPORT club so I am looking forward to where we can take this relationship in the future. In the last couple of weeks, apart from my trip preparations, I have had my fair share of association commitments. On a recent weekend both Angela and I had the pleasure of attending the Geelong 4WD Club’s 40th anniversary celebration which was held at the Seaview Club, which is perched on a hill overlooking the north eastern suburbs of Geelong. We were both made most welcome and we had the opportunity to chat with many of their old and current club members including the their founding life member, Werner Brocks. Some of these members came from as far as away as the western district and Queensland for the event. Their club was one of the founding clubs of the association so I was pleased to present the club with a plaque congratulating them on achieving this fantastic milestone. A couple of weeks ago I passed through a random breath test station, being run by a single police office. While conducting the breath test he told me that my front number plate was not legal, where it was mounted underneath my driving light bar, as it could not be seen from 45 degrees above the vehicle, at a distance of 20 metres. I assume that this is required for it to be viewable from overhead gantries or speed cameras. He also indicated that there are mounts available to position the plates lower on the light bar but, so far, I have been unable to find them. I have since done my best to mount the plates as low as possible so as not to incur the fine, and three demerit points, for having an obscured number plate. Last month’s meeting went a little later than usual, due an unavoidable late start and a couple of other factors outside of our control. I am very thankful that our presenters on the night, from Telstat Communications, did not mind starting their session very late into the evening. I am sure that everyone found their presentation, on current communications technology, quite enlightening. I know that I did. We were unable to cover everything we wanted to achieve during the meeting so, as a result, this month we will not have a guest presenter. We can then concentrate on some of the recent club events, as well as the new constitution without any time pressures. Anyway that’s enough from me for this month. SPECIAL RESOLUTION Changes to Club’s Constitution Changes to the club’s constitution must be approved by the members of the club by way of a special resolution at a meeting of the club. The requirements for the passing of a special resolution, as set out in section 29 of the Associations Incorporation Reform Act 2012 (as amended) are as follows: ●
at least 21 days notice is given to all members entitled to vote, specifying the intention to propose the resolution as a special resolution at that meeting,
●
at least ¾ of the members at the meeting who are entitled to vote, vote in favour of the resolution, and
●
the chairperson declares the resolution has been carried, unless a poll is demanded.
Proposed Special Resolutions The following proposed special resolution will be put forward to the members for consideration and determination at the general meeting of the Subaru 4WD Club of Victoria Inc to be held on Tuesday, 25th June 2013. I, Peter Gordon Bellis, propose that the club’s current constitution be replaced with a new one that complies with the Associations Incorporation Reform Act 2012 and associated regulations and ministerial directives. Motion is moved by Peter Bellis. Motion is seconded by Jessica Walsh. Purpose of Proposed Special Resolutions With the passing of the Associations Incorporation Reform Act in May 2012, it is necessary for the club to update its constitution to comply with the new requirements as specified in the Act and associated regulations and ministerial directives.

The committee, in updating the constitution, has also taken the opportunity to review the current constitution as to its appropriateness for the club at present and going into the future, and make some changes to the constitution. The main changes to the constitution are: ●
Classes of membership – removal of the interstate and honorary classes (we currently do not have any memberships in those classes) and the introduction of a trip membership.
●
Introduction of rules relating to disciplinary actions (as per the model rules in the Regulations).
●
Disallowance of proxies (the current constitution is silent on the matter).
●
The use of technology for the holding of meetings – both general and committee (as per the model rules).
●
Powers of the committee, composition of committee, and committee roles and responsibilities – these have been updated to reflect the model rules. It should be noted that the model rules defines four committee positions (president, vice president, secretary, and treasurer) and allows the annual general meeting to determine how many “ordinary” members will make up the committee. This option gives the club flexibility in determining the size and composition of the committee to meet current and future needs of the club.

Ability for the club to create by-laws – currently used to define committee roles and convoy procedures.
The committee unanimously commends the proposed new constitution to the members of the club.

JESSICA’S JOTTINGS
How many times have we hooked up some recovery gear and then wandered around waiting for the towing vehicle to get ready? Or got in close for some good recovery photographs? Recovering a vehicle is one of the most dangerous thing we can do off road. The last thing we should do is connect the vehicles together, because as soon as we do the system is 'live' and dangerous. Our first step is to make sure there is only one person giving instructions and to clear all unnecessary bystanders away at least one and a half times the system's length. So if we are using a ten metre snatch strap, the spectators should be fifteen metres away from the closest vehicle. Secondly connect one end of the recovery gear to a vehicle, but not the other. Leave that till last. Make sure the drivers are ready. Then, and only then, hook up the other end of the equipment. From this point on, no-one is to cross the cable/rope/strap, even if it means going the long way around the cars. A vehicle slipping as someone is stepping over the system has consequences I do not want to think about. Happy Travels Jessica Walsh Page: 9

TRIP & SOCIAL REPORT MYSTERY NAVIGATIONAL RUN / TOURING ASSEMBLY Sunday Sept 1, Trip Rating: Social Trip Leader: Stephen Whittaker, email: venue@subaru4wdvic.com.au This is a day for everyone in the club! Commencing in Sunbury, this fun, social navigational run will take you across some picturesque countryside while challenging your brain (so make sure you bring it with you!). Keep your eyes peeled throughout the day too as you can’t miss a thing. There’ll be plenty of socialising and we’ll enjoy a BBQ lunch at the halfway point. A great day for the kids! All roads are 2WD, formed roads with some of them dirt roads. Where will we end up? You’ll just have to wait and see…

TRIP REPORTS TYRE REPAIR DAY / BBQ / NIGHT DRIVE 13 April 2013 PART 1 Every one almost on time for the day. With coffee/tea in hand, sitting down in the shed, we were ready to start the day off. So we got to work getting out Martins Bead Breaker kit. it was a good kit, with a few things to fix a tube or a tyre. We got a rim/tyre and put the bead breaker to use. We found that there is a small problem with it, when using it on the face of the rim, they’re too flush (Les will talk about it at the meeting). It was so easy to use, we could not believe how well it worked to break the bead. We tried it on two rims. Time to get the drill out, to drill some holes into a tyre. A small and a big hole were drilled, then it was time to use to Tyre Plug kit. We put a Tech screw into the tyre, to show how it would not leak once taken out. We put a plug in it and stopped the leak. Some members had a go at putting plugs in tyres. We had two types of plug kits to use for the day. Some one said FOOD! BBQ tea was ready. Sorry people, we did not turn on a sunset for you while having tea. We hope you all enjoyed the day out. Thanks for coming! Les & Elaine. PART 2 Night Drive Next we were all into the 4WDs and off we went. For some it was back to Melbourne and the rest heading bush. We drove out to Labertouche. It was a little dusty on the way out. I had planned to do a loop around to warm things up. Up Western track we went, with some short steep climbing to do. We got to the top and turned down the hill. l had my two nephews with me. They saw a lot of wildlife along the way. At the bottom off the hill l was waiting for Les. Before turning, l looked back and thought it was still dusty ( NO ). Les came through on the UHF: “l got a problem with the SUBOO - overheated and split hose”. It was around 9.30pm. We stopped to let it cool down and got to work fixing the problem. We fixed the leak, but we could not fix the thermo fans, so Les and Elaine headed back, as time was getting on. (One down, four to go!) From here we turned up Gentle Annie Track. You would not believe how much the tracks in the area have changed! We got to the top of Gentle Annie OK. Back down we go, out and back under the power line to our next track. Last year, we had some fun on this due to the wet, but not this time round. So up the Bunyip Track, with no problems at all along here. We turned off to go back down (all down hill to the road). With ruts and deep spoon drains, we made it down.

TRIP REPORTS We folowed the main road for a few Kms, then it was time to go back up the hill. Along here, the track condition changed, with water and mud about, so off we went along here. l meet a 4WD going down towards us. He pulled over and off the track to let us past. Talking to him, he said: “you’ll have some fun up there” (thanks mate). Meanwhile, Stephen had broken a light on the front bullbar. After driving on top off the ruts, things started to change. It’s time to get dirty (No! not my new tyre and rims!). l did wash them when l got home (Yes, Silver Socket looking good!). Back to the night: So l dropped into the ruts and a bog hole. No luck getting out of the ruts, but driving through l made it OK. Dale was next, he bottomed out most off the way but with some wheel spinning got up OK. Stephen was next: “I’m stuck!”. He went backwards and forwards a few time and got unstuck (no recovery needed) up and out, all OK. Damian was next he got through OK. From here, we went around to Tomahawk Gap and to Basin Corner, where went down Hunts Rd to finish up at Kirth Kiln. There was a festival on there, most of the area was fenced off, so we kept going, to finish up in Gembrook main street to say are good bye and go home. But it was not the case for one member who did not make it home - come to the next meeting to find what happened. l hope you enjoy the night drive. Thanks for coming, Jamie... TRIP REPORTS ROYAL BOTANIC GARDENS, CRANBOURNE - DAY TRIP Sunday, 21, April by Martin Foot RGB Cranbourne is located about 4Km south of the town, just off the South Gippsland Hwy and next to the racecourse. We met up at the Stringybark picnic area within the Gardens. Here the native bush setting is home to the Southern Bandicoot, amongst other creatures. When Dot and I arrived around 10:30am to secure our lunch spot, several members were already waiting, ready to assist. As we set up tables, checked over the BBQ, and put up signs, more and more members arrived, eighteen in all. The last to arrive were Charles and Paula Tam, who had some navigational challenges but made it in the end and a good thing they did, as they were bringing the garden salad. There is no truth in the rumour that Phil and Brian were cooking bandicoot bangers. After much good chat around the barbeque, we cleaned up (thanks Brian for giving the hotplate such a good licking) packed our eskies and leftover snags and headed off to the other side of the Gardens, where the main pavilion is located. This is the entrance to the Australian Garden. Stage 2 of the Garden has recently opened and its magnificent. On arrival everyone wowed at the central red desert plain complete with dunes, and some of us thought of the Simpson. Then several small groups set off in various directions and speeds, each following their own path. Forging ahead at a record-breaking pace was Glynis, driving her walking frame like it was a Harley. Then there was Dale, who decided to wade across the architect窶電esigned water feature only to top this with a death defying walk along a high embankment that was definitely offPage: 14
TRIP REPORTS road (or track). Most of us took the gentler paths, taking in the many exhibits and sculptures on offer and soaking in the views. The weather was very pleasant. I could imagine the open areas being very hot at the height of summer, but in April the warmth of the Autumn sun was most welcome. After an hour and a half of pleasant meandering, we all (apart from Bob and Ruth who had to leave early) managed to find our way to the cafĂŠ, where we indulged our selves in some very pleasant cakes, tea and coffee. Around 4pm we headed off, some visiting the Gardens shop on the way out. Altogether a most pleasant day and good company.

It will be completed at the next committee meeting. ● Next committee meeting will be held at Martin’s place in Hawthorn. 7.8 Vice-President ● The chocolate fundraising effort is proving quiet successful. ● FWDV meeting A third of FWDV’s funding is from the government. Therefore, the 4WD clubs needs to pass onto FWDV information about club involvement in community orientated activities. DSE – reporting that more interstate visitors are coming to Victoria to access our 4WD tracks. Track classification – will be doing some more track classification in the near future. 7.9 President ● FWD Victoria Joint branded club cards – still being sorted out. The Association needs to be self funding and reduce the reliance on government funding. Other than putting up the Association’s fee by 100%, seeking other options such as sponsorship. Track classification program and seasonal road closure program is due the effort of FWDV over the past years. This has put Victoria well ahead of the other states in terms of track access. 8. CLUB MEETING MINUTES ● After some discussion, the recommended membership fees for 2013/14 were proposed by Peter Bellis and seconded by Damian Stock that the membership fees as presented in the schedule above be accepted for the 2013/14 membership year. Two hours later, they reappeared after taking a supposed short-cut. ● Jan - for being picked up on the side of the road. ● Martin - for not leaving the car keys with Dorothy. ● Peter – for discovering that one of his cousins ran one of the wineries at Moonambel (near Avoca). 10.4 Other Jessica – for replacing her Outback with a Pajero. 10.5 Total fines collected - $4.70. 11. Guest Speaker The guest speakers for the evening were Mohammad Tarizue and Shahid Aziz from Telstat. A very informative presentation was given on the latest developments in UHF CB radio and satellite phone technology. Present Martin Foot, Michael Hartshorne, Phil Milkins, Stephen Whittaker, Bob Marshall, Peter Bellis, Dale Rebgetz, Damian Stock, Andrew Jantke. 2. Apologies Bev Davison. 3. Quorum A quorum was achieved with 10 committee members present. 4. Minutes of the Previous Meeting 4.1. Minutes of the April 2013 were not tabled as they had not been circulated. 4.2. Business Arising from the Minutes and Outstanding Actions 4.2.1. Pre-2003 Club Website – Martin will continue to follow up with Mark Tyseen. 4.2.2. Club brochure – needs to be updated. ● Stephen has not been able to tackle it yet. 4.2.3. FWD Victoria membership stickers – will be sent out with the next magazine or handed out at the next meeting. 4.2.4. Fundraising ● BBQs – have some alternatives to Bunnings, such as Masters. Discussions were held on several key topics and amendments were made to the working paper prepared and reviewed by Peter and Jessica. ● Constitution workpaper will updated and recirculated to committee members. ● The proposed constitution will be compiled and circulated to members for discussion/review at the May general meeting, with the intention of submitting for formal adoption at the June meeting. ● The new constitution must be in place by November 2013. Otherwise, the model rules as spelt out in the Incorporated Associations Reform Act will take over. 8. Correspondence 8.1. OUTBACK DIESEL Subaru says this is the most important and significant car of its past decade. This, the diesel automatic version of its large SUV player the Outback, is the first time the company has had a gun that is big enough and suitable to fight on equal terms with some powerful rivals. Value: Keenly priced and with strong 55 per cent resale value, the Outback is almost always on the shopping list for five-seater SUV wagons. This new automatic model improves the odds. It costs $42,490 as the 2.0D version with standard 17-inch alloys, paddle shift auto, sat-nav and cruise control. The Premium model adds leather, sunroof, electric driver’s seat and larger colour monitor for $45,490. The CVT is $2500 more than the manual. The Premium is the best value here. Metallic paint is a no-cost option. Subaru has no capped servicing, but they hinted it may soon follow the program now used by most of its rivals. Design: The US origins of styling are easy to see. The Outback is functional and bold but not particularly pretty, but that doesn’t matter to the pragmatist who buys a Subaru. The cabin room is vast, functional with the flat-folding rear seats and subtle textures and fabrics, while neatly combining the presumption of durability with the sense of comfort. The bonnet scoop is the best give-away to the diesel beating underneath. Page: 26
OUTBACK DIESEL Technology: The continuously variable transmission is a stronger version of that fitted to the petrol-fuelled Forester. This auto has been heavily modified and enhanced (including an oil cooler) to provide a seven-speed stepped mode with functions that assist downhill and engine braking. The turbo diesel, claims an impressive 6.5L/100km. It can tow up to 1700kg. Accommodation: There is space for five adults with excellent head and legroom in the rear and deep windows for great visibility. The tailgate lifts high and the cargo bed is low and wide. Rear vents help airflow while extra sound-proofing diminishes diesel noise. Lots of personal storage zones make it an easy car to fit a family’s needs. Safety: Subaru is consistently setting the standard in affordable car safety. It has a five-star crash rating, seven airbags, reverse camera, DataDot security, four-wheel ventilated disc brakes, electronic stability and traction control, constant all-wheel-drive and full size spare. Driving: No hiding that diesel clatter at idle, though it softens once under way and is almost inaudible while cruising. The Outback is a relative lightweight at 1600 Kg dry, but the engine feels wanting in some conditions, particularly offthe-mark acceleration. The CVT is quick to maximise the power flow. It’s also pretty good at masking any slippery or vague manners. Press the pedal more than 65 per cent and the CVT sets up stepped gears just like a normal automatic. In this iteration it will run up to 4000rpm in each gear before changing up. The best of both worlds. Handling and steering rate well, especially against some larger SUVs, while off-road users will appreciate the exceptional 213mm ground clearance. Fuel use on test was 7.2L/100km. Verdict: Typical Subaru quality and driving feel. We’d love more power — 2 litres is the limit under European tax laws — yet few owners will complain. STANDARD TRIP EQUIPMENT & RECOVERY GEAR The aim of all Subaru 4WD Club of Victoria Inc. trips is to have an enjoyable experience in the bush, increasing 4WDing skills and experience, whilst maintaining the highest regard for the safety of individuals, the vehicle and the environment. As a driver you have ultimate responsibility for the safety of your passengers and vehicle. It is the responsibility of any participating driver to contact individual trip leaders for clarification of individual trip requirements and standards. Financial members are encouraged to participate in as many trips as possible to increase confidence and experience. Visitors are welcome subject to the payment of the appropriate levy to cover insurance, but after two visits, should consider membership. Non-financial members are not covered by insurance and may not participate until payment is received. Individual drivers with concerns or queries regarding their vehicle and the trip standard should contact relevant trip leaders. The Subaru 4WD Club of Victoria Inc. recommends that each vehicle carry the following items of equipment on every trip: a) Personal details form as specified by FWDV, copy to Trip Leader b) Two Rated D- Shackles (minimum 3.2t); c) Rated “Snatch’em” Strap; d) Recovery Points, Front & Rear; plus optional bridle strap, according to vehicle design; e) AM (27Mhz) Channel 5 or UHF (477Mhz) Channel 16 CB Radio; f) Fire Extinguisher, accessible to the driver; g) Spare Tyre (full size); h) Jack and Wheel Brace, or equivalent; i) Emergency Supplies (matches, food, water and clothing); j) Sufficient Fuel, Oil and Water for the trip and delays; k) A Tyre Pressure Gauge; Compressor (according to the trip) l) An Axe, Bow or Chain saw; m) A Sturdy Shovel (collapsible shovels are no good); n) Spare Parts (appropriate to the nature of the Trip); o) A Tool Kit; p) Personal First Aid Kit; q) The Vehicle Manual. Any vehicle not carrying at least the first five (5) items of equipment should contact the individual Trip Leader before leaving. Any Club member unsure about any of the items of equipment listed above are advised to contact the the Trip and Social Co-ordinator or the Trip Leader concerned. All Trip Leaders carry a complete First Aid Kit in case of emergency. All non-emergency medical needs are expected to be meet by individuals own medical supplies.
