15th Annual Miami Lakes Fourth of Councilmember Marilyn July Concert and Fireworks show Ruano re-elected for full term
Miami Lakes and its Cultural Affairs Committee will host the 15th Annual Fourth of July Concert and Fireworks Show beginning at 6:30 p.m. at Miami Lakes Picnic Park West, 15151 N.W. 82 Avenue. The fun-filled event designed for the whole family will feature live entertainment, food trucks, and more, followed by a spectacular fireworks presentation. Councilmember Marilyn Ruano automatically kept her seat on the Miami Lakes Town Council when no candidate challenged her by the end of last week’s qualifying period for an August special election. Ruano, who was appointed to replace former Councilmember Tony Lama who moved to Seattle, will serve her first full term in political office. Ruano created the Miami Lakes Special Needs Advisory Board and recently sponsored an ordinance which ensures that commercial buildings adhere to Miami Lakes beautification aesthetics.

Snelling The Miami Laker staff The new Miami Lakes council should pick the next town manager and the city may hire a professional recruiter to assist a committee tasked with recommending candidates for the job, as council members hope to get someone on board to run the day-to-day operations by January. At their June 5 regular meeting, council members learned that the Miami Lakes Town Manager Selection Committee was proposing suggestions of their own for the approach lawmakers should take while choosing the right person for the job. But they echoed Town Attorney Raul Gastesi’s sentiments that the committee members’ job is to scrutinize re-

sumes and narrow the field of candidates to seven for council members to interview to determine the best person for the position. During its last meeting, the committee offered suggestions following the advice of two city managers as a guide for picking the town’s top administrator. But Gastesi said council members are in charge of setting the criteria of searching for the town manager. Gastesi’s advice didn’t sit well with committee members, including Maria Kramer who accused him of dampening their ideas. “The council is very open to the committee and our ideas,” she said. Gastesi said he’s merely following the rules in the town charter and the ordinance coun-

cil members approved to set the standards in the search for a town manger. “You may not like my legal opinion but it’s the best legal advice and I’m going to continue to do that,” he said. “By following the charter and ordinance, the town is keeping the committee on point.” Gastesi broached the issue at the Town Council meeting, where lawmakers were concerned over a possible delay for the interview portion of the job search, from October to December, mounting attorney fees and no town manager on board should Alex Rey accept a job offer before his resignation takes effect in March 2019. If so, Rey, who said he’ll start looking for another job in the fall, must give the town a 60-day notice, meaning he could leave before March. Rey, who has been the town manger for 13 years, is retiring from Miami Lakes to take advantage of the government’s DROP program. Council members did agree the new council members to be elected should pick Rey’s replacement since they will serve under the new town manager. With an election in November, the Town Council will see new faces, as Tim Daubert and

Ceasar Mestre are termed out, and Frank Mingo is vacating his seat to run for the Florida Senate. “The new council should pick the manger,” Mingo said. “I say we do it after the election.” The town may consider hiring a professional recruiter in the job search to save Miami Lakes from additional attorney fees. Gastesi said assisting the committee and the town’s Human Resources Department is time consuming and he has to
bill the town for more money. Rey suggested the recruitment idea in lieu of the town attorney. “The recruiter would guide the committee through the process,” Rey said. “The recruiter can look at the resumes and reduce it to 15 for the committee and they can reduce it to 7,” Gastesi said. With Rey’s own job search, time is of the essence for Miami Lakes to replace him since deputy town manager Andrea Agha accepted the town manager’s position at Key Biscayne.
Miami Lakes has partnered with the Florida Department of Emergency Management and Everbridge to launch its Emergency Management and mass notification system in the town. The system will enable the Town to reach its residents and visitors effectively in the case of an emergency. It will also help the Town to contact citizens, staff and emergency personnel with the right messages at the right time, integrating the communication flow during a crisis. The Town will be able to reach citizens who have opted in to use the service online via different channels they chose to be contacted like text messages, emails, app notifications, etc.
Miami Lakes will also start using the hashtag #Alert MiamiLakes to alert citizens on social media. • Create an Online Profile – Citizens can go online and create their profile and opt-in to receive alerts from the Town during emergencies like severe weather, crime, public works announcements, or other critical events at www.MiamiLakesfl.gov/AlertMiamiLakes with their preferred phone, mobile phone or email addresses. • Citizens can also download the Everbridge mobile application (optional, but recommended) on their mobile devices to start receiving geographically tagged emergency notifications in the Miami Lakes area.

Snelling The Miami Laker staff A foreclosed home in Miami Lakes operating as a drug treatment center has heightened the concerns of residents living in the same neighborhood as drug addicts. A group of residents turned to council members for help, as they fear for their lives while recovering substance abuse patients were allegedly prowling around on their properties and searching the cars for money and expensive merchandise. The neighbors also claimed alleged drug dealers often visit the somber home at 8821 N.W. 153 Terrace, and patients can be seen smoking marijuana right in front of the homes and their backyards. “They are lurking in our back-

yards, looking into our windows and checking our cars to see what they can grab,” Maria Beanies told council members at their June 5 regular meeting flanked by several of her neighbors. “This is not a safe community anymore.” Mayor Manny Cid said he has reached out to U.S. Senator Marco Rubio, who is sponsoring a bill to repeal a federal law which allows drug treatment centers in residential neighborhoods under the ADA and Substance Abuse and Mental Health Services Administration or SAMHSA. Drug addition is considered a disability, according to the U.S. Department of Health and Human Services, and drug treatment centers can be place anywhere under the Fair Housing Act.
“I spoke to Rubio on the phone in dealing with the issue because it’s terrible,” said Cid. “And he told me what we can do as a town to stop it. Somber homes are not the right place for our town.” Cid said Miami Lakes needs to strengthen the town’s code enforcement standards and the occupational licenses procedures as the first step to curtail the problem. “They are buying homes on one block for somber homes and we need to eliminate some clusters for occupational licenses use and use tougher code enforcement for those kind of issues,” he said. “It’s an issue that we have to take care of immediately.” Cid said town staff is currently studying an ordinance which Pompano Beach imposed in dealing with the same drug treatment centers in residential areas problem. Under the Fair Housing Act, drug treatment centers are allowed in residential areas but no provision exists to address the concerns Miami Lakes residents are facing with substance abuse patients wondering around the neighborhood. Cid said while Miami Lakes tackles the issue locally, he’s hoping Rubio can act fast before a terrible incident occurs
in the neighborhood. “We need legislation to stop it before it turns into an industry,” Cid said. According to Miami-Dade County records, the home belongs to Rody Blanco and Jenny Del Pino, who are renting the property to the drug treatment center. But the home has been in foreclosure for about a year. The 4,839 square foot home, with an estimated value at $832,354, has six bedrooms and four bathrooms. Miami Lakes Town Commander Major Javier Ruiz said the police were called to the drug treatment home to break up a fight among drug addicts in the neighborhood. “But there’s no spike in crime,” he said. Councilmember Ceasar Mestre, who sponsored an ordinance to prevent mill pills in Miami Lakes, said somber homes don’t belong in the town. “I would have a heart attack if they were on my block,” he said. In other Town Council news: • Lawmakers approved a resolution for the final plat for The Graham Companies on a 7.84 acre parcel zoned for special business district near Commerce Way and the intersection of N.W. 82 Avenue. Lawmakers also approved the
applicant’s site plan to allow a new four story mixed use development for 170 residential units and 17,063 square feet of commercial area at the intersection of Commerce Way and N.W. 80 Avenue. The Graham Companies made a commitment to mitigate any traffic concerns with the additional vehicles near the roads in the vicinity by funding roadway projects with the addition of paying the town’s mobility fee for new developments. The developer even delayed the project to come up with a series of options for traffic improvement projects. Cid was the only no vote on the development site plans. • Council members approved a resolution for the proposed 2018-2019 preliminary assessment rates for the four security guard and two lake maintenance special taxing districts, which will be mailed to residents as part of the TRIM notice. The final assessments will have to be approved by September 15, 2018 • Council members approved a request by the town’s Neighborhood Improvement Committee to replace 260 trees that were destroyed by Hurricane Irma. The town estimated the program would cost about $200,000.

Council recognizes community members Community class teachers honored during Town’s Annual Recital at Goleman
Mayor Manny Cid and councilmembers recognized several community members for their accomplishments and community support. Councilmember Tim Daubert, on behalf of the Council, recognized Purple Heart medal recipients in the Town which has been proclaimed one of three communities in Miami-
Dade County as a Purple Heart Community. (See photo above.) May 28 was proclaimed to be Purple Heart Day in the Town and Daubert announced there will be dedicated parking at all locations in the Town for Purple Heart recipients. Officer Rose Viera, who has been serving Miami Lakes since incorporation in 2000 as a mem-
ber of the Miami-Dade Police unit in Miami Lakes, was awarded a proclamation of her hard work and dedication to the community. (See photo below.) Viera will be retiring in July after 20 years of service. June 5 was proclaimed Rose Viera Day in the Town.
Miami Lakes held the 2018 Annual Community Recital on May 18 at Barbara Goleman Senior High School where over 200 residents of all ages showcased their talents learned over the last year in one of the Town’s programs. Featuring programs included Tai-Chi, line dancing, yoga, ballet, martial arts and jazz. At this year’s event, the Town recognized four deserving instructors for their 10 years of service including Anthony Lee (martial arts), Clary Garcia Ramos (yoga), Ileana Portier (Tai Chi and martial arts), and Melissa Zunigas (ballet and jazz).
The Town also recognized resident Michael J. Perez for becoming a black-belt through the martial arts program. “The community recital was an amazing event which showcased the best of our community,” said Councilmember Luis Collazo. “The event featured the hard work put forth by our teachers and students. I was particularly honored to recognize the four instructors for their 10 years of service.” Youth recreational programming will begin again in the fall. Registration for adult yoga, line dancing, Spanish and painting will open on August 13.

$40K TPO grant approved Council proclaims Law Day in May for Town’s Mobility Study In a move to improve the Town’s mobility and transportation infrastructure, and address the traffic congestion issues faced by residents and visitors, the Town submitted a proposal to the Miami-Dade Transportation Planning Organization (TPO) under the SMART Moves Grant Program to assist in funding the Miami Lakes Smart Mobility and Future Technology Transportation Study. In late April, the Town’s proposal was approved, and full funding was awarded in the amount of $40,000 to complete the Study. Purpose of the study is to assist the Town to identify, plan, and establish a future network of diverse transportation technologies to build an infrastructure that is capable of supporting the community’s needs, as well as, improving safety and mobility for all users. The study will evaluate both existing and future technologies to support connected and autonomous transportation, traffic control and management, adaptive signalization, traveler data, pedestrian and bicycle safety, smart parking, energy
efficient transportation technologies, and potential funding mechanisms to sustain a costeffective future transportation network Town-wide. Proposed benefits of the study include, but are not limited to the following: • Increased efficient use of the existing roadway network, reduced traffic congestion, decreased emissions, reduced number of stops along corridors, and increased traffic flow that connects the residential and commercial properties, government public services, parks, shops, restaurants, entertainment, and places of workshop Town-wide. • Improved mobility, transportation, safety, economic growth, and smart transit for the community. • Expanded reach in creating opportunities for an Internet of Things (IoT) Town-wide network which embraces the integration of future transportation, resulting in improved efficiency, accuracy, safety, and economic benefit. the Town of Miami Lakes. With current locations in Doral and Davie, Amaize continues to expand to Aventura and Sawgrass as well. A soft open-
ing will be held the week of June 11, but the restaurant’s grand opening will be held July 21 with free meals given to the first 400 visitors from 11 a.m.
until 4 p.m. at the new location, 6700 Main Street. “We think that Miami Lakes is a great community, and we want to be part of that community. It was the right area to choose to open our third restaurant,” said president and CEO of Amaize Rene Prats. In addition to arepas, Amaize has many other healthy alternatives to choose from. While waiting in line, customers can see options and pick and choose what items they want. ‘Amaizeeeng’ bowls are fully customizable to the client’s tastes, and customers can choose what they want to be mixed in. Additionally, cachapas will also make their debut on the menu as well. Similar to an American pancake, cachapas can be topped off with fresh cheese. Amaize also has break-
fast items on the menu which will be served all day long. “Customers can expect fresh food that is sourced locally. Everything we do is eco-friendly. They can expect a brand that’ll be involved in the community. We’re serving food with friendly people,” explained Prats. “Our arepas are gluten free. We do not fry anything. Everything is oven baked, and you will never see a fryer in our restaurants.” “We make great arepas and cachapas, but we’re more than that,” concluded Prats. Registation opens online for parents to sign up for Imagination Library books for their youngsters
Miami Lakes residents can now register for Dolly Parton’s Imagination Library online. The Imagination Library is a gifting program for children from birth to age five. Each month, the Library will mail free high-quality and ageappropriate books to the home. Every child will have books of their very own, at no cost to the parents or caregivers, thanks to the Miami Lakes Education Advisory Board and Dolly Parton. The key to proficiency in reading is to start early and begin reading to a child the day he/she is born, according to the program. The more words a child hears, the larger the child’s vocabulary and the more likely he or she will be a proficient reader. To participate, fill out and submit he registration form online at http://bit.ly/ ImagineLibrary. In about 8 to 10 weeks, after the registration form has been approved, a new, carefully selected book will be mailed each month in the child’s name.

The No. 10 seed Northwestern Ohio and the Bobcats’ elimination game was a wild affair which featured several lead changes as the two teams combined for 22 runs on 32 hits. Starting pitcher Chris Rodriguez pitched four innings, allowing five runs on nine hits while striking out four and walking none. Reliever Tyler Morales, a former American High standout, came in to start the fifth inning. Morales then pitched two scoreless innings with three strikeouts to hold the lead for STU. In the top of the seventh, the Racers were able to plate one run to cut the Bobcat lead to 86. In the top of the eighth, the Racers struck again scoring runs on an RBI-double and a wild pitch to tie the game 8-8. An error then brought the goahead run in for the Racers who took a 9-8 lead with one out. UNOH added three more runs in the inning for a seven-run frame to take a 13-8 lead. The Bobcats were able to score one run in the bottom of the ninth, before UNOH closed out the victory.
Pace baseball team wins 7th State Championship By Raquel Edmundson Special to the Miami Laker After an early season filled with skeptics who believed it would not be possible, Monsignor Edward Pace High School’s (Pace) varsity baseball team defied the odds to become the 2018 Florida High School Athletic Association (FHSAA) 5A State Champions. Last year, the team saw 14 of their seniors graduate and head off to college, while new transfers joined from various local schools. Building a good dynamic among the new team proved to be a difficult task as they faced six loses in their early season. After much hard work, team building and motivation by head coach Tom Duffin, the team began to unite both on and off the field. On April 10, the Spartans played and defeated La Salle High School, kicking off a 19 game winning streak against schools like Mater Lakes Academy, Cardinal Gibbons, Marjory Stoneman Douglas and Gulliver Prep. In the Regional finals, the Spartans faced and defeated North Broward Prep, a win that propelled them into the FHSAA’s Final Four in Fort Myers, where they first beat Avon Park High School (4-3), in a nail biting State Semifinal match. This led the Spartans to the final State Championship game on June 2 against baseball powerhouse, Bolles High School of
Jacksonville, Florida. Pace was seeking revenge for the state title game loss to Bolles in 2016. It was a slow start for the Spartans who were down 4-2 throughout the first five innings. In the sixth inning, the Spartans pulled together as they had many times throughout the regular season, and found their window of opportunity. Not only were they able to tie the game (4-4), but they continued the momentum bringing in a total of eight runs within the same inning, and bringing the final score to 10-4. The team’s last title was earned in 2006, and this is the Spartans seventh State Championship in the school’s history and Duffin’s second championship as head coach at Pace. The Spartans were loaded with a talented roster for the 2018 season. Senior pitcher Yordani Carmona was named Pitcher of the Year for Class 6A-2A and The Miami Herald All-Dade First Team. Pace junior infielder Luis Tuero, Robert Moya, senior outfielder Kenny Gonzalez, and senior outfielder Michael Montes also made the All-Dade teams. Among a crowd of fans, the Spartans rushed to the pitcher’s mound in celebration as they received their individual medals and the coveted State Championship trophy which will be displayed at the school.

It marks the eighth-straight semester in which FIU has posted a department GPA of 3.0-or-better. “We are very proud of our student-athletes, our coaches, and the student athlete academic support staff,” said executive director of Sports and Entertainment Peter Garcia. “Their hard work and commitment to academics continues to produce outstanding results.” Sixteen of the department's 18 teams, which is an increase from the 2016-17 academic year, reported a 3.0-or-higher. During the spring term, FIU had a total of 301 student-athletes earn a GPA of 3.0-or-better, while 103 were named to the Dean's List. There were 31 student-athletes who earned a 4.0 GPA, almost double the amount from 2016-17. FIU's women's tennis team (3.66) recorded the highest among the women's programs, while the men's cross country team (3.52) had the top men's grade-point average. “Congratulations to all of our FIU student-athletes on their continued success in the classroom,” said Wesley Maas, director of the Student-Athlete Academic Center (SAAC).

High School (Pace) welcomed back 54 years of Spartan alumni to their alma mater on
Saturday, June 2 for their firstannual Alumni Prom. A total of 200 attendees
arrived to a red carpet treatment for a Hollywood-themed evening in the school’s beautifully transformed Spartan Center. Among the glow of red and amber lights, guests were treated to a night of amazing food, cocktails and dancing. The purpose of the of the event was simple, to bring back a sense of alumni community dating back to the school’s first graduating class of 1964 through present day. Those in attendance enjoyed an evening of fun and nostalgia with their former classmates and teachers At the start of the evening, principal Ana Garcia took a few moments to welcome the crowd back to their beloved high school. Additionally, she announced that the evening also served as a celebration to the end of a fantastic day for Pace, since the school’s baseball team had been victorious in winning the State Championship only hours prior. Guests mingled and enjoyed delicious pastries courtesy of Vicky Bakery as well as Cuban
‘cafecitos’ made by Pace’s beloved Spanish teacher for over 20 years, Dr. Celita Cabrera. Festivities went into overdrive with the start of the “Hora Loca” celebration as party enthusiasts entered the space with feather headdresses and beautifully lit costumes while a bongo player filled the air with a lively rhythm, inviting the crowd on to the dance floor. As the night continued, giant LED robots holding CO2 fog machines arrived while guests posed for photographs. Herff Jones Miami sponsored a fun photo booth with props allowing guests to take home a fun photo memento of their evening back at Pace. The school hopes to establish this as an annual tradition for many years to come in an effort to unite Spartan alumni from across all of the decades. MLK-8 Center’s Chess Club enjoys successful year The Miami Lakes K-8 Center Chess Club completed the last tournament of the school year in May after a successful season. The tournament, sponsored by the 64 Squares Foundation, had students competing from dozens of schools over six hours. All of the MLK-8 students fared well, especially Michael Montoya who won the 3rd place overall for his division. The Chess Club, consisting
of 22 students, plays after school three times a week. The Club’s sponsor, science teacher Oscar Badillo, is attempting to make chess an elective. “We do well against all schools even though, especially at the middle school division, other schools’ chess teams learn the game as a class, not a past time. I am so very proud of our students and their commitment to the mind expanding world of Chess,” Badillo said.
BGEC’s Civic students’ Lead2Feed project Sunnyside Up is a winner THE MIAMI LAKER
The Lead2Feed program is a leadership program that nurtures a new generation of leaders working to meet a need through project management, decisionmaking and teamwork to alleviate hunger needs within the community. This year, the sixth grade Civic Engagement Academy (CEA) students at Bob Graham Education Center (BGEC) participated in the Lead2Feed program. These students started Project Sunnyside Up. For this project, they organized and conducted a collection of certain items to include in a re-usable bag. Each bag included water, toothbrushes, toothpaste, wipes, new socks, a fresh shirt, breakfast bars, cereal bars and snacks. The bags were sent to Camillus House to be used in the day program. Students also included positive handwritten messages in each bag to provide words of encouragement. From thousands of studentled projects submitted for the Lead2Feed Challenge, 50 teams were selected based on the leadership, innovation and impact students demonstrated. Project Sunnyside Up was one of those winners. Pace High School hosts annual Art Gallery Night By Raquel Edmundson Special to the Miami Laker Alumni, faculty, staff and students recently gathered at Monsignor Edward Pace High School (Pace) for the 2018 Annual Pace Gallery Art Show. Marcel Navarro, lead instructor for Pace’s Academy for Visual and Performing Arts, organized the show which featured art pieces from current Pace students as well as alumni. This year’s show introduced an additional element as Pace invited all local Catholic middle schools to participate in a competition portion of the event. Entries were accepted by sixth and seventh graders, and were delivered to Pace by a set deadline. Pace faculty, staff and alumni served as judges for the competition, and a silver as well as a
gold medal award were given to two students in each of the grades. Silver medal winners each received $250 to be applied toward a future Pace tuition. Gold medal winners received $500 prizes for future Pace tuition. Among the sixth grade entries, Alexandra Creed of Saint Bartholomew Catholic School received the silver medal award, while Adriana Argote of Mother of Our Redeemer received the gold medal. For seventh grade entries, Kiersten Michael of Saint Rose of Lima received the silver medal and Sarah Khoury from Saint John the Apostle won the gold medal award. It was a cheerful event where proud parents, friends and teachers shared in the talent of past, present and future Spartans.

St. Thomas University names David Armstrong as new president

Christ the Saviour Orthodox Cathedral consecrated in M. Lakes On Sunday, May 27, Christ the Saviour Orthodox Cathedral, located on N.W. 77 Court in Miami Lakes, was formally consecrated by His Eminence, Archbishop Alexander. This marks the completion of a building project that began in the late 1980's when the parish moved to Miami Lakes from N.W. 99 Street. The consecration service included prayers by the Archbishop and visiting clergy, followed by the blessing and anointing of the temple walls. After the Divine Liturgy, a banquet was held next door in the Stoyka Hall. Parishioners and supporters from Florida, Georgia, Alabama, South Carolina and Texas joined the celebration. Dignitaries were also in attendance, including Administrator of the Diocese of the South, Father Gerasim Eliel, Chancellor of the Diocese of the South Father Marcus Burch, mayor of Miami Lakes Manny
Cid and Marta Diaz, from the Miami Lakes Chamber of Commerce. The cathedral is unique in South Florida. Hand-painted frescoes (icons) adorn the interior walls, covering the ceiling and walls entirely. The team of icon painters who completed the work was lead by Dimitri
Shkolnik. The art took 10 years to complete. The elaborate woodwork inside the temple was hand-carved, and along with the chandelier, was imported from Greece. “This place is a hidden gem, right in the middle of Miami Lakes,” said an admirer at the consecration. Founded in 1962 by the late Father George Gladky, the cathedral has continued to grow, providing a home to Orthodox Christians from Russia, Ukraine, Romania, Serbia, Bulgaria, Greece and other nations. The cathedral has also played a role in reaching out to others interested in the teachings and religious traditions of Orthodoxy. Former rector of the cathedral, Father Philip Reese, oversaw the building project that has now reached completion. Father Joseph Lucas, who has been serving as associate priest at the cathedral since 2011, has been appointed the new rector of the cathedral.
Miami Lakes Neighborhood Improvement Committee (NIC) is inviting residents to participate in the 2018 Home Beatification Contest. The contest will recognize residents who take special pride
in improving their homes and landscaping. The winner will be awarded with a $1,000 Home Depot gift card and a commemorative lawn sign to be placed on their front yard. The winner will be announced at the July 25
