Council lowers mileage rate for 2018-19 property taxes By David L. Snelling The Miami Laker staff To give residents a tax break since property values have been increasing for several years, the Miami Lakes Town Council adopted a new rate of 2.3217 mills and an estimated $50 million budget for the 2018-2019 fiscal year. The town initially kept the same rate for property taxes at 2.3353 mills during a budget workshop last month, however, Vice Mayor Frank Mingo proposed the lower rate at the first budget hearing. Council members were expected to stick with it or reduce it further to 2.2906 mills, or the roll back rate of 2.2190 at the second budget hearing on September 18. The roll back rate represents $286,183 less in property tax

revenues and the 2.2906 rate is expected to generate $7 million in ad valorem revenues, and with additional revenues, Miami Lakes’ general fund operating expenses are estimated at $17.7 million. Council members instructed Town Manager Alex Rey to make several changes at the first budget hearing in addition to lowering the property rate for taxes. Rey and his staff restored $59,824 taken from $130,000 for enhanced police presence at Bob Graham Education Center and Miami Lakes K-8 Center. The program was initially funded by Miami-Dade County Public Schools ($70,176) and a transfer from Dunnwoody developer’s contribution for education purposes to supple(Please see Page 2)

The Miami Lakes United Methodist Church (MLUMC) located at 14800 Ludlam Road, has extended its pumpkin patch grand opening this year by a whole week. The Patch will open Saturday, September 29 and run all the way to Halloween on Wednesday, October 31. Pumpkins will be arriving around 4 p.m. on Friday, September 28, Wednesday, October 10 and Wednesday, October 24. Students in need of volunteer hours can help unload. However, at the first budget hearing, town staff was directed to reverse the $59,824 and restore the developer’s contribution to the full funding of $300,000, which is earmarked for educational purposes, improvements to impacted schools in the town and youth education programs. Another change made from the first budget hearing was finding money in the budget to give town staff a 2.3 percent pay hike also known as a Cost of Living Adjustment (COLA). That equates to $62,067 for the general fund, $2,094 for transit and transportation,

$32,037 for building department employees, $4,376 for stormwater and $1,577 for the facilities maintenance fund. The budget also includes a projection of revenues estimated at $4.8 million from building permits for the new Senior Village and Assisting Living Facility; Lennar townhouses; Bob Graham/Elevate/Crescent; and N.W. 57-59 avenues development and $2.5 million in carryover funds from 2017-2018. The police budget increased five percent, as the town budgeted $8.7 million for public safety services, which is 49 percent of the spending plan for next year. projected to spend $3.8 million for stormwater drainage improvements including $1.9 million for the third part of roads in West Lake (N.W. 148 Terrace/N.W. 148 Street/NW 149 Terrace; $1 million for phase one of the Royal Oaks roadway and drainage project; and $837,000 for the second portion of the town’s canal bank stabilization. For transportation capital improvements, the town allocated $5 million for projects that include $2.3 million for N.W. 59th Avenue extension and boat storage yard; $1.1 million for Miami Lakes Business Park East (N.W. 60th Avenue); $685,000 for a safe routes to school project; and $441,747 for a project to widen the Palmetto Expressway and Ludlam Road. For public safety impact fees, Miami Lakes budgeted $430,597 for the town’s license plate recognition software, and a mobile speed radar. Miami Lakes may schedule a mail-in ballot election to ask residents to approve borrowing money to complete the master plan for Miami Lakes Optimist Park, which has been delayed for 15 years, as the town’s payas-you-go plan is not working. The town earmarked $2 million for the park, leaving the town $2.5 million short to finish the much-needed improvements. In addition to approving the rate for property taxes, Council members gave their final approval for an ordinance which establishes non-advolarem assessment rates for special taxing districts for security guard gate and lake maintenance which tThe town will take over on October 1.
Superior Donuts opens at Main Street Playhouse on Friday, September 28
Main Street Players, located at 6766 Main Street, presents Superior Donuts by Tony Award and Pulitzer Prize-winning author Tracy Letts at the Main Street Playhouse. Arthur Przybyszewski owns a decrepit donut shop in the uptown neighborhood of Chicago. Franco Wicks, a teenager who is his only employee, wants to change the shop for the better. This comedy-drama explores the challenges of embracing the past, and the redemptive power of friendship. The show is directed by Danny Nieves, and the production manager is Dennis Lyzniak. outstanding service behind-thescenes of the South Florida Theatre League community. For over 21 years, Lyzniak has been involved with the 44year-old Main Street Players (MSP) Theatre, and has acted as president and executive director for the past 12 years. Over the course of her term as executive director, Lyzniak was responsible for establishing a permanent venue for MSP. Twice during her term, she rescued the theatre from bankruptcy, and established MSP as a viable and fiscally sound theatre company. In 2017, after 42 years as a community theatre, she helped make MSP a professional theatre company. She recently stepped down from the board of directors to focus more on acting and directing. She also has two upcoming projects in Spanish at MSP in both capacities. During the day, she works as a translator and proofreader in advertising. Lyzniak is the recipient of multiple awards from the Town of Miami Lakes for her contributions to the community through the arts, and was named Best Supporting Actress in Miami New Times’ Best of 2012. Through her dedication and leadership, Lyzniak has set a path of success for MSP for many years to come.
Main Street Theatre Players group mourns the loss of member, actor John Olivera A celebration of life was held at the Main Street Playhouse (MSP) on August 22 in honor of John Olivera, a long-time member, who passed away suddenly on August 2. Past and present members of MSP gathered together, along with Olivera’s brother Alex, to laugh, cry and share wonderful memories. Olivera was a member of the Main Street Players for many years, dating back to the mid 1990’s when it was still the Community Theatre of HialeahMiami Lakes, and shows were performed at the Goodlet Theater. He played leads in nonmusicals such as A Miracle on 34 Street and Come Blow Your Horn. Although he didn’t consider himself a “musical guy,” he appeared in The Music Man, Oliver and Annie. Olivera was also an active board member, holding the positions of box office manager, publicist and assistant set builder.

He was always ready to lend a helping hand when called upon, with good humor and a smile. Those who were lucky enough to know and work with Olivera will miss his sense of humor and warm heart. He was like family to many, may he rest in peace.

The Miami Lakes Town Foundation has called for proposals for its Mini-Grant program. The Foundation was created to encourage, foster and conduct programs for the continuing education and literacy education of members of the community as well as to conduct and develop other programs within the community related to youth projects, beautification projects, and other cultural events for the benefit of the community and its citizens.
Approximately 10 grants of up to $1,000 each will be awarded to community groups, school clubs, or teams in Miami Lakes. allegedly causing damages to homes, Miami Lakes has created a committee to push for changes. Though the state’s Fire Marshall Office regulates blast-
ing, the committee would work with the Miramar Blasting Advisory Committee and other anti-blasting groups to monitor the explosions and residents’ complaints and subsequently recommend changes to state lawmakers in hopes of preventing further damages to residents’ homes, driveways and swimming pools. Residents in Northwest Miami-Dade said they spent thousands of dollars to repair their homes only for the blasting to cause more problems. At the September 4 Town Council meeting, Councilmember Marilyn Ruano proposed the committee to get local residents active and recommend solutions since they disagreed with the blasting study. “The committee allows the opportunity for residents to be active participants in the solutions,� she said. “We have seen a lot of complaints over the blasting by the rock miners through town hall meetings.� The blasting has been an uphill battle for residents in Miami Lakes, Palm Springs North and Miramar for years since the explosions make materials to build roads and buildings for federal, state and local governments. Reportedly, White Rock Quarries has donated a lot of money to state and local lawmakers’ campaigns. But the new committee, a legislative blasting task force and a recent case that the rock miners surprisingly lost, may give Miami Lakes and the surrounding areas their best shot at convincing state lawmakers and the Fire Marshall Office to lower the frequency or impact of the blasting. Alex Casas, chairman of the
Miramar Blasting Advisory Committee, said his group, which was created last year, would work with the Miami Lakes committee. “A lot of experience and steps as we try to get somewhere with some solutions,� he said. “With your committee, the more people involved the better.� Casas said residents who are impacted by the blasting would be informed of all recommendations and actions taken by both committees. Blasting claims can be heard by the Division of Administrative Hearing (DOAH), where the rock miners lost a case. According to Casas, White Rock Quarries had defended their blasting against a group of homeowners’ claims that’s similar to a class action lawsuit. The offices for DOAH ruled that though the blasting may not cause 100 percent of the damages, the explosions cause homes to age rapidly. “You can sue the rock miners,� Casas said. Vice Mayor Frank Mingo, who’s running for the state representative, said if elected, blasting is the first issue he wants to tackle. Mingo said he already has the support of incoming House Speaker Jose Olivia R-Miami Lakes. “And that’s huge,� he said. “We’ve got to convince the whole state and we need people to drive up to Tallahassee. That would be huge in passing the item.� A legislative blasting task force created by state Representative Manny Diaz Jr., has recommended several solutions to the blasting problem. Residents said the plan that would cost $50,000 per home was too high and asked council members to drop the idea. • Council members approved a resolution to tap artist Rafael Consuegra to create a mural for the Miami Lakes Optimist Park clubhouse in an amount not to exceed $21,000. • Council members approved a resolution which authorizes the town manager to piggyback US Communities’ contract with Unicom Government Incorporation to purchase license plate recognition cameras in an amount not to exceed $675,000. • Council members approved a resolution which authorizes the town manager to execute two funding agreements with The Graham Companies to fund the N.W. 67 Avenue widening and Miami Lakes Drive adaptive signalization projects in the amounts of $489,933 and $173,239, respectively.

Medina’s wife was raised in the town, where her family ran their construction business, Beacon Constructors. Nearby in Hialeah, Medina’s parents, now Miami Lakes residents, own and operated their own business Miami JM Corporation, located near the Miami International Airport. Inspired by his parents, Medina followed their entrepreneurial footsteps and is now responsible for leading Apollo Bank’s Brickell headquarters. He currently oversees over 4,000 relationships and nearly $400 million of the bank’s deposit portfolio. “My entrepreneurial family is why I gravitated towards community banking in the first place. I can see the direct impact that my work has on small business owners like my father,” explained Medina. “It is also why I am such a strong believer in our CEO Eddy Arriola’s vision for a community bank that is owned and operated by a group of local entrepreneurs.” In addition to his responsibil-

Although his career and community are important to him, the number one priority has always been family. On weekends, Medina takes the time to coach his son’s little league team at Optimist Park. Since his son began baseball at 4-years-old, Medina has been leading his son’s team, Miami Lakes 8U Angels, for three years. “My children will not be kids forever, and I know that this time with them is precious,” said Medina. “Coaching little league is just one of the ways that I build special memories with my family that they will be able to carry with them for the rest of their lives.” Medina was also named a
2018 40-under-40 honoree by The South Florida Business Journal, a privilege given to business executives for their innovation, leadership and contributions to their community. “Since I first started my career, I have been hungry to grow, and was regularly the youngest person at industry events and management meetings. Three local high school football teams lost for the first time this season, one team’s loss placed them in second place in its district and one team can’t stop its opponents from running up the score. Goleman missed an extra point in the fourth quarter, which would’ve tied the game, as Ronald Reagan edged the Gators, 21-20, giving the Bisons their first win of the regular season and dropping the Gators from the ranks of the undefeated. The Gators (2-1) face South Miami (2-2) on Friday. Monsignor Edward Pace also lost its first game of the season, as American Heritage (3-0) crushed the Spartans, 42-7. The Spartans (3-1) face University (4-0) on Friday, September 21.
Hialeah Gardens is also in action this week when its faces Braddock (0-3) on Saturday, September 22. Like Pace and Goleman, the Gladiators (3-1) lost its first game of the season when Dr. Krop (1-3) escaped with a 14-8 victory, giving the Lighting its first victory. Miami Springs (3-1) defeated Mater Academy, 9-0 in a key district game. American (1-2) will face Norland (0-3) on the road on Friday. Hialeah clobbered the Patriots, 28-0, on September 13, as the Thoroughbreds improved to 3-1. Hialeah Miami Lakes fell to 0-4, as defending state champion Northwestern defeated the Trojans 48-0. HML plays American on October 4.

Optimist Club wraps up 40th summer basketball league season

The Miami Lakes Optimist Club’s basketball program completed its 40th season this summer with 22 teams and 200 players. The Club used the gym’s of two local high schools, Barbara Goleman and Hialeah Gardens High schools, during the summer months of June and July and have thanked the principals of both schools for their continued support. At Barbara Goleman, principal Joaquin Hernandez who has been highly supportive of the Optimist sports activities, retired in July after dedicating his educational career to improving the students in Miami Dade county. The coaches who volunteer their time and completed the coaches training and certification were awarded team picture plaques as a thank you for their time spent teaching the basketball skills necessary to compete in this summer league. They are in the 8U division, coaches Emily Acosta, Van Waiters, Junior Garcia, and Lisha Hinson. In the 10U division, coaches Jzweel Gutierrez and Christian Hernandez whose team the Warriors won this division, and Justin Montenegro, and Michael
Parra. In the 12U division, coaches Emily Acosta, a scholarship women’s basketball player at Ava Maria College coached two teams as a summer volunteer, Joel Acosta, William Garcia and George Lazo, and the winning coaching combo of Anthony and Stephanne. Rugama. In the 14U division, Robert Cedeno was the winning coach for the Celtics, coaches Erik Munoz, Fredy Lopez, Brian and Jorge Vivo. In the 18U and most competitive division, coaches Javier Serrano, Dave Gomont, Stuart Bodin, Oscar Ferreira the win-
ning coach of the Cav’s, Manuel Perez and Walter Dubon, and Chris Zapata. A special thank you was extended to the club’s sponsors who without their financial support this basketball program for the youth of the community would not be possible. HML tops Goleman during preseason Mayor’s Cup
FOR THE FIRST TIME in nearly two decades, the old rivalry between the Hialeah Miami Lakes (HML) and Barbara Goleman Senior High (BGSHS) football teams appeared as their football teams played for the Mayorʼs Cup in a preseason game. The two teams had not played each other in several years, as they are in different athletic districts. The competition was fierce throughout the night, but in the end, the HML Trojans defeated the Goleman Gators at the Ted Hendricks Stadium in front of a crowd of about 500 attendees. The trophy was presented to HML head football coach Tyronn Johnson by Miami Lakes Mayor Manny Cid alongside Miami Lakes councilman Luis Collazo.

Lakes resident Art Cabrera wins in Atlanta Open Masters boxing
Art Cabrera is living proof that you’re never too old to achieve your goal. The 56-year-old Miami Lakes resident, and a teacher at Barbara Coleman High School, recently won the Atlanta Open Masters Division Tournament in conjunction with Sweet Science Fitness Boxing Club in Georgia. He defeated NBC 6 news anchor and U.S. Air Force Gulf War fighter pilot Willard Shepard in the finals to win the championship. Shepard, a member of the Florida Bar and a five-time Emmy award-winning journalist, is 60 years old. The Atlanta Open allows people between the ages of 46 and 62 to fight in the tournament after they have taken an intensive physical examination including a series of EKG’s. Cabrera and Sheppard fought in three rounds in the finals of the tournament and a panel of three judges declared Cabrera the winner by a split decision. The two fighters from Miami embraced and congratulated each other following their bout, which was witnessed by former three-time World Boxing Champion Evander Holyfield. Cabrera, who was given the moniker the Punching Professor by spectators, said he was overwhelmed competing in the tournament and was emotional when he was announced the winner. He last boxed in 1992 during the Golden Gloves Tournament. “I felt I reached my goal,” he told The Miami Laker. “It was a tough fight and Willard is a tough fighter. We became friends after the tournament.” Cabrera said he wanted to fight in the tournament two years ago but had to get approval from an athletic commission in Atlanta. Once he got the green light, he trained hard, running about 2 miles a day at Tropical Park and sparring with local pro boxer Javier Hernandez for two and half months. “Javier really worked with me to get me in shape for the tournament,” Cabrera said. “Without him, I wouldn’t have made it.” When he traveled to Atlanta for the tournament, he was surprised to see some of his old friends from his native Chicago, family members from Atlanta and former students to cheer him on. “I was surprised to see my friends and former students there.” Cabrera said his wife, Rebecca, also played a significant role in his training for the event. “She really motivated me.” Cabrera said he was invited to compete next year to defend his crown. “I’m thinking about it,” he said.

American’s softball star Viviana Reyes draws interest from local schools American High student-athlete Viviana Reyes has recently generated the interest of Barry University and ASA College among other local colleges, as the softball star has put up impressive numbers in her three seasons in high school. HML alumni joins Alabama A&M baseball coaching staff
Manny Lora first joined the Alabama A&M University (Alabama Agricultural and Mechanical University) baseball staff in 2016 as the pitching coach and recruiting coordinator. On top of managing the development of the team’s pitchers, he also handled the budget for the whole team. Before joining the staff, Lora was a relief pitcher from 2009 until 2014, where he earned 11 wins and 131 strikeouts. Before graduating from Alabama A&M University with a degree in sports management, Lora was a Hialeah Miami Lakes Senior High School (HML) alumnus. During his time at HML, Lora was part of the First Team AllFlorida of HML under coaches Robert Mayrovitz and Mario Morphy. He currently holds the position of assistant baseball coach and recruiting coordinator for the team.
Renovated M-DCPS local schools welcome students This year, $147 million has been allocated to improve buildings across Miami-Dade County Public Schools (M-DCPS). More than 60 schools have unveiled their newest additions, and among them are some local schools. For Palm Springs North Elementary School, a total of $3.7 million was used to build a one-story building addition that will hold 10 classrooms and 180 new student stations. A Physical Education shelter was added, as well as new basketball courts and internal restrooms. Hialeah Miami Lakes Senior High School invested $6.7 million in demolishing portables as well as a bus drop-off addition,
reparation of sidewalks and selective replacement of doors, ceilings and electric panels. Exterior painting was also part of the renovations. An investment of $7 million was given to American Senior High School for a variety of renovations that included new classroom technology, additional exterior lighting and new plumbing fixtures. These renovations wouldn’t have been possible without the General Obligation Bonds, MDCPS and their partnership with local businesses. HML offers ‘Life’ learning program for ESOL students
ESOL (English for Speakers of Other Languages) students from Hialeah Miami Lakes Senior High School (HML) are using a new collection for learning called "Life.” The new initiative provides real content and culture, and how they are integrated when connecting global themes with

On October 25, Hialeah Gardens Middle School (HGM) is hosting its first annual Interactive S.T.E.A.M. (Science, Technology, Engineering, Arts and Math) night for the community of Miami Lakes as well as students and parents. The event will take place at 6 p.m. in the school’s cafeteria. Participants will be able to visit a variety of classrooms and participate in various hands-on S.T.E.A.M. related activities. This year, HGM became the only Miami-Dade County public middle school to gain a gold S.T.E.A.M school designation for three years in a row. Students gain hands-on experience through elective courses like the agriscience program, which features over 30 animals including a zebu cow and an aquaponics tank. Other classroom programs include sailing and nautical classes with CPR certification. HGM encourages the community to attend the iS.T.E.A.M. Monsignor Edward Pace sophomore student Jaylin Simpson was among the winners of the Miami-Dade Mayor’s Shining Scholars for the 2018-2019 school year. Simpson was awarded the Unstoppable Scholar Award for his work in the classroom and his community. Along with having the discipline to attain a 4.1 grade point average at Pace, Simpson is an active change agent in his school and community. He is a leader to his peers and has inspired his family as a scholar, stellar athlete, and emerging activist. Analyzing the issues and problems affecting young people throughout South Florida, Simpson organized a retreat and rally to end gun violence in Miami Gardens. He gained the support of his fellow students and team mates on the school’s basketball squad in order to have successful event. Despite not having a male role model at home, Simpson stands in the gap in his community for dozens of elementary age youth. Throughout his

SAN FRANCISCO GIANTS rookie Aramis Garcia homered in his first Major League Baseball hit in his debut against the New York Mets on August 31. The former Florida International University catcher hit a solo home run off Mets reliever Robert Gsellman in the bottom of the eighth inning of the Giants' 7-0 win. Later in the six-run eighth inning for the Giants, Garcia had an RBI single. He was 2 for 4 with two RBI. Garcia played at FIU from 2012-14. He was the 2014 Conference USA Player of the Year for the Panthers when he hit .368 with eight home runs and 37 RBI.
By Raquel Edmundson Special to The Miami Laker Freshmen and seniors from Monsignor Edward Pace High School (Pace) participated in the school’s annual Freshmen Welcome Week. The tradition dates back to 1964, and the main focus is to help the new Spartans adjust to Pace, their home away from home for the next four years. Festivities opened on September 4 with a meet-andgreet between seniors and freshmen. Both classes received “Incredibles 2” themed t-shirts to be worn throughout the week. The senior shirts read “We are incredible" while the freshmen shirts read “Training to be incredible.” The entire school then celebrated the annual Salt and Light Mass, where students prayed together for the new school year. The following day, freshmen and seniors competed in the lunch time games, and freshmen
had the opportunity to participate in a Club Fair where they received information on Pace’s numerous clubs and organizations. Thursday was devoted to a lively and colorful dress-up day. On this day, the seniors and freshmen displayed their creations before a panel of judges, and a group dressed as the cast of the TV show, Jersey shore, took the prize for the most creative costumes. The week ended with the senior and freshmen olympics. Here, representatives from both
levels competed in various games and an entertaining dance-off challenge. Although the class of 2022 proved to be strong competitors, the seniors celebrated their victory over the freshmen class. Traditions like Freshmen Welcome Week are just one of the many activities that Pace will always carry on and cherish. It allows new students to begin their high school years in a warm and inviting environment, while creating lifelong memories.

Pace High School students celebrate Grandparent’s Day By Raquel Edmundson Special to The Miami Laker On September 13, Monsignor Edward Pace High School (Pace) students had the opportunity to show their love and appreciation for their grandparents by inviting them to a special celebration in their honor. Students attended a morning mass celebrated by Father Elvis A. Gonzalez, and the chapel was filled with the beautiful voices of the Pace choir. With the light of the rising sun streaming into the chapel windows, students stood alongside their supporting grandparents in song and prayer. The mass was given in Spanish as well as in English,
making all grandparents feel welcome to the place where their grandchildren come each day to learn and grow as young adults. At the end of the mass, special prayer cards were blessed and given to every grandparent in attendance as a reminder that they are an invaluable treasure in the lives of their families. Everyone took a moment to pose for a group photo before heading to a breakfast reception in Pace’s administration building. It was a special morning for students and grandparents alike, as they were able to take a few moments to relax, enjoy breakfast and spend quality time with their loved ones.

As Spanish Lakes Elementary (SLE) provides a learning culture to prepare students for the future, they have joined the S.T.E.A.M. (Science, Technology, Engineering, Arts and Mathematics) designation program created by Miami-Dade County Public Schools. The S.T.E.A.M. program incorporates an engaging, well-rounded, integrated curriculum for a quality education. Within the program, schools strive to accumulate points for a bronze, silver or gold designation. The points are accumulated through a total school-wide commitment, with teachers integrating S.T.E.A.M. lessons through classroom visitations. THE MIAMI LAKER
Miami Lakes K-8 Center (MLK8) students and parents joined Feeding South Florida's 24-hour Sort-A-Thon on September 8. Over 26,000 pounds of food was sorted in a three hour shift for individuals and families affected by food insecurity. Feeding South Florida is the sole Feeding America food bank that serves counties like Palm Beach, Broward, Miami-Dade, and Monroe. More than 98 percent of all donations are put back into the community. The staff and students of MLK8 are proud to partner with Feeding South Florida.
