Miami Lakes seeks State Funding of $3.75 million for four major Capital Improvement Projects Once again, State Senator Rene Garcia, and State Representatives Jose Oliva and Manny Diaz Jr., are teaming up during the 2015 Florida Legislative Session in Tallahassee to help Miami Lakes secure state funding for several capital improvement projects. This year, the town is requesting $3.75 million for four different projects: The West Lakes drainage improvement project, the Lake Sarah, Adele, Hilda, Mary and Suzie drainage improvement project and the Greenways and Trails Master Plan. According to the town’s Storm Water Improvement Master Plan, the West Lakes project will reduce flooding for over 2,722 Miami Lakes residents living in the area. All localized flooding will be virtually eliminated once the project is complete.
The proposed system has the potential to prevent an estimated $36 million in private property structural and content damages by increasing storm water management capacity. Thanks to the State Legislature, the town received $300,000 for Phase I, which was completed last year, and $300,000 for the second phase. The town is requesting an additional $300,000 to complete what it is calling a “critical infrastructure project.” Many of the drainage canals throughout Miami Lakes were built forty years ago and experienced significant bank erosion over four decades. Erosion is widespread, occurring near private properties, town land and roadways, compromising the structural integrity. Through the 2013-2014 legislative appropriations process, the
town received $1 million in grant funds for the first phase of the Canal Bank Stabilization Program. The Town is requesting an additional $1 million to complete the project. The Lake Sarah, Adele, Hilda, Mary and Suzie drainage improvement project will reduce flooding for 622 homes. The town is requesting $1.8 million to complete the project. Miami Lakes was recently awarded FDOT grant funds to partially fund a third phase of the Greenways and Trails Master Plan. The town is requesting $400,000 to complete the next phase, near N.W. 77 Court, which unites both sides of the Town, which may be requested through FDOT, to deliver miles of connected greenways within the Town.

By Ruth Reyes Special to The Miami Laker It was the day after Christmas, and the weather was dreadful, but the grey skies, rain and humidity could not keep Miami Lakes Educational Center (MLEC) students and alumni away. They challenged the common assumption that “once graduation comes along, high school students never look back.” On December 26 Cambridge students and alumni gathered together for a potluck lunch at Miami Lakes Picnic Park West. The reunion, hosted by journalism teacher, Neyda Borges, and academy leader, Erica Evans, grouped alumni from the very first 2009 graduating Cambridge class, to current high school students. “We want you to know how very proud we are. You continue to work hard and accomplish great things,” Borges told the alumni at the picnic. “You’re working in various fields across the country and the world. We want to help you stay in touch and help you help each other.”

Many of the alumni in attendance have already finished their university studies and are employed as professionals, while others are currently attending university both at the graduate and undergraduate level. “I came because I’m indebted to the staff of the Cambridge program and grateful for the faculty’s impact on my life,” said Jimmy Hernandez, a 2009 alumni who graduated from MIT, when asked why he had attended the gathering. As they smiled and hugged, chatted and posed for photos and selfies, the alumni reunited and shared their stories. They talked about their university classes, shared tips on getting a job, and discussed the conflicts of coming back to their families for the holidays. “My mom has already sent me three messages today asking me ‘how are you?’,” said Lauren Franquiz, 2011 alumni, in mock
horror. The others agreed and commiserated. “I’ve come home but my freedom has decreased from 100 percent to 75 percent,” said Luis Alvarado, a 2012 graduate currently studying biomedical engineering at University of Central Florida. “That’s lucky,” said Laura Montoya, an alumni from the same class currently studying at Cornell University. “I went down to 20 percent.” Everyone bonded over lunch, board games, soccer, Frisbee and playground games. Eventually, as they reconnected, older students gave advice and tips to their younger friends. “This reunion was a great idea because you realize that there so many ex-students that you can call on in the future,” said Alyssa Indart, a 2010 alumni and a recent graduate of Columbia Univer-
sity. ”I can give the little ones advice. Tell them that they can major in whatever they want, and pursue something completely unrelated – I majored in Latin American Studies, but focused on health sciences. Now I’m heading a lab at Columbia’s Medical School, researching cerebral palsy and applying to medical school.” After hours of reuniting, the students gathered for a group picture and the hosts thanked everyone for coming, and re-establishing their connections. “The teachers really pushed me to do things that I didn’t think I’d do, and they let me know about opportunities that I didn’t know existed,” said Cosette Perez, alumni class of 2012 and student at Boston University. “Cambridge was what made us realize that we go beyond anything we ever thought we could.”

Rep. Gwen Graham celebrates first day in Congress Excerpts from an article by Kyle Trygstad Special to The Miami Laker As former Florida Senator Bob Graham watched his daughter, an incoming House Democrat, shake hands with an endless line of visitors, he peeked out of her corner office window at the briskly falling snow and marveled at the symmetry to his own political career. Thirty-six years earlier, a 15year-old Gwen Graham stood with her father on a frigid outdoor stage in Tallahassee at his first inauguration as Governor. It snowed that day as well. Gwen Graham, born in Miami, has spent most of her life as a resident of North Florida and won her first bid for public office last year
in a GOP-leaning district – one of just two Democrats to defeat a Republican incumbent. With a bubbly personality – she used the words “positive” and “excited” multiple times to describe her experiences in politics so far – Graham confirmed just a few hours into her first day in office that she would be a standout in the freshman class. Already mentioned as a potential statewide candidate in the near future, she was one of four Democrats to vote for someone other than Nancy Peolsi for Speaker of the House. “It’s certainly not personal,” she told CQ Roll Call. “It was a decision I reached during the campaign that both parties need new leadership.” Before making her way to the
Town Council votes to defend former mayor Pizzi’s lawsuit By David L. Snelling The Miami Laker staff Transfixed by a legal showdown to determine who should be the town’s rightful mayor, Miami Lakes residents appeared to be divided over their support for Mayor Wayne Slaton and former mayor Michael Pizzi, who filed a lawsuit in Miami-Dade Circuit Court to get his old job back. But the schism also suggested the town shouldn’t spend taxpayer’s money for legal expenses and explore other ways to settle the mayoral quandary. During a special meeting last week at Miami Lakes Town Hall, councilmembers unanimously voted to hire two law firms to represent Slaton and Town Clerk Marjorie Tejeda-Castillo, who were sued by Pizzi and former Councilmember Mary Collins. The Akerman law firm and the law firm of Gelber Schachter and Greenberg were tapped to defend

Slaton and Tejeda-Castillo, and the town’s charter, which councilmembers and some residents declared Slaton as the mayor. Each law firm will charge about $375 an hour for the work. According to the lawsuit, Collins, a founding councilmember, who supported and voted for Pizzi in his 2012 reelection bid, is entitled to see Pizzi restored to the office of mayor to which he was lawfully elected to serve his fouryear term expiring in November 2016. The legal showdown has been brewing since Pizzi was acquitted of all seven counts of public corruption charges in August but Governor Rick Scott refused to reinstate him to political office. According to Florida law, an elected official who was suspended from office following an arrest can return to political office if found not guilty of any charges.

Capitol for the swearing in ceremony, Graham, who turns 52 this month, was surrounded by her parents, one of her sisters, her husband – whose photos adorn Graham’s office walls and who was snapping his own shots throughout the morning – and her three children. She had just finished hosting an open house for more than two hours, briefly greeting lobbyists, interest group representatives and anyone else intent on meeting her. Fellow members of Congress dropped by, including Minority Whip Steny H. Hoyer. The rest of the well-wishes stood patiently in a line that stretched into the second-floor hallway by 10 a.m. One visitor noted that Graham’s open house reception line was the longest she’d ever seen for a freshman. “Have fun, do good work, hug a lot of people,” Graham said at one point. “That’s my kind of philosophy.” No is no escaping the influence of family on this freshman congresswoman with a golden political name. She’s rooming with her 24-year-old daughter, Sarah, who was already working in D.C., and her father was by her side for much of the day and the final two months of the campaign. “I have such an incredible role model in my dad,” Graham said. “One of the best things about this race was....the opportunity to have people share with me how much they love and respect and remember my dad for his commitment to the constituents who give you the opportunity to serve. And it was a gift everyday.”

Miami’s abandoned, forgotten, and little-known historical places. He grew up in Miami and attended the University of Miami where he earned his bachelor’s degree in political science and history and his Juris Doctorate from St. Thomas University’s School of Law. Though he practices family law by day he moonlights as a writer. Simon began working on his historical book in September 2014 and churned it out with lightningfast speed in only 60 days. “It really was a labor of love to put together the book in such a short amount of time,” said Simon although he noted that the idea had long been swirling through his mind. “This is something I have always wanted to do,” said Simon. “I’ve always had an eye for history. As students, we are taught a lot of national history but not a lot of emphasis is placed on local history which is unfortunate.” Miami is Missing covers a host of historical sites such as Zoo Miami’s parking lot which hints at the former Naval Air Station Richmond that once stood in it’s place during World War II, the last departure point of Amelia Earhart, and an abandoned factory under which sits the deepest hole ever dug in Florida to house a ten-story rocket which still remains after 50 years. The book even touches upon Miami legends, both men and stories, like Miami Lakes founder Ernest Graham’s beginnings with the Pennsuco Sugar Experiment and the Krome Avenue Insane Asylum. Simon arranged the historical
account in a way to engage readers by providing photographs, addresses, and GPS coordinates for a then-and-now glimpse into Miami’s history. Change is Miami’s only constant, but with every new high-rise that goes up, something had to be demolished to make way. “The book captures the historical sites of Miami both those that still exist or no longer exist, locations that are hidden in plain sight and if they go missing will be a blow to our local history,” said Simon. “These places are important and if no one knows their pasts, how can anyone be expected to care when the bulldozers come for those that remain?” In an effort to create dialogue on vanishing historical sites within Miami a presentation and discussion will be led by Simon at Miami’s largest independent bookstore, Books & Books, on Saturday, January 24 at 7 p.m. at 265 Aragon Avenue in Coral Gables. The event is free and open to the public. Simon is associated with the Miami Lakes based publishing company Darkwater Syndicate, Inc. which began as a loose collective of writers and artists in 2008 and has grown to focus on fresh voices and exceptional literary experiences. Miami Lakes Sports Shop celebrates 41st anniversary By R.A. Romero The Miami Laker staff Jim Hamilton, owner of Miami Lakes Sports Shop, has forgotten what infamous South Florida traffic is like, considering that for the past four decades he and his wife Roslyn have enjoyed a morning and evening work commute that spans a few blocks. As merchants and residents of Miami Lakes, the Hamiltons don’t have to go very far to get to the places they need. One of the longest lasting businesses in Miami Lakes, and one of less than a handful left of the original “openers” on Main Street, Miami Lakes Sports Shop continues to service the community, a feat Hamilton says is due to a combination of great customer service and adaptability. The shop has worked off a customer “want list” for years to ensure great customer satisfaction. “One of the keys to still being around and still being successful is trying to adapt to what the customer needs. You can’t force products,” said Hamilton. When Miami Lakes Sports Shop first opened in December of 1973, in a store whose aqua and orange walls and aqua astroturf flooring gave away the Hamilton’s favorite team, nearly half of their stock was golf equipment and the other half was tennis. As the years, passed their inventory changed to reflect the rising sports in the community, merchandise they still carry today such as items for football, baseball, and basketball. The longstanding love for the Dolphins team, however, is unchanging. It was the Hamilton’s love for sports that first sprouted the thought of owning a sports store. “I had played sports in high school and started coaching for the Miami Lakes Optimist Club in the early 70’s,” said Hamilton. “One day Roslyn and I looked
ROSLYN & JIM HAMILTON around and thought it strange that there were no sports shops in an area that was so involved with sports. So we decided to open that store.” Neither having previous store owning experience, as Jim had worked for Exxon as a sales supervisor in Florida and Roslyn was an Eastern Airlines flight attendant, they both worked toward the successful plan of the store while still holding down their original jobs, seeing the store come to fruition within a few years. “This was just a venture of passionate pursuit and the drive to become an entrepreneur,” said Hamilton, who was quick to point out that Roslyn “has been instrumental to the success of the store.” With time came growth for the business. Miami Lakes Sports Shop moved from Cypress Village Shopping Center to Main Street and grew from 1000 square feet to 4000 and the Hamiltons also included their children, Maureen, James, and John in their family business as salespeople. News and Notes from the Town of Miami Lakes ‘Frozen’ opens Town encourages new Movies in volunteer sign-up the Park series on The Town of Miami Lakes hosts over 75 events per year and Friday, January 16 is currently seeking volunteers to Miami Lakes Youth Activities Task Force announced the showing of “Frozen” at the upcoming Movies in the Park at 8 p.m. on Friday, January 16 at Miami Lakes Picnic Park West, 15151 N.W. 82 Avenue. The series will continue every other week on Friday evenings through March 27 for a total of five films. Town Manager Alex Rey releases Fourth Quarter Performance Report As part of an ongoing effort to provide transparency in government, the Town of Miami Lakes released its Fourth Quarter Performance Report for the period of July to September 2014. The report provides a narrative for individual performance areas and shares information on department goals and successes. All graphs in the report are demonstrated on a fiscal-year basis and most data is shown cumulatively. “Performance measures are effective and reliable ways to assess the efficiency and effectiveness of the Town’s service delivery as well as our responsibility to be good stewards of our resident’s tax dollars,” said Town Manager Alex Rey.

Economic Development Com. reveals ‘M. Lakes Video Tour’ Miami Lakes Economic Development Committee announced the “Miami Lakes Video Tour.” CGI Communications, in partnership with the U.S. Conference of Mayors and the National League of Cities, produced three free community videos that are now hosted on the Town’s website homepage, www.miamilakes-fl.gov. The committee assisted in developing the script and shoot locations for the videos to showcase the best of what Miami Lakes has to offer to residents, visitors,

Town’s Just Run® program gets underway January 26 Miami Lakes’ Youth Activities Task Force announced the Just Run® Miami Lakes Program will begin Monday, January 26. The Just Run® Miami Lakes Program, now in its 5th year, is a

Town approves lawsuit’s legal defense (Continued from Page 3) But councilmembers and some residents alluded to the town charter which called for a special election to select a new mayor following Pizzi’s arrest in 2013. Slaton won the special election. Pizzi sued Scott and the Florida Supreme Court forced the governor to revoke his suspension in December, albeit the former mayor didn’t ask the high court to reinstate him. Instead, his attorneys filed a lawsuit in Miami-Dade Circuit Court to force his return to Town Hall. Pizzi and his “dream team” of attorneys spoke and urged Miami Lakes to reinstate their client as the town mayor to serve out the remainder of his term instead of taking the issue to court. Said lead attorney Ed Shohat: “Follow the rule of law and the U.S. Constitution. The town’s case won’t hold up in court.” In defending Miami Lakes’ charter, Town Attorney Raul Gastesi reviewed the government documents and said the town has a strong case. Gastesi said Miami Lakes can’t reinstate Pizzi and the Supreme Court stated in its order that the permanent mayor assumed office on October 8, 2013 and the new mayor’s term will run until the next regularly scheduled election in 2016.
“The Florida Supreme Court and Gov. Scott have been clear and unequivocal,” Gastesi said. “Wayne Slaton is the mayor of the town of Miami Lakes. The former mayor cannot and will not be reinstated. There is no office to be reinstated to.” Gastesi said under the town’s policy, Miami Lakes is required to render legal services to elected officials and town employees who are sued. Citing a conflict of interest, Slaton recused himself from the meeting and turned the gavel over to Vice Mayor Manny Cid. Cid, and Councilmembers Frank Mingo, Tim Daubert, Nelson Rodriguez and Ceasar Mestre voted for the legal representation. Councilmember Tony Lama was absent. Lawmakers said the lawsuit puts Miami Lakes in a difficult and uncomfortable position but they took the oath to protect and defend the town’s charter. Mingo said: “Miami Lakes can’t reinstate Pizzi to office. Scott has to do it. I don’t understand why the town is being sued when the issue should be taken up with the Florida Governor.” With mounting legal fees, Mestre said Miami Lakes might have to put some projects on hold because of the lawsuit. “As elected officials and professionals, we have to do what’s
best for Miami Lakes,” Mestre said. “But this is a sad day for Miami Lakes.” In a prepared statement following the special meeting, Slaton said, “Let me be clear. Both the Florida Supreme Court and the Governor’s Orders stated that my election to the Mayor’s office was as a permanent replacement until November 2016. Further, the Governor’s Order specifically states the revocation of Mr. Pizzi’s suspension did not equate to reinstatement. The highest judicial and executive offices in the State have not reinstated Mr. Pizzi to office. “Based on these actions, neither I, the Town Council, nor the Town Administration have the authority to reinstate Mr. Pizzi to office. “I ran for Mayor of Miami Lakes to return civility to our meetings and restore integrity to the Town. Over the last year and half, there has not been any controversy in Miami Lakes but, for that associated with Mr. Pizzi. “I am here to serve the will of the residents who asked me to come back to office and restore integrity to our Town, foster collaboration and respect among our Council, and all Miami Lakes residents, not to mention treating our hard working Town staff with dignity. Together, we have been able to accomplish this and so much more.

American’s boys’ soccer team tunes up for playoffs during GMAC tourney The Miami Laker staff As the American High boys’ soccer team tunes up for the playoffs during this week’s GMAC tournament, the Patriots face some stiff competition in the district playoffs. American is the only MiamiDade soccer team in its new district that has earned a berth in the postseason. In fact, the Patriots (13-1-1) were on the brink of an undefeated regular season but Broward’s Northeast High spoiled their plans in the last game of the regular season. The two teams most likely will face each other again, as American claimed the No. 1 seed in the district playoffs and Northeast High wrapped up the No. 2 seed. Broward’s Pines Charter and South Broward are the No. 3 and No. 4 seed, respectively, in a tournament that could be won by
either team because of their solid defenses. American’s goalies, senior Jacobs Deleze and sophomore Diego Lopez, were the cornerstone for the Patriots’ defense during the regular season. “Deleze has been very consistent on our defense and shows he’s one of the best players in MiamiDade and Broward counties,” said American’s head coach Richard Palaeaz. “And Lopez, at a young age, is very strong on defense, he hasn’t given up too many goals. He’s also one of the best in both counties.” The Patriots have relied on senior forward and team captain Diego Arcon, who scored 16 goals and had 12 assists, during the regular season, mirroring his stellar performance in 2012, when American lost in the state championship game by one point.

Palaeaz, who led the Patriots to the 1999 state championship, said this year’s team has the depth needed to return to the state tournament. “We have guys who come off the bench and be as productive as the starters,” he said. “Every year, we put ourselves in the hunt to give us an opportunity to make a run for the playoffs.” Competing in a challenging district with teams from Miami-Dade and Broward counties has made American tough. Posting an undefeated record until the last game of the regular season proves the Patriots can play with the best teams. Palaeaz said the teams from the two counties are equally good and the playoff-bound squads could win it all. “This is the toughest district we have played in years,” he said. “The teams are very competitive on the boys side.”

By Rene D. Basulto Special to The Miami Laker Last month, Wynwood and Miami at large were teeming with international and local artists for the 2014 Art Basel fair. However, for weeks before, many of these artists were using the walls of Jose de Diego Middle School as their canvas. Despite being the only public middle school serving the community of Wynwood, one of the premier centers for art in the United States, Jose de Diego Middle School did not have funding for an art program. Robert de Los Rios, a Class of 1995 alumnus from Immaculate Conception Catholic School and a Class of 1999 alumnus of Monsignor Edward Pace High School, was appalled. “The middle school in Wynwood and they didn’t have an art program!” said De Los Rios. “It’s like saying ‘Let’s go to the Sistine Chapel, but we can’t go to church!’” Working together with the Wynwood Arts District Association and its head Patrick Walsh, de Los Rios helped create Project:
Wynwood and its main venture, the RAW Project. RAW, which stands for “Re-Imagining the Arts in Wynwood,” is a grassroots effort that brings together over 70 local and international street artists to paint murals on the walls of Jose de Diego Middle School in order to fund the school’s art program. The RAW Project earned the attention of national media outlets such as NPR and the Huffington Post. Its fundraising campaign with a long-term goal of $500,000 was officially launched at a Dec. 2 event during Art Basel week where artists donated some of their work to be sold in an auction to benefit the school. De los Rios was already in contact with many of these artists through his website, Wynwood Map.com. The site tracks and catalogs street art in Wynwood and Miami, utilizing Google Maps to let users to see photos of the artwork itself and its location by clicking on tabs on the site’s street map. Under the guidance of Ivette Rossi, the DCS Choral students won first place at the Merrick Festival Caroling Competition in Coral Gables. The students competed against 30 public, private and parochial schools from the South Florida area and performed a variety of Christmas carols before a live audience. On December 18, 25 of the choir students were selected to represent DCS during the Candlelight Processional and Massed Choir Program at Disney’s Epcot theme park. The DCS students joined a group of over 250 voice choir performers from around the world. ‘Girls Who Code’ introduced at Miami Lakes Educational Center By Sana Chaudhry Special to The Miami Laker Advances in technology propelled the world into the twentyfirst century and continue to transform the ways that people communicate, collaborate, and learn. And there is no sign ot it slowing down. The week of December 8-14, 2014, was Computer Science Education Week. The White House announced that the seven largest school districts will be joining 50 others to begin offering introductory computer science classes to all students in hopes of getting girls and minorities to join. By 2020, there will be more than a million computer science jobs nationwide. Yet, less than 2.4 percent of students graduate with a
degree in computer science. President Barack Obama, who joined the Hour of Code event this week, stated that we need to learn “not just how to use a smartphone, but to create the apps for a smartphone.” Miami Lakes Educational Center is at the forefront of this movement. Joanna Luo, Sabrina Cerquera, and Michele Wu launched “Girls Who Code” after participating in a six week Girls Who Code Summer Immersion Program, where they learned Python, JavaScript, HTML, CSS and jQuery Mobile. The experience inspired them to bring coding to girls at MLEC. The club works to help close the gender gap in technology, educat-
Miami Lakes teens collaborate for His House Field Day event On Saturday, January 3, Miami Lakes Educational Center (MLEC) Key Club, Girl Scout Troops 500 and 260, and Miami Lakes Congregational Church joined forces to hold the His House Field Day for the second year in a row. The Field Day allowed a group of kids from the orphanage to enjoy a day out in the sun with the help of many volunteers.There were many games and stations made available for all ages to enjoy. Lakes Congregational Church and Bianca Larsh from South Florida Youth Symphony were key volunteers in organizing the field day. A generous donation made by Anthony's Coal Fired Pizza allowed for the many volunteers and children to have a nice meal as they all had fun. The goal of the His House Field Day is to provide a fun day the children will cherish forever in their memories, a day to just simply go out and have fun, and also to raise awareness for the children in orphanages state-wide, nationwide, and world-wide.

But, they don’t just want girls coding, so they scheduled an Hour of Code event at the school on Friday, December 12 in the media center. Students were introduced to the basics of writing a computer program through fun projects. “Hour of Code” is an event launched by Code.org alongside other organizations, such as Girls Who Code and Black Girls Code, created to raise public awareness and encourage schools throughout the Unites States to participate. “Hour of Code” hopes to get computer science education within schools and to get students involved in writing code. “Coding is fundamental for all the technology we use. It is what makes things work. Learning how to code allows you to create websites, applications, and video games,” said Wu. Within a few months, more than 20,000 teachers have participated in the Hour of Code and about 10 million girls participated last year. Now, it is MLEC’s turn to make its impact. “Technology is everywhere – learning how to program will open so many doors to new opportunities,” said Luo.

Hantman, who has co-chaired the fair’s local committee for 19 consecutive years. “It is a wonderful way for them to become informed and discover their options for postsecondary education.” The 7th annual Teen Driver Safety Contest will focus on the dangers of distracted driving, such as texting, cell phone use, eating and drinking, conversing with passengers, reading a navigation system or road maps, and adjusting the radio or CD player. Teenagers are listed as the age group with the greatest proportion of distracted drivers. “As part of my long-standing safety initiatives, the contest encourages and promotes pedestrian and vehicular safety,” said Hantman. The contest will run from January to March. One PSA and one poster each will be picked as winners of first, second, and third place awards. The winning entries will be showcased for a three month period on WLRN, one winner per month for each category, after the televised School Board meetings. Finally, winners will be recognized during the April School Board and MPO Governing Board meetings.
