Before the start of the October 8 regular Town Council meeting, Town Clerk Majorie Tejeda swore in Slaton, flanked by his wife Margaret and 18-year-old daughter Grace. After he took the Oath of Office, Slaton got a standing ovation that reached a crescendo when Councilmember Ceasar Mestre, who acted as mayor following the arrest of Michael Pizzi, turned over the same gavel the town used since incorporation to Miami Lakes’ first mayor. “This gavel is 13 years-old and it has seen some good days and
bad days,” Slaton said while holding the ceremonial mallet. “We even used it to put up pictures in the original town hall on Main Street, the second town hall on Ludlam Road, on the west side town hall and now the new town hall building. This gavel goes way back.” Slaton, looking out in the audience, took a deep breath and said, “It’s so nice to be back. You all are so wonderful. I see a lot of familiar and friendly faces at Town Hall and residents here tonight. You all brought me back. If it wasn’t for you, I wouldn’t be here.” Slaton, 61, thanked his entire family, friends and residents for their stupendous support in electing him mayor again. “It’s sweeter the second time around,” Slaton said. In his new office at Town Hall, Slaton said he posted a picture of the original Town Council and Miami Lakes’ first Town Manager Merritt Steirheim to remind him how far the city has come. “It’s true, I’m all about history and the roots of this town,” he said.
Slaton, an electrical contractor, was elated that Town Manager Alex Rey informed him there is ample money in the budget to create another 5-year-Strategic Plan, which he called the residents’ vision for Miami Lakes’ future. The plan was the gist of his political platform that helped him get elected over former Councilmember Nelson Hernandez, Dr. David Bennett, Luis Espinosa and Edwin Romero during the October 1 special election, as Slaton won nearly all the precincts with 48 percent of the votes. “We are going to reach back out to the community and get the residents more involved in the 5-year Strategic Plan,” he said. “The plan will include what we have now and what can we do well in the future. We are going to get right down to business.” Slaton will serve out the rest of Pizzi’s term, who was arrested in August on public corruption charges and subsequently suspended from office by Governor Rick Scott.

Miami Lakes Pumpkin Patch hosts special events through October 26
ON OCTOBER 8, the Town Council presented Broderick Schwinghammer with the Mayor’s Volunteer Service Award for creating a new park for the town. Under Schwinghammer’s direction as Senior Patrol Leader and Eagle Scout candidate. Boy Scout Troop 566 of Our Lady of the Lakes, and 40 volunteers, worked for two days clearing an overgrown abandoned lot and creating “Poets Keep Park” located at 7350 Sabal Drive. The park includes signs with lines of poetry as well as a park bench overlooking the waterway. In making the presentation, then-Mayor Ceasar Mestre said, “These children, these young men, this is what makes our community different.” In the photo above, Schwinghammer is standing between Councilmember Nelson Rodriguez and Mestre.

Mingo, whose wife, Carmenchu, stood by his side when he took the Oath of Office, expressed gratitude to his supporters as well for helping him win Seat 4, which Hernandez vacated to run for mayor. “It’s a privilege not to be taken lightly and I am committed to working with the existing council and mayor,” said Mingo, 53, while speaking from the dais. “I will work to move Miami Lakes forward and work for the best interests of the town and residents.” The supply chain manager for Oliva Cigar Corporation defeated attorney Lorenzo Cobiella and real estate agent Star Rodriguez and will serve out the rest of Hernandez’ term, which expires next year. Mingo and Cobiella went neckand-neck with the latter candidate winning three of the seven precincts. Former councilmembers, who served with Slaton during his first

two-terms, and former candidates were all glad that he’s back at the helm, indicating the previous mayor ran roughshod over the Town Council and residents. “Good to have you back for your leadership and I know you all will get along well rather you agree or to disagree,” said Simon, who was an original councilmember from 2001-2010. “Now that
you are back, I will be here because it won’t be painful.” Bennett, a community activist, gave the Town Council a gift: A brand new copy of the 11th edition of Robert’s Rules of Order, which governs how government meetings are run. “I want to give this to the Council to remind everyone we do live by rules,” Bennett said.

In addition to science exploration and a pumpkin catapult, the Patch has added a maze with activities designed to entertain and educate children up through 4th grade. Miami-Dade County Property Appraiser Carlos Lopez-Cantera will be the special guest speaker at the Miami Lakes Chamber of Commerce’s monthly membership luncheon. The event is scheduled for Wednesday, November 6, inside the Grand Ballroom at Don Shula’s Hotel, 6841 Main Street. Networking starts at 11:30 a.m., luncheon at 12 noon. Born in Madrid, Spain and raised in Miami, Cantera graduated from Miami-Dade College and continued his studies at the University of Miami, where he graduated with a degree in Business Administration. On August 14, 2012 the citizens of Miami-Dade County elected Carlos Lopez-Cantera as the property appraiser of Miami-Dade County. Cantera campaigned on a platform to make interaction with the office of the property appraiser easier, increasing community outreach and being more responsive to the needs of the residents of
Miami-Dade. Cantera has an in-depth understanding of housing, planning, and growth issues which he has earned through his work in Miami-Dade County’s real estate market for the past 15 years. From 2002 through 2004, he served as a member of the Miami-Dade Planning Advisory Board. From 2004 through 2012, Cantera was as a member of the Florida House of Representatives. Wayne Slaton is back at the helm as Mayor By David L. Snelling The Miami Laker staff For returning Miami Lakes Mayor Wayne Slaton, it feels so good to be back at the helm of a town he helped incorporate in 2000. During the October 1 special election, residents picked Slaton to serve out the rest of Michael Pizzi’s term following his arrest on public corruption charges. As he begins to settle in and get familiar with town-wide issues after a five-year hiatus, Slaton is living up to his campaign promise to get more residents involved with the future shape of the town through a Strategic Planning Process. He calls it the residents’ plans filled with operating principles, core values and goals that are implemented with unyielding respect “for all.” During his previous two terms (2001-2008) as mayor, the 61-
year-old electrical contractor said he was all smiles when Town Manager Alex Rey told him there’s enough money in the budget to initiate the process that helped define the town’s first 10 years. “That’s a great thing for Miami Lakes,” Slaton said during an exclusive interview. “We don’t have to look for any source of funding.” But he indicated the town lost track of the plan after he retired from political office and he wants to restore it as part of his first act as the new mayor. “The plan is the very core and original foundation of our town built back in 2001, to protect our children, residents and businesses,” he said. “The Strategic Plan provides good and timely maintenance at a reasonable and efficient price. It provides the services that our residents want and deserve, new capital improvements that the citizens want, when we have the
money to pay for them.” Slaton said residents made it “very” clear they want to become part of the process again through workshops and meetings to determine ways to improve their government by prioritizing issues such as public safety, good code enforcement, beautification and better roadways and drainage system. “The residents want to become part of this government,” Slaton said. “The last two Strategic Planning Process involved residents far more than the Town Council. The council didn’t vote or prioritize the residents’ various input, goals and objectives. We just implemented them and that’s what we need to do now.” Slaton, a Miami native, also said he plans on bringing back the Citizens’ Survey via the town’s website, which graded the town’s performance during his first twoterms as mayor.
Miami Lakes Zonta Club schedules Fall Flea Market for Saturday, Nov. 9 The Zonta Club of Miami Lakes is currently accepting vendors for its annual Fall Flea Market scheduled for Saturday, November 9. Vendors, large and small, are invited to participate in the annual event. It’s a great opportunity to clean out garages and closets and turn hobbies, treasures and home business items into cash. The event is scheduled from 8 a.m. to noon, rain or shine, in the parking lot on the southwest corner of Main Street and Ludlam Road (bordering New Barn Road). The Flea Market is hosted by The
Graham Companies. Vendors can reserve two parking spaces for only $35. Proceeds from the Flea Market will assist the Zonta Club in supporting the advancement of women and girls locally and globally. Vendors must bring their own tables, chairs, and any other needed supplies. Last year, the Flea Market hosted over 70 vendors selling a variety of items from plants, jewelry, Avon, Mary Kay, Scentsy wickless candles, clothing, school fund raisers, sport collectable items, and everything in between. This year, vendors may also sell food
items at their tables. The Zonta Club has arranged for a truck from His House Children’s Home to take any unsold and unwanted items as donations at the end of the event. “The survey will tell us what we are doing right and what are we doing wrong,” he said “How can we get better and what they would like us to do when we are not doing it. We have to know how things are working because as a mayor and councilmembers, we are too close to the issues and have to reach out to the residents to see what’s working and what’s not working.” After his swearing-in ceremony last week, Slaton said the feeling of becoming the new mayor hasn’t sunk in yet, but he’s glad to be back. He said he will meet with Town Manager Alex and his staff to get up to speed on town business before making some recommendations in the best interest of the town and its residents. Slaton said he’s inviting residents to serve on the town’s committees since most of the members’ terms are over. According to the town’s charter, once the mayor who appointed the
MAYOR WAYNE SLATON members leaves office, the terms of the committees are automatically over and the new mayor must select new ones. “I am asking them to come forward and serve on the committees,” Slaton said.

National Flood Insurance Program and National Pollutant Discharge Elimination System Annual Community Outreach Flyer Local Flood Hazard Your property along with the majority of the Town of Miami Lakes is located in or near a Special Flood Hazard Area determined by the Federal Emergency Management Agency (FEMA) Flood Insurance Study for Miami-Dade County dated March 2, 1994. These areas are subject to flooding during or soon after heavy rainfall. The Town of Miami Lakes is located within the C-8 Basin.Rainfall in Miami Lakes either infiltrates into the groundwater or is conveyed through the pipe and canal network to one of our many lakes or the C-8 (Biscayne) Canal. The C-8 Canal is operated and maintained by the South Florida Water Management District and flows east from Miami Lakes to Biscayne Bay outfall. Excessive rainfall can cause the capacity of canals, lakes or local drainage pipe network in a given area to be exceeded and cause flooding. Your home or business may be high enough that was not flooded recently but it can still be flooded in the future. If you are in the floodplain, odds are that someday your property will be damaged. Even when the flood waters do not rise to a level where they can cause property damage they can still be dangerous. This flyer gives you some ideas on what you can do to protect yourself and your property. Flood Safety In the event of a flood, here are some things you can do to protect yourself: 1. Do not walk through flowing water. Drowning is the number one cause of flood deaths. As little as six inches of moving water can knock you off your feet. If you must walk in standing water, use a pole or stick to ensure our next step is safe. 2. Do not drive through a flooded area. As little as eight inches of moving water can float your car. More people drown in their cars than anywhere else. 3. Stay away from power lines and electrical wires. Electrocution is the number two cause of flood deaths. Electrical current can travel through water. Report downed power lines to FPL. 4. Don’t use appliances or motors that have gotten wet unless they have been taken apart, cleaned and dried. During clean-up, use a pole or stick to turn things over from a safe distance. 5. Look out for animals, especially snakes. Small animals that have been flooded out of their homes may seek shelter in yours. 6. Look before you step. After a flood, ground and floors can be covered with debris like broken bottles and nails. Floors and stairs that have been covered with mud can be very slippery. 7. Clean everything that got wet. Flood waters may have picked up sewage and chemicals from roads, farms, factories, and storage buildings. Spoiled foods, flooded cosmetics, and medicine can be health hazards. When in doubt, throw them out. Flood Insurance Standard Homeowner’s Insurance Policies do not cover flood damage. If you don’t have flood insurance, talk to your insurance agent. Because the Town of Miami Lakes participates in the National Flood Insurance Program, property owners in the Town are eligible to purchase a separate flood insurance policy. The insurance is backed by the Federal government and is available to everyone, even for properties that have been flooded in the past. Some people have purchased flood insurance because it was required by their mortgage lender. Usually, these policies only cover the building structure and not the contents. During the kind of flooding that is likely to occur in the Town of Miami Lakes, there is usually more damage to furniture and contents than there is to the structure. If you are covered, check that the amount is adequate and that you have contents coverage. Don’t wait for the next flood to buy insurance protection. There is a 30-day waiting period before the National Flood Insurance Program coverage take effect. Contact your insurance agent for more information on rates and coverage. Property Protection Measures While recent improvements in construction practices and regulations have made new homes less prone to flood damage, there are a significant number of existing homes that are susceptible to flood losses. These losses can be minimized through some of the temporary and permanent retrofitting techniques, such as constructing small flood walls or earthen berms, waterproofing walls and water tightening closures of doorways, raising property above flood levels, elevating and securing electrical appliances, installing storm shutters, reinforcing garage doors to provide hurricane protection, and under emergency conditions, sandbags, can be used to shore structures, and elevating or covering furniture and valuables can help minimize damage. These measures are called floodproofing or retrofitting. More information is available in the local library located 6699 Windmill Gates Road, phone number 305-822-6520. Important Note: Any alteration to your building or land requires a permit from the Building Department. Even regrading or filling in the floodplain requires a permit. For more information on these techniques, you may call the Building Department at 305-827-4015. Stormwater Quality The storm drain system carries untreated stormwater runoff directly to canals, lakes, and the Biscayne Bay. Improper pouring of wastes into storm drains directly impacts our environment. Oil, paint, fertilizer, and pesticides pollute the water and are most commonly dumped into storm drains, destroy plants, endangering wildlife and affecting drinking water. Water Quality Impacts One quart of oil can contaminate 250,000 gallons of water. The oil from one motor oil change can create an 8 acre oil slick. Antifreeze is toxic to people, domestic animals, fish and wildlife. Paint products can be harmful to people, animals and the environment. Pesticides are deadly to fish, birds, and other wildlife. Herbicides destroy stream-side brush and vegetation as well as animals. Fertilizers can encourage the growth of algae, which can reduce the amount of oxygen in the water and lead to fish kills. The canals and especially the lakes in the Town are part of what make living here special. They provide a healthy habitat for wildlife and are attractive spaces in our neighborhoods. Do you care about reducing polluton in our lakes and canals? If so, here’s what you can do to help: minimize the use of pesticides, fertilizers, and herbicides on your property. Always use these products in accordance with the manufacturer’s instructions and do not use them unless they are necessary. Be sure to properly store and dispose of oils, chemicals, antifreeze, and other toxic material. Never dump any waste in the storm drain. Dispose of litter and animal waste in a trash can. Sweep sidewalks, gutters, driveways, and other paved surfaces and put debris in a trash can. Report illegal dumping or discharges of pollutants to the 24-hour Miami-Dad Pollution Complaint Hotline at 305-372-6955. The Miami-Dade County Department of Solid Waste Management’s permanent Home Chemical Collection Center accepts oil-based paints, pesticides, solvents, pool chemicals, and other household items. The center also accepts latex paints that are still in liquid form; however, it is recommended that new paints or latex paint that is still in good condition be donated to neighbors or community groups. The center is available to residential participants only. The center is located at 8831 N.W. 58th street, and is open every Saturday from 8:30 a.m. to noon and 12:30 to 5 p.m. and on Wednesdays from 9 a.m. to noon, and 1 to 4 p.m. For more information on the center visit: https://www.miamidade.gov/dswm/chemicals.asp#. Flood Warning System The Town of Miami Lakes works with other local municipalities and Miami-Dade County to provide services to help residents and business owners with information about flood hazards. The following local radio and television stations will provide information as part of the Emergency Broadcasting System: A.M. Radio includes 610 WIOD, 1140WQBA, 940 WINZ, 710 WAQI and television channels include Ch.4 WTVJ, Ch.6 WCIX, Ch.7 WSVN, Ch.10 WPLG, and Ch.23 WLTV. Permit Requirements Always check with the Building Department before you build on, alter, regrade, or fill your property. A permit may be needed to ensure that projects are constructed properly and do not cause problems on other properties. Failure to obtain permits can result in an unsafe building, a fine, and possible court action. If you see building or filling without a Building Permit posted, contact the Building Department at 305-827-4015. Substantial Improvement/ Damage Requirements (39% rule) The following should assist you in determining whether you fall under the 39% rule: Substantial Damage – Damage of any origin sustained by a structure whereby the cost of restoring the structure to its before-damaged state would equal or exceed 44 (39%) percent of the fair market value of the structure before damage occurred. Substantial Improvements – Any combination of repairs, reconstruction, rehabilitation, alteration, additions or improvements to a structure, taking place during a ten-year period, in which the cumulative cost equals or exceed 44 (39%) percent of the fair market value of the structure. All new construction, repairs to substantially damaged properties, and substantial improvements must meet the requirements of the Town’s Floodplain Management Ordinance. This Ordinance is available on the Town’s website www.miamilakes-fl.gov. Drainage Maintenance System The Town of Miami Lakes has a storm drainage system that is composed of both open and closed segments. The open sections are the drainage swales and ditches which are used to carry storm waters away from homes to drainage areas such as canals and rivers. The closed system is comprised of storm water inlets and piping which also carry the water from streets and developments to the draining areas. Maintenance of these systems is very important. Debris in swales, inlets, canals, and pipes obstruct flowing water, causing an overflow onto roads and yards. Partial or complete filling of swales or paving over them can reduce flood capacity, which will also result in overflow into roads and private property. Debris in drainage pipes and storm inlets can also cause overflow into roads or private property. The Town of Miami Lakes flushes drainage pipes and cleans out inlets on a regular basis. Work can also be performed on an emergency basis as needed. To report blocked pipes or inlets call the Public Works Department at 305-364-6100. Citizens are required to perform routine maintenance on swales located on rights-of-way adjacent to their properties. This includes the removal of high weeds, litter, or other items which may be considered a nuisance. Property should be maintained so that water cannot become stagnant creating breeding areas for mosquitos. If your property is next to a lake or canal, please do your part and keep the banks clear of brush and debris. Do not dump or throw anything into drainage inlets, lakes, canals or any other body of water that is part of our drainage system. Dumping is a violation of Town and County Codes, punishable by fines up to $500 per day. Illegal dumping can be reported to the Town Hall at 305-364-6100. Town of Miami Lakes Flood Services Flood Insurance Rate Map reading: If you need assistance determining whether a particular property is in the floodplain you can visit the Building Department located at 6601 Main St. Miami Lakes, FL 33014 or call 305-827-4015. This information can also be obtained through the Miami-Dade County Department of Environmental Resource Management website: https://www.miamidade.gov/derm/. Elevation Certificates The Building Department has building Elevation Certificates available for buildings constructed in 2002 or later.. Elevation certificates for buildings constructed between 1995 and 2002 may be available on the Miami-Dade County Department of Environmental Resource Management website: https://www.miamidade.gov/derm/ or by calling 786-315-2800. Elevation Certificates show whether the building is at or above the required elevation as determined from the Flood Insurance Rate Map. Flood Protection Assistance Stop by the Building Department for site specific flooding information and information on hiring contractors to floodproof or retrofit your property. Town staff can also visit your property to review flooding,drainage, and sewer problems and provide you with one-on-one advice. 34th annual Miami Lakes Veterans Day Parade steps off November 10 The 34th annual Miami Lakes Veterans Day Parade will take place on Sunday, November 10, beginning promptly at 10 a.m. The parade will begin at the corner of Bull Run Road and Ludlam Road (N.W. 67 Avenue) and will head south on Ludlam Road. There will be two main spectator grandstands – one on Miami Lakes Drive and Ludlam Road, and the other on Miami Lakes Drive and Miami Lakeway South. Children’s Hospital, with a proclamation dedicating October 5 as Miami Children’s Hospital Day in Miami Lakes. “This beautiful facility adds to the economic growth of our community, and offers our residents world-class pediatric care in our own backyard,” Mestre said. The MCH Miami Lakes Outpatient Center is now open for pediatric rehabilitation services including physical, occupational and speech-language therapies. The first patient to receive rehabilitative care at the Miami Lakes Outpatient Center was seen on Monday, September 30. Other services, which will be offered later this fall, include diagnostic imaging services (x-ray), pediatric urgent care for minor injuries and illnesses and appointments with select sub-specialists. All services except urgent care will be provided by appointment during standard office hours. Urgent care opened on October 15 and will be open 3 p.m. to 10 p.m. on weekdays and 10 a.m. to 10 p.m. on weekends. The MCH Miami Lakes Outpatient Center is located at 15025 N.W. 77 Avenue.

Report on actions taken at Town Council regular meeting To help save applicants and residents money for a zoning appeal through the courts, the Town of Miami Lakes is sponsoring an ordinance that calls for the Town Council to review the decisions but only by a super majority vote. Vice Mayor Manny Cid made the recommendation at the October 8 regular Town Council meeting, saying it’s too expensive and cumbersome for the applicants’ appeals to be handled by the courts after their plans are rejected by the town’s Zoning and Planning Board. Councilmembers approved his suggestion after Cid accepted Councilmember Tony Lama’s “friendly’ amendment that lawmakers review the decisions on a super majority vote of 5-2 instead of 4-3. In other Town Council news: • Lawmakers on first reading approved an ordinance that would allow residents to decide through a referendum whether to increase the size of the town through annexation. The decision currently lies with councilmembers following a public hearing. • Councilmembers on first reading approved an ordinance to revise the town’s election campaign finance and reporting law to revert to state law, which was substantially modified in 2013. The new law provides substantial additional reporting requirements, including contribution limits. • Lawmakers on first reading approved an ordinance limiting the Mayor’s office to having one executive assistant to help him with town business. The four ordinances are scheduled for second reading and a public hearing at the November 12 regular Town Council meeting. Resolutions: • Councilmembers approved a work order for roadway milling and resurfacing, limited drainage improvements, and American with
Disabilities Act compliant pedestrian ramps with some decorative crosswalks for an area labeled as Section Four that encompasses Miami Lakes Drive to the north, N.W. 67 Avenue to the east, Miami Lakeway South to the south and west. The area also includes Miami Lakeway Drive from Miami Lakeway South to Ludlum Road. • Councilmembers approved a resolution accepting the award for funds from the Legislative Appropriations Budget consisting of a grant agreement with the Florida Department of Environmental Protection for two stages of West Lakes Drainage Improvements, and authorizing the town manager to apply to FEMA for additional drainage improvements to the area. • Councilmembers voted to rename the Royal Oaks Park Community Center in honor of former Vice Mayor Roberto Alonso, who died two weeks ago from cancer. Alonso championed the efforts to develop Royal Oaks Park to a full-fledged park and recreation facility. • Lawmakers approved Councilmember Nelson Rodriguez’s recommendation of renaming the mayor’s gala to the Town of Miami Lakes Foundation Gala. • Councilmembers approved new Councilmember Frank Mingo’s proposal to create a seven-member committee to help the town generate some ideas on how to best use the Par 3 area of the Shula’s Golf Course. Each councilmember will pick a member to serve on the committee, which will include presidents of the homeowners associations, or residents living near the area. The committee may go through a charrette to help guide them on what’s best for the land, including the possibility of a passive park, walk and bike paths and beautification.

Girl Scout Silver Award project By Syan Rivera Special to The Miami Laker Have you ever wanted to make a difference in your community? Girl Scouts of America is the way. Ever since I joined Girl Scouts in the 2nd grade, I have always wanted to make an impact and help people. I am now an 8thgrade student at Bob Graham Education Center, and the Girl Scouts have given me the opportunity in many ways to give back. They have taught me leadership, organizational and communication skills. With all of the knowledge I have gained from my years of experience, I realize my dream of obtaining the Silver Award is now within reach. The Silver Award is one of the highest achievements a Girl Scout Cadette can receive. As part of my Silver Award project, I will be completing a room makeover at His House Children’s Home, a faith-based
foster home for abused, neglected, and drug exposed children. In November, the room makeover will include painting a room, providing new bedding, and decorating the room with a sports theme for five boys. My goal is to inspire and motivate these little boys by making the room feel positive, fun and safe. I want to encourage them to enjoy the time they are there with a comfortable room to go to at the end of the day so they can feel at home. I believe that by having an organized and decorated room, they will feel better about themselves. In order to accomplish this project, I will be conducting some fundraising activities such as a garage sale, car washes, and selling my cupcakes. I am going to reach out to family, friends and neighbors for help. I am also seeking donations and will gladly accept slightly used,

Improvement Plan to enhance and upgrade our infrastructure, which will result in improved service for decades to come, including improved firefighting capacity, environmental improvements, economic growth and increased capacity. This 15- to 20-year project will cost $12.6 billion. Consequently, starting October 1, there will be an eight percent rate increase. But keep in mind that the average residential customer will see their bill rise just $3.36 a month. So essentially, for pennies a day, MiamiDade County residents will be making an investment in the infrastructure that serves more than 2.3 million of them on a daily basis, in addition to thousands of visitors and tourists. To put things in perspective, consider this: Miami-Dade County has the largest water and sewer utility in the Southeastern United States. Yet even with the rate increase, WASD’s rates will remain the lowest in the state and the country. Improvements to Miami-Dade County’s pipes and treatment plants are going to take time, and they are going to take money. But simply put, we’re investing in the future because our water is worth it.

Miami Lakes solicits volunteers for Reserve and Auxiliary Officer program The Town of Miami Lakes is looking for Reserve and Auxiliary Officers. The program is administered by the Miami-Dade County Police Department and is generally comprised of community members who volunteer their time to fulfill many of the roles handled by full-time sworn officers. Their primary responsibility is to supplement the Department’s efforts in the prevention and detection of crime, and the general enforcement of laws while assigned specific police duties. The Reserve and Auxiliary officers will also perform those vital functions that are necessary to assist full-time officers in emergency situations. They are required to complete much of the same training as full-time officers and work alongside them in every aspect of Department operations. Reserve and Auxiliary officers are generally retired police officers, either from the Miami Police Department or from other law enforcement agencies. These motivated citizens continue to contribute to the enhancement of the qualify of life in their community. Their law enforcement background and expertise, coupled

Hialeah Miami Lakes finally got its first win of the season, a 28-23 victory over Alonso and Tracy Mourning High at North Miami Stadium last week. Trojans’ quarterback Keanu Brown sparked the offense with a 61-yard touchdown reception to receiver Isaiah Small in the first quarter. Early in the game, the Sharks forced back-to-back safeties to take a 4-0 lead and then led 10-6 at the half. In the third quarter, Small, who also played defensive back, grabbed an interception and returned it 60 yards for a touchdown to give the Trojans a 13-10 lead, but the Sharks returned the favor with a 60-yard interception for a touchdown by Ricardo Luvell. In the fourth, Trojans’ receiver Kendrick Janvier scored on a 47yard touchdown run to give his team its first win. Mourning had a chance to take the lead with less than two min-
utes left but turned the ball over on downs. Miami Springs shut out Goleman, 34-0, to improve to 5-1 overall and 3-0 in district play. Miami Springs running back D.J. Bethune rushed for 117 yards on five carries, including a 97yard touchdown run, while Malik Thomas carried the ball 16 times for 121 yards and scored three touchdowns. Jerry Rembrick scored on a 70yard punt return in the third quarter. The only bright sport for Goleman was quarterback and running back O’Brian Anderson, who rushed for 175 yards on 31 carries. The Golden Hawks play American this week in a District 16-7A showdown. Pace High handed Dade Christian its fourth loss of the season, a 35-21 victory that all but dashes the state runner-up’s playoff hopes. The game was the first meeting between the two private schools though they are just about 3 miles apart. American High traveled to Punta Gorda, Florida and lost to Charlotte High, 23-19.

The Lady Trojans volleyball team, led by coach Alex Plaza, defeated American 3-0 as Olivia Napoles had 10 kills, Fatima Madlum had 23 assists and 21 points, Jessy Marquez had 8 kills and Shantall Suarez had 9 kills. The HML boys swim team, led by coach Victor Quinones, outdid North Miami Beach Senior High with Bryan Hernandez winning first place in the 50 and 100 free style, 200 medley relay, and 200 free relay.

Monsignor Edward Pace High School men’s and women’s cross country teams participated in the 14th annual FLRunner.com Invitational Cross Country Race at Chain of Lakes Park in Titusville on October 5. Pace cross country captain, Peter Paul Grooten, claimed the overall individual title in the unseeded B category with a career best performance of 16:58. This record time for Grooten not only won the race but also created a new school record holder for the 5K race. The combined victory of Grooten's title and the cross country teams personal bests propelled the team to finish second overall in the team standings. The men’s cross country team average improved from 18:58 to 18:20. This week, the Pace men’s team is ranked in the top 25 in class 2A. Other runners contributed to the team victory including Dimitri Wolf (personal best of 18:02), Chris Ventura (season best with 18:28), Omar Padilla (personal best of 18:58), Matthew Figueroa (personal best of 19:15), Chad Fowler, Gregory Louis and Daniel Labrousse. The women's cross country team had Natalie Fernandez run a career best of 22:39 for the 5K course, a 1:01 improvement over the previous invitational held at Spanish River. Naja Murphy, for the third consecutive week, set another career best of 23:42 for the 5K course, a 12 second improvement from Spanish River. Both Fernandez and Murphy finished 49th and 69th out of 168 participants.

there was instant reaction. “This is a great opportunity for all the students because no one gets cut like in most other sports,” said Paolercio. “The coaches are interested in the athletes improving their times. I couldn’t be more proud of them and the effort they’ve given.” Tryouts attracted 40 highly motivated boys and girls from first through eighth grade, and even a volunteer parent, Aileen Hernandez, who stepped up to coach the teams alongside Paolercio. “My motivation was to form a team based on my desire for every student to play a sport,” Hernandez said. After many practices, sixthgrader Enrique Bradfield has earned four medals in competitions to date. His mother Jenny Bradfield said, “This has been a great experience for Enrique. We are very excited about his success and we are very proud of him.” Eighth-grader Juan Najera has also shown improving potential with each race. Hernandez said, “We have had very surprising results in our first year of competition. As a coach, I am very proud and happy to be there with my Barracudas (the school’s mascot).”

Our Lady of the Lakes hosts ACC North Division ‘Dig Pink’ volleyball tournament On October 1, Our Lady of the Lakes Catholic School hosted the All Catholic Conference North Division “Dig Pink” volleyball games as part of National Breast Cancer Awareness Month. On the first day, the “Dig Pink” games raised over $200 for the Breast Cancer Foundation of Miami. The goal is to raise $1,000 and educate girls about this important cause. Other “Dig Pink” games were held on October 8 and 14. The Lady Cheetahs were able to celebrate their first victory by defeating Immaculate Conception 25-8, 25-10. Veroneeka Dorval demonstrated great serves, and
Vanessa Perez-Robles, Gaby Perez-Robles, and Kristen Flietas were recognized for their overall play. In other OLL sports news, the boy’s varsity volleyball team finished the regular season at 7-2 and made the ACC volleyball playoffs for the first time. They played St. Louis at Belen Jesuit School on October 15. The varsity boy’s flag football team defeated St. Lawrence in a double header on October 3. The scores were 12-6 and 19-6. Julien Rosario had 6 sacks and 2 touchdown catches while Matthew Sarduey had 5 touchdown passes.

MLEC students named National Merit Scholars By Neyda Borges Special to The Miami Laker This year, Miami Lakes Educational Center (MLEC) is proud to announce that nine students were recognized by the College Board as National Hispanic Merit Scholars and three as semifinalists for National Merit Scholars. Students in the eleventh grade of high school enter National Merit Scholarship Competition (NMSC) by taking the Preliminary Scholastic Assessment Test and National Merit Scholar Qualifying Test (PSAT/NMSQT), which serves as an initial screening of approximately 1.5 million entrants each year, and by meeting published program entry and partici-
pation requirements. Students who score in the top percentiles, receive national recognition and qualify for thousands of dollars in scholarships. NMSC uses the Selection Index score (the sum of the critical reading, mathematics, and writing skills scores) on the PSAT/ NMSQT for program entrants to qualify and to designate groups of students to be honored in the competitions it conducts. The Hispanic Scholars named were Noel Membrine, Nicholas Vo, Alejandro Murillo, Adrian Traviezo, Luis Areeaga, Victor Pino, Flavia Cuervo, Samantha Cardet, Karina Padron. The National Hispanic
Recognition Program (NHRP) identifies academically outstanding Hispanic/Latino high school students. Each year, the NHRP honors about 5,000 of the highestscoring students from over 250,000 Hispanic/Latino juniors who take the PSAT/NMSQT. These students are from the United States, Puerto Rico, the U.S. Virgin Islands, Guam, the Mariana Islands and the Marshall Islands, as well as U.S. citizens attending schools abroad. Approximately 200 of the topscoring PPAA students from Puerto Rico are also included. Although the NHRP does not provide a financial reward, being named is an important academic
recognition, and this achievement should be indicated on college applications. NHRP is proud to honor outstanding students and make this information available to subscribing colleges and universities that are particularly interested in communicating with academically exceptional Hispanic/Latino students. Three of the scholars, Samantha
Cardet, Noel Membrine and Nicholas Vo, are semifinalists for the National Merit Scholarship. In February, they will learn if they qualify at the top nationwide. Our Lady of the Lakes science teacher initiates a Robotics Team A bold and innovative new program launched by Our Lady of the Lake’s science teacher Krystal Castellano has students excited about robotics. Starting last week, Robotics Team members began building three Vex Robots which will be programmed and controlled by a
remote controller similar to video game devices. The team’s goal is to have the robot work on auto pilot for 60 seconds and grab a plastic ball, called the “buckey” ball, and place it in several plastic barrels that have different heights. The team is made up of students in grades 6 to 8 who meet

Mother of Our Redeemer students remember 9/11 victims with ‘chains’ Students and staff at Mother of Our Redeemer (MOR) School remembered the victims of 9/11 last month with prayers and “chains,” a special project that had students creating long and colorful red, white and blue construction paper links. Each chain link had a victim’s name written on them by the students. The project was conceived by 7th-grade teacher Maria Acosta. “The goal of the project was to emphasize to the students that those lives that were lost on 9/11 will never be forgotten,” Acosta said. Among the lessons Acosta believes students learned from participating in the special project: Real people can be heroes, a crisis like 9/11 brings people together in unity and it is important to respect differences. The “chains” were displayed in the school’s auditorium with a sign that students also created that read “Always Remembered, Never Forgotten.” The project made an impression on students like Andres Orozco. “I think it is very important to remember the people who lost their lives that day from the crashed and the people who died saving others,” said the 7th grader. “I am so proud of all the students and thankful to the teachers at Mother of Our Redeemer who made this yearly tribute so significant and memorable,” Acosta said. Spanish Lake Elementary students complete wellness and pedestrian safety program Spanish Lake Elementary students recently completed the Walk Safe program under the leadership of physical education teacher, Jean Eldor. The goal of the program is to improve pedestrian safety, student wellness, and health concepts. It follows the "5 E" model which includes education, encouragement, enforcement, engineering, and evaluation. The program is based on an exciting and interactive approach to increase the safety and health of children. To enhance the importance of the Walk Safe program, School
Board Chair Perla Tabares Hantman initiated the "Walk Your Children To School Day" for Miami-Dade County Public Schools. To further expand the program's goals, Eldor donated $250 from his grant in order to establish a vegetable garden near the cafeteria. The garden is under the guidance of fifth grade teacher Julieta Barreto-Tejero. The garden will be utilized by the students and cafeteria staff to promote nutrition in a healthy environment.

HML Senior High sponsors College Fair Forum Nights Over 40 colleges and universities were represented at Hialeah Miami Lakes High School's (HML) College Fair held on October 9. The event proved to be a huge success with over 250 students and invested parents attending. Attendees were able to receive post-secondary education information and begin planning for the future. First SPED-Parent Night held at Barbara Goleman Senior High On October 10, 2013, the first SPED-Parent Night Meeting took place at Barbara Goleman Senior High with the participation of a large group of parents of special needs students from several schools in the community. The event, the first one scheduled of quarterly SPED meetings for the parents, was labeled a complete success. The school administrators and the staff responsible for the implementation and coordination of this meeting did a wonderful job. Everything was prepared to make the parents welcome to the school and to the meeting. Lorenzo Cobiella, Esq. and Ariel A. Fernandez were the speakers of the night, both of them donating their valuable time in service to the community. After the event, the parents left the meeting with more knowledge and important useful legal information that will help them in the process of protecting and advocating for their special children's rights.

Educational Center graduate Erica Riano receives National SECME scholarship Erica Riano, a recent graduate of Miami Lakes Educational Center, was awarded a scholarship from the National SECME Association towards her studies at the University of Florida where she is currently enrolled as a freshman in Animal Sciences. Riano, along with her former classmates Carlos Garcia and Diago Ramon, won second place in the National Mousetrap SECME competition in June and placed first the year before. Riano, a Silver Knight nominee, was also honored at a MiamiDade Public School Board meeting in June for 13 years perfect attendance.

Miami Dancity welcomes renowned teacher Thomas Fletcher Miami Dancity Studios announced the addition of worldrenowned teacher and choreographer Thomas Fletcher to their faculty. Fletcher comes from Germany after a successful 42year career where he has taught and choreographed in major productions and universities throughout Europe. Fletcher’s training includes the San Francisco Ballet Academy, the Oakland Ballet Academy, the Modern Dance Center in Berkeley, and the Joffrey Ballet School in New York City, as well as Luigi’s Jazz Center in New York City, and the Academie Internationale de la Danse in Paris France. He has performed in New York, Paris, Freeport, and several cities throughout Germany, and has adjudicated several important competitions and events in
Germany, Slovenia, Croatia, Serbia, the Czech Republic and Switzerland. Miami Dancity Studios is inviting both advanced and beginner dancers to attend a Master Class Workshop in Musical Theatre and Tap, to be taught by Fletcher, on Saturday, October 26. The workshop is open to all dancers, whether registered at Miami Dancity or not. The first class for all dancers, ages 6 through 9, runs from 11:30 a.m. to 12:45 p.m. The second class for all dancers, ages 10 and up, runs from 12:45 to 2 p.m. Cost will be $25 per dancer. This included all television, gaming consoles, cell phones, tablets, social media and mobile apps for any purpose other than communicating with parents or completing home assignments. Students have spent the last few weeks reading Thoreau's poetry leading up to the 100th anniversary of the publication of Walden. The social media and technology fast is designed to give students a deeper awareness of their reliances on modern conveniences and to inspire them to write about what they learned as a result of doing without these "necessities" for a short time.

Pace Homecoming: The greatest time of the year! By Maya Lora Special to The Miami Laker Homecoming week at Pace High School is one of the most important and exciting events of the entire school year. It is a time where every student can show off their Spartan pride and participate in a plethora of events. During this very special week, the entire school rises to cheer our amazing football team in all of their victorious feats, specifically the Friday night Homecoming game. Getting together on the bleachers as the team takes the field is a bonding experience no Spartan ever forgets. It takes a lot of hard work from every member of the student body and the faculty to make this week a true success, but the reward is worth more than the dedication and effort it takes to make it happen. The 2013 homecoming theme was movie genres, and each class chose the type of movie that they wanted to portray. The week gave
every Spartan a chance to show off their red and gold pride so they can get into the Homecoming spirit regardless of their personal interests – there’s something for everyone! All students are invited to dress each day according to themes and they walk down the hallways bursting with Spartan pride.There is the Brain Bowl, where they get to answer tricky trivia questions with teammates in a friendly competition against another class team. There is the famous Powder Puff game, where the boys and the girls get to switch roles for a day. The boys become the very cute and bubbly cheerleaders while the girls put on their jerseys as they go head-to-head against other classes in a flag football game. The most anticipated Homecoming event each year is the cheer and dance at an evening pep rally. Each class must prepare a “cheer and dance” act, filled with class pride, and perform it in front
of teachers, families, and Pace alumni who always make their way to this incredible showcase. Then the students compete in a fun volleyball game before the carnival, which has games, food, and tons of other enjoyable activities put on by the Pace clubs which takes place right before the game. Game night is the high-energy football game that overflows with excitement during every moment. At halftime, all classes, the cheerleaders, MP Dance Kru, and the Dance-line Starlettes bring out the floats for the parade. The parade concludes with a beautiful and famous series of fireworks designed to set the mood. The week concludes with the Homecoming Dance and this year, it was held in the beautiful Kovens Center at FIU Biscayne Campus. Homecoming at Pace High School is a very exciting time. It is a week that takes dedication, effort, and students who are willing to make each event magnifi-

The event focused on gathering together as a community to express the Autism Speaks gratitude for individual and corporations who have been instrumental in furthering their mission and supporting those who struggle with autism.

I have to tell you, I am excited about the new Pope, Pope Francis, the first Jesuit Pope. He is such a breath of fresh air, so seemingly grounded and aware of what the Roman Catholic Church he now heads ought to be about. I was reflecting on this a few weeks back in the presence of some of my church members and one of them remarked, Yes, I hear you! He's so Christian! And of course, that's exactly it. We have a Pope who is acting like and talking like a Christian, with his humble style and clear advocacy for the poor. Francis doesn't come across as some clerical hierarch, but as a servant to others. For starters, he has chosen not to live in the ornate, well-manicured papal apartments; and on Holy Thursday (before Easter), Pope Francis went to a prison chapel in Romero (off the Vatican grounds) where he bathed and kissed the feet of inmates at a juvenile detention center (recalling Jesus' bathing the feet of the disciples in John's gospel), a stunning act of of humility. As it turned out, two of the inmates were women and one was Muslim. In a speech to the poor in Rio de Janeiro, Francis gave a ringing declaration of the church's absolute commitment to the poor where he urged all people of good will to never tire of working for a more just world.
Another salient quality of this Pope is that, during his time with the poor in Brazil, he was nearly always smiling. Joy is one of the surest signs of God's presence. How this plays out is that people feel like hugging this Pope; people of all ages. Everywhere he goes, the hugs and human expressions of joy abound. It's the joy of feeling seen, valued and loved as human persons. The importance of the human person. A trademark of Pope Francis' Christian faith is the distinct emphasis he places on the human person, on the individual believer. For him, religion and ethics are not the same thing. In an interview with the magazine Jesuit Publication America, Francis reminds us: The church must be more than the sum of small-minded rules. True religion, Pope Francis affirms, is an affair of the heart. At the end of the day, our religion must be about people, all people. We are all sinners, no matter anything about us; which means we should approach every human being with humble, nonjudgmental spirit – whether they are one of us or not; whether we like them or not; whether we agree with them or not. Ethical religion, without love, is arid and misleading. Relationship to God and neighbor come first. The ethics part comes later – after we have already fed the hungry, healed the sick, bound up the wounded, lifted up the poor and done everything we can to
make for a more just and fair world. Human dignity runs deeper than our failures. Pope Francis' priority of the person is a big deal; it is a powerful insight. In an article on the Pope, columnist Michael Gerson says, For God's purposes, human beings are completely equal and completely loved. They cannot be reduced to ethical object lessons. Their dignity runs deeper than their failures. Human beings matter more than any cause; indeed, they are the cause. Think of the implications of this powerful affirmation! Consider the world we could build if we really believed and practiced that a person's dignity runs deeper than their failures! That every human beings' dignity runs deeper than their imperfections! We all have our flaws and imperfections. Nations, too, lose their way and find themselves trapped in periods of inept and corrupt leadership. Across the planet, the sting of poverty and one deprivation after another sounds out. However, this does not mean that human persons and nations everywhere are not worthy of being treated with dignity. Pope Francis offer a new glimpse of hope for our human situation. His prudent assertion that religion is an affair of the heart can potentially nudge us all to higher spiritual ground.
Bob Graham Education Center students participate in ‘See You at the Pole’ On September 25, students at Bob Graham Education Center (BGEC) came together to participate in an event called “See You at the Pole,” a global day of student prayer that began in 1990 with 10 students praying at their school. Twenty years later, millions of students around the world pray on their campuses on the fourth Wednesday in September. “See You at the Pole” is simply a prayer rally where students meet at the school flagpole before school to lift up their friends, families, teachers, school and nation to God. This year’s Scripture to focus on was 2 Chronicles 7:14 “If my people, who are called by my name, will humble themselves and pray and seek my face and turn from their wicked ways, then I will hear from heaven, and will forgive their sin and will heal their land.” With that promise in mind, the BGEC students humbled themselves and lifted up their teachers and the school’s entire faculty and volunteers in prayer. They prayed

New Testament Baptist sponsors grief counseling New Testament Baptist Church (NTBC) is hosting a weekly support group for those grieving the loss of a loved one. The counseling is sponsored by the Lay Counseling Ministry of NTBC. The counseling sessions will continue through December 18. Meetings are on Wednesdays at 7 p.m. in the conference room. The cost is $10 per person and includes the workbook and handouts. NTBC hopes to help those grieving to successfully journey from mourning to joy by finding help, discovering hope and experiencing healing.
