Council reconsiders boat storage lot; Aviation Dept. property is possible Following a wave of discontent from residents, including a possible lawsuit over a proposal to store boats, Miami Lakes Town Council members reconsidered the plan and moved to study other alternatives to appease their constituents’ concerns. At the March 11 regular Town Council meeting, the proposed site at 14501 N.W. 77 Avenue, which belongs to FPL, was greeted with strong opposition from residents, who indicated the storage lot
would bring down property values and attract more loitering. Vice Mayor Manny Cid initially asked his colleagues to create a fact-finding committee to study the area to determine if it’s suitable for residents to store their watercraft and commercial vehicles. Some residents said they had to call the police on many occasions because “unwanted” people were drinking and loitering in the vacant lot and a boat yard would
Goleman Jewels Dance team scores well in state competition Barbara Goleman Senior High School's Jewels Dance Team competed in the Florida Dance Team Director's Association (FDTDA) State Competition on Saturday, February 22. Amid the close competition between the 15 attending schools, the Jewels Dance Team brought home various awards. The team received an overall "Superior" team rating, and won first place in the open, hip-hop, large ensemble, and jazz categories. Team member Allison Alvarez
performed a solo which made it to the finals and placed fourth in the senior soloist category. A duet performed by Alvarez and Rafael Ruiz earned second place.The team was the first runner up for the Grand Champion 2014 FDTDA Dance Competition. "It feels great to win. All our hard work has paid off," said team officer Xiomeli Navarro. The Jewels Dance team is sponsored by Sara Yanes and led by head coach Susie Garcia and assistant coach Nathalie Arellana.

"After listening to the residents in the surrounding area, the Council decided to remove the site from further consideration," said Cid. Snelling The Miami Laker staff When Miami City Manager Johnny Martinez suffered a stroke during a critical time for the municipality amid a federal probe into its finances and top financial administrators’ abrupt departure, his assistant, Daniel J. Alfonso, stepped in and kept the city from a downward spiral. Under his watch as acting city manager, Miami bolstered it dwindling reserves to $57.5 million, closer to the $96 million, which was required under the city’s financial-integrity ordinance. Council looks at alternatives for boat/vehicle storage lot (Continued from Page 1) 124 marked spaces. “Our thanks to Miami Lakes resident and commercial broker Ladd Howell for identifying this site and bringing it to our attention,” Cid said. “Many facts were presented to the Council which warranted further discussion,” said Cid. When the Town incorporated in 2001, residents who owned boats and/or commercial vehicles prior to incorporation were able to keep them on their property but were required to register their vehicles with the town. A total of 81 boats and one commercial vehicle were registered with the town, Cid said. Later, homeowners who wanted to do the same after the grandfathering period expired, were required to request variances. Since then, 33 boat variance applications were submitted; 19 of which were approved under the practical difficulty criteria, and one which was approved on hardship criteria. Of the 13 non-
approved applications, seven were withdrawn by residents and six were denied by the Town. Only two variance applications for trailers and RV's have been submitted – one for a trailer which was withdrawn by the resident, and the other for an RV which was denied by the Town. After the grandfathering period, there have been a total of 2,841 violations cited. Of those, 1,639 were for commercial vehicles/trailers, 976 for boats, and 226 for RV's/campers/jetskis. The total financial impact of these violations ranges from a minimum of $700,000 to over $1 million combined, Cid said. The storage proposal will not affect those who registered during the grandfathering period nor those who received variances. The storage lot will help residents comply with the code and keep the Town aesthetically beautiful for many years to come.

Lakes resident Daniel J. Alfonso named manager for City of Miami (Continued from Page 1) resign because of health problems, Mayor Tomas Regalado and city commissioners didn’t have to look far for his replacement. Alfonso, a 45 year-old Miami Lakes resident, was tapped as the new city manager to manage the day-to-day operations of MiamiDade’s largest city with 400,000 residents and 3,000 employees. He started his new $199,000 a year job on March 4. “I was honored and humbled to be picked as the new city manager,” Alfonso said during an interview. “When my family migrated from Cuba to the United States, the last thing on my mind was one day I would be representing 400,000 citizens and 3,000 employees. I am looking forward to the challenges to keep driving the finances in a good direction and improving municipal services for our residents.” Alfonso, who earned his Bachelor’s and Master’s degrees in Finance at Florida International University, said the biggest challenges Miami faces stem from the effects of the economic downturn. During the financial depression, the city was forced to freeze some significant infrastructure enhancement projects, deal with employees’ compensations and preparing labor unions negotiations, with most of their contracts set to expire in September. “The economy is getting better but many cities that suffered from the economic downturn are facing many challenges,” he said. “In
Miami, our goal is to keep a stable tax rate, providing great services and meeting the needs of our community.” Alfonso said he learned a lot from Martinez and cherished the time he spent working under him. He said the former city manager was always a professional and listened to his employees and asked questions before making a decision on behalf of the city. “At any time, you can come to him with a situation and offer a solution, he would give you a decision that’s very important to the organization to know where we have to go,” Alfonso said. “I learned a number of things from him. He once told me, ‘Danny, don’t ever take down a fence unless you know why you are changing it’.” Alfonso said he’s so grateful for the opportunity the U.S. gave him and his family that he wanted to give back to his country. He said his family arrived from Cuba when he was 11-years-old after his father was a political prisoner in the communist country. Alfonso joined the military in 1986 when he was 18-years-old and fought in the 1991 Persian Gulf War. He reenlisted and was deployed to Saudi Arabia in August 1990 (Operation Desert Shield) as the Gunner of the Troop Commander's M2A1 Bradley Fighting Vehicle. The unit crossed into Iraq in February 1991, as part of Operation Desert Storm. Following his impressive military career, Alfonso graduated from Miami-Dade College and Florida International University. He pursued a career in government to serve the community and continue giving back to the country that made it possible for him and his family to accomplish their dreams.

ALFONSO “This is an important job,” he said. “Giving back to the community and being city manager for Miami is a great challenge, but the U.S. military opened its doors to me and my family to give us opportunities otherwise we wouldn’t have.” Alfonso was previously Miami’s chief financial and budget director and spent 17 years at Miami-Dade County, as an assistant director for GSA, operating budget coordinator, administrative officer and revenue collector and supervisor for Miami-Dade Transit’s finance division. Alfonso and his wife, Claudia, have been living in Miami Lakes for the past 10 years. “We love the town of Miami Lakes, it’s a nice community and has good place to go for fine entertainment,” he said. “It’s a safe community and a good place to live and raise a family.” Alfonso quipped about his plans to turn Miami into another Miami Lakes. “That would be great,” he said. Alfonso and his wife have two young children, Juan Carlos and Patricia.

M-Dade Mayor Carlos Gimenez visits ML Chamber Miami-Dade County Mayor Carlos A. Gimenez will be the special guest speaker at the Miami Lakes Chamber or Commerce’s monthly membership luncheon on Wednesday, April 2, in the Grand Ballroom of Shula’s Hotel on Main Street. Networking starts at 11:30 a.m. with luncheon at 12 noon. Gimenez was first elected county mayor in a special election in June 2011. He was re-elected on August 14, 2012. As the county’s top elected official and chief administrator, Gimenez is responsible for the leadership and management of an organization with over 25,000 employees and an annual budget
of nearly $6 billion. He brings decades of invaluable public service experience to the post, and continues to pursue a set of clearly defined priorities that reflect both his governing philosophy and the challenges of the current economic environment. Previously, Gimenez served for seven years as a Miami-Dade County commissioner representing District 7. From May 2000 to January 2003, Gimenez was manager of the City of Miami and was credited with helping to restore stability and integrity to that organization. During his tenure, the city’s bond rating went from “junk” to investment grade and the tax rate
dropped to its lowest level in 50 years. Prior to his appointment as City Manager, Gimenez spent 25 years with Miami’s Fire-Rescue Department including the last nine of those years as Chief, during which time he was credited with modernizing the Fire Department and overseeing the largest reorganization in the department’s history. A longtime Miami-Dade resident, Gimenez graduated from Christopher Columbus High School and earned his bachelor’s degree in Public Administration from Barry University. In 1993, he completed the Program for Senior Executives in State and Local Government at Harvard Univer-

Intensity Dancers’ team earns high scores at national events Competition team members from Intensity Dancer's Studio in Miami Lakes attended the Showbiz National Talent Show in mid February and Nexstar National Talent Show in early March garnering so many awards that the team was invited to compete at the World Championships this August held in New Jersey. The team, comprised of 52 dancers between ages 6 to 18, had the highest scoring production
numbers for the performance "I want my MTV" at both the Showbiz and Nexstar competitions. The performance "Bom Bom" was the highest scoring number for ages 8-and-under, "Hit It Up" was the highest scoring teen number, and "Love" was the highest scoring senior number and earned the highest technique score as well.

Summary of actions at March 11 regular meeting At the March 11 Miami Lakes Town Council meeting, lawmakers approved the following actions: • On first reading, the Town Council gave its initial approval to an ordinance to transmit the proposed the town’s comprehensive plan amendments to the Florida Department of Economic Opportunity (DEO) and other appropriate agencies for review. • On first reading, council members gave their initial approval for an ordinance to amend the rules and regulations of the appeal process for variance decisions made by the town’s Planning and Zoning Board.

In October, the Council directed staff to prepare an ordinance to allow parties affected by a variance decision to request an appeal hearing before the Town Council. In January, the Council held a workshop regarding this issue, and provided revised direction to staff to prepare the proposed ordinance. Currently, all appeals of quasijudicial zoning decisions are to the Circuit Court. The proposed ordinance would allow affected parties to either appeal directly to Circuit Court or, in limited circumstances, appeal the decision to the Town Council. If such a request is received within 10 days of the Planning and Zoning Board's decision, and the applicable criteria are met, the Town Council would hold a rehearing of the variance application at a special Council meeting, with the appealing party being responsible for additional costs of processing the appeal. The decision of the Planning and Zoning Board would be set aside in its entirety, and the Council would make a decision on the entire variance application. Criteria for an appeal to the Council includes that the decision of the Planning and Zoning Board was not unanimous; that the decision of the Planning and Zoning
Board and the staff recommendation are in conflict; the variance must not have been sought to legalize a code violation, and there can be no other known code violations on the property ; and, the regulation from which the variance is sought must materially prevent the construction of a new single family house as it was designed (in the case of residential) or legally prevent a business from opening or continuing to operate (in the case of commercial/industrial). • Council members accepted the award of funds consisting of a Local Agency Program (LAP) Agreement between the Town of Miami Lakes and the State of Florida Department of Transportation (FDOT) for the Miami Lakes Elementary School Safe Route to School Project, consisting of an 8-to-10-foot-wide greenway trail along Miami Lakeway between Miami Lakes K-8 Center and Miami Lakes Middle School. In an effort to provide safe and accessible trails for residents and schoolchildren, the Town was awarded a $200,000 grant from the Safe Routes to School grant through FDOT. The Safe Routes to School grant will provide for the construction of a continuous multi-use trail
along the east side of the Miami Lakeway North/South right-ofway and within the park/greenway right-of-way. The trail will be designed for bicyclists and pedestrians to share the facility. The route will emphasize crosswalks, way-finding signage and bollards to provide additional safety emphasis and limit access to motorized vehicles. • Lawmakers awarded a contract in the amount of $34,876 to JVA Engineering Contractor for paving of asphalt trails at Park West. • Council members awarded Florida Sidewalk Solutions, an authorized representative for Precision Concrete Cutting Inc., a two-year contract for $200,000 to help Miami Lakes implement its aggressive sidewalk repair program. The traditional solution available to the town to remedy a noncompliant sidewalk that contains a tripping hazard is to replace the sidewalk section. The cost to replace a 5’X5’ section is approximately $185, whereas the cost to fix the tripping hazard using this
system has an approximate cost of $86.50. By using this process the Town saves an average of $98.50 while reducing the time to perform the work, as well as minimizing adverse impacts to residents. • Lawmakers approved Town Manager Alex Rey’s recommendation to purchase five Ford Interceptor Vehicles for use by the town’s police department through the Florida Sheriffs’ Association (“FSA”) contract, and award the contract to Reid Ford, Inc. The purchase is not to exceed $114,545 and is to be expended from the FY 2013-2014 Police Capital Outlay Fund. • Council members authorized a work order design award to Stantec Consulting Services, Inc. for Royal Oaks drainage and roadway improvements to address existing flooding problems in the northwest section of the town. The work order will be issued under the firm’s existing contract for miscellaneous civil engineering services in an amount not to exceed $115,861.

BGEC’s Bobcat Dancers emerge as national champions The Bob Graham Education Center (BGEC) Bobcat Dance Team had the opportunity to participate in the Contest of Champions National Competition in Orlando, FL. The competition took place on Saturday, March 1 at the ESPN WorldWide Sports Complex. Schools from all over the country came to showcase their talents but the BGEC Bobcat Dancers won first place in their category. The dancers performed a dynamic 80's routine set to a medley of 80's
music. The girls took the judges and audience way back to the 80's in an open routine which included jazz, hip-hop, kick line and cheer. BGEC's dancers worked hard and their determination and work ethic paid off. They emerged as National Champions in the middle school "open" category. Under the direction of dance coach Mayri Martinez, the dancers returned home with a trophy and a team of confident dancers.

Miami Lakes Historical Scavenger Hunt draws 32 teams, 118 participants
Council approves extension of M-Dade Police patrol contract
The second annual Miami Lakes Historical Scavenger Hunt attracted 32 teams and a total of 118 participants on Saturday, March 8, to downtown Miami Lakes. The unique event was created by Katherine Duarte, a 14year-old Bob Graham Education Center student, as part of a Girl Scout project. Most of the participants responded to Duarte’s request that they wear white and black to represent the dairy history of the town, or light blue to represent the many lakes within the community. The event was co-sponsored by Miami-Dade County Commissioner Esteban Bovo Jr., The Graham Companies, and the Town of Miami Lakes which provided a bus to help participants get around to all the clues. Many newcomers to The Hunt never thought it would be such hard work to walk around and search for the clues and solve the riddles. “As participants turned in their maps at the end, you could see tired and sweaty faces, but you could sense the accomplishment they felt and how happy they were to endure to the end,� said Duarte. “That tells me that not only did they have a lot of fun, but they also learned about the history of our beautiful town.� “The Historical Scavenger Hunt was a great family-friendly event,� said Vice Mayor Manny Cid. “It embodies what Miami Lakes is all about.� Grand Prize winners were the “Super Cute Nachos� team of Clarisell De Cardenas, Luis Collazo and Joshua Dieguez. Second place winners were the “Unicorns� team of Gustavo Palomino, Tatiana Gonzalez, Adriana Palomino and Sofia Palomino. Third place winners were “The Moores� team of Alyssa, Cris and Susan Moore. Entertainment for the event was furnished by Kung Fu Panda from Parks Martial Arts, Coppelia Ballet, Gigi’s Dancers and Show Stoppers along with special appearances by the Menchie’s mascot and Radio Disney Miami. Duarte thanked the many businesses that supported the event including Miami Children’s Hospital, IG Travel Center in Doral, Chick-fil-A of Miami Lakes, Menchie’s Girl Scouts of Tropical Florida, Rhythm and Pitch School of Performing Arts, LARC Technical Institute, Shula’s 2, Pappa John’s , Flanigan’s, Tamura Restaurant, On The Border, Ruby Tuesday’s, Keyes Realty Company, Misha’s Cupcakes and Miami Lakes Baptist Church. • Council members approved a resolution for a proposed charter change to allow the mayor and councilmembers to appoint residents to the town’s committees instead of the current policy where lawmakers nominate candidates and the mayor subsequently appoints them. The referendum will be placed on the November ballot. • The Town Council authorized the town manager to enter into a three-year agreement several community nonprofit organizations including South Florida Council Boy Scouts of America, Girl Scout Council of Tropical Florida, Inc. and American Legion Post #144, for use of town facilities for meetings and events at no cost. • The Town Council approved an interlocal agreement with Miami-Dade County for the provision of local police patrol and specialized services from November 14, 2012 to November 13, 2019. Since November 2001, the Town has been receiving local patrol police service from the Miami-Dade Police Department

via an Interlocal Agreement between the two governments. The approximate value of this contract is $6,700,000 per year. • Town Attorney Raul Gastesi recommended Miami Lakes allow the bond insurance company to complete its process to finish the Youth and Community Center, which has been delayed for a year now, at Picnic Park East. He said the company will comply with the terms of the bond and complete the project by way of take over and will move forward with some options. Sharing the town’s frustration, Gastesi said it would not be a good idea to file a lawsuit against the company because it would further delay the project. Citing the complexity of the issue, he said the current pace is going as fast as it can and less expensive to get it done. But councilmembers are growing frustrated and indicated a lawsuit would speed up the construction process. They will give the company another 30-day deadline to get construction started.

News and Notes from the Town of Miami Lakes Final Strategic Plan workshop set for March 26 at Town Hall The Town of Miami Lakes and its planning consultant are holding two community workshops during March regarding the town’s Strategic and Comprehensive Plans. These plans will guide the next 10 years of the town’s future growth. Resident participation will help identify key issues and opportunities as the town develops a vision to keep Miami Lakes “Growing Beautifully.” The first community workshop was held on Saturday, March 15, at the Mary Collins Community Center. The final workshop is sched-
uled for Wednesday, March 26, from 6:30 to 8:30 p.m., at Miami Lakes Government Center, Council Chambers, 6601 Main Street. Residents are urged to take an active role in Miami Lakes’ future by completing the town’s Strategic and Comprehensive Plan questionnaire which is available at https://www.surveymonkey.com/s /miamilakes. Beautification entries close March 28 The town’s Neighborhood Improvement Committee (NIC) has invited all Miami Lakes residents to participate in the 2014 Home Beautification Contest. The contest will recognize residents who take special care in maintaining their homes and landscaping. The contest will take place four times a year, and the winners will be awarded with a $200 Home Depot gift card, and a commemorative lawn sign to be placed on their front yard. The NIC appreciates the beautification efforts undertaken by the residents and through this contest, will have the opportunity to honor their commitment to keep Miami

Town receives $100K FDOT grant for Palmetto interchange cleanup The Town of Miami Lakes was recently awarded a $100,000 grant from the Florida Department of Transportation’s (FDOT) Beautification Council for a highway beautification project along the heavily-traveled section of State Road 826 (Palmetto Expressway) trailing northbound from Miami Lakes Drive. As a community with numerous elevated expressways passing along its boundaries, the issue of how to address the unsightly
appearance of underpasses is of significant concern to the town and its residents. These locations serve as gateways into the town and are the first impression of the community for many visitors. This cost-effective project will leverage $100,000 of match funding to transform an area with maximum visibility and a high volume of traffic passing the area on a daily basis. The project will also include improvements to the
underpass along N.W. 154 Street. “As your elected officials, the Council prioritizes initiatives and provides direction to the Town Manager based on your needs and direct input,” said Councilmember Tony Lama. “Residents have been clear that a renewed focus on beautification initiatives was desired. I want to thank our manager, Alex Rey, and staff, for their great work in securing this grant. Very soon we will see these improvements come to fruition.”
Town launches free M. Lakes online interactive local business directory Miami Lakes announced the launch of its online, interactive local business directory – www. MiamiLakesMarketplace.com. The business directory can be found on the town’s website’s homepage, as well as the town’s mobile application. To download the town’s free mobile app, simply go to your mobile device’s App. Store and enter “Town of Miami Lakes.” Free to Miami Lakes businesses, owners will be able to manage their page and presence on the site to include photos of new merchandise, services or menu items, upcoming events, available job
opportunities, and even include weekly coupons. Residents and visitors will be able to search using keywords like “pizza” or “dentist.” The interactive mapping portion will then bring up all the local businesses within that category, and even provide driving and walking directions. Residents will also have an opportunity to sign up for weekly coupon and job opportunity updates. “Our Economic Development

As part of its goal to be fully transparent, the town takes pride in the efforts taken to make information readily available to all Miami Lakes residents. “Our meetings will now be accessible to all,” said Vice Mayor Manny Cid. “We are committed to serving all of our residents.” Closed captioning will be available 2 to 4 days following the meeting in the on-demand playback method. News and Notes from the Town of Miami Lakes Miami Lakes is a pioneer in Electronic Plan Review test In December 2013, MiamiDade County extended an invitation to all county municipalities to participate in the Electronic Plan Review Program. The Town of Miami Lakes served as the pioneer working with the county over the past few months to implement the program. To date, the town has processed over 100 applications. The program offers a streamlined process for businesses when submitting plans for review and approval in electronic file formats. Reviews, markups and changes can be exchanged electronically between the town and county regulatory agencies including the Fire Department, Department of Economic and Environmental Resources (formerly D.E.R.M.), and the Water and Sewer Department, thus improving efficiency and creating faster turn-around times. Currently applications for commercial and residential new construction as well as commercial
build out projects are being turned around on average in 3-4 business days, a vast improvement from the previous time frame of 3-4 weeks. “Miami Lakes has always been committed to enhancing the effectiveness and efficiency of our service delivery,” said Mayor Wayne Slaton. “The Electronic Plan Review Program is a great example of this commitment and a step in the right direction.” Throughout the Strategic Planning and Community Survey process, the number one concern of business owners was the lengthy and time consuming process of couriering large sets of plans from one agency to another. Miami Lakes hopes this program will address those concerns and is committed to assist in the streamlining of regulatory processes, recognizing that these types of activities are essential to encourage and assist new business owners and developers to choose Miami Lakes.
Miami Lakes launches Property Search Portal to aid prospects and Realtors Miami Lakes announced the launch of a new Property Search Portal on the town’s website. By visiting www.miamilakes-fl.gov/ properties, users can identify zoning districts, search for available commercial properties for lease or sale, add commercial properties for lease or sale (for brokers and realtors), and search property records for existing properties in Miami Lakes. The portal provides data on zoning restrictions, demographics, consumer spending trends, traffic
counts, and labor force statistics which are key indicators for businesses when looking to relocate or expand. “This website helps prospective business owners streamline their property search and helps our local realtors to better market their listed properties at not cost,” said Councilmember Ceasar Mestre. “Prospective businesses will save countless time and be able to see exactly where in the town a new business can be located due to the zoning code.”

Miami Lakes Middle School plans grand opening of classroom courtroom
BGEC’s Mock Trial team in first place at District contest On Friday, February 28, Bob Graham Education Center’s (BGEC) Mock Trial Team took first place in the Miami-Dade Public School District’s Middle School Mock Trial Competition at St. Thomas University. The students are part of the school’s Civic Engagement Academy’s law studies class. The students were divided into two teams. One fulfilled their duties as the plaintiff team during a simulated trial, and the other as the defense in a second trial. The
teams received the majority points in both rounds leading them to first place in Miami-Dade County Public Schools. Plaintiff team members included Dylan Perez, Kaylen Grass, Lawrence Williams, Ana Alea, Vivien Martin, and Ryan Delgado. Defense team members included Huzaifa Bin-Rahmin, Chang Lee, Gabriel Nodal, Angela Gomez, Brandon Iglesias, and Matthew Beyra. Both teams were led by social studies teacher Ingy Cruz.

The longtime educator and Department Head at Miami Lakes Middle School has been attending various civic competitions with her social studies students as she does every year, while preparing for the grand opening of her classroom courtroom. The courtroom, which was specially designed, is furnished with a judge's bench, a jury box, a witness stand, a plaintiff's and defendant's table and seats for spectators. Plans for the courtroom began in early 2012 and a grand opening celebration will be held on March 31. "As a school with a legal magnet, why not cement that with a
court room?" said DeYarza. "Our principal, Dr. Manuel Sanchez, saw the benefit. He saw how this was going to augment the school so he gave the go-ahead for it." DeYarza was keen on finishing the court room in March to have the grand opening fall within National Women's History Month as a nod to the women who were instrumental in making the courtroom a reality. Beth Martinez from The Graham Companies, Dorcas Perez from the Town of Miami Lakes, School Board Chair Perla Tabares Hantman, and former councilmember Mary Collins all contributed to the project. Town councilmembers, Mayor Wayne Slaton, School Board members, representatives from The Graham Companies, and
many others have been invited to attend the grand opening. In the midst of construction DeYarza's students have earned awards at the Model United Nations (MUN) competition earlier this year and were named champions at the We The People competition held in December. Additionally, for this year's Project Citizen competition, DeYarza's team has been working with Vice Mayor Manny Cid and with Representative Jose Felix Garcia for local and state issues pertaining to their project. Their project bill on children's care is currently moving in the House of Representatives much to the delight of the students. Finalists for the competition will be named later this year.

Town receives $5K grant for The Art Collaborative project to attract seniors and youth The Florida Department of Elder Affairs awarded the Town of Miami Lakes and its Elderly Affair Committee a $5,000 Community for a Lifetime Support Projects for Elders Grant to fund The Art Collaborative. The Art Collaborative is an intergenerational art education and exchange program in partnership with the Youth Activities Task Force and the Cultural Affairs Committee, culminating in a Gallery Night Grand Opening and Weekend exhibition. The Art Collaborative includes an intergenerational component allowing youth volunteers to work with seniors in the art classes at the Mary Collins and Robert Alonso Community Centers. The juried exhibition will select the artworks to be displayed. Entries will be judged based on technical quality, composition, originality and artistic merit. First, second and third place winners will be awarded in the following categories: Professional Artists, Amateur Artists, Students (Elementary, Middle and High
School), and Seniors (60+ years). A special People’s Choice Award will be presented to the artwork with the most votes through the use of social media. All winning entries will be on display at Town Hall during the Gallery Night Grand Opening in June. Pace High’s Track and Field teams show improvement in competitions Monsignor Edward Pace High School’s men’s and women’s track and field teams have shown continued improvements during competition action as they matched up against Coral Reef, Belen, Lourdes and Barrington High School. The female Spartan’s 4x800m relay team recorded their fastest time of the year when they ran 11:21.36. The relay team consisted
of Natalie Fernandez, junior (2:44), Naja Murphy, sophomore (2:50), Nicole Diaz, freshman (2:51) and Nina Pulley, senior (2:54). In the open female 400m, Pulley also improved from 68 seconds to 64 seconds. Josephine Letner cleared 4’4” in the high jump and continued by opening up in the long jump. Letner recorded a solid first jump of 12’2” – a season best. On the men’s side, the Spartan’s 4x800m relay team also recorded a season‘s best of 8:38. This 5 second improvement from 8:43 pulls the team further together positively. The team consisted of seniors Dimitri Wolf (2:04), Peter Paul Grootens, (2:04), and Gregory Louis (2:16), and junior

Chris Ventura (2:16). In the open events, seniors and training partners Grootens and Wolf continued to lead the team by recording four respectable times within a three hour window. Grooten’s times are: 2:04 (800m split), 4:47 (mile), 56 seconds (open 400m), and 24.69 seconds (200m). Wolf’s times are: 2:04 (800m split), 5:01 (mile), 55 seconds (open 400m) and 24.60 seconds (200m). Not too far behind is Ventura. He recorded 2:16 (800m split), 5:03 (mile), 59 seconds (open 400m) and 26.00 seconds (200m). Coming back from a major ankle sprain, junior sprinter Avery Canty showed his speed. His 23.31 seconds in the 200m was a major improvement from his previous 25.10. It was not only a season best for Canty, but a personal best. Edward Medina, junior, opened up in the long jump with a first leap of 16’1”. Freshman sprinter Robert Harding continues to improve in the 100m open. The unofficial time of 11.21 from his previous official time of 11.88 placed him fourth overall. Honorable mentions for the 200m include Chad Fowler, Gregory Louis, Eric Cadet, Vlad Rochebrun, Holden Placide, Ezekiel Jackson, Arturo Quintana, Antonio D’Argenzio, Matthew Figueroa, Adam Ribeiraud, Andrew Sanchez, Sebastian Pena, Andres Perez and Richard Estrada.

Panama Mutiny Elite wins bid to play in 2014 Elite World Series at Disney World The Miami Lakes Optimist Panama Mutiny Elite won a bid to play in the popular 2014 Elite World Series scheduled for play at Walt Disney World. The Mutiny Elite was among 19 teams that competed in the USSSA North Florida Dual Super Nit tournament in Gainesville and advanced to the World Series with a 6-0 record and the USSSA championship. The Mutiny had early pool game wins against the Orlando Stingers (11-2) and Orlando’s top team Central Florida Wolverines (11-7). The Mutiny started the elimination games against the Stealth
National winning 8-5 on a walk off three run homer in extra innings. In the following game, the Mutiny beat Tampa’s Florida Heat 10-2 where Mutiny’s pitchers stopped all chances the Florida Heat had. From there, the Mutiny defeated Team Florida (9-1) in a 2-hit game, and Mutiny advanced to the championship game where they beat previously undefeated Tampa’s Spartans Pro 4-3 in extra innings. The next Dual Super Nit and one of the last chances to get to the Elite World Series will be in Vero Beach on April 4-6.

Pace Spartan Golf Classic scheduled for April 4 Monsignor Edward Pace High School will be host its annual Spartan Golf Classic on Friday, April 4. The tournament will take place at the historical Country Club of Miami located at 6801 N.W. 186 Street. Miami Lakes resident Erika Castroman is a softball superstar. And for her stellar performance on the diamond, Erika was recognized by La Copa Dorada (the Gold Cup), which is a program started by Roly Martin, a respected member of the sportscasting community, who honors outstanding athletes of Latin descent. “We are extremely happy and honored for this award,” said Alex Castroman, Erika’s father. “She has worked extremely hard to get where she is today.” He has been a member of Miami Lakes Optimist for the past 22 years. Trinity Christian Academy wins FCAA State Basketball tourney Trinity Christian Academy (TCA) located at 1498 W. 84 Street in Hialeah, defeated Wade Christian Academy of Melbourne in the FCAA State Basketball Championship in Ft. Pierce on March 4. TCA's boys’ varsity basketball head coach, Robert Donahue, a Miami Lakes Middle School and Hialeah Miami Lakes Senior High alumnus, led the TCA Crusaders to the win with a final score of 61-
53 effectively ending Wade's fourth consecutive state title. “In the final game, our big guys down low contributed greatly to our win by opening things up for our speedy guards allowing them to score,” said Donahue. Aside from the FCAA State Champions title, TCA also holds the Independent School League (ISL) Championship title which they claimed by defeating Spirit of Christ High School, 65-59 on
February 26. TCA ended the 20132014 season with a 23-4 record. “I’m so proud of these young men. They have overcome so much and fought extremely hard to get where they are. With only two current seniors not returning to the team next year, expectations are high. We will continue to work and improve in the off season to keep the championships at Trinity and start our own dynasty,” said Donahue.

Miami Heat recognizes Our Lady of the Lakes’ student Gabriella Perez-Robles Gabriella Perez-Robles, an 8thgrade student at Our Lady of the Lakes Catholic School, was honored as one of the February Academic/Sportsmanship Team Players before the February 3 Miami Heat game against the Detroit Pistons at American Airlines Arena. Each honoree received a Certificate of Achievement, a Heat gift pack, and two Heat tickets.
After meeting Heat players Shane Battier, Udonis Haslem, Rashard Lewis, Roger Mason Jr., and Greg Oden, they were recognized on the court before the tipoff. Perez-Robles maintained straight A’s while playing varsity basketball for the OLL team that finished the season undefeated at 8-0. She also played on the varsity volleyball team, and is an active member in several OLL clubs.

The Bobcat Cheerleaders were victorious and brought home the
first place trophy in the Cheer Division. "It is such a great honor to have the privilege to coach such a great group of athletes. You guys are a true testament on how a little bit of hard work pays off at the end. Keep calm and cheer on ladies," said team coach Alexandra Rosa.

Hope for Autism team honors WHG Elementary principal Sharon Gonzalez By David L. Snelling The Miami Laker staff Hope for Autism recently honored West Hialeah Gardens Elementary School principal Sharon Gonzalez, as one the organization’s biggest supporters and fund-raisers during the group’s annual dinner and award ceremony. “She has always been a supporter and friend for our Hope for Autism team and the Autism community,” said Julie Salas, Autism Speaks executive director of South Florida. The annual dinner is just one of many events for the organization to raise money for the 2014 Autism Speaks Miami Walk for Autism Research. Each year, the event has been sold out by families on the spectrum, friends and many organizations who are supporting a worthy cause for kids who are affected by a disorder of neural development characterized by impaired social interaction and verbal and nonverbal communication.

Artistically inclined find opportunities at Pace High By Maya Lora Special to The Laker At Monsignor Edward Pace High School, students who want to delve into the fine arts after their high school years have the perfect opportunity lined up for them. Through the Visual and Performing Arts Academy, students can get the experience of being at a magnet school while still receiving a Catholic education with a college preparatory curriculum. Students stay within their chosen program for four years, taking a class each year that pertains to the specialty they have been drawn to. In the Visual and Performing
Arts Academy, the following strands are offered: dance, art, music and theatre. They all have their separate audition processes to assure the students are passionate about what they are dedicating themselves to and will remain driven throughout their four years in the program. The dance strand is run by Karina Saud, who also captains the school’s competition dance team, the Starlettes. This strand has two tracks for students wishing to pursue dance; there is the regular track, where students take four years of dance that increase in difficulty with each year; and the performance track, which has a

requirement of auditioning for and making the Starlettes dance team prior to entering the track. The art strand, run by Marcel Navarro, consists of students creating a portfolio for themselves, which they will need when applying for top-of-the-line art universities. The program is intensive, making sure all of the students within it are hard-working and talented, creating the best pieces possible. The music strand, run by Ross Goldman, breaks down into two tracks: band with an emphasis on instrumental, and band with an emphasis in guitar. Last school year was the inaugural year for this particular academy, which contains a small yet growing group of students dedicated to music. Lastly, there is the drama
strand, led by Cristina PlaGuzman, which has three different tracks: the performance track, the musical theatre track, and a technical track. This strand focuses on turning a talent for acting, singing, costume designing, or any other theatre related skill into a craft, emphasizing that education is needed to transform a student from simply loving theatre into a student who can master theatre. All of the academies offer academic and performance opportunities. Each academy is connected to a nationally recognized honor society, and each offers a variety of shows and events where the students have the ability to show their talents. The roots of these academies, however, lie within the passion for the art that they represent.
When students dedicate their time to these classes, they are making a commitment to an art form that they want to pursue later in life. These students aren’t simply rehearsing for a few hours after school or painting in their rooms when they have free time; they are putting in hours on top of hours every day in order to perfect the craft that lies on the foundation of the talent they have been gifted with. These students understand that their love for what they do shouldn’t go to waste and have found a way through the opportunities granted to them to make use of what they have so that they can expand their horizons even further when they leave the gates of high school.

Each year the Florida Division of Emergency Management hosts a poster contest in conjunction with Severe Weather Awareness Week. Over 700 posters were entered from around the state. The panel of judges selected Grace Ramirez, a third grade Spanish Lake Elementary student as this year's Region 7 poster contest winner. An assembly for third graders, which was broadcast throughout the school, was held on Friday, February 28. It consisted of safety and preparedness messaging, weather-related games and the prize presentation to Ramirez. Miami Lakes Congregational Church’s Spring Rummage Sale set for March 22 The UCC Women of Miami Lakes Congregational Church (MLCC) have been holding a Spring and Fall rummage sale for over 25 years. The profits from these sales have benefitted different local and global charities as well as needy families and individuals in the community. This year's Spring Rummage Sale is scheduled for Saturday, March 22 from 8 a.m. to 1 p.m. Ruby Holihan, a member of MLCC, has been the force behind these rummage sales for 10 consecutive years. Holihan tirelessly helps collect, clean and frequently store and transport the items to the church for the sale. "We have all sorts of used items for sale – clothing, shoes, appliances, and more. There's something for everyone. The money raised helps other people, and we get to help the planet in a small way by reusing and recycling," said Holihan. Palm Springs United Methodist joins with FIU to offer counseling services every Thursday from 9 a.m. to 2 p.m. Palm Springs United Methodist Church (PSUMC) located at 5700 West 12 Avenue in Hialeah, is reaching out to the community by partnering with Florida International University (FIU) to bring health, counseling, and social work benefits to anyone who is in need of assistance. Senate Seeks to Pass House Flood-Insurance Bill Homeowners who need Federal Flood Insurance can breathe a little easier now. Following a tidal wave of complaints about enormous cost increases for many coastal homeowners’ insurance plans, the Senate is now seeking agreement to pass a measure that was approved by the House of Representatives on March 4th. The bill would limit annual increases of any individual policy under the National Flood Insurance Program to no more than 18%. If the Senate approves, the last step would involve the President signing the act into law.
