MLM’s Legal Studies unveil classroom courtroom By Roselind Romero The Miami Laker staff It has been a little over ten years since Miami Lakes Middle School's Legal Department Head, Lisa DeYarza, first created the Legal Studies Magnet Program and led the founding class to first place in their first Project Citizen competition. Since then, DeYarza and her students have gone on to win multiple awards in various civic competitions including Project Citizen, Model United Nations, and District Mock Trial Competitions. Despite the success of the program, DeYarza felt she could enhance learning and bring the atmosphere of a courtroom into the classroom and so she made plans to pursue that goal. Blueprints and planning for a classroom courtroom began over two years ago, and through the charitable efforts and influence of local businesses, the Town of Miami Lakes, The Graham Companies, and educational and

political professionals including Senator Bob Graham, former Councilmember Mary Collins, and Miami-Dade School Board Chair, Perla Tabares Hantman, the dreams and designs finally became reality. The Legal Studies Magnet Courtroom Inauguration was held Thursday, May 8, and included presentations by Miami Lakes Mayor Wayne Slaton, Hantman, and Miami-Dade Commissioner Esteban Bovo Jr. “We are very pleased and honored to have the opportunity to work with our students. We are grateful for and lucky to have teachers like Mrs. DeYarza who are so passionate about their profession and so fully committed to the success of the students, and that is the key. It's all about the students,” said Slaton. Hantman presented DeYarza and the students with a proclamation, and Bovo also presented a certificate to the class on behalf of

Council accepts settlement on stalled Youth Center building; completion set for April 2015 David L. Snelling The Miami Laker staff The Town of Miami Lakes and a surety bond company reached a settlement agreement for the unfinished youth center project following the original contractor’s default midway through construction of the facility. During a May 8 special meeting, the town accepted Bankers Insurance Company’s $757,789 offer to complete the youth center located at Picnic Park East adjacent to the Miami-Dade District One police station, more than a year after Miami Lakes issued J.B. Builders, now doing business as Ballarena Construction, a stop work order. In March 2013, town officials hired Tirso Martinez, an architectural consultant, who discovered the construction work didn’t mirror the original blueprints that

councilmembers approved in 2012. A surety bond company steps in when a contractor defaults on a building project, deciding whether to tap a new company to finish the job, or pay a settlement and let the town complete the job itself. According to the settlement agreement, Bankers Insurance Company will pay Miami Lakes $757,789, the amount the town paid to Ballarena Construction to build the 3,809 square-feet youth center, and with $683,020 left over from the original contract, Miami Lakes has a total of $1,440,840 to finish the project. The initial amount budgeted for the structure was $1,015,436. The accord also stipulates that Miami Lakes cannot take legal action against Ballarena for its dereliction on the project.

A student reflection was also presented by former Miami Lakes Middle School student and founding class member of the school's legal magnet program, Sabrina Riera. Riera, who flew in from Michigan where she is currently a graduate student instructor at the University of Michigan, regarded DeYarza as one of the finest teachers she had the pleasure of meeting and recounted memories held within classroom 256. “For me, personally, Project Citizen instilled a love and appreciation for research and civic engagement, something I have taken with me throughout my academic career and into my current graduate program in public health. It's amazing what these students have been able to accomplish since our after school project and I'm proud to say that I was a member of the first class that set the stage for it all,” said Riera. Senator Graham and Beth Martinez of The Graham Companies then unveiled an inscription for the courtroom featuring a quote by Senator Graham that reads: “Every generation of Americans has the obligation to know its rights and duties as citizens. Pace’s Nicholas Fernandez earns National Merit grant and Ivy League aceptances

Town settles Youth Center default; partial demolition may be needed

It was at the bottom of the pile of college letters. When Miami Lakes resident and Monsignor Edward Pace senior Nicholas Fernandez opened the envelope, he joined an exclusive group of students that have been honored as a National Merit Scholarship Program recipient. The National Merit Scholarship Program is a well-known academic competition for recognition and scholarships that began in 1955. High school students enter the program by taking the Preliminary SAT (PSAT). Approximately 1.5 million high school juniors take the test each year. While some students advance to receive commended, semifinalist or even finalist standing, only 8,000 are selected to receive a Merit Scholarship award. “We are so proud of what Nicholas has accomplished here,” said Pace principal Ana Garcia. “And while he has excelled academically, and is being rightfully recognized for those efforts, what he has done outside of the classroom has also made an impact to our school community and others, and is equally worthy of recognition.” Fernandez was elected Student Council president after serving as class president in his freshmen through junior years. In addition to chairing the executive board, he is also Yearbook editor and a member of numerous honor societies and service clubs. In his freshman year, Fernandez created a club to organize various student efforts in support of the 50th anniversary of the school. A program he started, called "Got Sole?" featured a shoe drive for poor children that live in a small village in the Dominican Republic near the Haitian border. Fernandez has personally delivered the more than 150 pairs

However, Colonial Windows Corporation filed a claim against the surety bond and a lawsuit against Banker Insurance for nonpayment for the windows and doors they furnished to Ballarena Construction for the building. The surety company and Miami Lakes agreed to each pay $31,250 to Colonial Windows Corporation to settle the lawsuit. “Some of the windows are good and some are not,” said Miami Lakes Town Attorney Raul Gastesi. “But they don’t get the money until we get the rest of the equipment.” Councilmember Tim Daubert said the surety company or the contractor should pay to replace the playground equipment that’s been sitting “there for over a year.” “Even with the settlement, they are not paying the town enough,” he said. “Even with a bigger budget to build it, we are looking at time lost. Why not put a dollar amount on lack of performance when residents and the Boys Scouts haven’t been able to use the park for over a year?” Martinez told councilmembers the next step is selecting a new contractor to perform “selective demolition” work to save as much

NICHOLAS FERNANDEZ of shoes and socks he has collected through his "Got Sole?" shoe drive at school, his church and through friends and family, during week-long mission trips for the past three years. In addition to his National Merit Scholar status, Fernandez also received recognition as a National Hispanic Recognition Program scholar, is an AP Scholar with Distinction, was awarded a Comcast Scholarship, and earned Pace’s Principal Award for Outstanding Leadership. As many faculty, classmates and Pace community members recently discovered, Fernandez also had a great talent for the arts. In Pace's most recent musical production, In the Heights, Fernandez showcased his theatrical talents in one of the lead roles, singing, dancing and acting on stage for over 1,300 audience members over a three-night schedule. Fernandez has finalized his plans with the $2,500 National Merit Scholarship, as he had several universities to choose from, such as Harvard, Princeton, Cornell, University of Florida or University of Miami where he was accepted. He has decided to attend Princeton.

as the existing building (33 percent completed) as possible. He said the work could take up to six weeks and the youth center should be finished by April 2015. “It’s about nine months for total completion as originally planned,” Martinez said. After the meeting, Martinez said the problem stemmed from a lack of supervision. He said Ballarena Construction and its original subcontractor developed internal problems and hired a new subcontractor that wasn’t qualified to work on the youth center as the original plans required. Instead, the subcontractor erected a watered-down version, which was not parallel to Miami

Lakes’ building standards. “We asked the contractor to correct it because the work didn’t comply with the original designs,” Martinez said. “He didn’t want to admit it was wrong and he defaulted. Lack of supervision cased the default.” Mayor Wayne Slaton, and Councilmembers Daubert, Frank Mingo, Tony Lama, and Nelson Rodriguez voted to accept the settlement. Vice Mayor Manny Cid and Councilmember Ceaser Mestre were absent from the meeting. Following the default, delay and a series of negotiations, lawmakers are happy to put the mess behind them and proceed with the project.

Com. Esteban Bovo Jr. addresses M. Lakes Chamber of Commerce By David L. Snelling The Miami Laker staff The life of a Miami-Dade Commissioner is often depicted as immensely busy, meeting-hopping from one end of the county to the other. Case in point, on Wednesday, May 7, Commissioner Esteban Bovo Jr. attended two early morning meetings, and subsequently met with soccer legend David Beckham and his partners in the highly publicized issue of bringing a soccer franchise to Miami. The heart of the discussion is the location for the soccer stadium; Beckham is eyeing the Port of Miami to build a soccer-specific stadium while Mayor Carlos Gimenez proposed a plan for another site, filling a vacant boat slip adjacent to American Airlines Arena. But Bovo took time from his busy schedule to be the guest speaker at the Miami Lakes Chamber of Commerce’s monthly membership luncheon at Don Shula’s Hotel, where he discussed the soccer matter, upcoming budget issues and the need for reconstruction at Miami-Dade County. “That’s the life of a county commissioner,” Bovo quipped. The site selection for the proposed soccer stadium could be settled by next week. “No fault to Beckham to pick the best site for his stadium, but the Port of Miami may not be the best location,” Bovo said. The former state representative said some people are debunking the idea of a soccer franchise even though a plan hasn’t been put on the table. But he’s not surprised because Miami-Dade issues are often contentious.

recommended the measure at the April 8 regular Town Council meeting. • Lawmakers were expected to approve a proposed site plan on a conditional use application for a nonpublic child care facility submitted by Marisol Torres and JMC Properties at Royal Oaks Corporation, 15225 N.W. 77 Avenue. Town staff is recommending approval of the plan for the Little College Corporation, which includes a maximum enrollment of 194 children ranging in age from 2 to 10 years, with the facility operating from Monday through Friday from 7 a.m. to 7 p.m. The plan also includes the applicants providing a minimum of 7,210 square feet of outdoor recreation space, which must be fenced. • Council members were expected to approve a resolution codesignating Miami Lakeway North between N.W. 67 Avenue and Miami Lakeway Drive as Father James P. Murphy Way. The location is near Our Lady of the Lakes Catholic Church and School, where Murphy served as pastor from 1996 to 2011, and contributed to the Miami Lakes community for many years. He died earlier this year from cancer. • Lawmakers were expected to approve a resolution to place a non-binding straw ballot measure for the November election to determine if residents want Miami Lakes to continue to pursue obtaining its own town-wide zip code. • Lawmakers were expected to approve a working contract in the

amount of $149,101 with JVA Engineering Contractors for drainage improvements for N.W. 83 Place. The new drainage system will address flooding after heavy rainfall events due to limited existing drainage. The existing roadway pavement between N.W. 158 Terrace and N.W. 162 Street will also be milled and resurfaced with a 1” lift of S-III asphalt. • Council members were expected to approve a working contract in the amount of $141,406 to Williams Paving Company to complete the second phase of the Greenway Trail improvements along N.W. 170 Street between N.W. 82 Avenue and 77 Court. The project consists of two components. The first component includes the work to be performed on property owned by the town. The second component is for work to be performed on property that is currently owned by Miami-Dade County. The second phase of the Greenway will provide connectivity to the existing trail, enhance the aesthetics of this portion of right of way, and provide additional

opportunities for safe pedestrian and bicycle use for recreational and transportation purposes. The project was selected and received funding assistance through the Recreational Trails Program (RTP), a federally funded competitive grant program. • Councilmembers discussed Councilmember Ceasar Mestre’s proposal to increase the height of private property walls to nine feet that are adjacent to a street rightof-way by amending the town’s land development code. According to Mestre, many residents brought it to his attention that their desire for the maximum height of walls to be increased in efforts to enhance public safety. The town’s existing code allows walls to be no more than six feet. • Councilmembers discussed Councilmember Nelson Rodriguez’s recommendation to create a Youth Town Council. Currently there are only two youth appointments to the Youth Activities Task Force. Although the YATF does unbelievable work with the youth, Rodriguez believes direct input from a youth council would benefit the Town.

Final weekend for Secrets of the La Croix at the Main Street Playhouse This is the final weekend for award-winning author David Michael Sires’ play, Secrets of the La Croix, at the Main Street Playhouse, 6766 Main Street in Miami Lakes. The play is about a day in the life of Roger La Croix, that day being the worst Thanksgiving of his life. It starts out with not being able to watch the big game on his broken television, but when his son comes home and reveals a big secret, chaos ensues. The holiday begins to unravel faster than he could have ever imagined. Full of fun, regret, laughs, lies and Cranberry Sauce, this comedic Thanksgiving farce isn’t a holiday, it’s a war. Performances are Friday and Saturday, May 16-17, at 8 p.m., and Sunday, May 18, at 2 p.m. Tickets are available at the door or online at www.mainstreetplayers. com.

Following the final show on May 18, The Main Street Players will present three scholarships to seniors from local Miami Lakes high schools. Scholarship hopefuls must be members of their high school's drama department or drama club and attending college in the fall of 2014 for a performing arts curriculum. The Main Street Players hope to make the scholarships available as an annual event for deserving college-bound students. On Saturday, June 28, The Main Street Players will present the ever popular magician, Dylan Ace for one performance at 7 p.m. On Monday, June 30, in conjunction with the South Florida Theater League, the Main Street

An educational workshop titled “Savvy Social Security Planning: What Baby Boomers Need to Know to Maximize Retirement Income,” has been scheduled for 6 to 8 p.m. on Wednesday, May 28, at the Miami Lakes Branch Library, 6699 Windmill Gate Road. Social Security is far more complicated than most people realize. The decisions baby boomers make now can have a tremendous impact on the total amount of benefits they stand to receive over their lifetime. Some questions baby boomers are asking include “Will Social Security be there for me?”, “How much can I expect to receive?”, “When should I apply for Social Security?” and “Will Social

Two town stormwater drainage projects funded in state budget State Representatives Manny Diaz Jr. (R-Hialeah) and Jose Oliva (R-Hialeah), and Senator Rene Garcia (R-Hialeah) make a great team for the Town of Miami Lakes. The three politicos teamed up during the 2014 Florida Legislative Session in Tallahassee and delivered $1.3 million for two major storm water drainage projects for Miami Lakes on the heels of a visit by Mayor Wayne Slaton and councilmembers, who requested the funding on behalf of the town. The projects are crucial to Miami Lakes and its residents, and the lawmakers worked together during Miami-Dade Days to secure the money. “These projects are important to the Town of Miami Lakes, said Oliva. “We will always fight on behalf of our constituents.

The Miami Lakes Canal Bank stabilization project received $1 million in Florida’s budget that will fund geotechnical testing, surveying and engineering design of upgrades for bank stabilization and landscaping. Miami Lakes also received $300,000 for the second part of the West Lakes drainage improvement project and will complete the drainage system retrofit and installation of new exfiltration trenches. “I would like to thank Rep. Oliva, Senator Garcia and Delegation Chair Eddy Gonzalez – as a team we were able to make sure our community’s needs were met in the state budget, said Diaz. Town staff cautiously awaits confirmation of the state funds pending possible line item vetoes by Governor Rick Scott.

valid student I.D. are $15. Laundry & Bourbon, conceived as a companion piece to precede Lone Star, centers on the comedic discontent and gossip of three small-town wives whose marriages have fallen short of expectations. Elizabeth, Hattie and Amy Lee happily gossip over laundry about the many open secrets which are so much a part of small-town life, that is until self-righteous Amy Lee says she has spotted Elizabeth's husband, Roy, around town with another woman. The ensuing conversation is edged with bitter humor and from it emerges a sense of Elizabeth's inner strength and quiet understanding of the turmoil that has beset her husband since his return from Vietnam. Lone Star is a hilarious study of a pair of Texas “good ole boys on a Saturday night at a local bar. Roy, a brawny former high school hero, is back in town after a tour in Vietnam and seeks to reestablish his position in the town. Joined by his younger brother, Ray, Roy tells his military tales and amorous exploits. Among all though, Roy cherishers his country, his wife, and his 1959 Thunderbird. The underpinnings of Roy's world however begin to collapse as secrets are unveiled. Despite the heavy topics, the good humor of the play never lapses and ends as breezily as it began. Pace High Drama Club performs In the Heights Monsignor Edward Pace High School’s drama club recently performed In the Heights during a three-night performance schedule totaling over 1,300 audience members, breaking records for the most-attended performance. Part of the astonishing attendance was due to the cast which included a combination of students who live for theatre, and those whose talents stretch beyond various skill sets. This performance was especially emotional for the director, Cristina Pla-Guzman. “I was completely enamored with In the Heights from the first time I saw it,” she said. “I realized that as a Cuban American, I struggled with what it meant to be both, just like the characters themselves are dealing with." New Testament Baptist Church holds student event New Testament Baptist Church's youth group, 4:12, captured the good vibes and camaraderie with “Compel Night” on Wednesday, April 30. The night kicked off in the church's parking lot with over 100 student attendees from Miami-Dade and Broward county schools. Local renowned Trinity Church pastor, Phil Bixby, shared a message with the students, and CTF Records’ artist Oscar Urbina delivered a performance greeted by applause. New Testament Baptist Church's youth pastor Abraham Metellus said “Compel is more than just an event, it's a call to saying goodbye to the old life and saying hello to the One who is able to give us new life.” The 4:12 youth ministry seeks to expose children and young adults to the truth, to inspire, and send them out in their local communities to make a difference in the world. The 4:12 ministry group meets Wednesday nights at 6:30 p.m. at 6601 N.W. 167 Street.

BGEC students plant garden at Hallandale Christian School Bob Graham Education Center students from Jennifer Batchelder and Maria Easterling’s third grade class participated in an outreach project, Blooming Buddies: Creating Sustainable Gardens in Our Community. The project was sponsored by the school’s PTSA Grant Program. Students, with the help of their families, planted an

herb and vegetable garden at Hallandale Christian School. This project helped students develop an understanding of the importance of working together, community involvement, and healthy eating habits. It also helped them apply mathematical skills to real life situations.
