China has started searching its territory for missing Malaysia Airlines flight MH370, as efforts to find the aircraft focus on two flight corridors. One stretches from the border of Kazakhstan and Turkmenistan to northern Thailand, and another from Indonesia to the Indian Ocean. A total of 153 Chinese nationals were on board the missing aircraft, which was flying from Kuala Lumpur to Beijing. Chinese Ambassador to Malaysia Huang Huikang said that search and rescue operations in the Chinese territories of the northern corridor had begun. Based

on background checks, he said there was no evidence to suggest that the mainland Chinese passengers on the plane were involved in hijacking or launching a terror attack. The Chinese government said it had also deployed 21 satellites to help with the search.

Meanwhile, the Australian Maritime Safety Authority (AMSA) said it had narrowed down its search area in the southern

Indian Ocean based on satellite data and analysis of the aircraft's possible movements. However, AMSA said the search area was still vast. "A needle in a haystack remains a good analogy," AMSA Emergency Response General Manager John Young said. "The sheer size of the search area poses a huge challenge – the search area is more than 230,000 sq miles," he added.

As I said last week, I managed to rip the tendons and ligaments in my right ankle by stepping into an unseen pothole in the road in Los Boliches while looking to see if any cars were about to hit me. The trees were casting shadows across the road rendering the pothole invisible until I got up from being flat on my face in the road with my foot stuck down the flippin’ thing. I am not allowed to walk on it and am finding just how difficult it is to get around on one leg and a pair of crutches but the main thing is that I am not allowed to drive. I am one of those people that are terribly travel sick most of the time so being able to do the paper round last week without being ill was a minor miracle. However, I had two wonderful drivers in my neighbours who willingly helped me out. Dangerous Ellis took the early morning shift and did the inland areas back up here to Coin, then Jackie Rice took over from there ably helped by her friend who arrived that morning for a well-earned “holiday”. Some start to a holiday being stuck in a car for hours on end! So I would like to say a HUGE thank you to both of my neighbours and the other Jackie for all their help. Also to Mike and Ruth who popped into the office to give me a fabulous “get well” box of chocolates... they certainly cheered me up no end. Last but not least I send a “get well soon” to my neighbour Marian who had been getting a bit breathless walking up hills. She went on the treadmill and they wouldn’t let her go home from the hospital! Here’s to finding out what’s wrong and fixing it! People are starting to ask about my Cambridge 800 consulting sessions for us all to get in shape for the summer – yes, men too! To join in with my Cambridge 800 regime call me on 663 917 081. Relatives threaten hunger strike

Relatives of the Chinese passengers on the missing plane have threatened a hunger strike if the Malaysian authorities fail to provide more accurate information. China's state

media has been criticising the Malaysian operation, while some Chinese relatives have said they believe the Malaysian authorities are holding information back and have demanded more clarity.

After a meeting with airline officials on Tuesday, families held a vote on organising a hunger strike. "What we want is the truth," said one woman. "Don't let the passengers become the victims of a political fight."

Meanwhile, following speculation about the pilot's links to Malaysian opposition leader Anwar Ibrahim, Malaysian Transport Minister

Hishammuddin Hussein said: "The search for flight MH370 is bigger than politics." Captain Zaharie Shah was reportedly a supporter of the jailed politician.

Mr Hussein praised the international response to the search efforts – some 25 countries are involved in looking for the plane – and added that the Malaysian authorities still believed the disappearance was a result of "deliberate action" on the plane. After 12 days of a huge multinational investigation and search, almost all options for the fate of flight MH370 are still being considered.

Judge defies government

The High Court Judge Santiago Pedraz moved on Monday to invoke the Geneva Convention in his efforts to continue investigating the alleged April 2003 killing of Telecinco cameraman José Couso by US soldiers in Iraq. His decision sidesteps the government’s recent move to limit Spanish courts from investigating international human rights abuse cases under the universal jurisdiction doctrine.

Under the new rules, judges will only be able to open investigations against a suspected

human rights violator if the defendant “is Spanish or a foreigner who frequently resides in Spain”. Pedraz believes that the High Court can continue investigating the Couso case because the Geneva Convention prevails when it comes to protection of civilians during times of war. Couso was reportedly covering the conflict from the Hotel Palestine in Baghdad when US army troops opened fire on the building, in the belief that a sniper was shooting at them from there. In his 11-page writ, Pedraz states that the Geneva

the opposite direction from its planned flight path.

Convention obliges Spain to “prosecute the crime (search for people and make them appear) regardless of the perpetrators’ nationalities and wherever they may be”.

Pedraz states that judges must refrain from applying this new rule because the rule of law "requires the existence of independent bodies to protect the rights and freedoms of citizens, by impartially applying standards that express the people’s will and control the activities of public authorities.”

Rafá Zouhier, who served 10 years for his part in the bombing of commuter trains in Madrid on March 11th, 2004, was immediately deported to his native Morocco on his release from jail early on Sunday morning. Zouhier walked out of the jail in El Puerto de Santa María (Cádiz) and straight into a police van at around 1am on Sunday, avoiding journalists waiting to get a glimpse of him. He was driven to a nearby airport and boarded a plane to take him to Tangier at around 2.30 am.

During the trial that followed the terrorist attacks, Zouhier was found guilty of acting as an intermediary between the Islamist cell that planted the bombs on the trains, and a Spanish miner who supplied the dynamite. Interior Minister Jorge Fernández Díaz promised the 11-M victims’ associations last week that Zouhier would be expelled from Spain as soon as he was released from jail. The heads of the two main support groups, AVT and Asociación 11-M Afectados por el Terrorismo, immediately expressed their satisfaction with the deportation. However, Zouhier’s lawyer, Antonio Alberca, said his client’s “fundamental rights" had been violated and he should have been eligible for EU rights because he married a Spanish woman a month ago.

Last week, Zouhier wrote an open letter from jail addressed to Spanish society in general, saying: “I am coming out of this unfair conviction with a super-clean conscience. I didn't hurt anybody, much less those people who treated me well. I was never your enemy.” He did not ask for forgiveness. Zouhier is the fourth convict to be released after serving their sentences for participating in the attacks, which killed 191 people and injured more than 1,900.

Alleged terrorism ring smashed Spanish and Moroccan police have arrested seven Islamist fundamentalists who were allegedly in charge of recruiting volunteers to fight in Syria, Mali and Libya, the authorities said last Friday. One was arrested in Malaga, two in Melilla and the rest in Madrid. In Morocco, security forces detained three people near the city of Nador. Police sources said all the suspects are Moroccan nationals. Some of them had returned to Morocco after fighting in Syria, and were considered very dangerous. It was the first joint operation between Spain and Morocco aimed at cracking down on Islamist terrorists. Police said the arrests bore witness to the “excellent” level of co-

operation between both countries in the fight against Al Qaeda. The members of the Melilla cell had been under surveillance for months. The police said the driving force behind the network is Mustafa Maya Amaya, a resident of Melilla, who used the internet to personally select the volunteers. He then contacted the successful candidates and gave them the necessary resources to reach the terrorist organisation they were being sent to. The network had branches in Morocco, Belgium, France, Tunisia, Turkey, Libya, Mali, Indonesia and Syria. Last year, the Guardia Civil broke up a similar radical group in Ceuta, with at least 60 people linked to Al Qaeda in Syria.

Tax reductions Mass jump recommended over Melilla

A report drawn up for the government by a team of experts on how best to reform the tax system has recommended a progressive reduction of direct taxes and social contributions, while raising indirect taxes, such as VAT.

The committee said the reforms would have a positive effect on GDP of up to 0.3 per cent a year, and produce a 0.2-per cent rise in employment in the same period. The experts recommend a three-point reduction in social contributions, which would reduce government income by around one percentage point of GDP, which would be compensated by an increase on consumer taxes. reducing the current number of tax bands from seven to four, in line with the European Union average. It also suggests significantly reducing taxes for the lowestincome bracket, from 24.75 per cent to 20 per cent, as well as the maximum marginal rates, which would be reduced from 52 to 44 per cent. The report also calls for a revision of tax breaks for working parents with children aged under three years, aimed at counteracting the low birth rate and encouraging work-family life balance.

High-speed rail beats air travel

For the ﬁrst time ever, high-speed rail has outpaced air travel in Spain. Figures released by the National Statistics institute (iNe) last week show that 1.9 million people used the country's extensive aVe network in January compared with 1.8 million people who bought plane tickets. For the aviation sector, the number is the 28th straight month of decline, while the railway network has seen 11 back-to-back months of growth. the aVe has become more popular ever since the Public works Ministry made the decision to lower the fares in February last year. 'Spies' to check up on banks

Some 300 African migrants succeeded in jumping the fence into Melilla early on Tuesday morning, the biggest number to succeed since 2005.

Several of the jubilant migrants had to be treated for minor wounds sustained while climbing the fence. The latest invasion brings the total number of migrants jumping the fence to more

than 530 so far this year, more than half the 1,074 who illegally entered through Melilla all of last year. The Interior Ministry estimates that some 50,000 Africans are waiting on the Moroccan side of the border, waiting to make an attempt at jumping the fences surrounding Melilla and Ceuta.

Stock market watchdog CNMV plans to send undercover inspectors posing as customers to bank branches across Spain as part of a new effort to ensure that financial institutions are complying with regulations when they offer their products to customers. Lt Col Antonio Tejero Díez, the son of the leader of the February 1981 (23-F) coup attempt was removed from his post as head of the Guardia Civil's Reserve and Security Group 1 (GRS-1) on Monday after it was revealed he had organised a lunch to mark the 33rd anniversary of the coup at the group's rural headquarters in

Valdemoro outside Madrid on February 18th.

In addition to his father, the former Lieutenant Colonel Antonio Tejero Molina, who was convicted and sentenced to 30 years in jail for leading the violent takeover of Parliament, the other guests included former Guardia Civil

Captain Jesús Muñecas Aguilar, who was sentenced to five years for his role in the plot. He is fighting extradition to Argentina to face homicide and torture charges. Tejero Díez's firing followed a request by the daily newspaper, El Pais, for an official reaction to the lunch being held on State property. Several

on-duty Guardia Civil officers allegedly helped to prepare and serve paella for the guests. Tejero Díez’s superior officer said he had no knowledge of the lunch and that it was not endorsed by the Guardia. However, the coup leader’s son openly admitted he had organised it in order to mark the anniversary.

Palestinian leader 'must take risks'

At the start of his meeting with Palestinian Authority President Mahmoud Abbas at the White House on Monday, President Barack Obama told Mr Abbas he must take "risks" for peace.

Mr Abbas said he considered the current round of talks a historic opportunity, adding he was hopeful that the Israeli authorities would release a fourth batch of 26 long-term Palestinian prisoners by March 29th, in line with a deal that saw the talks resume. "This will give a very solid impression about the seriousness of the Israelis on the peace process," he said. Israeli ministers said last week they would have

difficulty approving the release if an agreement was not reached to extend the peace talks.

The world's largest St Patrick's Day parade kicked off on Monday under a cloud of protest against the organisers' refusal to allow gay groups to march carrying identifying banners. New York City's new Mayor Bill de Blasio refused to join the city's annual

parade in protest against its long-standing policy of excluding gay Irish groups from marching openly.

Although negotiations have taken place in secret, there has been little sign of progress and US officials are now trying to "narrow the gaps" on core issues and allow the process to continue beyond April 29th. The issues include the borders between Israel and a future Palestinian state;

the status of Jerusalem; Israel's insistence that it be recognised as a Jewish state; the Palestinians' demand that their refugees be allowed to return to their former homes in what is now Israel; and security in the West Bank, with Israel wanting a long-term presence in the Jordan Valley.

Venice votes on splitting from Rome

Online voting has begun in Venice and the surrounding region on whether to break away from italy. Recent opinion polls indicate that around two-thirds of the four million electorate favour splitting from Rome, but the vote will not be legally binding. The poll was organised by local activists and parties, who want a future state called Republic of Veneto, reminiscent of the sovereign Venetian republic that existed for more than 1,000 years. a focal point for culture, architecture and trade, Venice lost its independence to napoleon in 1797.

The vote has received very little coverage in italy's national media but the organisers said they expected as many as two million people to take part. Moves towards independence often evoke more sympathy in wealthy northern italy, where many resent what they see as the poorer south's waste and corruption. The results will not be known until the end of the week, when the voting ends.

Baby hatch closed after 100s abandoned

a baby hatch in southern china has been forced to suspend work after 260 infants were left there since January 28th, overwhelming the centre. its director said staff will continue caring for babies already at the welfare home, all of whom suffer from illnesses. it is thought that many parents abandon ill babies because they fear they cannot afford the medical care required. The centre, which also cares for orphans, has 1,000 beds and currently houses 1,121 babies and young people, with another 1,274 in the care of foster families. abandoning children is illegal in china, but the authorities believe that the hatches give the infants a better chance of survival than if they were left in the street. a total of 25 baby hatches have been established in 10 provincial regions. Under china's strict population control policies, most couples have only been allowed to have one child and there is a strong preference for healthy baby boys. in December, the government formally adopted a resolution easing the one-child policy, allowing couples to have two children if either parent is an only child.

President Vladimir Putin told Russia's parliament on Tuesday that Crimea has "always been part of Russia". He was speaking at the Kremlin, where he announced new laws for Crimea to join the Russian Federation and asked MPs to back the move. Mr Putin and Crimea's leaders then signed an agreement formalising the region's absorption into Russia. He said Sunday's referendum had been legal and its results were "more than convincing". "The people of Crimea clearly and convincingly expressed their will – they want to be with Russia," he said, and were no longer prepared to put up with the "historical injustice" of being part of Ukraine.

He criticised Ukraine's post-uprising leaders and those behind the unrest, saying they were "extremists" who had brought chaos. He praised the "courage, bearing and dignity" of Crimeans, and thanked all Russians for their "patriotic feeling". The West, he said, had behaved "irresponsibly" in backing the uprising, and dismissed concerns that Russia might go on to

annex more of Ukraine. On Monday, the EU and US declared the vote illegal and published separate lists of sanctions on Monday. Travel bans and asset freezes have been imposed on government officials and other figures in Russia, Crimea and Ukraine. The US list includes Dmitry Rogozin, a Russian deputy prime minister, Valentina Matviyenko, head of the upper house of the Russian parliament, and Mr Yanukovych. Air Canada suspends Venezuela flights

Air Canada has suspended flights to and from Venezuela, citing concerns over security. In a statement, it said: "Due to ongoing civil unrest in Venezuela, Air Canada can no longer ensure the safety of its operation and has suspended flights to Caracas until further notice."

The airline said it would consider resuming operations once the situation in Venezuela had stabilised. It operated three return flights between Toronto and Caracas per week. Twenty-nine people – from both sides of the political divide – have been killed in six weeks of protests

against high inflation, crime and the shortage of many staples in Venezuela.

Several of the international airlines have reduced their operations in recent weeks in Venezuela, but their main grievance has been the government's tight currency controls. International airlines say the government of Nicolas Maduro owes them more than £1.8 billion. New garden city planned for the Thames estuary A new garden city on the Thames Estuary at Ebbsfleet in Kent will provide Britain with thousands of new homes.

Speaking ahead of the Budget this week, Chancellor George Osborne said a major expansion of house building would help to secure the recovery as the economy continued to gather strength.

Ebbsfleet is on the high speed rail link to the Channel Tunnel and would provide 15,000 homes.

Troops pull out of bases

In an operation lasting more than a month three important bases have been closed or handed over to local control in Afghanistan.

Afghan forces are now leading 97 per cent of all security operations and carrying out the bulk of their own training as the UK works toward withdrawing all combat troops by the end of this year. Camp Bastion is now slowly being closed down.

Investigators are examining the wreckage of the helicopter crash which killed Conservative peer Lord Ballyedmond and three others after the AugustaWestland AW139 came down in thick fog in a ﬁeld near Beccles in Norfolk. Britain’s biggest banks have been talking to each other and are now to provide customers with details of their current accounts in a universal format to make it easier for them. 12,000 kilos of hashish intercepted The Guardia Civil intercepted a boat carrying 500 bales of hashish off the Malaga coast last Saturday and proceeded to arrest 15 people in Torrox, Marbella and Mijas over the weekend, based on information they obtained from the crew.

This latest seizure brings the amount of

hashish seized along the coast so far this year to 75 tons. Meanwhile, almost two tons of hashish were washed up on the beaches of Ceuta over a 24-hour period last week.

In all, the Guardia Civil recovered 68 bales weighing 30 kilos each. Several other packets were also found around 10 kilometres further south.

The value of the recovered drugs is estimated to be around €2 million. The origin of the packages was unknown but police suspect they might have fallen off a semi-rigid boat travelling across the Strait of Gibraltar caught in stormy weather.

Drug traffickers often use the strong easterly winds to try to make it across to Spain from northern Morocco. As news of the discoveries spread, the Guardia Civil and the local police army cordoned off some beaches to stop any packages from ending up in the wrong hands. At least one person was arrested for trying to make off with one of the bundles.

Thieving guards

Police have arrested two security guards for stealing 2,000 kilos of copper from several companies they had been hired to protect.

The Guardia Civil caught wind of their activities during routine visits to scrap yards, in an effort to clamp down on the sale of stolen copper cable. Their suspicions were aroused when the records of one scrap yard showed an unusually high number of copper purchases. Their investigation led them to the two security guards whose job involved checking premises when safety alarms went off. They used this as an excuse to steal copper from several recycling companies that had hired them.

Foreigners buy most new housing

For the ﬁrst time, more than half the buyers of new homes in the province are foreigners, predominantly from Sweden, Belgium and norway, although the British still retain their lead in residential tourism. last year marked the recovery of investments in homes in the province, registering the highest rise in six years – foreigners bought just over 4,640 of the 9,526 new houses and ﬂats that were sold last year.

Cameras track border flows

Border oﬃcials can now track the ﬂow rate across the frontier thanks to a new and sophisticated system of cameras capable of logging vehicle registration plates. Twelve cameras have been installed in the border area and along devil’s Tower road as part of the gibraltar government’s investment in new frontier infrastructure to comply with the recommendations made by the european commission last november. Some of them are equipped with automatic number plate recognition technology that collects details on individual vehicles for later cross-referencing with other databases.

The promoters plan to appeal against the Junta's decision.

A delegation from the provincial government's Tourism department are in Moscow to attend Russia's annual International Travel and Tourism Fair (MITT), to follow up the notable rise in the number of tourists from that country last year. Alvarez will not resign over ERE case

Magdalena Alvarez has said she will not resign her position as vice president of the European Investment Bank (EIB), because of her alleged involvement in a scandal involving the wrongful assignment of public funds while she was the Junta de Andalucia's finance commissioner.

Investigating Judge Mercedes Alaya has slapped her with a civil bond of €29.5 million to cover her possible liability in the case. Alvarez, who was public works minister in the Socialist administration of José Luis Rodríguez Zapatero,

said she would appeal the bond. Judge Alaya feels she has enough evidence to suggest that Alvarez should be held accountable for a system that granted public subsidies meant to help struggling companies. Many of the recipients were not eligible for the aid and the judge's investigations have revealed that the labour unions were also involved to some degree. Alvarez was finance commissioner

for three of the 10 years that the judge is investigating in the case, which spans from 2000 to 2010.

She was allegedly in charge of overseeing the

aid fund, which Judge Alaya believes lacked the proper oversight procedures to avoid the kind of abuse that went on over the years. Alaya is investigating 20 current and former officials of the regional government for their involvement in the case.

A good man and true

y heart always misses a beat when I hear that former Prime Minister Adolfo Suarez is in hospital. He's 82 and suffers from Alzheimer’s and can't even remember that he was once the second most important man in Spain – after King Juan Carlos. This time he's been hospitalised with a respiratory infection, which I hope will turn out to be nothing more than that.

f all the players on Spain's political stage since Franco's death, Suarez is one of my favourites – and an unlikely one at that. Along with many others, I was disappointed when I heard who the king had chosen as prime minister in July 1976. Suarez had been the secretary general of the Movimiento Nacional (National Movement, the only political party allowed in Spain during the dictatorship) for several months by the time Franco died in November 1975, so how could he be expected to turn Spain into a democracy, I wondered. The country’s leading historian, Ricardo de la Cierva, commented: “What an immense mistake!” Another critic said he looked like a floor manager for the big department store, El Corte Ingles.

is detractors claimed he was nothing more than the king’s puppet who would simply read the speeches prepared by Juan Carlos and dance to the king’s tune. The two men were basically in agreement about the drastic steps that had to be taken to restore democracy in Spain, but it was Suarez who had to face the music on a daily basis. Juan Carlos as king had to remain above and apart from the politicians' dirty fighting so it was Suarez who had to stop the bullets, so to speak, in what to many appeared to be the impossible mission of restoring democracy.

uan Carlos knew that despite his Francoist background, Suarez, who was only 43 at the time, was a reformer who could lead the country towards a democratic, parliamentary system without annoying the powerful conservative factions, especially the military. And Suarez was to prove the king right. Within three months of being appointed and with the king’s connivance, Suarez presented a political reform bill to the members of the Cortes (Parliament), all of whom had been appointed by Franco, to introduce universal suffrage and a two-chamber parliament. The Speaker of the Cortes was the King's former mentor, Torcuato Fernandez-Miranda, who rushed the bill through its committee stages to avoid any chance of its being watered down. He also

arranged for the vote on the bill to be broadcast live on radio and television.

hen it was finally put to the vote on November 18th 1976, television viewers watched in amazement as one by one the members of the Cortes – generals and admirals, ex-ministers, bankers and local bigwigs – stood up and endorsed a bill that would put an end to everything they had spent their lives supporting under Franco. In a referendum held on December 15th, 94% voted for the bill and just under 3% voted against it. Franco and his regime were finally and truly dead.

eanwhile, shortly after being appointed prime minister, Suarez granted a partial amnesty to some 400 political prisoners and the repressive Tribunal of Public Order was abolished. In September, the Catalans were allowed to celebrate their national day and the Basque flag was legalised in January 1977. In February that year, the Suarez government legalised political parties, except for the Communist Party, which was legalised by decree on April 7th, 1977. Just a few days earlier, the government had dismantled the Nationalist Movement and re-established the trade unions which had been banned by Franco. It was a formidable record of success which has earned Suarez his place in Spanish history.

uarez and his Union del Centro Democratico (UCD) party won the elections in June 1977 and his government, together with the political parties, then drafted a Constitution which was approved by the Spanish people in a referendum held on December 6th, 1978.

uarez won the next election in 1979 but it was downhill all the way after that. He faced a daily savaging from the Socialist leader of the opposition, Felipe Gonzalez, and there were splits in his own party. He resigned in January 1981 to avoid a military coup that was rumoured to be in the works. Less than a month later a bunch of Guardia Civil invaded Parliament which was choosing the man to take over from Suarez at the time. He was one of the two brave men who remained in their seats, while the rest of the MPs crawled in fear around the floor.

ince then, his detractors have turned into admirers and he consistently comes out on top when the Spanish are asked to rate the PMs they've had since the end of the dictatorship.

Good poker hand Writes for the English language version of

ce always trumps king when it comes to poker, and High Court Judge Santiago Pedraz knows how to play his hand. On Monday, the High Court became the latest institution to expose the Partido Popular (PP) government’s attempts to ignore all the international treaties and conventions, and set its own rules within Spain’s borders. Judge Pedraz invoked the Geneva Convention in his argument to keep investigating the 2003 death of Telecinco cameraman José Couso in Iraq, allegedly at the hands of US troops. The investigating judge said in a writ that he could not give up the case based on the government’s recent modification to the Judicial Powers Act in which the PP has restricted the courts from carrying out international inquires based on the universal justice doctrine. That powerful concept, which once put Spain at the forefront of human rights causes when High Court Judge Baltazar Garzón used it to try to prosecute Chilean dictator Augusto Pinochet in 1998, has recently created diplomatic problems for Prime Minister Mariano Rajoy.

ccording to Pedraz, the Geneva Convention allows courts and national governments to do all they can to seek justice and protect their civilians in times of war in other parts of the globe. The convention trumps any national law that tries to circumvent it, as the PP has been trying to do in a host of other cases so as not to cause embarrassment for the Spanish government. But the Rajoy administration is making its own bed by blatantly ignoring decades of global diplomacy and jurisprudence stemming from the scores of treaties and conventions past Spanish governments have signed at the international level.

ast year, a United Nations factfinding team reminded the Rajoy administration that it must follow through with its international obligations by helping the families of the victims and survivors of the Franco regime to find their loved ones who were summarily executed and buried in common graves. To date, the PP

government has ignored those calls but the UN panel has already presented its findings to the entire body, which will be examining Spain’s non-compliance in the coming months.

hanges made to the universal jurisdiction doctrines are just other examples how the Rajoy administration has been trying to tweak national laws at its own convenience for both economic and ideological purposes. The entire reform was pushed forward after China issued dire warnings that Spain had much more to lose in terms of economic investments than Beijing if the High Court didn’t rescind arrest warrants issued for former Chinese President Jiang Zemin, ex-Prime Minister Li Peng and three other high-ranking former officials of the Chinese Communist Party for alleged crimes against humanity in Tibet.

nder the new rules, judges will only be able to open investigations against a suspected human rights violator if the defendant "is Spanish or a foreigner who frequently resides in Spain," or who is currently in the country and Spanish authorities have refused to allow their extradition. Changes made by the Socialists, who were also under pressure from the US government to drop the Couso case, allowed for investigations to get underway if the victim was a Spaniard. In the Tibetan case, the Buddhist monk who filed the complaint with the High Court has Spanish nationality.

here are a host of other human rights abuse cases before the High Court that are worthy of investigation, regardless of whether they meet the PP government’s own criteria. The Socialists have vowed to challenge the restrictions to the universal justice code, which were passed last month after a heated debate in Parliament, before the Constitutional Court. And if the top court doesn’t resolve the issue before the Socialists win back government, the opposition has promised to change back this law and the proposed abortion reform, which will go to Parliament in June. But unfortunately, this see-sawing of legislation will continue to keep Spain on the list of nations seen by the international community as unwilling to modernise their political standards and which are the least serious in their attempts to rally investor confidence.

Some live here permanently and others come and go for shorter periods during the year. Another third are Spanish but live in other parts of Spain and have second homes here. The remaining third are Spanish who live here permanently. It is important that those living here have a voice in the community. To that end an official organisation was formed and approved by the Junta de Andalucia with registration no. 7182. This is the official Foreign Residents’ Association in Estepona, which is non political and non profit making. It is known as AREME for short.

Every foreign resident in Estepona should consider joining the organisation, so that they can become a large enough group to speak with authority to the Town Hall, the police and other important public institutions and organisations on behalf of all foreigners living or working in the Estepona area. The cost of joining AREME is only ONE EURO a year. It is not expensive – so please join them!

Application forms can be obtained from The Tourist Office in the port of Estepona or by email from Ray Oldfield (rayoldfield@gmail.com) or Chris Rawlinson (dr_c_rawlinson@hotmail. com) or you can join at any meeting. Every three months the AREME committee meet with the Councillor for Tourism and Foreign Residents, together with other organisations from Estepona where they make representation to the Town Hall about matters of importance to everyone. It was through the organisation that the local buses were restored. AREME also has bimonthly Forums at The Palacio de Congresos, where specialist speakers give information about matters of importance to members. Last month members had a ‘cook-in’ by Spanish cookery teachers.

AREME usually holds a monthly ‘Table Sale and Coffee Morning’ to raise money for local charities from the rental of the table spaces. The next coffee morning and table sale will be held at Estepona Palacio de Congresos in the foyer – the Mayor has kindly given permission for AREME to use this venue

regularly in future.

The date will be Saturday March 29th from 11.00am to 2.00pm.

There is plenty of parking at the back of the Palacio – so no long walks to get to the venue.

Many bargains can be obtained at the table sales. You can buy yourself scrumptious homemade cakes, oriental delicacies, bread and the odd pot of jam, marmalade or pickle. You can also buy bargain nearly new second hand clothes, bric a brac, home made articles, cards, toys and many other interesting items from around the world.

Tell all your friends and acquaintances about AREME and about the coffee mornings and table sales. Go along, have a cup of tea ,coffee or a soft drink; look around the tables, meet some of the members and see for yourself. Most importantly JOIN the Association which will be to YOUR advantage in the future.

Gibraltar Qualifying Non-UK Pension Schemes (QNUPS) now confirmed The Gibraltar Association of Pension Fund Administrators (GAPFA) once again welcomes the further initiatives taken by the Gibraltar Government to encourage international pensions to be administered by Gibraltar regulated Trustees.

QNUPS enable additional contributions to be made to pension schemes by both non-UK and UK residents as part of further overall pension planning. A number of advantages arise in forming a QNUPS and transferring pensions to a Gibraltar QROPS. Steven Knight, Chairman of GAPFA stated that “the

introduction of specific QNUPS legislation is a very welcome addition to the Gibraltar pension sector and based on current UK legislation provides absolute clarity over the use and taxation exposure of assets held by a Gibraltar QNUPS”. It is anticipated that legislation will be passed very shortly to ensure that the Gibraltar legislation is complete regarding QNUPS. Gibraltar itself levies no Inheritance Tax, Wealth Tax or Capital Gains Tax on pensions held. Apart from the proposed 2.5% due on distribution, the only taxes that may be due are those that would apply to residents of other countries. For payments

that have arisen from former UK residents, a QNUPS is expressly exempted from UK Inheritance Tax under Statutory Instrument No 51 (2010).

Whilst specific guidance should be obtained in all cases, Gibraltar is increasingly being found to be a leading location to place pensions. Over the past year the number of company members of GAPFA has risen to thirteen.

New English TV magazine programme Pets, Vets & Guests every Friday on the RTV 340 local with David The Dogman Mijas Television station Zpvs!pvumppl!po!uif!Xpsme

Costa del Sol Community is the name of a new programme that is going to be a weekly feature on the RTV 340, Mijas Television and it is 60 minutes packed with fun and entertainment. This new programme will be part of the Friday afternoon International Section that starts with the weekly interview with the Mayor of Mijas, Angel Nozal, at 4:30pm, followed by the daily Mijas International programme conducted by Karen Mcmahou and Gaby Rey who keep everyone up to date with local news, events and interesting interviews with local personalities. Costa del Sol Community can be seen every Friday at 5:30pm.

The new show was launched last Friday the 14th of March and will be covering subjects such as: health, beauty, fashion, social life, golf, gastronomy and wine. The programme will be presented by Luisa Machen. Last week we went to Crufts and you might have heard Carolyn who anchors for us predict who was going to be the winner. There were around 22,000 dogs entered, and yes, she predicted the winner on air. Now that gives you an idea of how professional the team are.

Puppy training

Little 9-week-old Harley, Anna’s new Beauceron came to see us this week. New puppy owners should anticipate two kinds of expenses – veterinary expenses and damages caused by the puppy's destructiveness in the first year! They need watching as much as a human baby. My Boy Boy chewed through the cables of my Satellite system, every elbow and leg on our garden furniture and any item we left lying around. Today I recommend all dogs be left in a crate when unsupervised. Some folk do not like the look of crates, they think of them as prisons, but this is a myth, they are essential. Some owners try keep their pups out of trouble by keeping the dog on a leash and attaching it to themselves, rather like baby reins. Baby gates are another excellent idea. Wherever you live your success as a dog owner depends on your ability to accept the frustrations of puppy raising with a smile on your face and the willingness to give your puppy time. If you are able to commit to this, you will receive this back tenfold. If you do not have the time to train it then a puppy is not for you. By the age of 4/5 months pups should be able to walk to heel, sit, stay and come when called. I know of owners that have dogs of one or two years that jump up on them and tug them along the street.

Should you add a new cat to your existing cats? Your responsibility should be primarily for the cat or cats

already in your care. Think hard before asking a very elderly cat to put up with a new companion. Kittens may be accepted better than an adult cat, but kittens often pounce on and pester old cats. Some old cats will mother a kitten; others (like my eight-year-old) definitely won't! A very energetic kitten can make an old cat’s life a misery. It can take months and months for harmony and sometimes the cats will never be friends. An introduction takes at least a month – don’t hurry it. Cats which are used to a multicat household will be less upset than a cat which has lived alone. A male female mix is probably better than all female. Be careful about accepting the local stray into your home. Ask yourself if an existing cat should have to put up with a former stray, who may bully her/him. Also think about checking for FIV, the cats AIDS equivalent, before final acceptance.

‘Harley and I’ The adventure started with a trip through Europe to pick little Harley up in Slovenia. Once we got there and saw him there was no doubt, he was worth every kilometre. Harley is a nineweek-old Beauceron boy and is a harlequin. (If you aren’t familiar with Beauceron puppies look at the picture above.) He is from a Slovenian kennel who had a questionnaire as long as my arm for us to fill out and wanted references in order to let us have him. A breeder who really cares. Socialisation started straight away with travelling back home to Spain. Now it is so important for me not to be lazy and introduce him to our world. It started with a visit to the TRE studio in San Pedro where he met the team. During the weeks to come I will tell you what we do, to make sure that Harley grows up to be an amazing dog like David’s Boy Boy.

The recent performance at the Salón Varietés Theatre in Fuengirola by T.I.M.S (The International Music Society) was a big hit with the audience. The programme titled “Music to Welcome Spring”, in keeping with the T.I.M.S maxim “Music for all tastes”, featured a broad cross section of popular songs.

Thirty-one voices, singing in co-ordinated harmony, delivered a very enjoyable mix of twenty songs including five solos. Songs ranged from Abba's “Super Trooper” to John Rutters “Look at the World” by way of Georges Bizet's “Serenade” and

“Speed Your Journey” by Giuseppe Verdi plus two classical piano solos from the T.I.M.S talented and professionally trained piano accompanist Christine Langley- Wallner.

Perhaps the recent demise of television as we once knew it, contributed to the almost 100 % sellout, as practically every seat in the theatre was taken. To paraphrase one of the theatre ushers – this is becoming the norm, people seem to have a new need for live music and performances. Either way, fans of T.I.M.S and the Fuengirola Theatre can expect many more enjoyable evenings before

the summer break.

Asparagus, sundried tomato & olive loaf Ingredients:

100ml olive oil, plus extra for greasing • 250g asparagus spears, each cut into 3 pieces • 200g self-raising flour • 1 tbsp thyme leaves • 3 large eggs, lightly beaten • 100ml milk • handful pitted black olives

• 100g sundried tomatoes, roughly chopped • 100g Gruyère or similar cheese, grated

Directions 1. Heat oven to 190C/fan 170C/gas 5. Oil and line the base of a loaf tin (approx 22 x 10 x 5cm) with baking paper. Cook the asparagus in boiling, salted water for 2 mins, drain, then cool quickly under cold running water. Pat dry. 2. Mix the flour and thyme with seasoning in a large bowl. Make a well in the centre, then add the eggs, milk and oil, stirring all the time to draw the flour into the centre. Beat for 1 min to make a

smooth batter. 3. Reserve five asparagus tips and a few olives. Add the remaining asparagus, tomatoes, olives and two-thirds of the cheese to the batter. Pour into the tin, then put the reserved asparagus and olives on top. Sprinkle with the remaining cheese. Bake for 35-40 mins until the cake feels firm to the touch and is golden and crusty on top. Cool in the tin for 5 mins, then turn out and cool on a wire rack.

… the former model and fashion designer was apparently suffering from depression.

Fashion designer L’Wren Scott was found dead by her assistant, she had apparently taken her own life, however no note has been found as yet. Her assistant stated that she received a texted message from Scott 90 minutes earlier asking her to come to her Manhattan apartment without specifying why. Police said there was no sign of foul play, however reports are coming to light that Scott was suffering from depression and had signs of self harm, only weeks before her apparent suicide. Other reports

claim that Scott was in debt of over $6 million and that her clothes line was failing. Jagger, 70, said through a spokesperson he was "completely shocked and devastated" upon hearing the news.

On Monday, The New York Post published an article stating that the couple had split earlier this year. Jagger denies the Post’s allegations, saying that they are “horrible and inaccurate”, a spokesman said: “The story in the New York Post regarding a split

Nick Knowles and the team come to the aid of Manchester couple Rebecca and Steve, whose life was changed for ever when they found out they were expecting triplets. It is time to tell the story of the bakestone. That's what these circular little gems of Welsh pastry are called. Not Welsh cakes but bakestones, after the kitchen tool on which these scrumptious beauties are conceived. Mine is a family heirloom, a circular chunk of flat, black Welsh iron, 24cm in diameter, one cm thick, and it weighs well over a kilo. Too heavy to be flung at a husband home late from the pub. In winter the bakestone can also be used as a bedwarmer, but there is a risk of secondary burns, and charred bed-socks if austerity is your pleasure!

arrived for the game against Wales, singing "Swing Low, Sweet Bakestone". Having lunched on Barnsley Chop and Eccles Cakes they bantered merrily with their fans. The Welsh, by contrast arrived morose, sullen and silent, oblivious to small boys seeking souvenirs. Their kit man had mislaid the six hampers of Red Dragon Bakestones, so they were hampered by this and were thus hammered by the gloating English.

So now we look at our worn-out DVD of "Zulu" and console ourselves with the knowledge that when Michael Caine, faced by hordes of Zulu warriors told his platoon to "Fix bayonets" he was supposed to yell "Fix Bakestones". For myself comes good news. A bakestone chef has been found. Bake away Ma'am!!

Cassiopeia, Queen of the skies

Carrying on with our tour of the northern constellations, there is a constellation that looks nothing like what it represents but it’s very conspicuous and has a great story attached to it.

n Greek mythology Cassiopeia was the Queen of Ethiopia, she was married to King Cephus and was the mother of the princess Andromeda. Cassiopeia was very beautiful but also a very vain Queen and she boasted that she and Andromeda were more beautiful than the sea nymphs. This boast obviously enraged the Gods of Olympus and in particular Poseidon the God of the seas. Poseidon demanded retribution from Cassiopeia and so he threatened to destroy their kingdoms.

ut they hadn’t counted on the hero Perseus (hooray!) Quick as a flash Perseus appears from seemingly nowhere intent on rescuing the poor maiden. But how do you slay a fifty foot sea monster with only your bare hands? Perseus would need help. So off he went to capture a flying horse, yes a flying horse no less named Pegasus. A beautiful white stallion, with feathered wings that can soar up into the sky (wait, it gets better!)

o how to find Cassiopeia. For the last few weeks I’ve been talking about stars and constellations close to the North Star. You should be able to find the North Star by using the two ‘pointer’ stars in The Plough. If you follow an imaginary line from the middle star of the ‘handle’ of The Plough, through the North Star and carry on you will come to a zigzag group of five stars on the exact opposite side of the North Star from The Plough. This is Cassiopeia. As she circles around the North Star almost like the hands of a giant celestial clock she can sometimes appear as an ‘M’ shape or a very distinct ‘W’ shape.

fter Perseus had captured Pegasus, and of course learned how to fly a flying horse, he set off in search of the only thing capable of killing Cetus the fifty foot sea monster. He learned of a woman named Medusa who was so ugly that one glance at her face would turn humans to stone. Medusa was once a beautiful woman who upset someone and so she was made to be the ugliest woman in the world. Instead of hair she had writhing snakes growing from her head (isn’t this great!)

erseus managed to chop off Medusa’s head (without looking) slip it inside a bag, jump back on Pegasus and head back to the Princess Andromeda who was still bound in her chains to the rocks no doubt not having the best of days at the seaside. Perseus and Pegasus swooped down from the sky just as the sea monster Cetus was about to enjoy his mid day snack of Andromeda. Perseus opened his bag and produced the head of Medusa and flashed it to the monster turning it instantly into stone. Andromeda was saved!

he Gods were so impressed that they decided to immortalise our cast and set them in the stars for all to see. But they had one last punishment for Cassiopeia; she would be depicted as sitting in a chair but would have to suffer the indignity of sometimes appearing hanging upside down.

he stars of Cassiopeia are quite pronounced so you should have no problem spotting her in the North Western sky in the early evenings. She also lies along the plane of our Milky Way so there are plenty of interesting objects including star clusters and nebulas that can be seen with binoculars or a small telescope.

ne interesting note about Cassiopeia, the stars that make up the constellation are so far away that if you travelled to our nearest star neighbour in space Alpha Centauri which is about four and a half light years away you would still be able to recognise the distinct W shape. The only difference would be that there was an extra, not very bright, yellow coloured star just to the left of Cassiopeia. This would be our Sun.

Rosberg wins in Oz Nico Rosberg won the season-opening Australian Grand Prix from Daniel Ricciardo – but both their team-mates were forced to retire early on in the race. When the lights went out, (at the second attempt forcing another warm-up lap), Hamilton was slow away and that allowed Rosberg to find a gap and take the lead with Ricciardo following him in to second place. Kamui Kobayashi outbraked himself at the very first corner and hit the rear of Raikkonen before slamming into the rear of Felipe Massa's Williams, wiping him out. Hamilton and Vettel were dropping off the lead cars, both with power issues, and after first getting a message to retire the car Hamilton then received another team message to stay out, but that didn't last long and both he and Vettel called it a day with less than 4 laps gone. Kevin Magnussen inherited second place on his F1 debut for McLaren after a close battle with Ricciardo, who had originally taken his maiden podium in his first race for Red Bull. However, after the race a report from FIA technical delegate Jo Bauer said that Ricciardo's car had "exceeded consistently the maximum allowed fuel flow of 100kg/h” during the grand prix. After a lengthy stewards' investigation, the FIA finally announced that Ricciardo had been excluded for a breach of regulations five hours after the race

finished. The stewards' decision was three pages long and explained that – despite known issues with the fuel flow sensors – it is Red

Bull's duty to ensure compliance with the technical regulations. The stewards decided to exclude Red Bull because "the team chose to run the car using their own fuel flow model, without direction from the FIA" and "that regardless of the team's assertion that the sensor was faulty, it is not within their discretion to run a different fuel flow measurement method without the permission of the FIA". Jenson Button finished in fourth – later promoted to third, following some good McLaren strategy. Fernando Alonso just missed out on a podium, and Valtteri Bottas brought the Williams home after recovering from an early puncture to finish fifth. Nico Hulkenberg, Kimi Raikkonen, the Toro Rosso pair of Jean-Eric Vergne and Daniil Kvyat and Sergio Perez rounded out the top ten. Beautiful weather for Bowls As we move towards the conclusion of the competitive bowling season here on the Costa del Sol, from the middle of March until the middle of April we are fortunate to receive groups of bowlers (mostly from the UK) who are taking the opportunity to bowl outside before the season gets underway over there. It also provides our bowlers to play against some new faces after a long season meeting many of the same people every week.

This year is proving to be no exception and last Saturday saw the first and largest group of this period visit Miraflores. The group was from Bowls England and consisted of 73 people of whom 48 were bowlers (mostly Presidents of their

spirit with a number being won by the visitors although Miraflores won the overall match.

We have a number of groups visiting over the next few weeks, spectators are welcome so come along and see us, and if you haven't bowled before have a chat to Craig & Sandra in the bar who are always happy to introduce new bowlers to this fascinating and social sport. Report by Grant Frost

Superbowl Open Superbowl held their 2014 Open Championships 11th-15th March. The week was sponsored by De Vere Group and Jamie Ali owner of Superbowl. The winners of the Triples Competition were Jeannie Cooper, Richard Burrows and Chris Cooper from Benavista, who beat Pat Baker, Marion Allen and Greg Ellwood, from Benalmadena, in a hard fought final. These two teams were involved in two superb semi finals where the Benavista team beat Gordon and Margaret Cane and Murray Johns, from Santa Maria after playing an extra end. The other semi final went to a final wood with the Benalmadena team coming out winners over Lynne Hesaltyne, Pat Fisher and Dennis Tolfree from Superbowl. The Pairs Competition was won by Chris Down from Superbowl, and Craig Lewis from Miraflores (with Joe Stamper from Benalmadena

Wayne’s Weekly Poker Tips In poker when we look down at a small pocket pair we can go set mining which means we are playing the hand hoping to hit a set and take down a big pot. Pot odds and the mathematics of hitting a set. The odds of flopping a set with a pocket pair are 7 to 1, which means that we will hit a set 1 in every 8 flops we see. These odds are not too great, and according to pot odds it means that we will rarely be getting good enough odds pre-flop to call to see a flop and try and make our set. The pot odds basically suggest that we will be paying too much for something that will not happen frequently enough to make it worth our while. But, there is something very important that we are leaving out of the pot odds equation, and that is the implied odds we have from hitting a set. Implied odds make playing small pocket pairs worthwhile. The implied odds are how much we expect to win after we make our hand, and I can tell you now, the implied odds we have for sets are HUGE. It is not uncommon for players to lose all their money to sets if they catch a decent part of

the flop, because they very rarely suspect that their opponent has one.

Set strategy and how to play small pocket pairs. There are two main requirements for playing small pocket pairs: 1. The opponents should have relatively deep stacks. About 70BB+ should do the trick. 2. I would avoid calling raises over 7BBs to see a flop. 1) Play small pocket pairs against deep stacked opponents. The deeper our opponent's stack the better. This is because we are not going to hit a set too often, but when we do we want to have the opportunity to be paid off handsomely. If our opponent has a small stack, the reward for hitting our set and getting all-in will not justify calling raises when we are only going to hit a set 1 time in 8. The deeper the stack, the greater the implied odds, the greater the potential reward and the more +EV calling to hit a set becomes.

You can find out a little more information on this sort of topic in the article on stack to pot ratio:

2) Be happy to call up to 7BB raises preflop. The bigger the preflop raise, the worse the pot odds are and the less profitable calling to hit a set becomes over the long run. The standard preflop raise however is about 3 or 4 BBs, which is fine for calling in an attempt to hit a set.

However, our implied odds after hitting a set are huge, so we can afford to pay a little more to see a flop. Therefore, as a general rule, I would recommend calling up to 7BB raises before the flop, simply because we can expect to get paid off pretty handsomely when we hit our set. Don't be afraid to call up to 7BB raises (or possibly a little more depending on the situation) with a small pocket pair. It may seem like a lot, but the returns are huge when you hit a set.

Cricket Australia has suspended seam bowler Daniel Worrall for defacing a wicket with a lewd image. The South Australia player, 22, committed the oﬀence during a Futures League game with Victoria on 14th March. Canizares wins the Trophee Hassan II Spain's Alejandro Canizares won his first European Tour title in eight years with a fiveshot victory in the Trophee Hassan II in Agadir, Morocco. Canizares, whose other win came at the 2006 Russian Open, finished 19 under after a two-under-par final-round 70. The 31-year-old led from the first round after opening with a 10-under 62.
