Rusty Lykes is responsible for overseeing all aspects of the Multi-Family Property Management Services, including the operational and asset performance of the wholly-owned and third-party managed portfolio consisting of apartments and homeowner associations.His career includes extensive experiences in new construction/lease-up, acquisition, disposition, renovation and repositioning, restoration and association management. His portfolios have included market rate communities as well as affordable. He worked through the front-line ranks of on-site positions to multi-site management, to Vice President and ultimately to management division leadership. He also served as President of the Greater Cincinnati Northern Kentucky Apartment Association and earlier in his career as the President of the Greater Dayton Apartment Association. Rusty’s more than 35+ years of experience has developed a depth of knowledge in many disciplines of property management including due-diligence, new development analysis, budgeting, capital improvements, financial analysis and day-to-day management of property operations and leadership. He graduated from Eastern Kentucky University with a Bachelor of Business Administration –Real Estate degree. Rusty also holds a Kentucky Real Estate Salesperson License.

With 18 years of experience in the industry, Jacques Brose joined the Oberer Management Services team in May of 2011 as the Maintenance Supervisor of Yorktown Colony Apartments, a 530-unit community in Riverside, Ohio. After demonstrating his leadership skills at Yorktown Colony, Jacques was promoted the position of Director of Maintenance for the Oberer Management team in March, 2020. In his current position, he is responsible for the bidding and completion of large capital improvements, coordinating maintenance training, evaluating employee performance and needs, and helps set our maintenance policies and protocols with the management team. Jacques has been the chair of the Maintenance Educational Council for the Greater Dayton Apartment Association since 2017, and also serves on the GDAA Board of Directors. He has helped bring valuable training opportunities to the members of the association. Jacques has been working in the multi-family industry since 2002 and is a 1996 graduate of the University of Chicago.

Barbara Hargraves returned to the Oberer Management Services team in 2016 as a Regional Manager after previously working for the company as an on-site manager for a 592-unit apartment community, where she was instrumental in repositioning the property and preparing it for sale. She now oversees a portfolio of properties that include urban high rise, scattered site, and traditional garden-style apartment communities, coaching and developing our Community Managers to achieve best-in-market results and working with our clients to achieve their investment goals. Barbara has over fifteen years of experience in property management, including market-rate, student housing and new construction/lease-up properties in multiple markets. She was awarded the Inspiration Award by Oberer Management Services in 2014. Barbara holds a B.A. in Business Administration from Mountain State University, where she graduated Cum Laude. She holds CAPS certification through the National Apartment Association and is active in the Greater Dayton Apartment Association.
