Background Reinsurance is new to the world of micro insurance. Most managers of micro insurance units have so far never dealt with reinsurance, and consequently do not know from experience what reinsurance can do for micro units, and why/how this added degree of financial security is essential for sustainable operations. Micro insurance units are exposed to a considerable risk of insolvency when operating as small, stand-alone units. Due to their small group size, they are exposed to higher fluctuations in the cost of claims and to a higher risk of extremely large claims. This means a higher financial risk, which can be better dealt with through reinsurance. The Micro Insurance Academy (MIA) offers the only reinsurance school for micro insurance units. The reinsurance school aims to de-mystify reinsurance for people engaged with or supportive of sustainable micro insurance units. The Reinsurance School is supported by Misereor and Deutscher Genossenschafts- und Raiffeisenverband (DGRV).
Training objective At the end of the 3-day “Reinsurance school”, trainees will have a clear idea about the advantages of reinsurance for their micro insurance units, and the solutions open to them to formulate demand for reinsurance within the legal framework in India. Specifically, trainees will understand:
the structure of risks in microinsurance;
why and how the aggregated risks of large groups differ from fragmented risks of stand-alone small groups or even individual risk;
the financial risks of micro insurance units that can be reinsured
what is the cost and benefit of reinsurance, and thus what can it contribute to reduce this risk exposure.
The participants will also learn what they need to do in order to maintain a win-win collaboration with reinsurance providers, namely what they need to adjust in their business process in terms of book-keeping, reporting and risk management

Target audience This 3 day training is of particular value for managers of community based micro insurance units, micro insurance promoters, managers of NGOs & MFIs contemplating launching their own micro insurance unit. A basic knowledge of micro insurance is expected from each participant. Government officials dealing with micro insurance (e.g. RSBY, UHIS, NRHM, NUHM, NREGA) would also benefit from this training.

About MIA The Micro Insurance Academy (MIA) is a Delhi-based charitable trust dedicated to evidence-based studies, training and advisory services for microinsurance units serving the poor. Community-based micro health insurance units represent the highest hope for the extension of insurance coverage among the uninsured poor. However, microinsurance schemes need help in customizing their insurance to the risks and conditions they face, at affordable premiums, through a process that they trust.The MIA offers innovative, context-specific solutions to meet those needs. Today, our team counts some forty full-time staff, mostly originating from and working in India (and a small team in Europe). Our team represents one of the world's largest concentrations of experienced researchers and practitioners working on implementing mutual micro insurance serving the poor at grassroots level through training and technical assistance. Currently the MIA provides expertise in micro health insurance to deprived groups living in underserved areas, to communities living below the poverty line, tribals, migrant populations etc. in Orissa, Bihar, Uttar Pradesh, and Madhya Pradesh; as well as in two districts in Nepal.The current projects will affect upwards of 200,000 persons by 2011.
What we do? We empower poor people to design and implement the optimal health insurance that suits their needs and their ability to pay.We work in partnership to train communities on how to implement, manage and sustain their own mutual health insurance.We do not sell a product, instead we support a process.This includes: 1. Enabling resource-poor communities to design health insurance packages that reflect an optimal match between local needs, supply and solvent demand; we use a game-like tool: CHATŠ, to assist communities in selecting their benefits package 2. The development of innovative, interactive, and practical training modules that provide communities with the necessary knowledge and skills to create and govern their own micro health insurance units.The MIA conducts field testing in the design of training modules, to ensure that they are applicable to the educational level of micro insurance unit members (the rural poor and slum dwellers). We provide several different training modules, each geared towards a different role in the micro insurance unit creation and governess process. 3. Collecting and analysing data: baseline surveys, impact assessments, qualitative and quantitative inquiries; production of high quality research and training materials 4. The design and implementation of complementary and practical tools. These include: information systems, access to reinsurance and linking to government promoted schemes. 5. The creation of a network of training institutes (“Social Franchising�). This method is useful for accelerating and upscaling knowledge-transfer, while obviating issues of linguistic and cultural diversity across all geographical regions of India at a minimal cost. 6. Monitoring and Evaluation: MIA believes in regular monitoring and feedback mechanism to evaluate the program against its goals and purpose, and expected outputs in the log frame.
