Supervisors OK hazard mitigation plan By Nick Pedley Disaster planning and drainage issues topped an otherwise uneventful meeting of the Franklin County Board of Supervisors Monday morning. Matt O’Brien, regional planner for the North Iowa Council of Governments (NIACOG), along with Franklin County Emergency Management Coordinator Thomas Craighton, were on hand to present the supervisors with the final draft of the county’s hazard mitigation plan. The blueprint sets a county-wide strategy for cities and unincorporated areas in the event of a large-scale natural disaster like flooding or a tornado. The plan has been in development in recent months and is a requirement if counties and cities wish to receive funding from the Federal Emergency Management Agency (FEMA) following a disaster. County officials have been hashing out details and will now pass the hazard mitigation plan on to FEMA for approval. “They’ll be technical changes, not policy,” said Craighton. “The intent of the plan will stay the same.” The board moved on to a list of property issues after they unanimously approved the hazard mitigation plan. Bert Peterson was present to request written permission to hook a tile into the Franklin-Hardin Joint Drainage District 1. The land lies within state-owned right-of-way north of Highway 65, and he recently tapped into the tile by accident.
“I sort of painted myself into a corner,” said Peterson. “They told me I need this piece of paper before they make any decision, so I’m taking the first step. They’re unhappy with me.” The supervisors didn’t have any problems with Peterson hooking into the drainage tile and gave him permission. The state will now make the decision regarding the fate of the tile. “When you’re dealing with the state, you’re playing in a little different game,” said Peterson. The supervisors wrapped up the meeting by approving a tax sale certificate request from Dave and Desiray Larson of Popejoy. The couple wishes to purchase an abandoned property located near their house and get rid of the eyesore. “We just want to clean it up, because we’re tired of looking at it,” Dave said. “It’s a dump.” The supervisors commended the couple for their efforts and explained the process for purchasing the land. Certain outstanding fees and taxes will have to be paid, and the Larsons can request an abatement on the property after a 90-day waiting period. “It’ll be nice to get cleaned up. I know some other people are looking at getting some other properties cleaned up around there as well,” said Board Chairman Corey Eberling. The board’s next meeting is scheduled for Monday, Nov. 25, at 8:30 a.m.
Sheffield council seat to be vacated next month By Nick Pedley Mayor-elect Nick Wilson’s seat on the Sheffield City Council will be vacated at the end of December so he can begin official mayoral duties on Jan. 1, 2014. The council cannot take action on filling the vacancy until it takes full effect at the end of this year. Wilson said he turned in his resignation papers last week, with his final day as a councilman scheduled for Dec. 31. “Basically, I’ll turn over my council seat and move into the mayor’s spot,” Wilson said. Franklin County Auditor Michelle Giddings explained that the council has two options to decide the fate of Wilson’s empty seat once it takes effect. They can either appoint someone, or hold a special election to fill the hole. In either case, the term would expire in 2015. Giddings said because the vacancy occurred so close to the Nov. 5 election, most councils would use the next highest vote-getter who failed to win a seat. Sean Cameron, who finished in third place with 96 write-in votes behind winners Mike McKee and J.C. McCaslin, would be next in line should the council take this route. However, Giddings stressed that anyone is fair game if the council chooses to appoint them. “It would be common sense,”
Community Club Meeting Change
The Sheffield Community Club’s meeting has been changed to Monday, Nov. 25 at 6:30 p.m. at the Sheffield Inn. There is a soup/salad bar meal available during that time, if anyone would like to come at 6 pm and eat before the meeting. The cost of the meal is $6. The members decided at the last meeting to try this night and time to see if this will work. It gives the Community Club members an opportunity to still have a meal with a meeting if the members choose to do so. We are not getting enough people at our Thursday evening meeting with a meal, so we are going to try this. If you have any questions, call Jill Conlon at 892-4919. Plagge’s hat proves useful as Supervisors finalize and approve election results By Jeff Forward The Franklin County Board of Supervisors met on Oct. 12, one week after the election, and finalized much of the vote for eight county communities – including drawing a name from a hat to determine the final city council seat in Hansell. Two candidates were tied for the fifth and final city council seat in the small town east of Hampton: Deloris Cunningham and Jason Harper – both with 17 votes. However, Jason Harper also received 15 write-in votes for the vacant mayor’s seat, beating out fellow write-in Doug Symens. Because Jason Harper was tied with Cunningham for the council seat – which he had officially filed candidate papers for – a winner had to first be determined before any decision could be made on the mayor’s seat. That procedure – determined by state law – is to draw names out of a hat. The old-fashioned method of picking a winner was conducted by Supervisor Corey Eberling, who drew the winner out of Jerry Plagge’s signature Fedora hat. The name that was drawn was Jason Harper. Following the meeting, Franklin County Auditor Michelle Giddings was going to inform the Hansell city clerk of the results and then the city clerk would ask Harper if he wanted to be on city council or not. If Harper decided to stay on the city council, the mayor’s seat would be offered to Symens – who could
then accept or reject the spot. If Symens rejected the mayor’s seat, it would then be offered to the next highest vote getter, which was Terry Juhl, also a write-in, who received four votes. A fourth write-in candidate, Joe Hanna – who was re-elected to the city council – received two write-in votes for mayor. In the other county elections, winners were verified and approved in all eight Franklin County communities. In a unanimous 3-0 vote, the fol-
lowing winners were made official: Alexander: Mayor – Darrel Baxter; Council – Jean Marie Arends and Quentin Boelman. Coulter: Mayor – James Warwick; Council Kevin Erickson and Donna Lohrbach. Seeing red: Nutrition fund deficit still causing headaches at West Fork
Nick Wilson Giddings said about picking the next highest vote-getter. “But some do it and some don’t.” Citizens of Sheffield have the option to petition for a special election as well. A petition with a minimum of 20 signatures from eligible city voters is necessary if residents are unhappy with the council’s hypothetical decision to appoint Wilson’s replacement. The Iowa Code mandates certain stipulations as the council proceeds with the process of filling the vacancy. “The council must publish notice of its intention to appoint at least four but no more than 20 days before the appointment is scheduled to occur,” reads Iowa Code 372.12(2). “The publication must also notify city residents of the right to request a special election by filing a petition.” The law goes on to state that an appointment must be made within 40 days after the vacancy occurs, but the deadline increases in the event of a vote. According to the code, the special election must be held at the earliest feasible date but no later than 90 days after the vacancy occurs. Sheffield City Clerk Amanda Dannen said the council will pick up the issue at their next meeting scheduled for Dec. 9. “We’ll probably start working on it in December and start talking about what we’re going to do,” she explained. “But we really can’t do anything until it happens.” The vacancy raised some eyebrows at the supervisors’ election canvass on Nov. 12, but Giddings said the situation wasn’t unheard of. “It’s not that rare, but let’s just say it doesn’t happen a lot,” she said.
By Nick Pedley The West Fork Board of Education left Monday night’s meeting feeling less than hopeful about one troublesome school account that’s remained in the red for quite some time. Debate over ongoing issues regarding the district’s nutrition fund got rolling during the group’s finance discussion. According to board secretary Lacey Weier, the account, which is connected to the school lunch program, is running a negative balance of around $3,600. Weier said recently deposited funds from the beginning of the school year that somewhat reduced the deficit, but it didn’t solve any long-term woes. A handful of families have refused to pay their childrens’ delinquent lunch accounts, deepening the financial hole and creating a larger problem. Superintendent Darrin Strike reported that the district recently sent out letters to delinquent families with hopes of getting some sort of response. The tactic failed, and Strike felt his hands were somewhat tied on the issue. He explained the school district has the option to either completely cut off a student’s school lunches or keep feeding them despite their parents’ failure to pay. “I struggle to penalize the child for the responsibilities of a parent,” he said. Strike and high school/elementary Principal Randy Bushbaum said they didn’t have a problem with cutting off high school students who were delinquent on their lunch accounts. However, their stance differed with elementary and middle school students. Strike said the district’s past method of providing a sandwich and milk to students with negative balances opened the door for unintended consequences. “Once other kids notice something’s different because one student can’t get lunch every day, then the questions start,” he said. Bushbaum agreed and also highlighted another problem with com-
pletely cutting students off. “We’re saying these kids can’t perform well if they don’t eat, so then we don’t feed them? Then we’ll start complaining about low test scores,” he said. Both Strike and the board felt a harder stance on delinquent accounts was needed. However, the group was unsure about how they should pursue the matter. “The administration and I, we take the brunt of that. I’m fine with doing it, but we need a united front – all five of you have to get behind this,” said Strike. “Right now, it’s rather difficult to say we’re doing it, because we sent the letters and we aren’t.” Board members questioned whether or not the district should contact their lawyers or file suit in small claims court. Weier said some area schools do utilize this method, but the group was hesitant to jump on board so soon. Strike said many of the parents who haven’t paid wouldn’t flinch even if the district hired legal council to combat the delinquent accounts. Nonetheless, the board decided to monitor the situation monthly, keep sending letters and re-evaluate the situation at March’s meeting. If nothing has improved, the group will discuss pursuing their options in small claims court. “We’re playing the game with them because we keep letting them go, we keep letting them go, keep letting them go,” said board member Mary Schlichting. “You have to draw a line in the sand somewhere.” The board shifted their sights to the second reading of proposed revisions to board policies. One of the rules regarding who was allowed to view student records drew scrutiny from Board Member Mary Beth Sukup, who thought the criteria for access was too broad. Sukup and other board members felt the policy allowed for a wide range of school employees to view private student records.
After a brief discussion, the board agreed to change the wording of the policy to clearly outline who was able to access records. Personnel changes The board accepted the resignations of: Pat Sheldon, part time nurse – Rockwell campus; Kendra Pillard, part time para educator – Sheffield campus; Rodney Huber, head varsity football coach; and Abbee Gappa,
assistant softball coach. The board approved the contracts of: Macy Sturges, volunteer cheer coach; Susan Van Laere, part time nurse – Rockwell campus; Holly Hurley, para educator – Sheffield campus; and Ned Bohach, assistant softball coach. The board will meet next on Monday, Dec. 16, at 5 p.m., in Rockwell.
Work session concludes West Fork meeting Monday By Nick Pedley The West Fork Board of Education discussed a long list of future planning items and district infrastructure updates at a work session following Monday’s monthly meeting. Superintendent Darrin Strike presented a list of renovations and facility upgrades he and other faculty members felt were necessary in the coming year. The list included things like a new school bus with a wheel chair lift, groundskeeping equipment and classroom upgrades. Strike estimated the cost of the proposed renovations at just under $437,000. “We have facilities at this school that aren’t new, they aren’t the shiniest, but we can be proud of them,” he said. Additional upgrades to district technology are also needed this summer. Annual software updates and electronic text books topped a relatively short list of upgrades that were estimated to cost around $100,000. Following the discussion over future planning and cost assessment, the board engaged in a thorough discussion about parking concerns, a new fitness facility and the potential installation of air conditioning at both campuses. The board stuck to their previous stance and remained hesitant over air conditioning. However, they were open to improving the parking situation at Sheffield, but were somewhat skeptical about the possibility of a
new fitness facility. “I think it’s going to be a tough sell,” said board President Jim Tuttle, who noted the district’s many communities might disagree on the facility’s location. Finally, the board quizzed themselves on district policy and brushed up on recent improvements in preparation for a routine visit from state officials in December. Both the board and West Fork administrators will accompany the officials on a tour of district facilities and provide updates and information about curriculum, academic progress and future planning.

November 21, 1963 Sheffield-Chapin high school boys posted a pair of wins to get off to a good start for the season during the past week. The defeated Ventura in North Star conference play on Friday 54 to 49. Saturday night on the home floor they posted a 72-52 over the North Central quint of Manly. Coach Dave Long said Tuesday, “It looks like we have another winner.” Friday at Ventura Spartans held the edge at quarters 17-14, 31-26, 48-40 and the final 54-49, with the first six men seeing action. Chuck Schmalbeck at center is a newcomer to the first five this fall. Dick Larson and Ron Foell both with 15 points paced the Spartans. Butch Skovgard added 11 tallies, Gary Heflin 8, Rick Taylor 4 and Schmalbeck 1. Heflin grabbed 14 rebounds and Schmalbeck was credited with 12. Saturday on the Sheffield hardwood Spartans posted 67 to 52 to win over North Central of Manly. They held the edge all the way with readings at the quarters of 19-11, 38-22, 58-35, and the entire Spartans suited squad seeing action in the final period. Rugged diminutive guards Foell and Larson pumped in 22 and 21 points respectively for the Spartans. They had a free throw variance from an identical listing. Skovgard came through with 15 tallies, Heflin 7 and Taylor 2. Schmalbeck failed enter in the scoring column but came in second best on rebounds grabbing 8, while Heflin pulled in 13. Dave Levitt, Gene Persons, Bill Knopf, Les Corporon, Jim Blood and Denny Boehlje gained game experience. The team made 29 field goals and 9 of 23 gift shots. They were charged with 11 fouls. Sheffield-Chapin Spartanettes split wins to two games played during the past week. They defeated Ventura girls 51 to 44 on the Ventura hardwood in a North Star conference contest Friday night. Saturday night on the home floor the Spartanettes were
squeezed out 43-40 by the visiting North Central team of Manly. The Spartanettes had posted a halftime edge of 25-15. Poor showing in the free throw department have proved a major handicap. Friday at Ventura Leona Bruhn made 24 points for scoring honors. Pam Atkinson was close with 21, and freshman Bev Levitt added 6. Donna Foell failed to break into the points column. Karen Emhoff, Diane Grunhovd, Jane Frey at guard were aided by Linda Bonjour. The team made 24 field goals and were charged with 19 fouls. Outscoring opponents from the field, the Spartanettes hit with only 6 of 19 in charity lane and dropped a 40-43 contest to North central of Manly on Saturday night. Atkinson paced the Spartanettes with 15 points, Bruhn 13 and Foell 12 to closely divide scoring. Bev Levitt failed to hit the hoop. Emhoff, Frey, Grunhovd, Bonjour, Jeanne Brayton were in the defensive zone. They made 17 doubles. A junior bowling league has been organized at Rose Bowl Lanes and the four teams got underway on Saturday afternoon of last week. Jim Allison bowled the high game, a 175. November 22, 1973 Five Sheffield Lion’s Club members were presented Chevrons at the November meeting in recognition of their long-time membership in the Club. R. L. “Dick” VanSlyke, Lion’s District Governor, was guest speaker and presented the chevrons. Matt Bechtel and Jack Sheahan were honored for 20-year membership, Stanley Bolk and Willard Zickefoose for 15 years, and John Kelley for 10 years. Sheffield-Chapin varsity cheerleaders received a third place trophy in class B competition at the 1973 Fourth Annual Cheerleaders Clinic held in the field house at Spencer on Saturday, Nov. 17. Five members of the varsity group together with their coach attended. Competition was held in four divisions according to school size. The following cheerleaders coached by Mrs. Jon Engelhardt competed in the class B division: Helen Day, Jackie Sheahan, Anita Wiele, Phyllis Reetz, and Julie Peter. They competed against 17 other squads and received the third place trophy. Sheffield-Chapin cagers won a pair of basketball games Tuesday night, Nov. 20, from North Central of Manly. Spartanettes came from behind a halftime deficit of 24-33 to post a 60-53 victory over the host squad. Spartans paced the scoreboard reading all the way to a 75-36 win, holding a 31-16 edge at the half. Spartans now have a 2-0 and Spartanettes a 2-1 in nonconference play. Priscilla Rust had a top night on the hardwood planting 14 from the field and 4 of 5 free throws for 32 points and game scoring honors. Val Edgington swished the nets for 15 points and Mary Lahner 13. Bonnie Stock, Lavon Stock, Mary Beck and Rachelle Hemm took care of the defensive chores. Coach Ned Bohach had a tight squeeze and substituted sparingly to stay within taking over distance. The team notched 27 doubles and 6 of 9 in charity lane. They were charged with 11 fouls. It was Spartans all the way in the second contest of the evening. Tom Koenigsberg packed the big gun for the visitors pumping in 17 from the field and 4 of 5 gift shots for 38 points. Just Talkin’... By J.Z. the next day. I think I could do that yet today . . . but I’d be a lot more tired and a lot more sore! But I’m still ready to give it a try. I know . . . I ain’t working with a full load! Home . . . still don’t have the convertible back in the garage. One of the parts that we ordered was wrong. That part is here now and hopefully it will be back in the garage soon. (It’s not as if I’m going anywhere with the top down!) Spent most of the week end around the adobe . . . thinking about what should be done had I had the ambition! Thinkin’ doesn’t accomplish much! I didn’t make it to Altoona and that turned out to be a good thing. The flu bug made it’s presence down there. I don’t need that. I remarked that I moved some furniture around last week . . . and that little chore resulted in a sore back . . . among other things! And for the most part . . . they all still hurt. And to top it off . . . I wish the TV in the bedroom was even higher still! Got the vacuum cleaner out to clean
where the two chests of drawers were. Figured I vacuum the rest of the house . . . so left it in the hallway. The one toe on my right foot feels better now. And one on the other foot once again found the coffee table! I swear that table weighs at least 500 pounds! Angie got me some new pictures of Little Lid. Now to get some frames for them. I had her put a new picture on my cell phone. No, I’m not bright enough to do that . . . and it turns out she wasn’t either! But Nic was! Other than that . . . it was a calm week end. I’m sure Altoona is in the plans for this coming week end. The next week is Thanksgiving . . . but no plans yet for that. (I remember someone once saying that Thanksgiving falls on Thursday again! Imagine that!) Anyway . . . it’s been a good week, and I think I hear the newer press calling me to finish a job I started earlier this morning. Be good, Kids+! It’s Showtime.

I’ll admit it: sometimes, I have an attention problem. It’s no medical issue that can be fixed by popping a pill or corrected by some other physician-approved method. No, it’s much simpler than that. If I could just put down my cell phone for five minutes, all my problems would be solved. It’s been an issue among of my generation since the advent of smart phones, and it’s become a growing trend with others after the devices became more accessible during the past five years. People are now attached to their phones no matter what daily activity they’re doing. It seems like I have to interrupt someone from their phone more often than should be necessary these days. It’s an annoyance, and quite frankly rude at times. Interacting with another human being is almost impossible without the interjection of some electronic device in one way or another. Such was the case for me when I grabbed dinner with two friends recently. After we settled into our seats and ordered drinks, we started talking about football and the hockey game we planned to attend that night. Nature called during the middle of our conversation, and upon my return from the bathroom I found both of my friends entirely consumed by their phones. I sat down, crossed my arms and protested in silence. Neither one noticed, and three minutes later both of my friends were still glued to whatever it was on their screens. This scenario is a common one, but I’d be a hypocrite if I said I was completely innocent of such bad habits. My electronic addiction began in college, and it’s been hard to shake since graduating and entering the real world. You were pretty much free to bring any electronic device you desired to class in college. Laptops and tablets were common, and each campus building was outfitted with lighteningfast wireless Internet. Not surprisingly, this electronic accessibility created the perfect storm for an easily distracted person like myself. Browsing social media and other websites proved to be a simple solution to escape from mindnumbingly boring lectures and discussions. It’s hard to imagine how much I missed by doing this. Halfway through my junior year I realized surfing the web wasn’t the most cost-effective use of my tuition dollars, and I also came to the disheartening reality that my miniscule classroom attention span probably wasn’t good for my GPA. Thus began my quest to halt my wayward habits. Common sense would tell you to leave the phone at home, but that step seemed much too drastic for me. I instead opted to completely delete my

Facebook account to lessen my Internet options. It was my most frequently visited website, and it certainly provided me with the least stimulating content of all my favorite pages. My tactic worked for a while. Most of the incentive to check my phone was gone, and I generally enjoyed not knowing what other people were doing every hour of every day. However, my resolve began to gradually erode. Twitter eventually replaced the void left by Facebook, and I found other websites to waste my time with. I was back where I started by the time my senior year rolled around. The intoxication of graduating made it even harder to listen to a professor drone on and on about a topic I had learned four times already. Bad habits are hard to break, but I think mine are on their way out. It’s funny how strict deadlines and a paycheck that hinges on meeting those deadlines does that to you. I’ve also realized Twitter and the other websites I frequent can be as mind-numbing as some of my lectures in college. You can only read the same thing so many times. Nonetheless, I’m only human. I have to leave my phone in the car whenever I cover meetings and other lengthy events. Those things can get long-winded, and resisting the urge to whip out my phone is too hard to overcome sometimes Afterall, you can’t get distracted if there’s nothing to distract you.

Franklin Sheriff Jail Census: As of 5 p.m. Friday, the department had six prisoners in custody. Five were housed in the Hardin County Jail, Eldora and one was in the Wright County Jail, Clarion. Friday, November 1: • 6:09 a.m.: Deputies transported a prisoner from the Hardin County Jail to Oakdale. Saturday, November 2: • 8:54 a.m.: Deputies assisted the Hampton Police with traffic control. • 10:02 p.m.: Dispatchers received a report of a car hitting a deer near the bridge south of Sheffield and their car just died at the Chapin Corner. Advised a trooper had just arrived. • 10:51 p.m.: Deputies helped a subject change a tire near the 183 mile marker of I-35. Sunday, November 3: • 1:27 a.m.: Deputies assisted medical personnel from the Sheffield E-Squad and Franklin General Hospital in the 300 block of S. 3rd St. • 11:03 a.m.: Deputies assisted Hansell fire personnel near the intersection of 135th St. and Wren Ave.

Wednesday, November 5: • 1:22 a.m.: Deputies were advised of a vehicle eastbound on Highway 3 with its lights off with two people in the car. Deputy checked the area and were unable to locate. • 4:06 a.m.: Deputies received a report of a car-deer accident near the intersection of 155th St. and Olive Ave. Damage was under reportable value. • 5:54 a.m.: Deputies assisted medical personnel from West Franklin EMS and Franklin General Hospital in the 200 block of W. Main St. Thursday, November 6: • 5:11 a.m.: Deputies took a report of a dead deer near the vet center. Hampton Police removed the deer from the roadway. • 5:17 p.m.: Deputies assisted medical personnel from Franklin General Hospital in the 300 block of Borst St., Sheffield. • 7:49 p.m.: Deputies were called to a property damage accident on Highway 65 south of 105th St. According to the report on file, Carlos Telenino Rees, 27, Webster City, was northbound on Highway 65 in a 2001 Chevrolet Malibu, when he swerved
to miss a deer I the roadway and entered the east ditch, rolling the vehicle once. Damages were estimated at $4,000. He was cited with failure to have a valid driver’s license. Friday, November 7: • 9:35 a.m.: Deputies assisted West Franklin EMS and Franklin General Hospital personnel in the 600 block of Highway 3. • 6:29 p.m.: Deputies took a report of a subject reportedly burning leaves in the middle of the street in Coulter. Upon investigation, the leaves were being burned in the grass. • 8:35 p.m.: Deputies were advised by a subject who had locked keys in their car. Deputy provided several numbers to try. Friday, November 8: • 10:09 a.m.: Deputies transported a prisoner to the Hardin County Jail, Eldora. • 10:46 a.m.: Deputies assisted the Hampton Police with a call. • 11 a.m.: Deputies received a complaint of a large amount of mud with rocks in the 400 block of Mallard Ave. coming from a field. Deputies notified the county engineer’s office. They will have a worker check and blade off the road if necessary.

CITY OF SHEFFIELD COUNCIL PROCEEDINGS Regular Session Minutes-Unapproved Monday, November 11, 2013 The Sheffield City Council Regular Session was called to order at Sheffield City Hall by Mayor Jim Saylor at 7:00 p.m. Council members in attendance were Ken Berding, Sean Cameron, Nick Wilson, and Ron Simmons. Rick Larson was absent. Public Works Director Pat Nuehring was also in attendance. Simmons made a motion to approve the agenda as posted. Berding seconded, motion carried unanimously. Public Comment: The Mayor invited those wishing to make public comment to address the Council. Karl Sorensen congratulated the newly elected mayor, Nick Wilson, and councilmen, JC McCaslin and Mike McKee, who were also in attendance. Sheri Bogue also congratulated the newly elected officials and the City of Sheffield on having a high voter turnout for the election. Berding made a motion to approve the minutes from the October 14th Regular Session. Seconded by Cameron, motion carried unanimously. Wilson made a motion to approve payment of claims. Cameron seconded, motion carried unanimously. Simmons made a motion to approve the financial reports. Wilson seconded, motion carried unanimously. The Council discussed questions and concerns that have come up regarding the fees and policies for Hillside Cemetery. Following the discussion, the decision was made to have council member Ron Simmons meet with Fred Retz, the City Clerk, and the Director of Public Works to work on creating such policies to be presented and approved at the December meeting. Berding made a motion to approve and send the tax abatement applications on to the county assessor’s office. Applicants included Dave & Deb Kelley and Ronald Meints. Cameron seconded, motion carried unanimously. Wilson made a motion to approve the renewal of the liquor license for the Bottom Lock Bar & Grill. Cameron seconded, motion carried
unanimously. The Council decided the burn site would close for the year with the first measureable snow, or as of December 1st, whichever comes first. It was also agreed that if a resident would like to use the burn site during a weekday, they may borrow a key from the office. It will not be opened on weekends. Residents may request to have it opened on a weekend if necessary. Such requests need to be made prior to the weekend they are requesting. Cameron made a motion to give permission to the Sheffield Betterment Foundation/Harvest Hustle Committee to hold a 5K Run/Walk starting at 9:00 am on Saturday, November 16th. The race starts and ends at City Park. Wilson seconded, motion carried unanimously. The Council discussed the construction of large buildings in residential areas. The Mayor has had residents express their concerns over having large buildings put up in areas that are zoned residential. After reviewing the Sheffield Code and Ordinances that refer to building and zoning, the council agreed that this issue will need additional research and will be discussed again at a later date. Berding made a motion to approve the Annual Finance Report, prepared by Renner & Birchem. Cameron seconded, motion carried unanimously. Cameron made a motion to approve the renewal of the Wellmark health insurance policy for city employees with no changes. Simmons seconded, motion carried unanimously. Council Comments: The Mayor opened the discussion for any additional comments from the Council. Simmons expressed interest in attending the Municipal Leadership Academy, hosted by the Iowa League of Cities, being held in Mason City in November. Others also agreed it would be beneficial for both current and newly elected city officials to attend. Registrations will be due to the City Clerk this week. Berding also brought up the progress on the cemetery software. The City Clerk reported that there is a large amount of work to be done to get the software operational. The Deputy Clerk is assisting with the data entry process on this project. Cameron made a motion to adjourn. Berding seconded, motion carried unanimously.

At 10:30 AM Russell Wood-Community Services/Planning & Zoning replaced Pam Moore as Substance Abuse Department Representative, meeting with the Board for them to consider/approve an Agreement for Detoxification Services provided by Community & Family Resources at the rate of $421.00 per day. Establish guidelines for payment for substance abuse costs and mental health costs/both involuntary commitments and voluntary admissions for Franklin County residents. Motion by Nolte, seconded by Plagge, approves Russell Wood to sign Agreement for Detoxification Services provided by Community & Family Resources at the rate of $421.00 per day. Motion by Nolte, seconded by Plagge, approves the bid proposal from Gardner Thomsen, Charles City Auditing Firm for Audit Services relating to Franklin County for audit years as follows: Cost for fiscal years ending June 30, 2014 - $32,000, 2015 - $33,000 and 2016 - $34,000. Motion by Plagge, seconded by Nolte, approves a Road Closure on Balsam Ave (S14) between 108th Street and 190th Street, closed October 28, 2013, at 11:00 AM, for culvert replacement. All ayes, motion carried. Motion by Nolte, seconded by Plagge, approves a Road Closure on Finch Ave from 250th Street to Cerro Gordo Street on November 4, 2013, for pipeline repairs. The Board discussed the proposal received from Crescent Electric, Mason City for the package price of the Clock Tower lighting and four corner string lights for the outside Courthouse lighting project, replacing the present aging lighting at a cost of $45,750. Various other options were discussed with Tom Porter-Head Custodian present, in an effort to save on the cost by reducing the size and scope of the project. The Board concluded after discussion, to seek an additional bid, but only on the four strings of lights, with no additional lighting of the clock tower. No action taken. Motion by Plagge, seconded by Nolte, approves claims for the period ending 11/11/13. All ayes, motion carried. Gilman, Sheffield. • 10:18 a.m.: Deputies tagged an abandoned vehicle on 90th St. east of Mallard Ave. • 2:34 p.m.: Deputies advised they came upon a vehicle with its flashers on in the 1000 block of 190th St. No one was around the vehicle. Deputies checked. Thursday, November 14: • 1:18 p.m.: Dispatchers received an open-ended 9-1-1 call on Heather
Ave. near Coulter. Dispatchers called the number back, there was no answer. Deputy checked the area. • 1:20 p.m.: Dispatchers received a 9-1-1 hang-up call to a cell tower in the 1500 block on Jonquil Ave. Dispatchers called the number back, however, there was no answer. Deputies checked the area. • 1:29 p.m.; Deputies were advised that cattle was out near 250th St. and Balsam Ave. • 3:55 p.m.: Deputies received a dog at large complaint in the 100 block of Broadway, Geneva. • 5:08 p.m.: Deputies received a report of a missing black pony in the 800 block of 30th St., Alden. The pony had been missing since November 13. • 6:05 p.m.: Deputies investigated a two-vehicle accident near the intersection of Highway 3 and Kildeer Ave. According to the report on file, Patrick Davidson, 24, Wichita, Kan., was driving a 2008 Chevrolet truck, was following another vehicle in his party and they were both turning north on Kildeer Ave. as Michael S. Steven, 62, Waseca, Minn., thought both vehicles were just traveling slowly, didn’t see the turn signals, and tried to pass the vehicles and when Davidson turned, hit the 2011 Dodge Steven was driving, causing Steven to go into the ditch. Steven was deemed at fault by making an unsafe pass causing the accident. Steven was cited for unsafe pass. Damages were estimated at $1,500 to the Chevrolet and $5,000 to the Dodge. • 8:20 p.m.: Deputies were advised of a pickup in the ditch on the north side of 190th St. between Jonquil Ave. and Kildeer Ave. The vehicle had already been marked by the Iowa State Patrol, dated November 11. E&E was contacted to tow the vehicle away.
OBITUARY Theodore “Ted” Hafner of La Crescent, Minn., passed away peacefully in his sleep Wednesday, Nov. 13, 2013. Left to cherish his memory are his wife, Jane Hart Wiseman Hafner, his eight grandchildren and their spouses and family members. By Krisit Nixon SHEFFIELD – A steady mist didn’t deter approximately 50 runners and walkers from the first Harvest Hustle 5K at Sheffield on Saturday morning. Competitors received a longsleeved T-shirt and refreshments. The race’s proceeds benefited community development. Randy Sturm was the overall winner of the race, crossing the finish line in 21 minutes flat. Sheri Sprung of Rockwell/rural Mason City was the female winner in 22:30. The top three male and female finishers in each age category received medals on the course that started on the streets of Sheffield and wound through a paved trail before returning near the starting line.

SHEFFIELD – Rodney Huber, who coached West Fork’s football team the previous two seasons, resigned Monday during the school board meeting. During his two years as football coach of the Warhawks, they were 4-14 overall and 2-10 in Class 1A District 3 play. In both seasons, West Fork defeated Lake Mills in non-district play and Eagle Grove in the district season. Huber is expected to remain as head girls basketball coach of the Warhawks as they kick off their
season Tuesday, Nov. 26 at GarnerHayfield/Ventura. Via e-mail Monday morning, Huber said, “I am resigning as the football coach due to the heavy amount of time commitment that is involved year-round; coaching two sports was very difficult on me and my family. I also believe the football program needs a coach that is in the school district or someone that can give the amount of time that is going to be needed to turn the program around. “I plan to coach girl’s basketball and will support the new football coach in whatever way I can.”

Good Egg project is beneficial to county in many ways
By Jeff Forward The construction of a 210,000-square-foot chicken egg production facility/farm in rural Franklin County has brought many benefits, including jobs for local workers, business for area firms, and potential jobs once it is open. The Good Egg farm near Bradford is nearing completion. Karen Mitchell, executive director of the Franklin County Development Association, said the project has been great for county businesses and workers. “That is a clear benefit of this, not only the jobs created but also because they are using as much local talent as they are,” Mitchell said of construction on the project. “This is an investment that creates property tax. It creates jobs. It’s a quality operation.” Mitchell said the company- which will produce millions of eggs that will be shipped to California – will provide possibly 25 full-time jobs with what she said will likely be a good wage. The company is owned by a group of farmers headed up by Joe Scallon, who chose to use local business such as Concrete, Inc., in Hampton; Mort’s Water Company, in Latimer; and Henning Construction, which has an office in Latimer. “We elected to go local because of the service after the project is completed. I could have gone outside the area but it makes more sense to use locals,” Scallon said. “They understand how things were put together and how the facility runs so they would be better able to help us maintain it. They will be here for us.” The facility landing in Franklin
County is a result of tightened environmental regulations on massive farms in California, Mitchell noted. “There is legislation in California that is driving agriculture out of the state if it’s not ‘pretty,’” Mitchell said. “Compliance is becoming more and more difficult. Right now, the California legislature is Iowa agriculture’s best friend.” The facility will include four laying houses, one processing building, one manure storage building, and

Lane Shaikoski is serving as a tutor for the 2013–14 school year at Northwestern College in Orange City, Iowa. Tutors offer support to students in a variety of academic disciplines, including math, science and writing. Tutors are selected by professors for their content knowledge and ability to assist other students with the material. They are also trained by academic support professionals. In addition to providing one-to-one services, tutors facilitate study groups and test review sessions. Shaikoski is a senior and a biology teaching major at Northwestern College. We will plan to have all “Giving Tree” ornaments prepared by Monday, Nov. 25, for delivery to the banks within our district. We would request that ”Giving Tree” ornaments and gifts be returned to either school office by Wednesday, Dec. 11, so we can take care of packaging items for each home prior to our delivery dates. At this time we have plans for students to create a fundraising campaign with local businesses, organize food drives, form partnerships with local churches and arrange for additional fundraising activities. Thornton Merchants announce lighting contest
The Thornton Merchants are sponsoring an exterior Christmas light contest for the 2013 holiday season. This contest is open to any Thornton resident or business with an exterior lighting display. All exterior lighting displays are automatically entered. Cash prizes will awarded for first, second and third place. Holiday lights will be judged on December 4 or 5, between 6-9p.m. Winners will be announced on Saturday, Dec. 7, at the Town Christmas Party in the Thornton Fire Station at 1 p.m. Let’s make Thornton sparkle this 2013 holiday season!
