Compensation Board makes Salary Recommendations By Rebecca Peter The Hancock County Compensation Board made their annual salary recommendations for elected county officials. The compensation board met Dec. 11. The board is recommending a 4 percent raise in pay for the auditor, recorder, treasurer and board of supervisors. A 5.5 percent increase is proposed for the county attorney and sheriff. If accepted by the Hancock County Board of Supervisors, the wages of the elected county officers would be as follows: supervisors - $29,202 (current) to $30,370; auditor, treasurer and recorder - $51,423 (current) to $53,480; sheriff - $68,945 (current) to $72,737; attorney - $83,404 (current) to $87,991. According to minutes from the meeting,

each of the county official met with the board to discuss duties and changes that have occurred in their respective departments. Recorder June Brady said Iowa Land Records being online are increasingly taking more time in her day-to-day routine. By April 1, all vital records will be on-line. Treasurer Deborah Engstler noted in the last three years, she has had 4 new hires and with that goes extensive training. Motor vehicle responsibilities are continually growing. Michelle Eisenman, auditor, said six of the 8 city elections had competition this year. One candidate requested a recount, creating extra work. Sheriff Scott Dodd said there were no personnel changes in his office. The communities of Britt and Kanawha required more law enforcement assistance from the

county this year. Kanawha is currently without a police officer at this time. David Solheim, county attorney, summarized his duties. Shortly after his hiring, Solheim spent considerable time with the merger of the Hancock County Public Health Department with the Hancock County Health System (hospital); the Real Estate purchase in Britt, among other cases. Supervisor Jerry Tlach and Sis Greiman discussed numerous points throughout the meeting. Tlach said employee health insurance projected to increase by 6 percent, but hopefully it will only increase about 3 percent. The Secondary Road Department is now going to require an annual job evaluation of employees and all department head should consider doing this. Compensation board member Lowell

Solberg proposed a 2.5 percent increase. Chairman Dan Kadrlik said the Cost of Living Adjustment (COLA) is 1.7 percent. Kadrlik proposed a 3 percent raise. A motion by Joan Hanson for 4 percent increase in salary for the supervisors, auditor, treasurer and recorder, and a 5.5 percent increase for the sheriff and county attorney, passed on a split vote. Compensation board members voting in favor were chairman Dan Kadrlik, Joan Hanson, Matt Schoneman and JoAnn Burgardt. David Smith and Lowell Solberg cast dissenting votes. Rebecca Rolling was absent. The matter goes to the Board of Supervisors who can either accept the salary recommendations or lower it by an equal amount for all officers or reject them entirely.

Hancock County encouraged to participate in Health Iowa Challenge GARNER – Wellness is a community effort in 2014. Live Healthy Iowa’s 10 Week Wellness Challenge encourages Iowans to make healthy lifestyle changes and the Hancock County Wellness Coalition urges residents, businesses and schools to participate. Registration for this simple, affordable and fun competition opened December 16 and the Challenge kicks off on January 27. “The Live Healthy Iowa 10 Week Wellness Challenge is a great wellness initiative,� said Dr. Angela McGregor, DNP-ARNP, Chair, Hancock County Wellness Coalition. “It is the perfect way to improve the health of Hancock County through activity, weight loss and peer support while having fun.� As part of the Challenge, participants form teams of two to 10

adults to motivate and support each other in achieving their fitness and weight loss goals. Each week, team members report physical activity and/ or weight loss as part of a friendly competition among friends, family and co-workers on other challenge teams. Participants have the opportunity to win a 4-night tropical cruise for two, gift cards, bikes, fitness shoes and more great prizes! Each participant will receive an official Challenge t-shirt, one year magazine subscription, discounts registration in one of the 14 statewide Live Healthy Iowa 5K events, access to tools and resources on the Live Healthy Iowa’s website and much more! Businesses, communities and schools are encouraged to participate and complete in the Corporate, Community or K-12 Cup Challenge.

Specifically, the Community Cup Challenge will engage cities, counties or regions in a healthy competition. The winner of the Community Cup Challenge will be determined by the highest percentage of people who start and complete the adult challenge in addition to participants in the kids’ version of the Challenge as compared to population data from the U.S. Census Bureau. The winning community will be recognized and will receive the traveling trophy, currently held by Allamakee County. “The Live Healthy Iowa Challenge will be great for those involved and for the community as a whole,� says McGregor. Clinic Holiday Hours Hancock County Health System announce holiday hours for clinics at Kanawha, Wesley, Garner and Britt: •Kanawha Medical Clinic will be closed for the holidays starting at 3:30 p.m. on Monday, Dec. 23; resuming regular business hours on Monday, Jan. 6, 2014. •Britt and Garner Medical Clinics will be closed for the holidays starting at 12:00 noon on Tuesday, Dec. 24; resuming regular business hours on Thursday, Dec. 26. Both clinics will be closed Jan. 1, 2014.

By Sarah Freesemann BRITT - West Hancock Board of Education voted to have the 2014-2015 school calendar be presented with instructional time tracked by hours and minutes. The board met Dec 16. Instructional time, for many years, has been tracked by days. 180 instructional days created one full school year. Changes have been made to what constitutes a countable instructional day and school districts have been give the choice to stay with the day format or adopt an hourly school calendar instead. New rules now state that for a school day to be counted towards the 180 instructional days, students must be in class for a minimum of six hours. Under this new guideline, often a late start or early out would not meet the six-hour minimum and the day would not count towards the yearly total. By choosing the hours and minute format, the school district is required to be in session 1,040 hours to equal one full school year. By adopting the hourly format, it allows all time spent in session to go towards the school year. As it stood, the 180-day schedule equaled roughly 1,116.4 hours. The school district will keep the school calendar

and daily schedule the same as it has been and now there will be roughly a 36.4 hour buffer built into the instructional calendar. The cushion will provide the option for the school board to approve not making up snow days, approving early outs for special events/occasions or keeping the extra instructional time built in as an added benefit and bonus to instructional time in the classroom. Employment The board approved the hire of Mary Drabek as the three hour cleaner in the elementary. They also accepted the resignation of Jay Hiscocks as the head high school golf coach. Middle School Playground Middle School Principal Ruth Verbrugge presented the school board with two bids for an addition to the middle school’s playground equipment at Kanawha. The board accepted the bid from Boland Company for the Middle School playground equipment for the cost of $27,805. The new equipment will not replace any of the existing equipment, but rather add to it. The bid will also take care of some minor repair work on the existing equipment. A date to install has not yet been set.

BRITT - The Britt Chamber gave away $100 in Britt Bucks following Britt’s Open House Saturday, Dec. 14. Patrons were able to enter the drawing in each of the businesses that were open during the Britt Fireman Soup Supper. The Chamber combined all entries and drew four lucky names who won $25 in Britt Bucks each. Paul Tjaden, Ron Smidt, Doug Nelson and Cathy Weiland, all of Britt, where the four lucky winners for this year’s Chamber Holiday Drawing. Congratulations! Britt Bucks can be purchased at First State Bank, The Cobbler Shoppe and Gifts Sew Sweet.

Eagles split with the B-K Broncos

The West Hancock basketball teams played one game last week before breaking for the Holidays. The girls picked up the NIC win Belmond-Klemme 53-45, while the boys fell to the Broncos 64-78. The girls trailed the Broncos 12-14 after the first quarter last Tuesday, but quickly kicked it into gear for the second sinking 21 points while holding Belmond to just 10. The Eagles led by nine at the half, 33-24. The second half proved to be low scoring for both sides as West Hancock added 10 points in both the third and fourth. The Broncos added just six in the third to continue to trail the Eagles by 13, 43-30. Belmond made a slight push in the fourth adding 15 points, but the Eagles were able to hold onto the eight-point victory. Kealey Johnson led with 11 points, while Maria Gonzalez followed with 10, Bailey Eisenman eight and both Faith Hammer and Emma Chizek contributed seven points each. Chizek grabbed 15 rebounds to lead the Eagles, Gonzalez added nine, while Emily Leerar claimed seven and Whitney Burgardt five. Gonzalez handed out six assists and stole five times. Eisenman dished three assists, while Hammer earned four steals. The lady Eagles will return to action on Monday, January 6 on the road against North Union. They then host NIC match-ups against Lake Mills on Tuesday, January 7 and North Iowa Friday, January 10. They will wrap up the week Saturday on the road against Clarion January 11. The Eagle boys fell to the Broncos after a slow first quarter start, 9-20. West Hancock bounced back in the second to outscore their opponent 19-15, but still trailed by seven at the half, 28-35.

Young Eagles complete third tournament

The Eagles earned 13 points in the third quarter, but the Broncos tacked on 21 to continue to edge West Hancock 56-41. The Eagles added 23 points in the final minutes, but Belmond stuck with them scoring 22 of their own to secure the win over West Hancock 78-64. Trevor Nalan led with 15 points and seven rebounds. Nate Paulus added 13 points, Connor Sonius 11, three rebounds, five assists and two blocks. Both Ricardo Ibarra and Jordan Savoy contributed nine points. Ibarra added three boards, four assists and two steals, while Savoy chipped in two steals. Nelson Barraca rounds out the Eagle stats with seven points and three rebounds. The Eagle boys will return to action on Tuesday, January 7 at home against Lake Mills. The Eagles will then host North Iowa on Friday, January 10 and head to Clarion Saturday, January 11.

The West Hancock wrestling program competed in three tournaments the week of December 9, two JV and one Varsity. Already a young squad, the Eagle wrestlers had a chance to gain valuable experience in two JV competitions before heading to Algona that Saturday for the Varsity meet. The Eagles opened at West Fork where three JV wrestlers took first, two second and two third. Marcia Ring, PhD, ARNP, Behavioral Medicine provider for Hancock County Health System at the Britt and Garner Medical Clinics has outlined six easy things you can do now that can change your outlook on the holidays – 1. Release yourself and others of expectations. 2. Gratitude. 3. Forgiveness of self and others. 4. Surrender. 5. Compassion. 6. Give what you want to receive.

This week, we discuss steps 4 and 5, Surrender and Compassion. Grab your pen and paper, or notebook for these steps. Step 4. Surrender. In this context, surrender does not mean ‘giving up’. It means engaging your faith or spirituality in the process of changing your outlook. In your notebook, or on paper, write down all the things in your life that you find bothersome, or hurtful. One by one, surrender each one to God. Write each sentence out and say it out loud as well. For instance, you can write “my mother-in-law� as someone in your life with whom you struggle. Write down the following: “I surrender all struggles with my mother-in-law to God�. You can say that out loud as well. If you can, when you go to bed at night, silently to yourself visualize handing over all the items on your list to God. Then sleep in peace. This is a very powerful step.

Step 5. Compassion. Compassion is not pity. Compassion is not sympathy. Rather, it is an awareness that you know what it is like to suffer and to struggle. You know what it is like when nothing in life seems to go the way you wish it would. Because you know what it is like to suffer, you can feel a knowing and heartfelt recognition of the suffering someone else is experiencing, even if the reason for the suffering is very different than your own personal experience. This is compassion. Compassion does not attempt to explain anything, or make suffering go away. Compassion does not require you to fix anything. Rather, it is a state of awareness in the moment. It is said that compassion opens the heart to God’s love. In your notebook, write down what you feel compassion for in terms of the suffering of others. Next week we discuss the final step which is to give what you want to receive. I will also offer some pointers to help you along the way. Investments in Early Learning Pay Off By Senator Tom Harkin In 1991, the Committee on Economic Development issued a landmark report titled “The Unfinished Agenda: A New Vision for Child Development and Education.� The group consisted of some of the top business executives in America who took a toughminded look at American education, and concluded that the highest rate of return on investment for our education dollars would come from investing in early learning from birth to age five. More recently, in 2010, the U.S. Chamber of Commerce – again, tough-minded business executives – issued a major report. And their report concluded that quality early learning is critical to our national economic security. If we fail to invest in children early on, during the period of their most rapid development, those children are more likely to enter school behind. If the playing field is unleveled at the outset, how can we hope to remain a nation of promise and prosperity for all? It is with that in mind that I have introduced the Strong Start for America’s Children

Act, a bill that would greatly expand access to high-quality early learning experiences for children from birth to kindergarten entry. Something that we need to expunge from our lexicon is the term “pre-school.� There is no such thing as pre-school because we know that learning begins at birth and the preparation for learning begins before birth. My bill reinforces this idea by ensuring that our most vulnerable children have the support they need to be healthy, happy, and ready for school on the first day of kindergarten. We start by creating new early learning quality partnerships, so that Early Head Start grantees can partner with center-based and family child care providers to offer infants and toddlers full-day, full-year, highquality services. I also proposed a new federalstate partnership to accelerate the work currently being done in states to support high-quality early learning for 3- and 4-year olds. To receive funding through the partnership, states must support programs that are of high-quality, meaning programs must have well-trained teachers, low class

sizes, low child-to-staff ratios, curricula that are developmentally appropriate, and programs must provide other services that support the non-academic needs of kids, including nutritious foods, physical activity, and strong parent and family engagement. These are the kinds of common-sense, researchbased activities and services that any parent would want for their child, and they also reflect the type of support that many states and communities are currently providing in their early learning programs. I want to thank President Obama for calling for this deep investment in early learning during his State of the Union. This legislation follows through on that vision. But it will also face opposition from those who say we can’t afford it. The evidence and research around early learning is too strong to ignore and if we don’t invest now, we will pay for it later in the form of high school drop-outs and crowded prisons. Quite simply, failing to invest in high-quality early learning is against our moral and economic responsibility as a nation.

Welding Course Offered at NIACC In response to the high demand for production welders in the area, North Iowa Area Community College (NIACC) is offering a 45–hour, non-credit Production Welding course. This course, which is being offered a second time this year due to high demand, will provide participants with the skills necessary for entry level manufacturing welding with the Gas Metal Arc Welding (MIG) process. “Manufacturing today is an efficient, high-tech operation and welders are the backbone of the industry,� said Terry Schumaker, NIACC Dean of Continuing Education and Economic Development. According to employment trends, the state of Iowa is expected to see a 14 percent increase of welding positions available through 2020. “This is another option for those interested in a career in welding to

quickly get the skills they need to get a good job,� Schumaker said. “This is different than the welding program NIACC offers as a full year diploma program in that it has a very concentrated focus on the specific welding skills used in a manufacturing setting.� Participants will gain an understanding of proper welding techniques and procedures for welding structural carbon steel with the MIG process. Skills will be developed in flat, horizontal and vertical position welding of fillet welds. Welder qualification testing is an available option and will be attempted at the level where success can be attained. Personal protective equipment will be provided to students. To learn more, a public information session will be held January 9 at 10 a.m. at the IowaWORKS office 600 S. Pierce Ave., Mason City. Tuition assistance is available to those who
