As we look back over the last year a lot has happened in and/or around the Keota area - above are just a few items that made the front page of the Keota Eagle over the last year: #1 - Wm. and Pat Hultman were named #1 Eagle Fan during Keota High School Homecoming Week; #2 - Tech. Sgt. James Juniper, NATO Air Training CommandAfghanistan Mi-17 special mission aviator advisor, was awarded the Purple Heart in a ceremony Oct. 10 at Kandahar Airfield, Afghanistan; #3 - The ‘Recruiters’ presented As One Voice Singing in the Distance, an unforgettable and much talked about presentation honoring local veterans; #4 - The Keota Volunteer Fire Department held two live burns for training in 2013; #5 - Mr. Steve Seid takes over as principal at Keota Community School District; #6 - Wilson Memorial Library has a new Library Director, Juli Hisel; #7 - Grace and Emily Conger prep plants for yet another year of Keota Farmer’s Markets; #8 - New City Councilmen Kathy Davis is elected and Keith Conrad, Rod Hill, and Mayor Tony Cansler are re-elected; #9 - After much hard work put in by Keota FFA and volunteers, the Eagle Trail behind the Keota Schools is finally opened; #10 - New School Board Members are elected, Pat Hammen, Naomi Gretter, and Bill Kindred; #11 - With the help of a Washington County Riverboat Foundation Grant and donations, a new gym floor was put in at Keota; #12 - Keota Unlimited worked with Trees Forever to draw up designs to enhance areas in Keota; #13 - With the help of a the Washington County Riverboat Foundation, Keokuk County Community Endowment, Kent Memorial, Keota Meat Locker along with events sponsored by the Keota Meat Locker, and donations from the community new equipment was installed at Wilson Park by the National Guard with the help of a few local volunteers.

DECEMBER 16, 2013 The Keokuk County Board of Supervisors met in regular session, Monday, December 16, 2013 in the Board Room of the Courthouse. All members were present. Hadley moved, Wood seconded to approve the tentative agenda. All ayes and motion carried. Wood moved, Hadley seconded to approve the minutes of December 9, 2013 as submitted. All ayes and motion carried. Met with Engineer McGuire regarding Keokuk County Highway Department update as follows: blades were out Saturday morning for snow removal; Keokuk County was chosen to receive $150,000 of Highway Transportation Safety Improvement funds that will be used on a problem area going into the City of Richland; is in pursuit of the final equipment operator hire and attended an Engineer conference last week. Update regarding the communication tower located at the Sheriff’s Office – 204 S. Stone St. – Sigourney was held. Meetings have been set for December 18, 2013 to meet with Calhoun/ Burns and December 19th to meet with Shive/ Hattery to discuss said matter. Public hearing on proposal to donate and transfer to the City of Hedrick, Iowa, certificate of purchase at tax sale numbered 2012162 dated 06/18/2012 for Lots 4 and 5 of Block 35 Original Plat City of Hedrick, Keokuk County, Iowa, and certificates of purchase at tax sale numbered 2013142, 2013143, 2013145, 2013146 and 2013147 dated 06/17/2013 for Lot 1 of Block 9, except south 25’, Lot 9 of Block 15, Lot 3 and south ¼ of North 4/7 of Lot 7 of Block 36, Lot 3 of Block 16, and Lot 2 of Block 16, all in the Original Plat of the City of Hedrick, Keokuk County, Iowa subject to payment of publication costs, transfer fees (if any) and token property taxes was held. All three members attended the Fifth District meeting in Ottumwa last Friday. Discussion of old/new business and public comment was held. Various topics were discussed that are to be placed on the agenda within the next two weeks. Pictometry submitted a new re-flight agreement for review. 2.5% Raise for County Employees Submitted by Mendy McAdams, Fremont-What Cheer Vine
The Keokuk County Supervisors approved the final full-time equipment operator for the highway department at their Monday, Dec. 23 meeting. Tucker Rasplica will fill the final position in the department after the 4 month internal shuffle. Rasplica comes with DOT experience with snow plow and will begin at $18.33 an hour. A resolution for federal funding for phase 3 of the Belva Deer trails project was approved. Phase 3 is the paving portion. The amount of funding applied for will be $446,000, not quite 80% of the total needed. Other funding will be applied for to cover the remaining amount. All Alternative Transportation funding through 2018 will be tied up in this project. Lloyd “Butch” McKay has resigned as medical examiner investigator. McKay will be replaced by Tyler Bayliss. All members of the medical examiner team, including Bayliss, were reappointed for 2014 by the Supervisors. Vince Homan was reappointed to the County Civil Service Commission. This is a 5 year term. Ashleigh Reeves was approved as part-time matron at the Keokuk County Sheriff’s Office. A 28D agreement between Keokuk County Board of Health and Mahaska County Board of Health was approved for sharing sanitation services. Sanitarian Eric Dursky will be used by both counties. Supervisor Deke Wood voted against the agreement stating “I don’t like it. We could have gotten it cheaper.” The matter was approved 2 to 1. Keokuk County 4-H and FFA Beef Weigh-In Held
Keokuk County Extension held their annual Beef Weigh-in on December 21, at the Keoco Auction Sale Barn in Sigourney. Keokuk County 4-H’ers and FFA members together enrolled and weighed in 88 market beef animals for the 2013-2014 year. 4-H’ers and FFA members had the option of nominating market beef for State Fair and/or Ak-Sar-Ben. Those animals nominated were weighed, tagged, retinal scanned or DNA collected at the weigh-in. 4-H beef superintendents & volunteers, County Council members, Extension Staff and 4-H families assisted with the annual weigh-in. Thank you to those who helped with the planning, organization, and carrying out of the weigh-in successfully. 4-H families will need to verify those market beef weights between Dec 26– Jan 31 through 4-H Online. both spoke in favor of the 3%. Supervisor Mike Hadley motion to approve the 3% raises stating that inflation was 2.2% in our area. Supervisor Mick Berg expressed concern about being fiscally responsible. Supervisor Deke Wood questioned why this matter is discussed every year when “people in the private sector don’t get annual raises.” After discussion, a 2.5% across the board raise was approved. Supervisor Hadley voted against the motion. The matter was approved 2 to 1. The County Holiday Resolution was passed with no changes from last year. REC has offered to allow the County to use their tower but County items will be lower on the pole. A discussion of items on the current tower showed that there are probably too many to use the REC tower. The County met with 2 engineering firms, Calhoun Burns and Shive Hattery, about the project and both will be submitting proposals with costs and plans. Next week the Supervisors will have the costs of a propagation study for the Supervisors to approve to start the tower project. The engineering firm will be approved once costs come in and they will coordinate all items needed to get the tower completed. During discussion, it was agreed that there are many variables that complicate the situation. Zoning through the city could take several months as could other studies such as the historical preservation study. The tower project will need to be budgeted for since grant funding is questionable. Supervisor Deke Wood attended a tower meeting. Supervisor Mike Hadley attended Board of Health, SEIDA, SEMCO and Area 15 meetings. Supervisor Mick Berg attended 911, SADC and a tower meeting. The Supervisors will meet next on Monday, Dec. 30 at 8:30 a.m. in the courthouse.

Kress Elected to National 4-H Council Board of Trustees
Cathann Kress, vice president for Iowa State University Extension and Outreach, was elected to the National 4-H Council’s Board of Trustees during the board’s annual meeting in November. Jennifer Sirangelo, incoming CEO of the National 4-H Council, said, “I want to thank Dr. Kress for joining the National 4-H Council Board. Having served as a county 4-H educator in Iowa, state 4-H director in New York, national 4-H Director at USDA and now ISU Vice President for Extension and Outreach, her unique insight is immensely valuable at the council board table. I’m very excited to work together on initiatives to lead 4-H into the future.” “I’m deeply committed to 4-H and youth programs,” Kress said. “My whole career has been about how we turn things over to the next generation better than we found it. My intention is to continue to strengthen 4-H programs, which offer safe, high quality and exceptional learning experiences to our young people. Taking the resources of our land-grant universities to our youngest citizens is vital to our nation’s future.” Kress has been vice president for ISU Extension and Outreach since 2011. She earned her bachelor’s degree in social work with psychology and sociology emphases from Iowa State University, her master’s degree in education, counselor education/college student development from the University of Iowa, and her doctorate in education from the University of Iowa. She is a native of Sharon Center, Iowa.

TCM went 4-1 on the day with its only loss coming to a stacked Ogden squad. Aside from the 69-12 loss to Ogden, TCM had a stellar showing in Sully. The team won four and lost three matches in its 48-34 win over Van Meter. Travis Lewis (106), Ben Edmundson (126), Ryan Maschmann (132) and Jacob Weber (182) each won with pins. Zach Kitzman was pinned by Chase Wyant at 138; Kale Latcham lost 13-0 to Bailey Tuma at 106; and Hunter Foubert was pinned by Spencer Benton at 220 pounds. TCM and North Mahaska split their four head-to-head matches at two wins apiece, but TCM took the win, 48-24, with forfeit points in six matches. At 160 pounds, Clay Harper notched a hard fought 3-2 win against Eli Slouha. Kitzman also won a low scoring battle, beating Brier Dunkel by a 2-1 score. Josh Edmundson got a nice 9-2 win against Jadon Dodge, while Ben Edmundson pinned Jalen Huston in just 27 seconds. Lewis and Tyler Meyer each fell via pins, and Latchem lost a 7-4 decision to Slayder Hanson at 106. TCM’s 45-33 win over Lynnville-Sully ended with TCM winning seven of the ten head-to-head matches. Heavyweight Ethan Bair pinned L-S’s Shannon Dunsbergen in 2:11, while Foubert pinned Cooper Scandridge in 1:07. At 182 pounds, Jacob Weber pinned Jack Hardin in 1:23, and at 138, Maschmann pinned Kyle Kramer in just 50 seconds. Zach Kitzman and Tyler Meyer also pinned their L-S opponents, while Ben Edmundson won a 7-0 decision over Caden Dunsbergen. Clay Harper wrestled tough, but lost a 4-1 decision to Caden Doll. Bryce Brown continued to impress early on with a third-place finish at Regina. Brown lost his first match but came back to win his next two and earn third at 285 pounds. Noah Schuster added to SK’s point total with a fourth-place finish at 182 pounds. On top of Conger’s fifthplace finish, Pekin’s Scott Entsminger placed as well. Entsminger earned fifth at 170 pounds with a secondperiod pin of Regina’s Justin Hunter. The Panthers return to the mat on Saturday, Jan. 11 at Prairie City-Monroe. SK is back in action on Saturday, Jan. 4, at Van Buren, Keosauqua.

The English Valleys’ wrestlers couldn’t have asked for a better way to finish off their 2013 portion of the season. The Bears hosted the EV Invitational on Saturday, December 21, and finished the day with six individual champions and took the team title in convincing fashion. 182-pounder Brennen Grimm had one of the more impressive outings for EV. Grimm finished the day at 4-0 and earned the title with a ten-second pin of Parker Davis (unattached) to improve his record to 16-1 on the season. Grimm remains unranked in The Predicament’s latest individual rankings. Zach Axmear also finished his day at 4-0. The 145-pound freshman pinned all four of his opponents, including HLV’s Wade Van Otegham and WACO’s Dylon Evans, to take first place. Axmear’s only loss this season was a 6-4 defeat at the hands of Fort Madison’s Matthew Derr, who is ranked eighth in 3A at 145. EV’s Cody Seaton also brought home an individual title, going 3-0 to win the crown
at 138 pounds. Seaton pinned Davenport Assumption’s (JV) Austin Wedig to improve to 13-4 at take the title. At 195, Luke Jackson had himself a day to remember as well. Jackson pinned Moravia’s Tyler Knapp and Assumption’s Jeremy Jestel to earn the championship. Sheldon Ealy won his only match of the day against Assumption’s Cory Shoenick to notch the 120-pound individual title. Ealy is ranked ninth in The Predicament’s latest rankings at 120 pounds in Class 1A. Meanwhile, Blake Ealy, who did not wrestle at the EV Invite, is ranked seventh at 113 pounds. Andrew Fisher earned first place at 126 pounds for EV by default. Cole Hager, the only other wrestler at 126, was unable to go, giving Fisher the title. The Sigourney-Keota and Pekin wrestlers had one more chance to prove themselves on a big stage before heading home for Christmas break. Both teams brought home some solid results, but the Savages were the ones who truly made a statement. SK crowned two champions at the Regina Invitational on December 21 and fin ished third as a team with 101 points; Mount Vernon won with 243 points and West Branch finished second with 144. Meanwhile, Pekin finished ninth out of nine teams with 19 points. Nathan Fritz continued his strong season at 138 pounds. The junior won both of his matches at Regina to take first place in his weight class. Fritz started the day with a second-period pin of West Branch’s Aaron Barnes, before winning the 138-pound title with a 4-1 decision against Mount Vernon’s Ryan Muller. SK’s second champion came at 145 pounds in sophomore Lane Boender. Boender got into the title match with a 4-1 win against Columbus Junction’s Austin Edwards.
The sophomore then pinned John Engelbrecht of Mount Vernon early in the second period to win the 145-pound title. Jeremiah Green had a good day as well, finished second at 132 pounds. After pinning West Branch’s Adam O’Neil in his first bout, Green went toe-totoe with Mount Vernon’s Charlie Engelbrecht in a thrilling match to decide the champion. In the end, Green wasn’t quite able to generate enough offense and fell to Engelbrecht, 16-12, to finish second. On top of the two champions and Green’s secondplace finish, the Savages took third in two weight classes and fifth in another. Tucker Fowler fell in his semifinal match but bounced back to pin Pekin’s Trenton Conger in the consolations and then Ryan Grosvenor of West Branch to finish third at 220 pounds. EV & Sigourney Battle Comes Down to the Wire 12-19-2013 Sigourney 60, English Valleys 51

In one of the closest match ups in recent years, the Sigourney and English Valleys’ boys met up on December 19 and battled it out on the icy night. The Savages built a doubledigit lead through three quarters and held off a pesky EV run in the fourth to hold on, 60-51. The win improved Sigourney’s record to 2-5, while the Bears remain winless at 0-7. Despite finishing with its second best offensive effort of the season, EV wasn’t able to limit Blaine Gretter and the rest of the Sigourney offense enough to come out on top. Early foul trouble sat Gretter for much of the first quarter, but the sophomore came on strong in the second period, helping Sigourney build a 31-21 lead at the half. With their offense struggling, Gretter’s ability to create offense by getting in the lane and finishing around the rim was invaluable to the Savages at EV. For the game, Gretter finished with 21 points on 8-of12 shooting and is leading the SICL in scoring at 22.6 points
per game. Gretter almost single-handedly helped Sigourney take a ten-point halftime lead after the first quarter ended with a 14-14 tie. In addition to Gretter’s big game, the Savages got a massive spark from sophomore guard Jordan Albert. Albert routinely sliced through the EV defense to finish in the lane and also hit three 3-pointers. Albert’s best game of his career ended with him scoring 15 points on six-of-nine shooting and grabbing six rebounds. Kevin Weber also had a nice game with 13 points, five rebounds and two steals. After leading by ten at halftime, the Savages had a strong offensive third quarter to extend their lead to 48-35 heading into the fourth; however, the pesky Bears refused to go away. Before dislocating his pinky
finger in the third quarter, EV’s Kellan Coppinger sparked the Bears with a 3-pointer and a driving baseline lay up to keep the Bears close. Consistent offense in the low post by Tanner Icenbice and Sam Schauer also kept EV in it, as Sigourney struggled to match up with the EV ‘bigs’. Thankfully, the Savages had built enough of a lead to hold off EV to take the win, 60-51. Sigourney shot 24-of-49 (49 percent) from the field for the game. Point guard Shane Swearingen finished with four points, eight rebounds and five assists, while Peyton Crawford added five points, including a 3-pointer. Sigourney returns to action on Friday, Jan. 3, at HLV. Meanwhile, the Bears play at North Mahaska on Tuesday, Jan. 7.
