The Barlow challenge eyes several local initiatives
OFFICIAL NEWSPAPER OF HARDIN COUNTY
by Rick Patrie News Editor HARDIN COUNTY – The Barlow Family Foundation is in the fourth-year of its matchingfunds challenge and three of the four projects standing to benefit in 2016 are addressed to this part of the county. The fund raising window will take place from October 3-17 and include four area groups that were recently chosen by the Barlow board. Featured this year will be the Hardin County Sheriff’s Office, the Hardin County Trail Commission, the Iowa Natural Heritage Foundation and the Iowa FallsAlden FFA. Since 2002, the Foundation has given more than 1.1 million dollars to area groups. Right here in South Hardin country there are three focuses for the fundraising. The Hardin County Sheriff’s Office is looking to finish up a fund raising effort it has had under way to help with the acquisition of an officer-assist dog.

The Trails group is looking to launch the very first phase of work here in Hardin County on a project that will eventually see a recreational trail extending from Steamboat Rock to Marshalltown. That first phase to be funded would be from Steamboat to Eldora. A hard surfaced multipurpose trail is the goal, with bicycle traffic a key focus. And finally, the Iowa Natural Heritage Foundation project also has an Eldora tag – the challenge to help support efforts to complete the Bob and Mary Lu Gunderson nature park’ on the northeast side of the community. The park is designed to be a getaway for local folks wanting a taste of the uncluttered outdoors right here in town, and also designed serve as a resource and teaching tool for the schools the in area, a living biology classroom. “We want to do whatever we can to help groups reach goals that they didn’t think possible, to finish projects that they thought would never be realistic,” said Pam Barlow

Angstman, chair of the Foundation Board. “We are helping with great ideas that will have big impacts on our area.” The Barlow Family Foundation was started by the children of Bob and Jerene Barlow after their father, president of the Iowa Falls State Bank from 1953 until 1995, passed away. The Barlow family still owns the bank today. Bob and Jerene’s children wanted to continue the philanthropy that their parents had been doing for years, so they organized the Barlow Family Foundation as a means of granting funds for local projects. This year’s challenge will operate for two weeks, from Monday, October 3 until Monday, October. 17. The four groups will accept donations during that time but there are some limitations as to donations that qualify for match. Gifts must come from individuals, not families or groups, be “new” money, not pledges, and should range from $25 to $100. That means, in a family of four people, each person is eligible to give up to $100 to each of

the non-profits groups. If inclined, each person could give up to $100 to each group, but the maximum contribution is $100 per person. The Barlow Family Foundation will match up to the individual goal for each organization. It is up to each non-profit group to market its project and solicit donations. Each group must keep a log of those donations and deposit the donations in bank accounts at the Iowa Falls State Bank. “Our goal is to expand each group’s base,” Angstman said. “This will give them more people to draw from in the future. It will get more people involved and invigorate the organizations. Then more can be accomplished.” Starting now, each group will let the community know about the Challenge and encourage people to donate when the Challenge officially starts on October 3. Last year’s total was more than $175,000. (More on page 4)

Another autumn and another shot at the Pine Lake deer herds By Rick Patrie News Editor ELDORA – They have definitely made a difference. Those annual bow hunts out in the state park and extending into select areas of Eldora. The deer are still the constant companion of Eldora, but Pine Lake Park Superintendent Don Primus says if you are a homeowner on the northeast side of the city, or if you are responsible for the reforestation of the state park, you do see the difference. “If you live on the northeast side of Eldora you can put some flowers out and actually expect to see them bloom nowadays.” That wasn’t always true. Meanwhile, Primus says, out in the state park where the recovery effort continues after the devastating tree losses from the August 2009 storm, the special deer hunts have made a clear difference in the survival rate of young replacement trees. Now, one of the special hunts is

looming again. Deer Management Hunt Meeting The orientation/safety meeting to participate in the Pine Lake Management Hunt will be held Wednesday, Sept. 14 at 5 p. m. and Saturday, Sept. 17 at 10 a.m. Hunters are required to attend one of the two meetings to be eligible to participate in the hunt, according to PLSP Manager Don Primus. The meetings will be held at the Pine Lake State Park office. The archery-only antlerless deer hunt will run from Oct. 1 through Jan. 10, 2017. For additional information contact the PLSP office at 641-858-5832, the park manager at 641-751-1014 or the park ranger at 641-640-1827. The supervised hunts are just a half dozen years or so in Eldora, but in Iowa they date back to 1990, when the first deer management zone hunt (then called Special Hunts), was conducted at Springbrook State Park in Guthrie county. The state took the step after several years of
increasing concerns regarding deer numbers and the negative impact the increasing herd could have on commodity crops as well as natural vegetation. This also followed an intensive study on deer movements in and around Springbrook and measuring the impact deer browsing was having on crops adjacent to the park. During this time and shortly after, communities were also expressing concerns about unchecked deer numbers and their impact on ornamental plants, gardens, etc. and deer/vehicle collisions. The city of Waterloo was the first to explore the option of a controlled bow hunt within their city limits. A task force developed a set of special rules for this hunt, defining when, where and at what times bow hunting could take place. This hunt has proved successful at reducing and maintaining deer levels at a lower level and consequently reducing (continued on page 3)
Stood the test of time By Rick Patrie News Editor HARDIN COUNTY – One of the extras of every Iowa State Fair is the naming of new family names to the state Century and Heritage Farm rolls. Several area family farms joined the ranks during the recent Iowa State Fair. Three new farms joined the 100year Century Farm designation in Hardin County and four joined the 150-year, Heritage Farm rolls. The newest Heritage Farms are listed under the names of Shirley Clampitt Alpers, James and Shirley Axtell, Willard DeBerg and Joe Richtsmeier. (Also note the graphic on page 3 for added titleholders with
each of the properties, and further note the added historical details in each case.) This is the 40th anniversary of the Century Farm program, which was started in 1976 as part of the Nation’s Bicentennial Celebration. To date more than 18,600 farms from across the state have received this recognition. The Heritage Farm program was started in 2006, on the 30th anniversary of the Century Farm program, and 837 farms have been recognized. Last year 366 Century Farms and 101 Heritage Farms were recognized. On the 100 year Century Farms list are the names of John Barnhart, (continued on page 3)

Standing the test of time
Another fall culling the Pine Lake deer herds (continued from page 1)
Heritage and Century Farms (continued from page 1) Dan and Tammy Kumrow and Jerry Mark. Since the land of Iowa was opened up to settlers in 1833, agriculture has been the heart of Iowa. The family farm represents the traditions and heritage upon which our State was built. Today, those individuals and families, who followed in the foot steps of their ancestors, continue to produce crops and livestock on that same land. The Century and Heritage Farms Programs recognize and families who have owned the farm land for 100 years or more and 150 years and more respectively The program began in 1976 as part of the Bicentennial Celebration, when over 5,000 certificates and farm markers were distributed across Iowa at local ceremonies.
The program was sponsored by the Iowa Department of Agriculture and the Iowa Farm Bureau Federation, with the endorsement of the Iowa American Revolution Bicentennial Commission. Members of the original Century Farm Recognition Committee were Ronald R. Woodin, Deputy Adjutant General of Iowa; James Meimann, Iowa Department of Agriculture; Gene Maahs, Iowa Farm Bureau Federation; Murray Goodman, Iowa American Revolution Bicentennial Commission and Kris Lischefska, secretary. Since 1976 over 15,000 families have been recognized. The Awards Ceremony is held each year at the Iowa State Fair Iowa Secretary of Agriculture Bill Northey used the fair to encourage eligible farm owners to apply for thenext round of honors. The
program is sponsored by the Iowa Department of Agriculture and Land Stewardship and the Iowa Farm Bureau Federation and recognizes families that have owned their farm for 100 years in the case of Century Farms and 150 years for Heritage Farms. “These awards are an opportunity to recognize the hard work and commitment by these families that is necessary to keep a farm in the same family for 100 or 150 years,” Northey said. “If you consider all the challenges and unexpected obstacles each of them would have had to overcome during their life on the farm, it gives you a greater appreciation of the dedication and perseverance of each of the families being recognized.” Applications are available on the Department’s website at www. IowaAgriculture.gov by clicking on
the Century Farm or Heritage Farm link under “Hot Topics.” Applications may also be requested from Becky Lorenz, Coordinator of the Century and Heritage Farm Program via phone at 515-2813645, email at Becky.Lorenz@ IowaAgriculture.gov or by writing to Century or Heritage Farms Program, Iowa Department of Agriculture and Land Stewardship, Henry A. Wallace Building, 502 E. 9th St., Des Moines, IA 50319. Farm families seeking to qualify for the Century or Heritage Farms Program must submit an application to the Department no later than June 1, 2017 for next years round. The ceremony to recognize the 2016 Century and Heritage Farms was held at the Iowa State Fair on Thursday, August 18th in the Pioneer Livestock Pavilion.

complaints regarding deer. At this time, the DNR has 18 communities and 25 state and county parks conducting these controlled hunts across Iowa. Primus says that a good guess was 23 deer taken from the hunt within the city limits, and another 25 from out in the park, during most of the last few years. The special hunt in the park preceded the extension of the boy hunt into areas of town, primarily on the far eastern side and the southwestern extension of the city. In this area there are special hunts set in Eldora, the state park, and in Iowa Falls. Note the graphics. Around Iowa, find this year: Hunts in the Amana Colonies, Ames, Bettendorf, Black Hawk County, Clinton, Coralville, Council Bluffs, Davenport, Decorah, Desoto, Dubuque, Eldora, Elk Rock State

At Pine Lake the hunt targets 30 deer in the annual anterlesss archery only shoot. In Eldora its 50 antlerless only, Iowa Falls 50 antlerless archery only. That zone at the Army Ammunitions Plant near Burlington opened up for 1200 antlerless both archery and firearms.

Community/Area News
Barlow challenge eyes local initiatives
by Rick Patrie News Editor HARDIN COUNTY – Details on this years area Barlow Challenge projects:
The Iowa River Rail Trail (IRRT) is a 34 mile long multi-use recreation trail currently under development on the recently abandoned Iowa River Railroad right-of-way between Steamboat Rock and Marshalltown in Central Iowa. Once complete, the trail will: As envisioned it would connect seven communities (Steamboat Rock, Eldora, Gifford, Union, Liscomb, Albion & Marshalltown) across two counties (Hardin & Marshall) with a linear park perfect for bicycling, running, walking, wildlife viewing, snowmobiling, cross country skiing, snowshoeing, equestrian usage and a host of other year-round outdoor recreational activities. It would also directly link Hardin County into the backbone of the
Central Iowa Trail Network currently stretching from Marshalltown to the Des Moines metro area and beyond. Promoters say they want to also protect prairie, woodland, wetland and other native wildlife habitat along its path. The project would also indirectly preserve a historically significant railroad right-of-way that was central to the settlement of the area.
SHERIFF’S K-9 The city of Ackley currently conducts K-9 aided operations and searches and just recently proposed an agreement to share the og’s services with the city police of Eldora. Meanwhile the Hardin County Sheriff’s office has been fundraising at several recent events to finance the employment of an officer-dog team as well. The program involves special training for both dog and handler. GUNDERSON NATURE PARK And finally, the Barlow Challenge

is augmenting fundraising for the transformaton of the one-time nature preserve of the Bob and Mary Lu Gunderson family into a city park and nature area. The dozen acre parcel of combined woodland and natuive prairie is in the far northeast side of Eldora, and comes to the city already developed in many respects. The Gunderson family established the private area when they lived nearby and when they moved to Des Moines a number of years ago they gifted it to the city. The project emphasises maintaining a nature area, a natural park, as opposed to conventional playgrounds. The idea is to provide it as a retreat for city residents and at the same time make it available to schools and other institutions that can draw on its educational possibilities. In the last couple of summers the park has been fitted out with concrete walks and designers have begun planning areas of emphasis throughout.

Capital Equipment concerns To the Editor With summer temperatures starting to fall, the political heat and public interest in the upcoming elections at all levels are rising. As a candidate for Hardin County Supervisor I have had the amazing opportunity to speak to residents of Hardin County as I have pounded the pavement working on securing votes. During discussions with residents I have compiled a list of the most common concerns of residents and as we approach the election I would like to address as many of these concerns in the most public manner as I can and show how transparent the government and elected officials can, and should be. While many topics are paramount in the eyes of Hardin County residents a topic that is very fresh in many voter’s eyes is in regard to capital expenses. The population (tax base) of Hardin County has decreased while spending has increased due to several large purchases of equipment used for the upkeep and maintaining of infrastructure. The general concern I have been contacted and questioned about is: “Why is Hardin County consistently having to buy equipment in such large quantities all at once? Wasn’t there a plan to replace equipment a little at a time?” These are great questions! Maintaining roads, bridges, and public grounds are crucial to economic development, bringing families into the County, keeping current residents here, and assuring public safety when using the infrastructure. Recently, the proposed purchase of a handful of snowplow style trucks has been addressed, and road graders were a hot topic several months ago.

The cost of this crucial equipment is massive for Hardin County and needs public acknowledgment. At this point blaming any one person is moot but, going forward I can assure you I will do my best to represent every penny even if that means being a lone NO vote. As a candidate for County Supervisor I would propose that all department heads utilize a capital equipment plan that allows for proper budgeting, planning, and looking at the big picture. Moving forward if I am elected the current department heads will be asked to forecast, plan, and budget YOUR tax dollars going forward instead of hustling and having to treat these large purchases as a last minute emergency that nobody saw coming. My experience as a full time fire chief I knew my fire trucks, ambulances, turn out gear, and other capital equipment was on a replacement schedule and I was expected to forecast and plan fiscally to make sure the taxpayers weren’t burdened with surprise purchases and that the purchase and bid process was conducted according to law. In November, every voter has a choice. The approach and means in which your tax dollars are allocated and spent are my priority. A cost benefit analysis and a look at return on investment is key to making sure each and every Hardin County tax dollar is utilized wisely and I can do my part in making that happen. Respectfully, william Hoffman Whitten (William Hoffman lives near Whitten and is running for the county board as a Republican in the November vote.)

Iowa’s Youth Deer Season begins Sept. 17
DES MOINES- The Iowa deer hunting tradition will be passed on to about 10,000 youths who are participating in the youth deer hunting season, which opens on Sept. 17. This season provides an opportunity to teach deer hunting, wildlife behavior, and safe hunting practices to resident youths while they are under the watchful eye of a licensed adult. For many young hunters, this will be their first experience hunting deer, and mentors are encouraged to take the needs of the new hunter into account when planning the hunt. The goal of the hunt should be a positive, enjoyable and ethical experience, and harvesting a deer should be considered a bonus, not define the success of the hunt. The youth season coincides with the disable hunter deer season for hunters who meet certain criteria.
Tree Stand Safety focus of Awareness Campaign DES MOINES- A campaign is underway to tree stand manufacturers, retailers, media, natural resource agencies and deer hunters to reduce and eliminate tree stand accidents by raising awareness of this issue and providing education about safe tree stand hunting best practices. Falls from tree stands are annually the number one cause of death and serious injury to deer hunters and involve all types of stands. Nearly all of these incidents are preventable by implementing three simple measures. First, inspect your equipment. Second, wear a full-body harness and third, stay connected from the time your feet leave the ground. It really is that simple. Tree stand accidents can happen to deer hunters of all skill levels and result in serious injury or death. In Iowa last year, there were three tree stand accidents – two results in injury and one in death. Since September is traditionally a busy time for deer hunters who are
preparing for the upcoming hunting season; it has been chosen as Tree Stand Safety Awareness Month. “Hunters are encouraged to take treestand safety seriously, every time you hunt from, hang, or move a tree stand,” said Megan Wisecup, hunter education administrator for the Iowa Department of Natural Resources (DNR). To help prevent injuries, the Iowa DNR is offering the following safety tips: - Always wear a safety harness, also known as a fall arrest system (FAS), when you are in a tree stand, as well as when climbing into or out of a tree stand. - A safety strap should be attached to the tree to prevent you from falling more than 12 inches. - Always inspect the safety harness for signs of wear or damage before each use. - Follow all manufactures’ instructions for use of a safety harness and stand.
- Follow the three point rule of tree stand safety. Always have three points of contact to the steps or ladder before moving. This could be two arms and one leg holding and stepping on the ladder or one arm and two legs in contact wit the ladder before moving Be cautious that rain, frost, ice or snow can cause steps to become extremely slippery. Check the security of the step before placing your weight on it. - Always hunt with a plan and if possible a buddy. Before you leave home let others know your exact hunting location, when you plan to return and who is with you. - Always carry emergency signal devices such as a cell phone, walkietalkie, whistle, signal flare, personal locator device and flashlight on your person at all times and within reach even while you are suspended in your FAS. Watch for changing weather conditions. In the event of an accident, remain calm and seek help immediately.
- Always select the proper tree for use with your tree stand. Select a live straight tree that fits within the size limits recommended in your tree stand’s instructions. Do not climb or place a tree stand against a leaning tree. - Never leave a tree stand installed for more than two weeks since damage could results from changing weather conditions and/or from other factors not obvious with a visual inspection. - Always use a haul line to pull up your gear and unloaded firearm or bow to your tree stand once you have reached your desired hunting height. Never climb with anything in your hands or on your back. Prior to descending, lower your equipment on the opposite side of the tree. - Always know your physical limitations. Don’t take chances. Do not climb when using drugs, alcohol or if you’re sick or un-rested. If you start thinking about how high you are, don’t go any higher.
Each season runs September 17 through October 2. Each youth must be under direct supervision of an adult mentor, with a valid license and habitat fee (if required). The youth license is valid statewide. An unfilled youth season tag may be used during the early or late muzzleloader season or one of the two shotgun seasons only. That youth must follow all other rules specified for each season. However party hunting with a youth tag is not allowed. A deer must be harvested by the youth with the tag. However, that tag holder may obtain deer tags for other season, just as any other hunter can do. The youth deer season usually has mild temperatures and biting insects. Hunters should be prepared incase the youth harvests a deer by bringing bags of ice to cool the deer cavity and by having a locker that can accept the deer for processing. All deer taken must be reported using the harvest reporting system by midnight the day after the deer is recovered. Harvest reporting is a very important part of the deer management program in Iowa, playing a vital role in managing deer populations and hunting opportunities. Hunters can report their deer on the DNR website at www.iowadnr. gov, by calling the toll free reporting number 1-800-771-4692 or at any license vendor.

Comets take broom to Tigers in NICL West play by Scott Bierle Sports Editor ELDORA- From start to finish BCLUW had the upper hand and captured a 25-19, 25-18, 2519 North Iowa Cedar League West Conference win over the South Hardin volleyball team here Thursday. The visiting Comets owned the lead the entire first two games and were down just once at 2-1 in the third set to open league play on a winning note. Despite the sweep, BCLUW coach Kristin Garber felt the Comets were so-so. “I felt from beginning to end we played in spurts and we would turn it on when we needed. We needed to be more aggressive.” Game one was all BCLUW early, building leads of 9-3 and later 18-9 as Samantha Ubben had two kills, Leah Yantis one and Cate Nason a tip during a 7-1 run. The advantage was 22-13 on a Jordyn Beeghly kill when the Tigers battled back with a run of five points capped by a JoJo Keahey kill and block. The Comets answered with three of the next four points for a one game lead. “We were better because were we were aggressive at the net,” stated South Hardin coach Greg Salvo. “But we would do some good things and then take a step back. Missed serves were a momentum killer tonight,” he added. South Hardin had the second set knotted three times with the last at 9-9 and were down just 15-14 when BCLUW uncorked a 10-4. The game’s final three points were a Ubben kill, Yantis tip and Nason service ace. Dru Balvanz’s kill gave the Tigers an early 2-1 lead in the third game when the Comets went on a 7-1 scoring spree. South Hardin continued fighting, pulling within 11-10 and 18-17 before BCLUW again shine late, ending with a 7-2 run as Beeghly had a kill and block. The loss left South Hardin 0-3 overall and 0-2 in the league. BCLUW is 6-2 overall. Garber had words of encourage-
ment for sophomore setter Nason. “Nason was stellar. We are asking a lot of a sophomore and she has stepped up. She hit her spots well tonight.” She added, “Anderson was good up front tonight, Kaylee in the back row on defense made a lot of plays, and Beeghly was solid.” Ubben drilled a match-high 15 kills with a sharp hitting performance of 25-of-28. Easton Swanson added seven kills and Beeghly six as both were 15-of-17 hitting, and Anderson had four kills. Nason was credited with 23 assists. Kaylee Goecke was 10-of-10 serving with 9-of-10 for Swanson and 8-of-9 with the team’s one ace for Ubben. Goecke added eight digs
with Swanson seven and Ubben six. “The blocking was good and the hustle of the girls was again very good. We again had areas of the game play well at times, but we need to put all together,” added Salvo. Lexi Ryan buried eight kills on 20-of-22 hitting to lead the Tigers with six kills for Balvanz, going 16of-20 and Nina Priske at 12-of-17. Hanna VanderWilt booked 15 assists and Balvanz eight. Defensively, Keahey was a wall on the front line with six blocks, including three solos, followed by Balvanz five, Priske four and Chloe Edgerton three. Ryan collected a dozen digs and Hannah Tripp eight. Serving leaders were Tripp 11-of11 and Rachel Weber 9-of-9 with one ace each. VanderWilt was 8-of-8 and Ryan and Paige Harrell 7-of-8. South Hardin stays in Eldora and plays Gladbrook-Reinbeck tonight (Tuesday), while BCLUW battles AGWSR in Conrad Thursday and goes to Reinbeck Saturday for the G-R tournament.
