HARDIN COUNTY – The 81st annual gathering of the Eldora Rotary Club’s Hardin County 75Year Club will be held at Noon on Tuesday, November 1, 2016. The event will once again be held at the St. Mary Parish Center in Eldora. If you have been a resident of Hardin County for 75 years, you deserve some recognition and with that in mind, the Eldora Rotary hosts the dinner at noon. “If anyone knows of persons who are long-time eligible or newly eligible, we ask that the Eldora Rotary be notified as soon as possible. It is again our hope to entertain and honor every person who has been in a Hardin County resident for 75 years or more,” said event co-chairs Jim Brown and Tim Ellefson. Remember, any person who has been a resident of this county for three-quarters of a century is eligible to be a guest of the event. The dinner is free to all members. Guests will have to pay a small fee. Postcard invitations will be mailed to those who have attended in previous years. Newsbriefs Play Bridge for Imagination Library Oct. 24
Attention all bridge players. A casual bridge game will be taking place on the fourth Monday every month. The next event will be Monday afternoon Oct. 24, at 1 p.m. at the Eldora Public Library. The game is open to anyone who enjoys playing bridge (men and women). Invite your bridge playing friends and come join the fun! Registration by Friday evening, Oct. 21 is suggested. Medicare Part D Open Enroll HARDIN COUNTY - Only 13 percent of people with Medicare Part D plans change their drug plans each year (on average). Relatively few people on Medicare have used the annual open enrollment period from October 15-December 7 to switch Part D prescription drug plans. Yet in Iowa, 50 percent of the people who received help from the state of Iowa’s Senior Health Insurance Information Program (SHIIP) changed plans for 2016 and had combined savings over $16 million. If you’re not doing an annual check of your Part D coverage you could be missing out on big savings. Every year by September 30 people with Part D plans receive the ‘Annual Notice of Change,’ sent out by plans to explain changes to the formulary (drugs covered), benefits and costs. This is your first chance to review your coverage. You should also do a comparison of Part D plans to see if another plan would provide you better coverage at a lower cost for 2017. If you would like help doing a comparison of plans, contact SHIIP. In one hour or less a SHIIP counselor can complete a review, let you know if you can save money and make sure you have access to the drugs you need in 2017. Call 1-800-351-4664 today to find the SHIIP site nearest you. SHIIP’s services are free, confidential and objective. Any change you make will be effective January 1, 2017. The 2017 Medicare drug plans will be available on the Medicare website, www.medicare.gov, on October 1. Plans not renewing their contract with Medicare for 2017 must notify their members by October 2. ‘Notices of Creditable Coverage’ are also due October 15. This is a notice from employer/ union and other group health plans which tell Medicare eligible enrollees if their drug coverage will be “as good as or better than Medicare’s coverage” in 2017. In Grundy Center answers to these questions can be found by meeting with Cathy Harness and Ruth VanDeest, Senior Health Insurance information Program (SHIIP) volunteers at the Grundy County Memorial Hospital. Grundy County Memorial Hospital will hold a Medicare Part D Enrollment Event on Monday and Tuesday, October 24 and 25. SHIIP counselors will be available to help individuals compare Medicare Part D plans for 2017. Appointments are necessary. Construction means job possibilities
By Rick Patrie News Editor ELDORA – As it turns out, a new business slowly coming to life on West Edgington Avenue also puts a spotlight on opportunities being created for a number of South Hardin High School students who have signed on for the job of renovating and readying the future site. Loyd and Carol Jensen have generated more than the usual share of curiosity this summer, what with word out about their plans to open a bakery here in Eldora, and then
slowly reclaiming an address on the south side of Edgington Avenue in the one time Heart of Iowa offices. They say the next incarnation will be a full service bakery and baked goods eatery. Work got a push forward recently when the local high school building trades students and their instructor signed on to help with the conversion. Barry Scott’s students are always looking for projects, and as it turned out they have two under way this semester. They have been working with
Jensen carving out a set of spaces in the Edgington address. One is for the bakery kitchen itself, but they also plan an eat-in area for customers and still another space for display baked good and crafts made by area artists. Teams of students did the sheet rocking phase of the work over the last couple of weeks. The Jensen’s are from Wellsburg and they say they now look toward opening up their business around the first of the year. Meanwhile, when they aren’t working for Jensens, the student
crew is out at the Hardin County Farm Museum where there is a church under a partial reconstruction and renewal. The Ellis Church was moved from its original home site south of Iowa Falls about a year ago. In the process some portions of the structure had to be removed and now replaced. It joins the other historic features on display at the Farm Museum but a number of exterior and interior finishing touches are required in the wake of the move.
by Rick Patrie News Editor IOWA FALLS – Iowa Falls farmer John Gilbert is featured in a new book, “The Future of Family Farms: Practical Farmers’ Legacy Letters Project,” just published by University of Iowa Press. Gilbert is well known in this area for his employment of long term sustainable and often traditional farming practices, particularly in livestock raising. The book tells the Gilbert’s story in their own words, and it catalogs the letters and stories of other featured families – addressing everything from how the farm came into their possession, to what their hopes are for it in the next generation. Some of the writers came from families who have owned a parcel since the 1800s, while others are newcomers to farming. The Gilberts farms the family’s Gibralter Farms. His letter is quoted: “Finding a good transition plan is complicated, but it is our opportunity to ensure our land is cared for in the manner we feel is best, even from the grave.” He also discusses in the book the strong sense of belonging to the land. “Properties often are known by the families that own them, or the families who owned them
generations back, even after all signs of a farmstead are bulldozed and buried,” he writes. Gilbert and his family market hogs without confinement and produce pork for the Nieman Ranch speciality meats market, and the family has also been very active in different types of soil and water conservation projects here in Hardin County. Teresa Opheim, Farm Transfer Program director with Practical Farmers of Iowa, compiled the volume of letters and personal stories, and says: “We are so pleased that so many farmland and formerfarmland owners like John are willing to share their stories for this book. They are leaders in tackling farmland succession issues, which are affecting so many people. Forty percent of America’s farmland is owned by those ages 65 and older, so now more than ever, it is time for farmland owners to think through the legacy they want to leave behind.” The book is receiving national attention“The Future of Family Farms is a timely and important new book,” says Julia Freedgood of the American Farmland Trust. “The Practical Farmers’ stories are both moving and relevant, reinforcing the need for families not only to have shared commitment but also a vision and plan for the future
– whether they’ve been farming for more than a hundred years or are beginning farmers.” The Legacy project addresses a huge transfer of farmland is occurring in the United States. The book says that figures show the average American farmer is fiftyeight years old, and the 40 percent of farmland owners who lease their land to others are even older: sixtysix on average. Five times as many
farmers are over sixty-five as are under thirty-five. What will happen to this land? Who will own it? What if one child wants to farm but can’t afford to buy out the nonfarming siblings? What if keeping the farm in the family means foregoing the significant profits that could be earned from selling it? These questions confront many farmers and farmland owners today.

– the idea originally to have all the readings done in celebration and in unison on the 4th of July. As it turned out, only 55 counties were able to accomplish it on Independence Day. Twenty more counties have since completed and 24 were left to finish, with Hardin County one of them. Diane Nelson of New Providence was the Hardin County project captain. Governor Branstad signed an official proclamation of support for the project in April. When the Hardin County organizers met with the county board of supervisors for permission to use the courthouse lawn, they said it generally takes a little over 80 hours to finish the Bible cover to cover. And because of the size of the project, readers needed to sign up for one or more each 15-minute segments. It is planned to have 2 readers reading at the same time, organizers now say.

by Rick Patrie News Editor ELDORA – Check a story on page one about some students in the local high school who are investigating the possibilities to be found in construction fields. Fittingly, they were out at work just in time for the first annual National Construction Week. Master builders of Iowa urges everyone to consider the significance, particularly in terms of jobs that might someday come the way of the students in trades classes like Mr. Scott’s. The first annual Construction Week celebration is set for October 3 – 7, 2016. The purpose of Construction Week is to promote community awareness of the construction industry as a safe, exciting and rewarding career option. Construction Week is an opportunity for those in the construction industry to reach out to their local schools in an effort to inform students, parents, teachers, counselors, and administrators on the commercial construction industry and the opportunities for careers within it. For those in the construction industry, Construction Week is a time to “increase public dialogue about the shortage of construction workers and bring construction to life for students, educators and parents,” says the builders’ group. Members of the Master Builders of Iowa were planning visits to local schools. They’ve also taken advantage of social media resources to promote the option for employment among young people. MBI has been posting, and will continue to post about Construction Week on Facebook, Twitter and LinkedIn. In a statement issued, the builders’ group say, “just about any contractor finds his or her biggest challenge is attracting the next generation of workforce. The shortage of workers in the skilled trades is high, and will continue to grow in the years to come. This shortage has the potential to be a game changer in the construction industry.”, Governor Branstad was enlisted p to proclaim the first week of October as “Construction Week.” Builders say it is an opportunity for the industry to reach out to local schools to educate students, parents, teachers, counselors, and school leaders on the commercial construction industry and the opportunities for great careers within it.

Public input sought on Every Student Succeeds Act by Rick Patrie News Editor SOUTH HARDIN – A while back, Eldora-New Providence Schools superintendent Jay Mathis relayed some information on to school district patrons during a board session, talking about changes school districts will see going forward when they deal with the Iowa Department of Education and through them deal with Federal Department of Education officials. State education leaders will hit the road this fall as part of a statewide tour to gather public input as they develop a plan to meet the federal Every Student Succeeds Act (ESSA). ESSA, which replaces the No Child Left Behind Act of 2001 and will be fully implemented starting in the 2017-18 school year. Mathis says it provides a more reasonable balance between the role of states and the federal government in ensuring accountability for the success of all children. Under the reauthorized law, the federal government now sets expectations, and states determine how schools will reach them. And part of that effort is taking the pulse of the public on issues of education. Nine public input meetings will be held across Iowa from September through November. Each meeting will open with an overview of ESSA and the Department’s goals for developing the state plan. “We all have a stake in the success of our students and schools, and engaging Iowans will be key to successful implementation
of ESSA,” Iowa Department of Education Director Ryan Wise said. “Our goal is to build a system of accountability and support that drives student achievement and makes sense for Iowa. These public input meetings are one important way the Department is listening to what Iowans think student success should look like.” The Department is also engaging education stakeholders in following ways: * Facilitating a state advisory c o m m i t t e e < h t t p s : / / w w w. educateiowa.gov/every-studentsucceeds-act-advisory-committee> representing the K-12 education system and parents. The ESSA Advisory Committee will provide input on pieces of Iowa’s ESSA plan. * Consulting representatives of education associations, state legislators, the higher education community, other state agencies and the business community. * Incorporating stakeholders’ voices into Department-led work teams that are drafting components of the state plan. State plans must address academic standards, assessments, school and district accountability, and special help for struggling schools. Iowa’s state plan will be submitted to the U.S. Department of Education no later than July 2017. All public input meetings will be held from 5 to 7 p.m. The sessions are not close by, but the department of education stresses they do represent some of the limited opportunities the public has to make their feelings known on trends in education and standards that are being imposed not only on school districts, but on children themselves. Whether you are a parent of a student in one of Iowa’s public school districts or not, you probably remember hearing about the federal No Child Left Behind Act (NCLB) of 2001. No Child Left Behind was intended to bring greater accountability for student learning but was built around the belief that labeling low performing schools and withholding their resources would motivate them to improve their future performance. While NCLB had good intentions to raise student learning, the rigid law focused more on labeling schools than provide support and resources to hard-working educators to help students achieve at higher rates. Recently, the federal government introduced the Every Student Succeeds Act (ESSA), which replaces NCLB and will go into effect with the 2017-18 school year. The new law keeps expectations high for schools, but provides states with more flexibility in deciding how much test scores will factor into low performance and what supports to put into place when goals are not met. This is good news for those who believe that other ways of measuring student learning, beyond just standardized tests, should also play a role in deciding if a school or school district is succeeding. It also gets away from a “shame and blame” mentality of improvement

that we know doesn’t work. In mid-August, I was appointed to a statewide advisory committee by the Iowa Department of Education, to help develop Iowa’s response to ESSA. Our task will be to advise the plan for how Iowa will meet the new requirements in a way that pairs accountability for learning with the supports needed to improve student achievement. I’m joined by other school leaders from around the state including representatives from the Iowa Association of School Boards, School Administrators of Iowa, and the Iowa State Education Association. As a parent and/or a taxpayer I encourage you to keep an eye on this work. Later this fall, the Iowa Department of Education will announce opportunities for parents and other education stakeholders to have their voices heard regarding how to measure the success of Iowa’s students under ESSA. Those school districts that I work with on a daily basis are working harder than ever at a time when state resources are extremely limited. They welcome your informed input on how they are doing and invite you to be part of the process. seeking to fill one full-time position in its road crew. This position requires operating light to heavy equipment in the maintenance and repair of County roads and rights-of-way, operating equipment for Parkersburg - 10/5, 12/16 - $31.50 per week snow removal, and general labor. Applicants must have a valid Iowa driver’s license with a good driving record and a valid Class A Commercial Driver’s License. The selected applicant will be subject to a pre-employment physical and drug screening. Pay will be based on the current union contract rates. Hardin County offers a competitive benefits package, including health and dental insurance, paid vacation and sick leave, and IPERS. ELDORA- A 12-cager roster from nine states will blend together to form the Quakerdale Prep basketball team for the upcoming winter campaign. First-year head coach Dustin Johnston will mold together a team with players from Wisconsin, Indiana, Ohio, California, Tennessee, Washington, Utah, Texas and Michigan. The Eagles’ first court action came at UNI’s Juco Jamboree in Cedar Falls recently. Johnston was pleased with the showing. “Saturday was a good event for us. We played some dynamite teams and showcased our guys in a very positive way. I thought we were very tough, mentally and physically, and had a great experience playing against someone other than ourselves in practice.” He added, “Our defensive identity, length and athleticism looked good.

NEW PROVIDENCE- The Quakerdale Basketball program will host two events in the coming weeks, including a Preseason Tuneup Clinic and 3-on-3 Kickoff Tournament. The Preseason Tune-Up Clinic will be held Saturdays Oct. 22 and 29 for both girls and boys in grades seventh through 12th. The clinic will run from 9 to 11:30 a.m. at Quaker-
dale’s Whitehead Gym. The emphasis will be on player development, fundamentals and shooting. The 3-on-3 Kickoff Tournament is scheduled for Sunday, Oct. 30.
