We Can Learn... I
t might take me longer to learn but I’m still learning. I will get there when I’m ready and with God’s help. God is perfect- He doesn’t make mistakes, some people think God made a mistake with me, but I know He made me just the way He wanted me. He understands I have a hard time with some things, but who doesn’t? I try to live up to what He wants me to be, but I still do wrong. That’s OK, because He forgives us and loves us more than anybody. It’s not really easy
to be mentally retarded, once in a while I have to turn my cheek when people make fun of me. It’s not really easy to turn your cheek, but God says love everyone. Sometimes I get frustrated really bad when I want to do more than I can. It’s hard to be patient with myself. I am thankful for what God gives me. I always need to count my blessings, then I feel better. I am thankful that people have helped me to get where I am today. They have helped me to see how much I can do and to know where I am going. Being accepted as a real
human being is something God has always done for me. Isn’t it funny that it took other humans so long to understand that I am one of them. It is amazing that after 16 years we are still facing the same ignorance. I have come a long way since writing this letter. I have my own place, a good job at a local grocery store, and many friends that are “human.” I have faced many obstacles in my life and each one has made me a stronger person. Franklin County Work Activity Center was Incorporated as a private, non-profit organization in March 1975.
With the financial assistance from the Franklin County Board of Supervisors and the Association for Retarded Citizens, a building was built at 20 5th Street NW in Hampton. Connie Hadden was hired as Executive Director. Services began for 14 adults.
1977 Applied for and started to receive Title XX money for services through approval as a Purchase of Services Provider.

A residential committee began to meet and discuss the needs for a residential program.
In September 1986, the Franklin County Work Activity Center moved into a new building, utilizing funds received from a block grant and local match from Franklin County.
1983 In July the Meadows Group Home, a 12 bed RCF/MR-licensed facility opened.

Installed air conditioning in the workshop for the first time since building was occupied in 1986. Made possible through donations and a grant from the Community Foundation of Franklin County. New carpet installed in Hampton Center to replace very old worn out carpet. Received Certification to provide Brain Injury Services (SCL Hourly and Daily) for children and adults on 8/1/07. Received a Three-Year Accreditation from CARF which extends until 8/2010. Installed new heating and cooling systems to replace original units from 1983 (including hot water heaters) in the Meadows Group Home. Began renting out space at the Barn building to an individual in November. New telephone system installed at the Meadows to replace very outdated system.

2008 Installed automatic door openers at the main entrances of the Meadows Group Home and the Hampton Workshop. The Federal Government cut funding for Adult Basic Education classes. NIACC ended the ABE program ended March 20th after almost a quarter of a century of services. Board of Directors approved recommendation to implement a 403B Retirement program for employees (starting May 1). Expanded employee benefits to include Long Term Disability and additional life insurance. Received approval to expand services to include Respite Care for children and adults with brain Injury in 7/08. Received approval to expand services to include CDAC for MR and BI adults on 3/1/08. Received approval to expand services to include SCL for children and adults with Brain Injury. Moved parking for five Franklin County Transit Buses from the Meadows and 24 hour SCL home to the Tower Center in Hampton. Purchased a much needed van and fuel efficient car to help with transportation needs. Vehicle purchases made possible by a grant from the Community Foundation of Franklin County ($5,000), Walmart donation ($1,000) and Anonymous donor ($20,000). Quality Improvement Framework established according to DHS standards including policies, procedures, forms, and Quality Improvement Plans and Actions.
Celebrating Access, Incorporated: 40 Years of Service Several accessibility improvements made at Washington House which included a ramp at the house entrance, accessible bathroom renovations (shower, toilet, grab bars, etc.). Installed new telephone system in the Hampton Center to replace very old outdated system. No work related injuries for staff or members for the Worker’s Compensation annual year (October 2007 through October 2008).
2009 Received approval to expand services to include Habilitation Services for persons with Chronic Mental Illness including 24 Hour Home Based Habilitation; Habilitation; and Prevocational services on 4/15/09. Access purchased a house in Hampton on 7/25/09 (6th avenue house) to rent to members in 24 hour SCL services. We received a donation of $20,000 from an anonymous donor for the down payment. Four individuals moved into the home. No lost work time for workplace injuries for members and staff for the Worker’s Compensation annual year (October 2008 through October 2009). Received a dividend check from worker’s compensation for successful performance in loss control efforts related to workplace injuries. Improved accessibility by installing two automatic door openers in Day Habilitation and adjoined the two rooms by installing a door. This was made possible by a grant of $4,200 from the Community Foundation of Franklin County.

The residents of The Meadows each have their own room, and share several common areas. They receive training and assistance in all areas of daily living. This includes doing their laundry, assisting in the preparation of the meals, cleaning their rooms, learning how to spend leisure time, grooming and personal hygiene and all of the things we all do. Residents receive physical therapy as needed, and are active in the community, attending church, school events, concerts, dances and other activities.

Washington Avenue Home in Iowa Falls RESIDENTIAL SERVICES Home and Community Based Services - HCBS: Access provides HCBS services in 2 community homes, which ordinarily comprise of 3 or 4 residents who receive services on an as needed basis. These services include training in community living skills, advocacy, transportation and daily living skills. These services are designed to allow residents to achieve the highest level of independence possible, in the least restrictive environment, according to their personal needs and choices. Special emphasis is placed on allowing individuals the option to return to, or remain in, the community of their choice. Supported Community Living - SCL: This program provides training, support, and information to enable those served to have the best quality of life in the home or apartment of their choice, with minimum level of assistance with integration and assimilation into the community as well as training in daily living skills.

Celebrating Access, Incorporated: 40 Years of Service 2010 Approved to provide Elderly Waiver services to persons 65 years of age and older – for Respite and CDAC (3/10) Received two grants to purchase new higher accessible toilets in Hampton Center, and to purchase 3 mechanical hydraulic lift devices as part of our safe member handling program to safely transfer, lift and assist persons served. Made possible from the Community Foundation of Franklin County and Hardin County Foundation. No worker’s compensation claims for members or staff for the Workers’s Compensation annual year (October 2009 through October 2010). Received a three year National Accreditation from the Commission on Accreditation of Rehabilitation Facilities (CARF) which extend until 8/31/13. Received a three year deemed status approval from the Iowa Department of Human Services for Supported Community Living through 8/31/13. Received deemed status approval from for Waiver services (Intellectual Disabilities, Brain Injury, and Supported Community) from the Department of Human Services through 8/31/13.

Created an Access, Inc. Foundation (pending final approval by the State of Iowa). Received Department of Inspections and Appeals Certification of License on 7/15/12 to continue operations of the Meadows group home. Received another $19,000 donation for staff wage increases from the Sukup’s Family Foundation.
2013 Replaced 23 outdated computers purchased in 2004 with new computers and screens. Received $6,100 from the Community Foundation of Franklin County for computer upgrades. Received a large donation of $106,076 designated to Access, Inc. as a beneficiary in the estate will of Donna Bermister. Replaced the remaining half of the original windows (30 years old) at Meadows. Received a Three-Year Accreditation from CARF, the International Accreditation body. Received a Three-Year Accreditation with excellence and deficiency free from IME HCBS. DHS on site audit (conducted every three years) of service documentation for waiver services resulted in excellent results with no paybacks. Entered into an agreement with EDoc to complete member documentation through an electronic documentation system. Replaced all of the original windows in the Hampton Center building
2014 Replaced all of the aging smoke detectors in the Hampton Center building. Entered into a new lease 3 year lease (effective 8/1/14) and moved our community store to a new location on main street in Hampton. Franklin County joined a 10 county region called “Central Iowa Community Services” as part of the Iowa regional re-organizational efforts. Entered into an agreement with Advanced Tech Solutions to do remote monitoring, patch management, virus protection, web protection/filtering, and backup services. Installed new computer network drops, a VPN capable firewall, a 48 port gigabit smart switch were installed, including telephone drops to bring out systems up to date.
Access offers a public transportation service to Franklin County. We provide rides to people all through the county and make two trips daily to Mason City. People can use this service for doctor’s appointments, shopping, school and day care transportation. Last year, we provided 23,290 rides and drove 183,903 miles. Franklin County transit operates from 8 a.m. to 5 p.m., Monday-Friday.
2014 Installed new network at the Meadows building. Configured Pointto-Point VPN between the Meadows building and Office building. Installed Managed Services client application on twenty-two workstations and one server, installed new network in administrative building, and upgraded and re-configured server. In January 2014 the Centers for Medicare & Medicaid Services (CMS) released final Rules regarding settings of Home and Community Based Services (HCBS). States have until March 2019 to come into compliance with the new rules.
Entered into an agreement with ADP to perform payroll, benefits and other functions. Entered into contracts with the Managed Care Companies that the state of Iowa selected. Installed new tile in all of the restrooms at the Hampton Center building. Replaced deteriorating cement at Meadows and removed island that protruded in parking lot.
2016 CMS delays Iowa’s implementation of managed care, but gives final approval for implementation effective 4/1/16.
