Council narrowly approves new summer stop signs By Andrew Shaw
Graphic-Advocate Temporary stop signs will be in place
next summer at five locations in Buffalo Center, after the city council approved an ordinance change at last WednesGrundy Register meeting. Three tempoday’s monthly rary stop signs located near the pool on 2nd St. NE will continue to be in use, along with a new stop sign at the southHampton Chronicle east corner of Lions Park on 4th St. and 4th Ave. NE and one by South Park at 1st St. and 4th Ave. SW. The temporary signs by the pool used to be put out and removed on a daily basis, but this will change next summer. All five of these temporary signs will be placed in the intersections on Memorial Day and left there continuously until Labor Day, when they will be removed for the season. The council was divided on the decision, with Wirth, Jensvold and Wubben voting yes, and Paulson and West voting no. The council approved the first reading of the new ordinance last Wednesday and waived the second and third readings. The council also voted by the same 3-2 margin to add three “children at play” signs around South Park. In other business, Stephanie Morris, administrator at Timely Mission Nursing Home, spoke to the council about the nursing home’s plans to build an assisted living facility, followed by renovations to the nursing home. Timely Mission is applying for a $5 million loan from the USDA, and part of that money would be used to build a 10-bed assisted living facility, just to the south of the nursing home. They hope to have this complete by the end of 2017. Following that project, the nursing home plans to use the second half of the USDA loan to renovate the nursing home by adding a second west wing and tearing down and rebuilding the
FFA appreciation meal Thursday
The Bison FFA Chapter will hold an appreciation meal for the farmers and businesses in our communities on Thursday, Nov. 17 from 11:30 a.m. until 1 p.m. The lunch will be held in the old school cafeteria. Guests may enter the school through the door by the Agriculture classroom and follow the signs. The Bison FFA Chapter will be serving grilled pork and beef burgers, baked beans, potato salad, chips, bars and beverages. There is no cost for this meal, which is the Chapter’s way of saying thank you. Questions, call Mr. Rick Meyer, FFA Advisor, at 641-562-2525.
existing north wing. The updates would home to offer single rooms to most residents, while there would still be a few double rooms for couples or others who may want them. What Cheer Paper Morris noted that the nursing home is 50 years old. The project will not add more overall beds to the nursing home, since the extra space will be used for single rooms. They hope to finish the renovations by mid-2019. Morris says that the nursing home needs community support in order to apply for the USDA loan, and she asked the council to sign a letter showing their support for the project. Morris said the nursing home will be able to repay the loan based on their current income, although they expect new revenue from the assisted living facility will help with the payments. The council gave its support for the project, with Mayor Armstrong signing the letter for the USDA. Lakota Mayor Doug Price spoke to the council about recycling. The City of Lakota is taking over for Gary Anderson, who currently handles recycling in Buffalo Center. Anderson is retiring in December. Price said that Lakota plans to continue doing the recycling program for Buffalo Center, but he said it would make more sense financially to have central recycling bins in town where people can take their recyclables. He said they could continue to do a recycling route going house to house, but they would have to increase prices a bit to make that work. While it would be less convenient for people to drop off their recyclables rather than leaving them on their curb, Price said the benefit is that people would be able to recycle whenever they want. Council members expressed concern that residents might not use recycling if they had to drive to a drop off bin. “I’m not here to push it on you, but we’d have to do one or the other – either raise rates or do bins,” said Price. The current rate for recycling is $2.75 per month, with recycling on the second and fourth Wednesdays of the month. Price didn’t have an exact figure on how much they’d have to raise that rate to continue doing a route, but he guessed it would be about 20%. Price said they’ll continue doing the recycling the way it’s been done through the end of the year, and he plans to come back to the council in December with more information. Chase Holien of WHKS told the council that the 2016 street project is nearly complete. There is still a retainVillage Vinenursing allow the
age payment yet to be paid to the contractor, and he said the council could withhold $3,000 of that until the spring to make sure that the grass that has been seeded comes up. The council took his suggestion and motioned to hold onto the last $3,000 of the retainage payment until the spring. The council also approved a change order for the project in the amount of $1,359.54. One issue that needs to be addressed is a payment request by the contractor for additional asphalt used in the street project. Holien says the contractor claims they used about 35% more asphalt than the plans called for because the base was soft, and it took more asphalt than expected to bring the street up to grade. The council asked why the contractor didn’t use more gravel fill, which would have been cheaper than asphalt. Councilman Wubben shared pictures with Holien of deep ruts left in the gravel by the trucks during construction. Holien said he would take the photos back to the contractor to discuss the matter further. Dave Low spoke to the council about improvements to the wastewater lift station. He suggested moving the electrical controls that are located underground in a dry well to a location above ground. In order to meet regulations for working in confined spaces, Low says that they currently need to have three people out there in order to access the underground controls. He said he’d like to see the controls be relocated to a small building above ground. Jim Hofbauer addressed the council with suggestions for the cemetery. He suggested that footstones for cremations and other flat grave markers should have a six inch cement border so grass doesn’t grow over the lettering. He also suggested limiting cremation burials to a maximum of four per lot, and he suggested raising the price of lots from $300 to $400. With winter coming up, Hofbauer said there will be times when they aren’t able to locate all of the headstones due to the snow, so if they can’t close the cemetery, there’s a risk that stones could be damaged when doing a burial in the winter. Mayor Armstrong said the Buffalo Center Ambulance is looking to purchase a new ambulance vehicle, and Prairie City is interested in purchasing the city’s existing ambulance. The council gave its approval to sell the vehicle, pending the arrival of the new ambulance.
St. Patrick’s Catholic Church of Buffalo Center sponsored a soup supper during election night at the Heritage Town Center last Tuesday, and they had a good crowd stop to eat at the local polling place. Ray and Jody Smith of Buffalo Center were joined by their daughter, Amanda Wente, and her husband, David, who were visiting on election night, and they enjoyed a meal before going on to visit friends and watch the election results. Peterson wins reelection in close race for Winnebago County Sheriff Election Day was a big day for incumbents in our area last Tuesday, while on the national stage, Iowa helped to elect Donald Trump as the next President of the United States. The most hotly contested local race was the race for Winnebago County Sheriff, where incumbent Dave Peterson of Lake Mills won a second fouryear term as he edged out Steve Hepperly of Thompson by just 23 votes, according to the unofficial results. Peterson received 2,892 votes (50.14%) compared to 2,869 votes (49.74%) for Hepperly. There were also seven write-in votes, and 69 voters casting ballots did not make a selection for sheriff. One Winnebago County Supervisor seat was up for election this year, as voters in the Lake Mills area made their choice of supervisor for District 2. They reelected Republican incumbent Mike Stensrud with 72.04% of the vote over Democratic challenger Mike Hauan with 27.87%. Also reelected in Winnebago County was County Auditor Karla Weiss, who ran unopposed this year. Several positions were also filled on the Soil and Water Conservation District, as well as the County Ag Extension Council, where all the candidates listed on the ballot were elected. On the state level, Republican incumbent Tedd Gassman will serve a new term as representative for District 7, as he won the majority of the vote in the district and 64.87% of the vote in Winnebago County. His challenger, Democrat Dave Grussing, received 35.04% of the vote. In the local race for state senate, incumbent Republican Dennis Guth was elected to a new term in District

Poll workers in Buffalo Center saw a good turnout on Election Day last Tuesday, Nov. 8 at the Heritage Town Center. Turnout was pretty consistent in Winnebago County compared to the last presidential election; with 5,841 ballots cast this year, compared to 5,937 in 2012. The percentage of registered voters casting ballots in the county was 80.87%.
Sheriff Dave Peterson will head the Winnebago County Sheriff’s Department for four more years after winning a close election race last Tuesday. 4. He received 58.77% of the votes cast in Winnebago County, followed by Democrat Susan Bangert, who received 41.14% of the vote. Republicans won control of the Iowa Senate, which
gives them control of both chambers of the Iowa legislature, as well as the governor’s office. Winnebago County voters reflected the statewide preference for Republican Donald Trump in the presidential race, as he won 59.63% of the vote here over Democrat Hillary Clinton with 33.31% of the vote. Libertarian Gary Johnson received 3.78% of the vote. Republican incumbent Charles Grassley easily won reelection to the U.S. Senate, and he received 68.37% of votes in Winnebago County over Democrat Patty Judge, who received 27.58% of votes cast. Also receiving a new term was incumbent U.S. Representative Steve King, a Republican, who received 60.7% of the local votes over Democrat Kim Weaver, who received 39.19% of the vote. Republicans retain control of both the U.S. House of Representatives and the U.S. Senate.

The annual Giving Tree project is now underway in the Buffalo Center area, as ornaments were distributed to the local banks and the Buffalo Center Post Office on Monday, Nov. 14. The first through fifth graders at North Iowa Community School decorated the 400 paper ornaments, which list gifts to be purchased for local children in need this Christmas season. People are asked to select an ornament, purchase the gift requested, and return the gift and ornament to the location where the ornament was picked up. The deadline is Monday, Dec. 12. If people would like to purchase gifts in addition to
what is listed on the ornament, they are asked to choose another ornament and fulfill that gift. Monetary donations are also welcome. The Giving Tree project will help up to 35 area families this Christmas.

Flu season typically starts in November
Influenza activity in Iowa is currently very low; however, Iowa’s influenza season typically starts in November and peaks in January or February, so it can begin any time. The Iowa Department of Public Health (IDPH) urges Iowans to get their annual flu vaccination now if they have not already done so. “Since it takes up to two weeks after vaccination for the body to develop full protection against the flu virus, being vaccinated now means you’ll be protected before the flu starts spreading and for the rest of the flu season,” said IDPH Medical Director, Dr. Patricia Quinlisk. Nationally, the Centers for Disease Control and Prevention (CDC) reports out of the 150 flu viruses collected by U.S. laboratories, 92 percent were shown to match one of the four strains included in this year’s seasonal influenza vaccine. “What that means for Iowans is that if you get a flu shot this year, you’ll be protected from almost all of the flu strains going around this season,” said Quinlisk. Every Iowan over six months of age is encouraged to receive the flu vaccine. It’s especially important for some people to be vaccinated against influenza because they are at higher risk of developing serious complications, like pneumonia,
if they get sick with the flu. These groups include: • Pregnant women (by getting vaccinated when pregnant, the woman not only protects herself during this vulnerable time, but she will pass on protection to her newborn who is too young to receive a vaccine.) • Children, especially those younger than two years of age • Older adults, especially those aged 65 years and over • People who have certain medical conditions like asthma, diabetes and chronic lung disease The flu is a respiratory illness caused by viruses. Illness typically lasts two to seven days. The flu comes on suddenly and may cause severe illness or even death, even in healthy individuals. The ‘stomach bug’, which causes diarrhea and vomiting, is not caused by the influenza virus but usually by a different virus called ‘norovirus’; thus, the flu vaccine will not protect you against this illness. The best defense against getting the flu is an annual vaccination. In addition, by getting vaccinated, you will prevent spreading the flu to those around you. They are standing to the right of Frances’ brother Alan’s war memorabilia, who was killed March 3, 1945, in Germany during WWII. His flag, letter from Franklin D. Roosevelt, two purple hearts, death notice telegram, family history letter, and picture are some of the memorabilia donated to the museum that are on display. Alan and Wayne served in the Navy, along with their brother Willie, who has passed away. Frances graduated from Buffalo Center High School in 1937, Wayne in 1959, Alan in 1963, Warren “Willie” in 1966, and Nancy in 1967.
