Food drive yields large results Amie Van Patten Regional Editor The Keota student council was able to bless the United Church of Faith with a large donation this year. After holding a contest throughout the month of November, the students were able to deliv-

er a large abundance of food for the food pantry. Mr. Jacobsen, student council leader reports, “I am very proud of my council and all of the students here at Keota”. He said that the church reported that this was the largest donation they remember

that the school has ever donated, with the elementary alone donating over 1000 items. Members of the student council were able to deliver the items on November 23. The food will be of great help to people throughout the Keota community.

Keokuk County Historical Society Hours Closed for Christmas will be December 22nd, 28th, and 29th. Regular hours will resume after New Year’s Day. If there is no school or school is delayed, the KCHS will be closed. Please call (641-622-3005) to be sure we are open on winter inclement weather days. Regular hours are from 9 a.m. to 3 p.m. on Wednesdays and Thursdays. Holiday Market A holiday market will be held at Holy Trinity Parish Hall on Dec. 3 from 10 a.m. to 2 p.m.

Conrad receives patent Amie Van Patten Regional Editor When Keota Police Chief Doug Conrad originally began developing the evac-strap to save time in active shooter situations, he had one thing in mind. Saving lives. In today’s world there are police shootings, terrorist attacks, and ambushes occurring all over the nation. When one officer is injured and others come to aid, they are left unprotected while they try to get the other to safety. That is where Conrad’s invention comes to use. With the use of this product, the time that it takes to move an injured person is cut in more than half, and puts less strain on those moving the injured officer as well. With this product being used and tested in various locations around the world, Conrad sent in for a patent. Being the 9,451,799 patent, Conrad just hopes that his product will help save lives and protect those it is intended for. Hopes are that with a patent, that this will provide a low cost, easily implemented product that will be implemented in body armor for both law officers and military personnel and eventually even fire and EMS staff and provide rapid evacuation of injured persons from hostile environments. Protective Specialty Specialist Devin S had this to say regarding the device, “After speaking with Doug Conrad in April I informed him of my current job and the type of work that I do. Doug was very adamant about getting this evacuation strap in theater as he reassured me it would benefit members downrange... The strap is so easy to install onto your gear that instructions were not even looked at. Once the strap was attached to my rig, it stayed securely in place with no faults for the remainder of my short stay in the Country two more months. In that time we conducted four full intensity drills including Medical evacuations. Of these drills there is not a single instance of equipment failure. More so, as training went on most of the evacuations were Flawless without

Along the stops of the tour of homes this year is the Hoffmann-Romoser house. Brett and Darren moved to Keota this year and bought the home at 302 E Lafayette Ave. The property has passed between three families over the last 120 years, the Nelsons, the Romines and Don Laing and Scott Railsback. Since moving in in April, Darren and Brett have been researching the history of the property and have enjoyed learning about the history of these families and the Keota community. “We hope that some of the guests on the Tour have stories or even pictures to share of the former owners,” says Darren, hoping to add more to their knowledge of the home. This house is an interesting mix of styles, having first been built in 1895, with a major addition and renovation in the 1970s and another addition in the 1990s. The original part of the house is classic Victorian. The addition is a more open chalet style with a loft and a large family room.

Brett and Darren have been hard at work renovating and updating the house, inspired by Frank Lloyd Wright’s organic architecture. They are starting to implement Craftsman and Prairie School designs throughout the house, hoping these turn-ofthe century styles will help to bring the two halves of this home together. Darren is a professor at the Carver College of Medicine at the University of Iowa and Brett does construction and design and also works at the Well in Wellman. Both Darren and Brett are gardeners, so you can expect to see lots of natural elements in the Christmas decorations. Brett’s skills in construction and interiors mean there will be no shortage of architectural elements, large trees and lots of lights. Darren says “a work in progress at the moment, so we hope the folks on the tour will enjoy seeing how far we’ve come over the last six months and have fun imagining where the house might take us.”

Keota gearing up for the Holidays Amie Van Patten Regional Editor Homeowners around Keota are gearing up for the Annual Tour of Homes event. This event is set to take place on December 3 from 2:30 p.m. to 7 p.m.. with four homes featured this year. Gene and Lisa Brenneman, Craig and Robin Hansen, Brian and Shannon Greiner, and Brett Romoser and Darren Hoffman are busy setting their homes up with holiday décor to reflect their own style, whether themed or family tradition, these homes are sure to please. Tickets are available at Lyle Insurance, Libertyville Savings Bank, Schmitty’s and Just My Style.

Many more events will be taking place that day to get the community in the holiday spirit including the Christmas Market at the Holy Trinity Parish Hall from 10 a.m. to 2 p.m. including over twenty vendors and others selling Christmas décor and presents for all of those on your list. There will also be lunch available. After the tour of Homes, the Keota High School Speech department will be hosting a Soup Supper at Lagos Acres from 4:30 to 7 p.m. featuring delicious soups and a display of Christmas trees. Make sure that you plan to get into the holiday spirit by making plans to join in on all of the festive fun in Keota on December 3.

Christmas Project Underway

Plans are underway for the Ecumenical Christmas project to be held December 3. Angels with a child’s age, gender, size or gift request can be picked up at the United Church of Faith or Holy Trinity Parish. The wrapped gifts need to be returned by December 1. If you wish to donate nonperishable food items, they can be left at the United Church of Faith or ordered at Keota Eagle Foods and we will pick them up. Monetary donations can be given to Cindy Messenger at the United Church of Faith. Our community is very generous in helping with this project and we are so grateful. Annexation Correction During the regular council meeting on November 21, the council discussed the annexation for the addresses of 2030, 2034, 2038 North Keokuk-Washington Rd. The annexation is voluntary by some land owners and would force another landowner into the City limits, due to an island being formed,

Iowa law does not allow for an island to be formed within the City Limits. A resolution will be sent by the Washington County Board of Supervisors to the City of Keota. Under the annexation, property owners would not be required to tie into the city sewer at this time. However, in the event their septic

system would go bad, they would then have to connect. Two property owners have signed Voluntary Annexation Applications at this time. There are a couple of more steps to complete before the annexation is complete, letters will be sent to all interested parties as these steps are addressed.

Green Earns 4-H Distinguished Service Award Amy Green, Washington County 4-H/Youth Coordinator, received the 4-H Distinguished Service Award at State 4-H YouthFEST Conference in Ames on November 15. This recognition is given to only three 4-H staff in the state of Iowa. The award was presented by the State 4-H Youth Development Program Leader, John-Paul Chaisson-Cardenas. In the past five years, under the direction of Amy Green, Washington County 4-H has reached new audiences and shared many

programs offered for the first time. Green’s perspective is not to simply maintain the program’s rich heritage, but rather to reach more youth in the county and then invite them into the Washington County 4-H family through programs which offer fulfillment, growth and excitement. “We know her love for what she does professionally is contagious,” said Kathy Ebert, Washington County Extensin Council Chairman, “She is very deserving of this award.”

Keota PTO starting holidays off strong Amie Van Patten Regional Editor The silent auction fundraiser is getting large results at the Libertyville Savings bank. Baskets are lining the tables and many items are popular among residents. The Iowa State basket seems to be taking the lead with others trailing right behind. If you have not had a chance to see the baskets, they will be available and on display at Libertyville Savings Bank until December 1,

then will be at the Elementary Winter Concert that night. Bidding ends Dec 3 at the Speech Department Soup Supper at 7:00 pm. Basket themes range from Chocolate Lovers to Hawkeye and Cyclone Fans to Christmas Eve to A Basket of Faith. The baskets are stuffed full of amazing goodies. The proceeds from the PTO fundraiser benefit the school so that when items are needed for classrooms, teachers can ask for those items.

The Iowa State basket is taking the lead, with the other baskets trailing right behind.

NOVEMBER 21, 2016 The Keota City Council met on November 21, 2016, at city hall. The meeting was called to order at 6:30 P.M. by Mayor Anthony Cansler. Council members answering roll call were Davis, Greiner, Hill and Conrad. Westendorf arrived after roll call was taken. City employees present were Slaubaugh, Conrad and Osweiler. Robert Michael, city attorney; Marilyn Sieren, 76 Township Trustee; Bob Romoser, 76 Township Trustee; Scott Sieren, 76 Township Trustee; Mark Tinnes, 76 Township Trustee; Kathy Ewald; Cort Winegard; Colleen Winegard; John Butters, The Washington Evening Journal; and Amie Van Patten, The Keota Eagle; were also in attendance. Motion was made by Davis to approve the agenda, Hill seconded the motion. Motion passed with a unanimous vote. Motion was made by Hill, seconded by Greiner to approve the minutes from the previous meeting. Motion carried unanimously. Mark Tinnes, 76 Township Trustee, asked about who would be responsible for the fire protection expense once these three properties were in city limits. The council said the city would be responsible for that expense but would be getting the property taxes from those properties in return. Questions were asked about how long this process will take. The city is anticipating this will be completed at the start of next year, pending there are no other issues. A waiver of consultation was signed by the 76 Trustees. The city is still waiting on the Washington County Board of Supervisors response. Motion was made by Davis to pay the legal costs to FKG&C, Greiner seconded the motion. A roll call vote was taken: “Ayes”-Hill, Davis & Greiner; “Nays”-None; and “Abstain”-Westendorf and Conrad. Westendorf and Conrad abstained due to a conflict of interest. Motion passed with a majority vote. Osweiler will send the check to Robert Michael, city attorney, so he may send it with the city response. Robert Michael, city attorney, explained that by paying for these legal fees this does not guarantee that no legal action may be taken against the city. He said this would benefit the city if there are more legal expenses in the future, but this does not rule out any penalties that

could be assessed to members per Iowa Code 21.6. The council and mayor asked questions about what the correct steps are for closed session and for more details on what could be done if this issue is taken to court. Michael answered all these questions and advised them to follow the code as it states and if they are unsure to table the item until an answer is received from a legal advisor. If this is taken to court, than there is no guarantee on the result pending on what the case is based on and outcome sought after. Slaubaugh presented the following public works report. He spoke with Colleen and Cort Winegard about the demolition of 206 South Ellis. Winegards ask that the demolition be pushed back until the 1st of next year. Slaubaugh has given the contractors until December 5th to submit bids. He ordered street paint from the state to redo the lines next spring. There was a stop sign broken off at the corner of North Baker and Keokuk Avenue over the weekend. The owner of the nuisance tree on North Ellis is trying to work with Alliant for some help with taking it down; they will keep the city updated on the process. The owner of the tree on West Keokuk has not corresponded with the city; he will try to contract them to see if they do have a plan of action before the city takes it down and assesses them the cost. Motion was made by Greiner to approve the public works report, Westendorf seconded the motion. Motion passed with a unanimous vote. Cort and Colleen Winegard asked if they could take out the sidewalk in front of 206 South Ellis when the house is being taken down. The mayor said that the city likes to keep a sidewalk on at least one side of the street and the other side of South Ellis does not have a sidewalk. If they would like to have it discussed more than they could ask for it be an action item on the next agenda. Kathy Ewald asked for the council to consider putting a paver at the Veterans Memorial in memory of Officer Douglas Paul Bell that was killed on duty in 1976. She has spoken with D.Hobscheidt about the expense and it will be around $100. The council liked this idea and will have Osweiler contact him to get this finalized and ready for them to approve. There was no need to hold a closed session for employee performance.

Officer Conrad submitted the following report for the police department. He issued no citations. He had ten complaints/service calls: theft, three vandalism, other criminal violation, fire, three animal and traffic violation. He has been working on three open investigations and trying to use his vacation time. Councilmen Conrad asked about the theft service call. Officer Conrad said a county deputy reviewed tape of traffic in that area and forwarded the information on it him; he is still working on it. Motion was made by Westendorf, seconded by Hill to approve the police department’s report. Motion carried unanimously. Resolution 2016-24 was tabled until the council meeting due to the bid due date not being until December 5th. The council reviewed the summary of changes from the 2009 IPM Code to the 2015 IPM Code. They ask for an ordinance be drafted to make the change. The ordinance will be reviewed by the council at the next council meeting. Motion was made by Davis to have Slaubaugh and Frederick employee evaluations on December 19th at 6:30 p.m. in city hall, Hill seconded the motion. Motion passed with a unanimous vote. Osweiler presented the winter newsletter. Motion was made by Conrad to approve the newsletter, Davis seconded the motion. Motion passed with a unanimous vote. Motion was made by Conrad to approve the payment of bills listed below, Westendorf seconded the motion. Motion passed with a unanimous vote. Osweiler asked for November 23rd off. The council agreed to this request, but ask that she post it. Conrad spoke with the owner of 403 South Hamilton about his garage. The owner has braced it and plans on fixing it in the spring. This was written down and signed by the owner and himself. He reviewed the rental inspections corrections at 111 North Davis and signed off on them. He reviewed the building permit at 507 East Centennial and determined a permit was not needed due to it being a portable shed. Motion was made by Hill seconded by Westendorf to adjourn. From the Old Files November Old Files – by Phyllis Wright and Tomisha Sprouse 2006 – 10 Years Ago Local Families Honored with Heritage Farm Award: Tom and Mary Beth Adam family, Michael and Kathleen Berg, Thomas and Louise Brinning. “The Family Man” is the fall play at Keota High School. Those taking roles are Brandon Lyle, Kelsey Altenhofen, Nathan Hemsley, Tiffany McClenahan, Jordan Altenhofen, Niki Allaman, Colby Reed, Megan Ehlinger, Cheyenne Griggs. Keokuk County Board of Supervisors recognize the Elections workers this year. Working the voting booths were Dawn Helscher, Connie Sieren, Tanna Huber, and Chuck White. The ladies of the local Keota T.T.T. Society held an Election Day Luncheon at the Keota Senior Center. Maplewood Manor residents are treated to fine dining when they held a Maplewood Manor Supper Club. The Holiday Parade of Homes will feature the homes of Matt and Janie Hahn, Rod and Julie Hill, Darren and Jill Baetsle, and Matt and Christel Ives. Kristine Horras was initiated into the UNI Honor Society. She is the daughter of Leland and Mari Horras. 1996 – 20 Years Ago Kay Statler brought in a 5 ½ pound Japanese radish to the Keota Eagle Office. Dave Wright also brought one in weighing 2 pounds 11 ounces. The Keota Volleyball Team claimed their second District Championship in three years with a win over IMS. This win ties the school record for match wins in a season and also advanced the Eagles onto Regionals. EagleRock! to perform at the Keota Senior Center – A meal will be served at 11:30 a.m. and the group will perform at 12:30 p.m. Alva and Isabelle Baker celebrated their 50th wedding anniversary. New benches were installed outside the Keota Schools. Money from the Keota PTO, Young Mothers Club, Memorial Funds, and school funds were used to purchase and install the benches. A new air conditioning system was installed at the Keota High School. Tom Lawrence makes a sizable donation to the Keota High School in the form of computer equipment. Chad Sheetz is a member of the Wartburg College Basketball Team. 1986 – 30 Years Ago Angie Hammen awarded an $800 Academic Scholarship from the American Institute of Business. Due to recent “capping” of Keota’s Oil well, a depletion of the Keota Krude sample bottles has occurred. Board of Supervisors results in Sasseen over Devine by two votes. Over 850 meals were served at the recent Keota Firemen’s Breakfast here in Keota. The Keota Junior High Football Team wraps their 3-2 season under the leadership of Steve Klein and Tom Perry, with a party coordinated by the mothers of Brian Striegel,

Scott Westendorf, and Ted Greiner. Keota and West Chester Lions Clubs sponsor the Harlem Magicians at the Keota Gym. Ss. Peter and Paul Catholic Church on National Registry of Historic Places. The 5th and 6th Grade classes at Keota Elementary School released 65 red, white and blue American Cancer Society balloons for the Great American Smokeout urging smokers to stop smoking. 1976 – 40 Years Ago THE KHS Eagles Football Team lost to BGM 46-0. The City of Keota Storm Sewer Project has started at the west end of town. Halloween seemed to be a quiet day for the most part in Keota. The only tom-foolery was a colorful stump that someone(s) put on the corner of Broadway and Green Streets. It must have been quite a chore to move something that large into town! Joe Adam, Laurie Hagist, Pam Sieren, and Rick Wickenkamp are shown practicing for the KHS Fall Play “The Sound of Music”. Devine is the winner in the County Supervisor Election by two votes over Jim Wonderlich. 4,000 swine flu inoculations given in Keokuk County. Vicki Sieren wins the Soil Conservation Speech Contest sponsored by the Keokuk County Soil Conservation District and the Keokuk County Environmental Concerns Committee. Nicole Sieren is now a citizen! One of 67 new citizens sworn in at a ceremony in Davenport. She is the daughter of Jim and Connie Sieren. The Community Club presented a $500 check to the KHS Band for new uniforms. The Keota High School was broken into. A color tv and stereo equipment was taken. A day later, Dr. Don’s office was broken into and $100 worth of drugs was taken. 1966 – 50 Years Ago The Keota Jaycees Hold Charter Banquet at the elementary school. Currently there are 33 members signed up and after the banquet the group hopes to have more signed up. Brenda Palmer, Karyl Jaeger, Jay Flynn and Charles Luers have been accepted to the All State Chorus. The students along with their director Mrs. Brown will travel to Des Moines over Thanksgiving break to attend the All-State Chorus Concert. 88 Cent Sale at Jack & Jill Food Center all the following items are 88 cents: Rib Steak per pound, Sirloin tip per pound, 10 pounds of onions, 20 pounds of potatoes, 6 pounds of bananas. Postmaster Greiner reminds community members that if you are sending packages in the mail for Christmas – make sure you put the zip code on the package for the town you are sending the package to! The Annual PTA basketball game between the Keota School Faculty and the PTA Fathers will be held at the school – anyone interested in participating need to contact Jim Mound.

Mrs. Hubert Bruty of West Chester escaped serious injury when her car was totally demolished in a collision with a train at the Keota railroad crossing at the East end of Keota. She was treated and released from the hospital. Harold Fink was appointed the General Manager of the Ke-Wash Company. He replaces Howard Greiner, who recently resigned. 190 acres that was owned by Dr. George T. Richardson was sold at auction for $725 an acre to Don Fagen. Teen Hop to be held at the Keota Legion from 8:30 to 11:30 on Thursday, November 24. 1956 – 60 Years Ago Ronald Merz, Dennis Peiffer, and Gerald Peiffer from Keota enlist in the Army. Hotle’s Dairy, a new business in Keota, hosted over 750 people recently at their Open House. There was a tour and prizes were given. A total of five break-ins were reported in Keota. $36.00 was taken from the Keota High School, $30 was taken from Slim Well’s Cities Service Station, $20 was taken from Bandy’s Garage, Leinen’s Market was broken into, but nothing taken, same story at Mound’s Standard Station. Floyd Maul’s pick-up was stolen along with all his tools. It was later found in Wellman with everything intact except for the empty tank of gas. It will be the one year anniversary that Glen Quigley moved his family to Keota and took over the Gambles Store. The Adult School will host the annual Family Night Potluck. Everyone is invited to attend. Attendees are asked to bring a covered dish and table service. Janet Ross wins $300 Scholarship at the 35th National 4-H Congress. 1946 -70 Years Ago The local Church of Christ will have a new electric organ installed next week. The Keota Farm Fire Truck made its first run when a corn picker started on fire at the Nick Berg Farm. With prompt local help the fire was put out, the pickers saved, and the new firetruck back in town within minutes. The Keota Football Squad was treated to a big turkey supper at Smitty’s. The firetruck was called out to the JC Bowen Happy Hollow Farm where a brooder house with a number of baby chicks caught fire and burned. Lowell Statler’s 1936 Plymouth coupe was destroyed by fire. Alcohol from the radiator leaked and all they could do was remove important items and watch it burn. 30 local business men and farmers purchase Hardin County Men’s Interest in Security Bank in Keota. The Coal Strike is on and everyone is urged to conserve coal. The last football game for the KeWash Conference will be held on Thanksgiving Day between Keota and Wellman at the Wellman Field. Toy Town is OPEN at Miller’s 5 cent to $1.00 store. 1936 – 80 Years Ago Purchase of Gammon Coal and Ice Co. by Perry Gammon and RH Teets from the estate of FE Gammon. Forget-Me-Not Sale of blue flowers for the disabled veterans of the World War will be held on Saturday. Around 50 neighbors drove in to help husk 30 acres of corn and dig 50 bushels of potatoes for Jake Anderson and family. His wife has been at the University Hospital for the last 8 weeks. Walter Bennett and Danny Wolf are painting the depot. They are using the standard Rock Island colors. The volleyball season is here again. All men of the community are invited to the gym on Monday evenings at 7:30 for exercise and sport this winter.

The Princess Theater will re-open after being closed for two weeks. New equipment has been installed. TA Morris hurt fatally in an automobile accident near Richland. His wife, whose leg was crushed above the ankle, will be unable to attend his funeral. The Community Club will sponsor a Keota Football Mixer. This is a strictly male only party in which fans, boosters, and players will be able to spend the evening together and just have fun. The City Council’s rooms, Mayor’s office and other municipal quarters generally referred to as “town hall” have now been moved to the City owned Hotel Keota. The rooms are just off the main hall upstairs. Bargain and Gift Day in Keota December 5. Merchants in Keota will have sales and the Keota Community Club will be furnishing gifts to lucky winners. 1926 – 90 Years Ago Tom Hartnell, age 60, farmer of the Valley community living on route 3 out of Keota, was found shot to death in a field. He was found about 8 hours later by a search party. No weapon was found, so it was assumed that he was shot by a hunter that did not know he had killed a man or was too afraid to report the tragedy. The Wales Department Store will celebrate 2nd Birthday will a big Anniversary Sale. Men’s suits, $1.29; Heavy Shaker Sweaters, $2.98; Chambray Work Shirts, 29 cents. 3,000 people ate cake at the Anniversary Sale celebration and over 200 people took home prizes. Singmaster Horses win many awards in Portland, Oregon Show. The Chamber of Commerce enjoyed a banquet held at Gawthrop Café. Turkey Game Day to be held in Keota this year. Come out to see Keota take on Wellman at 2:30 p.m. – predicted to be a close game! Beery’s Cash Grocery Thanksgiving Sale: Can of pumpkin, 15 cents; 10 pounds of Country Sorghum, $1.15; Marshmallow Cream, 23 cents. The Chamber of Commerce decided not to sponsor any programs this Christmas season and instead let the Churches sponsor their own holiday programs. Lawrence Flory’s second appeal to the Supreme Court from the District Court’s action of giving him a life sentence for poisoning his wife was in vain. The Supreme Court has sustained the lower court’s ruling. 1916- 100 Years Ago The large barn on the old A.M. Pringle place burned down. Inside of it was about 25-30 new bales of hay, a couple hogs and some machinery. A set of harnesses was all that was recovered. The town has purchased the fractional 5 acres of ground just south of the new addition to the cemetery. FG Henness, Dealer has 31 ½ horsepower Overlands for $635. John Elick’s general merchandise store was robbed by unknown parties who made off with two overcoats that had just been inventoried, a suit or two, some trousers, and an unknown amount of cash. State Highway Commission Service Bulletin: Any county engineer, superintendent or road gang foreman who allows men under their direction to pile sod, brush, or rubbish in the middle of a road should be fired. The pupils of the 5th and 6th grade are having a “Clean Teeth” contest. Losers will entertain the winning grade with a Christmas party. School news: The high school basketball girls are having a hard time deciding on going to Sigourney or not. The girls have secured the Singmaster Show Hall for all their games and will soon begin indoor practice. It is rumored that the high school will have a box supper and candy social to finish paying for the Edison.

All-State Football selections Tuesday, Nov. 21. Among those honored were three Sigourney-Keota players who really stood out for the Cobras this

season. Avery Moore, Cooper Greiner and Noah Boender were all named to the INA’s Third-Team All-State Team. Moore was honored as a running

back, Greiner for his offensive line play and Boender for his defensive line play. These three players played an important role each in SK’s im-

pressive 8-2 season. SK went 8-1 in the regular season before falling to Pella Christian in the first round of the 1A State Playoffs. A terrific season for SK

in football that will continue to garner postseason individual awards as voting for All-State will be underway soon, as well as other possible awards.
