Celebrate Christmas Final delivery for Rake SHARE program Saturday in Buffalo Center By Andrew Shaw The Rake SHARE Iowa program will come to an end at the end of 2016, as the food program is being discontinued due to low participation. December marks the final month of orders through the program, and those will be delivered on Saturday, Dec. 17.
SHARE volunteer Illa Roth says they just don’t get enough orders these days to keep the program going in Rake. She says the SHARE programs in Forest City and Humboldt are also ending due to a downturn in participation. “It’s just a numbers game,” said Roth. RAKE SHARE to page 2
The deadline to purchase and drop off gifts for the annual Giving Tree project is next Monday, Dec. 12. Paper ornaments listing gifts to be purchased for local children are available at the local banks and the Buffalo Center Post Office. People are asked to select an ornament, purchase the gift requested, and return the gift and ornament to the location where the ornament was picked up. The Giving Tree project will help up to 35 area families this Christmas.

Way back when
NRCS to offer higher conservation payment rates to Iowa farmers For the first time, Iowa’s private landowners have the opportunity to implement selected resource conserving practices on their land using a higher than normal payment rate through USDA’s Environment Quality Incentives Program (EQIP). USDA’s Natural Resources Conservation Service (NRCS) will now offer higher payment rates for 20 practices to eligible farmers statewide. In the past, the highest financial assistance rates through EQIP were reserved for Iowa’s historically underserved farmers, such as beginning farmers and veterans, and for special land targeted initiatives. “This is a group of the most environmentally beneficial practices in treating our priority resource concerns in Iowa,” said Kurt Simon,
state conservationist for NRCS. “Many of the practices were chosen due to the public benefit they provide.” NRCS priorities in Iowa include improving water quality, soil health and wildlife habitat on private lands, says Simon. “We are committed to supporting Iowa’s Nutrient Reduction Strategy to help improve water quality in the state, as well as provide excellent technical assistance to help farmers improve soil conditions,” he said. “Many of these practices would also provide much needed wildlife habitat, which is declining across the state.” Practices eligible for the highest EQIP payment rate in Iowa include: Access Control, Conservation Cover, Conservation Crop Rotation,
Constructed Wetland, Denitrifying Bioreactor, Drainage Water Management, Early Successional Habitat Development, Forage and Biomass Planting, Forest Stand Improvement, Prescribed Burning, Prescribed Grazing, Riparian Forest Buffer, Riparian Herbaceous Cover, Saturated Buffer, Stream Bank and Shoreline Protection, Tree or Shrub Establishment, Upland Wildlife Habitat Management, Wetland Restoration, Windbreak/Shelterbelt Establishment, and Windbreak/Shelterbelt Renovation To learn more about these practices and planning conservation activities on your land, contact your local NRCS office or go to www.ia.nrcs. usda.gov
RAKE SHARE from page 1 Without enough orders, she says SHARE can’t cover the cost to send the delivery truck to Rake once a month. The company is based in Oskaloosa. Roth says she’s tried advertising SHARE at community events such as parades and the county fair, and while she did have two new participants sign up last month, it’s not
enough to keep the program running. Roth says she helped to start the Rake SHARE program seven or eight years ago along with Ellen Smith and Stacy Roth. Early on, they would fill about 100 to 110 orders each month, while that number has now dwindled to about 25 orders per month. Roth suspects that the opening of Ruby’s Pantry in Albert Lea and
East Chain, MN drew some customers away from the SHARE program in the past couple of years. She also says the SHARE packages aren’t as good of a value today as they used to be. “We’ve had customers that have been with us the whole time, so I’m really going to miss that aspect of it,” said Roth. “I hate to let it go, but sometimes you’ve just got to.”
BC CHRISTMAS from page 1 coloring contest and Elf on the Shelf, and contest winners will be announced on Saturday. Anyone who would like to participate in the gingerbread house contest should drop off their gingerbread house at Murra Hardware by Saturday.
Drawings for kids and adults will also be held Saturday, with the winners being notified. Kids can win various toys, and adults can win a K&H gas card. Following Santa’s visit, there will be Creative Spirits painting for both adults and children at Orange’s Bar from 1-4 p.m. This will be a come-
and-go event at a cost of $10, which includes an 8x10 canvas. American Legion Post 21 is also conducting a Christmas drawing through December 19, and kids ages five and younger can sign up at several Buffalo Center businesses. The winner will be notified.

The Iowa Utilities Board reminds eligible Iowa consumers that major changes took effect December 2 regarding the Lifeline Telephone Assistance Program that subsidizes telecommunications services. Earlier this year, the Federal Communications Commission issued the 2016 Lifeline Modernization Order that added broadband internet access service to the list of subsidized services. Currently, the Lifeline program offers a $9.25 monthly subsidy for voice service for either one landline or wireless telephone service. On December 2, broadband providers became eligible to participate in the Lifeline program and to offer subsidized service. The service can be either wireless or a fixed service such as cable, DSL or fiber optic. Lifeline subsidies will remain limited to one per household. Customers will have to choose whether to obtain federally subsidized service from a telephone or broadband provider. In addition, the FCC changed the rules for demonstrating eligibility for Lifeline. Some requirements for proof of eligibility will no longer be accepted; others have been added, according to the FCC’s order. Customers may continue to verify eligibility through proof of participation in SNAP (food stamps), Med-
icaid, Supplemental Security Income (SSI), or Federal Public Housing Assistance. In addition, participation in Veteran’s Pension or Survivor Benefits now may be used as proof of Lifeline eligibility. Participation in the Low-Income Home Energy Assistance Program (LIHEAP), the school lunch program, or the Temporary Assistance to Needy Families (TANF) will no longer be accepted as proof of eligibility. Customers can also qualify if they can provide proof of income below 135 percent of the federal poverty level. Changes to the eligibility rules apply to customers who sign up for Lifeline or recertify their eligibility on or after December 2. The FCC made the changes to the verification requirements to pave the way for an eventual move to an electronic verification system that will rely on electronic records. Lifeline providers will be required to meet certain minimum standards set by the FCC. The standards will be upgraded annually through 2021. The standards as of December 2 will be: • Landline: unlimited local calling • Wireless voice service: 500 free minutes • Wireless broadband: 500 megabytes (MB) of data • Fixed broadband: 150 gigabytes of

data; download speed of 10 MB/second; upload speed of 1 MB/second. The federal subsidy for mobile or fixed broadband will remain at $9.25 per month through November 2021. However, the federal monthly subsidy for both landline and wireless voice service will be phased out, decreasing to $7.25 on Dec. 1, 2019; to $5.25 on Dec. 1, 2020; and phasing out completely on Dec. 1, 2021. The only exception will be in areas with only a single Lifeline provider, where the subsidy for voice service will remain at $5.25 beyond that date. The federal government provides the subsidy, which comes from the federal Universal Service Fund. The federal USF is assessed on all telecommunications carriers and may be recovered through a monthly surcharge on telephone bills. More information regarding the Lifeline program is available on the Board’s website at https://iub. iowa.gov/lifeline and the FCC’s online guide to the Lifeline program is available at: https://www.fcc.gov/ general/lifeline-program-low-income-consumers. They will be serving chili, carrots, a homemade bar and drink for $5. Information will also be available for community members to learn about what our youth are facing related to drugs and alcohol. Unused or expired prescription medications are a public safety issue, leading to accidental poisoning, overdose and abuse. The non-medical use of prescription drugs ranks second only to marijuana as the most common form of drug abuse in America. The majority of teenagers abusing prescription drugs get them from family and
friends – and the home medicine cabinet. One of the Task Force’s initiatives for this year is to provide medication lock boxes to families in need. Boxes are provided through our Drug Free Communities Grant and will be available free for those that are interested. The Winnebago County Task Force is a Drug Free Communities grant recipients and receives grant funds to involve and engage local communities to prevent substance use among youth. The mission of the task force is: Community members collaborate to educate, prevent and reduce youth substance use in Winnebago County. The Task Force meets the third Thursday of every month from 12-1 p.m. The meetings alternate locations within the county including Forest City, Lake Mills and Buffalo Center. Brown Butter Pecan Cinnamon Bars Recipe courtesy of Anolon Gourmet Cookware 10 ounces unsalted butter, softened 1 1/2 cups firmly packed light brown sugar 1/2 cup sugar 2 large eggs 2 teaspoons pure vanilla extract 2 cups unbleached all-purpose flour 1 1/2 teaspoons baking powder 2 teaspoons ground cinnamon 1/4 teaspoon kosher salt 2 cups coarsely chopped pecans, toasted Heat oven to 350 F. Grease 9x13-inch baking pan. In medium pot over medium-low to medium heat, heat butter until golden brown, stirring frequently
and making sure to scrape bottom of pan. Remove from heat and pour into bowl when golden brown to stop more coloring. Set aside. Whisk together sugars, eggs and vanilla extract. Whisk in butter in steady stream. Add flour, baking powder, cinnamon, salt and pecans. Stir until evenly blended. Spread batter evenly into prepared pan. Bake until toothpick inserted into center comes out clean, about 20 minutes. Do not overcook or bars will be dry. Let cool to room temperature then cut into pieces.
heat 2-3 minutes, or until golden. Add squash and apple, and cook 1-2 minutes longer then pour over stock. Cover and cook 15-20 minutes, or until squash is soft. Tip off some liquid and reserve then puree remainder using immersion blender, or in blender until smooth and creamy. Add reserved liquid to bring to desired consistency. Reheat and serve in bowls sprinkled with roasted macadamias.
Sausage, Cheddar and Sourdough Strata Recipe courtesy of Anolon Gourmet Cookware 8 ounces sweet Italian sausage, removed from casing 1 tablespoon olive oil 1 large onion, thinly sliced 3 garlic cloves, minced 1 1/2 teaspoons fresh thyme 1/2 teaspoon dried basil 1 large red bell pepper, thinly sliced Butter 1 sourdough baguette (12 ounces), cut into 1/2-inch slices 4 ounces sharp cheddar cheese, shredded 8 large eggs 2 cups milk 1/2 teaspoon salt 1/4 teaspoon freshly ground black pepper Heat skillet over medium heat. Add sausage and cook until no longer pink, 7-8 minutes, breaking into smaller pieces with wooden spoon. Transfer to bowl with slotted spoon. Add oil to skillet; stir in onion, gar-
lic, thyme and basil: cook 2 minutes. Add bell pepper and cook, stirring occasionally, until softened, 5-6 minutes; remove from heat. Butter 9x13-inch baking dish. Place single layer of bread on bottom; top evenly with onion mixture and sprinkle with sausage and cheese. Top with remaining bread slices. Whisk together eggs, milk, salt and pepper until well combined. Slowly pour mixture over top layer of bread. Cover with plastic wrap and place heavy objects (e.g., canned food) on top to weigh it down. Refrigerate at least 2 hours, or up to overnight. Heat oven to 350 F. Remove baking dish from refrigerator and uncover. Bake until strata is puffed and browned, and eggs are set, about 40-50 minutes. Remove from oven and let cool 5 minutes before cutting into serving pieces.

Ladies drop conference matches to GHV and North Union
The North Iowa Lady Bison traveled to Garner last Tuesday, Nov. 29, for their first away game of the basketball season against Garner-Hayfield/Ventura. The Cardinals took an early lead, which the Lady Bison were able to erase in the fourth quarter, but GHV recovered for the win, 56-66. Rachel Schutter and Jessica Govern led North Iowa in scoring for the night with 13 points each, followed by Rachel Hassebroek and Kendall Melz with nine points each. Schutter and Govern each sank a pair of three-pointers. Taylen Hinders led in rebounds with six. “We got into an early deficit but were able to battle through it and eventually took the lead in the fourth quarter,” said Lady Bison head Coach Matt Harriman. “Our kids did some really nice things at the end of the third quarter and beginning of the fourth quarter. Un-
fortunately, Garner just made a few more plays down the stretch, and we fell a little short at the end.” GHV North Iowa

The Lady Bison had hosting duties last Friday, Dec. 2, as they faced North Union in Buffalo Center. The Warriors jumped out to a huge 24-5 lead in the first quarter, which they maintained to take the contest, 40-65. Hassebroek led North Iowa in scoring for the night with 13 points, while Katelin Adams also scored double digits with 10 points. Melz and Rebekah Jensvold each had four rebounds. Melz also made three blocks, while Hassebroek and Jensvold had two steals each. “We gave up way too many uncontested shots and second shots in the first quarter, and North Union was able to build a big lead,” said Coach Harriman. “When you face
a team like North Union that is so fundamentally sound, you can’t make mistakes, and you have to be sound defensively. We will face good teams like this throughout our season, and if we don’t come out better in the first quarter, it’s going to be more difficult to come back later in the game.” North Union 24 14 14 13 65 North Iowa 5 15 9 11 40
JV girls On the JV side, the Lady Bison split their games for the week, beginning with a 34-30 win at Garner on Tuesday. Paige Pike led the team with 14 points, followed by Kenzy Jensvold with seven, Rebekah Jensvold with four, Katelin Adams with three, and Hannah Main, Mackenzie Bengtson, and Jenna Govern with two points each. “Too many fouls by both teams led to 62 free throws in the game,”
said Coach Mark Ostermann. “It was hard to get into a flow, as both teams also had a lot of turnovers. The girls competed all the way till then end, as we didn’t lead until the last minute of the game. We made a couple of big plays at the end of the game to pull off the victory.” On Friday, Dec. 2, the girls hosted North Union, and the Warriors defeated the Lady Bison, 44-18. “North Union outplayed us in every aspect of the game,” explained Coach Ostermann. “I need to have the girls prepared to play, and I’ll take the blame for the loss and our poor execution. Nothing we did was very constructive, so we’ll go back to the drawing board and hopefully find some answers.” The scoring recap includes Pike with eight points, Rebekah Jensvold with four, Kenzie Jensvold with three, Danessa Bruner with two, and Samantha Stenersen with one.

The North Iowa bowling teams picked up their second wins of the season last Friday, Dec. 2, as they faced Sumner-Fredericksburg in that school’s first bowling meet. The boys won their meet by a comfortable margin of 2,437 to 1,761. Spencer Armstrong rolled the high game and series, with scores of 202 and 222 for a 424 series. Ben Hassebroek had a 339 series, followed by Logan Prescott 293, Logan Leesch 286, Cameron Roth 274 and William Roeder 221. On the girls’ side, North Iowa won by a score of 2,179 to 1,861. Sydney Giesking had the high series with a total of 339, while Jordan Ostrander had the high game of 191. Ostrander and Allison Almelien each had a series score of 310, followed by Jenna Berschman with 309, Alexa Vrieze 261 and Chelsey Armstrong 218. “This was Sumner’s first home meet, as they are new to bowling and the conference,” said North Iowa Head Coach Doug Aukes. “They have a six lane house, so our format was the boys bowled a two-game series, while the girls bowled their baker games, and this was reversed in the second round of the meet.” Aukes noted that the girls’ team is doing a better job of repeating good shots and picking up spares. The next bowling meet is at Buffalo Lanes this Friday, Dec. 9 against Waukon.

Porter receives AFIS designation
Andrew Porter, farm and crop agent at Central States Agency in Buffalo Center, recently earned the designation of Agribusiness and Farm Insurance Specialist (AFIS). A voluntary educational opportunity, Porter pursued the AFIS designation as part of the agency-wide effort to continually go above and beyond the common requirements of the industry. “It is Central States’ philosophy to seek out additional growth and improvement opportunities so that
we can provide our customers with the best service and experience possible,” said Porter. “I want to be the best agent possible for my customers, and the AFIS designation means that I am better able to service the unique needs of agribusinesses and farms.” To earn the designation, Porter successfully completed five specialized courses focusing on the insurance and risk management needs of agribusiness and farms, along with three comprehensive exams. Porter has been involved in the
insurance industry for over three years. Actively involved in the community, he is a member of the Winnebago County Fair Board, Tri-County Ducks Unlimited, and North Iowa Betterment’s Meat & Music planning committee. He and his wife, Alicea, have two young children. Central States Agency provides farm, home, auto, business, and life insurance; learn more at www.centralstatesagency.com
