Calendar of Events Winter Reminders The Postville City Council and Fire Department are reminding residents to shovel the snow and ice away from fire hydrants. No person shall throw, push or place any ice or snow onto the street. Please keep all sidewalks clean and free of ice and snow. This includes the boulevard areas to the street for those with corner lots. No parking on public streets or alleys from 2 a.m. to 6 a.m., November 1, 2016 to April 1, 2017. Snowmobilers must stay on designated routes and show courtesy to property owners. Stay off personal property.

Fiber optic construction wrapping up in Postville Construction for the new NEIT Fiber Optic network in Postville is nearing completion for 2016. While the majority of customer locations were able to be completed, there may be a handful that crews must return to finish in the spring of 2017. “The community has been great to work with and we appreciate residents accommodating the equipment and commotion in town. Our contractors will return in the spring to fill and seed any areas that need it,” said Steve Hanson, Director of Business Development for NEIT. Installers will begin connecting services for those who have signed up in mid-December and will work through the winter to get everyone connected. NEIT staff will contact customers one or two

weeks in advance of installation to determine customer schedules, and the installers will follow up soon thereafter to set a specific date and time for installation.

Hanson added, “Postville fiber customers are always welcome to contact our office with any questions about this process at (563) 539-2122. We are grateful for the response we’ve received and we look forward to providing quality services and local support to Postville!” NEIT has served Northeast Iowa with communication services since 1903. Festival of Trees to be held at Northeast Iowa YMCA The Northeast Iowa YMCA in Postville is hosting a Festival of Trees December 16 and 17. Local businesses and individuals will do the decorating and will compete among themselves for prizes. There will be a contest for the best ‘set up’ and a winning entry will receive four monthly memberships to the YMCA to be given to employees or family members. Participants will begin decorating Wednesday, Dec. 14 during regular YMCA hours and the doors will remained locked once decorating starts. The Festival, which is open to the public on Friday December 16 from 4 to 8 p.m. and Saturday,

December 17 from 9 a.m. to 12 p.m. includes a wide array of activities.

The Postville Junior High will be hosting a soup supper Friday, December 9, 2016 from 4:30 to 7:30 p.m. All you can eat soup is $7; 5 years and under is $1. They will be serving chili, chicken noodle, and cheese soup; cinnamon rolls, vegetables and a drink. Money raised will support Junior High Student Activities. Northeast Iowa Community Action Corporation Giving Tree Project serves hundreds in Allamakee County; community involvement encouraged Every year for the past 17 years, thanks to a project started by NEICAC (Northeast Iowa Community Action Corporation) Christmas has been a bit brighter for children in Allamakee County. Yes, through the program, hundreds of children have received Christmas gifts through the Giving Tree. Susan Troendle of NEICAC said, “The project started when Allamakee County Family Services had so many people asking for holiday help and we wanted to do what we could to help them give their

kids a good Christmas. From the onset we decided to call it the Allamakee Giving Tree.” According to the sponsors, each year through their efforts, and with the help of many, they are able to serve anywhere from 100 to 115 families which amounts to between 325 to 400 children. When asked how the children are identified, Troendle said, “We get our list from the children enrolled in Head Start and

FADSS. There are five Head Start classrooms in Allamakee County.” The Early Head Start Program, she added, is a home visitor program with several families involved. FADDS groups are families developing self-sufficiency and these families are on FIP which is a small monthly stipend paid to families with no income. She explained, “Families with children get into these programs based on Federal poverty income guidelines for our area.” In other words, all of the children and families being served have been identified as having a great need for assistance. When asked what gifts are needed for the children, she explained, “Each child in the family gets two outfits, socks and other necessities. They may also get boots and a coat. Along with the necessities, each child gets a special items that they have requested such as a toy or game.” All the donations received in Allamakee County stay in Allamakee County and anyone may get involved. To become involved with the Allamakee County Giving Tree

donors may adopt a single child or multiple children. If persons do not want to adopt a child, they may purchase individual toys and items which will be used to fill in where needed. Businesses may also help by placing a Giving Tree with tags in their store or shop. Those not wishing to shop may give cash donations. There are currently Giving Trees with tags at the Dollar General Stores in Postville and Waukon where residents may choose a specific gift to brighten the Christmas for area children. The deadline to donate to this worthwhile project is December 22. In Waukon NEICAC is located at 953 3rd Avenue NW and in Postville the office is at 134 W. Greene Street. In conclusion Troendle said, “Any involvement big or small we appreciate it all! Through the efforts of so many we are able to brighten the lives of area children. Merry Christmas.”

Some of the events include photo opportunities with Santa Claus, cookies and cider. While visiting with Santa, children may have their pictures taken. On Friday evening individuals can sign-up for group canvas painting or by calling the YMCA. On Saturday morning everyone can enjoy cookie decorating. Silent auction items will be available to bid on with all proceeds going toward new equipment at the YMCA. A few of the Silent Auction items include, but are not limited to, hand painted screens and windows and a set of Longeberger mugs with lids, and much, much more. NEWS BRIEFS Building Permits The City of Postville issued a building permit Monday, November 28, 2016 to Dawn Cronk at 324 Lull St., to enclose concrete area rear of garage at an estimated cost of $500.

Hospital Auxiliary Euchre Marathon will not be held in Dec. The Auxiliary of Veterans Memorial Hospital will not be holding their monthly Euchre Marathons in December, due to the busy holiday season. The Euchre marathons are held the third Thursday of each month at the Senior Citizens Room at the Waukon Wellness Center and will resume in January. Luana City Council tables matter of new building for Luana Fire Department The Luana City Council held its regular monthly meeting December 1, 2016. Matt Baade, of the Luana Fire Department, approached the council and inquired who would pay for the infrastructure of the new fire department building. The council asked for more information, including costs. The matter was tabled until further information could be obtained. The City Public Works Superintendent presented a bid for heaters in new well house. It was the consensus of the council to not move forward with new heaters. Council members discussed excessive smoke coming from Chase Mfg. The owner will be contacted. The Council also acted on the following motions/measures:

• Pay all monthly claims totaling $22399.6. Receipts for the month totaled $39369.17. • Passed Res. 12-16 T.O.F. Reconciled reports were reviewed. • Pass Res. 12-16 Countryside Estates Plat Division. • Approved a donation request received from MFL Mar Mac After Prom Committee in the amount of $200.00. • Denied a donation request from the Iowa Rural Water Association. • Renewed CD #0833 for 6 months held by the Luana Savings Bank. • Requested that a new mower be included in 2018 budget. • Administrator Humble was instructed to send a junk vehicle violation letter to a violator.

Commercial manure applicators should plan to attend the Commercial Manure Applicator training program scheduled for Thursday, January 5, 2017, from 9 a.m. to noon. Iowa State University Extension and Outreach in cooperation with the Iowa Department of Natural Resources will conduct the required threehour training workshop at that time. There is no fee to attend the workshop, but commercial applicators must register by December 28 by contacting the ISU Extension and Outreach Allamakee County office at (563) 568-6345. Commercial manure applicators needing to recertify and those wanting to certify for the first time should attend. The workshop will provide the required three hours of annual training and will cover rules for applicators as well as land-application requirements, water sources, reading and using a MMPs, manure application uniformity, equipment transport, injector options, biosecurity, and manure and hydrogen sulfide safety. All currently certified commercial manure applicator licenses will expire on March 1, 2017. Commercial applicators can attend training throughout the year, but if they were previously

certified, they should plan to attend training and submit the forms and fees to DNR prior to March 1, 2017, to avoid paying the late fees. Certification fees for commercial manure applicators have not changed for 2017. ISU Extension and Outreach will charge a $10 fee to applicators choosing to view the certification materials on a non-scheduled reshow day at the county office. For this reason, all applicators are encouraged to attend the workshops or to plan to view training materials on the scheduled reshow date at their local county extension office. The fee will not apply to workshops or scheduled reshow dates. Please contact your county extension offices to determine which days are scheduled for the manure applicator certification programs. Due to scheduling conflicts, many county extension offices will no longer accept walk-in appointments to watch the training DVDs. If attending the Jan. 5 commercial manure applicator program or watching the threehour DVD is not convenient, commercial applicators may contact their local DNR field office to schedule an appointment to take the certification exam. In addition to needing an appointment to take the exam, applicators must bring a pencil and photo i.d., and should plan to bring a calculator. Applicators have another

From county to county, philanthropy is shaping the future of Iowa through annual endowment payouts and grants. Throughout the state, community foundations are celebrating more than ten years of the County Endowment Fund Program. This initiative, unique to Iowa, makes grants to create a strong community foundation infrastructure in 84 counties like Allamakee that do not hold state-issued gaming licenses. The program was created by the Iowa Legislature in 2004 and is funded through a percentage of state gaming revenues. “These programs provide essential dollars for our community,” said Foundation Coordinator Betty Steege. “Paired

with the generosity of caring donors and the support of local leaders, the County Endowment Fund Program helps us shape a strong future for tomorrow.” Each year, the Allamakee County Community Foundation (ACCF) receives funds from the County Endowment Fund Program. The ACCF grants out 75 percent of these funds and invests the remaining 25 percent in a permanent endowment that generates interest to be distributed in future years. This year, these dollars will support over $97,000 in grants to local nonprofit organizations in Allamakee County. These grants annually support causes ranging from schools, churches, libraries, ball fields, and parks

Starting December 1, eligible Allamakee County nonprofits can apply for 2017 funding. Applicants must be a 501(c)(3) nonprofit organization, church, school or government. Other nonprofits with charitable projects may also qualify but must partner with a qualified application that will serve as a fiscal sponsor. The maximum application request is $20,000. Guidelines and the application are available at the Foundation’s website www. dbqfoundation.org/accf. The applications will begin December 1 and will be due January 31 at midnight. With the holiday just around the corner, its time to start thinking about entertaining. Also your holiday baking the cookie champs is gingersnaps. I’m almost ready for Christmas I just have to make wreath cookies for the Lancaster Christmas. Its always fun to go home for a few days. I guess I like to relive some of my childhood. To see people you haven’t see for sometime. This is what the holidays are all about.

CRANBERRY APPETIZER MEATBALLS These tangy meatballs flavored with Cranberry and Chile sauces are my go-to party snack. • 2 large eggs, lightly beaten • 1 cup dry bread crumbs • 1/3 cup fresh parsley, minced • 1/3 ketchup • 2 Tbsp. onion, finely chopped • 2 Tbsp. soy sauce • 2 garlic cloves, minced • 1/2 tsp. salt • 1/4 tsp. pepper • 2 lbs. hamburger Cranberry Sauce • 1 can (14 oz.) whole-berry cranberry sauce • 1 bottle (12 oz.) chili sauce • 1 Tbsp. brown sugar • 1 Tbsp. prepared mustard • 1 Tbsp. lemon juice • 2 garlic cloves, minced Preheat oven to 400 degrees F. combine the first nine ingredients. Crumble beef over mixture and mix well. Shape into 1 inch balls. Place the meatballs on a rack in a shallow baking pan. Bake until no longer pink, about 15 minutes. Transfer to a 3 qt. slow cooker. Meanwhile in a large saucepan, combine all sauces ingredients. simmer 10 minutes, stirring occasionally. Pour over meatballs. Serve warm. Y! HURRS FILL R TOU ICKLY! QU

GRANDMA’S RED VELVET CAKE • 1/2 cup butter, softened • 1-1/2 cups sugar • 2 large eggs, room temperature • 2 bottles (1 oz.) red food coloring • 1 Tbsp. white vinegar • 1 tsp. vanilla • 2-1/4 cups cake flour • 2 Tbsp. baking cocoa • 1 tsp. baking soda • 1 tsp. salt • 1 cup buttermilk Frosting • 1 Tbsp. cornstarch • 1/2 cup cold water • 2 cups butter, softened • 2 tsp. vanilla • 3-1/2 cups confectioners sugar Preheat oven to 350 degrees F. Cream butter and sugar until light and fluffy. Add eggs, one at a time, beating well after each addition. Beat in food coloring, vinegar, and vanilla. In another bowl, whisk together flour, cocoa, baking soda, and salt. Add to creamed mixture alternately with buttermilk, beating well after each addition. Pour into two greased 9 inch round baking pans. Bake until a toothpick inserted in the center comes out clean 20-25 minutes. Cool completely. For frosting, combine cornstarch and water in a small saucepan over medium heat. Stir until thickened 2-3 minutes. Cool to room temperature beat butter and vanilla until light and fluffy. Beat in the cornstarch mixture. Gradually add confectioners sugar, beat until light and fluffy. Spread between layers and over top and sides of cake. This frosting is as light as snow.

Youth and adults honored at annual Clayton County 4-H Award Night

Bruce Meyer, 70

Bruce Meyer October 11, 1946 November 25, 2016 Bruce L. Meyer, 70, of Decorah, Iowa, died Friday, November 25, 2016, at Aase Haugen Nursing Home. Bruce Lloyd Meyer was born on October 11, 1946, in Postville, Iowa, the first born of five children to Lloyd and Maxine (Hunsberger) Meyer. Bruce was baptized and confirmed at St. Paul Lutheran Church in Postville. While in school he had a paper route, and later worked at Impact Milling and for Hy-Grade. Bruce graduated from Postville High School in 1966. On June 5, 1966, he was united in marriage to Lynne Allen at the First Lutheran Church in Decorah. Bruce worked for Peter Johnson and Son, Voltmer Electric/Casper Plumbing, and then with Casper Plumbing until he retired in 2008.

Bruce was a volunteer fireman with the Decorah Fire Department from January 1978 – October 2002. He served as a training officer, 2nd Assistant Chief, 1st Assistant Chief and then as Chief. Bruce was an avid sportsman and loved spending his time with his family tent camping and at the “Ten” (their cabin in Allamakee County). Bruce was a member of the Washington Prairie Lutheran Church, where he served as a trustee and spent a lot of time remodeling the parsonage. Bruce and Lynne recently celebrated their 50th Wedding Anniversary with family. Bruce is survived by his wife: Lynne Meyer, Decorah, Three children: Tami (Andy) Claybaugh, Shoreview, Minn.; Dawn (Travis) Hughes, Luana, Iowa; and Benjamin (Emily) Meyer, Oelwein, Iowa. Five grandchildren: Kyle and Allison Claybaugh, MacKenzie Hughes, Mason and Raina Meyer. Four siblings: Burton (Kim) Meyer, Marshfield, Wis.; Beverly (Jerry) Loftsgard, Gunder, Iowa; Russell (Mary Jo) Meyer, Waukon, Iowa; and Roger (Sue) Meyer, Decorah. One brother-in-law: Randall Allen, Decorah, and sister-in-law: Dianne Allen, Decorah, along with many nieces, nephews and great nieces and nephews. Bruce was preceded in death by his parents: Lloyd and Maxine (Hunsberger) Meyer. An infant stillborn daughter: Susie Rae. His father-in-law and mother-in-law: Robert and Opal Allen. Two sistersin-law: Cheryl Allen and Penny Allen.

Clayton County Dairy Promotion Committee announces scholarship The Clayton County Dairy Promotion Committee is pleased to announce the establishment of a county-wide youth scholarship. Applications are due March 1, 2017 to the Clayton County Extension Office. Award winners will be notified prior to the Clayton County Dairy Banquet on Friday, April 7, 2017. Attendance is appreciated to be recognized. Youth must reside in Clayton County, attend a high school located in Clayton County or be a graduate of a high school located in Clayton County. MS, RD; VETERANS MEMORIAL HOSPITAL Let the holidays begin! Starting with Thanksgiving, many of us will attend several social events and parties up through New Year’s Day. It is tempting to just throw in the towel on our healthy eating and exercise plans until next year, but don’t do it! Avoid eating to the point of feeling “stuffed” at Thanksgiving dinner. The key is to avoid the “all-ornothing” way of thinking. If you tell yourself that you can eat, drink and be merry with reckless abandon for 6 weeks, you will pay for it later. Starting a new healthy eating plan January 1st sounds like a good idea, but why would you want to start it with an extra 10 pounds? The New England Journal of Medicine published findings from a Tuff’s University study on weight gain during the holidays. It found that those who were already overweight were likely to gain more weight during the 6-week holiday period than those who were considered average weight. Here are some simple strategies to help prevent holiday weight gain: 1. Take a walk most mornings. This is even more important on the day of a social gathering. Even a 10-minute walk will release the feel-good endorphins that will help

Eat a breakfast that includes some protein and vegetables on the morning of a social event. Maybe a veggie omelet or a peanut-butter & banana smoothie (add a handful of fresh spinach). This helps stabilize blood sugar and control your appetite all day long. 3. Eat before the party. Yes, having a snack 1-2 hours before the party will help you feel in control of your appetite once you get there. It will be easier for you to be more selective in your food choices later. 4. Socialize away from the buffet table. Once you have a plate of food, move away from the table and sit down to eat. 5. Eat like a food connoisseur. Really taste everything that you eat. The enjoyment of eating occurs in your mouth… not your stomach. 6. Don’t eat anything that you really don’t want to eat. Just because Aunt Elsie made your favorite pie for you, it doesn’t mean you need to eat the whole thing. 7. Alternate any adult beverages with water. For each cup of holiday cheer you drink, you should drink a cup of water. This will help prevent dehydration, which is the main reason you don’t feel well after a night of celebrating. It will also slow down consumption & dilute your alcohol calories in half. Follow these simple guidelines to enjoy the holidays without gaining extra weight. Once the New Year is here, you can refocus

your efforts on losing weight again. For now, your goal should be to maintain your current weight. Enjoy your holiday season guilt free this year! Public records: Clayton County and Fayette County “A criminal charge is merely an accusation. All are presumed innocent until proven guilty in court” Clayton County________________ On November 10, 2016 at 6:14 AM, Clayton County Deputies responded to a car vs. deer accident on Littleport Road near Grandview Road. Upon further investigation, it was determined that Ryan Klink of Elkport was operating a 2011 Chevrolet Equinox when he struck a deer causing $2,500 damage. No injuries were reported. On November 11, 2016, Clayton County Deputies took custody of 23 year old Henry Berns of Garnavillo from the Jackson County Sheriff’s Office on a Clayton County Warrant for probation violation. Berns was transported to the Clayton County Jail where he was held on no bond. On November 13, 2016 at 11:38 PM, Clayton County Deputies were dispatched to a traffic complaint on Highway 18. Deputies located the vehicle and conducted a traffic stop. Upon further investigation, 53 year old Beth Behrend of Luana was arrested and charges with Operating While Intoxicated. She was transported to the Clayton County Jail pending an appearance in court. On November 14, 2016 at 12:49 AM, Clayton County Deputies responded to a motor vehicle accident in the City of North Buena Vista. Upon further investigation it was determined that William Gibbs of Guttenberg was operating a 1993 Chevrolet S10 when he reached down toward the floorboard to pick something up, causing him to collide with a 2015 Dodge Caravan that was parked in a residential driveway. Gibbs was uninjured. His vehicle sustained about $3,000 damage, while the 2015 Dodge Caravan sustained about $4,000 damage. Gibbs was cited for failure to maintain control. On November 17, 2016 after a lengthy narcotics investigation, Clayton County Deputies arrested 20 year old Trevor Moon of Cedar Rapids on a Clayton County Warrant for Delivery of Methamphetamine. Moon was transported to the Clayton County Jail where he was held on $5,000 bond. On November 18, 2016, Clayton County Deputies took custody from the Fayette County Sheriff’s Office of 21 year old Nathan McDowell of Rowley on a Clayton County Warrant for Probation Violation. McDowell was transported to the

Clayton County Jail where he was held without bond. On November 21, 2016, 20 year old Bailee Usher turned herself into Clayton County Authorities on a Clayton County Warrant for Failure to Appear. Usher posted the $200 cash bond and was released. Fayette County_______________ On November 10, 2016 at 5:46 PM Fayette County Deputy’s responded to a report of a vehicle that hit a tractor on 90th St west of D Ave. An investigation determined that Derek Jerome Loomis from Denver, Iowa was operating a Massey Ferguson 1805 tractor with an attached trencher eastbound on 90th St. A 2017 Ford Escape also eastbound on 90th St, operated by Kevin Edward Blume, 34, from Maynard crested a hill and could not avoid striking the rear of the tractor. There was an estimated $10,000 damage to the tractor.

The Ford Escape was considered a total loss. Loomis was cited for driving while license suspended. No one was injured and the accident remains under investigation. The Sheriff’s Office was assisted at the scene by Arlington Fire Department and Ambulance. Between November 10 and November 12, 2016 the Fayette County Sheriff’s Office made multiple arrests on wanted subjects in Fayette County. Arrested were, Lloyd Wayne Scott Jr, 29, of Oelwein FTA on a charge of OWI, Jeffrey Steffen, 38, of Sumner for Failure to complete court ordered classes and Jordan Nehl, 27, of Maynard on a Buchanan County Forgery and Theft 5th Warrants. All subjects were taken into custody and transported to the Fayette County Jail to await an initial appearance in court. On November 11, 2016 at 8:32 PM the Fayette County Sheriff’s Office took a report of a vehicle that struck deer on G Ave south of 80th St. An investigation determined that Darrel Dean Everly from Elgin was operating a 2003 Pontiac Grand Prix southbound on G Ave when a deer entered the roadway and was struck causing an estimated $2,000 damage. on the northeast side of Waucoma in reference to a female that was intoxicated and sitting on the road. When Deputies arrived, it was learned that 20 year old Kyle Alissa Guess of Waucoma was intoxicated and causing a scene in the neighborhood. Guess was arrested and charged with Public Intoxication, and Disorderly Conduct, both Simple Misdemeanor’s. She was transported to the Fayette County Jail where she was held for an initial appearance in court. On November 13, 2016 at 3:45 PM the Fayette County Sheriff’s Office took a report of a vehicle in the ditch on F Ave south of 60th St. An investigation determined that Abby Claire Green, 18, from Oelwein was operating a 2004 Honda Civic southbound on F Ave when she lost control and entered the west ditch and overturned onto the driver’s side, There was an estimated $1,000 damage to the vehicle. Green was not injured and was cited for fail to maintain control. The Sheriff’s Office was assisted at the scene by Arlington Fire Department. On November 14, 2016, Scott Anthony Franzen, 39. of St. Lucas, plead guilty to 2 Felony Sexual Abuse Charges. Charges stem from a Fayette County Investigation from 2015. Franzen was charged with Scott Anthony Sexual Abuse Franzen in the 3rd degree, a Class C Forcible Felony and a 2nd count of Sexual Abuse in the 3rd Degree, a Class C Felony. Franzen was taken into custody at the Fayette County Courthouse on November 14, 2016, after pleading guilty, and is currently being held at Fayette County Jail awaiting his sentencing in six weeks. Franzen could face up to 20 years in prison. On November 17, 2016 at approximately 10:39 PM Fayette County Sheriff’s Deputies responded to The Bank Bar & Grill in Westgate to investigate a report of underage persons being served alcohol at the establishment. Upon investigation 19 year old Ethan Steinbronn of Westgate was cited for Possession of Alcohol Under the Legal Age. The bar tender, 32 year old Jennifer Cavnar of Westgate was cited for Employee—Supplying Alcohol to Person Under Legal Age. The incident was also referred to the Iowa Alcoholic Beverages Division, who controls the establishment’s liquor license.

We have been receiving an outpouring of community support recently in the wake of the two Des Moines area cops that lost their lives recently, Justin Martin and Sgt. Anthony Beminio. With winter approaching us I would like to remind drivers to be careful. We have yet to have our first snowfall of the year and maybe

it’s superstition but it seems like we have more cars in the ditch after the first snowfall then other times of the year. Snowplows are out there to clear the roads so we have safer traveling. Here are some tips on snowplow safety from the Iowa DOT: • When overtaking a snowplow, be aware that snowplows often travel only 5 – 35 mph. When you spot a snowplow ahead, slow down to reduce speed differential. • Snowplows may need to stop or take evasive action to avoid stranded vehicles. Maintain a safe following distance and be prepared to stop. • Be cautious in areas of blowing snow as it could conceal a snowplow. • If you do pass a snowplow, be sure that you have a clear vision ahead before passing. Allow plenty of room when passing, and don’t cut in too quickly. On two lane roads, drivers will pull over periodically to let vehicles pass. • On multi lane roads, watch for

plows operating in the left lane. Never pass a snowplow on the right. Many snowplows are equipped with a wing blade that expands to the right and may be hidden by blowing snow. • Don’t attempt to pass a snowplow when visibility is severely reduced. • Move as far away from the centerline of the pavement as you safely can when meeting a snow plow on a two-lane road. The plow may be trying to catch the middle of the road. Also if you do get stuck or go into the ditch, give dispatch a call. If you get a ride, please call dispatch right away and let us know so #1 we know that you are safe, and #2 it gives us a chance to ask you what wrecker you would like before we go ahead and call one for you. Spillville to receive new river forecast service The National Weather Service (NWS) in La Crosse is pleased to announce the commencement of river forecasting services along the Turkey River in Winneshiek County Iowa, effective January 27, 2017. This new official forecast point for the Turkey River is located on the north edge of Spillville, and forecasts will be issued for the river at that location. These new forecasts will also describe river conditions from upstream west of the Ridgeway area, downstream to near Fort Atkinson. The forecasts will be issued on an as needed basis, when rainfall or snowmelt is expected to cause river levels to rise significantly, and pose a possible threat. River monitoring has been done at Spillville for many years, dating back to 1956. After a hiatus during much of the 90s, automated equipment was reinstalled by the US Geological Survey in the spring of 2010. Data from this location is used in National Weather Service river models to assist with the forecast of river levels downstream at Elkader and Garber. With this change, forecast levels will now also be available for the Spillville area as well. There will be no other changes to river forecasting services along the Turkey River at this time. Flood stage for this Spillville

location will be 9 feet on the river gage. The gauge equipment is owned and operated by the U.S. Geological Survey (USGS), Water Science Center in Iowa City, IA. Data from the river gauge are transmitted via automated satellite links to NWS offices. River forecasts are then generated at the North Central River Forecast Center in Chanhassen, Minnesota, and after coordination, are issued by the National Weather Service in La Crosse. These forecasts use past and forecast rainfall or snowmelt in the area, as well as temperatures and soil conditions, as input to a hydrologic model to predict changes in river levels. Data and forecasts for the Turkey River and other rivers around the area can be viewed on

the NWS La Crosse website at: http://www.weather.gov/arx under the “River Info/AHPS” tab. AHPS is the Advanced Hydrologic Prediction Service, which is part of a NWS-wide effort to improve flood forecasting. Visitors to this website can view current river stages, forecasts out to 7 days, maps, historical information, and probabilistic forecasts out to 90 days. River forecasts during flooding will also be available via NOAA weather radio station KXI60 near Decorah (162.525 MHz). This effort is combined with the Department of Human Services, Community Action, HAWC partnerships for children, FADSS, VNA, General Assistance, Early Head Start, Substance Abuse, Alternative Services, LSI, your local pastor, school teacher, or doctor. In order to be a good leader one must be willing to be a servant. Government officials and political leaders who do their job well invariably stress that they are public servants and therefore take pains to actually serve and benefit the public. Religious leaders must do the same, serving their flocks as a good shepherd does his sheep. Jesus did not consider it beneath him to wash the feet of his apostles on the night before he was arrested. And in our working lives, we all know that the best managers and supervisors aren’t afraid to get their hands dirty and serve their employees almost in the same way that a loving parent serves his or her children, educating them and helping them when necessary with difficult tasks. We are all called to serve God by serving our fellow man and in the process of doing so we lead by example. Don’t consider it beneath you to serve others. No department head meeting will be scheduled at this time. Supervisors will meet with department heads at budget time. Department head updates: Corey Snitker informed the Supervisors of a December 20 meeting to discuss the Mississippi River debris field cleanup. Next Hazard Mitigation Plan meeting is December 14 at 7pm at Waterville Fire Station. Auditor Beyer reminded Supervisors of ISAC Fall School this week and the County Christmas party Friday night. John Roe told the Supervisors the boiler is working fine right now. Engineers arrived to discuss the courthouse heating system. Questions were asked by the engineers so they know what County’s goals are, any concerns of the County regarding the current heating system and such so the engineers can put a quote together for the Supervisors for making an assessment of possible solutions or improvements. 16.465-Motion Byrnes/Second Koenig to adjourn. Pirate boys open the season with wins against Starmont and West Central Clayton County 4-H & FFA market Chad Drahn

Herald sports (Editor’s Note: Congrats to Coach Mike Sass and his wife, Kari on the birth of their daughter, Quinn Marie as she is welcomed into the Pirate family.) at Waukon The Pirates opened the season last week at Waukon where they lost to the larger and more experienced Indian team by a score of 43 to76. Starters for the Pirates were Owen Jacobson, Nash Reicks, Aboody Abdullahi, Blake Wettleson and Jacob Steffans. Avery Enyart, Nick Jacobs and Abdikani Osman came in off the bench. Coach Mike Sass said, “The game started out quite well for us. We were able to make some shots and force some turnovers. We got out to a bit of a lead and were only down by one at the end of the first quarters.” The Pirates were playing hard, trying to match the Indian’s intensity, while taking care of the ball. Although things started well, the Pirates were not able to keep up the pace. Sass commented, “The offense did some good things, but we weren’t consistent enough. We missed a lot of lay ups and free throws which you cannot do when playing a bigger school like Waukon.” Leading scorers were Steffans and Jacobson. Wettleson and Reicks also did well to contribute to the offense. The defense, Sass said, “Was good at times but just wasn’t consistent enough. I think we kind of ran out of gas at times. We wanted to try and bring up our intensity in the second half to what it was at the beginning of the game, but we weren’t able to get that done. This game always teaches our guys how hard you have to play in varsity basketball. Hopefully, this game will be beneficial as we move forward.” at Starmont Tuesday the Pirates traveled to Starmont where they got their first win as they defeated the Stars, 52 to 43. Starters were Jacobson, Steffans, Wettleson, Reicks and Aboody. Jacobs, Enyart and Harrison Dehning came in off the bench. The Pirates started out well as

But how do you know if it’s just a common cold or the flu? Knowing the difference is important because the flu can become much more serious, says a University of Iowa Health Care expert. “It can be difficult to tell whether you have a cold or the flu because the two can share a lot of the same symptoms,” said Patrick D. Brophy, MD, MHCDS, professor of pediatrics at the University of Iowa and medical director for UIeCare. “It’s important to know the difference,

they followed their game plan. Coach Sass said, “We came out and played hard and forced turnovers. On offense we wanted to be patient against their zone and get open shots. The offense played well when we didn’t get in a hurry. A few times against their press we got in a hurry and turned the ball over. But, when

we didn’t do that, we executed pretty well. We are working on shooting our free throws better.” Scoring was balanced in this game as all five starters did well and made shots when needed. About the defense Sass added, “I thought our defense was quite good. We forced quite a few turnovers. However, we reached in too much and fouled too much. Sometimes, we bailed them out with some bad fouls by our guys. In the second half we tried to take away the middle when we were on defense.” After the game Sass said, “I thought Dehning did a nice job of coming in during the fourth quarter to handle the ball for us. A cold is usually mild, lasting only a few days, and causes symptoms predominately above the neck. The flu is more severe, comes on suddenly, and causes symptoms throughout the entire body. This cold and flu season, Dr. Brophy from UIeCare shares some common cold and flu symptoms to help determine the difference. • Fever. Both illnesses can cause a fever, but it’s more common with the flu. Colds may cause a low-grade fever, but fevers with the flu can be 102 degrees or more and can persist for three or four days. • Headache. Headaches rarely accompany a cold, but are common with the flu. • Aches and pains. Achiness is typically mild with a cold and often severe with the flu.

Deering said, “We did miss a few lay-ups and a few bunny’s from the paint which allowed West Central to come back a little. Steffans, Aboody and Avery Enyart all had key three’s which opened up the inside game. Wettleson and Reicks each had a great second half from the paint and started to really work hard inside. This shooting was really good to see.” Leading the scoring were Wettleson, 19; Jacobson, 13; Reicks, 8; Steffans, 7 and Aboody and Enyart had three each. Nick Jacobs added two. Jacobson was three for four from the line and Jacobs was two for two. Deering added, “Our defense came out strong and then flattened out in the middle of the second quarter. We struggled with moving our feet. We also struggled with team rebounding for most of the second quarter.” About halftime adjustments the coach said, “At half time we had to switch up our defense in order to get our feet moving more and to get everyone to crash the boards, after switching to man to man we really started pressuring the ball and forcing turnovers which resulted in us getting transition points, we started to attack the inside and our posts stepped up and really started to score and clean up the boards.” This week the Pirates were slated to host Kee High on Tuesday at home and will also be at home on Friday as they play Turkey Valley.

beef weigh-in will be December 17 Clayton County 4-H and FFA members planning to exhibit market beef projects during 2017 need to have their animals weighed and ear tagged to make them eligible for competition according to Tammy Muller, County 4-H & Youth Program Coordinator. The weigh-in will take place on Saturday, December 17, 2016 at the Edgewood Livestock Commission in Edgewood from 8:30 a.m. until 11:30 a.m. A maximum of 10 head can be identified. State Fair qualifying animals will be retinal imaged starting at 9:00 a.m. The state fair scanning will have a fee. Market beef classes for the

2017 Clayton County Fair will be in three divisions--Market Steers, Market Heifers, and Straight-Bred Dairy Market Steers. County fair classes within each division will be established from the beginning weights (weight of the calves on December 19, 2015). The beef show at the county fair is scheduled for Friday, August 4, 2017. Coach Schultz said, “ The goal as a team going into Saturday was to win the tournament as 2007 was the last year we had done that. We knew we were going to have to wrestle hard all day. We came up two matches too short and finished in second place by nine points. Yet, we still had a lot of good things happen. As a coaching staff we were pleased. Three junior varsity wrestlers participated in the Jesup tournament on Saturday, Sabino Childel, Wilmer Soy and Isaac Steffans. Each of the guys wrestled three matches and fought hard in each bout. Chilel won all three of his matches by pinning each wrestler he faced. As a first-year wrestler, he is off to an excellent start. Soy pinned two of three opponents and Steffans wrestled tough in each of his matches as well.

The wrestlers opened the season at home with duals against Oelwein, Waukon and Nashua-Plainfield. Assistant coach Bobby Schultz said, “We went 1-2. We beat Nashua Plainfield, lost to Oelwein and Waukon. Waukon was a fairly close dual as well. It was great to get a win at home. The guys came through and got the pins where we needed them. Roberto Lopez got a pin and sort of got the momentum going and the guys built off it and kept things rolling. Mac Hughes and Uvaldo Camarillo went 3-0 on the night. Lopez and Raymond Reinhardt went a combined 3-0 at heavyweight. They both had pins on the night.
