Farmland values continue slip
$1.00
“The golden era of phenomenal, yet abnormal growth in farm income and land values, as we saw from 2006 to 2013, is already behind us.” by Rick Patrie News Editor AREA – Hardin County roughly tracked the state averages when Iowa State University’s annual survey of land value trends came out this past week. Hardin County ‘average’ land was listed ate $7,883 an acre in November of 2016, down from $8,438 estimated in November of 2015, a decline of 6.57 percent. Neighboring Grundy County saw a 6.88 percent drop, from $9,183 to $8,552. The survey always notes that the price of any real world piece of land is a function of the local market and conditions unique to it, but the averages are based on identical criteria and so do give an indication of the trends in farmland for particular counties. And the survey makes one stark observation statewide. Land values have shown a decline for the third year in a row — the first time this has happened since the 1980s farm crisis. Statewide the current estimate is $7,183 per acre. The statewide per acre value declined $449, or 5.9 percent, since November 2015. Farmland values hit a historic high in 2013, says the report, but have steadily declined since then. The statewide average value for an acre of farmland is now about 17.5 percent lower than 2013 values. Land values were determined by the 2016 Iowa State University Land Value Survey, which was conducted

in November by the Center for Agricultural and Rural Development at Iowa State University and Iowa State University Extension and Outreach. Results from the survey are consistent with results by the Federal Reserve Bank of Chicago, the Realtors Land Institute and the US Department of Agriculture. Wendong Zhang, assistant professor of economics at Iowa State University, led the annual survey. The $7,183 per acre, and 5.9 percent drop in value, represents a statewide average of low, medium and high quality farmland. The survey does also report values for each land quality type, crop reporting district (district hereafter) and all 99 counties individually. Average farmland values hit a historic peak of $8,716 per acre in 2013, but declined 8.9 percent in 2014, 3.9 percent in 2015 and have now fallen an additional 5.9 percent. “The golden era of phenomenal, yet abnormal growth in farm income and land values, as we saw from 2006 to 2013, is already behind us. The land market is going through an orderly adjustment while the U.S. agricultural sector, a competitive industry, is trying to adjust to the old normal of zero industry-wise net profits,” said Zhang. “For a pessimist, there are reasons to worry, especially for landowners and/or producers who are overleveraged. For an optimist, this (continued on page 3)
Letters to Santa are newspaper new feature
By Rick Patrie News Editor ELDORA – In Friday’s paper you will find this year’s complement of Christmas Greetings sponsored by area merchants and advertisers. And you will find a difference. The greetings will be more traditional, and this year the annual Christmas contribution of area school children will come in the form of Letters to Santa. It has been a long time since we have taken an inventory of the kid’s wishes, and it’s eye opening – surveying the sampling of letters (which pass across our desk before they were forwarded on to the North Pole.) Preschoolers wanted everything from ponies to chickens, and even the eggs that preceded the chicken. The kids could be quite formal in their requests. “I am thankful for all of your business,” one told Santa. Of course, someone always asked
Santa if, in fact, reindeer really could fly. Occasionally a child was really practical. One told Santa, bring me a new bed for Christmas. “And a good night’s sleep.” Kids wanted Santa to bring dinosaurs, cake, cowboy boots and trucks and trailers – little ones, and full sized with a full tank of gas. And that was just a preschooler. The kindergarten children also finessed Santa. “I love you. I love you. I have missed you all year. “Dad needs new shoes. One child familiar with Christmas a while ago shrugged and fessed up in his letter to Santa: “Will I get coal?” “I think so because I have been bad at home. Not one to dwell on the downside, he quickly adds, “School is great… though. “By the way does my handwriting (continued on page 4)
This year’s Christmas December 23 Christmas edition is a change of pace, to include letters to Santa.

Eldora man arrested after confrontation with county sheriff
By: Rob Maharry Staff writer ELDORA – Benjamin Massengale, age 26, was charged with Assault on a Police Officer (a Class D felony), Fifth Degree Criminal Mischief (a simple misdemeanor) and Interference with Official Acts for his confrontation with Hardin County Sheriff Dave McDaniel at the Hardin County Jail on Tuesday at about 11:45 a.m. According to McDaniel, Massengale became combative and attempting to flee custody. McDaniel showed
up to Wednesday morning’s Board of Supervisors meeting with a fresh black eye, but he noted that it was far from the first episode that had gotten physical during his four-year tenure as the chief law enforcement official here. “You just try to be as best prepared as you can, and you’ve kind of got to expect the unexpected,” he said. “You just use the amount of force necessary to overcome resistance.” Massengale’s warrant was for Failure to Appear originating from a charge of fourth degree theft. Bond
has been set at $1,000 cash only for this incident, and bond for the previous charges is set at $2,000. At press time, he remained in jail, and a trial is scheduled to begin next month. McDaniel is well aware that in his line of work, these occurrences are quite common. Thus, he seems to be taking it all in stride. “I don’t think there’s probably anybody (in my department) that hasn’t had a physical altercation,” he said. “I don’t ever take it personally.”

Farmland values continue drop (continued from page 1) decline is still modest, and the probability of a replay of the 1980s farm crisis is low.” Zhang said the likelihood of another farm crisis is low due to steady farm income accumulation before the downturn, a stronger government safety net and an overall lower debt level in the agriculture sector. Starting in 2004, several factors, including the ethanol boom and historically low interest rates, drove five consecutive years of doubledigit growth in average farmland values. By 2008, average values were almost 70 percent higher than
2004, and by 2013, average values were over 230 percent higher than 2004 values. While they have declined three years in a row now, average values are still 173 percent higher than 2004. The decline didn’t come as a surprise for some — in November 2015, over 75 percent of ISU Land Value Survey respondents thought land values in their territory would continue to decline in 2016. The majority predicted the decline would be either less than 5 percent or between 5 and 10 percent, which is consistent with the 5.9 percent decrease reported by the 2016 ISU survey. “Looking ahead, land values might continue to adjust downwards in the next year or two,” said Zhang.
Historical perspective “For a pessimist, there are reasons to worry, especially for landowners and/or producers who are overleveraged. For an optimist, this decline is still modest, and the probability of a replay of the 1980s farm crisis is low...” (from the ISU land values survey for 2017.) A check of the figures shown here gives some indication of just how much has changed in the land value story. The numbers are average land values per acre going back into the 1960s. The numbers show some marked increases in the early and mid 1970s, and then the famous Ag Crisis drawback in the early 1980s. The Period ran clear up until the late 1990s before all the losses were recouped. Rates were more stable up until the latest runup in values which really evidenced after 2010 and is only now in the third year of another reversal.
“This is consistent with the stagnant corn and soybean futures prices and potential rise in interest rates; however, many respondents to the ISU survey are hoping for the market to rebound in three or four years.” Land Values by County All 99 counties reported a drop in average land values this year. For the fourth year in a row, Scott and Decatur counties reported the highest and lowest farmland values, respectively. Decatur County reported a value per acre of $3,443, a loss of $71, or about 2 percent, from last year’s report. Scott County reported a value of $10,335, a decrease of $583 per acre, or about 5.3 percent, close to the statewide average decline of 5.9 percent.
Plymouth and Sioux counties reported the largest dollar decrease in values, $747 per acre, and Monona County reported the largest percent decline in values, 8.4 percent. Decatur County reported the smallest dollar decrease, $70 per acre, and Decatur, Appanoose, Wayne, and Lucas counties all reported the smallest percent decrease in average values, at 2 percent. Land Values by District All nine districts reported a loss in average land values in 2016. The highest average land values were reported in the Northwest district, at $9,243 per acre. The lowest average values were reported in the South Central district, at $4,241 per acre. The largest district-wide decrease in value was in West Central Iowa, which reported a drop of 8.7 percent, bringing farmland values there down to $7,358 per acre. The smallest decrease was reported in the Southeast district, 2.6 percent, bringing values there to $6716 per acre. Values by Land Quality Low-quality land in the Southwest and South Central districts were the only areas to show an increase in average values, reporting gains of 2.9 and 5.2 percent, respectively. Zhang says that the increase is due to strong recreational demand and high Conservation Reserve Program payments. Statewide, low quality land declined the least, $169 per acre, or 3.5 percent. Medium quality land declined $422 per acre, or 5.9 percent. High quality land statewide declined the most per acre, losing $606, or 6.5 percent, of its value. The statewide averages per acre for low, medium and high quality land are now $4,665, $6,705 and $8,758, respectively.
Factors Influencing Land Values The most common positive factors influencing land prices noted by survey respondents were low interest rates, strong crop yields, limited land supply and strong demand. The most commonly cited negative influences were lower commodity prices, high input prices, livestock losses, weak cash rental rates and a weakening global economy and stock market returns. The ISU Land Value Survey was initiated in 1941, the first in the nation, and is sponsored annually by Iowa State University. The survey is typically conducted every November while the results are released every mid-December. Only the state average and the district averages are based directly on the ISU survey data. The county estimates are derived using a procedure that combines the ISU survey results with data from the U.S. Census of Agriculture. The ISU Land Value Survey is based on reports by agricultural professionals knowledgeable of land market conditions such as appraisers, farm managers and agricultural lenders, and actual land sales. It is intended to provide information on general land value trends, geographical land price relationships, and factors influencing the Iowa land market. The 2016 survey is based on 518 usable responses providing 711 county land values estimates. Forty-eight percent of respondents answered the survey online. CARD offers a new web portal at http://www.card.iastate.edu/ farmland/ that includes visualization tools, such as charts and interactive county maps, allowing users to examine land value trends over time at the county, district, and state level

Steamboat Rock Library Happenings Our library is excited to inform you that author Jean (Vande Voort) De Vries will be here (511 West Market Street) on Thursday, Dec. 29 from 1 to 3 p.m. Her recently published book, Bestow on Us your Grace, is her first. She will tell us a little about the publishing process and give us an inside look at her novel. Lunch will be served. Everyone is welcome at this come and go event. Jean, daughter of Philip and Dar Vande Voort, was born and grew up in the Eldora/Grundy Center area and attended Timothy Christian School of Wellsburg. Her teachers always encouraged her to write, and when taking a writing class at Dordt College, taught by author James Schaap, she was encouraged to keep writing every day and then look into getting published. Jean now lives in Pella with her husband and three young children and is a stay-at-home Mom and manager of chaos for her family, as well as being active in her church. Always interested in living simply, Jean enjoys Amish Christian fiction,
and she had an idea for a novel when she was driving through Amish country and saw a young boy standing outdoors, gazing at the sky. He became Silas, one of the main characters in a novel Jean wrote. After “sitting on” the novel for a few years, Jean noticed that The Write Place, a publisher in Pella, was having a writing contest, and the winner would get to have his or her book published. Jean entered and won, and now her book, Bestow on Us Your Grace, has been published. It is available online through either Amazon or Barnes and Noble. In the book, Kirsten Walker’s life is anything but picture-perfect. Facing an unplanned pregnancy at 18 makes the picture even bleaker. But when Silas Miller, her Amish neighbor, steps into her life, she finds an unexpected source of hope. As Kirsten learns more about Silas, his people, and his God, will her eyes open to the way her own life is being shaped into a work of beauty? Plan on visiting with Jean on Thursday, Dec. 29, here at the

quotes for the spreadsheet with some estimating, but all the numbers should be close. The numbers he has are for just the building cost and does not include any architect or engineer cost. The proposal to remodel Tri-Rinse would cost between 1.1 and 1.3 million with two different options. The next proposal was to put up a steel building and roof at an estimate of 1.2 million. next steve said a brick and mortar building would be an estimate of 2.1 million and if the same building was done with the bays done by another party the estimate would be reduced to 1.7 million and the cost be higher if brick veneer was used. Then steve talked about remodeling the Hospital and that cost would be estimated a little over 1 million and to refurbish the hospital, the cost would be about $700,000.00. Council member Hoy was asking what was the big different between the estimate of 2.6 million they received from a different company and steve’s numbers and steve said the dirt work they had at 200/ sq. foot vs steve at 80/sq. ft., remodel work they had at 180/sq. ft. vs steve’s quote at 100/sq. ft. steve said the 100/sq. ft. quote was from a contractor from Des moines who has done this before and charges $500.00 to look at a building and give you sworn contract statement. Council member Hoy thought we should have the Hospital looked at again by the contractor from Des moines and Council member Johns made a motion to rescind the motion from nov. 28 to have the CmBa architects look at Tri-Rinse and not to do the soil testing on TriRinse, second by mitchell. Roll call vote: “ayes” Hoy, John, Johns, Brekke and mitchell; “nays”: none; absent: none. motion carried unanimously. Celebrate New Year with First Day Hike DES MOINES- Free, guided hikes will take place in 25 Iowa state parks on New Year’s Day as part of America’s State Parks First Day Hikes initiative. All 50 states will participate in the sixth annual national event that encourages everyone to celebrate the New Year with a guided outdoor exploration. “We are excited to host First Day Hikes again as part of this effort to get people outdoors and into our parks,” said Todd Coffelt, chief of the Iowa Department of Natural Resources State Parks Bureau. “These hikes are a great way to get outside, exercise, enjoy nature and welcome the New Year with friends and family.” Last year, more than 600 people began the year in an Iowa state park, hiking more than 1,100 total miles. “And we had participants ranging in age from eight weeks to 80-plus years,” adds Coffelt. Hikers can expect to be surrounded by the quiet beauty of nature in winter, and experience spectacular views, beautiful settings and the cultural treasures offered by Iowa’s state parks. Staff and volunteers will lead First Day Hikes in Iowa’s 25 participating state parks. Hikes will average one to two miles or longer depending on the location. Details about the hikes can be found at www.iowadnr. gov/firstdayhikes and to see a comprehensive map of First Day Hikes across the country, visit stateparks. org. Participants are encouraged to share their adventures on social media with #FirstDayHikes. Iowa First Day Hikes will take place at the following times at these 25 state parks: Northeast: Pine Lake State Park, 9 a.m. Cedar Rock State Park, 1 p.m.
Lake Macbride State Park, 1 p.m. Maquoketa Caves State Park, 1 p.m. Mines of Spain State Recreation Area, 1 p.m. Pikes Peak State Park, 1 p.m. Pleasant Creek State Recreation Area, 10 a.m. Yellow River State Forest, 10 a.m. Northwest: Brushy Creek State Recreation Area, 11 a.m. Dolliver Memorial State Park, 9:30 a.m. Gitchie Manitou State Preserve, 1 p.m. Ledges State Park, 11 a.m. Lewis and Clark State Park, 9 a.m. McIntosh Woods State Park, 1 p.m. Prairie Rose State Park, 5:30 p.m. Springbrook State Park, 10 a.m. Stone State Park, 10:30 a.m. Southwest: Green Valley State Park, 10 a.m. Lake Anita State Park, 9 a.m. Waubonsie State Park, 1 p.m. Wilson Island State Recreation Area, 1 p.m. Southeast: Honey Creek Resort, 1 p.m. Lacey-Keosauqua State Park, 10 a.m. Lake Darling State Park, 10 a.m. Walnut Woods State Park, 9 a.m. “America’s state parks provide havens for young and old alike to explore the beauty and serenity of nature through outdoor recreation,” says Lewis Ledford, Executive Director of the National Association of State Park Directors. “Hiking offers inspiring ways to improve your physical and mental health, while discovering beautiful public lands in every state.” Last year, more than 55,000 people participated on guided hikes that covered over 133,000 miles on 1,100 hikes across the country.

Storm matmen power past two more opponents by Scott Bierle Sports Editor PARKERSBURG- The win count climbed for the South HardinBCLUW wrestling team with two more North Iowa Cedar League victories here Thursday. The Storm improved to 6-0 in the conference and a lofty 13-1 overall with dual wins over GRNT, 46-30 and Aplington-Parkersburg/Grundy Center, 60-21. Six matmen registered 2-0 records for SH-BCLUW led by Ryland Duchane at 160-pounds and Caleb Engle at 195 with two pins each. Duchane posted two first period pins in 1:14 and 40-seconds, while Engle flattened foes in 4:14 and 1:25. Duchane reached the 100-win milestone with the two falls, improving to 16-2. The senior started the season with a career mark of 84-51 after going 32-17 as a junior, 30-31 as a sophomore and 22-13 as a freshman. “It is a big accomplishment for Ryland. He has earned his wins at some tough weights between 145 and 170 over the years. He showed some good aggressiveness tonight and we need to continue that,” stated

The Storm scored 18 points over the final three weights to rally past Gladbrook-Reinbeck/North Tama. Kolthoff started the late spurt with a pin in 41-seconds followed by forfeits to Showers and Anderson. A forfeit at 220-pounds and then a last second three-point nearfall by Tanner Calderwood scored a 7-4 win over R. Fuller at 285 and built the Tigerhawks a 30-28 lead. Earlier point producers for the Storm were falls for Gunderson in a quick 17-seconds, Duchane in 1:14 and Engle in 4:14; a 17-7 major decision for Ralston and a forfeit for Allen. “We did not wrestle well against GRNT. We left a lot of points on the mat. We were not focused,” noted Olson. He added that changed for the A-P/GC meet. “We had a little chat in the locker room between duals and we got refocused. We came out and dominated in that second match.” SH-BCLUW claimed 10 of the 14 weights against the Falcons, including nine of the final 10 after the hosts opened an early 15-6 advantage. The 10 wins were eight falls and two forfeits. Showers’ fall in just nine-seconds led the pin parade followed by first period pins for O. Fuller in 25-seconds, Duchane in 40-ticks, R. Fuller in 1:05, Engle in 1:25 and Allen in 1:36. Richards won by fall in 5:22 and Willett in 5:47. Awarded forfeits were Kolthoff and Anderson. Showers leads the Storm’s win list at 17-1. After Duchane’s 16-2, Kolthoff stands 15-3, and Willett and O. Fuller 14-4 with 10 pins apiece. GRNT opened the triangular with a 45-29 victory over A-P/GC. South Hardin-BCLUW will be tested tonight (Tuesday) in a conference double-dual at Conrad with Denver-Tripoli and Wapsie Valley.

Duchane, Showers join century club by Scott Bierle Sports Editor ELDORA- In a span of six days the South Hardin-BCLUW wrestling team celebrated two 100-match winners. Senior Ian Showers reached the century mark last Saturday at the Central Springs Invitational in Manly, and then Thursday at Parkersburg, senior Ryland Duchane hit the milestone. Showers needed 13 wins at the start of the season and after two wins Thursday is 17-1 and 104-44 overall. “It feels good to get 100. I did a silent victory for a moment after the match,” said Showers. Showers noted he did not wrestle until he was a freshman in high school and only then on a dare. “A family member dared me to go out for wrestling, I did and made varsity.” Showers high school career started at Clarke of Osceola in southern Iowa before transferring to BCLUW during mid-season of his sophomore year. He went 31-13 as a freshman, 26-16 as a sophomore and his junior campaign

that concluded at the state tournament, ended 30-14. Showers wrestled at 106-pounds as a frosh and is now in his third year at 113-pounds. Showers noted he plans on wrestling in college at William Penn in Oskaloosa. Duchane joined the 100-win club with back-to-back first period pins Thursday against GRNT and Aplington-Parkersburg/ GC. He is currently list No. 10 in Class 2A at 160 pounds. Duchane entered the season at 8451 and in need of 16 wins. He now stands 16-2, following campaigns of 22-13 as a freshman, 30-21 as a sophomore and 32-17 as a junior. Over half of his wins have been by pins with 59, including 23 as a junior and 20 as a soph. By year, Duchane wrestled at 145-pounds as a frosh, 160 as a soph, 152 as a junior and now back at 160. Duchane, who started his wrestling career as a five-year-old, credits Bill Grothoff with getting him interested in the sport. Grothoff is currently a volunteer assistant for the high school and has been a long-time youth wrestling coach in Eldora. Duchane and his work-man-like style noted win No. 100 was just another win. “To me it is just another match. You go out, get it done and prepare for the next match.”
