Sheriff Richtsmeier celebrates retirement Friends, family, and colleagues gathered to celebrate the retirement of Sheriff Larry Richtsmeier at the Franklin County Law Enforcement Center on Monday. Fellow law enforcement officers came
from across North Iowa to congratulate Richtsmeier for his 35 year career, punctuated with Director Jim Saunders of the state’s Investigative Operations department presenting Richtsmeier with a Cer-
tificate of Distinguished Service. Richtsmeier is looking forward to his retirement, where he plans to keep busy by spending time with his grandson, Tucker Ubben.

BY ZACH CLEMENS The T special election in Meservey onn Tuesday, Jan. 3 is set with nine candidates caan filing to be on the ballot before beefo the Dec. 9 deadline. In I recent months three different City Ci Council members and the Mayor resigned for various reasons. It was decided by the remaining Council members, with input from Cerro Gordo County Auditor Ken Kline, that a special election should be held to elect new city officials. Lori Schmale is the only candidate on the ballot for mayor. For the Council seat ending on December 31, 2017, there are three candidates: Keith Johnson, Cyneva Zoe Myers and Mary Thome. There are five candidates vying for two Council seats with terms ending on Dec. 31, 2019. Ben Allbee, Beth Avery, Denis Avery, Richard E. Harman and Monte Schmale are all on the ballot for the two positions. See MESERVEY: Page 10
Jan. 15 deadline for FC Community Foundation Grant applications The deadline to submit grant applications to the Franklin County Community Foundation 2017 grant cycle is midnight (CST) Jan. 15, 2017. The online grant application and grant guidelines may be found on the Community Foundation’s website at www.franklinccf.org. Grants are awarded to nonprofit and government entity projects impacting Franklin County in the areas of art and culture, community betterment, education, environment, health, historic preservation and human service. Grant recipients will be announced in March 2017. First-time grant applicants should contact Dotti Thompson, Program Manager, (319) 243-1358 prior to submitting an application. Grant applicants must be a 501(c)(3) designated organization (or government entity) serving Franklin County in order to be considered for funding. ‘The One and Only Santa Claus’ a success for FCAC and Franklin County Players BY ETHAN STOETZER he Franklin County Arts Council and Franklin County Players presented “The One and Only Santa Claus,” right in time for the holiday season, the weekend of Dec. 10, to a packed crowd Saturday night. Assistant Director and Actress Wendy Buseman said that the play was selected for the winter production because of it’s structure around multiple scenes and characters. “They’re sketches, and you could do as many as you wanted,” Buseman said. “It involved so many people and scenes.” Buseman explained that the goal of the winter play was to get as many children as possible involved with acting. The last three years’ plays involved children, in order to give middle school-aged students a chance to try out the arts. Because Hampton-Dumont middle school does not have a theatre department, students need to wait until high school to try acting.

West Fork Board of Education joint venture with Mason City BY ZACH CLEMENS The West Fork Board of Education approved a consortium with the Mason City Community School District to jointly administer an instructional special education program at Pinecrest School. Pinecrest School in Mason City gives special instruction to students who need more support and help than a public school can provide. “Pinecrest has been a real successful program for us,” West Fork Superintendent Darrin Strike said. “I can think of a number of students who went through that program that are doing well in our school right now.” Strike said that West Fork would pay Mason City to help with the cost of running the program, which can be “significant.” West Fork then gets reimbursed down the road. High School guidance counselor Jen Knudson has submitted her resignation to the Board to be done with her position at the end of the semester. See WF BOARD: Page 4

BY ZACH CLEMENS On Thursday, Dec. 15, the West Fork Elementary presented their holiday music program entitled “Reindeer Games” to a packed crowd in Rockwell. The Preschool kicked off the evening with a rendition of “Eight Little Reindeer,” “Reindeer Pokie” and “Jingle Bells.” The second-graders were next with a mix of classic holiday songs like “Rudolph the red-Nosed Reindeer” and “Jingle Bell Rock,” with a Christmas themed recitation of the alphabet sprinkled in. The West Fork third-graders came out dressed for the occasion in their best Christmas pajamas, singing hits like ‘Frosty the Snowman” and reciting “Twas the Night Before Christmas.” The fourth-graders ended the show with a short play Adorned with reindeer antlers, elf hats, Santa hats and a few beards, the fourth grade students at with spoken and sung parts entitled “How to Train Your West Fork concluded the elementary Christmas concert with a short play entitled, “How to Train Your Reindeer” on Thursday, Dec. 15 ZACH CLEMENS PHOTO Reindeer.”

DECEMBER 27, 1956 Personal fouls and free throws were the determining factor in the Sheffield Diggerette and Fertile girls’ basketball game played on the Fertile floor Friday night. The Diggerettes dropped in 10 of 20 gift shots for a 50 per cent average while the host club made 5 of 11. Both teams made 18 field goals. The winners were charged with 8 personal fouls and the home team 12. The contest was close all the way with the Diggerettes managing a narrow lead at the quarter time 9-6, 23-17, 33-27 and the final 46 to 21. Coach Dale Langmann stated that the game could have gone either way. This was the second win for the Diggerettes in North Star conference play and places the team in second place in the conference race. Fertile’s Purcell with 25 points topped the game scoring. Her teammates Jenkins tallied 10 points and Vaage 6. Suby failed to score. Johnson, Haugen and Tweed were in the defensive zone. Karen Harper paced the Diggerette offensive with 18 points. Shirley Schaefer made 16 and Phyllis Hawke 12. Each of the Sheffield forwards made six field goals. Phyllis Berndt, Nancy Schumacker, Sharon Blankenship and Marlys Beyer held down the defensive posts. Sheffield Claydiggers won their third North Star conference basketball game Friday night when they went to Fertile. It was a hard-played nip and tuck contest that gave the offensive edge to the host club for three quarters, only to have the Claydiggers hit seven seven field goals and four free throws, in the final period while Fertile lads settled for nine gift shot tallies. The score at the rest periods read 15-16, 32-32, 50-54 and the final 68-63. It was either team’s ball game all the way.
Fertile would pull out in front only to have the Claydiggers tie up the count and take the lead, then have the tally seesaw again and again. Two of Fertile’s best hit the five-foul barrier in the final frame. With two minutes of play remaining Sheffield trailed 62-63. They swished in a field goal and four penalty shots to gather in the win. The Claydiggers potted 26 field goals and made 17 of 27 free throws while being charged with 20 personal fouls. Fertile boys pumped in 17 field goals and had the high free-throw record of 29 made and only six missed. The last 11 points Fertile scored were via the charity lane route. The Fertile team committed 16 personal fouls. Mike Rawson with 8 field goals and 4 of 8 free throws paced Glenn Wehrkamp’s squad with 20 points. Don Wearda made 17 points on 4 field goals and 9 of 11 from the protected line. Chuck Crawford potted 14 points, Larry Peter 8, Ray Oelkers 5, and Buddy Roggeman 4. Four of the boys held a four penalty handicap. Fertile players split scoring honors close to even making them a hard to handle aggregation. Steve Haugen, Halverson, Gene Hall each tallied 14 points, closely trailed by Daniels with 13. Jerry Ouverson, guard, planted 8 of 9 free tosses for his 8 points. Allen Suby and Burtness, who replaced Hall and Haugen, failed to score. Edwin Kugler is at Oshkosh, Wis., where he is spending 10 days at the home of his brother and family, Mr. and Mrs. Burton Kugler, during the holiday season. Mr. and Mrs. Ernest Wiele and family spent the Christmas holidays with her brother, Lee Pennell, in Omaha, Nebr., and will return home today, (Thursday).
Gordon Zimmerman of Boone was a Christmas Day visitor at the home of his parents, Mr. and Mrs. George Zimmerman, and family. Mr. and Mrs. G. H. Storck, Mrs. Elizabeth Storck and Mrs. Lula O. Storck spent Christmas Day at the Esslinger and Mullan home in Clear Lake. Mr. and Mrs. Carl Beyer, Marlys and Dennis, were Christmas Day guests at the home of Mr. and Mrs. Leslie Neve. Mrs. Anna Beyer of Latimer was also present. Mrs. John Esslinger and Mrs. Lillian Sherrett of Omaha, Nebr., were Christmas day dinner guests at the home of Mr. and Mrs. Walter Bielefeld. Mr. and Mrs. Eugene Sukup and family were also guests at the Bielefeld home on Christmas day. DECEMBER 29, 1966 Friday night at the climax of the pre-Christmas program, the theatre party, compliments of the Farmers Hardware & Electric, was well attended by adults and youths of all ages. At the end of the free show announcement of the awarding of free gifts was broadcast over the amplifying system and a period of 15 minutes elapsed before the selections were made. Receiving the two tape recorders, and selected first for the Activity group awards, were Mrs. Julias Van Blaricom and Mrs. Ray Grabbe. The other 20 awards were furnished by individual local business firms as follows: Five large size lounge pillows to Fred Schoning, Lorraine Jones, Maxine Groesbeck, Mrs. Edward Schwierjohann and Marilyn Sheahan, compliments of B & W. Ed Kammrad received three pairs of ladies’ hose furnished by Schaefer’s Store. Mrs. George Schroeder was awarded a heating pad from Bokmeyer Drug. Frederick Wix received a table lamp from Rodruck Variety Store. Harold Oehlert, the only double winner, received a Sunday dinner for two compliments of Midtown CafÊ, and a 25-ft. garden hose from D & D Sales, Inc. Schreiber has finished nine weeks of basic training and four weeks of advanced training. He will report Jan. 11 to his Marine base at San Diego for one more week of advanced training and will then be stationed at the El Toro base, Calif. After the first phase S-C led 18-8, expanded that to 32-22 at half and cruised out 51-33 after three. The forward court was led by Denise Harper who hit on 13-17 from the field and a hot 7-8 gifters for 33 points in addition to collecting seven offensive bounds, one fine performance. Cheryl Smit her high of the year as she chipped in 20 big ones, hitting 7-16 fielders and a very blistering perfect 6-6 charity shots and adding four nice bounds to her stats. . Jana Heuberger chipped in a nice eight points, hitting 2-10 fielders and a nice 4-6 gifters. Jeri Anderson added four points hitting 2-9 fielders. The team hit a very nice free throw percentage as they dropped in 85% of their attempts. The guards played superbly as they dominated their end. Tracy Blood had nine big ones off the glass, four steals and one blocked shot for a nice performance. Mollie Norris hustled and fought her way to seven sneaky steals and had two bounds in a fine display of â&#x20AC;&#x153;Dâ&#x20AC;?. Diane Dohlman throttled her gal, came up with five nice bounds and three blocked shots in a fine â&#x20AC;&#x153;Dâ&#x20AC;? showing. Penny Etnier and Patti Eckard both came off the bench and attacked in grand style, each grabbing three off the boards and two steals. Deanne Hubka chipped in with one nice bound to round out the defensive stats. The win puts S-C at 1-2 in the North Star Conference and 2-4 overall. Approximately 500 persons attended the open house Appreciation Christmas coffee in the Sheffield Savings Bank on Friday, Dec. 19. Patrons enjoyed the cookies, coffee and hot cider served during the day. Winners of the turkeys were: Norma Bolk, Sharon Traurig, Yvonne Wiele, Ruth Dutcher, Mrs. Orville Endriss, Millie Schroeder, Esther Humburg, Becky Tull, Lidia Zimmerman and Janice Meyer. Itâ&#x20AC;&#x2122;s been another good week. As Iâ&#x20AC;&#x2122;ve said many times before...just being here to write this makes it a good week! Being busy also is a good thing. Lots of time spent on the phone and at the newer press. The phone can sometimes cause me to lose more hair! Those without a landline (me included!) can cause me a lot of time. Sometimes three/four calls to others to get a cell phone number. I think I have may have used a couple of words that Iâ&#x20AC;&#x2122;m not very proud of! I think I have also used a couple of words I have never heard before! The telephone calls all made and headed to the back of the shop to print, perforate, etc. Spent time here at the office due to the weather, and getting tired of talking to myself at home. It wasnâ&#x20AC;&#x2122;t so bad Friday night and Saturday...but Sunday I started to answer myself! And I started to sing along with the Christmas music. Talk about a terrible voice...I got one! One thing about being here at the office on the week end...I do get ahead of the game for the coming week. At least thatâ&#x20AC;&#x2122;s the plan. But...it doesnâ&#x20AC;&#x2122;t always work out that way! But it beats being parked in front of the TV! And cleaning house! My project for here at the office: to get rid of stuff that hasnâ&#x20AC;&#x2122;t been used for years! (No, not me!) I just need permission from those with the power. And also the time to do the job! Oh, and also to get rid of the snow in the back yard! Looks more and more like a Spring job! Home...as you may have already picked up on...I spent a lot of time there over the week end. House is clean...except for the vacuuming. I did get the vacuum out and it sits in the corner ready to go to work. (Now to find someone to use it!) Friday evening spent housecleaning and watching some TV. Boring! Hit the sack early...only to wake up at 6:00 a. m. Saturday morning. A look out the window and a peak at the thermometer...and decided it will be another day in the hacienda! Mid-morning and decided that it was time to wrap Christmas presents. Not one of my favorite jobs...but still better than shopping. A few hours later and the job completed, hopefully the right gifts in the right pile for Lidia, Angie, Nic and Shirley, and a couple of miscellaneous. It wouldnâ&#x20AC;&#x2122;t be good to have Nic open something from Victoriaâ&#x20AC;&#x2122;s Secret. Or would it? Nah, better not! I do have something yet to purchase... more for Lidiaâ&#x20AC;&#x2122;s stocking. But what? Gifts wrapped and decided to head up here to the office for a while. A couple hours later and back home for more excitement...thatâ&#x20AC;&#x2122;s sarcasm! Grabbed the dust rag and Pledge and finished the cleaning. A couple of shows on the tube and headed to bed early. Then a repeat of the 6:00 a.m. bit Sunday morning. The weather outside not quite so frightful! Cleaned up and headed back here to the office to do my best to match the childrenâ&#x20AC;&#x2122;s pictures that I took Saturday morning at the Community Club breakfast and childrenâ&#x20AC;&#x2122;s pictures with Santa, with the right names! That accomplished (correctly, I hope!) and headed to Meservey to pick up something I had ordered. Back home and off to Manly to pick up Shirley and back to Mason City for some shopping and dinner/supper. From getting in and out of the car, weâ&#x20AC;&#x2122;re completely frozen! Back to Manly and watched TV for an hour or so...and I headed back to Sheffield. 6:00 a.m. rolled around Monday... and once again Iâ&#x20AC;&#x2122;m wide awake! Iâ&#x20AC;&#x2122;m thinking...this has got to stop! Came to work about 7:30 and settled in for a long winterâ&#x20AC;&#x2122;s nap. (I shouldnâ&#x20AC;&#x2122;t say that... the boss might believe it!) It is now Tuesday a. m., and Iâ&#x20AC;&#x2122;m expecting a phone call soon asking where in the heck is my article! If I hurry itâ&#x20AC;&#x2122;ll be there before she calls. Be good, Kids! Itâ&#x20AC;&#x2122;s Showtime! P.S.: The Merchants Adult Christmas Party, that was cancelled Saturday, will be held Friday, Dec. 30 at 1 p. m., at the First Grace Baptist Church in Sheffield. Everyone is invited to attend. Gosh is it Monday already and now we have to go back to work in the Den II. Seems like we just got off work and goodness here come the boys with daggers in their eyes, zest for success and sweaty palms ready to begin pegging and counting. Jubilation echoed throughout the walls many encouraging but more of the opposite. We were just ready to deal when the door opened and this THING walked in, it looked like a combo of big foot and the abominable snowman. Upon unveiling, it was old trapper himself Billy Bob Nolte in his TRAPPER HAT. It was a typical Monday; hilarious situations brought much loud boisterous laughter and many deep digs. Why Tommy me man Severe had smoke rolling out of his ears as he was thumped three games in a row. His rebuttal was, â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m sitting out the next game Iâ&#x20AC;&#x2122;m tired of this ____.â&#x20AC;? Well it was something like that. Old Billy Bob Nolte there was riding poor Cliffie Boy Cameron with some insinuations that Cliffie likes to blame and lo and behold it was he who caused a loss. Billy jumped up from his chair hustled outside to see if there was a star in the east!! Darwin old Meyer asked Slagle what to do when your chair breaks. Old Dally not to be bested said, â&#x20AC;&#x153;Call a chairman.â&#x20AC;? These boys are sharp oh yes they are. Old Davey ze man Levitt B section in math said geometry is shaping his life. Okay moving on to cribbage Ronski old Ron Symens right in there in his quiet and subdued manner kept pegging and pegging and pegging until Slages slammed his cards down and said, â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s enough canâ&#x20AC;&#x2122;t you just once said go?â&#x20AC;? Of course Ronnie dah man just chuckled like tee-hee and hee-hee! Ronnie me man Symens was having such bad luck he said he was going to go home and kick the dog, but whoa he said he doesnâ&#x20AC;&#x2122;t have a dog. The boys are paranoid about pairing an opponent when they only need a few to go out to ward of a triple. In fact the saying now is, â&#x20AC;&#x153;Donâ&#x20AC;&#x2122;t do that Ned will be ahh mad or something like that and heâ&#x20AC;&#x2122;ll call you a dumb-dumb or something like that. It was the day we all look forward to when Ronnie and Donna enlighten our taste buds with homemade ice cream. Some of the boys were so excited they forgot and ended up with brain freeze and hollering like crazy with the pain it created. Roger Madsen had to leave early thank goodness as he downed three bowls in about five minutes. The ice cream was awesome per usual so salute to the Symens duoâ&#x20AC;Ś.you done good!!! The boys do get impetuous from time to time itâ&#x20AC;&#x2122;s not that mind winning they just hate losing. Finally old Davey Boy Levitt used his strong scruples to help his foe in some missed points. DeanO Peter told me that a bumble bee is much faster than a John Deere tractor. So as one more day of labor at the table comes to an end I bid thee farewell for yet another week in the history of our 15/2 lives. Iâ&#x20AC;&#x2122;ll bet you did not know that a mountain climber has to be in peak condition. Well now you know. As you slide down the ladder of life you should pray that all the splinters are pointed the other way. Hereâ&#x20AC;&#x2122;s wishing you all a VERY MERRY CHRISTMAS from Mr. Bazinga, yours truly and his better half.

Past and presents It has happened. This year for Christmas, I asked for clothes. Not a novelty t-shirt or Star Wars themed underwear. Just plain old khaki pants. The same kind of pants I got for my birthday. The same pants I spent an hour waiting to buy on sale after Thanksgiving. They are very comfortable pants. And though they arenâ&#x20AC;&#x2122;t on my list, I wouldnâ&#x20AC;&#x2122;t mind getting some nice sweaters or button down shirts either. Something warm to expand my wardrobe in the winter months. This is it. The end is here. At the age of 32 I think Iâ&#x20AC;&#x2122;ve finally become an adult. Itâ&#x20AC;&#x2122;s all downhill from here. Soon Iâ&#x20AC;&#x2122;ll be thinking about mortgages and become very concerned with derivatives and other grown up things. I may even start wearing ties. Or not. After all, my wish list still consists mostly of cartoons, comic books and related merchandise. Mostly things I want, just not enough to buy for myself. And now, included among those items, khaki pants. Itâ&#x20AC;&#x2122;s interesting how priorities change. At long last, I think Iâ&#x20AC;&#x2122;ve discovered the secret behind the trope of out-of-touch grandparents giving disappointed children socks and sweaters for Christmas. Putting â&#x20AC;&#x153;itâ&#x20AC;&#x2122;s the thought that countsâ&#x20AC;? aside for a moment, letâ&#x20AC;&#x2122;s be honest. The measure of a good gift depends on how much enjoyment can be derived from it. Something as mundane as clothing generally falls pretty low on that list, particularly for children who see clothing as a chore to take care of for a year until they inevitably grow out of them. Growing up to become a gift giver as well as a receiver, I never understood my motherâ&#x20AC;&#x2122;s desire for new sweaters and slacks for holiday presents. I bought them anyway, but I always wondered how much somebody could possibly enjoy a new shirt. I get it now. Once upon a time, I wanted more books, movies and video games than I could ever possibly read, watch or play. Now, from a practical stand point, I pretty much have that. My bookshelves are lined with novels that â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ll get to someday,â&#x20AC;? right after Iâ&#x20AC;&#x2122;ve beaten every video game on my PC and watched every movie on my Netflix list.
A movie Iâ&#x20AC;&#x2122;ll watch once and put on my shelf for eternity. A book or video game I may start, but who knows when Iâ&#x20AC;&#x2122;ll Âżnish it.
But a nice pair of pants, thatâ&#x20AC;&#x2122;s something Iâ&#x20AC;&#x2122;ll get mileage out of. Iâ&#x20AC;&#x2122;ll always want more, but I canâ&#x20AC;&#x2122;t honestly say I need more. There simply arenâ&#x20AC;&#x2122;t enough hours in the day to enjoy it all. Which reminds me, I got a Star Wars puzzle for Christmas last year that I should probably put together. Right after I watch the new Star Wars movieâ&#x20AC;Śand finish reading the Star Wars novel Iâ&#x20AC;&#x2122;ve been working onâ&#x20AC;Śand maybe finish the story campaign in the latest expansion of the Star Wars MMO...it never ends. In days of old, particularly before the Internet, free time was in abundance. I read every book I had, then read them again. In recent years Iâ&#x20AC;&#x2122;ve taken to collecting figures of my favorite fictional characters, partly to sate my collectorâ&#x20AC;&#x2122;s impulse and partly because the only time investment required to enjoying them is the time it takes to look at them when I enter the room. These days, a good gift is something I will use. Not something that â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ll get to later.â&#x20AC;? Something like a new pop filter for my microphone, or a good medium sized pot, or even just a nice bottle of wine. And that is how pants end up on Christmas lists. A movie Iâ&#x20AC;&#x2122;ll watch once and put on my shelf for eternity. A book or video game I may start, but who knows when Iâ&#x20AC;&#x2122;ll finish it. But a nice pair of pants, thatâ&#x20AC;&#x2122;s something Iâ&#x20AC;&#x2122;ll get mileage out of. I wear pants nearly every day and Iâ&#x20AC;&#x2122;m far less likely to grow out of them nowadays. Which reminds me of another good gift idea. A gym membership. Oversight must continue until these basic problems are truly fixed â&#x20AC;˘ Opening comments for the meeting of the Iowa Legislatureâ&#x20AC;&#x2122;s Health Policy Oversight Committee meeting In Iowa, privatized health care for the poor and severely disabled is moving forward faster, with less planning, than in any other state. This affects the health care of one in six Iowans. At this meeting of the Iowa Legislatureâ&#x20AC;&#x2122;s Health Policy Oversight Committee, it is our job to ask â&#x20AC;&#x153;Howâ&#x20AC;&#x2122;s it going?â&#x20AC;? That is the question we need to keep asking Iowa families and Iowa health care providers. The answers so far are pretty consistent. Various basic problems continue and arenâ&#x20AC;&#x2122;t being fixed. Some examples are: â&#x20AC;˘ Providers have told us they are not being paid in a timely manner, or are being paid the incorrect amount. â&#x20AC;˘ Many Iowans still canâ&#x20AC;&#x2122;t get the services they need without jumping through unnecessary administrative hoops.
â&#x20AC;˘ Are there STILL problems with prior authorizations? Yes. â&#x20AC;˘ Is information from IME and the MCOs still hard to get, inconsistent, or incorrect? Yes. â&#x20AC;˘ Are Iowaâ&#x20AC;&#x2122;s local health care providers paying much more in administration costs? Yes they are, and yet the MCOs responsible for those cost increases are getting a raise. Any savings from privatized Medicaid are vaporous at best, especially as the MCOs consistently complain they are losing lots of money. The right thing to do is to fix these problems. That argument should move us to action, especially when you consider this: Each and every Iowan, except for the wealthiest among us, is just an accident away from needing the long-term health care Medicaid provides. Thatâ&#x20AC;&#x2122;s why intensive, on-going

The story of Christmas From time to time as Christmas approaches, I love to pull out one of my sonsâ&#x20AC;&#x2122; board books and read it to them. The book, written by Joseph Slate entitled â&#x20AC;&#x153;Who is Coming To Our House,â&#x20AC;? gives a glimpse of what happened in the barn over 2,000 years ago. â&#x20AC;&#x153;Who is coming to our house?â&#x20AC;? â&#x20AC;&#x153; Someone, someone,â&#x20AC;? says Mouse. Who is that someone? As Christmas approaches just a few short days ahead Iâ&#x20AC;&#x2122;ll recite Matthew 1:18-2:12 of the New International Version. This is how the birth of Jesus Christ came about: His mother Mary was pledged to be married to Joseph, but before they came together, she was found to be with child through the Holy Spirit. Because Joseph her husband was a righteous man and did not want to expose her to public disgrace, he had in mind to divorce her quietly. But after he had considered this, an angel of the Lord appeared to him in a dream and said, â&#x20AC;&#x153;Joseph son of David, do not be afraid to take Mary home as your wife, because what is conceived in her is from the Holy Spirit. She will give birth to a son, and you are to give him the name Jesus, because he will save his people from their sins.â&#x20AC;? All this took place to fulfill what the Lord had said through the prophet: â&#x20AC;&#x153;The virgin will be with child and will give birth to a son, and they will call him Immanuelâ&#x20AC;?--which means, â&#x20AC;&#x153;God with us.â&#x20AC;? When Joseph woke up, he did what the angel of the Lord had commanded him and took Mary home as his wife. But he had no union with her until she gave birth to a son. And he gave him the name Jesus. After Jesus was born in Bethlehem in Judea, during the time of King Herod, Magi from the east came to Jerusalem and asked, â&#x20AC;&#x153;Where is the one who has been born king of the Jews? We saw his star in the east and have come to worship him.â&#x20AC;? When King Herod heard this he was disturbed, and all Jerusalem with him. When he had called together all the peopleâ&#x20AC;&#x2122;s chief priests and teachers of the law, he asked them where the Christ was to be born. â&#x20AC;&#x153;In Bethlehem in Judea,â&#x20AC;? they replied, â&#x20AC;&#x153; for this is what the prophet has written: â&#x20AC;&#x153;â&#x20AC;&#x2122;But you, Bethlehem, in the land of Judah, are by no means least among the rulers of Judah; for out of you will come a ruler who will be the shepherd of my people Israel.â&#x20AC;&#x2122;â&#x20AC;? Then Herod called the Magi secretly and found out from them the exact time the star had appeared. He sent them to Bethlehem and said, â&#x20AC;&#x153;Go and make a careful search for the child. As soon as you find him, report to me, so that I too may go and worship him.â&#x20AC;? After they had heard the king, they went on their way, and the star they had seen in the east went ahead of them until it stopped over the place where the child was. When they saw the star, they were overjoyed. On coming to the house, they saw the child with his mother Mary, and they bowed down and worshiped him. Then they opened their treasures and presented him with gifts of gold and of incense and of myrrh. And having been warned in a dream not to go back to Herod, they returned to their country by another route. When they had gone, an angel of the Lord appeared to Joseph in a dream. â&#x20AC;&#x153;Get up,â&#x20AC;? he said, â&#x20AC;&#x153;take the child and his mother and escape to Egypt. Stay there until I tell you, for Herod is going to search for the child to kill him.â&#x20AC;?

Then what was said through the prophet Jeremiah was fulfilled: â&#x20AC;&#x153;A voice is heard in Ramah, weeping and great mourning, Rachel weeping for her children and refusing to be comfort-
ed, because they are no more.â&#x20AC;? After Herod died, an angel of the Lord appeared in a dream to Joseph in Egypt and said, â&#x20AC;&#x153;Get up, take the child and his mother and go to the land of Israel, for those who were trying to take the childâ&#x20AC;&#x2122;s life are dead.â&#x20AC;? So he got up, took the child and his mother and went to the land of Israel. But when he heard that Archelaus was reigning in Judea in place of his father Herod, he was afraid to go there. Hampton man sentenced to 6.5 years in prison • North Iowa drug ring moved 250 pounds of Methamphetamine since spring 2013 BY ETHAN STOETZER Miguel Mendoza, 26, Hampton, was sentenced last week to 6.5 years in prison after pleading guilty to conspiracy to distribute methamphetamine. Dating back to spring 2013, Mario Murillo-Mora, 41, Michoacán,
Mexico, organized a drug-trafficking ring that would move multiple pounds of ice methamphetamine throughout Northern Iowa, according to U.S. Attorney’s Office Northern District of Iowa. Throughout that time Murillo-Mora recruited various persons to store and redistribute the
ice methamphetamine in smaller quantities. The drugs would come in to Marshalltown, Iowa, from Mexico and California, concealed in vehicles. Mendoza will also receive up to three years of supervised release after prison. There were a total of 11 men and women charged in the drug ring. Brian Swartz, 49, Waterloo, Iowa, received the longest sentence, of a 132-month term of imprisonment.

Pamela Sue Rother, 67, of Sheffield, died on Tuesday, Nov. 29, 2016, at Mercy Medical Center – North Iowa. Funeral services were held at 10:30 a.m., on Saturday, Dec. 3, at Zion St. John Lutheran Church, Sheffield, with Rev. G. Kim Wills presiding. Interment was in Hillside Cemetery, Sheffield. Visitation was held from Pamela Rother 4–7 p.m., on Friday, Dec. 2, at Retz Funeral Home, Sheffield. Pamela Sue Azeltine was born February 15, 1949, at New Sharon, the daughter of Don and Dorothy (Sullivan) Azeltine. At a young age they moved to the Rowan area and she graduated from Belmond – Rowan High School in 1967. In February 1970, Pam married Kenny Grandt. They lived in the Sheffield area and were blessed with two children. After Kenny passed away Pam worked hard to raise her children, working at Edgington Elevator in Sheffield performing any duty including grinding and loading feed, emptying and driving truck and 1949-2016 bookwork in the office. “It has been a difficult year for Jen,” Strike said. “She just needs to be done.” The Board approved the resignation on the contingency that another counselor would be hired before she leaves. The Board approved West Fork’s involvement in the Iowa Association of School Boards program called The Promise of Iowa. The Promise of Iowa is a campaign to focus attention on the future of Iowa public school students and to rally support for investments in public education. “We believe funding a strong school system is important to the success of Iowa,” Strike said. The Board also discussed the upcoming changes to the public school system in Iowa that has been spearheaded by Governor Terry Branstad and Lt. Gov. Kim Reynolds. The Future Ready Iowa program is geared toward better aligning Iowa’s education, workforce and economic development efforts through the public school system. There will be different academies at school based on six different educational concentrations to better gear students toward specific career and technical skills. The focus areas are: business, finance, marketing and management, agriculture, food and natural resources, arts, communications and information systems, applied sciences, technology, engineering and manufacturing, health sciences and human services. Guidelines for the new programs don’t have to be in place until summer 2017 and academies set up at the beginning of the school year in 2018. “I just wanted to Board to be aware of this and to keep your eyes on this,” Strike said.

This year’s show was directed by first-time director Russell Wood, community services director for Franklin County. “He has such a way with kids, being able to explain why he wanted it a certain way, he really can relate to kids very well,” Buseman said of Wood. The two-and-a-half months of rehearsals began in October, and produced a good turnout, Buseman said. She explained that having a play with a lot of children involved draws support from the community in the form
of parents and grandparents, as well as providing family entertainment during the winter for those in neighboring towns. All-in-all, Buseman explained that the play is a good community building exercise, allowing adults to interact with children, and also giving parents an outlet to connect with their kids, like Buseman. “I don’t want to see the arts die in Franklin County,” Buseman said. “My daughter was in the play; it’s something I can do with my kids.”

Franklin County Development Association (FCDA) is seeking your help in highlighting the best things about Franklin County, from both lifestyle and business standpoints. A short survey has been developed in collaboration with NewsWorks, a strategic communications firm headquartered in Winterset, Iowa. NewsWorks has been hired by FCDA to help develop branding messages which will be used in economic development and other communications. “Branding is all about storytelling,” says Leah Daniels, president of NewsWorks. “We want to tell the authentic story of what it’s like to live and do business in Franklin County, and to share that message with the business owners looking for the right place to build.”
Now available, the survey may be accessed online via the FCDA Facebook page and website, franklincountyiowa.com. • Private pesticide for 4-H and FFA members applicator recertification training scheduled The 4-H/FFA market beef weigh-in for members wishing to exhibit at the Franklin County Fair, Iowa State Fair, or AK-SAR-BEN will be held Wednesday, Dec. 28 at the Hampton Vet Center, Hwy 3 W. Identification forms and tags will be provided that day for members. In case of bad weather, listen to KLMJ 104.9FM, Hampton. Make-up date is Thursday, Dec. 29. 4-H/FFA members wanting to exhibit market steers, market heifers, or carcass performance steers (see below), at the Franklin County Fair only must weigh calves between 8-9 a.m. Calves that need to be weighed and properly identified for the Iowa State Fair or AK-SAR-BEN must be brought to the weigh-in between 9-11 a.m. State Fair 4-H and AK-SAR-BEN calves must be retinal scanned at the weigh-in site. The cost is $10 per verification process per calf. FFA members verifying State Fair calves must get required tags, hair and nose print supplies from FFA Advisor. Verification forms must be signed by member, parent, and the site coordinator. The Beef Carcass Performance class will be held Wednesday of the county fair. 4-H/FFA members qualify by weighing steers (max of 5) at the county weigh-in, Dec. 28. Only one steer per member may be entered and exhibited at the county fair. At the live show, animals will be shown loose in the ring, unwashed, groomed or clipped. Each exhibitor will give a presentation to the judge about the care, feeding, and costs of raising their animal. Awards and prizes will be given at the show based on rate-of-gain and presentations. Following the show the steers will be held at a local feedlot and a yardage fee will be charged until the cattle are transported to a harvesting facility. Carcass information and rate-of-gain will be used to figure the overall winners. Private pesticide applicators that renew their certification through continuing instruction courses will have the opportunity to attend sessions in December and February in Franklin County. The Tuesday, Dec. 13 training will be held at the Ridge Stone Golf Club in Sheffield from 1:30–3:30 p.m. The Thursday, Feb. 2 meeting will be from 1:30–3:30 p.m., at the Hampton Country Club in Hampton. The program begins promptly at the times listed. Participants must attend the full two-hour program to receive credit for attendance. Since 1993 private pesticide applicators must be certified to buy and apply “restricted use” pesticides on their own farms. Initial certification or renewing a certification that has expired must be done by passing an examination by the Iowa Department of Agriculture and Land Stewardship (IDALS). The date for the 2016-17 test will be Friday, March 17 from 10 a.m.-2 p.m., at NIACC in Mason City. Applicators who cannot attend the sessions in Franklin County may attend sessions in any county. The Franklin County Extension Office has locations, dates and times of courses in surrounding counties. Applicators must attend a session by April 15 if they are renewing their license by attending a course each year. Applicators should bring their pesticide license number and the $20 training fee payable to Franklin County Extension to the workshop. In 2016, a total of 2,094 individuals attended the meetings across the state, representing 97 of the 99 counties in Iowa. The Iowa 4-H Foundation announces its 2017 scholarship program for current or former 4-H members planning to attend college in the fall. The Iowa 4-H Foundation has announced applications are now available for the 4-H scholarship program. Over 90 scholarship opportunities valued at over $90,000 will be awarded. The various scholarship awards range in amounts from $50 0 to $10,0 0 0. Certain scholarships are open to students pursuing any field of study, while others are open to students pursuing degrees in agriculture, food and nutrition, ag business, animal science, journalism and STEM related studies. Former and current 4-H members graduating from high school or currently attending college are eligible applicants. While a majority of the 4-H scholarship opportunities are available for students attending Iowa State University, scholarships are available to students planning to attend an Iowa Regent university, Iowa private college, Iowa community college or any land-grant university. Iowa 4-H members are eligible to apply for 4-H scholarships if they meet individual scholarship requirements, as determined by the scholarship donors. Applicants must enroll as a full-time student to receive scholarship awards. Information and applications for the 4-H Scholarships are now available online through the Iowa 4-H Foundation at www.iowa4hfoundation.org/scholarships. Applications must be submitted online no later than 11:59 p.m., Feb. 1, 2017, for consideration. Only one application form is needed for all Iowa 4-H Foundation Scholarships. The Start to Farm: New Farmer Learning Network, organized by Iowa State University Extension and Outreach, is a state-wide program designed to provide education and support for beginning and early-stage agricultural producers. Start to Farm groups will meet to discuss ways to grow and improve business practices and production techniques. In north central Iowa a group is being organized and a workshop will be held on Jan. 12, 5:30-8:30 p.m., at the First Citizens Bank, 2601 4th St. SW in Mason City. There is no fee to attend the workshops, but applicators will need to pay certification fees to complete certification requirements. The Franklin County workshop will be offered on Thursday, Feb. 9, 2017, from 1:30 – 3:30 p.m., at the Hampton Country Club, 1620 Country Club Lane, Hampton. “Iowa law requires confinement site manure applicators to attend two hours of continuing education each year of their three-year certification period, or take and pass an exam once every three years,” said Dan Andersen, assistant professor of agriculture and biosystems engineering at Iowa State University and coordinator of the manure applicator certification program. A total of 63 counties will participate in the confinement site manure applicator workshops. In addition, a series of six dry/solid manure applicator certification meetings will be held in February. ISU Extension and Outreach county offices have a complete list of workshop dates and locations, which can also be viewed at http://www.agronext.iastate.edu/ immag/certification/confinementsitebrochure.pdf. The workshops serve as initial certification for those applicators who are not currently certified, recertification for those renewing licenses and continuing education for those applicators in their second or third year of their license. Due to uniform certification deadlines, applicators are encouraged to attend workshops prior to March 1 to avoid being assessed a late fee of $12.50 for those who are re-certifying. Those unable to attend one of the workshops need to schedule time with their ISU Extension and Outreach county office to watch the training DVD. Due to scheduling conflicts, many offices will no longer accept walk-in appointments to watch these DVDs, but do offer scheduled dates and times to provide this training. Those who can’t attend training during one of the scheduled reshow dates at their county extension office will be charged a $10 fee to view the training at their convenience. Applicators now have another option, online certification, and applicators can take their training online at DNR MAC eLearning site at https://elearning-dnr.iowa.gov/. The applicator will need to sign-in and get an A&A account. White Pizza Frittata Recipe created by Rachel Cooks on behalf of Milk Means More Prep time: 10 minutes | Cook time: 35 minutes | Servings: 8 1 tablespoon extra-virgin olive oil 1 large clove garlic, minced 12 ounces frozen spinach, thawed and water pressed out 12 large eggs 1/4 cup skim milk 1/4 teaspoon ground black pepper 1/2 teaspoon dried oregano leaves 3/4 cup part-skim ricotta cheese 1/2 cup grated Parmesan cheese 1/4 cup minced fresh basil 1/2 cup shredded, part-skim mozzarella cheese Heat oven to 325 F. In oven-safe skillet, heat olive oil over medium heat. Add garlic and cook 2 minutes, or until fragrant.
Once garlic is fragrant, add spinach; break up to incorporate and heat. In medium bowl, whisk together eggs, milk, pepper, oregano, ricotta, Parmesan and basil. Add egg mixture to skillet, reduce heat to low and cook 1 minute, stirring gently. Move to oven and bake 25-30 minutes, or until eggs are almost completely set. Carefully remove from oven and add mozzarella. Return to oven and bake until mozzarella is melted, about 5 minutes. May be served hot, at room temperature or cold.

In small bowl, beat
eggs then add milk, oil and vanilla; mix well. Stir wet ingredients into dry ingredients and mix to combine. Heat griddle or large skillet over medium heat. Using 1/4 measuring cup, pour batter onto griddle. Gently place several blueberries all over surface of pancakes. Flip pancakes when bubbles start to form around edges and bottoms are golden brown. Cook on other side until golden brown, about 2 minutes. Remove to plate and cover to keep warm. Top pancakes with additional blueberries and syrup before serving, if desired.

to medium-low and simmer oats, stirring occasionally, 4 minutes. Remove oats from heat and place lid on saucepan. Set aside. In nonstick skillet over medium heat, saute onion in olive oil until soft, about 4 minutes. Stir canned tomatoes with green chilies and chipotle chili powder into onions to combine. Continue to heat salsa to boil, about 1 minute. Make two wells in middle of tomato salsa. Crack eggs into wells. Season eggs with salt and pepper, to taste. Cover skillet and poach eggs in salsa to desired doneness; about 3-4 minutes. Divide oats evenly between two bowls. Spoon eggs and salsa over oats. Serve immediately with cheddar cheese.

The Warhawks, led by Zach Martinek’s 24 points, had three players in double-figure scoring as it rolled out to an early lead and didn’t look back. Travis Fekkers added 13 and Dawson Zeitler came off of the bench to contribute 12 points in the victory. Zeitler also led the team in rebounding with seven as the Warhawks out-rebounded the Panthers 37-21. Celebrate the New Year in an Iowa State Park Twenty-five Iowa state parks will host free, guided hikes on January 1, as part of America’s State Parks’ First Day Hike initiative. All 50 states will participate in the sixth annual event that encourages everyone to rejuvenate and reconnect with nature. Last year, more than 600 people participated in Iowa’s First Day Hikes, covering more than 1,100 total miles. Hikers can expect to experience spectacular views, beautiful settings and the cultural treasures offered by Iowa’s state parks. Hikes will average one to two miles depending on the location, and start times vary by park. Participating parks include: Brushy Creek State Recreation Area, Cedar Rock, Dolliver Memorial State Park, Gitchie Manitou State Preserve, Green Valley State Park, Honey Creek Resort State Park, Lacey-Keosauqua State Park, Lake Anita State Park, Lake Darling State Park, Lake Macbride State Park, Ledges State Park, Lewis and Clark State Park, McIntosh Woods State Park, Maquoketa Caves State Park, Mines of Spain State Recreation Area, Pikes Peak State Park, Pleasant Creek State Recreation Area, Pine Lake State Park, Prairie Rose State Park, Springbrook Conservation Education Center, Stone State Park, Walnut Woods State Park, Waubonsie State Park, Wilson Island State Recreation Area and Yellow River State Forest. Public invited to bid on NIACC House Build 1.0 Bids are now being accepted for the 1500 sq. ft. home being built by the Building Trades program on the NIACC campus. This first-ofits-kind construction project was made possible by a generous $100,000 gift to the Keeping NIACC First Capital Campaign from Dean Snyder Construction. The three bedroom, two and a half bathroom home will be moved to its permanent location by the new owner. The home includes the complete structural shell ready to be moved and set on a foundation or basement wall, 4” vinyl siding, windows and sliding door, roughed-in plumbing with shower and tub, electrical, drywall, interior doors, trim, and is insulated to local energy rating specifications. Not included in the sale price are kitchen cupboards, bathroom vanities, toilets, flooring, or porch/deck. However, these items may be installed by the NIACC Building Trades students if purchased by the buyer and time permits or both parties agree to the terms. “Our Building Trades students have done a great job building this new house,” said Gregg Helmich, NIACC Building Trades Instructor. “It has been an excellent opportunity for our students to be a part of a home build from the ground up and has given them the chance to refine not only their construction skills, but their critical thinking and decision-making skills as well. They have risen to the challenge and have produced a great product.” Helmich followed up by encouraging anyone interested in the house build to follow the progress on the NIACC Building Trades Facebook page for regular updates. The bidding process and contract will be directed by Attorney Gerald M. Stambaugh. All bids will be considered. The final date to submit a bid is Jan. 31, 2017. PUBLIC NOTICE Shef¿eld City Council OFFICIAL PROCEEDINGS CITY OF SHEFFIELD UNAPPROVED MINUTES DECEMBER 12, 2016 The Shef¿eld City Council Regular Session was called to order at Shef¿eld City Hall by Mayor, Nick Wilson, at 7 p.m., on Monday, December 12, 2016. Council Members in attendance were Jim Hegarty, JC McCaslin, Mike McKee, & Brad Mulford. Also in attendance were Pat Nuehring, Public Works Director; Police Chief, Sam Cain; and Police Deputy, Colten Kensett. Mayor Wilson led the Pledge of Allegiance. McKee made a motion to approve the agenda. Hegarty seconded, motion carried unanimously. Mayor Wilson announced that it was the time and place for the public forum. Nothing was presented. McKee made a motion to approve the minutes from the regular November session. McCaslin seconded, motion carried unanimously. Hegarty made a motion to approve the bill listing. Mulford seconded the motion and it carried unanimously. Hegarty made a motion to approve the clerk’s monthly ¿nance report and McKee seconded the motion, it carried unanimously. In New Business: Kevin from WHKS was present to present preliminary plans for the water main replacement project to the council. McKee motioned to accept the preliminary plans and proceed with ¿nal design, Mulford seconded the motion, and it passed unanimously. Hegarty motioned to approve an ABD License for Timeless Treasure, Mulford seconded, and it passed unanimously. Two quotes for new copier lease agreements were presented to the council. After a brief discussion, the council decided to not take any action and ¿nish out the existing lease. Mayor Wilson informed the council that it has been brought to his attention that now that the city has an employee handbook, bene¿ts offered to part-time employees must be the same as those offered at the library and vice-versa. Currently, library part-time employees receive vacation time and holiday pay for Christmas. The library director also receives sick time. As the employee handbook reads, to be eligible for any kind of bene¿ts, you must work a minimum of 40 hours per week. After discussion, Hegarty motioned to have the library policies align with the city employee handbook starting January 1, 2017. McCaslin seconded the motion and it passed unanimously. McCaslin did say that he would like to explore the idea of paying all parttime employees for the Christmas holiday. It will be placed on the agenda for the January regular session. City Clerk, Katy Flint, reported that she had received a $12,000 grant on behalf of the city from the Foster & Evelyn Barkema Trust Foundation to go towards replacing a shelter house in City Park. Mayor Wilson asked the council if they would like this project included on the project list and budget for FY2018. They all agreed. Mayor Wilson presented Larry Meints to be appointed to the library board. He also informed the council that they will be following the City Ordinance for appointments from this point forward. Hegarty made a motion to appoint Larry Meints to the Library Board. McKee seconded the motion and it passed unanimously. McCaslin made a motion to approve a resolution awarding a 2-year snow removal contract to Shef¿eld Tire and Auto. McKee seconded the motion and roll call vote was as follows, Ayes: Hegarty, McCaslin, McKee, Mulford; Absent: Simmons. Mayor Wilson declared the resolution approved, adopted, and numbered 17-28. The council reviewed the ICAP insurance coverage for the next year. McCaslin motioned to approve the policy as is, McKee seconded the motion, and it passed unanimously. A municipal infraction citation form was presented to the council by Chief Cain. This came about regarding the property at 112 Gilman had not complied with the nuisance abatement sent to them earlier this year. The city has no way of citing a resident or property owner on a municipal level. Hegarty motioned to approve the use of the form moving forward for municipal infractions. Mulford seconded the motion and it approved unanimously. Mulford made a motion to approve a resolution awarding a 3-year mosquito control contract to Landgraphics-Lawn & Landscape Service. Hegarty seconded and roll call vote was as follows, Ayes: Hegarty, McCaslin, McKee, Mulford; Absent – Simmons. Mayor Wilson declared the resolution approved, adopted, and numbered 17-27. The city clerk presented ¿gures to the council regarding the payoff of the backhoe loan.
McCaslin motioned to pay off the loan early, Mulford seconded the motion, and it passed unanimously. Mayor/Council Comments – Mayor Wilson told the council that Kevin from WHKS suggested that the City Clerk start the process for the planning and design loan. Chief Cain approached the council to request reviewing the parking ¿ne in town along with a municipal citation form. Hegarty brought up the topic of parking in the city right of way on residential properties. Both of these items will be discussed with the city attorney and then brought back to the council. McKee suggested to the council that the Police Department Gator be offered to other departments and organizations like the EMS to use when needed instead of sitting in a shed. McKee also asked the council to consider hiring a parttime person for the Public Works department. It will be on the agenda at the next regular session meeting. McKee motioned to adjourn the meeting, Mulford seconded the motion and it passed unanimously. Dear Santa, “We have already sent some good gifts wrapped in fancy paper and ribbon to our family and some friends, be we need some special help... Santa, we want you to deliver some very special things that only need to be gift wrapped with love...Would you please have your elves gift wrap a heaping measure of kindness, understanding, and love for our family, friends, the people we meet. To that let’s add a sense of duty to fulfill our obligations. Can’t forget that we are forever in debt to those who make our lives worthwhile. Next, Santa, we would like to be selfish, in a sense, because we want others to like us, respect us for what we are and what we want to be. So, please gift wrap some sensitivity to the needs and wants of those about us as well as some equal parts of humility, loyalty, and responsibility. All these precious things can’t be wrapped in fancy paper and ribbons, Santa! Still they can be given and used - not just at Christmas - but every day in the year.
