The precinct must avoid the majority of flood prone areas to ensure the site is resilient to natural disasters. The precinct must work successfully as a whole, with its overall benefit surpassing the benefit brought by individual parts. The overlapping nature of the two sub-precincts creates a natural ‘hinge-point’ that presents opportunities to create developable land that can support both road and aviation freight. The two sub-precincts will likely benefit from symbiotic growth, both contributing to a shared identity.

Note: In some areas, the master plan proposes works beyond the defined boundaries of the precinct. These variations were agreed in consultation with Council. These moves either 1) maximise the productive use of land inside the boundaries, or 2) identify any potential opportunities that will support the precinct vision.

ROAD FREIGHT SUB-PRECINCT

1 Shared Roadway

Road reserve at 38m in width is sufficient to allow Private Owners 2 and 3 to develop and access their land independently. It will have an allowance for a 5m verge on the development side, a 13m carriageway and 1m verge on the boundary line.

2 Ecological Considerations

The percentage of high value ecological land that needs to be removed for proposed road reserves, developable land and water quality is 5%. Whilst the percentage of medium ecologically valued land that requires removal is 30%. Removal of medium to high value vegetation will require a biodiversity assessment and may have planning implications.

3 Flood-Free Development

Due to the nature of transport-focused industrial development, it is assumed that built form will not occupy the entire lot. In order to maximum the number of lots available, some lots do contain areas affected by flood as long as there is sufficient land available for development outside of this flood affected land.

AVIATION SUB-PRECINCT

1 Taxi-way

A new fixed-wing aircraft taxi-way constructed at a level that is out of the 2100 1% AEP flood level. Designed to meet the requirements of the Rural Fire Services and other general aviation.

3 Rotary wing hub

The airport requires a new location for rotary wing landing and facilities. This key move requires further engagement with aviation advisor to identify best practice facilities to ensure the hub can be future-proofed with any future increases in demand.

Inter-precinct hanger

A new hanger precinct which draws benefit from its location at the hinge between both the aviation and road freight sub-precinct.

• Desirable well-connected location, new taxi way and direct access to the Pacific Highway.

• Potential to support collaboration through the development of a shared amenities block with end-of-trip facilities, kitchenette, meeting/lunch room.

• Could be future-proofed for council upgrades to respond to future aviation innovation including electric recharging for road and aviation vehicles..

4 Reuse of airport terminal

The existing underutilised airport terminal could be adaptively reused to maximise its potential in the short term. Uses may include a cafe or restaurant to draw visitors interested in aviation, or the community established in the nearby business park or Cundletown. It will be important to ensure that any occupation of this building can be reversed to return it to an airport passenger terminal in the future if, and when, conditions adjust.

1 Population serving hub

Creation of a new location of populationserving uses with a connection to urban areas of Cundletown as well as Brimbin to the north. Possible hub uses include health, retail, accommodation, recreation and community services. The initial population-serving hub will focus on health uses.

Rezoning is required, likely appropriate zoning will be E1 Local Centre. Requires infrastructure investment.

2 Main runway hanger

Hanger north of the main runway: Council upgrades to access roads (including street parking) and servicing provision.

• Subdivided lots for hanger development. Good connection to future Brimbin town, including industrial estates, north of the precinct.

Requires infrastructure investment. This may require negotiation with land owners to enable an upgrade of the access road.

3 Test AAM hub

Delivery of a compact test hub for Advanced Air Mobility which will not conflict with other operations within the precinct. This will enable some preliminary use and testing of integration into the airport. This will require further investigation with consultation with aviation technical specialists to verify the location and requirements for this facility.

Requires infrastructure investment, including traffic signals across Cundletown Bypass Stage 2 to allow pedestrian movement into Cundletown and the active transport corridor.
