Introduction to the Guardian Angels

MISSION STATEMENT The Alliance of Guardian Angels is a non-profit 501 (c) (3) organization founded in 1979 in New York City, New York. Our mission is to provide positive role models for today’ s youth and work toward promoting community safety and betterment for the good of society overall. We accomplish our mission through training volunteers, who are multi racial, to be effective as visual deterrents patrolling the streets in communities around the world. Our emphasis is on coordinating a variety of community-based services, programs and activities to speak and fight against violence, crime and drugs. PHILOSOPHY Our philosophy is to empower individuals through service to others. An empowered society is built through empowering individuals one at a time. We train people to take constructive and cooperative action to solve individual and social problems. We provide people with the tools, support, and opportunities to face their unique challenges and fulfill their unique interests and goals. We are unlike any other organization in the breadth and depth of empowering skills we develop. Our focus is on building relationships whether interpersonal or organizational. We are one of the few organizations in the world to open our doors to people regardless of race, ethnicity, nationality, gender, age, disability, religion, political view, and sexual orientation. We are a “street-roots”organization that provides hope, security, and opportunity to those who are otherwise forgotten, oppressed, harassed, discriminated against, disenfranchised, set back, or impoverished. Guardian Angels Programs

Most people recognize the Guardian Angels from news reports of young volunteers patrolling New York’ s most dangerous subway lines and streets. It is unavoidable that people associate us with street patrols. While this is our strongest and core program, people mostly forget that the Guardian Angels originated from a group of volunteer street cleaners. Fighting crime is only one of society’ s problems we face. Patrolling the streets is only one of the strategies we use. Our organization is committed to improving our communities and dealing with all kinds of problems. Patrol Guardian Angels In the 1970’ s and 80’ s, streets were over-run by muggers, vandals, vagrants, and gangs. Brazen and unchallenged, they confidently dominated the streets demanding tolls and fees from innocent pedestrians for daring to trespass on their domain. The Guardian Angels responded to this with a show of force and strength. Today, gangs and dealers have become more organized and subtle. It now takes more sophistication and networking to uncover and deal with crime problems. This is one of the reasons patrols have become smaller and emphasis has shifted from fighting skills to social and communication skills. A good analogy would be a shift from using infantry battalions to more specialized and skilled Special Forces units that tend to work more within communities. This is not to say that a show of force and strength is never applicable if brazen criminals once again occupy the streets. Youth Guardian Angels The future of our communities is truly built upon the training, guidance, and security of our youth. Neglected, abused, bullied, or corrupted, our youth will only turn to violence and brutality to solve their problems or fulfill their needs. Today, oversized schools, gang recruitment, drugs, entertainment with more adult themes, and an unregulated Internet provide overwhelming threats, corruption, and seductions to our youth. There is no question that the structure of our economy and society has provided youth with less stability and fewer role models, guides, parenting, and adult supervision. While political pundits debate who and what to blame, the Guardian Angels provide immediate and effective solutions through in-school and after-school programs. For a long time, the Boys and Girls Scout of America have provided children with invaluable skills for surviving in the wilderness. As a result, most of these kids could fare well in the wild. The Guardian Angels youth programs provide youth with more practical and relevant skills for surviving in the urban wilderness.

Community Activism and Service The Guardian Angels help solve any kind of community problem. Although, our specialty and claim to fame is crime fighting, we provide assistance to anyone in need. Often times, we provide medical assistance while on patrol or we might help someone look for a missing person. We will also help publicize problems and promote causes that have been neglected or overlooked. Whenever a community or individuals are unable to address or solve problems through conventional means, we offer our services and support. In the past, we have provided assistance for floods and earthquakes as well as the World Trade Center attacks on 9-11. With the current terrorist threats, we have provided services to mitigate public fear, and we are training to provide assistance in the event of future terrorist attacks. Interactivism Most organizations have their own agendas and goals. When you join them, you become an activist who works toward fulfilling those goals. One of the goals of the Guardian Angels is to help other organizations as well as communities and individuals fulfill their goals, address their needs, and overcome their obstacles. In other words, we are interactivists. We promote the sharing of resources, ideas, and work in helping everyone. As Guardian Angels, we will work side by side with elected and government officials, the police, district and city attorneys, community leaders, neighborhood groups, other non-profit groups, schools, as well as individuals. Part of our mission is to bring all elements of the community together. Cyber Guardian Angels At the beginning of the Internet, there were very few organizations committed to helping those victimized by Internet crime and harassment. The Guardian Angels was the first organization to systematically address crime problems on the Internet. As a result of this, we received the Presidentâ&#x20AC;&#x2122; s Service Award in 1998 and have assisted the Federal Bureau of Investigations with the creation of their Internet crime programs. Today, the FBI has taken over many of Cyber Guardian Angels functions, but the program remains today as an invaluable resource and training tool for Internet safety. Humane Guardian Angels Most people know us for our crime-fighting patrols. Some may know about our work with youth, cleaning up neighborhoods, or helping respond to emergencies and disasters. Our compassion, however, is limitless. Humane Guardian Angels focus on other important issues like protecting animals, the environment, and people in other countries suffering from starvation or oppression. Our goal is to empower individuals and communities. Empowered individuals do not only address problems in their own lives and communities. They never look away from anyone, any animal, or anything being treated inhumanely, unethically, or irresponsibly.

Self-Defense Most self-defense schools and classes focus on physical skills for staying safe. Using over 24 years of experience patrolling the worst crime areas of America, we have learned that psychology plays a much more crucial role in staying safe than physical skills. In addition to this, most violent crimes are committed by people the victim already knows. The Guardian Angels Self-Defense program teaches a variety of behavioral skills that can prevent a situation from ever becoming violent in the first place. 24/7 Most Guardian Angels are part-time volunteers. They attend school, take care of their families, or work full-time jobs. Some people, however, are available to volunteer 24 hours a day, seven days a week. They are called the “24/7’ s.” They deserve special gratitude for their total and complete commitment to their communities. Being a 24/7 is definitely a unique and life-changing experience. 24/7’ s develop a unique level of camaraderie, skill, and identity. International Alliance Most neighborhood watches and crime prevention volunteer organizations have come and gone. The Guardian Angels have been around since 1979. One of the reasons for this is our international alliance and conferences. By visiting other chapters in different parts of the United States or even the world, and through hosting other members from other chapters, members are less likely to feel alone and their chapters are less likely to stagnate. Through sharing ideas, tactics, stories, and inspiration, we are able to improve all chapters and motivate all members. In addition to this, there is no better way to truly experience world travel than having local tour guides and visiting their homes, talking to residents on the streets, and viewing the world including your own culture through the eyes of others. Once a year, a selected chapter hosts the World Conference where chapters from all over the world meet for workshops, training, patrols, and networking.

Guardian Angels History and Future

The year is 1979. America is slowly recovering from the Vietnam War. There is an oil shortage and the economy is in a full-blown recession. In November, 53 Americans would be held hostage by Iran. State and city budgets across the country are being slashed. For New York City it’ s Murphy’ s Law on speed. Buildings are being burned down for insurance, and the City cannot afford to provide many services including cleaning up parks and streets and providing adequate police protection. When the movie “The Warriors”came out in 1979, it could have been mistaken for a documentary about New York gangs. When “Escape from New York”came out in 1981 many people already thought New York City was a brutal penal colony in a state of anarchy. A night manager of a fast food franchise name Curtis Sliwa had enough of it just like every other New Yorker. Unlike most New Yorkers, however, he did something about it. He first organized coworkers and friends to clean up the streets around his workplace, then the neighborhood, and then whole parts of the city. They called themselves the Rock Brigade. He then started cleaning up the subways, replacing brooms with berets. People forget that back in 1979, law enforcement was the domain of paid government workers. Even private security was frowned upon. Today, there are more private security officers than police officers. Many people viewed the Guardian Angels as some sort of vigilante group. Many City officials, already embarrassed by their poor services, viewed the Guardian Angels as a sore reminder of their own shortcomings. But 1979 was ripe for the Guardian Angels. The vast majority of Americans were sick and tired of “Uzi-toting, dope-smoking, freakazoid mutants”ruling the night, terrorizing neighborhoods, and claiming the streets as their turf. Soon the Guardian Angels were opening chapters nationwide and eventually in Europe, Australia, Asia, and South America. At the same time, police departments and city governments were also beginning to grasp the concept of community-oriented policing. They soon realized that citizens could do a lot more for their country.

Over the years, the Guardian Angels have become a lot less controversial and a lot more welcomed by police departments and City officials. We are now viewed more as an established community resource and an invaluable link to the community for elected officials. Citizen participation and involvement in government affairs is now the norm, and there is no doubt the Guardian Angels bore much of the burden, breaking down those walls. The Guardian Angels is also a lot more than a worldwide network of volunteers. Curtis Sliwa created an organization based upon a core of powerful and profound social ideals and principles. He challenged Americans, of all people, to replace the “I”and “me”mentality with the “us”and “we.” He reintroduced Americans to the ideals of social responsibility and selfless service. These principles represent the soul of this organization, distinguishing it as not only a mechanism of community service but also one of social advancement and individual empowerment.

FUTURE DIRECTIONS The success of community-oriented policing, civil rights, and low unemployment has also solved a lot of crime problems in recent years. In fact, until recently, people were more concerned about the economy than crime. Today, people are more concerned about war and terrorism. However, crime still exists and communities are still besieged by violence. Gangs and drug dealers have franchised from large cities into smaller cities and communities as well as internationally. Who would have thought that it would be safer to live in New York City than London? Today’ s youth are also becoming increasingly insecure, neglected, drugged out, and alienated. It does not help that gang life is being glamorized and glorified. For these reasons, the Guardian Angels are focusing on youth programs and international chapters. Since Americans have also become as fearful of international terrorists as neighborhood thugs, we are starting to focus on terrorist attack response training and services. The wave of fear is not unlike the 1970’ s and 80’ s when Americans became fearful of crime and gangs. The solution lies in providing Americans with healthy, constructive channels for their fears. Fortunately, it is doubtful that MTV would glorify the lifestyle of a terrorist as it has done for gangsters. Allowing citizens to participate and become involved in solving the ailment is part of the cure.

Becoming a Guardian Angel

The first real step is deciding in which program you want to participate. There is a different training process for each program. Some programs, for instance in the Urban or Cyber Guardian Angels, have their own training procedures and manuals. The bulk of this training book deals with patrol training. If you are not interested in patrolling, you can skip Manual 2: Patrol and Manual 4: Use of Force. All new recruits are required to: 1. Fill out an application. Although, the Guardian Angels have one of the most open acceptance policies, we do not accept people with certain serious criminal convictions and violent, illegal, or discriminatory affiliations. You will also not be asked your age, race, ethnicity, nationality, gender, religion, political views, or sexual orientation. You will be asked about any disability that may interfere with your ability to safely patrol or participate in training exercises. 2. Sign and state a pledge to conduct yourself in an honorable and professional manner. 3. Read and review the Respect Guidelines and Rules and Regulations. Those who are interested in patrol or self-defense training and all minors must fill out a consent and injury waiver form.

PATROL TRAINING Patrol training is a comprehensive and progressively intense experience. You will be trained in three general areas: 1) Patrol (tactical), 3) Psyc-Comm (mental), and 2) Use of Force (physical). There are three manuals that cover each of these areas. Your training will encompass all three at the same time. You also have the option of patrolling on your very first day. If you wish, you can also do a “Walk-Along.” The word “patrolling”is really a misnomer since we spend most of our time simply performing community relations and outreach. Perhaps in the future we may change the term accordingly. Walk-Along As a Walk-Along, you are dressed in your normal civilian attire. You are not bound by any of the Guardian Angels rules or regulations. However, you are expected to behave in a professional and respectful manner. You may leave the patrol whenever you wish. If an incident arises, you are expected to stand back and observe unless you possess any advanced medical training. As a Walk-Along, you are not representing the Guardian Angels.

I Support If you wish to patrol, you will start out as an “I Support.” This means that you are a trainee. Although, you are not a “Safety Patrol”member, you are a Guardian Angel. Whenever you wear a red beret and a Guardian Angels shirt, you are a Guardian Angels volunteer and represent this organization. You must consistently train and patrol for approximately three months and pass a final tactical, mental, and physical exam to become a Safety. Safety Becoming a Safety is a true honor and distinguishes you in this organization. We have a proud tradition among the Safety ranks. Not only does a Safety possess the basic skills and knowledge for patrolling, but a Safety must also exhibit personal courage, discipline, and integrity. About one in ten recruits have what it takes to become a Safety. One in ten recruits are capable of withstanding the public pressure, risks, hazards, attention, scrutiny, training, challenges, and tests. All others quit or fail. The challenge of becoming a Safety is not so much about facing external obstacles and threats. Unlike the military, we hold no special authority over you. You may leave whenever you wish. We will not humiliate, haze, embarrass, or threaten you. When you become a Safety, it is truly your choice and accomplishment. For many other programs, the fear of being punished or fired motivates participants to stay. The true battlefield for becoming a Safety is fought in your mind. You will only succeed if you have the internal drive and discipline. Once you become a Safety, it is then our job to provide you with even greater opportunities, goals, and challenges. Every Safety has made it on his or her own first. The best example of this camaraderie occurs when you travel to other chapters, even chapters in other countries. It is a feeling like visiting relatives. There is an instant trust bond that runs as deep as blood. You know that your fellow Guardian Angel whether Japanese or British, Muslim or atheist, Puerto Rican or Asian has experienced the same kinds of training and situations on the streets. You know that if he is your partner, he will protect your life as his own. Patrol Guardian Angel While being a Guardian Angel is a unique experience, there is no equivalent to being a Patrol Guardian Angel. Unlike martial arts or fighting schools, we deal with the real thing. Guardian Angels tactics and techniques have been tested and passed on the streets. Unlike police officers or gangs, we are completely unarmed. While some may view this as a disadvantage, nothing could be further from the truth. This seeming disadvantage actually forces us to elevate our level of training and focus. It forces us to rely solely on our minds and maturity to protect ourselves. It trains us to think faster, smarter, and better. Where others see the mean streets as danger and hazards, we see opportunities, challenges, and lessons. Where others see life as full of setbacks, regrets, and obstacles, we see life’ s opportunities, challenges, and lessons.

Guardian Angels Therapy of Volunteering

We are in the middle of a huge explosion in psychological therapy and counseling. While much of this can be attributed to the development of the field of psychology as well as increased acceptance of therapy and counseling, a lot can also be attributed to our modern environment. Our modern world is creating alienation, detachment, isolation, indirect and impersonal interaction, and insecurity. While some would view our extensive freedom and wealth as cause for celebration, many people only see them as cause for indecisiveness, confusion, irresponsibility, and envy. At the same time that more and more Americans are taking antidepressants and counseling, more and more Americans are also volunteering. What they realize is that volunteering is not only therapeutic;it also addresses many of the problems of modern life. The therapy of volunteering:  Being active instead of sedentary. This not only improves your health and outlook on life, it also improves your morale. Being able to actively address problems builds your confidence and optimism for addressing other problems including personal ones.  Helping and thinking about others. When you are alone, you cannot help but obsess about your own situation, needs, and problems. This obsession only paralyzes you with fear and insecurity. In order to deal with your own needs and problems, you need to give your mind a break. Volunteering allows you to focus on other people and their problems. This can also give you a new perspective on your own problems and their dimensions.  Learning to work with passion and a sense of purpose. Most people only work for a paycheck. For this reason, they learn to put as little energy and excitement into their work as necessary. As a result of this, their work ends up being dull and boring. When people volunteer, they are working for free. They soon realize that it is their passion and sense of purpose that motivates them to work. But this attitude also becomes a habit, and they add passion and purpose to their regular paying jobs.  Being around others who are helpful and caring. In modern life, we are constantly bumping into strangers and waiting behind them in lines and traffic. This can easily make us view others as nothing but obstacles and hurdles. When you volunteer there is camaraderie between people who care passionately about the same thing. You start to view people as friends, assets, and resources.

Benefits Of Becoming A Guardian Angel

On patrol, the question always arises: Why should I risk my life and not get paid for it? Not getting paid for it is actually a good thing. It simply means that what you are doing is based on a purer motive, not to get a paycheck, but to truly help others without expecting any material reward in return. But there are many more important and fascinating benefits: 1. 2.

Exercise and conditioning. Patrolling requires walking, and training requires physical exertion. Getting to know your city. On patrol, you learn a lot about your city. You find the hidden nooks and crannies. You learn about new restaurants, bars, and stores. In talking with local merchants, you may also learn a little history. Getting to know the people in your city. In modern day society, more and more people feel disconnected and alienated from their communities. We have built an automobile nation where the most interaction you get is either making or receiving obscene gestures. On patrol and at special events, you meet people face to face. You become connected to the interests, needs, concerns, and ideas in your community. Whereas people are afraid to approach strangers, many people are unafraid to approach us. Relationship-building. Meeting a lot of people is one thing. Developing reliable and trusting relationships is another. On patrol, you exercise your relationship-building skills not only with strangers but also among other patrol members. You learn that disrespect, dishonesty, selfishness, and insensitivity not only destroy relationships, they put you and your patrol in danger. You learn that respect, integrity, selflessness, and compassion help others to trust and value you. Helping others. Today, many Americans donate money to charitable causes. While donating money is noble, it is difficult to sense and experience how your hard work is helping others. As a Guardian Angel, you interact directly with those you help. Not only does that make you instantly feel better about yourself, Formal Evening Ceremony 1999, Tokyo, Japan it also improves your sense of value and importance. Many people fail in life, because they betray their own interests by conveying a sense of worthlessness and irrelevance.

Personal safety. Most of the Guardian Angels lessons do not cease to apply once you take your beret off. They can and should be applied to all aspects of your life. One of the most important skills is personal safety. As a Guardian Angel, you learn to build safe relationships, and you also learn to stay safe on your own. Problem-solving. As a Guardian Angel, you are a problem solver. You solve problems whether on patrol, working with troubled youth, or dealing with a surge in crime and violence. You develop problem-solving skills and learn how to involve people in solving their own problems. At the same time, you inevitably learn how to solve your own problems. Resourcing. On patrol, it is important to greet, get to know, listen to, and build relationships with people. This is the definition of networking and resourcing. Many times unemployed members have found jobs on patrol. In todayâ&#x20AC;&#x2122; s economy, the emphasis is on relationships and service instead of productivity and volume. As a Guardian Angel you learn the very skills that are being taught in expensive corporate workshops and seminars. Leadership. Every patrol Guardian Angel will be a Patrol Leader. You will learn to not only accept but also appreciate the heavy responsibility of protecting the lives of every member on that patrol. How many leaders ever get to experience that level of responsibility? If you have a supervisor, this teaches you to empathize with her responsibilities and demands. If you supervise others, it teaches you the importance of being a reliable, trustworthy, decisive, and strong leader. Exposure to diversity. As a Guardian Angel, you will likely meet and work with more people of different ages, races, income classes, religions, nationalities, ethnicities, sexual orientations, and ideologies than at any other job, school, or organization. One of the most important lessons in this global economy is understanding and appreciating the fundamental similarities as well as the individual uniqueness of humanity. There is perhaps no greater symbol of global unity than a patrol with people of different nationalities, races, and religions all willing to protect the lives of each other as their own. Travel. Guardian Angels are encouraged to travel and assist other chapters around the world. This exposes you to a great breadth as well as depth of different cultures and people. Unlike in war, you are not encouraged to kill any of them. Unlike being a tourist, you learn about different places directly from the residents and community. In Guardian Angels uniform, people simply view you as a local not a tourist. You may Malmoe, Sweden Chapter 2000 also learn that you will succumb to greater culture shock in New York City than Japan.

Reality Check. You will face many serious and potentially dangerous situations on patrol as well as adversity and setbacks as a volunteer. While many people preach about self-discipline, responsibility, integrity, and courage, you will be put to the test and use these skills at a very practical level. Honor. Like with many ideals, words can easily be thrown around and proclaimed. As a Guardian Angel, words are always put to the test on the streets. On patrol, being dishonorable is a palpable threat to the safety and lives of every patrol member. There is no pretending. While people may view the streets as a bedlam of anarchy and savagery, there is a code. If you are always on the side of respecting and helping others, you will act and talk with more conviction and confidence, more people will listen to and support you, fewer people will feel threatened and resentful, and you will be safer.

The Temporarily Unemployed Volunteer We come across a lot of unemployed people on the streets, and many argue that they cannot volunteer when they donâ&#x20AC;&#x2122; t even have a paying job. What they do not understand is that volunteering will help them get a job. One of the greatest obstacles to employment is not a lack of searching but morale. Being unemployed is demoralizing and frustrating. Worries, needs, and fears compound daily, and when you have so much free time to worry, it can also drive people crazy. As the saying goes, an idle mind is the devilâ&#x20AC;&#x2122; s playground. All this insecurity and negativity comes across in a job interview, and it can also make rejection feel more personal and devastating. At the same time, when your body becomes sedentary, it becomes comfortable and more resistant to the prospect of working and exerting itself. When you volunteer, you are occupying yourself and virtually working. Your focus is shifted from your own problems to others and the community. You are gaining confidence, building morale, and learning to value your abilities and self. Not to mention making contacts throughout the community while on patrol. When you walk into an interview, you do not walk in desperate and frustrated;you walk in confident and positive. Volunteering is like warming up before the game. If all you do is sit around and watch TV before your first job, the transition into working will be more difficult.

Guardian Angels Respect Guidelines

Understanding the Value of Respect Whether Aretha Franklin sings about it or Rodney Dangerfield seeks it, respect is one of the most fundamental building blocks of relationship building. Respect simply means that you find value in others as well as yourself. When we value something, we protect, nurture, and attend to it. Things that are not valued are destroyed, disposed of, or simply neglected. When we show respect for people, we are telling them that we believe they can be of great value to us. By demanding respect from them, we are also telling them we can be of great value to them. Once both sides find value in each other, they develop a relationship. The Guardian Angels mission is to empower people, and nothing empowers people more than building reliable and trustworthy relationships. It is therefore of greatest importance that we start out every single point of contact with respect, and we uphold and protect that respect throughout all future interactions. Disrespect: Devaluation Tactics When people disrespect others, they focus on three main areas. They are basically saying: You are of no value to me because: 1) There is something wrong with you, you do not function properly, 2) You are not good enough, you are inept or ignorant, or 3) You do not fit in. Almost all insults and slights are rooted in these three elements of devaluation. If people say that you are malfunctioning, they may use words like moron, retard, cripple, psycho, or crazy. If they say that you are deficient, they use words like stupid, ignorant, fat, loser, or slow. If they are saying that you are an outcast, they use words like weird, bizarre, freak, or use racial, sexist, or homophobic slurs. The Guardian Angels do not allow any kind of devaluation tactic.

Respect everyone regardless of his or her race, ethnicity, age, gender, religion, nationality, political views, or sexual orientation. Respect each other regardless of rank or program. For example, Safety’ s should not look down upon or ignore Cyber Guardian Angels and vice versa. A regional leader should not look down upon or ignore an I Support. Respect the Patrol Leader. All orders must be obeyed. Do not question the Patrol Leader unless you believe life is in danger. Respect recruits. They are our future, and we were all there before wondering if this was the right thing for us. Introduce yourself, shake their hands, and thank them for volunteering. Respect the instructor. Give the instructor your undivided attention. Ask questions. Respect students. Instructors should answer questions and allow students to provide feedback. Do not belittle or berate them. Respect law enforcement. You may have experienced unfriendly or rude behavior from police officers in the past, but do not blame all of them. They are our ultimate back up if we are in need. Wave at all passing officers. Respect yourself and your interests, goals, needs, concerns, opinions, and ideas. Speak up and speak clearly. Be positive. Look people in the eye. Maintain your personal hygiene. Do not be guilty of malodorous emanations. Keep fit and healthy. Exercise your mind. Respect the colors. Do not wear creases, faded colors, or stains. Fold your shirts neatly. Shape your beret. Clean and shine your boots. Respect the Guardian Angels. You may not agree with the Chapter Leader. You may not like your chapter, but the ideals and principles of the Guardian Angels lie in your heart and mind. Respect your family. Do not come out on patrol if you have a family member in need. Become a dependable, responsible family member even if your family is not. Respect school. No matter how difficult or boring your teachers are, respect the lessons and ideas. You don’ t have to agree with them. Do not skip school to patrol;you will be cut. Respect your job. Your job allows you the luxury of volunteering. It feeds, clothes, and shelters you. No matter how hard your boss is or how seemingly pointless the work, do the best job you can. Do not skip work or refuse overtime in order to patrol. Respect your community. Today, people complain about crime, traffic, pollution, poor quality of life, blight, ghettos, and taxes. Few people, however, feel obligated to participate in community affairs to help solve these problems much less vote. As a result, they feel victimized and detached. Community involvement means you value your community enough to attend to its needs and concerns. Respect your country and constitution. Your nation may have made serious mistakes along the way, but there is no way to change it unless citizens become more involved in the decision making process. A true patriot does not sit idly by and watch his nation falter. A true patriot speaks out and acts out. A true patriot also protects the constitution.

Members must agree to abide by our principles of respect for others and anti-violence. 1.

Membership in the Guardian Angels is open to everyone regardless of race, gender, sexual orientation, religion or national origin.

Members must be at least 16 years old (to patrol). There is no upper age limit.

Any applicant convicted of a felony shall only be allowed membership with approval from the regional or national office. Applicants with criminal offenses on their records will be considered on an individual basis, considering the severity of the crime, the date of offense, and applicantâ&#x20AC;&#x2122; s present lifestyle.

No person found to be presently addicted to alcohol or drugs shall be considered for membership.

The Guardian Angel uniform consists of a red beret and a shirt and jacket with insignia.

Uniforms are only to be worn while at a Guardian Angels function or while conducting Guardian Angels business.

All uniforms will be provided by the Guardian Angels and remain the property of the Guardian Angels at all times.

These articles are forbidden from being brought into a Guardian Angels office or carried on patrol: A) any weapon B) alcohol/drugs or paraphernalia C) pornography and other offensive materials.

All members shall be searched for forbidden articles when entering the Guardian Angels office and before going on patrol.

Members are not permitted to visit the Guardian Angels office while under the influence of alcohol or drugs.

Active or passive racism, sexism, homophobia, or sexual harassment is not permitted.

To Protect and Uphold the Law As a Guardian Angel, our job is to uphold and protect the law. The law includes the Constitution of the United States including the Bill of Rights. We do not harass, threaten, assault, or illegally detain anyone. We must treat everyone with respect, courtesy, and professionalism. While being macho and tough may quickly win a battle, it will ultimately lose the war of public support. Without public and community support, we have no chance. We must not only win the minds of the community, we must win their hearts. We must show everyone that we are human beings who deeply care about the welfare of others. We are not out to get revenge on the bad guys, pound them into the ground, or terrorize them. If we are attacked, we will protect ourselves with minimal force necessary. At the same time, we will not back down from intimidation, harassment, and persecution. Even if a hundred people have hurled insults at you on patrol, still treat that hundred and first person with total respect and friendliness.

Guardian Angels Discrimination and Harassment Policies

Discrimination and harassment are prohibited based on: age, ancestry, national origin, color, sex, sexual orientation, religion, physical disability, mental disability, marital status, age, or political affiliation or views. Volunteers with certain disabilities may be excluded from certain jobs if the disability precludes the volunteer from performing the essential functions of the job and no reasonable accommodation exists that would enable the volunteer to perform the essential functions of the job, or the volunteer would create an imminent and substantial danger to him/herself or a substantial danger to others by performing the job and that no reasonable accommodation exists that would remove or reduce the danger. Sexual harassment is prohibited. This includes but is not limited to: unwanted sexual advances and propositions, offering benefits in exchange for sexual favors, making or threatening reprisals after a negative response to sexual advances, leering, sexual gestures, display of sexually suggestive objects or images, distribution of sexual written material, discussion of sexual orientation, sexual slurs, inappropriate reference to sexual body parts, and inappropriate touching or impeding. Physical, mental, and violent harassment is prohibited. This includes but is not limited to: humiliation, embarrassment, rite of passage hazing, initiations, insults, yelling, issuing physical exercise as punishment, pain, torture, nudity, mutilation, or scarring. Intense physical exercise, however, is required of all patrol volunteers. Additionally, mock situations will simulate physical, mental, and violent harassment in order to train volunteers to handle such harassment. Volunteers may refuse to participate in mock situations with no negative impact on their standing or qualifications for promotion. Mock situations, however, will never involve sexual or discriminatory harassment. The Guardian Angels will exclude from membership those who have been prosecuted for serious and/or recent crimes or are affiliated with any criminal organization or organization that promotes violence and discrimination.

Guardian Angels Code of Conduct

Special Responsibility The Guardian Angels is a unique organization that works hard to build trust and credibility within the community. Our goal is to exemplify responsible, ethical, compassionate, and law-abiding behavior. Consequently, our behavior is more closely scrutinized than most other organizations. At the same time, by behaving in any lesser manner, we are simply not achieving our goal. Appearance of Impropriety As role models and visual deterrents to crime, we must be especially conscious of any appearance of impropriety. While we may not be violating any rules or ethics, we may do something in public that may be negatively misconstrued. For instance, a member may be able to afford to wear expensive gold chains and rings and wear designer clothes. There is nothing wrong with this, however, if he decides to patrol or work in an especially impoverished neighborhood, this display may offend people. People in this neighborhood may also associate these items with gang affiliation. Use of Guardian Angels Property All property donated to the Guardian Angels belongs to the Guardian Angels and is only to be used for Guardian Angels related business. A donated headquarters is not a free motel for relatives and friends. Do not make long distance telephone calls to friends and relatives. Do not use a donated vehicle to go cruising or drop your kids off at the babysitter. Politics and Religion The Guardian Angels are not affiliated with any religion or political party. We can, however, support those political campaigns designed to improve or protect our communities. Otherwise, members are prohibited from conducting political or religious activities in uniform, during official business, or using Guardian Angels property or equipment. Members are also prohibited from trying to recruit other members or the public into their political or religious affiliations. Guardian Angels should refrain from discussing their political or religious views with other Guardian Angels or the public while in uniform or involved in official business. Political or Social Rallies or Demonstrations The Guardian Angels may participate in rallies or demonstrations that promote the welfare of the community. Try to avoid any divisive or controversial rallies where both sides may have a legitimate claim to supporting the welfare of the community (e.g., Copyright ÂŠ 2003 Guardian Angels

assisted suicide, abortion). Guardian Angels may also neutrally “patrol”rallies or demonstrations to ensure that the participants’rights to free speech and assembly are protected as well as the community’ s rights to secure person and property. Donations Anything given to you while conducting Guardian Angels business in a Guardian Angels uniform is considered a donation to the Guardian Angels. If a business merchant offers you a free soda, this is a donation to the Guardian Angels. Do not return in your civilian clothes and demand another free soda. If someone gives you $5 for helping you push his car out of traffic, this is not a personal tip;it is a donation to the Guardian Angels. “Whistle Blower”Protection Anyone who follows internal procedure and reports a violation of ethics, rules, or regulations will be protected from retaliation including but not limited to change of duties, demotion, exclusion from activities, and harassment. As defenders of honor and morality, it is the duty of every Guardian Angel to confront and eliminate any type of unethical and unlawful behavior even when perpetrated by other members.

Guardian Angels Color Guidelines

Beret Shaping 1.

Shave off all lint on outside and most on the inside.

TO SHRINK: Fill sink with hot water. Immerse all of beret except backing in hot water. Wring slightly then throw in dryer on high heat until dry.

TO SIZE: After shrinking (if needed) you should not need the adjustment string pull it out. If you still need it, adjust beret to proper position (1 inch above eyebrows, parallel to ground) and tighten but not too tight. Tie square knot. Cut loose ends as close as you can to knot. Melt ends with match. Idea is to make it appear as if there is no string.

TO SHAPE: Dip in hot water, keeping backing out as before. Wring slightly then position beret correctly on head. If you are right handed, the beret should fold over the right ear. If you are left handed, it folds over the left ear.

If you are right handed, hold flash centered over left eye with left hand while smoothing beret over right side of head with right hand. Ensure that the fold in front runs cleanly from the corner of the center to the right side of the beret.

Once you have formed the beret, remove carefully from head and try to preserve the shape. Set aside and let it dry. Repeat 2-3 times until beret holds shape.

Beret Wearing

     

Wear your beret with pride. It should always be properly shaped and clean. Never allow your beret to touch the ground. Never touch another Guardian Angel’ s beret without asking first. Do not eat, smoke, or sleep with your beret on. Wear your beret at all times except when inside a courtroom or religious building. When the American anthem is played, do not remove your beret. Place your right hand over your heart. If you are outdoors, you may salute the flag.

Respecting the Colors All apparel with the Guardian Angels logo should be respected and treated well. After an event or patrol, everyone should hand in his colors folded properly. It takes two people to properly fold a t-shirt unless you have a clean, flat surface. The folding of the colors is much like the folding of the flag after it is lowered. It signifies respect and the completion of duty. No matter how late or tired everyone is you should always take time to fold your shirts. In addition to this, the t-shirt and jacket should never be dropped or lie on the ground. Dirty t-shirts and jackets should be washed immediately. Never wear dirty, ripped, or stained colors. If you have a permanently stained or unwearable shirt, it should be burned not thrown in the garbage.

 Pocketknives - even little ones.  Large flashlights.  No metal studded items, no high heels, no skirts, dresses, kilts, or shorts (unless you are on a bicycle patrol or day patrol under extreme heat).  A bad temper or a grudge. If you are in a bad mood, leave it at home or stay home with it.  Do not openly wear anything that depicts sexual or violent content and gang, political, or religious affiliations or views.

WHILE ON PATROL KEEP THE FOLLOWING POINTS IN MIND:           

The Patrol Leader will be in the front of the patrol, and the Second will be at the back. Pay ATTENTION TO AND OBEY WHATEVER THESE PEOPLE ASK YOU TO DO. The Patrol Leader is in charge and responsible for whatever happens on patrol. The Patrol Leader has the authority to take the uniform from a patrol member and send him home if he is causing a problem on patrol. When you patrol, you will be partnered up with another Angel. STAY WITH YOUR PARTNER AND WITH YOUR PATROL. IMMEDIATELY COME TO THE AID OF ANY GUARDIAN ANGEL IN NEED! Be alert and on guard at all times. What we are doing is important and serious business. Listen for screams, calls for help, breaking glass, whistles, shouts, gunshots, or other unusual sounds. Keep your eyes moving at all times, looking for anything that might be unusual. Try to utilize your peripheral vision. Don't forget to look above and behind you. When the Patrol stops, don't cluster up. Spread out! Turn any valuable items found on patrol over to the Patrol Leader. Try to avoid obstructing other pedestrians when patrolling busy streets or small/thin sidewalks. Avoid making excessive noise. It makes you sound like troublemakers and disturbs residents.

REMEMBER, YOU NOT ONLY REPRESENT YOURSELF BUT THE INTERNATIONAL ALLIANCE OF GUARDIAN ANGELS WHEN YOU ARE IN COLORS.      

Never argue with anyone or other Angels while on patrol. We have a rap at the end of every patrol for you to air your complaints and compliments. Stand tall. Show you are proud to be a Guardian Angel. Display an air of confidence. Be polite and respectful when dealing with others. Avoid using bad language in public. Maintain a low key but firm attitude. Never threaten.

Do not lose your temper, NO MATTER WHAT! GA's must be able to withstand ALL TYPES of verbal abuse. If we work with Police or any other authority while on patrol, let the Patrol Leader handle things unless you are called on personally. Maintain order;be quiet and courteous so they know we are serious about our responsibility. If people approach you and wish to join, donate to, or find out more information about the Guardian Angels, give them a brochure with our office phone number and get their name and number. Give the number to the Patrol Leader. DO NOT allow yourself to be distracted by bystanders when the patrol is dealing with a violent or potentially violent situation. (However, keep a watchful eye on bystanders. Appoint one member of every patrol to talk to and calm the crowd. They must be able to diffuse potential crowd hostility verbally.) Most patrols will end with nothing of consequence happening. Do not be discouraged by this. It is a good sign that we are being effective. Remember, we are a "Visual Deterrent" to crime, and if we are effective, crimes will not occur around us.

KEEP THE FOLLOWING POINTS IN MIND IN THE EVENT OF A POTENTIAL CONFRONTATION:        

 

Maintain eye-to-eye contact, but do not challenge, and do not stare aggressively. Be extra polite but remain firm. Feet should be slightly more than shoulder width apart. Do not lock your knees! Your body should be slightly turned to one side (presenting a smaller target). Arms and hands in the calm down position (hands raised, palms pointing forward). Do not clench your fists! Watch your opponent's hands for any sudden movements. Make a visual search for weapons. If your patrol does encounter a confrontation, remember the Guardian Angels work as a team. If the Patrol Leader says to stay out of the situation, everyone stays out. If the Patrol Leader says to get involved, everyone gets involved. If the Patrol Leader says leave, everybody leaves. LISTEN TO THE PATROL LEADER! Use the minimal force necessary to subdue the suspect(s). If possible, restrain them without hurting them.

Guardian Angels Misconceptions, Questions and Answers

The Guardian Angels are a bunch of vigilantes who endanger the rights and civil liberties of innocent people. First, the Guardian Angels do not have any special authority or powers. We are citizens and must obey all laws. Second, we will not arrest anyone unless they have committed a crime in our presence, or we have reasonable cause to believe they committed a felony. We focus on violent crimes when there is a victim. We do not arrest people for jaywalking or spitting on the sidewalk. Aren't the Guardian Angels just a macho group of young thugs? The first members of the Guardian Angels may have been mostly young males, but today the members of the Guardian Angel represent the most diverse spectrum of races, cultures, nationalities, religions, ages, and genders. There are Guardian Angel chapters on four continents around the globe. Even members in America represent many races: Native American, Hispanic, Latino, Asian, Arab, Jew, African-American, Caribbean, and South Pacific Islanders. Compared to many organizations, clubs, even businesses, the Guardian Angels organization is one of the most diverse. Aren’ t you guys just out to beat people up? While Angels do train intensively in self-defense tactics, the emphasis is on nonviolence and non-injury. Angels are trained to use verbal communication to de-escalate confrontations. Angels use minimal force necessary to subdue the criminals. Patrolling, however, is a small part of what Angels do. We also help other people organize to fight crime through community events, neighborhood watches and patrols, and education. Guardian Angels do not only fight crime. Aren't the Guardian Angels just another gang trying to take over the streets? Gangs are disenfranchised, alienated, neglected, and abused kids who commit violent crimes to impress their peers, have no respect for others, care nothing about the welfare of their community, and actually destroy their communities by selling them drugs to destroy their lives. We teach respect, community service, cooperation, and selfless service to others. You’ re all just a bunch of cop wannabe’ s. foot building cooperation and partnerships in the community. We are volunteer community activists. The police are paid to enforce law and order. Why do the Guardian Angels look and act so militaristic? Guardian Angels are not trying to look like a militia or Army unit when they wear boots, berets, and black BUD (battle dress uniform) pants. Many Angels wear boots to protect their feet, ankles, and Achilles' tendon from broken glass and debris. Hiking boots also wear out less than tennis shoes, and many dedicated Angels walk hundreds of miles a week. Many members wear BDU pants, because there are more pockets to carry brochures, pamphlets, gloves, first aid, and they are more comfortable and flexible than jeans. Members also buy BDU's so that they can wear and tear them in training instead of their own street clothes. The red beret is vital for identification. It makes Angels more visible at night. Angels are primarily a visual deterrent. If criminals can't see us patrolling at night, what use is patrolling at night? It also allows the police to identify us quicker. When anyone is caught subduing a criminal, police officers can easily mistake the citizen for the criminal. Why not baseball caps? Berets do not interfere with overhead vision. People have been known to throw objects out of tall buildings at Angels. Being able to see falling object above you becomes important. Additionally, baseball caps have the flap over the forehead to protect the person from sunlight. Most Angel patrols occur at night. The beret also allows people to quickly identify us, both the police and criminals. Why do you all wear the same clothes? Wearing a uniform has its benefits and burdens. We understand that uniforms may alienate outsiders. It may threaten those who are inherently anti-authority or anticonformity. People assume that we all think and act alike. On the other hand, it helps strengthen our group identity. It makes us much more visible and appear unified and well organized. It intimidates criminals and gangs. We also receive gratitude for the help and caring provided by other Guardian Angels. Our uniform is known and trusted around the world. It is our proud trademark of courage and community service. If I join the Angels, will I be indoctrinated in bootcamp manner and be ordered around? The Guardian Angels is a community volunteer and activist organization. When you join the Angels, you join as a community activist, and if you do not want to patrol, you are not required to. There are many roles to play in the organization. But if you do want to patrol, training will be serious and realistic. You must stay in formation and obey the orders of the Patrol Leader for your own safety and the safety of other Angels. The training and patrols, however, are modified from military style simply because most volunteers will quit if they feel they are being treated poorly. In the military, you get treated poorly if you like it or not. As an Angel you are taught to be disciplined and accountable for your own benefit not for fear of being court martialed. be disciplined or cut from service. Who says whether residents of a community want the Angels in their community or not? The Angels never enter a community without first being invited there. Why should I fight crime? Isn't that the job of the police? With limited budgets, many police departments are asking citizens to become more involved. With the growth of gangs, more communities are being harvested for recruits and drug clients. There are three avenues we can take. We can increase our taxes and give more power to the government to search, seize, interrogate, apprehend, and account for us. We can call in the military to police our streets and put our cities under martial law. Obviously, this totalitarian approach to fighting crime is dangerous and destructive. We can also just sit back and point our fingers at everyone else. We can criticize each other and debate forever about what is the most effective way to combat crime. We can talk and argue our heads off and in the meantime allow our streets to be taken over by crime and our children brainwashed and corrupted by gangs. This apathetic, indecisive road leads to anarchy. Like in many Third World nations, rogue gangs, poverty, and famine result. Also, many people in anarchy societies are vulnerable to the propaganda of totalitarian leaders who promise zero tolerance of crime and civil disorder. What they get instead is more organized and systematic oppression and corruption. Or we can take the road of social responsibility and take charge of our lives and our country and community's destinies. We can set an example for our children by becoming involved in community organizations to fight crime and provide alternative activities to gang life. We can become more actively involved in raising our children and protecting our communities. This does not call for more tax money or government intervention. This simply calls for small sacrifices for greater future gains. Why should I go out there and spend my time protecting my community when everyone else is at home watching TV and getting a good night's rest? Some people may be closing their eyes to the problems in their neighborhoods, but they will end up feeling the costs later. First, vandals and taggers will start lowering their property value. Their neighborhoods will begin to look like slums with garbage and human waste everywhere. This will attract more gangs and homeless. Then their children will be exposed to the gangs and, out of pure boredom or fear, join them. Then someone will get shot, and everyone will want to leave the neighborhood. Then no one will want to move into their neighborhood, and they'll end up selling their homes at a considerable loss if they're lucky enough to find a buyer. Meanwhile, as a Guardian Angel, you spend at least one night a week getting to know your community on patrols. You get exercise and fresh air. You get to know your neighborhood better on feet, and you're able to channel your frustrations at crime through a constructive activity. Vandals and taggers are deterred. The neighborhood remains clean. Gangs and homeless people avoid the area, and property values are safeguarded. for them, it's out of mind. They feel safe, and they feel less of a need to join a gang to protect themselves. Unfortunately, many community watch groups are organized when someone is shot or the problem is far beyond tagging and vandalism. People need to participate in community groups before major problems arise. If it's too late, community groups can still make a major difference, but it will just mean more work. Why is patrolling important? There are many different tactics to fighting crime in your neighborhood. You can cut off your streets from main roads. You can buy a loud dog. You can put up more lights. You can open up a youth center to keep kids off the street. You can pick up the litter around your neighborhood. Of all these things, patrolling is the most effective crime deterrent tactic. Criminals don't like to be seen, and they don't like people around when they commit their crimes. By having people walk around at night, the criminals become visible and vulnerable. Some people patrol their neighborhoods in cars. Unless you drive real slow or continually move and park on each block, you miss a lot of things, and criminals do not always see people sitting in parked cars. The purpose of patrolling is to be seen by criminals, and hence deter them. In a car, you're simply waiting for something to happen to report it, and after spending a few nights doing this;you can become quickly bored and lose interest. By walking, you keep yourself awake and alert, you get to meet and talk with people on the streets, get to know who's a threat and who's not, but most importantly, you get seen. Isn't it dangerous to patrol? Criminals fear two things the most: visibility and witnesses. That's why most crimes occur at night where there is less visibility and fewer witnesses walking around. On patrol, you always walk in a group. Criminals have a lot more street smarts than people give them credit for. They are not going to commit a crime in front of witnesses. If they come up to a patrol and assault someone in the patrol, they have witnesses to point them out in a line up and testify in court if necessary. If you were a criminal, would you attack a group of people? Street thugs will however assault you verbally. It takes confidence in yourself and your mission of safeguarding your community to respond maturely. The best response is to communicate with them with respect and confidence, to educate them about what you do. Many times a hostile person will surprise you by calming down and responding with respect and sincere curiosity. What about drive-by's? There is nothing that brings more attention to gangs than shooting at civilians. Gangsters know that by killing civilians they bring negative attention to them, which jeopardizes their drug trade. Their drug trade is the most vital element of gang power and influence. Most drive-by's are targeted at competing gangs that endanger their drug market by moving in on their turf. So long as you're not out there selling drugs to their clients, they will not feel threatened. Ironically, you are actually protecting their clients by making them feel safer. street patrols. Don't expect to get shot at and attacked every day, but always be prepared for the unexpected. Do the Angels carry any type of weapon, and if not, are they stupid? The point of patrolling is not to encounter a criminal in action and engage in a Wild West shootout. The point is to be a non-violent, visual deterrent to criminals before they commit the crime. Knowing that all Guardian Angels are unarmed, criminals are less likely to escalate a confrontation. Knowing that Angels train intensively in selfdefense, criminals are also less likely to assault us. This means that our interaction with criminals is mostly verbal. It is the job of the police to deal with armed criminals. How do the police feel about the Guardian Angels? The Guardian Angels enjoy a good working relationship with the police in the cities we patrol. Occasionally, we encounter a police officer that is not accurately and completely informed about the Guardian Angels, its mission, its rules of conduct, and standard operating procedures. In the city of Sacramento, California, two police officers requested Angel presence in the worst crime area of the city. With their help, the crime calls in the area went down from 181 the first month, to less than 70 after six months of the partnership. A spokesman of the Sacramento Police Department is quoted in the local newspaper as saying, "We made them allies, and we are very pleased. I think they are really effective when it comes to their presence. They are a very real deterrent to crime." This is a long way from New York City transit police setting up and arresting Angels on subways for "harassing vagrants." Through emphasis on non-violence and community participation and assistance, the Angels have gained the trust and respect of many authorities and citizens in spite of the fact that old myths, rumors, and stereotypes abound. How are the Guardian Angels funded? The Guardian Angels are funded from donations or grants. The Angels do not hire any professional fundraising companies. The money is used for a variety of essential costs like uniforms, printing (fliers, posters, brochures, applications, member rules and information), radios for patrols, air-time, mail-boxes, voice-mail, office equipment, and transportation costs. Sometimes, instead of donating money, communities donate the needed services and equipment. Does it take a Rambo, gung-ho attitude to patrol the streets? If anything is a greater liability to a street patrol, it is a Rambo, vigilante attitude. We do not want people who want to fight with the homeless, drunkards, and gangs. They not only jeopardize their own safety but the safety of the patrol. Some of the best Angel patrollers use verbal communication skills to educate the public, defuse hostile aggression, and motivate others to join. All it takes is a sincere desire to change your community for the better. The courage it takes to patrol has little to do with fighting criminals. If you can communicate, organize, educate, and motivate people or simply possess a sincere desire to help your community through non-violent, constructive avenues, join the Guardian Angels. The Guardian Angels don’ t solve anything. They just move crime problems around from one neighborhood to another. First, any effort in and of itself is an accomplishment. A self-defeatist and passive mentality is just as much an asset to criminals as their own weapons. But we do a lot more than just shuffle criminals around. Every time a criminal is uprooted, it costs him time, effort, money, and even jail time. These costs add up. When a criminal moves in on new turf, he may also encounter other criminals and endanger his own life. The more criminals are uprooted, the weaker they become. Criminals are not like weeds, they are like stray dogs. At the same time, the members of an active community become stronger. They learn to work together and organize. Their confidence is strengthened. They become empowered. Children in that community become more confident in the ability of adults to solve problems. In communities where adults just sit at home watching television and feeling helpless, their children are much more likely to feel insecure, desperate, and incapable of solving their own problems. Aren’ t those Pagan symbols on your shirt? You guys look like a cult. The Guardian Angels are not into secret symbols and hidden meanings. Likewise, we have no hidden or secret agendas, meetings, manuals, members, or hand shakes. The eye does not represent the Egyptian Osiris eye, Satan, Cyclopes, the sun, God, a spying eye, Freemasonry’ s all seeing eye, or the US dollar bill eye. It simply represents a watchful eye above us all, watching out for us like guardian angels. The shield represents protection and being a guardian. The wings represent angel wings. The triangle, along with the square and circle, is one of the most often used symbols since it is a basic geometric shape. The triangle is used by countless groups and there are countless interpretations of what the three sides stand for: the Holy Trinity;mind, body, and spirit;love, wisdom, and power;Earth, Wind, and Fire; Larry, Moe, and Curly. Our choice of the color red also holds no secret or hidden meaning. Of course red is associated with danger, blood, passion, stoplights, and Coca-Cola. Red is simply a bright color that stands out, and bright red berets were more available than blue, purple, yellow, or pink ones. Unfortunately, later the Bloods and many other gangs adopted red as their “color”too. Isn’ t the guardian angel a Catholic concept? The term “guardian angel”originates from the Catholic religion. However throughout history, many cultures have believed in guardian spirits (airborne and otherwise) who look out for and help humans. There is also a recent surge of interest in angels, and the Guardian Angels is not an offshoot of this movement. We are not involved in any mythological, metaphysical, New Age, or New World Order concept.

Under unlawful and corrupt rule, many good people have been forced into secrecy including the Underground Railroad during slavery in the South and the French Resistance under Nazi Vichy rule. In America, we have the luxury of living in one of the most open, lawful, and free societies ever invented. It is not perfect, but so long as our liberties are guaranteed under the Constitution, we feel no need to hide anything from the public. Guardian Angels What We Are Not

Police By no means are we trying to take over or do the policeâ&#x20AC;&#x2122; s job. The police deal with emergency crime calls and extremely dangerous situations. Our job is to organize, inspire, train, educate, and empower communities and individuals. Enforcing the law on the streets is only one of our tasks. Our focus is on prevention not reaction. The police do not have the time nor interest in spending a lot of time talking with the public on the streets. Their goal is to control and command potentially violent situations. Our goal is to communicate and collaborate to prevent violent situations. The police and Guardian Angels training are also very different. Their initial screening and training process is more extensive. Our goal is to make it easy for the ordinary citizen to get involved immediately. None-the-less, our training is progressive, continual, and comprehensive, and we do screen out people based on criminal background, violence, and negative attitude. The police hold special powers and authority. This also means greater liability. The Guardian Angels are citizens and hold as much authority and liability as any ordinary citizen. Most Guardian Angels are also volunteers who derive no material gain from their efforts and sacrifices. The police mainly focus on public safety issues. Our focus is broader and involves improving the quality of life of communities and individuals. Our goal is not only to make communities safe, it is also to empower communities and individuals, by teaching, upholding, and exercising values. The Guardian Angels also tend to come directly from the communities we serve. Traditionally, we have been more ethnically diverse;however, the police have made great improvements in opening up toward people of all backgrounds. Security Most all security are paid private employees. They answer to their employers not the public. Their priorities are the employer, his property, and his customers not the public. Their authority only covers their private property. They are not even allowed to assist the public across the street. Their training may be minimal. Their public relations and conflict resolution skills may be minimal. They are usually armed at least with large flashlights and pepper spray. For many of them, their job is limited to calling a supervisor if anything unusual happens on property. Neighborhood/Community Watch These programs are only concerned with their own neighborhood. They usually do not patrol on foot. There is no worldwide network or association. They are usually short lived or until their problems go away. adults. Their focus is purely on protecting their private property or rentals. Their training may be minimal. Their public relations and conflict resolution skills may be minimal. They may be armed. Most Other Non-Profit Groups We have a worldwide network, name, and reputation. We teach and practice values. We often recruit from some of the poorest communities. Many of our volunteers are young adults who would never otherwise volunteer. We are extremely cost effective and keep our administrative costs exceptionally low. Training is continual. We come into contact with the people we serve. Most of our activities occur in the field in the communities we serve. We have one of the most open membership policies in the world. Our members represent an incredibly diverse range of race, age, nationality, ethnicity, sexual orientation, religion, and political view. Vigilantes They take the law into their own hands. They are the judge, jury, and executioners. They do not call the police. They inflict unnecessary pain, injury, and even death upon their victims. They do not consider themselves accountable to the public. They neither respect the law nor authority. They usually act out on some vendetta against an individual, family, or group. Their focus is not the betterment of the community but the persecution and destruction of their enemies. Political Militants (Right Wing Neo-Nazis, Militant Environmentalists, AntiGovernment Militias, Terrorists, Militant Anarchists) The Guardian Angels focus on non-violence and working with the community and authority. We try to be politically neutral;however, we may become involved in any human rights, justice, criminal, or equality issues. We believe in peaceful and nonviolent protest and negotiations. We do not persecute or target any group of people except those who promote violence and destruction. We do not break the law to further our cause or gain publicity. Gangs Gangs break the law, sell and use drugs, and condemn authority. They promote destruction, intoxication, fighting, and selfish behavior. They ridicule, harass, and denigrate women and gays. They assault, harass, and threaten innocent people. They are often armed. Cults We do not use coercive, deceptive means to indoctrinate members. We protect the rights of all members. We do not attempt to isolate members from their communities, family, friends, and coworkers. We believe it is more important for members to choose to enhance their attitudes and beliefs than be forced.

Your primary role as a Guardian Angel is crime prevention. It follows that the absence of crime/incidents/offenses is one sign that you are doing your work properly. Since crime prevention through visual deterrence is our primary method of fighting crime, Guardian Angels should strive for maximum visibility at all times. The purpose of being on a safety patrol is not to make citizens’arrests. Nevertheless, there may be times when knowledge of citizens’arrest will help you deal correctly with a situation on the street. Guardian Angels are not the police and should not pretend to be so. We are ordinary citizens and have no special powers of detention, search or arrest. For a Guardian Angel to assume the powers of a peace officer (i.e., police) is a) illegal and b) will also damage the Guardian Angels’relationship with professional law enforcement. In any situation where police are involved, Guardian Angels should cooperate at all times and follow police instructions if given. Guardian Angels should follow at all times the appropriate laws concerning arrest procedures and should respect at all times the legal, civil, and human rights of the person(s) they are dealing with. Guardian Angels are not vigilantes. The decision over guilt or innocence of a suspect can only legally be made by a court of law, which also has the power to decide the penalty for any crime committed. These decisions cannot legally be made by a Guardian Angel, or even a peace officer. All situations should be dealt with respectfully and courteously. Force should only be used as a last resort.

What is an arrest? An arrest is a form of lawful control by one person over another. An arrest is taking someone into custody in a situation and in a manner authorized by law. “Custody”means that the suspect cannot leave and walk away. In other words, when you arrest someone, you take away his liberty. An arrest may be made by a peace officer or a private person (California Penal Code Section 834). Arrest may be the beginning of a process that ends in imprisonment or even execution. It should therefore be taken very seriously indeed. If a private person has arrested someone, then a peace officer must by law take that person into his custody. This means that if you make an arrest, you are going to be involving the police. This is another reason to think very carefully before making an arrest.

HOW CAN AN ARREST BE MADE? An arrest may be made verbally or physically. When you make an arrest, you should follow the procedure below: 1) Get the person’ s attention. 2) Identify yourself. 3) Inform the person that they are under arrest. 4) The reason you are arresting the suspect: “… for the felony crime of assault with a deadly weapon”or “… for attacking this person with a knife”(CPCS 841) 5) Your authority to make an arrest: “I am authorized to make this arrest by the California Penal Code, Section 837.” Bear in mind that if a suspect does not feel free to walk away, because of your statements and actions, he may claim to be under arrest.

USE OF FORCE IN AN ARREST Section 835 of the California Penal Code states that in making an arrest you are permitted by law to use reasonable force. Reasonable force means the degree of force reasonably needed to detain an individual against their will and to protect yourself and others around you. Current case law in California defines "reasonable" force as the least amount of force. It is better to say you used the "least amount" of force rather than "reasonable" force. In all cases where the degree of force used is challenged, a court will have to decide if you used reasonable or unreasonable force. To show that you used the least amount of force you will have to show: 1) That you tried but were unable to control the situation verbally, i.e. that the suspect ignored your verbal commands; 2) That you felt physically threatened by and in danger from the suspect, i.e. that the suspect's behavior (body language / words / actions) were aggressive and threatening; 3) That you used force as a last resort, and that you used the least amount; 4) That you stopped using force once you had the suspect and the situation under control. If a suspect is outnumbered by a Guardian Angel patrol, and unarmed, yet chooses to resist arrest, then "reasonable force" means that Angels should grapple or wrestle rather than strike. If the suspect decides to fight rather than submit to an arrest, then the suspect should only be struck by a Guardian Angel if: a) The suspect is armed; b) The Angels are outnumbered or c) Wrestling / grappling is not working and the Angels are in physical danger. Section 839 of the CPC says that you may orally summon as many persons as you deem necessary to assist you in making an arrest.

WHAT KIND OF OFFENSES SHOULD A GUARDIAN ANGEL NOT MAKE A CITIZENS' ARREST FOR? No one is obligated by law to make an arrest. You may decide that you are outnumbered and/or your personal safety is endangered if you proceed to try to arrest. In this case the wise decision is to observe the situation and call for the Police. The Law gives you powers to arrest for certain misdemeanors. But as Guardian Angels you will not arrest for the following offenses, even though the law says you can: Guardian Angels do not arrest for simple possession of marijuana or any other drug, including crack-cocaine;prostitution;playing loud music. A Guardian Angel should not arrest when a misdemeanor crime is committed against another person unless that person (the victim) wants the Police involved. In most cases where fights are broken up, for example, no one wants the Police - in these cases, everyone can just go home. Guardian Angels do not arrest a suspect if a Guardian Angel is accidentally struck while breaking up a situation. Although an Angel may be hurt, this is not a case of assault or battery, because the attacker did not intend to harm the Angel. Guardian Angels always arrest in cases where they are deliberately attacked by anyone. It is very important that would-be attackers get a clear message - "if you attack us then you will be dealing with the Police." In cities where Guardian Angels confiscate crack-cocaine, simple possession of crack (or any drug) for personal use is not sufficient cause for an arrest, even though the law gives you that power. In the case of drugs, Guardian Angels will only arrest in cases where they are dealing with drug dealers with sufficient quantities of crime evidence (drugs) on their person. In cases where Guardian Angels discover a person on the street in possession of crack, the Guardian Angel has the following legal options: 1) Ask the person to give the crack and drug paraphernalia to the Angels and then to leave the area. 2) If the person refuses, the Angels will explain that possession of the drugs is a misdemeanor crime and can lead to jail. The Angels will give the crackhead a clear choice - to give the Angels the drug or to explain the situation to the Police. 3) If the crackhead still refuses, the Angels will call a "Code Blue" on the walkie-talkie - and GA Dispatch will pretend to call up the Police, letting the crackhead believe that it is really happening. In this way we hope to persuade the suspect to give us the drugs. 4) Angels will not arrest unless the crackhead or person has a sufficient number of rocks of crack on their person to give the Angels cause to suspect that they are dealing with a drug dealer. 5) If the Code Blue fails then the patrol will notify HQ of this failure and HQ will then call a Code Blue to the patrol and send them off to a

fictitious location, thus allowing them to leave the area without losing face. Guardian Angels have no legal right to use force in a crack situation unless they are: a) Making an arrest and the suspect resists b) Are attacked or threatened and must defend themselves or c) Are protecting a third party from violence. Remember that Guardian Angels are not permitted to search a suspect unless it is for weapons, and even then not unless an arrest has been made. The only legal way to find out what a suspect has in their pockets, without arresting them, is to ask them to show you, in other words to obtain their cooperation.

Guardian Angels do not deal with and have no power to arrest for infractions. An infraction is a very minor offense where the usual penalty is a fine (a "ticket") not exceeding $250. These are offenses like traffic I parking violations, smoking in a restricted area or littering. The law gives private citizens no powers to deal with these offenses. 17.

DETAINMENT - A BETTER ALTERNATIVE TO ARREST A person who voluntarily stays where they are and agrees to answer questions is referred to as "detained". It is always better to detain someone than to arrest them. Detainment means they are consenting to stay until the Police arrive. Arrest means you are holding them against their will. In order to obtain someone's consent to be "detained" you will need to be a good communicator. Do not start off the conversation in an extremely aggressive manner. Begin politely but firmly, and listen carefully to the suspect's story about what has happened. Remember that if the crime is a misdemeanor and you did not witness it, then you have no power to hold someone against his will. If you have the power of arrest and have not yet used it, then you always have the option of explaining to the suspect: "Look, I have the legal power to arrest you for this offense, but I would much rather we sorted it out calmly and all went home. I am asking you to cooperate with me. If you do not wish to cooperate then I will have no alternative but to call the policeâ&#x20AC;Ś " Detainment methods include asking the suspect to show you what they have in their pockets, rather than searching them - getting their cooperation is always better. In this way you can find out what they have in their pockets without arresting and without searching. Detainment is a way of avoiding a physical confrontation. This should always be the aim of the Guardian Angel.

18.

The following actions are all illegal and are also abuses of power prosecution. You should avoid them at all costs: a) b)

Intimidation/Threats - "You better do as I say, or else " or "You have 10 seconds to give me that crack pipe before I break your arm..." Excessive/lnappropriate use of physical force, e.g. striking a suspect who is not acting in a threatening manner toward you;or 6 Guardian Angels

beating up one suspect who is resisting an arrest;or striking a suspect who has already been immobilized. Use of unauthorized deadly weapons, e.g. illegally carrying and/or using unlicensed firearms/knives on patrol. (Bear in mind that carrying weapons, even if legal in your region of the world, is against the Guardian Angels' rules) Unlawful use of defensive weapons, e.g. using legal defensive weapons (like pepper spray in some parts of the world) in an offensive manner, i.e. attacking someone with them who is not behaving in a threatening manner. (Bare in mind that carrying defensive weapons, even if legal in your region of the world, is against the Guardian Angels' rules) Making a false arrest - e.g. making an arrest for a misdemeanor crime when you did not witness it or witnessing a felony and then arresting the wrong person. Kidnap: - Forcibly moving a suspect from the location of the crime, e.g. putting him/her into your vehicle and driving to your headquarters.

SEARCHING You may search a suspect in certain cases only: i) If you have arrested them. ii) If you suspect the person is armed - and you may only search for weapons. You should never touch a suspect except in the following situations': i) In self defense ii) To protect another person iii) When using reasonable force when making a citizens' arrest. iv) If you are searching an arrested person for weapons. If you are searching an arrested suspect and you find contraband (e.g. illegal drugs) or suspected stolen items, you should leave them where they are and notify the police when they arrive on the scene. If you find weapons on an arrested suspect's person, you may remove them to a safe place. You should wear gloves when touching such items, as they may have the suspect's fingerprints on them, and if you touch them barehanded you may contaminate important crime-evidence. If it is safe to do so, it is better to leave the weapon where it is (in the suspect's pocket) and instead to immobilize both the suspect's hands.
