ebrated before an audience of over 500 people in the Secret Garden Restaurant in Korea Town Los Angeles, CA. These wonderful men and women who were publicly honored were all veterans of the Korean War, so often labeled "The Forgotten War," a bloody event in which there were 33,686 American Military Combatant combat deaths, 2,380 non-battle deaths, and 8,176 missing in action. The full death count on all sides, including UN forces, South Korean forces, North Korean forces, and Chinese Communist forces, along with civilian non-combatants totaled 1.2 million souls. Special guests at this ceremony were Esthela Torres de Siegrist, President El Monte American Legion Auxiliary Unit 261 and El Monte American Legion Post

261 First Vice Commander, David Siegrist. The honorees all received beautiful medals and were treated to a fabulous banquet of Korean dishes including myriad meats, salads, pastas, beverages. A group of young Korean children serenaded the honorees with American and Korean patriotic songs. They included an impressive rendition of "Arirang," a traditional Korean folk song that so many US Korean War Veterans learned and brought

back with them. Some of the US Military Veterans from the Korean War that were honored this day had to hold back tears as they reflected on their experiences in that war, and especially remembering the many comrades that died,

Each city in the County is asked to nominate one individual, age 60 or over, who has shown exceptional service as an outstanding example in his/her community. The Senior Presidents’ Council of the City of El Monte, Community & Senior Services Division have chosen Armando Hernandez as the ‘2013 Senior of the Year’ for his active and committed community involvement in El Monte. More local Events Metro’s After Work Art Tours Lead to Live Music and Food Trucks

There are just two Metro Art Moves_DTLA art tours left this summer! The next one takes place at 5:30 p.m. on Thursday, August 1, and the last one will be on Thursday, September 5. Tours leave from 7th Street/Metro Center Station. The free guided, artist-led tours will conclude at Grand Park’s Out of Office event, which will include live music and food trucks. Meet at the entrance to the 7th Street/Metro Center Station, at the northeast corner of Figueroa and 7th Street, on the street level. In its most basic form, life is a huge balance scale. We must balance our diet, our sleeping habits, and our daily routines. Most importantly, we should balance our happiness. My religious education teaches me to serve others. Obviously, I translate that in doing whatever I can to please others, and sometimes, I forget to take into account my own satisfaction. However, I realize that I gradually became unhappy because I would easily bend for other peoples’ whims. I need a change. So, I know there are a variety of people who

have said to do what makes you happy. When I try to apply this into my own life, I find that I frequently make others irritated or upset. I was ignorant of other people; my actions to achieve happiness were too blunt and too harsh. In short, I am struggling to find the balance of making myself and others content. After some reflection, I realize that I have to find the equilibrium of my happiness and the happiness of others. My actions should reflect my personal preference without harming other

people. Instead of, for example, consuming copious amounts of food, I should take only a healthy amount and leave the rest for other people. My happiness is gained because I have the amount of food that I need to sustain my hunger while keeping me healthy by not overeating. The others are happy because they have food to also consume. The world revolves neither around our personal happiness nor the happiness of the people around us. To be in harmony with both Student Corner continued to page 10

summer family fun Philippe’s Restaurant Los Angeles

Another great adventure filled with a lot of history is Philippe’s Restaurant located about 2 blocks for Union Station in Downtown, Los Angeles. It was featured as one of the “64 greatest things about L.A.” in the March 2008 edition of Los Angeles Magazine. Catch the Metro Gold Line at the Sierra Madre Villa Station. The ride ends at Union Station and as you walk out the front entrance of the Station, Philippe’s is up the street. As the story goes, Philippe’s is best known for its “French dip sandwiches – single, double and even triple dipped for at least 90 years.” It seems there have been many explanations of how the “dipping” got started, but however it happened, it has more than proven its success. History tells us that “in 1908 Philippe Mathieu opened the first Philippe restaurant at 300 N. Alameda Avenue. In 1918, he moved to 246 Aliso Street where he first served his French dip sandwiches. Then in 1925 Mathieu bought his own property at

364 Aliso Street and moved the restaurant. He retired and sold the business to brothers named David and Harry Martin. The Martin’s and their in-laws the Binder and the Downey families have run the restaurant ever since. However, they did relocate the restaurant in 1951 due to the building of the 101 Freeway. Philippe’s has been at 1001 N. Alameda Street ever since.”

Philippe’s has been in business for over 100 years. It is one of my favorite restaurants because you never have to worry if the food will be good because it is always fabulous! Menu items include the infamous French dip sandwich with beef, pork, ham, lamb or turkey. Other sides include chili, stew and beans as well as soups and salads. Every

day they serve fresh baked pie from Martino’s Bakery. They even have homemade tapioca and custard. If you decide to visit Philippe’s remember they do not accept credit cards. But they do have an ATM available. Philippe’s is open daily from 6:00 a.m. to 10:00 p.m. Breakfast is served from 6:00 a.m. to 10:30 a.m. Parking is free. They even have a specialty store where you can purchase authentic items with their logo. Philippe’s is not only a great place to eat but it even has a small train museum. “The train display is located in the room prior to the restrooms. It features a rotating display of trains and descriptions of their history. It is maintained by The Los Angles Railroad Heritage Foundation.” Visiting Philippe’s is the perfect way for the entire family to check out a little history while enjoying a fabulous sandwich!

On Thursday, July 25, the city of Baldwin Park hosted a Taste of Baldwin Park. The event was held at Morgan Park, right in the heart of the city, and placed an emphasis on local restaurants in the area. Those in attendance were able to purchase food at a discounted price from local eateries such as Taco Ready, Super Bionicos, Baldwin Park Pizza Co., and Menchies Frozen Yogurt. Providing entertainment for the crowd was U2 tribute band Hollywod U2, who performed a number of hits. There were also local artists showcasing their art, and even a Spiderman who made a variety of impressive balloon

animals and other objects. Among the food and music vendors offered residents a variety of products and services. Waste Management offered information on programs for low-income families. The Baldwin Park Library offered residents a chance to spin the wheel and win a prize, which included picking a book out from their table. There was even a Zumba demonstration for those interested in taking a class. The Mayor of Baldwin Park, Manuel Lozano and

Council Member Richard Pacheco also took time to recognize the outstanding accomplishments of several Baldwin Park residents. Doctor Mike Jimenez was recognized for his dedication and hard work in the trauma center. Sergeant Jorge Avila was also recognized for being an outstanding citizen and serving his country. Also honored was volunteer Yolanda Garcia, who sadly passed away from cancer. Her family was on hand to receive a certificate in her memory. This was a great community event that spotlighted the positive aspects of the city.

Familia Unida’s Wheelchair Wash a Huge Success Los Angeles

Mother duck took her seven babies for a swim; So in the pool is when the mayhem did begin. Mother and babies swam around and all about; Everything was just fine until they wanted out.

Then, of course, the mother could jump up high; But all the little babies could do was try and cry. The mother went in to show the babies another spot; They'd follow, she'd get out, then they'd jump a lot. So finally back into the pool the mother would go; Babies couldn't get out for the water was too low. The whole situation on us all became a strain; So afraid the babies would be sucked into the drain. For the mother duck got scared and flew away; She didn't come back until the light of day. My daughter Gail, put a towel on deck into the pool; Seeing those babies walk up the towel was really cool. Watching the mother jump in and out of the pool; And seeing her seven babies jumping was so cruel. In fact, we felt so helpless, it was a sad sight to see; But we finally saw them walk away as a happy family

More than 50 Kaiser Permanente Baldwin Park Medical Center employees and physicians lent a hand on Saturday, June 29, by participating in “Helping Hands,” an activity that includes two community service projects in the San Gabriel Valley. “We are honored to participate in this community outreach,” says Maggie Pierce, Executive Director, Kaiser Permanente Baldwin Park Medical Center. “We have many employees who regularly volunteer because they support our organization's social mission to help improve the health of our communities. We extend our appreciation to all of our staff who volunteered their time last Saturday to make a difference in the lives of others.” Both of the community service projects were located in the San Gabriel Valley and took place simultaneously. Volunteers assisted with painting, cleaning, decorating, and gardening. These two sites include: Boys & Girls Club of West San Gabriel Valley in Monterey Park and two residential homes operated by San Gabriel Valley Center, which

San Gabriel Valley Economic Partnership Issues Statement Irwindale

San Gabriel Trench Project …. The Alameda Corridor – East Construction Authority has begun major construction in the San Gabriel Trench Grade Separation project. The project will lower the Union Pacific railroad tracks for 1.4 miles as it passes through San Gabriel. The section will be lowered to a depth of 30-feet with a 65-feet wide trench. Bridges will be constructed at Ramona Avenue, Del Mar Avenue, San Gabriel Boulevard and Walnut Grove Avenue. Pedestrians and cars will be able to use the bridges to commute over the tracks. The first phase of the construction was the relocation of underground utility lines which began in 2012 and will continue through 2013. The relocation caused temporary closures in all the major avenues with Walnut Grove closed from late July through mid-August. After the Walnut Grove work, construction will begin on a railroad shoofly starting in Winter 2013. A shoofly is an alternate railroad track line which allows a detour off the main railroad line so that the trench can be constructed while the Union Pacific trains continue down the line. Most of the construction will be performed on the weekdays 7AM to 4PM with some night work expected. Each of the main roads is expected to the closed at some time over the next couple of years. No two adjacent streets will be closed at the same time. Ramona Avenue will only be closed during the summer months and San Gabriel Boulevard will have one lane open each way at all times. There are four phases of construction associated with the project. Phase I is the relocation of utility lines, Phase II is the shoofly construction, Phase III starts the bridge construction and Phase IV begins the trench construction. From the Winter 2012 through Winter 2014, utility relocation will continue to take place. This phase focused on archaeological excavation, utility relocation and infrastructure upgrades. In addition, there will be

ongoing improvements and upgrades to the existing storm drain and sewer lines that will improve drainage in various locations. Currently, upgrades are taking place just north of the railroad tracks adjacent to San Gabriel Boulevard. The San Gabriel Trench Project is expected to be completed in the Winter of 2017…. Jeff’s Sporting Goods…. Longtime sporting goods store Jeff’s will be moving from its location on Valley Boulevard in San Gabriel to the old Goody’s Restaurant location in northern San Gabriel. Jeff’s has been a San Gabriel stalwart for the last 40 plus years and will be moving its operations a short 1 mile north to a new and upgraded building. The old building is in the process of being sold and will be used as part of the retail business along Valley Boulevard.

The San Gabriel Valley Economic Partnership has issued a Statement of Principles outlining the Partnership's key concerns about the proposed San Gabriel Valley National Recreation Area. While the Partnership supports the recreation area in concept, there are many details that must be clarified and resolved about how this new designation would affect local businesses and communities. "A National Recreation Area has the potential to be a tremendous resource for the Valley if it's set up right," said Cynthia Kurtz, President and CEO of the Partnership. "It could provide funding for new parks, help us maintain or upgrade existing parks, and develop new recreation facilities. But a lot of questions remain about its boundaries, who exactly is going to

run it, and how it would affect the rights of businesses, cities, and water agencies." The Partnership's Legislative Action Committee unanimously approved the Statement of Principles at their monthly meeting last weekend. The Committee members represent businesses, chambers of commerce, city governments, water, transit and other public agencies, and non-profit organizations. The Committee studies critical policy issues facing the region and takes political positions on behalf of the Partnership. The Statement details the Partnership's primary concerns with the National Recreation Area, among which is land acquisition by the National Parks Service. While the Parks Service may acquire land by purchase, exchange or donation, the Partnership believes the agency should

recompense cities for the loss of potential tax revenues the property could have generated. The Statement also requests that the recreation area boundaries be finalized when the draft legislation is released to the public, that full access for fire fighters and water maintenance crews to the San Gabriel Mountains be assured, and that local elected officials be appointed to manage the recreation area. The National Recreation Area can only be created by an act of Congress. Congresswoman Judy Chu (D-Pasadena) is currently writing the enabling legislation. "Congresswoman Judy Chu and her staff have been extremely responsive on this issue," Kurtz said. "They're listening and taking these concerns very seriously. This is going to be a complex piece of legislation."

The idea for the Fair came from Councilwoman Victoria “Vicky” Martinez, who also serves as its Chairwoman. The event is 100% funded from hard-working volunteers and corporate donations. It is co-sponsored by the City

Probation Officers Join El Monte Police Department El Monte

In response to the State of California’s prisoner realignment program that resulted in the release of thousands of non-violent convicts to local communities, the El Monte Police Department will have two probation officers on assignment to assist in their supervision. The Los Angeles County Probation Department has arranged for two probation officers to be assigned to the El Monte Police Department. The collaboration will allow for both departments to work closely in administering the program and keeping parolees in compliance with the terms of their release. “The City of El Monte, as well as cities across the state, are having to grapple with how to deal with these parolees once they're released from local jails," said El Monte City Councilman Juventino “J” Gomez, who was instrumental is advocating for the extra officers. “We already have limited resources, so having these new probation officers is extremely important to the safety of our residents and to keeping former prisoners in compliance

with the law.” The Post Release Community Supervision program, also known as Assembly Bill 109, was designed to alleviate the overcrowding of the state’s prison system. Under the law, nonviolent, non-sexual and nonserious criminals are sentenced to county jail instead of state prisons, shifting the responsibility of post-release supervision from the state to the communities that they resided in before their incarceration. The El Monte Police Department has since dedicated a portion of its resources to the monitoring and supervision of its residents who are released under the program. “I am excited about this collaboration with the L.A. County Probation Department, which will help ensure that there is an efficient and dedicated effort to monitoring these parolees and protecting our community,” El Monte Police Chief Steve Schuster said. “We look forward to having the new officers on board and expect to run this transition as smoothly as possible.”

I remember Willie Crawford homered in that series, and then I saw perhaps the most underrated play in World Series history. In game two with Sal Bando on third base and one out, a fly ball is hit to centerfield…Watching it on TV we see Jimmy Wynn standing under the ball waiting for it to come down…Then from out of right field comes Joe Ferguson, who cuts in front of Wynn and makes the

catch…Then in one motion fires a strike to Steve Yeager at the plate to nail Bando as he tried to tag up… Awesome play, perhaps the greatest play that no one ever talks about. If there was ever a gift for the eyes of Dodger fans it was Manny Mota coming into the on deck circle and then being announced as a pinch hitter. I don’t know if there was ever a time Mota failed to deliver. He retired after the 1979 season, but late in 1980 they activated him and he provided a clutch in the three game sweep of the Astros the final weekend of the season. That weekend with a Ferguson homer in extra innings on Friday, a Jerry Reuss gem on Saturday, and Don Sutton coming out of the bullpen on Sunday secured a one game playoff on Monday. The Peterson Principle By Tim Peterson

There are 31 days until the football season. Have you figured out who's going to win the Hacienda League yet? We've talked extensively about the Mid-Valley and the five leagues that comprise that division but have you looked at the Southeast? There's La Serna and Santa Fe in the Del Rio (can Cal compete) and Downey in the San Gabriel Valley and after all we've been hearing out of La Mirada is it possible to think that anybody else other than the the Matadores will win the Suburban? The Pacific is interesting because we know Burroughs is better and Crescenta Valley has been making a lot of noise in summer passing leagues. Muir is always a factor, Arcadia has quarterback Joey Harmon for a full year and Burbank and James “Boobie” Williams look like a league title contender. But I'm intrigued by the Hacienda. A few years ago it was a league that you could just pencil in West Covina and if the Bulldogs didn't in it than Bonita would. In fact in 2010 they met in the Southeast CIF title game. It's not quite that way anymore. Last year four teams finished tied for first at 4-2 in league and all four made the playoffs. Two of the teams that didn't get in, Diamond Bar and Los Altos, could be favorites to win the league this year. Diamond Bar, Antonio “Noodles” Hull or no, has enough athletes to stay with anybody. Junior quarterback Tyler Peterson has a a couple of explosive targets in Kanya Bell and Snoop Dog's son Cordell Broadus. Peterson has had a big summer and led Diamond Bar to the SGV Shootout championship game. Los Altos has Christian Hacegaba back to run the show at quarterback and running back Marcos Estuardo who rushed for over 800 yards last year while scoring 15 touchdowns. Head coach Dale Ziola loves his offensive line led by senior Brandon Hayashi, senior Jake Loera and junior David Tomalchoff. All three weigh in at 240-250 pounds and figure to play a key role in the Conquerors success. And these are the two teams that finished out of the playoffs.

Who did get in? Well, Bonita has quarterback Tanner Diebold and Angel Verdugo, West Covina doesn't have Hull but the Bulldogs do have Sidney Jones,DeShon Love, Josh Best and David Ford. Avery Duffus, one of the most talented backs in the Southeast, returns for Rowland. Duffus rushed for close to 1500 yards for the Raiders last season. Walnut always has the ability to surprise and oh year there's Diamond Ranch. We had Xavier Beltran, three year starter at quarterback, and safety Daniel Garcia on the Mid Valley Sports Show and they told me the Panthers are primed for a big year. I believed them. Also Diamond Ranch will be playing at the new on campus digs this season and Coach Roddy Layton wants nothing better than to make the debut season a championship one. At this point I'm not making any predictions. I think it's safe to say Walnut won't win the Hacienda but after that it's anybody's ballgame. I polled six different coaches in the last couple of weeks and got six different answers. I'll let you know who I like... in November. That's my principle. Do You Know Who This Guy Is?

You better know who this guy is because he’s perhaps the most celebrated player to ever come out of the Mid Valley News area. Fred Lynn was a star athlete and dominant baseball player at El Monte High School (Class of 1970). A star at USC, and in 1975 was the American League Rookie of the Year, the Most Valuable Player, and played for the Boston Red Sox against the Cincinnati Reds in one of the greatest World Series ever. On this date in 1979 Lynn homered for the Red Sox in the first game of a double

header against the Cleveland Indians. The Tribe would win both games, but

Lynn would go on to have his greatest season; hitting .333 with 39 home runs, and 122 runs batted in. For his career Lynn hit 306 home runs, drove in 1,111 runs, and collected 1,960 hits. He was a nine time All-Star, one four gold gloves, was the American League Championship Series MVP in 1982, and the All-Star game MVP in 1983. We probably need two weeks to talk about all Lynn accomplished.

a recent cancer survivor. On June 29 while battling extreme weekend heat, 24 committee volunteers gathered to “paint the town purple” and bring awareness to this year’s fundraising efforts. Volunteers decorated more than 200 trees along Las Tunas and Temple City Boulevards with large, showy purple ribbons and informational postcards. Co-Chair JoLynn MacDonald added, “We painted the town purple to bring attention to our upcoming Relay event. This very worthy cause affects and touches all of us in some way. We all know survivors or someone who has lost their courageous battle with cancer.” MacDonald is also a cancer survivor. This year’s Luminaria ceremony featured a guest speaker, a special father dance performance of a daughter loosing her father, the empty table representing the loved ones we have lost and a lighting of glow sticks to honor and remember loved ones, relatives, friends, co-workers and survivors. The flame is the light of hope that a cure will be found before more luminaria are lit. It’s the burning desire in each of us to extinguish cancer NOW. “It was emotional, but also very beautiful,” said Wunner. This year’s presenting sponsor is the City of Temple City. Additional sponsors included HealthCare Partners, TJ Maxx, Kiwanis Club of Temple City, Allstate Insurance, Kelley, Jiggins & Associates Insurance, Dr. Tai K. Mao, DDS, Arcadia Elks Lodge and Utterly Sketched. CITY UNIFIED SCHOOL DISTRICT today announced its policy for providing free and reduced-price meals for children served under the National School Lunch Program. All school sites in the El Monte Union High School District serve breakfast at NO CHARGE. Three school sites serve lunch at NO CHARGE under Provision 2. The sites are, Granada Child Care, Fernanda Ledesma High School and Transition Center. Each central office has a copy of the policy, which may be reviewed by an interested party.

Pursuant to law, the Planning Commission hereby gives notice that a public hearing will be held regarding the following: ISSUE UNDER CONSIDERATION:

Code Amendment No. 740 A proposed amendment to El Monte Municipal Code adding Chapter 17.90 (Mobilehome Park Discontinuance and Tenant Relocation Regulations) to Title 17 (Zoning) to set forth procedures for the conversion of mobilehome parks and the mitigation of potential adverse impacts upon mobilehome parks residents by providing rights and benefits to tenants and requiring tenant relocation assistance whenever an existing mobilehome park or portion thereof is converted to another use.

The household size and income criteria identified below will be used to determine eligibility for free, reduced-price, or full-price meal benefits. Children from households whose income is at or below the levels shown are eligible for free or reduced-price meals. Children who receive Food Stamp (FS), California Work Opportunity and Responsibility to Kids (CalWORKs), Kinship Guardianship Assistance Payments (Kin-GAP), or Food Distribution Program on Indian Reservations (FDPIR) benefits are automatically eligible regardless of the income of the household in which they reside. (Effective from July 1, 2013 through June 30, 2014)

The City of El Monte, as the Lead Agency, has reviewed the proposed code amendment to Title 17 (Zoning) and has determined that the proposed changes are not a project activity subject to environment review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(Review for Exemption) of the CEQA Guidelines in that the proposed regulatory changes provide procedures for the conversion of mobilehome parks and concomitant rights and benefits to mobilehome park tenants that shall be owed relocation assistance upon the conversion of a mobilehome park. The proposed changes do not have any potential for causing a significant effect on the environment and is not subject to CEQA.

Application forms are being distributed to all households with a letter informing them of the availability of free and reduced-price meals for their children. Applications are also at the school office and/or school cafeteria. To apply for free or reduced-price meals, households must complete an application and return it to the school. Applications may be submitted at any time during the school year. The information households provide on the application will be used to determine meal eligibility and may be verified at any time during the school year by school or program officials. Requirements for school officials to determine eligibility for free and reduced-price benefits are as follows: For households receiving Food Stamp, CalWORKs, KinGAP or FDPIR benefits - applications need only to include the enrolled child(ren)'s name, Food Stamp, CalWORKs, KinGAP, or FDPIR case number, and the signature of an adult household member. For households who do not list a Food Stamp, CalWORKs, KinGAP or FDPIR case number, the application must include the names of all household members, the amount and source of the income received by each household member, and the signature and corresponding social security number of an adult household member; if the household member who signs the application does not have a social security number, the household member must indicate that a social security number is not available. Under the provisions of the free and reduced-price policy, the determining official(s), as designated by the sponsor/agency, shall review applications and determine eligibility. Parents or guardians dissatisfied with the eligibility ruling may discuss the decision with the determining official on an informal basis. Parents may also make a formal request for an appeal hearing of the decision, and may do so orally or in writing with the sponsor/agency's hearing official. Parents or guardians should contact their child(ren)'s school(s) for specific information regarding the name of the determing official and/or hearing official for a specific school, agency, or district. Households that list a Food Stamp, CalWORKs, KinGAP, or FDPIR case number must report when the household no longer receives these benefits. Also, if a household member becomes unemployed or if the household size increases, the household should contact the school. Such changes may make the children of the household eligible for benefits if the household’s income falls at or below the levels shown above. Households that receive Food Stamp, CalWORKs, KinGAP or FDPIR benefits may not have to complete an Application for Free or Reduced-Price Meals. School officials will determine eligibility for free meals based on documentation obtained directly from the Food Stamp, CalWORKs, KinGAP or FDPIR office that a child is a member of a household currently receiving Food Stamp or FDPIR benefits or an assistance unit receiving CalWORKs or KinGAP benefits. School officials will notify households of their eligibility, but those who do not want their child(ren) to receive free meals must contact the school. Food Stamp, CalWORKs, KinGAP, and FDPIR households should complete an application if they are not notified of their eligibility. If a household member becomes unemployed or if the household size increases, the household should contact the school. Such changes may make the children of the household eligible for benefits if the household’s income falls at or below the levels shown above.
