PROJECT DESCRIPTION The Backfill Renovation Project at John Jay College involved the renovation of approximately 55,000 square feet of interior spaces and the removing and replacing of approximately 10 mechanical rooms. Also included in this project is the extension of (2) 10” chilled water main lines from the adjacent building into Haaren Hall which will run through the building and terminate at the roof where it meets a new make-up air unit. As the main lines travel through the building they branch off to connect to new mechanical units. The complex work of this project also triggered an extensive amount of MEP, Structural, and Architectural work that will need to be carefully coordinated in the field. In addition to the above, the phasing of the project will need to be taken into consideration when working on the building due to the fact that the building will be partially occupied during construction.

PROJECT DESCRIPTION Laland Baptiste provided office engineering services for the Borough of Manhattan Community College (CUNY) Roof Reconstruction Project. CUNY’s main campus sits upon 4.28 acres of land in a building that was designed with the Hudson River harbor in mind (shaped like a ship with its helm pointed to sea). Spanning four blocks from Chambers Street to North Moore Street, it is equivalent to the Empire State Building lying on its side. The main campus is the hub of the college. The roof reconstruction project included: Removal and replacement of the existing roofing system; Drain replacement; Structural steel installation; Flashing replacement; Installation of parapet railings. For this project, Laland Baptiste provided engineering services that included site representation and inspections. This involved developing processes to ensure the project scope was achieved, monitoring the overall project budget, and overseeing the bidding process, project closeout, and turnover. We attended all pre-construction and construction meetings and reviewed plans and specifications to ensure construction was proceeding as planned. We observed and inspected the construction work to document and resolve project issues on site conditions, ensure quality and safety, and maintain the project’s schedule and budget.

PROJECT DESCRIPTION Laland Baptiste is the principal teaming partner providing day-to-day project management at (5) of (8) NYC Heath+Hospital Corporation facilities undergoing urgent up-grades to their air-handling and ventilation systems. The design/build team is comprised of construction managers, mechanical engineers, mechanical contractor, and a multidiscipline team of subcontractors. The teams are working in both mechanical spaces as well as active and occupied spaces. To deliver the accelerated schedule and work around the 24/7/365 occupied spaces – the team will be working day shifts in mechanical spaces and night and weekend shifts in occupied spaces. The electrical and HVAC shutdowns are carefully scheduled with the facility managers and coordinated with operating room schedules. All of the team members have implemented stringent COVID-19 protocols as well as Infection Control Risk Assessment (ICRA). PROJECT DESCRIPTION The Build-it-Back Program was designed to assist homeowners, landlords, and tenants in the five boroughs who have agreed to participate in the rehabilitation plan of the Mayor’s Office of Housing Recovery Operations (HRO), known as Build-it-Back Program, for the homes damaged by Hurricane Sandy. These home repair projects range from relatively moderate rehabilitation, such as the replacement of interior materials and the relocation of utilities within the building structure, to much more extensive and complex undertakings, involving the rebuilding and elevation of existing homes. Laland Baptiste helped to manage each of the programs pathways: Repair: If the home was damaged by Hurricane Sandy, Build It Back completed any remaining repairs. Repair with Elevation: If the home was substantially damaged by Hurricane Sandy, Build It Back completed any remaining repairs and also raised the home to comply with flood elevation standards. Rebuild: If the home was demolished or damaged beyond repair by Hurricane Sandy, Build It Back built a new home that was elevated and included resiliency improvements. Reimbursement: If the homeowner had made repairs or signed a contract with contractors, the expenses were reimbursed by Build It Back. Acquisition/Buyout: If the home needed to be rebuilt or elevated, eligible homeowners were able to voluntarily sell their home to the government.

PROJECT DESCRIPTION Laland Baptiste provided construction management services for a renovation project at the Surrogate Courthouse, a Beaux Arts style structure, an example of the early twentieth century City Beautiful Movement, and a designated New York City Landmark. During the 25-month construction period, a temporary roof was installed with a full-height scaffold, creating a working platform and providing full access to the underside of the laylights. This project included: A complete replacement of the central atrium skylight; Restoration of the atrium laylight ceiling and plaster lunettes; Complete renovation of the heating and ventilation systems of the interstitial space. As construction manager, Laland Baptiste provided supervision and inspection services, including management of the project schedule and cost. We oversaw the installation of all sheet metal work by the contractors’ laborers. We worked both days and nights, and often double-shifts, to ensure that the project progressed as planned. On this project, Laland Baptiste worked with the LiRo Group and BQE Industries.

PROJECT DESCRIPTION The Recreate NY Smart Home Program was established to provide assistance to eligible homeowners who suffered direct physical damage as a result of Superstorm Sandy, Hurricane Irene or Tropical Storm Lee.. The program provided assistance to address remaining unmet housing recovery needs in a variety of categories, including home repair/rehabilitation, mitigation/elevation and/or buyouts for the owners of single-family homes, two-family owner-occupied properties, co-ops and manufactured homes as well as some rental properties. Laland Baptiste provided program management services for the Buyout and Acquisition’s Auction Compliance Program Environmental Inspections, Document control, Call-Center representatives, Exactimate Damage Assessments, Payment Verification and overall Contract Administration. included coordinating with building departments including the Town of Hempstead to confirm and facilitate building permits, elevation certificates, variances, and COO’s. We tracked the construction statuses of the homes purchased at auction and provided technical construction assistance to purchasers as needed throughout each project development. Laland Baptiste provided construction management for both the Single-Family Homeowner Program and Rental Properties Program for which our field staff coordinated the reconstruction process managing the site-specific designs, bid process, acquisition of contractors, permitting process, oversaw the construction activities, ensured code compliance, facilitated contractor payments and the detailed close-out process for both permitting and grant funding. As an engineering firm, we prepared site specific specifications to be included with the bid set for bidders to review and have a comprehensive understanding of the scope of the project.

PROJECT DESCRIPTION The COVID Rent Relief Program provides eligible households with a onetime rental subsidy which covers the difference between the household’s rent burden and the increase in rent burden for the months the households are applying for assistance. Based on applications submitted through an online portal, HCR prioritizes eligible households with “greatest economic and social need” accounting for income, rent burden, percent of income lost and risk of homelessness. Laland Baptiste fielded a team of Call-Center staff as well as Case Managers and Supervisors, we took responsibility to oversee the team and provide continued training and direction with their daily tasks. This included leading team follow-up/overview, zoom calls, troubleshooting and escalating technical/portal issues to appropriate parties, dissemination of updated policies and procedures, delegation and tracking of daily tasks and the monitoring of team metrics within the call center environment as well as the application back end portal. Additionally, our team’s responsibilities included the completion of inbound and outbound escalated calls in the call center, facilitating role-based testing for the application environment with portal developers, receiving and uploading of landlord docu-signed W9 forms, and completing quality control on all files that were initially approved by the team's case managers for accuracy which led to final payments.

PROJECT DESCRIPTION Laland Baptiste provided Assistant Project Management and Office Engineering services for a major renovation of the Battery Park’s City Pier A. Pier A is a historic, three-story, 39,000 square-foot pier structure. The Pier A building, which was constructed in 1886, was formerly used by the New York Harbor Police. The threestory 28,000-square-foot building underwent a major makeover to be transformed into the Pier A Harbor House. The Harbor House comprises bars, restaurants, a catering hall, a visitor’s center, and a coffeehouse. This project included installation of a copper roof and preparation for candidacy for LEED Silver certification. Laland Baptiste provided the project manager as well as an office engineer, skilled in managing field crews, both of which were important to the success of this project. Nearing the project’s completion, portions of work were damaged by Super Storm Sandy. With a full understanding of the project and without missing a beat, we were able to assist the Owner, CM, Design Team, and the contractors to mobilize temporary power, assemble a clean-up crew, and reestablish a project schedule that resulted in an award-winning project. Working under a Wicks Law contract (which requires that government agencies directly hire four separate contractors for general construction, plumbing, electrical work, and heating and ventilation) always has its challenges. We overcame those challenges through open, effective communication that included additional coordination meetings.

BPCA COMMUNITY CENTER LEAK REMEDIATION

PROJECT DESCRIPTION The Community Center roof provides a public terrace and circulation spaces overlooking ballfields and park areas. The existing 16,000 SF terrace had been experiencing leaks and water infiltration into the structure. After unsuccessful attempts to correct the issues, the decision was made to completely remove all the terrace paving, wall cladding, landscaping, and original waterproofing from the structure; installing new torch down Simplast waterproofing and reassemble the plaza paving and landscaping to match the original design. Program and Project Management included pre-construction, constructability, logistics, bidding, and construction. Great care was also taken to ensure that the occupied spaces below were always weather protected during construction.

PROJECT DESCRIPTION Created in 2002 as a contemplative space to honor the Great Irish Hunger and Migration of 1845-1852, and to highlight the issue of current world hunger. Constructed on a sloped cantilevered roof deck that rises from the sidewalk to 25 feet above grade. The half-acre site recreates the Irish countryside and is filled with native plants and stones imported from each of Ireland’s 32 counties. Soon after the completion of the art installation, the cantilevered slab began to leak and crack as water infiltrated the structure. After unsuccessful attempts to correct the issues, the decision was made to completely remove all the landscaping, rock walls, and original waterproofing from the structure; installing new cold-applied waterproofing and reassemble the work of art stone by stone to match the original design. Program and Project Manager included pre-construction, constructability, logistics, bidding, and construction. The faithful recreation including photographing, numbering and mapping the location of every stone in the facility. Great care was also taken to ensure that the meadow could function as its own living ecosystem while being located on top of a waterproof concrete slab.

Projects include new classrooms, auditoriums, gymnasiums, new interior and millwork, new doors, new wall covering, new lighting and ceiling grid systems, fire alarm, new boilers, HVAC and ductwork, new electrical service and switch gear including the main service switch and distribution panel as well as playgrounds and athletic fields.

PROJECT DESCRIPTION Laland Baptiste have been involved with numerous term contracts for the NYC SCA on over 50 individual projects providing program management, project management, and site inspection services to the New York City School Construction Authority for their Emergency Management Program. Our involvement with the SCA Emergency Program dates to the urgent effort to restore and rebuild the damages created by Hurricane Sandy, and over the ensuing years our responsibilities have grown to Program Management. Laland Baptiste plays several roles on each project, which included assisting the contractors with their daily operations, allowing them to keep the projects moving forward. We also mentored contractors on the SCA policies and procedures and assisted them with all aspects of the project, including permitting. The project types include new classrooms, resilient flooring, new millwork, new doors, new wall covering, and new electrical service, switch gear, new lighting, and ceiling grid system. PROJECT DESCRIPTION In the aftermath of Superstorm Sandy many waterfront properties received flooding that caused damage and corrosion of conduits, panels and electrical components. Our team is providing construction management and inspection services to the City of Yonkers for the rehabilitation of streetlights and related infrastructure along the Hudson River waterfront, in the vicinity of Main and Pierpointe Streets. The site spans 1 mile along the Hudson River. Project Kickoff began in March 2019 and we are excited to work for the City of Yonkers to enhance this go-to waterfront plaza and boardwalk beauty. The work also includes the comprehensive reconstruction of the boardwalk, unit paving for the waterfront plaza and sidewalks; we are also supporting City’s documentation for FEMA to ensure the clients maximum reimbursement.

PROJECT DESCRIPTION Laland Baptiste is providing on-site day-to-day project management services for the comprehensive reconstruction and upgrades to the New York State Department of Transportation regional facility, including but not limited to removal of an existing high-level loading dock, reconstructing the 300-foot long structure with a new garage floor at grade for heavy truck maintenance and outfitting the facility with electrical and MEP upgrades including a new back-up generator, and new radiant heat system in the new garage floor. Structural work includes framing for (20) new garage doors, split-face CMU water-table and decorative steel cladding. The facility operates 24/7 and it is particularly busy in the winter months. The construction work is carefully coordinated to minimize disruptions to the facility’s operations and to be operational prior to snow plowing season.

PROJECT DESCRIPTION Historic Landmark and Home to the Fighting 369th Infantry. The armory consists of an Art Deco style administration building and a medieval-inspired drill shed. Both sections are constructed of brick; the administration building is embellished with prominent terra cotta parapets. The project entails the masonry repair of the armory, fence replacement, lead mitigation and alterations to the readiness center. Laland Baptiste provides office engineering and inspection services. PROJECT DESCRIPTION Hurricane Isaias severely damaged the power service at both state parks knocking out power throughout, including service to the State Police, State Park Police and their mountain top communications facilities which also service local Fire/EMS departments. At Bear Mountain State Park over (20) utility poles where knocked over along a 1 ½ -mile electrical service run. Laland Baptiste is managing the installation and maintenance of temporary generators and the day-to-day work to restore power service. The utility poles run through rocky mountainous terrain requiring removal of over (40) trees, utility corridor tree trimming/clearing and the construction of temporary access roads to each of the more than (20) utility poles to be replaced and re-wired; the sever and steep terrain has necessitated the use of state-of-theart remote controlled drilling equipment to drill and set the utility poles in the rocky mountainous terrain. Laland Baptiste is responsible for all aspects of the project management including submittals, RFI’s, tracking time & material, progress meetings, pre-construction for new contracts, negotiation of change orders, coordination of special inspections and contractor payment review.

PROJECT DESCRIPTION Under contract to the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), Laland Baptiste provided construction management services for the Roberto Clemente State Park Bulkhead Replacement Project in the Bronx, New York. The OPRHP proposed improvements within an approximately 16-acre portion of Roberto Clemente State Park, which is located on the eastern shore of the Harlem River in the Bronx, New York. The park features a wide array of facilities including: A multi-purpose recreation building including: Swimming pools, including an outdoor Olympic-size swimming pool; Ball fields; Basketball courts; Playgrounds; Picnic areas. PROJECT DESCRIPTION Brooklyn welcomed their first state park, Shirley Chisholm State Park on July 2, 2019. This park is named in honor of the Brooklyn born resident who was the first African American Congresswoman and the first woman and African American to run for president. We are very proud to have been part of the construction management team working to make the park’s initial phase opening possible. Governor Andrew Cuomo along with many other local officials aided in the ribbon cutting ceremony that unlocked the park offerings of 10 miles of biking and hiking trails, picnicking and children activities.

PROJECT DESCRIPTION In the aftermath of devastation caused by Hurricane Sandy, Laland Baptiste’s Senior Project Manager provided design/build services to the Hudson River Park Trust for a parkwide restoration project. We assembled and managed a wide-ranging team of engineers and construction managers to undertake the reconstruction of the electrical and mechanical infrastructure throughout the 5-mile-long park, Pier 40 (20-acre footprint), and nine park buildings. All the critical equipment was elevated and otherwise protected to mitigate future flood damage. The design/build work included: Damage assessment, Scope of work development, Prioritization, Engineering, Bidding, Contracting, Permitting, Construction supervision and commissioning of projects elements, Primary and distribution wiring, Lighting throughout the park, Electrical panels, switch gear and HVAC equipment in nine park buildings, Pier 40 electrical substation (6,000 amps), Pier 40 Fire suppression pumps, controls, and fire alarm. We divided the scope of work into trade-specific contracts to both expedite the engineering as well as the construction and obtain the best possible pricing. The first two of 16 contracts addressed the immediate need for temporary lighting and basic HVAC needs. Subsequent contracts focused on electrical feeders; electrical panels, switch gear, and lighting controls; park lighting; building renovations; and MEP/HVAC. The design/build contract format allowed the team to pre-purchase transformers, switch gear, lighting controllers, pumps, motors, and other long lead items, which facilitated the schedule and minimized the contractor’s capital costs. It also provided the needed flexibility to address the vast and initially uncertain scope of work; allowing us to turn the lights on within four months following the notice to proceed. Saltwater caused significant latent damage, which was not immediately evident. To minimize change orders, new contracts were let to address the growing scope of storm-damaged equipment and lighting. Laland Baptiste worked extensively and continuously with FEMA and their representatives to ensure maximum reimbursement for the client agency, Hudson River Parks Trust and New York State.

PROJECT DESCRIPTION Prepared the concept study for a new freestanding retaining wall to be built riverside of the existing masonry river wall, to run the entire length of the project and be interconnected with the existing river wall at either end (Andrews Street and Inner Loop). The proposed wall will be comprised of cylindrical steel pipe piles founded in rock sockets drilled into the shallow bedrock / river bottom and grouted into place. The space between the new wall and the existing wall will be backfilled with controlled fill and grout and the new wall system will be finished with a castin-place concrete cap to provide a refined appearance and support the Riverway Railing and Genesee River Trail. The new wall system being founded on bedrock will be capable of supporting the cantilevered ‘Deck’ and overlook. The drilling of the rock socket foundation will be aligned to follow the existing wall as close as possible and take advantage of the existing masonry ‘bench’ like structure located at the intersection of the existing wall and the bedrock river bottom, this bench will greatly facilitate the initial drilling of each rock socket. Specifically, the proposed new river wall will utilize the O-Pile system, which is an efficient and proven interlocking steel pipe pile system well suited for this application.

PROJECT DESCRIPTION Baptiste Engineering’s Senior Project Manager provided design and construction management services for the Green Infrastructure Program. This program involved the comprehensive construction management of thousands of right-of-way bioswales in Brooklyn, New York. The bioswales featured deep pockets of gravel serving as small, local recharge basins with scuppers in the street curb allowing storm water to flow through the bioswale, with excess water out letting to adjacent catch basins. Each bioswale was heavily planted with adapted plant materials to filter and utilize the stormwater. Our team oversaw the Green Infrastructure Program from pre-construction through Site verification, Estimating, Value engineering, Bidding, Award, Construction kick-off, Day-to-day construction management, quality, and conformance, Tracked unit item work, quantities, and contractor payments, Punchlist and close-out. We revised the construction documents to include more unit items to help address a wider range of existing conditions. The overall list of sites was broken down into phases to better control start and completion. Our worked closely with the local utilities to minimize delays and risk. Our knowledge and familiarity with each of the stakeholders expedited the multi-agency coordination, assisted the Contractor in maintaining a steady workflow, and avoided shut-downs due to unanswered RFI’s. One of the unique challenges of this program is that each bio-swale location is tracked as a stand-alone project with its own unique list of conditions, constraints, unit items, and quantities, which necessitates a rigorous and detailed location and tracking system. Services include: Existing Conditions Plan/Report, Alignment Plan, Overall Construction Plan, Phasing Plan and Construction Detailing, Specifications, Permitting, Bidding Strategies and Construction Administration.

Our Senior Project Manager served as the Chief of Design for NYC City Parks & Recreation, and during his tenure he design and constructed dozens of Streetscapes, Malls and Civic Plazas including Union Square Park, Broadway Malls, Park Avenue Malls and Allen Street Malls. This work included coordination with NYC DOT, NYC MTA, NYC DEP, ConEd and Empire City Subway (AT&T / Verizon). The designs delivered elegance and a plant palette durable enough for an intense urban environment.
