Join lead investigator and military developmental pediatrician Lieutenant Colonel Molinda Chartrand, USAF, M.D., to discuss the impact of military deployments on children under the age of 5 in military families. Infants and young children develop, grow and thrive in the context of their families, and children in military families are no exception. Today’s military service members are young, likely to be married, and more than half have young children. Of the almost 2 million children living in military families in 2012, the largest proportion (41%) are 5 years of age or younger. Military families face unique challenges and little is known about the impact these challenges may have on the youngest members of the families. During the session, we review typical development for young children, focusing on attachment behavior. We also look at research detailing the impact military deployments may have on young children in military families, and discuss available interventions and opportunities to provide support.

Future of Children: Military Children and Families The 2013 MCEC National Training Seminar features seven Distinguished Lectures highlighting session content based on research contributions to the upcoming journal Future of Children: Military Children and Families. The Future of Children is a collaboration of the Woodrow Wilson School of Public and International Affairs at Princeton University and the Brookings Institution. The mission of the Future of Children is to translate the best social science research about children and youth into information that is useful to policymakers, practitioners, grant-makers, advocates, the media, and students of public policy. The project publishes two journals and policy briefs each year, and provides various short summaries of the work. Topics range widely, from income policy to family issues to education and health, with children’s policy as the unifying element. The senior editorial team is diverse, representing two institutions and multiple disciplines. The Future of Children journal highlighting militaryconnected children will be published in the Fall of 2013. Human service professionals, and all who care deeply about the well-being of children, are at increased risk of burnout because of continued exposure to their challenges and traumas. This session will consider core principles of resilience, and apply them to ourselves for a change. Learn how love with boundaries, as opposed to rescue fantasies, positions us to actually be better healers and facilitators of change. This session addresses what bearing witness to pain and trauma does to us. It explores how changing our lenses from “What’s wrong with you?” to “What happened to you?” both improves our relationships, and prevents us from personalizing others’ reactivity rooted in their own pain.

This workshop presents a cognitive-behavioral theoretical conceptualization of the development and maintenance of teenage depression and suicidal ideation. Information is presented in lecture format to describe the connection of thoughts, behaviors, and feelings to the development and maintenance of teen depression and suicidal ideation. The information includes how a cognitive-behavioral therapy treatment plan is developed and implemented. Workshop members will participate in a group of practical application of the information presented including processing two case studies of military-connected teenagers, one dealing with depression and the other depression and suicidal ideation, for the purposes of illustrating the cognitive-bahavioral conceptualization and treatment plan development. The following skills will be introduced and illustrated: guided imagery, deep breathing, progressive muscle relaxation, problem solving, thought challenging, cognitive restructuring, behavioral activation, and suicidal ideation safety planning.

This symposium presentation will examine research findings and provide a theoretical framework for understanding the impact of military service during wartime on military and veteran families and children. The inherent potential for growth and challenge within military life for children and families will be reviewed, as well as the unique stressors presented by prolonged separation from a parent or loved one in the context of heightened danger associated with wartime deployments. The symposium examines what we know and don’t know about the impact of military life and parental wartime military service on children in the context of developmental and systems theory and emerging research, with particular attention to an appreciation of risk and resilience processes over development. This framework provides a foundation for recommendations for a national research agenda and preventive public health approach for militaryconnected children and their families.

Room: National Harbor 4 If we want our young people to THRIVE through both good and challenging times, we need to address risk and build resilience. Focusing on what our youth are doing wrong puts the emphasis on negative behaviors as expected and normal. Our challenge is to change the lens through which we view our youth in order for them to see their potential more clearly. In promoting healthy development, risky behavior holds far less attraction, and our youth are more likely to reach their potential.

The Honorable Arne Duncan, Secretary of Education LTG (Ret) H.G. “Pete” Taylor Partnership of Excellence Awards with Distinguished Presenter Congressman Sanford D. Bishop, Jr. The Honorable Arne Duncan

Arne Duncan is the ninth U.S. Secretary of Education. He has served in this post since his confirmation by the U.S. Senate on Jan. 20, 2009, following his nomination by President Barack Obama. Duncan’s tenure as Secretary has been marked by a number of significant accomplishments on behalf of American students and teachers. He helped to secure congressional support for President Obama’s investments in education, including the American Recovery and Reinvestment Act’s $100 billion to fund 325,000 teaching jobs, increases in Pell grants, reform efforts such as Race to the Top and Investing in Innovation, and interventions in low-performing schools. Additionally, he has helped secure an additional $10 billion to avoid teacher layoffs; the elimination of student loan subsidies to banks; and a $500 million national competition for early learning programs.

Congressman Sanford D. Bishop, Jr. Congressman Bishop, currently serving his eleventh term in the U.S. House of Representatives, represents Georgia’s Second Congressional District. Bishop holds a number of leadership positions and is the Co-Chairman and Co-Founder of the Congressional Military Family Caucus. Congressman Bishop graduated from Morehouse College and from Emory University Law School, and served in the U.S. Army. Mr. and Mrs. Bishop have a daughter and a granddaughter.

In recognizing Lieutenant General Taylor’s dedication and work toward assisting military children, the MCEC Board of Directors established the LTG (Ret) H.G. “Pete” Taylor Partnership of Excellence Award at its annual conference in 2004. The award, presented annually, may represent a single project in which the military installation(s) and the school district(s) participated, or it may be a summation of the entire program between military installation(s) and school district(s) which serve the installation(s).

Sworn in as the 24th Secretary of Defense on February 27, 2013, Secretary Hagel is the first enlisted combat Veteran to lead the Department of Defense. Secretary Hagel was elected to the United States Senate and represented Nebraska from 1996 to 2009. Following his Senate career, Mr. Hagel served as CoChairman of President Obama’s Intelligence Advisory Board, and as a member of the Secretary of Defense Policy Board. Secretary Hagel was a Distinguished Professor at the Georgetown University School of Foreign Service, and author of the 2008 book, America. He and Mrs. Hagel have a son and a daughter.

The National Training Seminar Overarching Objectives Participants will: • Identify resources and initiatives that support military-connected children and youth. • Develop connections with colleagues and experts relevant to their areas of interests in and service to militaryconnected children and their parents. • Describe public policy perspectives about the changes in the Force and the implication for programs and services for military-connected children and youth. • Analyze professional and personal practices through learning and insights obtained from speaker and presenter presentations.

Graduate Credit for the 2013 MCEC National Training Seminar The Military Child Education Coalition (MCEC) has established a working relationship with the University of San Diego (USD) that allows conference participants to register for one unit of graduate extension credit. USD is accredited by the Western Association of Schools and Colleges. Credits may be transferred to a degree program, but participants should first consult with the degree granting organization for this permission. Credits are generally used for personal growth, certification and/or salary enhancement purposes.

Course Requirements: • Full participation in all training sessions and activities is required. • Interested participants must register for credit with the University within 10 days of the beginning of the National Training Seminar (no later than July 18, 2013). • Within 30 days following the training seminar, write a 3 to 5 page reflection paper addressing the following questions: 1. What ideas did you find most appealing at the training seminar? 2. How can you use what you learned in your everyday job and/or personal experiences? 3. What ideas, if any, did you hear about at the training seminar that you would challenge? Why? 4. Approximately how many hours were you involved at the workshop and writing this paper?

Upon completion of the reflection paper, forward it via email to Dr. Georgene Dwyer at dwyerg@gmx.net. Your reflection paper will be reviewed and graded and feedback will be provided to you. The University of San Diego will forward a transcript to you within five working days following review of your submission. The first transcript is complimentary; additional transcripts may be ordered online for a minimum fee.

Grading: USD will award a letter grade based on: • Training Seminar participation • Completion of a quality writing component

Fees: USD charges $75. This is a one credit hour course.

Note: Application for USD graduate credit must be submitted to USD by July 18, 2013.

Barbara Gentry

Barbara Gentry is recently retired as the Senior Vice President of Community Affairs at USAA, and as the President of both the USAA Foundation and the USAA Educational Foundation. She is highly respected and regarded nationally for her nonprofit corporate foundation expertise.

Tom Howard retired with just under 30 years of service in the U.S. Navy. Upon transitioning to the civilian workforce, he was a project manager and involved with business development for Scientific Research Corporation.

Dan Domenech, Ph.D.

Dan Domenech has served as Executive Director of the American Association of School Administrators (AASA) since July 2008. He has more than 40 years of experience in public education, serving as a school superintendent for 27 of those years and including a period as the superintendent of Fairfax County Schools.
