Mindanao suffers from chronic power shortage By MIKE BAÑOS, Correspondent
ENERGY officials may differ in their opinions regarding the rotating brownouts now being experienced in some areas of Mindanao but all agree it is a result of the chronic power shortage in the island. Media reports quoted Department of Energy Undersecretary Josefina Asirit as saying outages could last only two hours or less in certain areas during peak hours despite the shutdown of the Mindanao Coal plant in Misamis Oriental. The report quoted Ms Asirit as saying DOE would maximize the output of Mindanao’s Agus and Pulangui hydropower complexes and limit the load distribution utilities would be able to withdraw from the grid. In addition, DOE would ask private firms and distribution utilities to use their own embedded generators to supplement supply within their respective areas. An officer of the Min-
danao Coal power plant clarified numerous media reports attributing their month long shutdown as the sole cause of the recent spate of brownouts in Mindanao. “Mindanao has a chronic power shortage resulting in power outages being experienced for several years now in many areas,” said Jerome R. Soldevilla, communications officer of STEAG State Power Inc., the island’s only coal-fired power plant. “Our preventive maintenance shutdown has been scheduled well in advance to minimize power disruption. Steag blamed on power curtailment in Cotabato KIDAPAWAN City––The shutdown of one of the biggest power plants in Mindanao caused the power curtailment in North Cotabato and other parts of the islands, the National Grid Corporation of the Philippines (NGCP) announced. Bambie Capulong, head of the communications department of the NGCP-Mindanao, said that the STEAG State Power, Inc. (SPI) has shut down its coal-fired power plant based in Misamis Oriental since October 6. The shutdown would continue until October 24, the SPI earlier said.
The SPI cited as reason for preventive maintenance the plants’ operational reliability. Immediately after the SPI shut off one of its coal plants, the NGCP scheduled power rationing in Mindanao. “Because of the shut down, the power deficiency in Mindanao has reached from 150MW up to 200 megawatts on a daily basis, depending on the generation and demand of the local power consumers,” said Capulong. Another coal plant, also owned
by the SPI, would shut off its system from October 24 until first week of November, she stressed. Both coal-fired plants, each with a capacity of 105 megawatts, provide about 20 percent of the current power capacity of the entire Mindanao. The Cotabato Electric Cooperative (Cotelco), which supplies electricity to some 98,000 power consumers in North Cotabato, is one of those affected in the power rationing. Commuters complain on Iligan -CdO prolonged travel ILIGAN CITY - Commuters, drivers and businessmen have aired their complaints on the prolonged travel time from this City to Cagayan de Oro which now takes two and a half hours from the previous 1 hour and 30 minutes. The tedious travel on the said route is even tinged with several stop-overs along the way., they said. The Iligan City - Cagayan de Oro route is 86 kilometers with travel time of at least one a half hours on normal condition. The culprit is the ongoing reconstruction of eight point two (8.2 km) kilometers of the national highway along GitagumInitao Misamis Oriental. ZAMBOANGA CITY – Cebu Pacific on Saturday opened its new route in northern Mindanao with launching of its maiden flight from Zamboanga to Cagayan de Oro City. Michelle Eve De Guzman, Cebu Pacific’s Corporate Communications Assistant Manager, said they now fly three times a week, servicing Zamboanga in the western part of Mindanao,
and Cagayan in the northern side. “From 14 hours by bus, now travellers from Zamboanga can go to Cagayan in less than an hour flight in the latest Cebu Pacific route,” she said. Cebu Pacific also flies four other routes from Zamboanga City to Davao, Cebu, Tawi-Tawi and Manila. From January to June this year, Cebu Pacific flew over 216,000 passengers and posted an 11% increase
compared to last year, according to De Guzman. She said Cebu Pacific is the largest network in the Philippines, reaching all of the country’s major island groups and much of Southeast and North Asia. De Guzman said the low-cost carrier now has over 30 domestic destinations and 60 routes in the Philippines. And these are on top of 19 international destinations and over 30 international
routes operating more than 2,000 flights weekly. “Cebu Pacific will also take – between 2012 and 2021 – delivery of 20 Airbus A320 and 30 Airbus A321 Neo, and 4 Airbus A330. And these (air crafts) will allow us to have a much longer range and to fly more cities and destinations in the world with non-stop service,” she said, adding it will enable them to serve Australia, India and Northern Japan.

Liceo de Cagayan, LNNCHS bag cheerleading championship By VINCENT N. LABIAL TUBOD, Lanao del Norte––Facing stiff competition from top cheering schools, Liceo de Cagayan University and Lanao del Norte National Comprehensive High School emerged regional champions in the college and high school categories respectively in the recently concluded north Mindanao regional qualifiers of the National Cheerleading Championship (NCC). The two-day event held October 13 to 14 at the sprawling Mindanao Civic Center (MCC) Sports Complex was participated in by seven schools from northern Mindanao. The first day included a basic safety and spotting workshop, stunts and tosses drills, motions and jumps exercises, and private coaching techniques. The second day was the actual competition day where participating schools battle for the top spot in the two categories. The regional contest was sponsored by the provincial government under the “Kabataan Sigurado” program of Governor Khalid Dimaporo. The event was also jointly sponsored by Representative Imelda Quiberanza-Dimaporo through the initiative of Aminah Dimaporo. The cheerleading regional competition was conducted by the National Cheerleading Championship (NCC) headed by its President, Carlos Valdes III. NCC is an affiliate of the Internal Cheer Union through the PCA (Philippine Cheerleading Alliance). Among this year’s regional winners in the collegiate level were Liceo de Cagayan University, 1st place; Tagoloan Community College, 2nd place; and Mindanao State University-Iligan Institute of Technology, 3rd place. So I’ll skip the serious part and write about some sidelights in Malacanang during the signing last Monday. It was a reunion of sorts for (3) former GRP Chairmen Usec. Rafael “Paeng” Seguis, Gen. Rudy Garcia and I together with former Sec. Boy Pangandaman (now Lanao Sur Congressman) posed for a “reunion” photo. It was taken by someone who removed the sticker on his cell phone camera lens that the gatekeepers downstairs insisted on disabling cameras at the entrance door. I was looking around for another former Chair Silvestre “Yong “ Afable but I could not see him. In fact, when I had a chance to chat with Malaysian facilitator Tengku Gaafar at the Palace gate, he was also looking for “Yong”. Tengku was the original facilitator during my time but was later replaced by Facilitator Othman. Then he came
back and presided over the forging of this agreement. “FORMERS”----There were familiar faces among the protocol officers inside the palace who were there during the Arroyo days who warmly greeted me as I walked towards the main hall. In fact, I and Paeng were immediately conducted to the front row of seats but when I checked, the chair had a sticker “cabinet secretaries”. I whispered to “Paeng” that there is no word “former” so we better move to the next row. We did and sat in the cluster of some Mindanao governors. I spotted Gov. Dolfo del Rosario of Davao del Norte, Gov. Khalid Dimaporo of Lanao del Norte and Gov Lala Talinio Mendoza of North Cotabato ( the latter two provinces, by the way, losing several towns to the new “BANGSAMORO”. ) NEVER LET GO ----Malaysian Prime Minister Najib Razak was both eloquent and down to earth during his remarks. THINK a minute. Some time ago I read in the newspaper about a father who had killed his 10-year-old son because his school report was not good enough. The father was so angry that he reached for the nearest thing, a steel rod, and hit his son on the back. His 10-year-old little boy was killed instantly. Can you imagine the pain and regret that father lives with! We all have regrets, and the feeling that we want to make up for the wrong we’ve done. Yet we know that in most situations we can’t. Sometimes we can repair the damage. We can pay a debt that’s long overdue. We can return the money we cheated or stole from

No candy or toy can make up for how we hurt even destroyed their trust in us. Think of the man addicted to alcohol, drugs, or kava, or has adulterous affairs, putting his wife and children through years of
pain, lies, and violence. Yet even if he finally does stop drinking or having affairs, how can he ever erase or make up for all the hurt and damage he caused? How does the mother who had an abortion forgive herself and get free from her guilt? So we can’t always repair the damage we’ve caused, no matter how much we try, not even through religion! That’s why Jesus Christ, Who was
not guilty of any wrong, gave His own innocent life to free you and me from all our wrongs and guilt. The only way we can make up for all the wrong we’ve done is by asking Jesus for His free gift of forgiveness and new life which He paid for with His own life. It’s true that you cannot change your past, but Jesus can start changing your life now. If you ask Him to take control of your heart and character every day, He will give you a new life by helping you change with His love and power. Even with all your past failures and wrongs, your Maker will still give you another chance. So why not ask Him today? Just Think a Minute.
‘Tell it to the marines,’ Mr. Moreno WHO manage the Northern Mindanao Medical Center? A reader texted the question to this corner last Saturday. Obviously, the national government‘s Department of Health (DOH) runs the NMMC in Misamis Oriental. NMMC is located in a province-owned lot within the 8-hectare lot bounded by CM Recto Avenue, Corrales St., Velez St. and Gen. Juan Luna St. Cris Diaz The text message said that Gov. Oscar Moreno of Misamis Oriental was insinuating that the provincial government operated the NMMC. Moreno also claimed that his administration is responsible for the medical center’s uplift. Certainly, Moreno wants the people of Cagayan de Oro believed that the uplift of the regional medical center be credited to him and his administration. Well, politicians like Moreno would always want anything of value credited to them. However, the people of Cagayan de Oro know that the province of Misamis Oriental has nothing to do with NMMC’S operation. On the other hand, it is unfortunate that Moreno has not done anything to improve the operation of NMMC. The province has provided nothing that would have improved NMMC’s operations and upgrading of the hospital’s medical equipment.
Frankly speaking, the province relationship with NMMC is impersonal. Unknown to many, NMMC is renting the lot it occupies with the provincial government. Of course, as a tenant, the hospital director has to establish good relationship with the provincial government. However, it does not mean that hospital directors are beholden to whoever the provincial governor is. Although the provincial governor could play some role in recommending hospital directors, the final approval remains with the DOH in Manila. Moreno’s claim of being responsible for NMMC’s development is outrageous and absurd. One could simply get through the mind of Moreno’s fondness of projecting his political image at the expense of other’s accomplishment. Nothing is new. Moreno even claimed to be responsible for the construction of the Laguindingan Airport. Tell it to the marines, Mr. Moreno! Approval for the construction of the Laguindingan airport was already done before you (Moreno) joined politics in Misamis Oriental. It hurts. Yet, it is the truth. After all, elective officials are duty bound to pursue projects that would alleviate the plight of the common people. To provide the people’s basic needs such as health care, infrastructures, school buildings, and other services are inherent obligations that an elected public official should not flaunt. In the Book of Genesis, there is a chapter which talks about God promising that the children of Jacob, one of the two sons of Isaac who would later become Israel, would go to all four corners of the globe, and would bless all races and nations. Then, in the Book of Kings and of the Chronicles, there are verses which disclose that when Solomon was building the temple of God, he ordered Israelites to travel to a group of islands in the east, which islands were known as Ophir, to get first class gold for the temple. An infection by accident? JUST recently, something caught my attention: an outbreak of meningitis in certain states in the US of A. Cause was traced to contaminated steroid shots, which were given to patients complaining of back, ankle or shoulder pains. The medication itself is correct: for I used to have been afflicted with Frozen Shoulder Syndrome ( I couldn’t move my shoulders as I used to do, and the pain itself associated with even the absence of movement was such, that a shot of steroids to the area, usually gives temporary relief ). The news on the outbreak has pinpointed to the cause as non adherence to the standards set in the handling and preparation as well as most probably even the transport of the medicines. Patients on admission and even those that were advised to go through work up, had Fungi in their findings. Meningitis, is an inflammation of the membranes covering the brain tissue and the spinal cord. The infection may start from somewhere else ( oropharynx, sinuses, lungs, to name a few ) or the organism may primarily hit the brain. The swelling in and around the area can trigger the signs and symptoms that are seen in cases of meningitis: headache, fever and the presence of stiff neck. Additional manifestations may include any of these: nausea and vomiting, difficulty concentrating, walking. Seizures may also be reported. If the cause of the meningitis is viral or in instances of meningococcemia ( the causative organism is Neisseria meningitides ), skin rashes may be noticeable. When it is viral, the disease resolves within 2 weeks, and is mild in presentation. Bacterial causes of meningitis has a more prolonged and

The third causative organism, Fungi, as seen in the outbreak the past weeks in the States, is non - contagious, and the symptoms may take weeks to months, even. Aspergillus, Cryptococcus ( which is closely associated with HIV AIDS ), are the more common culprits . In this particular outbreak though, Exserohilum ( isolated from the recovered vials ), was the isolated causative organism. Exserohilum is commonly found in wood rots. When patients present clinically as Meningitis ( regardless of organism ) , a compete medical history and physical examination is a MUST. Of the diagnostic tests that are performed, which includes blood tests, CT Scan and MRI, the most useful and definitive is a Lumbar Tap or puncture. A needle is inserted in the lumbar area ( spinal column ) and Cerebrospinal fluid ( CSF ) is extracted and sent to the Laboratory for analysis. The CSF is examined for the presence or absence of white blood cells , and is also analyzed as to sugar and protein content. Bacteriological studies including gram staining and culture is performed, in order to check the type of organism that may have caused the infection. Treatment is directed at the causative agent and also to lowering the increased intracranial pressure, the edema and swelling of the surrounding areas. If the illness is diagnosed

Mindanao scientists gather in General Santos GENERAL Santos City––Researchers, scientists, academicians, students and users of science and technology products from all over Mindanao have gathered in General Santos City for the 2012 Mindanao Cluster S&T Fair. Dr. Zenaida Hadji Raof-Laidan, regional director of the Department of Science and Technology (DOST-12), host of the five-day event that started yesterday, said the event is also in line with the celebration of the National Science and Technology Week. The fair primarily popularizes science and technolog y developments and innovations from the six regions of Mindanao and inform the public of the services that the agency provides, she said. “In gatherings such as this, we may also be able to urge more young people to pursue careers in science and technology and ultimately increase the number of scientists and engineers necessary for nation building,” Director Laidan added. She also expects the fair to increase and sustain the public’s level of awareness of S&T, thereby encouraging adoption of new technologies and products of S&T as well as leading more micro, small and medium enterprises (MSMEs) to access services provided by the agency. For his part, Prof. Fortunato dela Peña, DOST’s undersecretary for S&T ser vices, said Mindanao has all the makings of being a very prosperous and
progressive island with all its natural resources, topography, culture and people. All these will contribute to the development of Mindanao. “I think the government owes it to Mindanao to invest more for its potentials,” he said, adding that the S&T sector would like to part of that growth and development.” He believes Mindanao should establish its own strategic S&T plan that would be comprised of components from the different regions. Following the opening ceremonies yesterday, Prof. Pena presented the National S&T plan, the National Innovation System, and the Technology Transfer Act. DOST Undersecretary for Regional Operations Carol Yorobe said the European Commission’s 7th Framework Programme (FP7) funds researches. DOST 11 Director Anthony Sales discussed the department’s umbrella project Small Enterprise Technology Upgrading Program (SETUP), which provides comprehensive assistance to MSMEs from product development and packaging to finding networks and markets. agayan de Oro City – WITH the promotion of agribusiness investment as one of its marching orders, the Agribusiness and Marketing Assistance Div ision of the Department of Agriculture – Regional Field Office 10 (DA-10) recently led the conduct of an investment forum for the country’s staple food – rice at De Luxe Hotel, in this city. In her report on the updates and status of the rice industry within Northern Mindanao, DA-10 Regional Rice Program Coordinator Juliet B. Araos informed that region 10 has been allocated with funds, amounting to P 245 million for the year 2013. This budget, she added, is much higher compared to the current year’s budget, reaching only P 135 million. As the agency has been given the directive for the attainment of rice self-sufficiency after the year 2013, RRPC Araos explained that the DA-10

TAGUM City, Davao del Norte-- Vice Mayor Allan Rellon wants the implementation of the controversial Real Property Tax (RPT) Ordinance enacted by the city council be put on hold so it can be reviewed by an executive-legislative body. Rellon, who is seeking the mayoralty in next year’s elections, said there is a need to discuss and thoroughly review the formula for the new RPT values in the controversial City Ordinance 558. The Association of Landowners and Land Users in Tagum City should participate in the review, he added. He said multi-stakeholder efforts on the revision of the measure should lead to a win-win solution and should have acceptability to the affected sector. Members of the landowners’ association, who have been opposing the measure since last year, questioned the ordinance with Supreme Court. The complaint protested the ordinance excessive increased of the RPT values in some commercial areas by up to 833 percent, fearing most landowners would be able to pay the high tax obligations.

Our Mindanao media guru Carol Arquillas was not letting the occasion pass without throwing a few questions for a story like : “What’s its like 20 years hence?” Fr. Albert Alejo, SJ who’s helping the GPH as Consultant was doing the rounds. He was with us in our previous negotiations work not only giving valuable inputs but celebrating the Holy Mass during our foreign trips . He was very upbeat. MISS KRIS ---- But the best unexpected part was when MILF Chairman Kagi Murad started his remarks, acknowledged the VIPs and at some point, paused, smiled and then said : “...and Kris Aquino.” There was audible buzzing and giggling when he mentioned the presidential sister. He smiled contentedly. And continued with his speech marking the dawning of peace in the Bangsamoro.

supply since 2006. The situation was also exacerbated by the diminished capacities of some power plants in Mindanao for various reasons.” Industry sources said the Mindanao Grid experienced a power curtailment of 450MW for Friday, October 19 due to the reduced capability of the Agus 4
hydropower plant in the Agus power complex from 150MW to 100MW due the low fore bay elevation of its reservoir. As a result, the available power supply in the grid was reduced to only 874 MW and the system operator asked its clients to maintain a maximum load of only 787MW. The curtailment was further expected to increase to 470MW by Saturday, October 20 due to low water inflow to Pulangi IV HEP, the low forebay elevation of Agus IV HEP and the planned shutdown of M1GP. STEAG’s preventive maintenance shutdown (PMS) for its Unit 1 is scheduled from October 6 to November 24 and PMS for its unit 2 is scheduled from October 29 to November 10. The planned PMS of Steag has been approved by the National Grid Corporation of the Philippines (NGCP) as agreed upon by the members of the Mindanao Grid Operations and Maintenance Planning Group composed of NGCP, the National Power Corporation (NPC) and its Independent Power Producers (IPPs). “The timing of the PMS takes into consideration the power plant’s operations and maintenance guidelines as well as the projected electricity demand-supply condition of Mindanao during the period,” Mr. Soldevilla noted. “The overarching goal is to minimize the possible adverse impact of power supply shortfall in the island.” At present, Mindanao Coal accounts for about 20 percent of the capacity of Mindanao’s power supply when both units are running. “Clearly, the solution to Mindanao’s power shortage is to bring in new capacities. But until this will happen, we can only optimize what is available and manage carefully the power demand side,” Mr. Soldevilla noted. The power deficiency in the Mindanao Grid reached its lowest point in 2010 when the curtailment level breached 600MW causing rotating brownouts in some areas for as long as eight hours. Since then, however,
except for the two power barges of Therma Marine, Inc. which can supply up to 192MW through bilateral contracts with industries and distribution utilities, there have not been any new capacities added to the Mindanao Grid’s power supply. Meantime, distribution utilities like the Cagayan Electric Power and Light Co. (CEPALCO) and Davao Light and Power Co. (DLPC) have been adding embedded generators within their respective franchise areas to bolster inter-grid supply during grid-wide power shortages. CEPALCO has a 42-MW diesel/bunker fuel plant and an 8MW mini hydro recently commissioned in Claveria, Misamis Oriental operated by its affiliate Mindanao Energy Systems (Minergy) which has enabled it to ride out the present shortage without resorting to rotating brownouts. Similarly, DLPC relies on its 40-MW Bajada diesel plant and 47MW from its Talomo and Sibulan mini hydro plants to similarly continue operations within its franchise area without resorting to rotating brownouts. Meantime, NGCP officers appealed to media to secure first-hand information on generation issues with the PSALM, National Power Sector Corporation and Independent Power Producers instead of attributing such statements to them such as the recent report on additional generation capacities attributed to them which is beyond their authority and within the DOE’s purview. “We can only answer issues regarding transmission problems but recent reports have erroneously attributed statements on generation issues to us,” said Milfrance Capulong, communications officer for Southern Mindanao. “In fairness to all concerned, let us all please observe the basic tenets of journalism and secure first-hand information on generation issues from the primary sources, and for generation issues these would be NPC/ PSALM, DOE and the IPPs.”

We had a contract with the Therma Marine, Inc., of at least eight megawatts. Our total daily demand is about 32 megawatts so we’re short of four megawatts,” said Baguio. When Pulangi-4 hydroelectric power plant in Bukidnon province shut off its system on April t his ye ar, t he C otelco scheduled daily brownouts which lasted eight hours, which caught the ire of many power consumers. This caused power consumers in Kidapawan City to organize themselves and demanded, among other things, to supply Cotelco at least 25 percent of the capacity of the geothermal power plants from Mount Apo. The plants are owned by the Energy Development Corporation of the Lopez Group of Companies. The demand, however, has fallen on deaf ears, they said.

Seasoned army commander is new W. Mindanao military chief By AL JACINTO of Mindanao Daily News ZAMBOANGA City––A seasoned army commander, Major General Rey Ardo, was named as the new Western Mindanao militar y chief replacing Lt. Gen. Noel Coballes, who was appointed as Armed Forces Vice Chief of Staff. Ardo was the former commander of the 6th Infantry Division in Maguindanao province in central Mindanao before being named as Coballes replacement.
He is replaced by Maj. General Ceasar Ordoyo, chief of the Intelligence Services of the Armed Forces of the Philippines. Coballes took over the position of Lt. Gen. Reynaldo Mapagu, who retired recently. A decorated brigadier, Col. Daniel Lucero, who commanded the 103rd Infantry Brigade in Lanao del Sur province, was also promoted to Brigadier General. Lucero is also among “The Outstanding Philippine Soldiers (for) 2011” and one of the most respected and decorated officers
in the army. TOPS had this to say about Lucero: “A military man has long been seen as stoic and content to let his actions speak for him, but what differentiates a man who has been appointed to speak for his peers? This was a challenge faced by (then) Col. Daniel A. Lucero, who was appointed as spokesperson of Southern Command in Zamboanga City in 2002, and as Chief of the Public Information Office of the AFP and concurrent Spokesperson in 2003.”
