Jordanian newsman is not hostage: DND THE DEPARTMENT of National Defense (DND) said on Tuesday that Jordanian journalist Baker Abdulla Atyani and his two Filipino crewmen “are moving freely and interviewing ranking Abu Sayyaf Group (ASG) and Moro National Liberation Front (MNLF) officials in Sulu.” In effect, the Abu Sayyaf bandits were not taking the three hostages, contrary to claims, DND Secretary Voltaire Gazmin said on Tuesday. Gazmin said based his
statements on reports of the Western Mindanao Command chief Lt. Gen. Noel Coballes. “I asked him about the situation of the missing Jordanian newsman and
he told me that there were sightings of the latter with his crew moving from an ASG camp to an MNLF base. With such mobility, you can deduce that they are not being held captive,” the DND chief said. He added that Coballes gave this information to him when they met each other during the 50th anniversary celebration of the Special Forces Regiment of the Philippine Army in Fort Magsaysay, Nueva Ecija on Monday. Gazmin also said that
Atyani, of the Al Arabiya Southeast Asia Bureau, came to Jolo with the sole purpose of recording and interviewing a hostage set to be released by the ASG. He declined to comment on whether the three are being escorted when on the move, adding that they have no such report at present. Gazmin said that should the military be required “to extricate them from some unseen development,” the troops are in place in the area. “We know exactly where
they are. If given the orders, we can go in and extricate them immediately,” the DND chief stressed. Reported missing as of June 12 are Atyani and his Filipino crew Rolando Letrero and Ramelito Vela. This was after the trio failed to return to their room at the Sulu State College Hostel where they checked in at 11 p.m. on June 11. The three men were reportedly fetched by a man driving a multicab and have not returned since then. WITH WIRE REPORT

Davsur encounter kills 3 red rebels By BEN D. ARCHE Regional editor-Davao
DIGOS City––At least three suspected members of the New People’s Army (NPA) were killed during an encounter with the government troops in a village bordering the municipalities of Jose Abad Santos and Don Marcelino, all in Davao del Sur recently. Lieutenant Colonel Adolfo Espuelas, commanding officer of the Army’s 73rd Infantry Battalion (IB) only identified the slain rebels with their first names as Marvin, Bobong and Berting. The firefight lasted for more than two hours at the boundary of Sitio Datallag and Sitio Culaman which resulted to the death of the three communist combatants who were members of the Sentro de Grabidad (SDG) Andoy Guerilla Front 71, Espuelas said. Aside from dead bodies left by the withdrawing rebels, the soldiers also recovered one M-14 and one M-16 assault rifles, handheld radio and live ammunitions in the area. Espuelas added that the group has been actively operating within the boundary of Sarangani Province and Davao del Sur. Military identified Marvin and Bobong as squad leaders of SDG Andoy. Espuelas said the early morning encounter ensued after several nearby native residents reported the presence of the rebels in the area. Government troopers brought the cadavers on helicopter to a military camp in General Santos City.

Solon wants to see Chief Justice from Mindanao DAVAO City––Senator Francis Escudero has urged Dabawenyos to nominate candidates from Mindanao for the next Chief Justice. In his recent visit, Escudero told Davao City reporters that he was the Senate’s lone representative to the Judicial and Bar
Council (JBC). He said the number of nomination was expected to move higher as JBC continued to accept applications and recommendations until July 2. As of June 23, Saturday, the number of applicants posted about 50, Escudero said that in
previous years, there were only a few who applied or recommended for CJ, a far difference from this year, in which apparently many wants or recommended for the position. He said, in his recent visits to Mindanao, he had been urging Mindanaons to
nominate candidates for the CJ post, adding that based on Supreme Court’s history, a Mindanaon has yet to get the third highest position in the country. In previous years specifically at the time before former Chief Justice Reynato Puno was appointed, there were only three applicants, forcing the JBC to submit all the three names to the President at that time, he said. Under the constitution, Escudero said the number
of nominees for the CJ post that should be submitted by the JBC to the President of the Philippines should not be below three. He, however, said the huge number of the applicants for this year will not hinder JBC from undertaking a thorough screening to shortlist the lucky three. “Mas maganda ang sitwasyon ngayon na marami ang pagpipilian kesa kulang o walang pagpipilian. Kahit gaano karami sasalain namin yan. Daanin namin
ang lahat sa processo,” Escudero said. He confirmed that former politicians are not disqualified to the position, but said they are mostly unpopular to hold the position. Aside from the basic requirements provided by the Constitution that applicants are at least 40 years old, 15 years of law practice, natural born citizen, member of the Philippine Bar and with proven robity, competence, independence and integrity.

THE Cebu Investment and Promotion Center (CIPC) will recruit people from Visayas and Mindanao to work in Cebu to address the manpower requirement of Cebu’s knowledge process outsourcing (KPO) and business process outsourcing (BPO) industries. CIPC managing director Joel Mari Yu said he is planning to bring KPO and BPO companies to various key cities in the Visayas and Mindanao to promote Cebu as an employment destination. ”It is growing so fast
that if there are 20,000 available talents for this industry, they will all be absorbed in just a matter of weeks,” he said. The KPO-BPO industry in Cebu currently employs 70,000 to 75,000. Instead of doing individual recruitment in provincial areas, Yu said, the CIPC will gather all KPO and BPO companies and bring them to various area in Visayas and Mindanao through job fairs to look for high-skilled and qualified employees. ”This job fair will not
only highlight the job opportunities of these companies but also promote Cebu as an employment destination,” he said. ”We are going to bring those talents here because if we are to depend only on our own internal population, we are too small. We are insignificant,” Yu noted. He identified Bacolod, Iloilo, Tacloban and Cagayan de Oro City as among the initial areas they will be visiting. Yu targets to grow Cebu’s KPO and BPO workforce to 100,000 in two years.

Think A Minute Jhan Tiafau Hurst want to be right!” Our feelings and conscience are NOT always a good guide to show us what’s right and wrong. Since everyone one of us has the tendency to be self-centered in one way or another, we’ve damaged and confused our conscience. So we often tell ourselves that certain wrong things are right so we won’t feel guilty about doing them. A person can be very wrong even though he doesn’t feel wrong or guilty. For example: Adolph Hitler had 6 million Jews tortured and murdered just because
of their race! But he did not show any guilt for all the evil he did. Does that mean he was not guilty of all those wrongs, just because he didn’t feel guilty? Of course not! You and I can tell a small lie, cheat on our taxes, school exams or customs duty, or get away with a little stealing. But that does not mean it’s right, or that we will never be caught and punished. The fact is we’re still guilty of doing those wrong things, even if everybody else is doing it. So because we cannot depend on our conscience
or feelings every time, we need Jesus Christ to be our guide Who can clearly show us what’s right and wrong every day. Today, even though you have not felt very guilty, you now understand that you are guilty of living your own way. You know that you’ve done wrong things: wrong thoughts, words, and actions. Maybe they were even things you thought were not wrong because many other people do them. Yet the good news is Jesus Christ will still forgive you and start changing your life if you let Him. So why not ask Him to take full control of your life and help you start living His way every day? It’s the way you can finally have real peace in your conscience, and the satisfaction of living the right, successful way. Just Think a Minute.
Tale of the couple for politics LAST TIME, we wrote with certainty that former Misamis Oriental Gov. Julio Uy would run for Mayor in the municipal town of Villanueva next year. We said certain since that is the only option for the Uys to get hold of that flourishing town as their political bailiwick. Julio Uy does not want to take chances. If he will not run for the town’s highest elective post, somebody will definitely take Cris Diaz it from them. The Uys can ill afford this thing to take place in Villanueva where they political held on for over a decade. Of course, the Uys are the most formidable political family to reckon with in Villanueva. Anybody who wants to wrestle with them to take away the political crown from them should pass the eye of the needle. It would be an uphill battle for anyone who would challenge the Uys in next year’s mid-term elections in Villanueva. Nevertheless, the courageous ones should have enough weapons in their war chest. These are money, organization, astute political propagandist/strategist, loyal leaders, and guts, all ingredients for a head-on clash with political titans that the Uys are projecting this early. With those elements, the Uys will have a run for their money and political future. Yet, if one has only money but is not willing to squander it, then, forget it. Keep that money for the family and the children’s future. Sad, but that is the rule of the game. This early, we are forewarning would be candidates for
the top electoral post in Villanueva to provide insights on how obsessed the Uys are in keeping their turf at all costs. The Uys are prepared and willing to spend millions in next year’s elections. For as long as they would remain in power in Villanueva, the Uys never care less. After all, the Uys have money, organization, and leaders in tact since they got hold of that coastal town in 1998. On the other hand, candidates who would slug it out with the Uys, need not worry, too. As political leaders and having ruled Villanueva for over a decade, the local electorates might have also known the weakness of the Uys governance. This is where the game ball should start. Yes, Villanueva have grown this much over the years. With multi-national companies settling in that once sleepy coastal town, Villanueva’s growth became the envy of neighboring towns in Misamis Oriental. Of course, as the top guns, the Uys have benefited these growths. Apart from tight political grip, the Uys might have also drafted loyal political allies and fortunes in preparation of the local elections next year. As we said earlier, the Uys are projecting those strengths now. However, with the right candidate and proper political strategies and campaign approaches, the Uys weaknesses could be easily uncovered. These weaknesses will definitely lead to Uys political downfall. We have in mind the right people who could ably expose Uy’s weaknesses. Nevertheless, the time is too early to reveal the tale of the couple for politics. When time comes, this corner could make recommendations. React: crisguardian@yahoo.com
Normin marriages, what does emerging pattern tell? SHERI & BOB STRIT’S article on Philippine marriages painted a very good picture of the Philippines, when they wrote: “If you assume that getting married in The Philippines is an easy process, you are mistaken.” This implies that the legal aspects on Philippine marriages have fully protected our people. They advised those who are not citizens of the Republic of the Philippines to take note of the required documents which would include a cer-
When Statistics Speak Salvador A. Aves, Ph.D, DM tificate of legal capacity to contract marriage. This means that any foreigner who wishes to marry in the Philippines is required by the Philippine Government to obtain from his/her Embassy a “Certificate of
Legal Capacity to Contract Marriage” before filing an application for a marriage license. This certification affirms that there are no legal impediments to the foreigner marrying a Filipino, which is indeed a very
good protection especially for Filipinas who are to be married to foreigners. Speaking of marriage, statistics show an emerging new trend for the month of most marriages. Contrary to the practice which dates back to the ancient days of the Roman Empire which considered June as the popular month for weddings in honor of the month of Juno, the goddess of marriage, statistics show that the month of February topped with almost 3 thousand marriages PATTERN/PAGE 7

PCA-Zambo Norte distributes coco seedlings By FRANKLIN P. GUMAPON
DIPOLOG City––Around 30 coconut farmers here received coconut seedlings from the Philippine Coconut Authority (PCA) recently. PCA staff Ariel Tomong told the Philippine Information Agency that these coconut farmers were from Barangays Punta, Sinaman, Sangkol and Diwan, all of this city. Tomong also disclosed
It was also learned that PCA personnel would be monitoring the growth of the coconut seedlings five months after these were planted. “Each ‘stabilized seedling’ entitles the coconut farmer to some monetary incentive at P16 per heel from the PCA,” explained Tomong. PCA also provides the farmers with free salt fertilizers for their coconut that the PCA gave these nut seedlings to be planted plantation. DOH says cleanliness is key to fight dengue By RENE V. CARBAYAS ISABELA CITY, Basilan, June 25 (PIA) -- The Department of Health-Representative (DOH-Rep) in Isabela City echoed once again that clean surroundings remains to be the best remedy against denguecarrying mosquitoes. In a radio interview, Malaria foreman Benjamin Ordoñez and field assistant worker Jose Fernandez, both from the DOH-Rep, explained the health department’s 4S campaign versus dengue with the slogan “To-DOH laban sa Dengue,” in which “search and destroy” is the peoples’ first line of defense against mosquito-related diseases, like dengue and malaria. Ordoñez and Fernandez were guests at Philippine Information Agency’s radio program Noticias-Infor-
maccion con Musica over DXNO-FM Radyo Komunidad de Isabela City in Basilan last week. With almost a thousand cases of Dengue reported in Zamboanga City, the DOH in Basilan is intensifying its efforts to educate people and monitor dengue cases in Basilan. Ordoñez revealed that as of June 18, Isabela City has
recorded six dengue cases; Binuangan has two cases while the towns of Aguada, San Rafael, Sumagdang, and Seaside have one case each. He said that based on their inquiry, the victims most likely got the disease from their community, an indication that breeding grounds of these vectors thrive in the area or at least close to the area.
“It is for this reason that we are again reminding the public on the 4S Laban sa Dengue campaign of the health department to fight the disease,” Fernandez said, noting that the department is also observing the month of June as Dengue Awareness Month. He said the public must know and follow the “4S Laban sa Dengue,” which stands for “Search and destroy, Self-protection measures, Seek early consultation and Say no to indiscriminate fogging.” Fernandez said that at the start of the rainy season in the Philippines this month, dengue cases have also increased. “During rainy months, water collects in containers, which serve as breeding places for the mosquito vectors, like tin cans, bottles, drums, even DENGUE/PAGE 7

last April 2. Sakkalahul, who chairs the provincial crisis management committee (CMC), disclosed there was no confirmation on the presence of the hostages in this province, citing his order to check the veracity of the report. “It is not true that they are here in Basilan,” Sakkalahul said. Sakkalahul said it was part of the kidnappers’ diversionary tactics to spread the information that the hostages are already in this province to divert the attention of the troops pursuing them. Police Regional Office-9 (PRO-9) director Chief Supt. Napoleon Estilles corroborated Sakkalahul’s statement, citing there were reports that the two Chinese nationals were taken to Basilan “but it was not confirmed.” Estilles said the two Chinese nationals were still within the area of Zamboanga Sibugay province.
in Northern Mindanao in 2010 according to the Vital Statistics Report of the National Statistics Office. Not surprising though, because February happens to be the LOVE month. However, the national figure showed that most of the couples opted for summer to get hitched. The month of April recorded the most number of registered marriages at 55, 705 or 11.5 percent of the total. The month of February followed closely at 11.1 percent. The marriage month of the Filipinos have shifted slightly as in the previous years, Aside from June, the month of May had been the most popular choice to tie the knot. Climate change might be the apparent reason for such shift, since May has turned out to be a rainy season. However, the preferred month for weddings is not that vital .What is alarming to consider are the early marriages which have become a societal challenge in the contemporary era. It has been historically associated with a variety of undesirable results in the economy and family relationships, among others. Preliminary results of administrative – based data of the NSO show that in Northern Mindanao there were 21 marriages registered in 2011 to both male and female who were still teenagers and demographers see an increasing number in the succeeding years as premarital sex in the country is strongly opposed by moral standards. sequently lead to teenage pregnancies. As discussed in earlier article, births to teenage mothers in the region are seen at approximately 5.2 percent of the country’s total. There were births also recorded to mothers who were below 15 years old at the time of delivery. Consequently, as revealed by the Department of Education in their Basic Education Information System, 3.22 percent of the High School drop outs were due to early marriages/ pregnancies. Having a strong tradition of canon law, the country maintains marriage as the foundation of the family and an inviolable social institution. While it is true that Filipinos cherish marriages and believe on its sanctity, statistics speak otherwise. Results of the 2007 Census of Population show that for household population of 10 years old and over for both sexes 30,244 or approximately 1.0 percent of the region’s total were either divorced or separated. The results also reveal that 754 teenagers reported that they are divorced/separated. What is more alarming is another emerging development which shows that in the 2010 Census 11,262 teenagers reported that they are in “live – in” status. Median age at first marriage in the region according to the results of the National Demographic and Health Survey conducted by the NSO in 2008 was at 21.6 years old. All these findings will not only be taken from the perspective of economics but also from its interplay with various social sci-
ence perspectives, with the objective of highlighting implications for policy decisions.

canals, and sewerages.” He also advised individuals who frequent mosquito-infested areas or are living in these areas to use long sleeved clothing, to use mosquito-repellant solution, and develop the habit of using mosquito nets to avoid mosquito bites. He added that patients suffering from any symptom of the disease should immediately consult their nearest health centers or hospital. Fernandez appealed to the public to remain vigilant, especially when dealing with health issues and problems in the community. He said that dengue hemorrhagic fever is an infectious viral disease usually affecting infants and young children. It is considered as one of the most important arthropod-borne viral disease affecting the Philippines nowadays. Clinical signs and symptoms of the disease include sudden onset of high fever which may last from two to seven days; joint and muscle pains and pain behind the eyes; weakness; skin rashes; nosebleed and gum bleed when fever starts to subside; enlargement of the liver; vomiting of coffee-colored matter; and dark-colored stool. If blood appears in the stool or vomit and is accompanied by shock, the condition is now called the dengue shock syndrome, which is often fatal. (JPA/RVCPIA9,ZBST)

Islam women to join 2012 London Olympic SAUDI Arabia, where public sports events for women are banned, will allow females to compete in the Olympic Games for the first time, its embassy in London said in a landmark statement. The Saudi Olympic Committee will “oversee participation of women athletes who can qualify”, the BBC quoted the statement as saying. The issue of women in sport remains extremely sensitive in the ultra-conservative Muslim state, where women are not even allowed to drive cars and the authorities shut down private gyms for women in 2009 and 2010. Equestrian contestant Dalma Malhas is likely to be the country’s only female athlete to qualify for this
summer’s Games in London which get underway on July 27. Malhas, born in the United States, won a bronze medal at the 2010 Singapore Youth Olympics without having been nominated by her country, following an invitation from the International Olympic Committee (IOC). The BB C reported that Saudi’s King Abdullah pushed for the policy change, but had delayed the announcement due to last week’s death of heirapparent Crown Prince Nayef. “It’s very sensitive,” a senior Saudi official told the BBC. “King Abdullah is trying to initiate reform in a subtle way, by finding the right balance between going too fast or too slow.
