‘Biyaheng Kulambo’ campaign 5 killed, 4 hurt as truck sideswipes against malaria reaches Comval bystanders in Davao By BEN D. ARCHE Regional editor-Davao

NABUNTURAN, Compostela Valley––The symbolic Biyaheng Kulambo or net campaign of the Department of Health (DOH) came to the province on July 9 to promote the use of net against malaria. The campaign is a public health intervention aimed to heighten awareness in preventing and eliminating the malaria disease. DOH started the advocacy on the use of “Long Lasting Insecticide Treated

Net” (LLIN) in provinces with known malaria-endemic areas. It is a province to province campaign which started during the CAR Region 2 Malaria Summit on April 25 in Banaue, Ifugao.

The campaign will end on November 2012. As a gesture of support and participation to the campaign, the provincial government held a simple ceremony on the acceptance

of the LLIN at the Capitol lobby which also highlighted the unveiling of the scroll of collaboration manifesto. Cynthia Mecarandayo, Comval’s malaria coordinator said the malaria cases in the province dropped significantly from thousands to hundreds and even to ones, and reached to zero case as of June 2012. Comval is the 30th province visited by the Biyaheng Kulambo campaigners out of 40 funded areas by Global Fund Malaria Component through Pilipinas Shell Foundation, Incorporated.

FIVE persons died while four others were injured seriously after an out-of-controlled cargo truck sideswiped a group of bystanders in New Carmen, Tugbok District, Davao City Saturday afternoon, the police reported. Senior Supt. Ronald Dela Rosa, Davao City Police chief, said the accident occurred at around 1:30 p.m. when an Isuzu cargo truck (GED-452) driven by Delmar Camanse, 23, lost its brakes and hit nine bystanders in the area, which is near a dumpsite. Five of the bystanders were killed instantly. They were identified as Patricio Daclan, of Sitio Tandawan, Barangay Magtuod, Davao City; Aurello Lanutan, of Purok 2, New Carmen, Tugbok District; Rey Hain, of Matina, Davao City; Guillermo Batac, 65, of New Carmen; and Romeo Dora, 45, also of New Carmen. Injured and undergoing treatment at the Southern Philippines Medical Center were Jessie Dela Torre, 19; Felipe Magallanes,62; Mandayumpa Suhay,49; and Jerry Enanod, 34. Live-in partner of slain suspected carnapper nabbed DAVAO City––Elements of the Davao City Police Office (DCPO) under the Sta. Police Station arrested yesterday the live-in partner of Von Arde Bagasbas tagged as the leader of a carnap group operating here. Police identified the woman as Jovilyn Ybañez, 27, a nurse, and resident of Cagayan de Oro City but recently residing in Purok San Miguel, Barangay Duterte, Agdao this city. The apprehension of Ybañez came based on the strength of an arrest warrant issued by Judge Em-

manuel Pasal for estafa case in Cagayan de Oro City. Aside from said case, authorities placed Ybañez as suspect of the recent carnapping in the parking area of a shopping mall led by Bagasbas, her livein partner who was killed later in a shootout. The suspect is now waiting to be transported to CDO where she will face her case in court. Killers-on-bike shot dead hospital head nurse, trader TAGUM City––A hospital head nurse and a trader here were gunned down in two separate incidents by the dreaded motorcycleriding killers (MRK) the other day. Died in the hospital was Agnes Domingo, head nurse of the Intensive Care Unit of Davao Regional Hospital here. Tagum City Police Office (TCPO) head Superintendent Remas Lambert said the victim was shot once by a gunman riding on a motorcycle after alighting from a motorbike driven by her son near a school at Barangay Apokon here. The victim succumbed to a single bullet wound in the head. Suspect fled to unknown direction after the son of the victim withdrawn from a chase for fear of his life. On the other hand, a

trader was also riddled by bullets of the motorcycle-riding killer’s gun in Visayan Village, this city, exactly on the day the nurse was slain. Police identified the victim as Robin Meñosa, 38, businessman, and resident of La Filipina Village here. As the victim went out his car to buy food, the killers on motorcycle got the chance to fire at him for many times with a .45 caliber pistol. Recovered from the scene of the crime were some empty shells of the gun used in killing the victim. Authorities also found one .45 caliber pistol inside the car of the victim. Expensive books in schools is undermines constitution NO less than a lawmaker issued an appeal to public and private colleges and universities to stop the practice of prescribing expensive books to students. Expensive books ordered by schools for students’ use only aggravate the burdens of parents who can barely cope with the spiraling cost of college education these days. It is agreeable that even lawmakers see it scandalous for schools to prescribe expensive textbooks and other reading materials to their studentry. They smell something fishy because there is a possibility of corruption in the sale and production of high-priced books between businessmen and school officials. The fact that educational institutions have been scandalously increasing tuition fees, compelling their students to use books with prices way beyond parents’ means is doubly exploitative. “This is completely unacceptable,” Davao City Rep. Karlo Alexei Nograles lamented. The Davao City lawmaker said he received reports that some books being required in a psychology subject in one school are priced at P10,000 each. This is utterly unimaginable. It would inflict a worst financial trauma on parents. There could even be a possibility that collusion between the institutions and book suppliers is taking place in the name of profit. The practice of schools imposing the use of expensive books and other learning materials is a big slap to the spirit of our Constitution which even mandates free education and other ways to provide Filipinos easy access to education. The Commission on Higher Education should conduct a non-nonsense investigation against schools doing such. It must review the schools’ respective programs or curriculum and seek alternatives for them to use books that are cheaper.

Where is the joint ASEAN communique? THE 45th Foreign Ministers’ Meeting of the Association of Southeast Asian Nations (ASEAN) failed to reach a common stand in resolving disputed claims in the South China Sea region. Did China stifle it? Cambodia, a known ally of China, also doused moves to pass the ‘Code of Conduct of the South China Sea’ among claimants-nation. Cambodia did not deny or confirm the allega- Cris Diaz tion. However, Cambodia’s Foreign Minister Hor Namhong said that some countries wanted to use strong language in the ‘communique’ that was unacceptable. Nor cited Vietnam and the Philipppines as countries inclined to using strong language over their South China Sea disputes with China. Vietnam and the Philippines have reasons to express emotionally discharged statements. Vietnam could not forget China’s massacre of Vietnamese soldiers sometime in 1988. The Vietnamese were about to host their flag in one of the shoals in Spratly when mowed down by Chinese navy. Vietnam claimed that that portion of the Spratly was within their international limit. Since then, China left a gaping wound in the heart of Vietnam that refuses to heal. In the Philippines, China’s claim over Scarborough Shoal has provoked a silent outraged. The reason was simply because Scarborough Shoal also known as ‘Bajo de Masinloc’ was not only within spitting distance from

the Philippines shorelines, but was also acknowledged as part of the Philippine archipelago by the colonial Spain in the 15th Century. The 45th ASEAN Regional Conference held in Cambodia last week was supposed to be the right venue for member countries to ventilate on the issue. The proposed Code of Conduct in the South China Sea considered a landmark resolution did not happen. ‘All ASEAN members did not want it,’ the Cambodian Minister said. Nor accused that some individual ASEAN members want to ‘take the communique hostage’ and insisted on turning the 10-nation group to a tribunal. “Cambodia is not a court. We cannot decide on territorial disputes, which should be resolved by involved countries through abiding international laws in peaceful manners,” Nor said in a statement released after the regional conference ended last week. Actually, even if the 10-member ASEAN country issued a joint communiqué on a ‘Code of Conduct in South China Sea,’ such resolution would still be useless. Certainly, like other existing international laws on maritime and territorial disputes that China scorned, the ‘Code of Conduct’ would also end up in the dustbin. China would simply crumple it. While China want to shelve differences and is open to joint development of the South China Sea region, its actions contradict to its pronouncement. CAGAYAN de Oro City – The performance of Pantawid Pamilyang Pilipino Program (4Ps) personnel in Northern Mindanao has considerably improved, especially on the technical aspect of the program. Regional 4Ps Coordinator Ian Putong said, this was the result of the program review and evaluation workshop (PREW), conducted by the Department of Social Welfare and Development Field Office (DSWD-FO 10), last week. The outcome of the

PREW will be used to further enhance the implementation of the program and to address the issues and problems encountered by the workers, Mr. Putong added. DOH-CHD Caraga combats dengue in AgSur By ROBERT E. ROPEROS

AGUSAN del Sur - The Department of Health-Center for Health Development (DOH-CHD) Caraga, together with the provincial government, has undertaken measures against dengue. Data from different disease reporting units in the region revealed that there were 144 dengue cases in the province from January 1 to July 9, 2012, most of which are in the municipality of Esperanza. Because of this, DOHCHD is regularly conducting a purok-by-purok information drive against the diseases, simultaneously with cleanup drives focusing on searching and destroying the breeding sites of denguecarrying mosquitos.
