Casiño, who is a complainant in the case, said one of the strongest pieces of evidence they have is the memorandum signed with initials of Arroyo allowing the conversion from operational to intelligence fund. He said former PCSO PLUNDER/PAGE 11

Gov’t workers will get P35,000 bonus this Christmas – Pnoy By RUTCHIE C. AGUHOB
OROQUIETA CITY, Misamis Occidental -- President Aquino said starting 2012, government bureaus and personnel will be ranked and rewarded according to their contribution to the accomplishment of their departments’ outputs and outcomes. The President, who made this announcement during his third State-of-the-Nation address (SONA), said the Aquino administration will adopt a harmonized
results-based performance management system to integrate and simplify the performance monitoring system in government. This will then serve as a basis for a more rigorous performance-based incentive system that can motivate higher performance and greater accountability in the public sector. In addition to the existing across-the-board productivity enhancement incentive received by the government workers, a top-up bonus BONUS/PAGE 11

public. The DPWH may not feel the burden of the people who rely on road convenience in the transport of goods and services. After all, DPWH officials regularly draw their salaries. Are these callousness and apparent disregard of the people’s welfare are things that the Aquino is bragging?
An informant said that this is happening since the contractor destroys road portion that were still okay in order to justify claim of mobilization fees. In other words, even those national roads that are still in excellent condition are included in the bid in re-construction and rehabilitation of national roads. Have we smelled something fishy? P3-M in gov’t property lost in Davao Sur fire By BEN D. ARCHE, Regional editor-Davao
DIGOS City––Government property valued at least P3million was turned to ashes by a fire that hit the Municipal Health Office (MHO) of Sulop town in the Second District of Davao del Sur early evening the other day. Fire Officer 3 Julio Tenajeros, Sulop Fire Station fire and arson investigator said the fire started shortly after an undetermined explosion inside the building. Tenajeros said in a report, Sulop fire fighters including those from other municipalities failed to control the fire which lasted for more than two hours. The fire spared no medical equipment and medicines. MHO workers who were on duty at the rash of the fire saved the mother and her newly delivered baby, Tenajeros said. Fire personnel believed that the burst heard by the nurse before the fire came from an overheated appliance set. The fire also razed to ground the newly constructed MHO annex building scheduled for a turn-over to the local government unit. There was no reported life casualty and residences caught up by the fire. Investigation continues as of this time to establish the cause of the blaze.

Doctor, nurse expose RH bill’s serious flaws at youth gathering AS a medical doctor chided proponents and staunch backers of the Reproductive Health (RH) bill for pushing the measure despite serious and much-publicized flaws, the 1,400-strong audience at the NCR Youth Day for Life openly expressed their approval for the thumbsdown sentiment towards the controversial bill. “Informed decision, informed consent is a basic right and consideration of ethical systems to provide correct, factual, truthful information,” Dr. Angelita Aguirre said, emphasizing the deception going on as far as the disclosure of the harmful effects of birth control supplies to patients is concerned. The young delegates at the whole-day event were rapt in attention as Aguirre presented the workings of oral contraceptives and intra-uterine devices (IUDs), serious injuries and deaths that have resulted from their use, real-life cases she had encountered in her medical practice, and the fact that the pill-breast/endometrial cancer link has long been established in the medical field.
Tackling the truth on sex ed, beginning of life In tackling the basics of the beginning of human life, the physician, who has for decades been engaged in the pro-life crusade, criticized the sex education program which the government insists on pushing via House Bill 4244 or the Reproductive Health (RH) bill. “Hindi mo kailangang ituro [ang human sexuality] sa lahat ng subjects sa loob ng anim na taon, at kung anu-ano pang ibang sasabihin mo. Life starts at fertilization,” she pointed out, adding that any student would understand such a basic concept. “And if you did something that will prevent this fertilized ovum from traveling and implanting, what are you doing? It’s an early abortion. So if you took something to prevent it from implanting, it is wrong. It’s abortion. Again it’s not church data, it’s scientific,” she explained, and flashed a bibliography that included embryology and other textbooks that would verify the information. “We are human beings from the moment of con-
ception. Ito ang hindi kinikilala ng RH bill.” The audience was intermittently silent and animated, depending on what the speaker was presenting, and when the physician presented data and explanations on the harm of homosexual activity, the young participants appeared rapt in attention again. “You must know this because freedom devoid of truth is slavery, hindi ba? Ang kalayaan na sala sa katotohanan ay isang pang-aalipin, and that is exactly what RH bill is doing to us,” Aguirre asserted. “Take note we must be compassionate and respect people with same-sex attraction,” she reminded the youth. “Even if one is a pagan, he must be told that sodomy is wrong, not just morally but also scientifically. Why? Because the rectum was not made for sexual intercourse; it was designed for the body’s [waste materials to pass through] it. The rectum is single-layered and has no lubrication so it can be easily bruised.” “There’s actually a high rate of infection among
people who sodomize,” she said. After giving the lowdown on eugenicist Margaret Sanger and a brief history of the Birth Control League/ Planned Parenthood, and how the organization has partnered up with groups worldwide including the Family Planning Organization of the Philippines (FPOP), the feisty speaker extolled the merits of abstinence and fidelity anchored on genuine love. What actually happens in gov’t health centers Providing another perspective to the doctor’s presentation was Leanne Rosal, a registered nurse who shared her experiences while working for a government hospital. She lamented the irony of health centers being stocked with oral contraceptives yet lacking in the basic medicines and medical supplies. “S i n a bi k o s a m g a kasama ko, ‘bakit natin kailangang mamigay ng contraceptives kung ‘yung mga kailangan nating ibigay sa mga health center hindi natin kayang ibigay?’” Rosal recalled, explaining that
the death of patients in many cases – many of them children – could have been prevented had the hospital been equipped with medicine for cough, fever and other such ailments. “Vitamins ‘yan” Rosal related instances which had her talking with women who queue up at the health center to be given birth control pills. “Kapag tinanong mo sila, ‘Alam niyo po ba kung ano ‘tong gamot na ‘to?’ sasabihin nila, ‘Vitamins ‘yan, pampalakas ng katawan,” the nurse lamented. She also affirmed her dedication to upholding life no matter what. “As a nurse I vowed I won’t administer a deleterious drug, and I know from what I have learned that Depo-provera will kill women. It won’t help women, “she told the audience, who cheered her after she expressed her pro-life conviction. Sounding out an appeal The young nurse then directed her next remarks to her “former boss, [Health] Secretary Ona,” and appealed for a shift in priorities in addressing the health
needs of the Filipino people. “I know you’ve given out a memorandum on the RH bill, but before we do that, kahit wheelchair ng mga taong nakapila’t may sakit, ibigay naman natin yon. Please give wheelchairs and stretchers to the ERs of hospitals.” “Alam kong importante din ang maternal health,” she continued, “pero bakit sa may simpleng sakit na tuberculosis they could not be given proper health management by our government? Seventy-five people die everyday [due to tuberculosis]. It pains my heart as a nurse. Why? Because everytime I’m in the hospital I see people dying and I see people struggling for life, and here we are pushing a bill that will destroy the essence of life.” In an earlier interview, NCR Youth Ministry coordinator Peter Eric Pardo said the event may be followed by a series of activities in the respective dioceses of the youth participants as venues to echo the fruits of the July 22 gathering, which drew remarkably more participants than expected. Franchise Financing Pushed by local Food Player RECENT robust growth of the Philippine economy, more notably the 6.4% first quarter growth earnings in Gross Domestic Product (GDP) and the recent upgrade in the country’s credit rating, makes the country an attractive option both in foreign and domestic investments. According to Franchise Guru and AFFI President Butz Bartolome, there are 2,300 companies franchising concepts in the Philippines today; 40% nonfood and 60 in food industry with the success rate now at 85%. The failure is attributed to proliferation of mediocre franchises. Despite this fact, the franchise industry’s growth rate is pegged at 38%, an increase compared to last year’s 20%. Binalot Fiesta Foods, Inc. (BFFI) aims to open more stores in more locations by making its franchise packages more affordable and accessible for potential franchisees. Binalot, the home of the “Ultimate Filipino Food Experience” forges a new partnership with BPI Family Savings Bank through its Ka-Negosyo Franchising Loan Program in a formal handshake event last July 16, 2012 at BPI Head Office in Makati City with Binalot CEO Rommel Juan and BPI Family Savings Bank Division Head Ma. Mercedes R. Roces. The financing scheme aims to fuel the growth of the
franchising industry through affordable franchise financing for individuals who want to start a franchise. The BPI Family Savings Bank Ka-Negosyo Loans is available in two variants: Ka-Negosyo Lite Mode and Ka-Negosyo Zero Collateral Program. Under both loan schemes, a franchisee may borrow 500,000 to 1.8 million pesos to partially finance acquisition of Franchise Package and pre-operating overhead cost. In the Ka-Negosyo Lite Mode loan package, a franchisee may borrow the 60% of the total franchise package and preoperating overhead cost payable within a maximum of five (5) years, with annual re-pricing
based on prevailing market value with indicative interest rate of 9.25% per annum with real estate property serving as collateral. Meanwhile, the Ka-Negosyo Zero collateral loan package offers the same 60% of the total franchise package and pre-operating overhead cost payable within a maximum of three (3) years with 10-14% interest rate without the need of collateral. “We make it easy for potential franchisees to open a franchise. We just recently launched the Ka-Negosyo Best List - which is our growing list of accredited Franchise Brands. We’ve narrowed down the choices

for the market and we make it even easier by making the financing component lighter on the pocket. A No-Collateral franchising loan is available for those who will apply for a KaNegosyo best list brand” says BPI VP Ma. Mercedes R. Roces. Prospective franchisees can take advantage of the BPI Family Savings Bank Ka-Negosyo Loans and enjoy shorter processing time for loans, preferential
exposure for bank marketing initiatives, preferential space in the Ka-Negosyo Website Directory and inclusion in the BPI Family Savings Bank’s Best List of Brands for the year. New franchisees are invited to take advantage of the loan provided they have at least 2 years of gainful employment with no negative findings on the firm and principals. Existing Binalot franchisees can also avail if they
have a minimum three (3) years profitable business operations and must meet the bank’s acceptable GMIR (Gross Monthly Income Ratio) in relation to the projected monthly amortization) and a minimum assets of P15M, excluding land. Check out Binalot’s franchise packages and start earning today! For inquiries, visit www. binalot.com or call 822-6483 or 0932-8441807.

Something is fishy in road projects IN HIS State of the Nation Address, President Aquino bragged of the Department of Public Works and Highways (DPWH) accomplishments in the last three years of his administration. There is no question about that. After all, anybody in this country is free to brag. However, Aquino could be ignorant of what he is saying. Perhaps, the President considered it an accomplishment once Cris Diaz the DPWH starts an infrastructure project. Aquino may not be aware that DPWH projects are among the worst government projects of his administration. The problem with the President is that he does not travel by land. He always travels in the comfort of private jets and helicopters. If only the President will travel by land, he will experience the hardship in going through highways where on-going DPWH projects are. After a harrowing experience, Aquino will realize why ordinary commuters are angry with the DPWH and his administration. So many road accidents are happening in highways where DPWH road projects are underway. For instance, the re-construction of the Iligan-Cagayan de Oro highways remained incomplete to these days. Last month, an accident took place along this route where six people died. We believed there were still many unreported road accidents along the way. The same is true with the repair and re-construction of the highways from Cagayan de Oro City en route to Butuan City. This problem is not only happening in Misamis Oriental. The same is true with road constructions in almost all areas in Mindanao. Of course, the taxpaying public does not deserve this kind of treatment. We understand that every year the DPWH is doing road maintenance for public convenience. However, what is happening today is not what the public expects. Can anyone imagine of destroying the whole road network in Mindanao in the guise of repair and rehabilitation? There must be something wrong in the minds of DPWH engineers. Perhaps, this idea is acceptable if the DPWH could accomplish the project in record time. However, the dragging the completion of the road maintenance and repair in a year or more is unfair to the taxpaying PROJECTS/PAGE 2

How to achieve national goals National unity and collective effort may yet be the biggest factor in the attainment of the country’s development vision for the next decade. It is the people’s confidence that spells the difference. The goals laid down by PNoy in his State of the Nation Address, although perceived by some as a joke and farce, is attainable according to some sectors, but if majority of the Filipino people have no confidence in him, how will unity move to achieve the goals envisioned? One disturbing factor is the absence of “criti-
Editorial cal collaboration” among members of Congress due to party affiliations. Majority members are inclined to support only their partymates. The same with the Minority and Party-List blocks. T h e i n c u mb e nt House Speaker says that ”if we are to have a strong democracy, then we should always listen to and encourage the voice of an intelligent opposition. The voice of each member of the House is important,” The Speaker also
vowed to work closely with the Senate leadership and its committees for the passage of the 220 national and 550 local bills approved by the House on 3rd reading. The passage of the proposed P2.006-trillion 2013 General Appropriations Act, which the President calls an empowerment budget, is vital. So if the opposing political parties and sectors can get their act together and be united, there is no reason the envisioned national goals can’t be achieved. In the House of Representatives, it has become a “tradition,” accordingly,
that to have the budget completed and approved by year-end with no reenacted budget is a sign of good governance. It is also a fact that without the cooperation of the Legislative branch, no President can ever hope to achieve the national goals desired by his administration. National goals can be achieved more by action and positive criticism than mere talk and negative perceptions. An “ intelligent” opposition is needed. One that can present critical collaboration as a unifying force.
Don’t follow your conscience THINK a minute. Some young children were asked this question: “What is a conscience?” A 6-year-old boy said he thought it was “the bad feeling you get when you kick girls and puppies.” A 9-year-old said your conscience is “a voice inside that says ‘No’ when you want to beat up your little brother.” A guy was giving his friend advice on how to make a decision. He said: “You’ve got to follow your conscience. It’s like the little man inside you telling you what’s right and wrong. Just do whatever your little man tells you to do.” His friend answered: “No, that won’t work for me. My little man’s an idiot!” It’s like the popular song about a person who’s committing adultery that says: “How can this love be so wrong if it feels so right? If lovin’ you is wrong, I
Think A Minute Jhan Tiafau Hurst don’t want to be right!” Our feelings and conscience are NOT always a good guide to show us what’s right and wrong. Since everyone one of us has the tendency to be self-centered in one way or another, we’ve damaged and confused our conscience. So we often tell ourselves that certain wrong things are right so we won’t feel guilty about doing them. A person can be very wrong even though he doesn’t feel wrong or guilty. For example: Adolph Hitler had 6 million Jews tortured
and murdered just because of their race! But he did not show any guilt for all the evil he did. Does that mean he was not guilty of all those wrongs, just because he didn’t feel guilty? Of course not! You and I can tell a small lie, cheat on our taxes, school exams or customs duty, or get away with a little stealing. But that does not mean it’s right, or that we will never be caught and punished. The fact is we’re still guilty of doing those wrong things, even if everybody else is doing it. So because we cannot
depend on our conscience or feelings every time, we need Jesus Christ to be our guide Who can clearly show us what’s right and wrong every day. Today, even though you have not felt very guilty, you now understand that you are guilty of living your own way. You know that you’ve done wrong things: wrong thoughts, words, and actions. Maybe they were even things you thought were not wrong because many other people do them. Yet the good news is Jesus Christ will still forgive you and start changing your life if you let Him. So why not ask Him to take full control of your life and help you start living His way every day? It’s the way you can finally have real peace in your conscience, and the satisfaction of living the right, successful way. Just Think a Minute.
Pnoy: kuliglig-riding president LIFE’S INSPIRATIONS: “… Yet to all who did receive him, to those who believed in his name, he gave the right to become children of God…” (John 1:12, the Holy Bible). -oooCAN WE BLAME ANYONE FOR GLORIA’S RELEASE ON BAIL? Can we blame Judge Jesus Mupas of the Pasay City Regional Trial Court for ordering the release on a P1 million bail of former President Arroyo? The answer is no, for he only acted on the basis of the evidence that was presented in his court. Surely, in this one particular case, he had to depend solely on the evidence submitted by the Commission on Election (Comelec) and the Department of Justice (DOJ), and on no other. The President of the Republic, after all, is greatly interested in the case. Judge
Kakampi mo ang batas Atty. Batas Mauricio Mupas knew that all eyes, particularly those of President Aquino who singlehandedly impeached Chief Justice Renato Corona, are on him. If, therefore, he set Arroyo free, it could only be because, on the basis of the evidence, she deserved to be set free, pursuant to what the 1987 Constitution provides. On the other hand, can we blame the Comelec and the DOJ for Arroyo’s release on bail? The answer is also a no, we cannot. If what they submitted to the court did not merit the continued detention of Arroyo, did
we expect them to fabricate additional evidence just so she could not be given bail? Of course not. This country, after all, is now threading the “straight path” of governance, as Aquino himself ordered. -ooo“INVASION” IS THE WORD FOR WHAT CHINA IS DOING AT THE SPRATLYS: No matter how one tries to view the on-going dispute between the Philippines and China over the Spratlys and other neighboring islands like the Scarborough Shoal, there is no other word to describe
China’s establishing a city and a military garrison in the area, as well as sending Chinese fishing boats to gather corals, assisted even by China warships. This is invasion, pure and simple. As a sovereign nation, what must the Philippines do to repeal an invasion? -oooCAN PAG-ASA D O BETTER THAN WARNING US? For the ‘nth time, the Philippine weather bureau is warning about destructive rains, floods and landslides, as two low pressure areas are gearing to enter the country’s area of responsibility. But then, this is a warning that is now becoming regular, every time the rainy seasons come. Can not PAG-ASA (or the Philippine Atmospheric Geophysical and Astronomical Services Administration) do better? I mean, like telling us what PRESIDENT/PAGE 11

Bishop chides Aquino’s failure to solve extrajudicial killings A CATHOLIC bishop could not stomach how President Benigno Aquino III flaunted the supposed decrease in crime rate despite the unabated extrajudicial killings
in the country. Manila Auxiliary Bishop Broderick Pabillo said he is disappointed that it was not even mentioned by Aquino during his State of the Na-
tion Address on Monday how the government will address the problem. “I was sad. I was expecting that he would discuss the country’s human rights
situation and the extrajudicial killings,” said Pabillo of the National Secretariat for Social Action – Justice and Peace (Nassa). From 1986, he said that
there were around 153 victims of extrajudicial killings and 13 of these cases happened under the 2-year-old Aquino administration. Various rights group

modating unscrupulous businessmen who do not care about the environment, the people and the future for as long as they get the profit they desire.” Amante has made headlines following the June, 2012 apprehension by members of the Mayor’s Action Task Force and local police of millions of pesos worth of illegally-sourced logs along the Agusan River in Mateo here. Subsequent operations by Amante’s men against timber poachers caught the attention of the Department of Environment and Natural Resources in Manila which resulted in the sacking of several environment officials in Region 13. DENR Secretary Ramon Paje later moved the anti-illegal logging operations center to city hall to give Amante more elbow room in his activities. Responding to a query about his alleged “growing unpopularity” among businessmen which could affect his 2013.re-election plan, Amante said “It’s the people who will choose their leader who could serve them well, manage better the city’s affairs, safeguard its interests and resources with utmost transparency and most of all, one who could protect its natural resources and environment against those with selfish motives. They will understand my idea of good governance directed at the well-being of the Butuanons not only at the present but to the future as well.”

Arroyo has been under hospital arrest since November 2011 for alleged electoral sabotage. The case of election sabotage brought before
the Pasay court was the result of a joint probe by the Commission on Elections and the Department of Justice. The case was filed to pre-empt the Supreme Court’s decision upholding its temporary restraining order against a travel ban imposed by the DOJ on Arroyo. At the time, with Aquino already 500 days in office, no case against GMA had yet been filed in court to justify a travel ban. Ac c ord i ng to n e w s reports, the prosecution “failed to establish with the required quantum of proof, that conspiracy exists on the part of accused Arroyo.” Reyes then countered, “There is no doubt in our mind that Arroyo should indeed be liable for election sabotage in 2007. However, the Aquino government should explain why the rushed case filed before the Pasay RTC was apparently weak, thus enabling Arroyo to be granted bail.” File stronger case Meanwhile, Anakbayan blamed Aquino for not filing stronger cases against Arroyo. “Aquino should be held accountable if Arroyo is out on bail. His government has failed to file strong cases of plunder and human rights violations against Arroyo and even gave her special treatment in the form of hospital arrest,” the group said in a statement. The group added that despite the complaints filed against Arroyo before the Ombudsman, the Aquino government still has not filed strong cases against Arroyo such as her involvement in the corruption-ridden NBN-ZTE deal, human rights violations and cases related to the Hello Garci tapes scandal. “The impending Arroyo escape days after Sona shows how hollow and empty the anti-corruption and good governance rhetoric of the Aquino government is. We ask him: ‘What happened to your assertion during your Sona? Is this not just forgive and forget?’ ” “The granting of bail to Arroyo underscores the need to file more cases, stronger cases against the former president: ranging from the 2004 election
fraud, human rights violations, as well as other cases involving plunder. That is the only way to ensure that she is made truly accountable,” Reyes said. Reyes enumerated cases filed by different cause oriented groups against Arroyo such as, the NBN-ZTE scam, the PCSO (Philippine Charity Sweepstakes Office) scam, as well as civil cases for the arrest and torture of the Morong 43. Meanwhile, Elemer Labog, chairman of Kilusang Mayo Uno (KMU) said Aquino fooled the people. “In his third state of the nation address, he pretended to be firm in holding Arroyo accountable for her crimes.” Labog added, “It was so easy for the Aquino administration to let Arroyo get away with her crimes while political prisoners continue to languish in jail. The political prisoners should be freed because they did not commit any crime against the workers and the people. Furthermore, they served the people. Arroyo should be convicted and be put in jail because of the many crimes she committed against the people.” Bayan held a protest action at the Pasay RTC to oppose the granting of bail to Arroyo.

General Manager Rosario Uriarte also admitted during a Senate inquiry that she was authorized by the former President to undertake the conversion of funds.

“From the 153, 10 cases have reportedly been solved by the government but those prosecuted are just the accomplice, not the masterminds,” said Pabillo. In his third SONA, the President said crime rate have gone down since he assumed office from over 500,000 in 2009 to 246, 958 in 2011; and carjackings down from 2,200 in 2010 to 966 in 2011. The New York-based rights group Human Rights Watch also claimed that Aquino failed to make good on its promise two years ago to “bring those responsible for serious abuses to justice.” Amnesty International also condemned the continued torture, summary

from page 6 can be done to avoid these calamities? -oooPNOY:“KULIGLIG-RIDING PRESIDENT”: Facebook user Ali Omer has an interesting and exclusive post: that of a picture of President Aquino and Transportation and Communications Secretary Mar Roxas riding a “kuliglig”, or a motorized cart, along a flooded busy road in Dagupan City. What is striking here is that, there seems to be no bodyguards nor other close-in security personnel keeping watch over Aquino and Roxas, while they appeared to be enjoying the flood. Omer explained how he took this photo: “What was funny was that, we took the picture not knowing it was the President of the Philippines who was there in the kuliglig. We came to know of this only when we viewed the photos when we reached home.” The event was surely a security nightmare for the Presidential Security Group and the Dagupan City Philippine National Police, but the way the picture turned out, it showed a very human side of a “kuliglig-riding President”, not afraid to slosh in the flood, not afraid to be in the company of ordinary people, like the cart-driver, who kept staring and seemed unable to believe that the President was his passenger. -oooDOES COMELEC HAVE MONEY OR WHAT? Does the Commission on Election have money for the 2013 mid-term elections or not? If it has, as Malacanang and Sen. Franklin Drilon are insisting, how come Chairman Sixto Brillantes Jr. is even threatening to resign if additional funds are not given to the poll body? Whom will the people believe on this issue: Brillantes, who knows the financial condition of his office, or Malacanang and Drilon? -oooREACTIONS?
