40 governors oppose Aquino’s mining policy By Allan Mediante, Executive editor
AT least 40 governors plan to challenge the Aquino administration’s new mining policy in the Supreme Court the moment it is signed. This, according to a lawmaker, was based on the statement of Albay Governor Joey Salceda who said that “local government units should really stand
up against mining companies and assert their rights on mining operations in their localities, the national government should support them on this instead
of siding with destructive mining companies.” Rep. Teddy Casiño of Bayan Muna who bared this development, added that there is a growing resistance to large scale mining in the areas where these operate. Communities from different provinces such as Albay, Capiz, Marinduque, Palawan, Romblon, Negros Occidental, Eastern Samar,
South Cotabato and Zamboanga del Norte have passed provincial ordinances declaring a ban on mining operations and/or a moratorium on applications. “The communities in host provinces are the ones directly affected by mining operations and therefore have the right to be heard,” Casino said. which seeks to close areas declared by local government units (LGUs) as NoMining Zones from mining applications and operations, amending for the purpose the Philippine Mining Act of 1995. ) “Being an extractive industry, mining poses great threats to our fragile environment. CAGAYAN de Oro City–– The sub-office in Puerto, Cagayan de Oro of the Land Transportation Office (LTO) in Region 10 is in dire need of motorcycle plates to match the number of new registrations it has
received from motorcycle dealers. Engr. Jesus P. Chan, head of the LTO Puerto Office, said they need some 15,000 plates but their recent request to the national office resulted in only 5,000-plus plates received to date. Chan said this has resulted in lower collections

Based on a study by the American Cancer Society and World Lung Foundation, the finding, which includes the rise in the country’s female smokers, brings to the fore the need to increase anti-smoking efforts. According to Luz Tagunicar of the DOH National Center for Health Promotion, while the number of Filipino smokers dropped
from 2006 to 2009, “the opposite is true for female smokers.” The study shows that between 2006 and 2008, the Philippines climbed 10 places from 26th place to 16th place in the country rankings of female smokers. The country now has 2.84 million female smokers. Filipino male smokers, on the other hand, fell from the 6th to the 9th spot in world rankings during the same two-year span, with the number of male smokers in the Philippines estimated at 17.8 million as of 2008. The troops deployment intends to secure 1,047 voters’ registration machines set for distribution to the ARMM provinces of Maguindanao, Sulu, Tawi-tawi, Basilan and Lanao del Sur. THE Department of Trade and Industry (DTI) is warning the business community and the public against the modus operandi of a person pretending to be DTI Secretary Gregory L. Domingo and soliciting sponsorship for government programs, projects, and events. DTI-Public Relations Office Director Thelma Dumpit-Murillo said calls were received by the Department through its Foreign Trade Service Corps’ (FTSC) Coordinating Office in Manila from the office from a businessperson verifying the veracity of a solicitation letter allegedly from a person claiming to be Secretary Domingo. The DTI Secretary vehemently denies he wrote such solicitation letters or requests for donations for Philippine Independence Day celebration or any other government programs, projects and activities for that matter. He likewise clarified that he has not authorized any person to undertake such solicitations. Mrs. Villar, who arrived via chopper with Surigao del Norte Governor Ace Barbers, was met by Lanao del Norte Governor Mohammad Khalid Dimaporo. Before giving her message of peace and solidarity, she was able to talk with the local media from Ozamiz, Oroquieta, Iligan, and Cagayan de Oro where she expound how the Villar Foundation, Inc. was of help to poor families. Hataman signs into law 2 major legislations COTABATO City––Acting Regional Governor Mujib Hataman of the Autonomous Region in Muslim Mindanao (ARMM) on Tuesday signed two major legislations by the Regional Legislative Assembly. DAVAO City––Food and Dr ugs Administration (FDA) personnel backed by police operatives seized some brands of slimming coffee and capsule including prohibited food supplement sold in several stores along Uyanguren Street here Wednesday morning.
Armed with FDA Circular 003, authorities inspected all stores selling food supplements identified to have harmful effect on health and violated Republic Act 9711 or the FDA Act of 2009. FDA confiscated few food products from a store found with some contents of shabu and steroids. The crackdown against
prohibited food supplement was a nationwide campaign to protect the welfare of the consumers. Said government agency withheld the names of the confiscated products and the involved outlets, but warned the public on the continued usage of slimming drugs which could possibly trigger bodily disorder.

Names not born to die SURIGAO Del Sur’s multi-awarded journalist, publisher, and former provincial board member, has a new reportorial bet in the firmament of heavens. Last week, the Supreme Publisher called on Mario Trinidad Lumanao, 63, after losing his battle against the ‘Big C.’ In September last year, doctors diagnosed Mario of ‘Lymphoma cancer,’ a cancer in the lymphatic Cris Diaz system. Since then, Mario underwent various chemotherapy treatments in hospitals in Cebu and Davao. On June 29, 2012, cancer vanquished Mario in a fight he almost won. Actually, some patients survived lymphoma cancer. Mario has earlier shown signs of recovery. However, few months ago, Mario’s illness recurred. His body now lies in state at the Lumanao residence in Tandag City, Surigao Del Sur. Friends, government officials, and members of the Fourth Estate have incessantly visited at the Lumanao compound. As a former member of the provincial board who has contributed dozens of landmarked legislations, the province of Surigao del Sur is holding a eulogy Friday night as a tribute to Mario Lumanao. Mario’s remains would rest at the provincial capitol building for a
nightlong wake prior to its burial on Saturday. Mario had a 100 percent attendance in legislative sessions all throughout his term as a provincial legislator. A list of some of Lumanao’s ordinances could be found in ‘The Handbook on Environmental Defense’ published by the UP Center for Law and Development. No less than Senate President Aquilino Pimentel Jr. in his letter sent to Lumanao dated September 3, 1999, has acknowledged Lumanao’s contribution in the creating of several measures designed to enhance local autonomy. In his letter to Lumanao, Pimentel said, “I have noted the varied questions you raised concerning the powers of local government units and the exercise thereof by LGU officials. I am crafting several proposed amendments to the local government code and I have instructed my staff to consider the thoughts you have expressed for integration in the amendments I am considering.” Lumanao also instituted the Provincial Anti-Drug Abuse Program and established an anti-drug abuse council from the provincial down to the municipal and barangay level known as PADAC, MADAC, and BADAC. This legislation became the basis of an anti-drug abuse program implemented nationwide by the DILG during the incumbency of Secretary Alfredo Lim. Is Jesus the only way to Heaven? The New Generation Alex A. Podador “I’m basically a good person, so I’ll go to heaven.” “OK, so I do some bad things, but I do more good things, so I’ll go to heaven.” “God won’t send me to hell just because I don’t live by the Bible. Times have changed!” “Only really bad people like child molesters and murderers go to hell.” These are all common rationalizations, but the truth is that they are all lies. Satan, the ruler of the world, plants these thoughts in our heads. He, and anyone who follows his ways, is an enemy of God (1Peter 5:8). Satan is a deceiver and often disguises himself as someone good (2 Corinthians 11:14), but he has control over all the minds that do not belong to God. “The god of this age has blinded the minds of unbelievers, so that they cannot see the light of the gospel of the glory of Christ, who is the image of God” (2 Corinthians 4:4). It is a lie to believe that God doesn’t care about small sins or that hell is reserved for “bad people.” All sin separates us from God, even a “little white lie.” Everyone has sinned, and no one is good enough to get to heaven on their own (Romans 3:23). Getting into heaven is not based on whether our good outweighs our bad; we will all lose out if that is the case. “And if by grace, then it is no longer by works; if it were, grace would no longer be grace” (Romans 11:6). We can do nothing good to earn our way to heaven. “Now this is eternal life: that they may know you, the only true God, and Jesus Christ, whom you have sent” (John 17:3). Most people believe in God, even Satan does. But to receive salvation, we must turn to God, form a personal relationship, turn away from our sins, and follow Him. We must trust in Jesus with everything we have and everything we do. “This righteousness from God comes through faith in Jesus Christ to all who believe. There is no difference” (Romans 3:22). The Bible teaches that there is no other way to salvation than through Christ. Jesus says in John 14:6, “I am the way, the truth, and the life. No one comes to the Father except through me.” Jesus is the only way of salvation because He is the only One who can pay our sin penalty (Romans 6:23). No other religion teaches the depth or seriousness of sin and its consequences. No other religion offers the infinite payment of sin that only Jesus Christ could provide. No other “religious founder” was God become man (John 1:1,14) – the only way an infinite debt could be paid. Jesus had to be God so that He could pay our debt. Jesus had to be man so He could die. Salvation is available only through faith in Jesus Christ! “Salvation is found in no one else, for there is no other name under heaven given to men by which we must be saved” (Acts 4:12).

As a legislature, Lumanao authored dozens of approved ordinances involving local governance, environmental concerns, drug abuse, and peace initiatives. Some of his approved ordinances had been listed in the ‘The Handbook on Environmental Defense’ published by the UP Center for Law and Development. Former Senate President Aquilino Pimentel Jr. has also acknowledged Lumanao’s contribution in the creating of several measures designed to enhance local autonomy. In his letter sent to Lumanao dated September 3, 1999, Pimentel wrote, ‘I have noted the varied questions you raised concerning the powers of local government units and the exercise thereof by LGU officials. I am crafting several proposed amendments to the local government code and I have instructed my staff to consider the thoughts you have expressed for integration in the amendments I am considering.’ As the country’s youngest publisher and editor, Lumanao at 19, published ‘The Pacific Times’ (19691972) in Tandag, Surigao del Norte and the first weekly newspaper in Caraga Region, ‘The Surigao Express Weekly’ (1976-1983). In 1984, Lumanao became the first Surigao native to become editor of a daily periodical in Cebu. Republic News Daily, which he edited, was founded by the late Don Mariano Jesus Cuenco who became Senate President and recognized as one of the pillars of Philippine journalism. One of those who wrote a column while Lumanao
was still editor-in-chief of Republic News Daily was President Arroyo’s press secretary, the late Cerge M. Remonde. As a journalist, Lumanao was cited as one of the ‘Ten Most Successful Community Newspaper Editors’ of the Philippines in 1985 by Dean Crispin Maslog of Silliman University and the UPLB Institute of Development Communication and Asia Foundation. In 1978, the Lions International and Outstanding Honor Society of the Philippines has chosen Lumanao as one of the ‘Top Community Journalists of the Philippines.’ Lumanao was Lifetime Member of the Publisher Association of the Philippines, Inc. (PAPI), Associate Member, National Press Club (NPC) and Member, Philippines Press Institute (PPI). He served as incumbent Chairman of Anti-Graft League of Surigao del Sur, Inc., since 1992, and incumbent Chair to the Anti-Abuse Society of Surigao del Sur (ANTI-ABUSO) since 2003. Lumanao is the elder brother of Emmanuel ‘Manny’ Lumanao, Publisher, The Peoples Guardian, an 18-year-old weekly circulated in Caraga region, and former APO Vice President in Manila. He is survived by wife Marietta, sons Mario Jr., Mario Segundo and daughter Leah Menette. His body now lies in state at the Lumanao compound in Tandag City. A burial is scheduled on Saturday after a nightlong wake at Surigao Del Sur’s Provincial Capitol building Friday night where local officials offered a tribute for a former colleague.

Lim and Moreno are engaged in a protracted media war since the latter broke away from the mayor’s camp and declared he was seeking a third and final term as running mate of former President Estrada who moved to his mansion in Sta. Mesa last week of April to beat the one year residency requirement to qualify as candidate in Manila. Like a spurned lover, Lim retaliated by firing some 1,700 employees (contractual, job order personnel and consultants) of the vice mayor and the 28 breakaway councilors. Lim was left with only 10 councilors. The employees with the support of Moreno filed a case against Lim before the Manila Regional Trial Court and last week the court ruled Lim abused his powers and have actually committed an illegal act. Lim was ordered by the court to reinstate the employees and release their unpaid salaries. Smarting from the court defeat Lim filed a petition for a temporary restraining order (TRO) against the RTC order. While awaiting CA action on his petition, Lim invited last Friday to a dinner some 800 barangay chairmen at the Century Park Hotel of tycoon Lucio Tan. It was at this dinner that Lim reportedly uttered remarks to the effect that his critics, referring to Moreno and company, are making baseless accusations as if
they are people who do not die (parang mga walang kamatayan.) Of course, the strong remarks did not escape the attention of barangay chairmen who were Moreno supporters and so on Sunday morning he and the councilors trooped to Manila Police District to have the “threatening comments” of the mayor be recorded on the police blotter. Apparently, the alleged comment of Dirty Harry sent shivers into the spine. What happened next saw media having a heyday interviewing both Lim and Moreno. And the fight is just starting to heat up, so to speak. Due to space limitations, we will continue on the vice mayor’s charge that Lim has indeed become the new Asiong Aksaya and Lim’s accusation that Moreno and the 28 councilors are maintaining ghost employees. We will also take a closer look at Lim’s new executive order reportedly aimed at crippling Moreno and his councilors. Stay tuned folks!

Agri-Pinoy Program persists in advancing corn industry DALWANGAN, Malaybalay City – HAVING fervor in escalating the production of quality corn for human consumption, feeds and industrial uses, at the same time empowering farmers to increase their income, the Department of Agriculture Regional Field Office 10 (DA10) through the Agri-Pinoy Corn Program in collaboration with PhilMaize Federation, Inc., Mindanao Grains, Landbank of the Philippines (LBP) and the Asian Farmers Regional Network, recently spearheaded a Corn Clusters’ Meeting at the Northern Mindanao Integrated Agricultural Research Center this town. The said assembly mainly aimed to impart to corn cluster members the different prospects and updates from the department and its agricultural partners can possibly avail or employ that would complement to their farming endeavors for the advancement of the corn industry. Being the second largest planted crop in 2011, Mr. Milo D. Delos Reyes, head of Agri-Pinoy Corn Program Secretariat, revealed that corn plays a significant fraction to the agricultural sector, noting that corn-livestockpoultry integrated industries contributed 26.95% of gross value added in agriculture, fishery and forestry at current prices. A report from the Bu-
reau of Agricultural Statistics showed that last year’s corn production recorded at 6,971,000 metric tons (MT) and area harvested posted at 2,545,000 hectares (ha). Also citing Northern Mindanao’s input to the latter feat, Mr. Delos Reyes disclosed that three of the region’s provinces managed to emerge as the top 10 corn producing provinces in the country. On one hand, Bukidnon ranked second for yellow corn, producing 761,951 MT. On the other hand, Lanao del Norte and Misamis Oriental placed third and tenth, supplying 200,561 MT and 55,178 MT, respectively. With the P 76,385,000 budget for the Program, he disclosed that the fund would be utilized to attain self-sufficiency in corn by 2013; boost income of farmers by at least P 8,000-P10,000 per ha; and augment consumption of white corn of at least 1 kilogram per capita per year. These objectives would help rake in the Program’s projected corn production target this year of 7,818,508 MT nationwide and 1,292,228 MT (6.60%) in the regional level. Despite factors that continue to challenge the corn sector, DA-10 Regional Corn Coordinator Larry E. Paraluman conveyed that the agency will take up strategic interventions, including adequate infrastructure facilities, state-
of-the-art post harvest facilities, sufficient and innovative production support services and lastly, aggressive research and development as well as extension programs. For 2012, Mr. Paraluman emphasized the department’s pipelined assistance, ranging from Open-Pollinated Variety (OPV) seed planting material production, OPV corn seeds counterparting with the local government units and the provision of tractors, composting facilities, village type corn cob dryers, hermetic cocoons, granulators or shredders and hammer mills. Paraluman further explained that the abovementioned facilities can be availed through a counterparting scheme. Such scheme, he added, would develop an essence of ownership among recipients that would motivate them to sustain the economic activities or the operationability of projects that would soon be awarded to them. He also articulated that there are numerous means to obtain the necessary counterpart such as expressing intent in the availment of the department’s projects to the different elected officials of the government. Mr. Roderico Bioco, President of Mindanao Grains, in fact, corroborated his statement by telling the participants that “we do not have the monotony of those
