Ammonia pipe explosion downs 90 ZAMBOANGA City––Dozens of people were rushed to hospital after an ammonia pipe explosion at an ice plant factory in the southern Philippine port city of Zamboanga, police said Thursday. Police said the pipe exploded late Wednesday after being hit by a hard object

by a worker in the village of Ayala. The colorless, but hazardous gas quickly spread to the neighborhood and suffocating many people, said Senior Police Officer 2 Rene Ceniza. “We have at least 90 people downed by ammonia and they were rushed

to the hospital,” he told the Mindanao Examiner, adding the police are still investigating the accident. Ammonia or azane is a compound of nitrogen and hydrogen with a characteristic pungent odor. It widely used in industrial refrigeration application because of its high energy efficiency

and low cost, but is used less frequently in commercial applications, such as in grocery store freezer cases and refrigerated displays due to its toxicity. Exposure to very high concentrations of gaseous ammonia can result in lung damage and death. (Mindanao Examiner)

DBM releases P253m to arm 27,000 cops By CRIS DIAZ, Associate Editor

THE DEPARTMENT of Budget and Management announced the released of P253.9 million to the Philippine National Police (PNP) to procure 12,696 units short firearms for all police officers in the country. Budget and Management Secretary Florencio B. Abad said the firearms procurement is part of the

PNP’s Capability Enhancement Program aimed at attaining the ideal firearmofficer ratio for all police

in the country. He said that funds come from savings from the 2011 General Appropriations Act (GAA). Last fiscal year, the modernization program for the PNP received a P2-billion appropriation, of which P1.74 billion was released before year-end, Abad said. He said the remaining balance of P253.9 million

-- the same amount approved in the fund release -- will be used to purchase some 12,696 units of 9mm pistols for unequipped police officers (POs). Un d e r t h e c u r r e nt police force roster, the firearm-to-police ratio stands at 1:17, with a firearm fill-up percentage of 85 percent. The released amount will enable the PNP to pur-

chase the required number of 9mm pistols at P20,000 each, bringing the fill-up rate to 94 percent. The PNP reported that as many as 27,051 police officers still do not have their own short firearms. The figure accounts for POs reported without firearms as of December 31, 2011, as well as new and anticipated recruits for FY 2012. With wire report ABAD

BUTUAN City––A murder suspect was killed in a shootout with arresting police officers in Barangay Baylo, San Luis, Agusan del Sur on Wednesday. Authorities said the lawmen were serving an arrest warrant issued by Bayugan City Regional Trial Court Branch 7 President Judge Hector Salise against suspect Steven Calderon Francisco, the town’s no. 1 most wanted person, when

the shootout took place at around 8:30 am. The officers led by San Luis town chief of police Senior Insp. And then yesterday, Wednesday, Tupas initiated but subsequently dropped the motion for a reservation on Article 7. “May we remind our colleagues in the prosecution team that this case got broad support from our people because Corona acted as GMA’s lackey. If that is not strongly established through the testimonies of Sereno and others, then the public might lose interest in pursuing the case,” they said. “No amount of incompetence can explain Tupas’ move. Is he getting orders from his higher ups to just focus on the articles that do not include GMA?” they asked. “We asked if the dropping of Sereno as vital witness to Corona’s partiality to Arroyo is related to the dropping of government’s motion to put Arroyo in ordinary jail and the latest dismissal of plunder charges against Arroyo,” the lawmakers asked. TOP STORIES 4 DENR set aside P100 million for CBFM beneficiaries Editor: CRIS DIAZ

THE DEPARTMENT of Environment and National Resources (DENR) has allotted P100 million this year for livelihood projects of Peoples Organizations (POs) who are beneficiaries of its Community-Based Forest Management (CBFM) program in the country. DENR secretary Ramon Paje said such projects and related activities will be

handled by the soon-to-be established CBFM office which shall be supervised by the Undersecretary for Field Operations. “The first 100 POs who will pass the criteria set by the CBFM office will be the recipients of the livelihood assistance. Those who will not be able to make it this year need not worry as the conferment of grants

will be part of the annual DENR budget until 2016,” Paje said. Under the program, a management agreement is entered between the government and the upland communities, represented by POs which has a term of 25 years and renewable for another 25 years. As forest managers, the POs both have the respon-

sibilities and benefits to occupy, enrich, protect and utilize portions of forestlands granted to them. L atest f igures f rom DENR showed that around 1,790 upland communities have approved CBFM agreements with a total of 1.6 million hectares of managed forestlands. Paje said that CBFM POs contribute in the protection

Impeach court defers CJ trial until March 12 THE SENATE, sitting as impeachment court, suspended on Wednesday the trial of Chief Justice Renato Corona until March 12 to give both the prosecution enough time to submit written offer of documentary evidence and for the defense to analyze the offered evidence. “ The next trial date will be at 2 p.m. Monday on March 12,” Senate President-presiding officer Juan Ponce-Enrile said on Wednesday. Enrile granted the request of chief prosecutor Rep. Niel Tupas Jr. to give the prosecution until March 2 (Friday) to make a final written offer of their evidence against Corona. E n r i l e d i re c te d t he prosecution to furnish

the defense with a copy of the written offer of documentar y evidence as chief defense lawyer Justice Serafin Cuevas has been given five days to go over the offered evidence. Cuevas wanted to analyze first the offered evidence before presenting their own witnesses and evidence as the prosecution terminated its presentation of witnesses and evidence with one reservation on the

CORONA bank deposits of Corona. ”We wanted to do that (presentation of evidence) but there are so many things that may come up on the admissibility of evidence of the prosecution,” Cuevas said. With the explanation of

the defense, the impeachment court ruled with finality to suspend the trial on March 12 to allow also the senator-judges enough time to make ruling on the offered evidence on or before March 8. Tupas said the prosecution has presented a total of 25 witnesses and 247 documentar y evidence under the Articles 2, 3 and 7 of the impeachment complaint. The prosecution dropped the Articles 1, 8, 4, 5 and 6, saying they had enough evidence to prove that Corona committed betrayal of public trust and culpable violation of the Constitution. Wire report

peace and development in Mindanao, through assistance in infrastructure, agriculture development, workforce preparation, and private sector competitiveness, among others. “Our support for this activity as the Philippine government cou nter pa r t is in line with our strong desire to enable Mindanao businesses to penetrate larger markets like Japan,” said Sec. Luwalhati Antonino, chairperson of MinDA. A ntonino added t hat the promotion of trade and investment through international exhibits is one of the development strategies adopted by MinDA under the Mindanao 2020 Peace and Development framework. Last year, Foodex Japan attracted more than 80,000 visitors from about 75 countries. The ten Mindanao food companies heading to Japan include banana chips producers KF Nutri-Foods International Inc. (Padada, Davao del Sur), Four Seasons Fruits Corporation (Tagum City), See’s International Incorporated (Davao City) and BG Fruits & Nuts Manufacturing Corporation (Cagayan de Oro City). Also participating are Philippine Fresh Fruits Davao/ Puyod Farms (Davao City), Southern Philippines Fresh Fruit Corporation (Davao City) and FEDCO, or the Federation of ARB/Banana Cooperatives (Davao City), a cavendish banana exporter. The Mindanao delegation includes fruit processors Philippine Food International Inc. (Davao City), Stargate Enterprises and AgriNurtureFruitilicious, Inc. (Cagayan de Oro City). Foodex Japan is expected to help these Mindanao food exporters penetrate major markets and establish links with buyers and potential business partners, as well as familiarize themselves with buying trends in Japan and other major international markets. “This event will help us expand in Japan as we will be able to go directly to our markets now,” said Rene Dalayon, FEDCO chief executive officer. He added that the exhibit will also be an opportunity for the Mindanao firms to explore new product lines, including alternative valueadded products.

Businessmen unaffected by Corona trial but want early end to impeach proceedings By LESLIE D. VENZON

MANILA - Businessmen have expressed hope that the impeachment proceedings against Chief Justice Renato Corona would conclude soon, even as they maintained the trial would not affect businesses. “The sooner (this is this concluded), the better. It will be an advantage for us because we will be back to normal activities. And too much emotions involved in the impeachment will end,” said Philippine Chamber of Commerce and Industry (PCCI) president Miguel Varela. Varela, in an interview, said they remained optimistic that the trial of Corona would not disrupt businesses despite debates on his impeachment. “The private sector is comfortable with the trial in the sense that the process is being followed. Debates are always part of the game because when you talk of impeachment, politics is part of it,” he stressed. The impeachment court adjourned Day 25 of the trial on Wednesday. The proceedings will resume on March 12 for the defense presentation. Varela said business outlook remains positive due to increased confidence of the entrepreneurs in Aquino administration. “The private sector and investors appreciate thoroughly transparency, cleaning of bureaucracy and at the same time assuring a level playing field. With these, investors are lining up, come in here to be able to do business. That is why the (stock) market for the first time reached a record-high of 5,000,” he noted. (PNA)

Japan allots P17-M to improve farm practices in 2 Mindanao towns GENERAL SANTOS CITY, (PNA) – The Japanese government has allocated P17 million to boost agricultural practices of indigenous peoples in Mindanao. Japanese Ambassador Toshinao Urabe said in a statement the fresh funding was based on the grant contract for the “Construction of Small-Scale Agriculture Facilities for Climate Change Adaptation” that they signed with Oxfam Japan. The project, amounting to US$ 399,263 (approximately P17 million), is funded through the grant assistance for Japanese Non-Government Organization Projects, a small-grant funding program of Japan’s Official Development Assistance. Oxfam Japan will implement the project in Esperanza, Sultan Kudarat and Balabagan in Lanao del Sur, which have witnessed harvest reductions of agricultural products in the past 15 years due to unusual weather conditions. “Esperanza’s major produce includes rice and corn, which should be dried to fetch higher prices. But due to lack of postharvest facilities, they often use the road for drying crops,” it said. In addition, there are limited concrete irrigation canals in the municipality. If the canal is not concreted, water is absorbed in the soil and the number of farmers who can utilize water can be limited. To abate these difficulties, three postharvest facilities with a set of storehouse and dryer will be constructed in the municipality. A major irrigation canal stretching about one kilometer will be also concreted. In Balabagan town, the leading crop is cassava, which the farmers also dry under the sun so they can sell it at higher prices. Due to the sudden rains in supposedly dry season – and the rains have become more frequent – it is getting more and more difficult to finish the process, the statement said. As a result, farmers cannot meet the quality specified by buyers, hence decreased income as their product is bought at lower price. To address the situation, six postharvest facilities will be constructed in the municipality, each equipped with a set of storehouse and cassava dryer. One cassava-grating machine will be also purchased and shared by farmers. As a component of the projects, the beneficiaries will be trained so that they can properly manage and sustain the facilities. (PNA)

Miriam’s temper HOW much verbal abuse can an adult professional like those in the prosecution panel take without retaliation? Or is this the practice of law when judges talk-down to them and they just sit there taking the verbal abuse. From the looks of it, SenatorJudge Miriam Defensor is logical and is simply frustrated with the Harry Tambuatco proceedings. The presiding president Senator Juan Ponce Enrile is equally frustrated and tends to lecture the rules of court but in the end is likewise infuriated with the arguments of the prosecution. One other Senator-Judge inquires as to procedures taken by the defense, the senior lawyer Serafin Quevas who is now perceived to be of shrewd tactics and effective for the alleged purpose of feeding the inquisitive student lawyers proper and lawful procedures of court. I ask; is this impeachment a scolding match and a test of the tempers that are controlled? Is the impeachment a study case for law students who need to rectify what they are taught as to what is correct and legal? At this rate either way – is this impeachment doing us any good at all? This is beginning to scare the hell out of me! Reputations are being ruined over and above the constitutional crisis we are seeing unfold. Again, for what? The questions posed by the senior Senators are dismaying. Imagine, should the impeachment court rule over the Supreme Court as requested by the prosecutors and the Supreme Court refuses to follow – assuming the armed forces are commanded to force either one or the other; who on earth will the military obey? All considering, the rule of law and the rule of the military is an issue we citizens should have them both not put to a test. And we thought we are done with the rule of the military now that we enjoy our freedoms in this democracy. From my point of view we are forcing the hand of the military to join the fray and participate in this conflict between the President and the Chief Justice. The end or consequences involving the military into this crisis

Parrots and eagles THINK a minute. Did you ever dream as a kid about flying like a bird? Which would you be more like: a parrot or an eagle? The two are very different kinds of birds. Even though it can fly, a parrot prefers to stay in the same comfortable cage, eat the same dry seeds, and listen to the same words over and over again until it can say them easily. A parrot’s satisfied just to do the same thing everyday. In fact, you almost never see a parrot actually fly. Not eagles. Eagles have an inner drive to explore and experience everything out there. They have the courage to change and take risks. And

Think A Minute Jhan Tiafau Hurst they’re not afraid to leave their familiar, comfortable nest of tradition to search for more. An eagle’s passion for life pushes it to soar high and explore new territory, looking for fresh, satisfying food instead of the same boring, dry seeds. So which bird are you most like? If you like being a parrot kind of person, then you’ll probably just

exploration permits of a large portion of mining claims, depending whether the applicant is an individual or corporation. Under local mining laws, individual ‘permitee’ is entitled to mining claim of five to 20 blocks. Corporations and large mining firms are entitled to more than 50 blocks. A block is about or more than 18 hectare. Thus, ‘gold panning’ in Iponan River could be the handiwork of these ‘permitees,’ too. In return, these ‘permitees’ provide hydraulic compressors, pipes, barge, mercury, cyanide and other paraphernalia used to extract and amalgamate gold ore. An informant said that some local officials in Opol are ‘financing’ gold panning in Iponan River. In exchange, these local officials cum financiers buy the gold cheaply – almost half the price of current market price in grams. Nobody believes town Mayor Dexter Yasay is one of the financiers of these illegal small-scale miners in Opol. However, Yasay could not escape critics since as town mayor he has done nothing to curtail that illegal mining activity in his area. A day after the provincial government swooped down in Iponan River and seized all illegal mining paraphernalia in Opol, illegal miners masquerading as farmers swarmed Yasay’s office in Opol. Of course, they said the visitors were farmers. In reality, they were the so called ‘camote’ miners. ‘Camote’ miner is a local term for gold panning. They swooped down on Yasay’s office not to complain but, perhaps, to counter the provincial government’s move. Getting interesting. React: crisguardian@yahoo.com

Opol’s camote miners

THE task force created by the provincial government reportedly noted 29 illegal small-scale mining in Iponan River. These illegal activities were going on in the borders of Cagayan de Oro and Opol, Misamis Oriental for many years. For many years, these illegal activities remained unchecked. Despite the clamor of concerned citizens on the dying Iponan River, small-scale Cris Diaz mining continued unabated in that nobody-care-less hinterland. One of those interviewed told the task force that he had been into gold panning for the last 30 years. The guy was right. For the last three decades, illegal small-scale TEMPER/p.11 mining thrived in that now almost desolate wasteland. Not, until the gold-rich mountain attracted domestic and foreign investors that the illegal activities there came to the fore. With the confiscation of dozen of hydraulic compressors used for flush mining, suspicions are certain that these small-scale miners work for closely guarded mining firms there. Solon wants professional boxers to enjoy more safety FILIPINO boxing superstar and Congressman Manny Pacquiao of Saranggani urged on Thursday the Games and Amusement Board (GAB) to come up with guidelines that would ensure the safety of professional boxers competing here and abroad. “I would like to suggest for the GAB to conduct at least two meetings with all the boxing promoters in the country to thresh out problems confronting the professional boxing,” Pacquiao said in a Senate inquiry on the state of the professional boxers. Pacquiao made the state-

fans on the team of Filipino fighter Johnriel Casimiro after beating Luis Alberto Lazarte of Buenos Aires last Feb. 11 in Mar Del Plata, Argentina. On the case of Maguinto who died of brain hemorrhage five days after his fight with countryman Mark Joseph Costa last Jan. 28, Pacquiao suggested that GAB should come up with policy and guidelines giving a boxer at least a two-month rest before fighting again. “When I started fighting, I used to fight twice a month and now I realized that it is not advisable specially if the fight went to a distance. So,

a fighter should fight every other two months or three months if he suffered knock down,” Pacquiao said. Based on GAB records, Maguinto fought eight times in 2011 including two victories via stoppages before he fought Costa last Jan. 28 in Caloocan City. The boxing promoters initially disagreed with Pacquiao’s proposal but Pimentel advised the GAB to coordinate and discuss with the promoters the suggestion which would allow boxer to rest his body before returning to the ring. philippine news agency

THE FACTS: Derrick Rose enjoyed another productive night against San Antonio, leading all scorers with 29 points and helping the Chicago Bulls to a 96-89 win over the Spurs on Wednesday at AT&T Center. Rose, who averaged 37.5 points against the Spurs last season, was only 10-of-23 from the floor including just 1-of-5 on 3-pointers. But he made all eight of his free throws while the Bulls (29-8) won their fourth straight. The Spurs (24-11) got 18 points and 10 rebounds from Tim Duncan, and their most production from the backcourt came from the bench when Gary Neal scored 21 points in 24 minutes. Coming into the game the Spurs had won 12 of 13 and all but one home game. QUOTABLE: “Down the stretch Chicago showed why they’ve won all those games. They made shots and were real solid defensively.” -- Spurs head coach Gregg Popovich THE STAT: Rose played 2 1/2 fewer minutes than rival point guard Tony Parker, but he walked away with the better stats and the win. Most importantly, he forced the action on offense by getting to the free throw line eight times compared to two for Parker. Parker missed 11 shots from the floor (Rose missed 13) and turned the ball over three times while scoring 11 points -- his lowest total since five against Memphis on Jan. 30. TURNING POINT: It looked like San Antonio could roll on past the Bulls following the 24-15 third quarter when Chicago shot 6-of-24. The Spurs were up by four in the opening minute of the fourth quarter, but C.J. Watson and Ronnie Brewer came off the bench to turn it around. Watson had two steals that set up Brewer for two of his three baskets to open the final-quarter scoring for Chicago and give the Bulls the lead. Chicago shot almost 67 percent in the fourth, including 4-of-5 from Brewer. HOT: Luol Deng is either right on with his 3-point touch or way off. He was 1-of-5 from the line the previous night against New Orleans and he was 1-of-6 from the floor with a missed 3-pointer through the first three quarters at San Antonio. But, off two pick-and-pop feeds from Rose, Deng knocked down a pair of threes in the final 4 1/2 minutes. He’s shooting 40 percent from the 3-point line this season.

COMMUNITY Policy From page 1 Malacañang is reportedly drafting an Executive Order government mining activities in the country. Ochoa’s statement on the proposed mining policies follows in full: “We are aware that there is much concern regarding government policies currently being studied to address the various mining issues in the country.” “Due to the weighty issues involved and the significant impact the mining industry has on the welfare of our people and the environment, we are at present conducting additional consultations with industry stakeholders so we can adopt directives that take into consideration the interests of all those affected by the mining industry -especially the communities directly affected by mining operations -- consistent with existing laws, regulations and strict environmental standards.” “The new mining policies will be issued after we obtain the necessary input from the sectors involved and after a thorough and exhaustive assessment of the impact of these directives.” Earlier, the country’s biggest mining concern said it may shift investments overseas should the government’s new policy on the sector prove unfavorable to domestic operations. Michael Toledo, corporate affairs and government relations head of Philex Mining Corp., said the company is expanding, with a view to investing more abroad, particularly in Indonesia and Myanmar. “We should also be careful in the way we craft our policies that we might be under the impression that minerals are only found in this place,” Toledo said. “If it’s not feasible for an industry, developer or company to put their money here because they can’t get back their investment, obviously they will just look for some other place which is really sad because we are sitting on trillions of dollars worth of resources just waiting to be tapped,” he added. The executive said only 1.5 percent of the country’s untapped mineral resources is covered by mining permits. President Benigno Aquino III earlier said he would issue by end-February an executive order detailing his administration’s mining policy. Finance Secretary Cesar V. Purisima, who heads the President’s economic team, had said the government was partial to maximizing financial or technical assistance agreements (FTAAs) since these provide the state a bigger 50 percent share in revenues, as against the overused mining production sharing agreements (MPSAs), which earn for the government a two percent excise tax.

Toledo said Philex is open for discussions so the issue is resolved “equitably” with all stakeholders benefiting from the Palace order. “We believe the government will stick to its promises of being an enabler of business rather than a hindrance,” he said. Philex chairman Manuel V. Pangilinan earlier expressed concerns over the draft Palace order, particularly a clause declaring a moratorium on the issuance of new mining licenses, which could delay the company’s $1-billion Silangan copper-gold project in Surigao del Norte. Philex expects to hit its P5 billion profit guidance on higher metal prices. CD with a report from InterAksyon.com

BEER market leader San Miguel Brewery Inc. (SMB) stages its signature summer event this year, the San Miguel Pale Pilsen Sarap Mag Babad, with bigger surprises for the wise spending ‘barkada’ who want to make the most out of their summer break without spending more. This year’s Sarap Mag Babad relevantly takes on the campaign “Taste of Summer,” bringing together in seven popular destinations nationwide the most sought-after ingredients of summer get-togethers: the indispensable ‘pulutan’ (beer match) served hot and fresh off the grill; relaxing pop, acoustic and reggae music; the coolest souvenir freebies; and of course, overflowing supply of the best-tasting San Miguel Pale Pilsen. “This year, we will bring the taste of summer to our loyal patrons who may not be able to go out of town or on a tight budget. We have partnered with food establishments who can accommodate San Miguel Pale Pilsen’s Sarap MagBabad celebrations. We believe that for as long as friends are complete, the festive summer ambience is set, and the best pulutan is readily available to match the ice-cold San Miguel Pale Pilsen, summer is always within reach,” says SMB President Roberto N. Huang. For 10 consecutive Fridays from March 2 to May 11, Sarap MagBabad will be celebrated at Super Six Grill in Malate, Manila; Valdez Center in San Nicolas, Ilocos Norte; Manokan Country in Bacolod City; Ormoc Food Park in Ormoc City; Tagbilaran Port in Tagbilaran City, Bohol; Matina Town Square in Davao City; and at Tagum City Trade and Cultural Center in Tagum, Davao del Norte. San Miguel Pale Pilsen partnered with these seven establishments for their proximity to the public, wide array of affordable and mouth-watering

beer matches - from the top-selling sisig to the classic adobong mani, and spacious venues to hold the San Miguel Pale Pilsen Battle of the Bands, which is making a comeback after many years. “This year, we will reintroduce the popular Battle of the Bands which has been the trademark event of our flagship beer brand, San Miguel Pale Pilsen. Musical talents abound in our country, and SMB believes that our aspiring local bands deserve a shot at showcasing their talents and being rewarded for their passion,” adds Huang. Interested bands of three to seven members each may audition at the San Miguel Pale Pilsen Battle of the Bands at any of the seven Sarap Mag Babad venues on March 2, 9, 16, 23, 30, April 13, 20, and 27. Semi-finals will be held on May 4, where winners will advance to the Grand Finals on May 4. Bands playing pop, acoustic, or reggae music are invited to join. A total of P 535,000 cash prize will

At this rate it seems oddly difficult for the Senator-Judges to decide on this impeachment even if many of them are already seemingly biased. Are the Senator-Judges correct with their pronouncements against the prosecution? Is the prosecution really this unprofessional consid-

Is there truth to the claim of defense lawyers that the prosecution was spooked by the sheer number of INC members who joined the Tuesday event which, despite its having billed as a “Grand Evangelical Mission”, was actually a “rally for the rule of law”---and, therefore, was an expression of support for Corona and disapproval of efforts to impeach him? Is it also true that the order to withdraw five of the eight articles of impeachment came from frantic leaders of government who were seized by fear of a possible withdrawal of support not only for the national leadership, but also for themselves especially because the 2013 elections is just around the corner?
