Ammonia pipe explosion downs 90 ZAMBOANGA City––Dozens of people were rushed to hospital after an ammonia pipe explosion at an ice plant factory in the southern Philippine port city of Zamboanga, police said Thursday. Police said the pipe exploded late Wednesday after being hit by a hard object

BUTUAN City––A murder suspect was killed in a shootout with arresting police officers in Barangay Baylo, San Luis, Agusan del Sur on Wednesday. Authorities said the lawmen were serving an arrest warrant issued by Bayugan City Regional Trial Court Branch 7 President Judge Hector Salise against suspect Steven Calderon Francisco, the town’s no. 1 most wanted person, when

THE DEPARTMENT of Environment and National Resources (DENR) has allotted P100 million this year for livelihood projects of Peoples Organizations (POs) who are beneficiaries of its Community-Based Forest Management (CBFM) program in the country. DENR secretary Ramon Paje said such projects and related activities will be

handled by the soon-to-be established CBFM office which shall be supervised by the Undersecretary for Field Operations. “The first 100 POs who will pass the criteria set by the CBFM office will be the recipients of the livelihood assistance. Those who will not be able to make it this year need not worry as the conferment of grants

will be part of the annual DENR budget until 2016,” Paje said. Under the program, a management agreement is entered between the government and the upland communities, represented by POs which has a term of 25 years and renewable for another 25 years. As forest managers, the POs both have the respon-

sibilities and benefits to occupy, enrich, protect and utilize portions of forestlands granted to them. MANILA - Businessmen have expressed hope that the impeachment proceedings against Chief Justice Renato Corona would conclude soon, even as they maintained the trial would not affect businesses. “The sooner (this is this concluded), the better. It will be an advantage for us because we will be back to normal activities. And too much emotions involved in the impeachment will end,” said Philippine Chamber of Commerce and Industry (PCCI) president Miguel Varela. Varela, in an interview, said they remained optimistic that the trial of Corona would not disrupt businesses despite debates on his impeachment. “The private sector is comfortable with the trial in the sense that the process is being followed. Debates are always part of the game because when you talk of impeachment, politics is part of it,” he stressed. The impeachment court adjourned Day 25 of the trial on Wednesday. The proceedings will resume on March 12 for the defense presentation. Varela said business outlook remains positive due to increased confidence of the entrepreneurs in Aquino administration. “The private sector and investors appreciate thoroughly transparency, cleaning of bureaucracy and at the same time assuring a level playing field. Japan allots P17-M to improve farm practices in 2 Mindanao towns GENERAL SANTOS CITY, (PNA) – The Japanese government has allocated P17 million to boost agricultural practices of indigenous peoples in Mindanao. Japanese Ambassador Toshinao Urabe said in a statement the fresh funding was based on the grant contract for the “Construction of Small-Scale Agriculture Facilities for Climate Change Adaptation” that they signed with Oxfam Japan. The project, amounting to US$ 399,263 (approximately P17 million), is funded through the grant assistance for Japanese Non-Government Organization Projects, a small-grant funding program of Japan’s Official Development Assistance. Oxfam Japan will implement the project in Esperanza, Sultan Kudarat and Balabagan in Lanao del Sur, which have witnessed harvest reductions of agricultural products in the past 15 years due to unusual weather conditions. “Esperanza’s major produce includes rice and corn, which should be dried to fetch higher prices. But due to lack of postharvest facilities, they often use the road for drying crops,” it said. In addition, there are limited concrete irrigation canals in the municipality. If the canal is not concreted, water is absorbed in the soil and the number of farmers who can utilize water can be limited. To abate these difficulties, three postharvest facilities with a set of storehouse and dryer will be constructed in the municipality. A major irrigation canal stretching about one kilometer will be also concreted. In Balabagan town, the leading crop is cassava, which the farmers also dry under the sun so they can sell it at higher prices. Due to the sudden rains in supposedly dry season – and the rains have become more frequent – it is getting more and more difficult to finish the process, the statement said. As a result, farmers cannot meet the quality specified by buyers, hence decreased income as their product is bought at lower price. To address the situation, six postharvest facilities will be constructed in the municipality, each equipped with a set of storehouse and cassava dryer. One cassava-grating machine will be also purchased and shared by farmers. As a component of the projects, the beneficiaries will be trained so that they can properly manage and sustain the facilities. (PNA)

Miriam’s temper HOW much verbal abuse can an adult professional like those in the prosecution panel take without retaliation? Or is this the practice of law when judges talk-down to them and they just sit there taking the verbal abuse. From the looks of it, SenatorJudge Miriam Defensor is logical and is simply frustrated with the Harry Tambuatco proceedings. The presiding president Senator Juan Ponce Enrile is equally frustrated and tends to lecture the rules of court but in the end is likewise infuriated with the arguments of the prosecution. One other Senator-Judge inquires as to procedures taken by the defense, the senior lawyer Serafin Quevas who is now perceived to be of shrewd tactics and effective for the alleged purpose of feeding the inquisitive student lawyers proper and lawful procedures of court. I ask; is this impeachment a scolding match and a test of the tempers that are controlled? Is the impeachment a study case for law students who need to rectify what they are taught as to what is correct and legal? At this rate either way – is this impeachment doing us any good at all? This is beginning to scare the hell out of me! Reputations are being ruined over and above the constitutional crisis we are seeing unfold. Again, for what? The questions posed by the senior Senators are dismaying. Imagine, should the impeachment court rule over the Supreme Court as requested by the prosecutors and the Supreme Court refuses to follow – assuming the armed forces are commanded to force either one or the other; who on earth will the military obey? All considering, the rule of law and the rule of the military is an issue we citizens should have them both not put to a test. And we thought we are done with the rule of the military now that we enjoy our freedoms in this democracy. From my point of view we are forcing the hand of the military to join the fray and participate in this conflict between the President and the Chief Justice. Under local mining laws, individual ‘permitee’ is entitled to mining claim of five to 20 blocks. Corporations and large mining firms are entitled to more than 50 blocks. A block is about or more than 18 hectare. Thus, ‘gold panning’ in Iponan River could be the handiwork of these ‘permitees,’ too. In return, these ‘permitees’ provide hydraulic compressors, pipes, barge, mercury, cyanide and other paraphernalia used to extract and amalgamate gold ore. An informant said that some local officials in Opol are ‘financing’ gold panning in Iponan River. In exchange, these local officials cum financiers buy the gold cheaply – almost half the price of current market price in grams. Nobody believes town Mayor Dexter Yasay is one of the financiers of these illegal small-scale miners in Opol. However, Yasay could not escape critics since as town mayor he has done nothing to curtail that illegal mining activity in his area. A day after the provincial government swooped down in Iponan River and seized all illegal mining paraphernalia in Opol, illegal miners masquerading as farmers swarmed Yasay’s office in Opol. Of course, they said the visitors were farmers. In reality, they were the so called ‘camote’ miners. ‘Camote’ miner is a local term for gold panning. THE task force created by the provincial government reportedly noted 29 illegal small-scale mining in Iponan River. These illegal activities were going on in the borders of Cagayan de Oro and Opol, Misamis Oriental for many years. For many years, these illegal activities remained unchecked. Despite the clamor of concerned citizens on the dying Iponan River, small-scale Cris Diaz mining continued unabated in that nobody-care-less hinterland. One of those interviewed told the task force that he had been into gold panning for the last 30 years. The guy was right. SURIGAO City–– The Iglesia Filipina Independiente (IFI) in Surigao has called on the 30th Infantry Battalion of the Philippine Army to immediately vacate the barangay and tourism halls of Brgy. Ferlda, Alegria, Surigao Norte that it transformed into headquarters for years. In a joint statement, all the clergy of the diocese, headed by Bishop Rhee Timbang, urged the soldiers to move their quarters at least 500 meters away from the said barangay. “Consistent to our ministry as pastors and spiritual leaders of our people and, in adherence to the imperative of our faith in the Lord Jesus, who preaches the gospel of

justice, peace and dignity of persons and human life, we therefore are making this call for the 30th IB soldiers to move-out from the said barangay government edifices soonest possible,” Bishop Timbang said. They, likewise, urged the provincial board of Surigao Norte, through its appropriate committee, to look into the deployment and

conduct investigation as regards the regularity of the said military deployment and possible commission of human rights violations. In the same position paper, the clergy exhorted the Karapatan-Surigao del Norte, the civil societies

DepEd allocates P136.6 million for Palarong Pambansa THE Department of Education (Deped) has allocated P136.6 million for the annual Palarong Pambasa set to start on May 6 in Lingayen, Pangasinan. DepEd Secretary Armin Luistro said the national games are important components in the development of school children and students. “When we say total human development, we mean to develop persons who are physically fit, socially responsible, and globally competitive,” he said. Luistro said the event is “an important component of the basic education curriculum because it promotes physical education and sports which are part of the full development of the youth’s potential.” Most of the events will be held at the Narciso Ramos Sports Center in Lingayen while the rest will be in the cities of San Carlos and Dagupan and the towns of Bugallon and Binmaley.
