1. Objective(s) and linkages to Reforms A Reform Support Team (RST) at the Ministry of Economy and Trade of Ukraine (MEDT) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support. The Director of the RST Project Management Office (RST PMO) will be subordinated to the Minister and coordinated by the Deputy Minister-Chief of Staff. The Director is responsible for (1) effective operational management of RST (2) overall coordination and monitoring of priority reforms implementation in MEDT (3) Reform Teams (Working Groups) support (4) cooperation with donors and IFIs. 2. Main Duties and Responsibilities: a. Ensuring effective operational management of RST i. overall resource planning, recruitment and management of RST consultants ii. cooperation and coordination of various stakeholders (donors, experts, government officials, etc.) b. Overall coordination, supervision and monitoring of priority reforms implementation in Ministry of Economy i. coordination and facilitation of all reform teams, ensuring active engagement of relevant stakeholders (incl. POSITION: Senior expert (Category 2, Communications) 1. Objective(s) and linkages to Reforms Communication is an indispensable part of the reforms process. Consistent and comprehensive communications is needed to ensure public awareness and understanding of MEDT and RST’s efforts and to fuel civil society’s action in supporting reforms process. Qualified communications professional is needed in order to strengthen MEDT’s Press Office and support Ministry’s communications efforts. Lack of qualified personnel in the Ministry does not allow Press Office to concentrate on reforms communications to the extent needed for changing overall public perception. Communication activities of RST will be carried out through the officials MEDT channels and will strengthen the public presence of the Ministry and its speakers. A Senior expert on communications will work in close cooperation with MEDT’s Press Office whereas Ministry’s Press Secretary will be responsible for aligning communications objectives of all the parties involved. 2. Organizing public events for MEDT’s speakers reporting on reforms progress, d. Organizing off-the-record events with major economic media for RST employees, e. POSITION: Senior Project Manager (Category 1, State owned enterprise privatization)
1. Objective(s) and linkages to Reforms The State is the largest owner of commercial assets in Ukraine. The main task of the Government of Ukraine (hereinafter referred to as "Government") is to make sure these assets create value for the main owner, the Ukrainian people. The State must be a professional and responsible enterprise owner and make concentrated efforts to increase the value of their assets, while at the same time corporate governance of such enterprises must be transparent and adhere to the Guidelines on Corporate Governance of State-Owned Enterprises developed by the Organization for Economic Cooperation and Development (hereinafter “OECD Guidelines�). Ukraine has 1833 operating SOEs (out of 3350 registered SOEs) together they generated USD 5 billion in losses in 2014. The Ukrainian SOE sector badly needs reforms, because it negatively influenced Ukrainian economy. Ministries should not manage SOEs. They should focus on the regulatory functions vested with their ministries, as well as reform. Moreover, SOEs should not be managed by the political level in a government. SOEs will be transferred away from the line ministries, with the only exception being those SOEs that do not have commercial objectives and perform regulatory functions. 2. 1. Objective(s) and linkages to Reforms The Government has initiated a restructuring of Naftogaz of Ukraine (“Naftogaz”). Naftogaz is a vertically integrated oil & gas company that is involved in production and processing of oil and gas, trading and transmission of oil and gas and their products. The company is by far the largest SOE in Ukraine, accounting for approximately 50% of assets of all SOEs. This ongoing reform process aims to create an efficient and transparent company which will protect the rights of the owner, establish an effective system of internal controls, eliminate political influence, and create a level playing field with commercial companies in the market in compliance with the principles of corporate governance set out by the Organization for Economic Cooperation and Development (OECD). Reforming the corporate governance of Naftogaz in accordance with OECD principles is envisaged by Corporate Governance Action Plan for Naftogaz (CGAP) 2. 1. Objective(s) and linkages to Reforms The State is the largest owner of commercial assets in Ukraine. The main task of the Government of Ukraine (hereinafter referred to as "Government") is to make sure these assets create value for the main owner, the Ukrainian people. The State must be a professional and responsible enterprise owner and make concentrated efforts to increase the value of their assets, while at the same time corporate governance of such enterprises must be transparent and adhere to the Guidelines on Corporate Governance of State-Owned Enterprises developed by the Organization for Economic Cooperation and Development (hereinafter “OECD Guidelines”). Ukraine has 1833 operating SOEs (out of 3350 registered SOEs) together they generated USD 5 billion in losses in 2014. The Ukrainian SOE sector badly needs reforms, because it negatively influenced Ukrainian economy. Ministries should not manage SOEs. They should focus on the regulatory functions vested with their ministries, as well as reform. Moreover, SOEs should not be managed by the political level in a government. SOEs will be transferred away from the line ministries, with the only exception being those SOEs that do not have commercial objectives and perform regulatory functions. 2. POSITION: Senior Project Manager (Category 1, Implementation of Public Procurement Reform) 1. Objective(s) and linkages to Reforms A Reform Support Team (RST) at the Ministry of Economic Development and Trade (MEDT) of Ukraine is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists Ministry in the design and implementation of sectorial strategies and priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry priorities and relevant donor support. Public procurement reform is one of the top priorities for MEDT. New version of Public Procurement Law made application of eProcurement system ProZorro obligatory for all contracting authorities (ca 25 000 tender committees) as of August 1, 2016. ProZorro team has set its priorities on promoting public procurement reform and ProZorro, as its driver, to new potential suppliers who have not still tried ProZorro. Moreover, Prozorro team aims at developing monitoring activities by civil society, improving educational and capacity building activities for contracting authorities and suppliers. The Senior Project Manager is responsible for (1) development of the general work plan of public procurement reform in MEDT, reports and status updates on reform implementation progress to the Minister and RST Director (2) supervision of public procurement reform priorities with focus on stabilization of eProcurement system ProZorro, simplification of eProcurement system for users and improvement of procurers’ professional level, (3) development of internal documents on public procurement reform (budgets, reports) requested by donors and IFIs. 2. POSITION: Senior Expert (Category 2, Implementation of Public Procurement Reform) 1. Objective(s) and linkages to Reforms A Reform Support Team (RST) at the Ministry of Economic Development and Trade (MEDT) of Ukraine is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists Ministry in the design and implementation of sectorial strategies and priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry priorities and relevant donor support. Public procurement reform is one of the top priorities for MEDT. New version of Public Procurement Law made application of eProcurement system ProZorro obligatory for all contracting authorities (ca 25 000 tender committees) as of August 1, 2016. ProZorro team has set its priorities on promoting public procurement reform and ProZorro, as its driver, to new potential suppliers who have not still tried ProZorro. Moreover, Prozorro team aims at developing monitoring activities by civil society, improving educational and capacity building activities for contracting authorities and suppliers. The Senior Project Manager is responsible for (1) development of the general work plan of public procurement reform in MEDT, reports and status updates on reform implementation progress to the Minister and RST Director (2) supervision of public procurement reform priorities with focus on stabilization of eProcurement system ProZorro, simplification of eProcurement system for users and improvement of procurers’ professional level, (3) development of internal documents on public procurement reform (budgets, reports) requested by donors and IFIs. 2. Duration and proposed timeframe: Duration of assignment is 1 year (with discretionary extension for additional 1 year, also subject to availability of donor funding) with starting date not later than March 1, 2017, including a 3-month probation period. 3.
