POSITION: Associate Expert (Category 3), Deregulation Analyst
1. Objective(s) and linkages to Reforms Ukraine 2020 Strategy has Deregulation and Entrepreneurship development as the first reform of the economic growth component. The main points of 2018 Priority Action Plan of the Government of Ukraine are dedicated to establishing favorable business climate as the overall aim of Deregulation. Reform Support Team (RST) at the Ministry of Economic Development and Trade of Ukraine (MEDT) being a group of Ukrainian professionals (noncivil servants) funded on a temporary basis by international donors provides targeted technical support and assists the MEDT in the implementation of Deregulation reform. 2. Duration and proposed timeframe Duration of assignment is until 30 June 2019. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. The Consultant shall deliver services in Ukraine and for no less than working 20 days per calendar month. 3. Main Duties and Responsibilities Support to Reform Team (Working Groups) and Project Manager (PM) Business analysis of feature requests from the MEDT on deregulation issues: new approaches to be developed to support deregulation reform streams deregulation process adjustments to be aligned with the MEDT policy new functionality development to support existing deregulation reform Drafting of technical documentation / technical tasks for Deregulation 2.0 system developers Close cooperation with MEDT departments representatives in order to support Deregulation 2.0 system Assisting PM in reviewing new features: functional / non-functional requirements Data collection, analysis and evaluation in order to prepare deregulation recommendations for MEDT Documentation preparation and drafting of presentations on deregulation issues
4. Main anticipated deliverables Documentation and technical tasks on new Deregulation 2.0 system functionality are drafted and provided to developers Requirements analysis and modelling are drafted for new approaches of deregulation process improvement Deregulation process adjustments aligned with the MEDT policy Deregulation projects are uploaded to Deregulation 2.0 system and provided their promotion and support in the MEDT and other ministries Strategic sessions and workshops on deregulation issues are conducted Required documentation and presentations needed for deregulation process support are drafted 5.1 Qualifications and skills: Master degree in business administration, finance, macroeconomics or law
Strong analytical, communication and presentation skills PC literacy (PowerPoint, Excel, Word; Visio and Project is an asset) Fluency in Ukrainian and English
5.2 General professional experience: Preferably more than 5 years of general professional experience (minimum 3 years), preferably experience in business process analysis 5.3 Specific professional experience: Professional experience in public sector analysis is an asset Proven knowledge and professional experience in data collection and analysis, project management methodologies and practices Experience working with multidisciplinary teams is an asset
7. Assignment Value The estimated monthly value of this consultancy position is in the range of 400-1000 EUR. The funding source of this assignment is the EBRD Ukraine Stabilization and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.
