POSITION: Associate Expert, International Technical Assistance Coordination (Category 3) 1. Objective(s) and linkages to Reforms A Reform Support Team (RST) at the Ministry of Economy and Trade of Ukraine (MEDT) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support. The main focus of the Associate Expert will be on development of a logic behind a unified list of international technical assistance programs and relevant website, communication with developers, offer suggestions on improvements of current system and processes and initiation of respective changes to legal documents. The Associate Expert is also responsible for the final preparation, launch, development and promotion of the OpenAid.gov.au website. 2. Duration and proposed timeframe: Duration of assignment is until 30 June 2019. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. 3. Main Duties and Responsibilities: Development of a logic behind a unified list of international technical assistance programs/projects and relevant website, including monitoring and reporting of projects, coordination of regular update of the base, in cooperation with civil servants of the Ministry and interns; Communication with developers for development, finalization, launch and promotion of the website; Offer suggestions on improvements of current system and processes of registration, accreditation, maintenance, monitoring and reporting on projects, initiate respective changes to legal documents; Assist in further restructuring of governance of state-owned enterprises, improvement of SOEs investment evaluation and decision processes; Preparation of timely and quality reports and status updates on reform implementation progress.
4. Main anticipated deliverables: Developed concept for the maintenance of common database (list) of international technical assistance projects (ITA - donor funds: countries, international organizations, EU), state investment projects, projects supported by IFO (credit resources), projects financed by loan funds under state guarantees; The OpenAid.gov.ua website finalized and commissioned, registered and transferred to the MEDT balance; Update the list of projects;
Developed proposals for amending legal acts that regulate the formation and maintenance of project base (in particular, how the registration of international technical assistance projects is performed).
5. Qualifications, Skills and Experience: 5.1 Qualifications and skills: Impeccable ethical standards; Excellent analytical skills; Master’s or bachelor`s degree in economics, finance, business administration, public administration social science, computer science, cybernetics; Advanced level of PC literacy (PowerPoint, Project, Excel, Word; Visio is an asset); Excellent interpersonal and communication skills; Fluency in Ukrainian and English. 5.2 General professional experience: Preferably more than 3 years of general professional experience, preferably 2 years of experience in research and analysis, investment, financial analysis, consulting, change management, public or business administration, or IT. 5.3 Specific professional experience: Experience in international technical assistance projects is an asset; Ability to broadly support managers, including experience with facilitating communications, scheduling and information management; Experience in databases creation or management; Experience in financial analysis or investment valuation; Experience in leading multidisciplinary teams is an asset; Experience in web-sites launches is an asset. 6. Assignment Value The estimated monthly value of this consultancy position is in the region of 400-1000 EUR. The funding source of this assignment is the EBRD Ukraine Stabilization and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America. 8. Selection Procedure Following the evaluation of all applications received, selected candidates will be invited to a brief written test and interview in covering both general and technical questions in both English and Ukrainian. Only short-listed candidates will be invited to a final interview.
