POSITION: Administrative Assistant (Category 4, Administrative Support and Communications) 1. Objective(s) and linkages to Reforms A Reform Support Team (RST) at the Ministry of Economic development and Trade (MEDT) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support. The Office Manager will assist the RST Director and other RST consultants in technical details of their work. Scheduling meetings and appointments, making office supplies arrangements and providing general administrative support to the RST will be the main task of the Office Manager. 2. Duration and proposed timeframe: This consultancy appointment has an estimated overall duration until 30 June 2019 inclusively. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. 1. Objective(s) and linkages to Reforms Ukraine 2020 Strategy has Deregulation and Entrepreneurship development as the first reform of the economic growth component. The main points of 2018 Priority Action Plan of the Government of Ukraine are dedicated to establishing favorable business climate as the overall aim of Deregulation. Reform Support Team (RST) at the Ministry of Economic Development and Trade of Ukraine (MEDT) being a group of Ukrainian professionals (noncivil servants) funded on a temporary basis by international donors provides targeted technical support and assists the MEDT in the implementation of Deregulation reform. 2. The main focus of the Associate Expert will be on development of a logic behind a unified list of international technical assistance programs and relevant website, communication with developers, offer suggestions on improvements of current system and processes and initiation of respective changes to legal documents. The Associate Expert is also responsible for the final preparation, launch, development and promotion of the OpenAid.gov.au website. 2. Duration and proposed timeframe: Duration of assignment is until 30 June 2019. Main Duties and Responsibilities:  Development of a logic behind a unified list of international technical assistance programs/projects and relevant website, including monitoring and reporting of projects, coordination of regular update of the base, in cooperation with civil servants of the Ministry and interns;  Communication with developers for development, finalization, launch and promotion of the website;  Offer suggestions on improvements of current system and processes of registration, accreditation, maintenance, monitoring and reporting on projects, initiate respective changes to legal documents;  Assist in further restructuring of governance of state-owned enterprises, improvement of SOEs investment evaluation and decision processes;  Preparation of timely and quality reports and status updates on reform implementation progress.

Main anticipated deliverables:  Developed concept for the maintenance of common database (list) of international technical assistance projects (ITA - donor funds: countries, international organizations, EU), state investment projects, projects supported by IFO (credit resources), projects financed by loan funds under state guarantees;  The OpenAid.gov.ua website finalized and commissioned, registered and transferred to the MEDT balance;  Update the list of projects;



Developed proposals for amending legal acts that regulate the formation and maintenance of project base (in particular, how the registration of international technical assistance projects is performed).

On 26 April 2017 the Government presented a conceptual approach towards the reorganization of ministries. The Concept foresaw establishment of new policy directorates in the ministries following a comprehensive review of the distribution of policy portfolios within and between the ministries on the basis of functional analysis. The process started in the Secretariat of the Cabinet of Ministers, 10 pilot ministries and two pilot agencies. It is meant to be completed in the remaining ministries based on the lessons learnt from the pilot exercise. The staff of the new directorates is expected to be recruited in line with the RSP Concept implementation schedule. Objective(s) and linkages to Reforms A Reform Support Team (RST) at the Ministry of Economic Development and Trade (MEDT) of Ukraine is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists the Ministry in the design and implementation of sectorial strategies and priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry priorities and relevant donor support. Public procurement reform is one of the top priorities for MEDT. New version of Public Procurement Law made application of eProcurement system ProZorro obligatory for all contracting authorities (ca 25 000 tender committees) as of August 1, 2016. ProZorro team has set its priorities on promoting public procurement reform and ProZorro, as its driver, to new potential suppliers who have not still tried ProZorro. Moreover, Prozorro team aims at developing monitoring activities by civil society, improving educational and capacity building activities for contracting authorities and suppliers. The Project Manager is responsible for (1) development of the general work plan of public procurement reform in MEDT, reports and status updates on reform implementation progress to the Minister and RST Director (2) supervision of public procurement reform priorities with focus on stabilization of eProcurement system ProZorro, simplification of eProcurement system for users and improvement of procurers’ professional level, (3) development of internal documents on public procurement reform (budgets, reports) requested by donors and IFIs. 2. POSITION: Senior Expert (Category 2), Business Environment Lawyer

1. Objective(s) and linkages to Reforms Ukraine has made a considerable progress in establishing better business climate – implemented reforms of regulations, laws and permits. However, economic performance is going slowly. Despite apparently sound reforms, business complains about day-to-day problems with bureaucracy and administrative barriers to investment, including inconsistent interpretations of laws and procedures in different parts of the country. This situation also leads to a conclusion on poor implementation of fairly high quality strategies and laws. Objective(s) and linkages to Reforms A Reform Support Team (RST) at the MEDT is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by international donors in order to provide targeted technical support and assists the MEDT in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the MEDT’s priorities and relevant donor support. On 26 April 2017 the Government presented a conceptual approach towards the reorganization of ministries. The Concept foresaw establishment of new policy directorates in the ministries following a comprehensive review of the distribution of policy portfolios within and between the ministries on the basis of functional analysis. The process started in the Secretariat of the Cabinet of Ministers, 10 pilot ministries and two pilot agencies. It is meant to be completed in the remaining ministries based on the lessons learnt from the pilot exercise. The staff of the new directorates is expected to be recruited in line with the RSP Concept implementation schedule. Main purpose of RST PAR team is to Strengthen PAR in MEDT reform from within and successfully support launch of the 1st Directorate in MEDT in line with the principles and objective defined in the PAR Strategy The senior expert`s primary focus is to ensure introduction of modern HR business processes and practices to the MEDT within the framework of Public administration reform and capacity building in the MEDT. 1. Objective(s) and linkages to reforms The position is embedded in the Reform Support Team (RST) at the Ministry of Economic Development and Trade of Ukraine (MEDT). The RST assists the Ministry in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support programs. The position is linked to the economic and regional development priorities of Ukraine 2020 Strategy, as well as draft Industrial Development Strategy. The implementation of the Smart Specialization as an evidence-based innovation approach for regional and economic development will be guided by the 2018 Government Priority Action Plan. Qualifications, skills and experience 5.1 Qualifications and skills:  Master’s Degree in economics, international relations, law, or business administration, communications  Strong analytical, communication and presentation skills  Negotiation skills  PC literacy (PowerPoint, Excel, Word; Visio and Project is an asset)  Fluency in Ukrainian and good command of English 5.2 General professional experience:  Minimum 3 (preferably over 5) years of work in one or more areas related to the assignment (economics, international relations, law, or business administration)  Experience with research and analytical assignments 5.3 Specific professional experience:  Experience in project management  Familiarity with the reform agenda in Ukraine  Experience working with multidisciplinary teams is an asset
