POSITION: Senior Expert - Smart Specialization and Industry Development (Category 2 expert)

1. Objective(s) and linkages to reforms The position is embedded in the Reform Support Team (RST) at the Ministry of Economic Development and Trade of Ukraine (MEDT). The RST assists the Ministry in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support programs. The position is linked to the economic and regional development priorities of Ukraine 2020 Strategy, as well as draft Industrial Development Strategy. The implementation of the Smart Specialization as an evidence-based innovation approach for regional and economic development will be guided by the 2018 Government Priority Action Plan. The Senior Expert will be engaged into implementation of the Smart Specialization and Industry Development priorities in the following way: (1) support the development and approval of the Industrial Strategy and the Action Plan; (2) contribute to definition of development priorities with regards to Smart Specialization with the participation of three groups of stakeholders at the local level - local business, local scientific and educational centers and local authorities; (3) communication between the main stakeholders and working with pilot regions. 2. Duration and proposed timeframe Duration of assignment is until 30 June 2019. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. 3. Main duties and responsibilities       

Support to the development, approval and implementation of the Industrial Development Strategy and Action Plan Support to the creation and launch of the National System of Smart Specializations in Ukraine Implementation of the Smart Specialization approach in the pilot regions of Ukraine Dissemination of the Smart Specialization approach to all regions of Ukraine, based on the experience of the pilot regions Creation of a national cluster development program for Ukraine Defining the scope of tasks and their implementation on resource-efficient basis Preparation of timely and quality reports and status updates on reform implementation progress.

Industrial Development Strategy and Action Plan developed and approved

5. Qualifications, skills and experience 5.1 Qualifications and skills:  Master’s Degree in economics, international relations, law, or business administration, communications  Strong analytical, communication and presentation skills  Negotiation skills  PC literacy (PowerPoint, Excel, Word; Visio and Project is an asset)  Fluency in Ukrainian and good command of English 5.2 General professional experience:  Minimum 3 (preferably over 5) years of work in one or more areas related to the assignment (economics, international relations, law, or business administration)  Experience with research and analytical assignments 5.3 Specific professional experience:  Experience in project management  Familiarity with the reform agenda in Ukraine  Experience working with multidisciplinary teams is an asset

6. Assignment Value The estimated monthly value of this consultancy position is in the region of 800-1400 EUR. The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America. 7.
